President Harry Truman, without the approval of Congress, sends US troops to fight in the Korean War. Unlike his predecessor (see December 8, 1941), Truman asserts that he has the inherent right to do so as the commander in chief (see 1787 and 1793). Truman bases his decision in part on a UN Security Council resolution passed three days before—at the US’s behest—approving military aid to South Korea, which was invaded by North Korean troops on June 25. In 2007, reporter and author Charlie Savage will write: “But the permission of foreign states was irrelevant to the domestic legal issue of who got to decide whether the United States would go to war. No president had ever before launched anything on the scale of the Korean War without prior permission from Congress, as the Constitution requires.” Savage will explain why Congress allows Truman to usurp its prerogatives: “[M]embers of Congress, eager to appear tough against Communism and to support a war effort, did nothing to block Truman.” [Savage, 2007, pp. 19; Truman Library, 3/2008]

[Source: Bettmann / Corbis]Albert Wohlstetter, a professor at the University of Chicago, gathers a cadre of fiery young intellectuals around him, many of whom are working and associating with the magazine publisher Irving Kristol (see 1965). Wohlstetter’s group includes Richard Perle, Zalmay Khalilzad, and Paul Wolfowitz. Wohlstetter, himself a protege of the Machiavellian academic Leo Strauss, is often considered the “intellectual godfather” of modern neoconservatism. Formerly an analyst at the RAND Corporation, Wohlstetter wielded a powerful influence on the US’s foreign policy during the heyday of the Cold War. Wohlstetter, who is believed to be one of several analysts who became a model for director Stanley Kubrick’s title character in the 1968 film Dr. Strangelove, added dramatic phrases like “fail-safe” and “second strike” capability to the US nuclear lexicon, and pushed to increase the US’s military might over what he saw as the imminent and lethal threat of Soviet nuclear strikes and the Soviet Union’s plans for global hegemony. He was such a powerful figure in his hundreds of briefings that he projected far more certainty than his facts actually supported. Though his facts and statistics were often completely wrong, he was so relentless and strident that his ideas gained more credence than they may have warranted. By 1965, he is known in some circles as a “mad genius” who is now collecting and molding young minds to follow in his footsteps. Author Craig Unger writes in 2007, “To join Team Wohlstetter, apparently, one had to embrace unquestioningly his worldviews, which eschewed old-fashioned intelligence as a basis for assessing the enemy’s intentions and military capabilities in favor of elaborate statistical models, probabilities, reasoning, systems analysis, and game theory developed at RAND.” An analyst with the Federation of Atomic Scientists will write in November 2003: “This methodology exploited to the hilt the iron law of zero margin for error.… Even a small probability of vulnerability, or a potential future vulnerability, could be presented as a virtual state of emergency.” Or as one-time Wohlstetter acolyte Jude Wanninski will later put it, “[I]f you look down the road and see a war with, say, China, twenty years off, go to war now.” Unger will observe, “It was a principle his acolytes would pursue for decades to come—with disastrous results.” [Unger, 2007, pp. 42-46]

A group of conservative strategic thinkers and policymakers attends a dinner party in Santa Monica, California. It is at this dinner party that the notorious “Team B” intelligence analysis team will be formed (see Early 1976). The cohost of the gathering is Albert Wohlstetter (see 1965), the eminent neoconservative academic and policy analyst. The next day, the guests join fellow conservative ideologues at a Beverly Hills conference called “Arms Competition and Strategic Doctrine.” Wohlstetter uses selectively declassified intelligence data to accuse the Pentagon of systematically underestimating Soviet military might. Wohlstetter will soon publish his arguments in the Wall Street Journal, Foreign Policy magazine, and Strategic Review. In July, respected Cold War figure Paul Nitze will use Wohlstetter’s assertions in testimony before the House Armed Services Committee to accuse Secretary of State Henry Kissinger and the CIA of dangerously underestimating both the Soviet Union’s military strength and its intentions. Some old-line Cold Warriors—many of whom find themselves in sympathy with the upstart neoconservatives—begin attacking both the CIA’s intelligence reporting and the US-Soviet policy of detente. Author Craig Unger will write, “This was the beginning of a thirty-year fight against the national security apparatus in which the [neoconservatives] mastered the art of manipulating intelligence in order to implement hard-line, militaristic policies.” [Unger, 2007, pp. 48-49]

President Ford fires a number of Nixon holdovers and replaces them with “my guys… my own team,” both to show his independence and to prepare for a bruising 1976 primary battle with Ronald Reagan. The wholesale firings and reshufflings are dubbed the “Halloween Massacre.” Donald Rumsfeld becomes secretary of defense, replacing James Schlesinger (see November 4, 1975). George H. W. Bush replaces William Colby as director of the CIA. Henry Kissinger remains secretary of state, but his position as national security adviser is given to Brent Scowcroft. Dick Cheney, Rumsfeld’s deputy chief of staff, moves up to become the youngest chief of staff in White House history. Perhaps the most controversial decision is to replace Nelson Rockefeller as Ford’s vice-presidential candidate for the 1976 elections. Ford’s shake-up is widely viewed as his cave-in to Republican Party hardliners. He flounders in his defense of his new staffers: for example, when Senator Barry Goldwater (R-AZ) asks him why he thinks Rumsfeld is qualified to run the Pentagon, Ford replies, “He was a pilot in the Korean War.” The ultimate winner in the shake-up is Rumsfeld, who instigated the moves from behind the scenes and gains the most from them. Rumsfeld quickly wins a reputation in Washington as a political opportunist, gunning for the vice presidency in 1976 and willing to do whatever is necessary to get it. Rockefeller tells Ford: “Rumsfeld wants to be president of the United States. He has given George Bush the deep six by putting him in the CIA, he has gotten me out.… He was third on your [vice-presidential] list (see August 16-17, 1974) and now he has gotten rid of two of us.… You are not going to be able to put him on the [ticket] because he is defense secretary, but he is not going to want anybody who can possibly be elected with you on that ticket.… I have to say I have a serious question about his loyalty to you.” Later, Ford will write of his sharp regret in pushing Rockefeller off the ticket: “I was angry at myself for showing cowardice in not saying to the ultraconservatives: It’s going to be Ford and Rockefeller, whatever the consequences.” [Werth, 2006, pp. 340-341] “It was the biggest political mistake of my life,” Ford later says. “And it was one of the few cowardly things I did in my life.” [US Senate, 7/7/2007]

Bush becomes the head of the CIA (see November 4, 1975 and After), he decides to break with previous decisions and allow a coterie of neoconservative outsiders to pursue the allegations of Albert Wohlstetter that the CIA is seriously underestimating the threat the USSR poses to the US (see 1965), allegations pushed by hardliners on the President’s Foreign Intelligence Advisory Board.
Internal Opposition - Bush’s predecessor, William Colby, had steadfastly refused to countenance such a project, saying, “It is hard for me to envisage how an ad hoc ‘independent’ group of government and non-government analysts could prepare a more thorough, comprehensive assessment of Soviet strategic capabilities—even in two specific areas—than the intelligence community can prepare.” (Bush approves the experiment by notating on the authorization memo, “Let ‘er fly!”) The national intelligence officer in charge of the National Intelligence Estimate on the USSR, Howard Stoertz, will later recall: “Most of us were opposed to it because we saw it as an ideological, political foray, not an intelligence exercise. We knew the people who were pleading for it.” But Bush, on the advice of deputy national security adviser William Hyland, agrees to the exercise. Hyland says the CIA had been getting “too much flak for being too peacenik and detentish…. I encouraged [Bush] to undertake the experiment, largely because I thought a new director ought to be receptive to new views.” The neocon team of “analysts” becomes known as “Team B,” with “Team A” being the CIA’s own analytical team. It is unprecedented to allow outsiders to have so much access to highly classified CIA intelligence as Bush is granting the Team B neocons, so the entire project is conducted in secret. CIA analyst Melvin Goodman later says that President Ford’s chief of staff, Dick Cheney, is one of the driving forces behind Team B. The outside analysts “wanted to toughen up the agency’s estimates,” Goodman will say, but “Cheney wanted to drive [the CIA] so far to the right it would never say no to the generals.” [Dubose and Bernstein, 2006, pp. 208; Unger, 2007, pp. 53-55]
Political Pressure - Ford’s political fortunes help push forward the Team B experiment. Ford has been a strong proponent of detente with the Soviet Union, but his poll numbers are sagging and he is facing a strong presidential primary challenger in Governor Ronald Reagan (R-CA), an avowed hardliner. Reagan is making hay challenging Ford’s foreign policy, claiming that the so-called “Ford-Kissinger” policies have allowed the Soviet Union to leap ahead of the US both militarily and geopolitically. In response, Ford has lurched to the right, banning the word “detente” from speeches and statements by White House officials, and has been responsive to calls for action from the newly reforming Committee on the Present Danger (CPD—see 1976). In combination, these political concerns give Bush the justification he wants to push forward with the Team B experiment.
Three B Teams - According to Carter administration arms control official Anne Cahn, there are actually three “B” teams. One studies Soviet low-altitude air defense capabilities, one examines Soviet intercontinental ballistic missile (ICBM) accuracy, and the third, chaired by Harvard Sovietologist Richard Pipes, examines Soviet strategic policy and objectives. It is Pipes’s team that becomes publicly known as “Team B.” [Bulletin of Atomic Scientists, 4/1993]
Assembling the Team - Pipes fits in well with his small group of ideological hardliners. He believes that the USSR is determined to fight and win a nuclear war with the US, and he is bent on putting together an analysis that proves his contention. He asks Cold War icon Paul Nitze, the former Secretary of the Navy, to join the team. Richard Perle, a core member, has Pipes bring in Paul Wolfowitz, one of Wohlstetter’s most devout disciples. Wolfowitz immediately begins arguing for the need to deploy tactical nuclear weapons in Europe. The “incestuous closeness” of the members, as Cahn later calls it, ensures that the entire group is focused on the same goals as Wohlstetter and Pipes, with no dissension or counterarguments. Other key members include William von Cleave and Daniel Graham. The entire experiment, Cahn will write, “was concocted by conservative cold warriors determined to bury d├ętente and the SALT process. Panel members were all hard-liners,” and many are members of the newly reconstituted “Committee on the Present Danger” (see 1976). The experiment is “leaked to the press in an unsuccessful attempt at an ‘October surprise’ [an attempt to damage the presidential hopes of Democrat Jimmy Carter—see Late November, 1976]. But most important, the Team B reports became the intellectual foundation of ‘the window of vulnerability’ and of the massive arms buildup that began toward the end of the Carter administration and accelerated under President Reagan.” Team B will formally debate its CIA adversaries, “Team A,” towards the end of the year (see November 1976). 'Designed to be Prejudiced' - In 2008, author J. Peter Scoblic will note, “Team B was designed to be prejudiced.” Pipes, the Soviet experts, holds a corrosive hatred of the Soviet Union, in part stemming from his personal experiences as a young Jew in Nazi-occupied Warsaw, and his belief that the Soviet system is little different from the Nazis. When asked why his team is stacked with hardline opponents of arms negotiations and diplomacy of any kind with the USSR, Pipes replies, “There is no point in another, what you might call, optimistic view.” Scoblic will write, “Team B, in short, begged the question. Its members saw the Soviet threat not as an empirical problem but as a matter of faith.” He will add, “For three months, the members of Team B pored over the CIA’s raw intelligence data—and used them to reaffirm their beliefs.” [Scoblic, 2008, pp. 93-94]

A team of young, mid-level CIA and DIA analysts, informally dubbed “Team A,” debates the neoconservative/hardline group of outside “analysts” known as “Team B” (see Early 1976) over the CIA’s estimates of Soviet military threats and intentions. The debate is a disaster for the CIA’s group. Team B uses its intellectual firepower and established reputations of members such as Richard Pipes and Paul Nitze to intimidate, overwhelm, and browbeat the younger, more inexperienced CIA analysts. “People like Nitze ate us for lunch,” recalls one member of Team A. “It was like putting Walt Whitman High versus the [NFL’s] Redskins. I watched poor GS-13s and GS-14s [middle-level analysts with modest experience and little real influence] subjected to ridicule by Pipes and Nitze. They were browbeating the poor analysts.” Howard Stoertz, the national intelligence officer who helped coordinate and guide Team A, will say in hindsight, “If I had appreciated the adversarial nature [of Team B], I would have wheeled up different guns.” Team A had prepared for a relatively congenial session of comparative analysis and lively discussion; Team B had prepared for war.
Ideology Trumps Facts - Neither Stoertz nor anyone else in the CIA appreciated how thoroughly Team B would let ideology and personalities override fact and real data. While CIA analysts are aware of how political considerations can influence the agency’s findings, the foundation of everything they do is factual—every conclusion they draw is based on whatever facts they can glean, and they are leery of extrapolating too much from a factual set. Team A is wholly unprepared for B’s assault on their reliance on facts, a line of attack the CIA analysts find incomprehensible. “In other words,” author Craig Unger will write in 2007, “facts didn’t matter.” Pipes, the leader of Team B, has argued for years that attempting to accurately assess Soviet military strength is irrelevant. Pipes says that because it is irrefutable that the USSR intends to obliterate the US, the US must immediately begin preparing for an all-out nuclear showdown, regardless of the intelligence or the diplomatic efforts of both sides. Team B is part of that preparation. [Bulletin of Atomic Scientists, 4/1993; Unger, 2007, pp. 53-57] Intelligence expert John Prados, who will examine the contesting reports, later says that while the CIA analysts believe in “an objective discoverable truth,” the Team B analysts engaged in an “exercise of reasoning from conclusions” that they justify, not in factual, but in “moral and ideological terms.” According to Prados’s analysis, Team B had no real interest in finding the truth. Instead, they employed what he calls an adversarial process similar to that used in courts of law, where two sides present their arguments and a supposedly impartial judge chooses one over the other. Team B’s intent was, in essence, to present the two opposing arguments to Washington policy makers and have them, in author J. Peter Scoblic’s words, “choose whichever truth they found most convenient.” [Scoblic, 2008, pp. 98]
Attacking the Intelligence Community - The first sentence of Team B’s report is a frontal assault on the US intelligence community. That community, the report says, had “substantially misperceived the motivations behind Soviet strategic programs, and thereby tended consistently to underestimate their intensity, scope, and implicit threat.” Team B writes that the intelligence community has failed to see—or deliberately refused to see—that the entire schema of detente and arms limitations negotiations are merely elements of the Soviet push for global domination.
Fighting and Winning a Nuclear War - Team B writes that the Soviets have already achieved measurable superiority in nuclear weaponry and other military benchmarks, and will use those advantages to cow and coerce the West into doing its bidding. The Soviets worship military power “to an extent inconceivable to the average Westerner,” the report asserts. The entire Soviet plan, the report goes on to say, hinges on its willingness to fight a nuclear war, and its absolute belief that it can win such a war. Within ten years, Team B states, “the Soviets may well expect to achieve a degree of military superiority which would permit a dramatically more aggressive pursuit of their hegemonial objectives.” [Scoblic, 2008, pp. 94-95]
Lack of Facts Merely Proof of Soviets' Success - One example that comes up during the debate is B’s assertion that the USSR has a top-secret nonacoustic antisubmarine system. While the CIA analysts struggle to point out that absolutely no evidence of this system exists, B members conclude that not only does the USSR have such a system, it has probably “deployed some operation nonacoustic systems and will deploy more in the next few years.” The absence of evidence merely proves how secretive the Soviets are, they argue. [Bulletin of Atomic Scientists, 4/1993; Unger, 2007, pp. 53-57] Anne Cahn, who will serve in the Arms Control and Disarmament Agency in the Carter administration, later says of this assertion, “They couldn’t say that the Soviets had acoustic means of picking up American submarines, because they couldn’t find it. So they said, well maybe they have a non-acoustic means of making our submarine fleet vulnerable. But there was no evidence that they had a non-acoustic system. They’re saying, ‘we can’t find evidence that they’re doing it the way that everyone thinks they’re doing it, so they must be doing it a different way. We don’t know what that different way is, but they must be doing it.‘… [The fact that the weapon doesn’t exist] doesn’t mean that it doesn’t exist. It just means that we haven’t found it yet.” Cahn will give another example: “I mean, they looked at radars out in Krasnoyarsk and said, ‘This is a laser beam weapon,’ when in fact it was nothing of the sort.… And if you go through most of Team B’s specific allegations about weapons systems, and you just examine them one by one, they were all wrong.… I don’t believe anything in Team B was really true.” [Bulletin of Atomic Scientists, 4/1993; Common Dreams (.org), 12/7/2004; BBC, 1/14/2005]
Soviet Strike Capabilities Grossly Exaggerated - Team B also hammers home warnings about how dangerous the Soviets’ Backfire bomber is. Later—too late for Team A—the Team B contentions about the Backfire’s range and refueling capability are proven to be grossly overestimated; it is later shown that the USSR has less than half the number of Backfires that B members loudly assert exist (500 in Team B’s estimation, 235 in reality). B’s assertions of how effectively the Soviets could strike at US missile silos are similarly exaggerated, and based on flawed assessment techniques long rejected by the CIA. The only hard evidence Team B produces to back their assertions is the official Soviet training manual, which claims that their air-defense system is fully integrated and functions flawlessly. The B analysts even assert, without evidence, that the Soviets have successfully tested laser and charged particle beam (CPB) weapons. Fundamental Contradiction - One befuddling conclusion of Team B concerns the Soviets’ ability to continue building new and expensive weapons. While B acknowledges “that the Soviet Union is in severe decline,” paradoxically, its members argue that the threat from the USSR is imminent and will grow ever more so because it is a wealthy country with “a large and expanding Gross National Product.”
Allegations 'Complete Fiction' - Cahn will say of Team B’s arguments, “All of it was fantasy.… [I]f you go through most of Team B’s specific allegations about weapons systems, and you just examine them one by one, they were all wrong.” The CIA lambasts Team B’s report as “complete fiction.” CIA director George H. W. Bush says that B’s approach “lends itself to manipulation for purposes other than estimative accuracy.” His successor, Admiral Stansfield Turner, will come to the same conclusion, saying, “Team B was composed of outsiders with a right-wing ideological bent. The intention was to promote competition by polarizing the teams. It failed. The CIA teams, knowing that the outsiders on B would take extreme views, tended to do the same in self-defense. When B felt frustrated over its inability to prevail, one of its members leaked much of the secret material of the proceedings to the press” (see Late November, 1976). Former CIA deputy director Ray Cline says Team B had subverted the National Intelligence Estimate on the USSR by employing “a kangaroo court of outside critics all picked from one point of view.” Secretary of State Henry Kissinger says that B’s only purpose is to subvert detente and sabotage a new arms limitation treaty between the US and the Soviet Union. Costs of Rearmament - In 1993, after reviewing the original Team B documents, Cahn will reflect on the effect of the B exercise: “For more than a third of a century, assertions of Soviet superiority created calls for the United States to ‘rearm.’ In the 1980s, the call was heeded so thoroughly that the United States embarked on a trillion-dollar defense buildup. As a result, the country neglected its schools, cities, roads and bridges, and health care system. From the world’s greatest creditor nation, the United States became the world’s greatest debtor—in order to pay for arms to counter the threat of a nation that was collapsing.” [Bulletin of Atomic Scientists, 4/1993] Former Senator Gary Hart (D-CO) will agree: “The Pro-B Team leak and public attack on the conclusions of the NIE represent but one element in a series of leaks and other statements which have been aimed as fostering a ‘worst case’ view for the public of the Soviet threat. Although the entire “Team B” intelligence analysis experiment (see Early 1976, November 1976, and November 1976) is supposed to be classified and secret, the team’s neoconservatives launch what author Craig Unger will call “a massive campaign to inflame fears of the red menace in both the general population and throughout the [foreign] policy community—thanks to strategically placed leaks to the Boston Globe and later to the New York Times.” Times reporter David Binder later says that Team B leader Richard Pipes is “jubilant” over “pok[ing] holes at the [CIA]‘s analysis” of the Soviet threat. Team B member John Vogt calls the exercise “an opportunity to even up some scores with the CIA.” [Unger, 2007, pp. 57] Team member George Keegan tells reporters, “I am unaware of a single important category in which the Soviets have not established a significant lead over the United States… [This] grave imbalance in favor of Soviet military capability had developed out of a failure over the last 15 years to adjust American strategic thinking to Soviet strategic thinking, and out of the failure of the leadership of the American intelligence community to ‘perceive the reality’ of the Soviet military buildup.” Keegan’s colleague William van Cleave agrees, saying that “overall strategic superiority exists today for the Soviet Union,” and adds, “I think it’s getting to the point that, if we can make a trade with the Soviet Union of defense establishments, I’d be heartily in favor of it.” [Scoblic, 2008, pp. 95]
Used to Escalate Defense Spending - The experiment is far more than a dry, intellectual exercise or a chance for academics to score points against the CIA. Melvin Goodman, who heads the CIA’s Office of Soviet Affairs, will observe in 2004: “[Defense Secretary Donald] Rumsfeld won that very intense, intense political battle that was waged in Washington in 1975 and 1976. Now, as part of that battle, Rumsfeld and others, people such as Paul Wolfowitz, wanted to get into the CIA. And their mission was to create a much more severe view of the Soviet Union, Soviet intentions, Soviet views about fighting and winning a nuclear war.” Even though Wolfowitz’s and Rumsfeld’s assertions of powerful new Soviet WMD programs are completely wrong, they use the charges to successfully push for huge escalations in military spending, a process that continues through the Ford and Reagan administrations (see 1976) [Common Dreams (.org), 12/7/2004; BBC, 1/14/2005] , and resurface in the two Bush administrations. “Finally,” Unger will write, “a band of Cold Warriors and neocon ideologues had successfully insinuated themselves in the nation’s multibillion-dollar intelligence apparatus and had managed to politicize intelligence in an effort to implement new foreign policy.” [Unger, 2007, pp. 57-58]
Kicking Over the Chessboard - Former senior CIA official Richard Lehman later says that Team B members “were leaking all over the place… putting together this inflammatory document.” Author and university professor Gordon R. Mitchell will write that B’s practice of “strategically leaking incendiary bits of intelligence to journalists, before final judgments were reached in the competitive intelligence exercise,” was another method for Team B members to promulgate their arguments without actually proving any of their points. Instead of participating in the debate, they abandoned the strictures of the exercise and leaked their unsubstantiated findings to the press to “win” the argument. 'One Long Air Raid Siren' - In 2002, defense policy reporter Fred Kaplan will sardonically label Team B the “Rumsfeld Intelligence Agency,” and write: “It was sold as an ‘exercise’ in intelligence analysis, an interesting competition—Team A (the CIA) and Team B (the critics). Yet once allowed the institutional footing, the Team B players presented their conclusions—and leaked them to friendly reporters—as the truth,” a truth, Team B alleges, the pro-detente Ford administration intends to conceal. Kaplan will continue, “The Team B report read like one long air-raid siren: The Soviets were spending practically all their GNP on the military; they were perfecting charged particle beams that could knock our warheads out of the sky; their express policy and practical goal was to fight and win a nuclear war.” Team B is flatly wrong across the board, but it still has a powerful impact on the foreign policy of the Ford administration, and gives the neoconservatives and hardliners who oppose arms control and detente a rallying point. Author Barry Werth will observe that Rumsfeld and his ideological and bureaucratic ally, White House chief of staff Dick Cheney “drove the SALT II negotiations into the sand at the Pentagon and the White House.” Ford’s primary opponent, Ronald Reagan, and the neocons’ public spokesman, Senator Henry Jackson, pillory Ford for being soft on Communism and the Soviet Union. Ford stops talking about detente with the Soviets, and breaks off discussions with the Soviets over limiting nuclear weapons. Through Team B, Rumsfeld and the neocons succeed in stalling the incipient thaw in US-Soviet relations and in weakening Ford as a presidential candidate. [Werth, 2006, pp. 341]

After CIA Director George H. W. Bush meets with the New York Times’s David Binder, the Times publishes a front-page story about the “Team B” analysis experiment (see November 1976). Up till now, Bush has been foursquare against leaking information to the press, especially classified information such as the Team B affair. Dr. Anne Cahn, who will serve in President Carter’s Arms Control and Disarmament Agency, later writes that Bush’s sudden about-face may be sparked in part by President-elect Carter’s refusal to assure Bush that he would continue as CIA director in the new administration. Bush soon appears on NBC’s Meet the Press, and because of Bush’s media leaks and other Team B press revelations (see Late November, 1976), three separate Congressional committees announce their intention to hold hearings on the entire exercise. Long Record of Opposing Arms Buildup - Warnke, a trial lawyer who began his political career as general counsel to the secretary of defense under President Johnson and established himself as an outspoken critic of the Vietnam War, has a long record of favoring negotiations with the Soviet Union over confrontation. His 1975 article in Foreign Affairs magazine, “Apes on a Treadmill,” ridiculed the conservative idea that the only way to counter the Soviet nuclear threat is to build ever more nuclear weapons, and earned the lasting enmity of those same conservatives. “We can be first off the treadmill,” he wrote. “That’s the only victory the arms race has to offer.” Carter also wants Warnke to head the administration’s negotiating team in the SALT II (Strategic Arms Limitation Talks) with the Soviets. [New York Times, 11/1/2001; Scoblic, 2008, pp. 101]
Conservative, Neoconservative Counterattack Creates Grassroots Element - The Committee on the Present Danger (CPD—see 1976) leads the opposition to Warnke’s nomination. Even before Warnke is officially nominated, neoconservatives Penn Kemble and Joshua Muravchik write and circulate an anonymous memo around Washington accusing Warnke of favoring “unilateral abandonment by the US of every weapons system which is subject to negotiation at SALT.” The memo also cites the conclusions of the Team B analysts (see November 1976) to deride Warnke’s arguments against nuclear superiority. Shortly after the memo, one of the CPD’s associate groups, the Coalition for a Democratic Majority (CDM) creates a “grassroots” organization, the Emergency Coalition Against Unilateral Disarmament (ECAUD), that actually functions out of the CDM offices in Washington. ECAUD, though an offshoot of the CDM, has a leadership made up of conservatives, including the American Conservative Union’s James Roberts, the Republican National Committee’s Charles Black, and the Conservative Caucus’s Howard Phillips. The directors of Young Americans for Freedom, the Young Republican National Federation, and the American Security Council (see 1978) are on the steering committee. And the executive director is Morton Blackwell, a hard-right conservative who works with direct-mail guru Richard Viguerie. In 2008, author J. Peter Scoblic will write, “Thus were the views of neoconservatives, hawks, and traditional conservatives given a populist base.” [Scoblic, 2008, pp. 101-102]
Contentious Confirmation Hearings - Scoblic describes the opposition to Warnke at his Senate confirmation hearings as “vicious.” Eminent Cold War foreign policy expert Paul Nitze (see January 1976) lambasts Warnke, calling his ideas “demonstrably unsound… absolutely asinine… screwball, arbitrary, and fictitious.” Neoconservative Daniel Patrick Moynihan (D-NY) gives over his first Senate speech to blasting Warnke; Moynihan’s Senate colleague, neoconservative leader Henry “Scoop” Jackson (D-WA—see Early 1970s) joins Moynihan in criticizing Warnke’s nomination, as does Barry Goldwater (R-AZ). Another conservative congressman accuses Warnke, falsely, of working with both Communists and terrorists: according to the congressman, Warnke is in collusion with “the World Peace Council, a Moscow-directed movement which advocates the disarmament of the West as well as support for terrorist groups.” Heritage Foundation chief Paul Weyrich uses Viguerie’s mass-mailing machine to send 600,000 letters to voters urging them to tell their senators to vote “no” on Warnke. [New York Times, 11/1/2001; Scoblic, 2008, pp. 103-104]
Warnke Confirmed, but Resistance Established - Warnke is confirmed by a 70-29 vote for the ACDA, and by a much slimmer 58-40 vote to head the US SALT II negotiating team. The New York Times’s Anthony Lewis later writes of “a peculiar, almost venomous intensity in some of the opposition to Paul Warnke; it is as if the opponents have made him a symbol of something they dislike so much that they want to destroy him.… [I]t signals a policy disagreement so fundamental that any imaginable arms limitation agreement with the Soviet Union will face powerful resistance. And it signals the rise of a new militant coalition on national security issues.” [Scoblic, 2008, pp. 104]
Effective Negotiator - Warnke will resign his position in October 1978. Though he will constantly be under fire from Congressional conservatives, and will frequently battle with administration hawks such as National Security Adviser Zbigniew Brzezinski, he will earn the respect of both American and Soviet negotiators. In 1979, disarmament scholar Duncan Clarke will write that the Soviets come to regard Warnke as one of the toughest of American negotiators, with one Soviet official saying: “We always wondered why Americans would pay so much for good trial attorneys. Now we know.” Warnke will have a strong influence on the eventual shape of the final SALT II agreement (see June 18, 1979-Winter 1979). [New York Times, 11/1/2001; Scoblic, 2008, pp. 104] Upon his death in 2001, fellow negotiator Ralph Earle will say, “Arms control will be forever on the agenda due in large part to Paul and his articulation of the importance of the issues.” [Arms Control Today, 1/1/2002]

US President Jimmy Carter and Soviet Premier Leonid Brezhnev sign the SALT II (Strategic Arms Limitation Talks) agreement in Vienna, after years of fitful negotiations. The basic outline of the accords is not much different from the agreement reached between Brezhnev and President Ford five years earlier (see November 23, 1974).
Conservative Opposition - The Senate must ratify the treaty before it becomes binding; Republicans and conservative Democrats alike oppose the treaty. Neoconservative Senator Henry “Scoop” Jackson (D-WA—see Early 1970s) compares Carter to former British Prime Minister Neville Chamberlain (who allowed the Nazis to occupy part of Czechoslovakia in 1938) in accusing Carter of “appeasement in its purest form” towards the Soviet Union. Members of the Committee on the Present Danger (CPD—see 1976) appear before the Senate 17 times to argue against ratification. Former Defense Secretary Donald Rumsfeld testifies against it, calling instead for a $44 billion increase in defense spending and once again evoking the specter of Nazi Germany: “Our nation’s situation is much more dangerous today than it has been at any time since Neville Chamberlain left Munich, setting the stage for World War II.” The American Security Council launches “Peace Through Strength Week” (see November 12, 1979). And Governor Ronald Reagan (R-CA), embarking on his presidential campaign, warns the nation that the Soviets could just “take us with a phone call,” forcing us to obey an ultimatum: “Look at the difference in our relative strengths. Now, here’s what we want.… Surrender or die.”
Familiar Arguments - In 2008, author J. Peter Scoblic will write that the arguments advanced against the SALT II treaty are the same as advanced so many times before (see August 15, 1974), including during the infamous “Team B” exercise (see November 1976). The Soviet Union believes it can win a nuclear war, opponents insist, and a treaty such as the one signed by Carter and Brezhnev merely plays into the Soviets’ hands. Once the US loses its significant advantage in nuclear payloads, the likelihood increases that the USSR incinerates American missile silos and dares the US to respond—the US might get off a volley of its remaining missiles, but the Soviets will then launch a second strike that will destroy America’s cities. And that US strike will have limited impact because of what critics call the Soviets’ extensive, sophisticated civil defense program. The US will have no other choice than to, in Scoblic’s words, “meekly submit to Soviet will.” SALT II plays into what the CPD calls the Soviet goal of not waging a nuclear war, but winning “political predominance without having to fight.” Scoblic will note, “An argument that had started on the fringes of the far Right was now being made with total seriousness by a strong cross-section of foreign policy experts, backed by significant public support.” Scoblic then calls the arguments “fatuous… grounded in zero-sum thinking.” The facts do not support the arguments. It is inconceivable, he will observe, that the US would absorb a devastating first strike without immediately launching its own overwhelming counterstrike. And for the critics to accept the tales of “extensive” Soviet civil defense programs, Scoblic argues, is for them to be “remarkably credulous of Soviet propaganda.” No matter what the Soviets did first, the US could kill upwards of 75 million Soviet citizens with its single strike, a circumstance the USSR was unlikely to risk. And, Scoblic will note, subsequent studies later prove the conservatives’ arguments completely groundless (see 1994).
Senate Fails to Ratify - By late 1979, the arguments advanced by Congressional conservatives, combined with other events (such as the “discovery” of a clutch of Soviet troops in Cuba) derails the chance of SALT II being ratified in the Senate. When the Soviet Union invades Afghanistan (see December 8, 1979), Carter withdraws the treaty from further consideration. Scoblic will note that by this point in his presidency, Carter has abandoned any pretense of attempting to reduce nuclear armaments (see Mid-January, 1977); in fact, “[h]is nuclear policies increasingly resembled those of Team B, the Committee on the Present Danger, and groups like the Emergency Coalition Against Unilateral Disarmament” (see Early 1977 and Late 1979-1980). Carter notes that such a treaty as the SALT II accord is the single most important goal of US foreign policy: “Especially now, in a time of great tension, observing the mutual constraints imposed by the terms of these treaties, [SALT I and II] will be in the best interest of both countries and will help to preserve world peace.… That effort to control nuclear weapons will not be abandoned.” [Scoblic, 2008, pp. 105-109, 117]

[Source: GlobalSecurity.org] (click image to enlarge)On the order of Prime Minister Menachem Begin and after heated debate among Israeli leaders, Israeli warplanes strike the Osirak (also spelled Osiraq) Tammuz I nuclear plant at al-Tuwaitha near Baghdad, destroying it and dealing a severe setback to Iraq’s nuclear program. Israel claims it fears Iraq is building a nuclear weapon with which to strike it. Osirak is a French-made nuclear reactor, which is near completion but lacks any nuclear fuel, thereby raising no danger of any radioactive link. Ariel Sharon, concurrently Defense Minister and a proponent of the strike, later says, “This was perhaps the most difficult decision which faced any [Israeli] government during all the years of the state’s existence.” The Israeli government states after the strike, “The atomic bombs which that reactor was capable of producing, whether from enriched uranium or from plutonium, would be of the Hiroshima size. Thus a mortal danger to the people of Israel progressively arose.… Under no circumstances will we allow an enemy to develop weapons of mass destruction against our people.” The reactor is slated to be completed by September, 1981, though it would be years before it could produce any nuclear-grade fissionable material. Iraq denies the reactor is developed to produce nuclear weapons, though the construction of the plant gives credence to claims that Iraq is more interested in building a weapon than generating electricity. (After the strike, Iraqi dictator Saddam Hussein says, “Any state in the world which really wants peace… should help the Arabs in one way or another to acquire atomic bombs,” giving further credence to suspicions that Hussein wanted to build a nuclear weapon.) The Israeli strike follows up a September 1980 raid on the Osirak facility by Iranian warplanes (see September 30, 1980). Publicly, Iran and Israel are dire enemies, but Israel has begun secretly selling US-made arms to Iran as a way to counterbalance the threat posed by Iraq (see 1981). [BBC, 7/7/1981; New Yorker, 11/2/1992; Institute for Strategic Studies, 5/1995] In 1984, Brookings Institution fellow Lucien Vandenbroucke will write, “Ironically, Israel’s raid may prove to be a brilliant tactical success achieved at the expense of the country’s long-term interests. Certainly, the attack set Iraq’s nuclear program back several years. But the strike also ushered in a de facto Israeli claim to nuclear monopoly in the Middle East, a move that in the long run generally promises to encourage the larger Arab world on the nuclear path.… In the decision-making process, Israeli fears and the propensity to rely on worst-case analyses seem to have prevailed. The advocates of the strike focused on the unreasonable, rather than the reasonable, aspects of Iraqi behavior, and thus even a limited prospect that Iraq might soon acquire a nuclear bomb became more of a risk than they were prepared to accept.” [GlobalSecurity (.org), 10/1984]

This information is relayed by the Defense Department’s Undersecretary for Trade Security Policy, Stephen Bryen, to the Commerce Department’s (CD) Assistant Secretary for Trade Administration. In spite of this, the Commerce Department will subsequently approve more than $1 million in computer sales to the Iraqi research center over the next four years. In 1991, the House Committee on Government Operations will report that 40 percent of the equipment at the Saad 16 research center had come from the US. [Source: ForbiddenTruth (.com)]Timothy McVeigh, a distant, solitary young man in Pendleton, New York, takes a job as a security guard with an armored car company after graduating from Starpoint High School in 1986. (Some sources will inaccurately give his home town as nearby Lockport, New York; he did live there for a time as a child.) He grew up as an outgoing and easygoing young man, but began to withdraw into himself after his mother began leaving home (and having extramarital affairs) in 1977. McVeigh began retreating into himself even more after his parents separated in 1984 and his mother left for Florida with his two sisters. He received his first rifle, a .22 caliber gift from his gun-collector grandfather, when he was 13, and was immediately fascinated with the weapon, though he never became interested in hunting, as so many others in the area were (McVeigh always displayed a strong empathy towards animals). He joined the National Rifle Association in 1985. In high school, he told counselors he wanted to be a gun shop owner; though he earned a Regents Scholarship upon graduating, he only spent a few months at a nearby business college before deciding further schooling was not for him. McVeigh has already begun to turn his father’s home into a survivalist compound, stockpiling water, gunpowder, and other items in the basement and amassing a collection of magazines like Guns & Ammo and SCOPE Minuteman, a local publication distributed by a Niagara County gun advocacy organization. His father, William “Bill” McVeigh, will later explain: “I guess he thought that someday a nuclear attack or something was going to happen. That was my feeling. You know, he was ready for anything.” [New York Times, 5/4/1995; Stickney, 1996, pp. 44, 49, 65-66, 70; Serrano, 1998, pp. 11-20; Douglas O. Linder, 2006]
First Exposure to African-Americans, Survivalism - McVeigh, a 19-year-old sometimes called by the disparaging nickname “Noodle” who is unable to connect with women on almost any level due to his shyness, works for a firm currently called Burke Armor Inc., which will later rename itself as Armored Services of America, though he has a considerable amount of expertise with computers and conceivably could have landed a job in that field. McVeigh works out of a depot in Cheektowaga, near Buffalo, mostly delivering money to and from banks and stores, quickly earning a reputation as a reliable, hardworking employee. He works for eight months with a partner, Jeff Camp. This job gives him his first opportunity to work closely with African-Americans; the region of upstate New York he resides in is almost devoid of African-Americans, and the area has long supported a large and active Ku Klux Klan chapter. McVeigh learns from some of his fellow employees about inner-city strife and other related racial and economic issues. Later, he will recall making special deliveries at the beginning and end of each month to check-cashing firms; sometimes he would have to wade through long lines of African-American welfare recipients, and on occasion would brandish his gun to get through the lines. He often drives by African-American homes and sees the residents sitting on their porches, one of the reasons he begins calling African-Americans “porch monkeys.” He also begins reading “survivalist” books such as The Turner Diaries (see 1978), The Anarchist’s Cookbook, and The Poor Man’s James Bond.
Discomfits Co-Workers with Militia-Style Appearance - Several months into the job, as Camp will recall, McVeigh begins coming to work “looking like Rambo.” McVeigh has frequently expressed an interest in guns—some sources say he calls guns “the great equalizer[s]”—and has a licensed handgun for his job along with other weapons, including an AR-15 assault rifle. On one particular morning, he comes in with a sawed-off shotgun and ammunition bandoliers slung in an “X” over his chest, apparently as a joke meant to surprise and discomfit his colleagues. “It looked like World War III,” Camp will recall. McVeigh’s supervisor refuses to let McVeigh go out on the truck, angering him. Camp will later recall: “He used to bring in two or three guns that he carried all the time. He had a .45 and a .38. He had a Desert Eagle [pistol]. That thing was huge.” (McVeigh will later sell the Desert Eagle, calling it “unreliable.”) McVeigh, Camp will continue, is “intense.… He ate a lot. I don’t know if it was nervousness. Sometimes he could be quiet. Some days he was hyper, some days he wouldn’t say a word.”
Buys Property for Shooting Range - After getting his first gun permit, McVeigh buys 10 acres of wooded property north of Olean, New York, with a partner, David Darlak, and the two use it as a shooting range. As teenagers, he and Darlak formed their version of a “survivalist group” after watching movies such as The Day After, a television movie about the aftermath of a nuclear strike in Kansas. A neighbor, Robert Morgan, later recalls his father calling the police to complain about the incessant gunfire. “My dad turned him in,” Morgan will recall. “One day it sounded like a war out there. Sometimes he’d come down during the week, sometimes the weekend. He had on hunting clothes. Camouflage.” McVeigh continues his shooting activities even after Darlak loses interest.

[Source: US Military (.com)]Terry Nichols, a 33-year-old Michigan farmer and house husband described as “aimless” by his wife Lana, joins the US Army in Detroit. He is the oldest recruit in his platoon and his fellow recruits call him “Grandpa.” During basic training at Fort Benning, Georgia, Nichols meets fellow recruits Timothy McVeigh (see 1987-1988), who joined the Army in Buffalo, New York, and Arizona native Michael Fortier. All three share an interest in survivalism, guns, and hating the government, particularly Nichols and McVeigh; unit member Robin Littleton later recalls, “Terry and Tim in boot camp went together like magnets.” For McVeigh, Nichols is like the older brother he never had; for Nichols, he enjoys taking McVeigh under his wing. Nichols also tells McVeigh about using ammonium nitrate to make explosives he and his family used to blow up tree stumps on the farm. The three are members of what the Army calls a “Cohort,” or Cohesion Operation Readiness and Training unit, which generally keeps soldiers together in the same unit from boot camp all the way through final deployment. It is in the Army that McVeigh and Nichols become enamored of the novel The Turner Diaries (see 1978), which depicts a United States racially “cleansed” of minorities and other “undesirables” (McVeigh is already familiar with the novel—see 1987-1988). All three are sent to the 11 Bravo Infantry division in Fort Riley, Kansas, where they are finally separated into different companies; McVeigh goes to tank school, where he learns to operate a Bradley fighting vehicle as well as becoming an outstanding marksman. Nichols Leaves Army, Tells of Plans to Form 'Own Military Organization' - In the spring of 1989, Nichols, who planned on making a career of military service, leaves the Army due to issues with an impending divorce and child care, but his friendship with McVeigh persists. Fellow soldier Glen Edwards will later say that he found Nichols’s choice to serve in the Army unusual, considering his virulent hatred of the US government: “He said the government made it impossible for him to make a living as a farmer. I thought it strange that a 32-year-old man would be complaining about the government, yet was now employed by the government. Nichols told me he signed up to pull his 20 years and get a retirement pension.” Before Nichols leaves, he tells Edwards that he has plans for the future, and Edwards is welcome to join in. Edwards will later recall, “He told me he would be coming back to Fort Riley to start his own military organization” with McVeigh and Fortier. “He said he could get any kind of weapon and any equipment he wanted. I can’t remember the name of his organization, but he seemed pretty serious about it.” [New York Times, 5/28/1995; Stickney, 1996, pp. 96, 101]
McVeigh Continues Army Career, Described as 'Strange,' 'Racist,' but 'Perfect Soldier' - McVeigh does not leave the Army so quickly. He achieves the rank of sergeant and becomes something of a “model soldier.” He plans on becoming an Army Ranger. However, few get to know him well; only his closest friends, such as Nichols, know of his passion for firearms, his deep-seated racism, or his hatred for the government. McVeigh does not see Nichols during the rest of his Army stint, but keeps in touch through letters and phone calls. Friends and fellow soldiers will describe McVeigh as a man who attempts to be the “perfect soldier,” but who becomes increasingly isolated during his Army career; the New York Times will describe him as “retreating into a spit-and-polish persona that did not admit nights away from the barracks or close friendships, even though he was in a ‘Cohort’ unit that kept nearly all the personnel together from basic training through discharge.” His friends and colleagues will recall him as being “strange and uncommunicative” and “coldly robotic,” and someone who often gives the least desirable assignments to African-American subordinates, calling them “inferior” and using racial slurs. An infantryman in McVeigh’s unit, Marion “Fritz” Curnutte, will later recall: “He played the military 24 hours a day, seven days a week. All of us thought it was silly. When they’d call for down time, we’d rest, and he’d throw on a ruck sack and walk around the post with it.” A fellow soldier, Todd Regier, will call McVeigh an exemplary soldier, saying: “As far as soldiering, he never did anything wrong. He was always on time. He never got into trouble. He was perfect. I thought he would stay in the Army all his life. He was always volunteering for stuff that the rest of us wouldn’t want to do, guard duties, classes on the weekend.” Sergeant Charles Johnson will later recall, “He was what we call high-speed and highly motivated.” McVeigh also subscribes to survivalist magazines and other right-wing publications, such as Guns & Ammo and his favorite, Soldier of Fortune (SoF), and keeps an arsenal of weapons in his home (see November 1991 - Summer 1992). Regier will later tell a reporter: “He was real different. Kind of cold. He wasn’t enemies with anyone. He was kind of almost like a robot. He never had a date when I knew him in the Army. I never saw him at a club. I never saw him drinking. He never had good friends. He was a robot. Everything was for a purpose.” [New York Times, 5/4/1995; Stickney, 1996, pp. 86; Serrano, 1998, pp. 30; Nicole Nichols, 2003] McVeigh is taken with the increasing number of anti-government articles and advertisements in SoF, particularly the ones warning about what it calls the impending government imposition of martial law and tyranny, and those telling readers how to build bombs and other items to use in “defending” themselves from government aggression. [Serrano, 1998, pp. 27-28] McVeigh is not entirely “by the book”; he knows his friend Michael Fortier is doing drugs, but does not report him to their superior officers. [PBS Frontline, 1/22/1996] McVeigh is promoted to sergeant faster than his colleagues; this is when he begins assigning the undesirable tasks to the four or five black specialists in the group, tasks that would normally be performed by privates. “It was well known, pretty much throughout the platoon, that he was making the black specialists do that work,” Regier will recall. “He was a racist. When he talked he’d mention those words, like n_gger. You pretty much knew he was a racist.” The black soldiers complain to a company commander, earning McVeigh a reprimand. Sergeant Anthony Thigpen will later confirm Regier’s account, adding that McVeigh generally refuses to socialize with African-Americans, and only reluctantly takes part in company functions that include non-whites. Captain Terry Guild will later say McVeigh’s entire company has problems with racial polarization, “[a]nd his platoon had some of the most serious race problems. It was pretty bad.” In April 1989, McVeigh is sent to Germany for two weeks for a military “change-up program.” While there, he is awarded the German equivalent of the expert infantryman’s badge. In November 1989, he goes home for Thanksgiving with Fortier, and meets Fortier’s mother Irene. In late 1990, McVeigh signs a four-year reenlistment agreement with the Army. McVeigh Goes on to Serve in Persian Gulf War - McVeigh will serve two tours of duty in the Persian Gulf War, serving honorably and winning medals for his service (see January - March 1991 and After). Nichols and McVeigh will later be convicted of planning and executing the Oklahoma City bombing (see 8:35 a.m. - 9:02 a.m. April 19, 1995).

Veteran diplomat Joseph Wilson arrives in Baghdad to assume the post of Deputy Chief of Mission (DCM) under US Ambassador April Glaspie. Wilson has extensive experience throughout sub-Saharan and Central Africa, as well as brief stints on the staffs of Senator Al Gore (D-TN) and Representative Tom Foley (D-WA). Wilson will later write that he and his colleagues share the belief that Iraq is ruled by “a shockingly brutal regime… an ugly totalitarian dictatorship” and its leader, Saddam Hussein, a “sociopath.” For the next three years, Wilson and his colleagues will send harsh reports of Hussein’s systematic violations of the human rights of his subjects to Washington.
Walking a Fine Line between Isolation and Appeasement - Still, most of the embassy staff, including Wilson and Glaspie, are not advocates of totally isolating Hussein with extreme economic and diplomatic sanctions. Wilson will write, “Isolating a regime often results in isolating ourselves, and we then lose any leverage we might have to influence outcomes. On the other hand, when dictators are treated like any other leaders, it’s often interpreted by them as a free pass to continue in their autocratic ways, while critics label it as appeasement.… The merits of ideologically driven diplomacy versus a more pragmatic approach have been a recurring theme of foreign policy debates throughout the history of international relations and America’s own domestic policies.”
'Tread Lightly' - Wilson will note that “Iraq’s Arab neighbors unanimously urged us to tread lightly. They argued that after almost a decade of a grinding war with Iran, Saddam had learned his lesson and that his natural radicalism would now be tempered by the harsh experience.… [I]t was better to tie him to relationships that would be hard for him to jettison than to leave him free to make trouble with no encumbrances. Engaging with him at least kept him in our sights.” Iraq had behaved monstrously during its war with Iran, and had offended the world with its chemical attacks on its own citizens (see August 25, 1988) and its Iranian enemies (see October 1988). But it had emerged from the war as a powerful regional player both militarily and economically. The Bush administration is torn between trying to moderate Hussein’s behavior and treating him as an incorrigible, irredeemable enemy of civilization. And Washington wants Iraq as a balancing force against Iran, which is awash in virulently anti-American sentiment (a sentiment returned in full by many American lawmakers and government officials). No other country in the Gulf region will tolerate the presence of US forces as a counterbalance to Iran. So, as Wilson will write, “All of Iraq’s neighbors continued to argue for a softer approach; and since they clearly had at least as much at stake as we did, the Bush administration was willing to follow their lead.” [Wilson, 2004, pp. 78-79, 451]

[US Department of Defense, 11/24/2005] Cheney is the second choice; Bush’s first consideration, former Texas senator John Tower, lost key Senate support when details of his licentious lifestyle and possible alcoholism became known. Cheney was the choice of, among others, Vice President Dan Quayle and National Security Adviser Brent Scowcroft, who both feel that Bush needs someone in the position fast, and the best way to have someone move through the confirmation process is to have someone from Congress. Although Cheney never served in the military, and managed to dodge service during the Vietnam War with five student deferments, he has no skeletons in his closet like Tower’s, and he has the support of Congressional hawks. His confirmation hearings are little more than a formality.
Cheney Leaves the House, Gingrich Steps In - Cheney’s House colleague, Republican Mickey Edwards, later reflects, “The whole world we live in would be totally different if Dick Cheney had not been plucked from the House to take the place of John Tower.” Cheney was “in line to become the [GOP’s] leader in the House and ultimately the majority leader and speaker,” Edwards will say. “If that [had] happened, the whole Gingrich era wouldn’t have happened.” Edwards is referring to Newt Gingrich (R-GA), the future speaker of the House who, in authors Lou Dubose and Jake Bernstein’s own reflections, “ushered in fifteen years of rancorous, polarized politics.” While Cheney is as partisan as Gingrich, he is not the kind of confrontational, scorched-earth politician Gingrich is. According to Edwards, no one can envision Cheney moving down the same road as Gingrich will.
Successful Tenure - As the Pentagon’s civilian chief, many will reflect on Cheney’s tenure as perhaps his finest hour as a public servant. “I saw him for four years as [defense secretary]. He was one of the best executives the Department of Defense had ever seen,” later says Larry Wilkerson, who will serve in the Bush-Cheney administration as chief of staff to Secretary of State Colin Powell. “He made decisions. Contrast that with the other one I saw [Clinton Secretary of Defense Lester Aspin], who couldn’t make a decision if it slapped him in the face.” Cheney will preside over a gradual reduction in forces stationed abroad—a reduction skillfully managed by the Chairman of the Joint Chiefs of Staff, Colin Powell.
Bringing Aboard the Neoconservatives - Cheney asks one of Tower’s putative hires, Paul Wolfowitz, to stay; Wolfowitz, with fellow Pentagon neoconservatives Lewis “Scooter” Libby and Zalmay Khalilzad, will draft the Pentagon’s 1992 Defense Planning Guide (DPG) (see February 18, 1992), a harshly neoconservative proposal that envisions the US as the world’s strongman, dominating every other country and locking down the Middle East oil reserves for its own use. Though the DPG is denounced by President Bush, Cheney supports it wholeheartedly, even issuing it under his own name. “He took ownership in it,” Khalilzad recalls. Cheney also brings in his aide from the Iran-Contra hearings, David Addington (see Mid-March through Early April, 1987), another neoconservative who shares Cheney’s view of almost unlimited executive power at the expense of the judicial and legislative branches. Notwithstanding, President Bush, ignoring warnings from his own departments about the alarming buildup of the Iraqi military and Iraq’s continued development of weapons of mass destruction (see June 1989 and September 1989), signs the secret National Security Directive 26 establishing closer ties to the Baghdad regime and providing $1 billion in agricultural loan guarantees to that government. These funds allow Iraq to continue its development of weapons of mass destruction. Four days later, Secretary of State James Baker meets with Iraqi Foreign Minister Tariq Aziz and promises that the US will not curb restrictions on high-technology exports to Iraq. Baker is ignoring the CIA’s warnings that Iraq is using some of this technology to develop a nuclear weapon. American conservatives, recently contemptuous of former President Ronald Reagan (see 1988), use the fall of the Berlin Wall (see November 9, 1989 and After) to resurrect the image of Reagan as the victorious Cold Warrior who triumphed over world communism.
Historical Revisionism - In doing so, they drastically revise history. In the revised version of events, Reagan was a staunch, never-wavering, ideologically hardline conservative who saw the Cold War as an ultimate battle between good (Western democracy) and evil (Soviet communism). As author J. Peter Scoblic will describe the revision, it was Reagan’s implacable resolve and conservative principles—and the policies that emanated from those principles—that “forced the Soviet Union to implode.” Conservatives point to the so-called “Reagan Doctrine” of backing anti-Soviet insurgencies (see May 5, 1985) and to National Security Decision Directive 75, accepting nuclear war as a viable policy option (see January 17, 1983), as evidence of their assertions. But to achieve this revision, they must leave out, among other elements, Reagan’s long-stated goal of nuclear disarmament (see April 1981 and After, March-April 1982, November 20, 1983, and Late November 1983), and his five-year history of working with the Soviet Union to reduce nuclear arms between the two nations (see December 1983 and After, November 16-19, 1985, January 1986, October 11-12, 1986, and December 7-8, 1987).
USSR Caused Its Own Demise - And, Scoblic will note, such revisionism does not account for the fact that it was the USSR which collapsed of its own weight, and not the US which overwhelmed the Soviets with an onslaught of democracy. The Soviet economy had been in dire straits since the late 1960s, and there had been huge shortages of food staples such as grain by the 1980s. Soviet military spending remained, in Scoblic’s words, “enormous, devouring 15 percent to 20 percent of [the USSR’s gross national product] throughout the Cold War (meaning that it imposed three times the economic burden of the US defense budget, on an economy that was one-sixth the size).” Reagan did dramatically increase US military spending during his eight years in office (see Early 1981 and After), and ushered new and potentially devastating military programs into existence (see 1981 and March 23, 1983). Conservatives will assert that Reagan’s military spending drove the USSR into implicit surrender, sending them back to the arms negotiation table with a newfound willingness to negotiate the drawdown of the two nations’ nuclear arsenals (see Early 1985). Scoblic will characterize the conservatives’ arguments: “Whereas [former President] Carter was left playing defense, the Gipper [Reagan] took the ball the final 10 yards against the Reds, spending them into the ground and leading the United States into the end zone.” Scoblic calls this a “superficially… plausible argument,” but notes that Carter, not Reagan, began the tremendous military spending increase (see Late 1979-1980), and more importantly, the USSR made no effort to match Reagan’s defense spending. “Its defense budget remained essentially static during the 1980s,” he will write. “In short, the Soviet Union suffered no economic distress as a result of the Reagan buildup.” Scoblic will also note that conservatives had long insisted that the USSR could actually outspend the US militarily (see November 1976), and never predicted that increasing US military spending could drive the Soviet Union into bankruptcy. The delegation is led by Robert Dole (R-KS) and includes Frank Murkowski (R-AK), Jim McClure (R-ID), Alan Simpson (R-WY), and Howard Metzenbaum (D-OH). The senators are joined by US Ambassador to Iraq April Glaspie, her deputy Joseph Wilson, and various embassy staffers. Dole delivers the message from Bush: Iraq must abandon its chemical and biological weapons programs and stockpiles, and, in return, the US will continue working to improve relations between the two countries (see July 27, 1990 and July 25, 1990). In response, Hussein says he is not trying to destabilize the region and work against US interests. As part of his statement, he says: “I didn’t really say I was going to set fire to half of Israel (see April 1990). What I said was that if Israel attacks me, then I will set fire to half of Israel.” Hussein insists he will only take action against Israel if his country is attacked first, but such a response will be swift and overwhelming, with his new WMD playing a central role. He also protests against what he calls US and British efforts to contain Iraq by scaling back economic and commercial programs, and what he calls a Western smear campaign against him and his government. When the other senators are given a chance to speak to Hussein, Wilson is struck by Metzenbaum’s response. “Mr. President, I can tell you are a honorable man,” Metzenbaum says. Wilson later writes, “I remember thinking to myself that whatever beneficial impact the president’s message and Dole’s statement may have had on Saddam, it had all just been negated by this obsequious boot-licking.” Simpson joins Metzenbaum in stroking Hussein, bending forward so low from his chair that he looks as if he is on bended knee and telling the dictator: “Mr. President, I can see that what you have here isn’t really a policy problem; what you have is a public relations problem. You’ve got a problem with the haughty and pampered press. I know all about that, because I’ve got problems with the press back home. What you need is you need a good public relations person.” Wilson will write: “Saddam no doubt took from the meeting not the admonition to stop developing weapons of mass destruction and threatening his neighbors, but rather support for his own misguided belief that he was an honorable man who didn’t really have policy problems at all, just clumsy relations. After all, one of Israel’s champions had told him so, and another American leader had knelt before him to reassure him that he had no problems with the American government.” [Wilson, 2004, pp. 95]

When Saddam Hussein begins massing his troops on the Kuwaiti border (see July 25, 1990), the US intelligence community believes in consensus that Hussein is mostly bluffing. He wants to gain leverage in the ongoing OPEC talks, the community believes, and at most will seize a Kuwaiti oil field just across the border. The intelligence consensus ignores the fact that Hussein is moving his elite Republican Guard units, the core of his forces and what reporters Franklin Foer and Spencer Ackerman will call “the very guarantors of his rule,” from Baghdad to the southern desert. Even after invading Kuwait (see August 2, 1990), a National Intelligence Estimate released towards the end of the year concludes that Hussein will withdraw from Kuwait rather than risk a conflict with the US (see Late December 1990). Defense Secretary Dick Cheney becomes increasingly angry and frustrated at the US intelligence community. An intelligence analyst will recall being “whisked into a room, there’s Dick Cheney, he’s right in front of you, he starts firing questions at you, half an hour later and thirty questions later, I’m whisked out of the room, and I’m like, ‘What the hell just happened?’” DIA analyst Patrick Lang, that agency’s foremost Middle East expert and one of the few to predict the Iraqi invasion of Kuwait, will recall: “He would ask you factual questions like, ‘OK, about this thing you said. Do I understand you correctly that such-and-such is true? And are you sure about this, and how do you know that?’ And I regard that as a legitimate question.… He wasn’t hostile or nasty about it; he just wanted to know how you knew. During a meeting with US Ambassador to Iraq April Glaspie (see July 25, 1990), Iraq dictator Saddam Hussein interrupts the meeting to take a phone call from Egyptian President Hosni Mubarak. Mubarak has worked tirelessly to mediate the burgeoning dispute between Iraq and Kuwait. After the phone call, Hussein tells Glaspie that he has just told Mubarak the same thing he told her—that he will not invade Kuwait so long as there is an active negotiating process taking place. The US later learns that Hussein asked Mubarak not to share that piece of information with Kuwait in order to keep his “bluff” alive. Mubarak apparently honors the request, because Iraq’s subsequent invasion (see August 2, 1990) is a complete surprise to Kuwait. Mubarak is reportedly infuriated at Hussein’s apparent betrayal of his trust. [Wilson, 2004, pp. 98] In 2003, Glaspie’s then-deputy, Joseph Wilson, will tell an interviewer that Hussein “lied to [Glaspie]. He lied to President Mubarak that he was going to allow the negotiating process to go forward.” [PBS, 2/28/2003] In 2004, Wilson will write: “I believe that he met with Glaspie for the express purpose of deceiving us about his intentions, as he did with… Mubarak at the same time. US Ambassador to Iraq April Glaspie delivers a letter written by President Bush to Saddam Hussein. The letter reads in part: “I was pleased to learn of the agreement between Iraq and Kuwait to begin negotiations in Jeddah [Saudi Arabia] to find a peaceful solution to the current tensions between you (see August 1, 1990). The United States and Iraq both have a strong interest in preserving the peace and stability of the Middle East. For this reason, we believe that differences are best resolved by peaceful means and not by threats involving military force or conflict. I also welcome your statement that Iraq desires friendship rather than confrontation with the United States. Let me reassure you, as my ambassador (see July 25, 1990), Senator Dole (see April 12, 1990), and others have done, that my administration continues to desire better relations with Iraq. We will also continue to support our friends in the region with whom we have had long-standing ties. We see no necessary inconsistency between these two objectives. As you know, we still have certain fundamental concerns about certain Iraqi policies and activities, and we will continue to raise these concerns with you in a spirit of friendship and candor.… Both our governments must maintain open channels of communication to avoid misunderstandings and in order to build a more durable foundation for improving our relations.”
Positive Tone - According to the later recollections of Glaspie’s deputy, Joseph Wilson, the Iraqi leadership is “startled by the positive tone of the letter.” The letter is overtly conciliatory towards Iraq and its aggression towards Kuwait (see July 22, 1990 and August 2, 1990), and, as then-Undersecretary of Foreign Affairs Nizar Hamdun will recall, leaves “the impression that the American desire for good relations with Iraq might override its concerns about Iraqi aggression.” Hamdun believes that the letter “had sent the wrong signal to Saddam by not explicitly warning him against taking any harsh military action, and not threatening harsh retaliation if he did.” Hamdun believes that Hussein “concluded from the positive tone of the letter that the US would not react militarily and that he could survive the political criticism resulting from the aggressive action toward Kuwait.”
Letter Influences Saddam's Thinking - Wilson will conclude, “This letter, much more than any other United States statement (see July 25, 1990), appears to have influenced Saddam’s thinking.” Ultimately, Wilson will note, the US’s influence with Hussein is limited at best, and his perceived reasons to annex Kuwait (see May 28-30, 1990 and July 17, 1990) will override any fears of US disapproval. In response, the US suspends National Security Directive 26 (see October 2-6, 1989), which established closer ties with Baghdad and mandated $1 billion in agricultural loan guarantees to Iraq. [Los Angeles Times, 2/23/1992] The secretary of defense, Dick Cheney, begins pressing President Bush to go to war with Iraq without securing Congressional approval. His rationale is two-fold: he doesn’t need Congressional authority, and he might not get it if he asks. Cheney moves the Pentagon onto a full war footing, even going so far as to create what author and former White House counsel John Dean calls “his own concocted high-risk plans of battle, which he tried but failed to sell at the White House.” Bush will juggle Cheney’s view with that of House Speaker Tom Foley, who will give the president a document signed by 81 Democratic members who insist that if Bush wants to go to war, he needs the authorization of Congress. Dean will write that Cheney’s arguments “are based on bogus legal and historical arguments that have been made before, but no one has pushed them longer or harder than he has.” [Dean, 2007, pp. 89-91] Bush decides not to follow Cheney’s advice. In 2007, author and reporter Charlie Savage will observe: “By urging Bush to ignore the War Powers Resolution on the eve of the first major overseas ground war since Congress enacted the law, Cheney was attempting to set a powerful precedent. Had Bush taken his advice and survived the political fallout, the Gulf War would have restored [former President] Truman’s claim that as president he had ‘inherent’ powers to send American troops to the Korean War on his own” (see June 30, 1950). Over 100 Americans are trapped in the US Embassy in Kuwait City. Perhaps 2,000 Americans are hiding from Iraqi soldiers throughout the capital city, and at least 115 are already in Iraqi custody, essentially being held as hostages. Iraqi forces bring a number of Americans, mostly oilfield workers, to Baghdad, where they are put up at local hotels. The Iraqis do not allow the “freed” Americans to leave the hotels or meet with US Embassy officials. It is clear that though the Iraqis call them “guests,” they are hostages. Deputy Chief of Mission Joseph Wilson, the ranking US diplomat in Baghdad, learns to his dismay that his superiors in the US are similarly reluctant to consider the Americans as hostages, arguing that if US officials begin calling them hostages, then the Iraqis will treat them as such. Perhaps Iraq is holding the Americans only until their control of Kuwait is complete, and will release them. But, except for the release of a single American girl (see Early August, 1990), the Iraqis release no hostages. Embassy personnel succeed in rounding up around 100 Americans, mostly workers for the Bechtel Corporation, and housing them in the confines of the Embassy building. [Wilson, 2004, pp. 117-118, 126]

Secretary of Defense Dick Cheney, accompanied by senior aide Paul Wolfowitz and US CENTCOM commander-in-chief General Norman Schwarzkopf, visits Saudi Arabia just four days after Iraq invades Kuwait (see August 2, 1990). [School of International and Public Affairs of Columbia University, 8/3/2000; Dubose and Bernstein, 2006, pp. 100] Cheney secures permission from King Fahd for US forces to use Saudi territory as a staging ground for an attack on Iraq. Cheney is polite, but forceful; the US will not accept any limits on the number of troops stationed in Saudi Arabia, and will not accept a fixed date of withdrawal (though they will withdraw if Fahd so requests). Cheney uses classified satellite intelligence to convince Fahd of Hussein’s belligerent intentions against not just Kuwait, but against Saudi Arabia as well. Fahd is convinced, saying that if there is a war between the US and Iraq, Saddam Hussein will “not get up again.” Fahd’s acceptance of Cheney’s proposal goes against the advice of Crown Prince Abdullah. [School of International and Public Affairs of Columbia University, 8/3/2000; Dubose and Bernstein, 2006, pp. 100-101] With Prince Bandar bin Sultan translating, Cheney tells Abdullah, “After the danger is over, our forces will go home.” Abdullah says under his breath, “I would hope so.” Bandar does not translate this. Mubarak tells Cheney that he opposes any foreign intervention against Iraq. Wilson, determined not to let Hussein get the better of him in front of the Iraqi photographers present at the meeting, refuses to do anything that could be construed as bowing to Hussein (an effect Hussein is known to strive to create with his “guests”) and is careful not to laugh for fear a picture could be taken out of context by Iraqi propagandists. As Wilson will later recall, “It dawned on me that the last thing in the world that I wanted to be beamed around the world was a picture of me yukking it up with Saddam Hussein.” Hussein proposes a solution to the Iraq-Kuwait conflict, involving the US giving its blessing to Iraq’s annexation of Kuwait (see August 2-4, 1990) and in return promising to provide cheap oil to the US from Iraqi and Kuwaiti oil fields. He also promises not to strike against Saudi Arabia unless that country allows itself to be used as a launching pad for a strike against Iraq. If the US reacts militarily to the invasion, Hussein says, then the US will be responsible for the “spilling of the blood of ten thousand soldiers in the Arabian desert.” Wilson will later write, “There it was then, the carrot of cheap oil coupled with the stick of dead American soldiers.” Wilson, in turn, presses for Hussein to allow foreign citizens in general, and American citizens in particular, to leave Iraq immediately (see August 4, 1990). Hussein asks if such a request indicates that the US is planning to launch its own military response; Wilson responds that he knows nothing of any such plans, but that he intends “to be here so long as there is a role for diplomats to play in resolving this situation peacefully.” The meeting adjourns with nothing being agreed upon; Wilson has no power to negotiate on behalf of the US, Wilson does not trust Hussein to keep any such bargains, and most importantly, the US has not shown any indication of any willingness to allow Hussein to stay in Kuwait. Both the US and Saudis fear that Iraq will occupy Saudi Arabia’s Hama oil field near the countries’ mutual border, one of its largest. Between its own oil fields and those of Kuwait and Saudi Arabia which Iraq could feasibly control, Iraq would control the majority of the world’s oil reserves. Iraq would have difficulty in successfully occupying the Hama oil field, because of the large amount of inhospitable desert terrain it would have to cross to reach the field, and because of the likelihood of intense air strikes from the US-equipped Saudi Air Force. President Bush says the operation is “wholly defensive” in nature, a claim quickly abandoned. The US deploys two carrier groups and two battleship groups to the Persian Gulf, and deploys numerous Air Force units. Eventually, half a million American troops will join the other US forces. Nine days after Iraq invades Kuwait (see August 2, 1990), the public relations firm Hill & Knowlton creates a front organization, “Citizens for a Free Kuwait,” almost entirely funded by Kuwaiti money. Hill & Knowlton’s point man with the Kuwaitis is Craig Fuller, a close friend and political adviser to President Bush (see July 23, 1986). Veteran PR reporter Jack O’Dwyer will later write, “Hill & Knowlton… has assumed a role in world affairs unprecedented for a PR firm.” [Christian Science Monitor, 9/6/2002; Public Relations Watch, 6/3/2007] Citizens for a Free Kuwait is one of about twenty PR and lobbying groups formed by the Kuwaiti government. Other American PR firms representing these groups include the Rendon Group and Neill & Co. Citizens for a Free Kuwait will spread a false story of Kuwaiti babies being killed in their incubators by Iraqi troops, a story that will help inflame US public opinion and win the Bush administration the authority to launch an assault against Iraq (see October 10, 1990). Another public relations and lobbying effort includes a 154-page book detailing supposed Iraqi atrocities, entitled The Rape of Kuwait, that is distributed to various media outlets and later featured on television talk shows and in the pages of the Wall Street Journal. The Kuwaiti embassy also buys 200,000 copies of the book for distribution to American troops. Hill & Knowlton will produce dozens of “video news releases” that are offered as “news stories” to television news broadcasters throughout America; the VNRs are shown on hundreds of US television news broadcasts, usually as straight news reports without being identified as the product of a public relations firm. Still, Saddam Hussein tries to maintain the fiction for the press; in what Wilson will describe as “one notorious television appearance,” Hussein ruffles the hair of a seven-year old British boy, Stuart Lockwood, and asks if he had had his milk that day. Shortly after the Iraqi invasion of Kuwait (see August 2, 1990), US ambassador to Iraq April Glaspie is confronted with transcripts of her July meeting with Saddam Hussein, where she told Hussein that the US had “no position” on Iraq’s dispute with Kuwait, a statement that Hussein apparently took as tacit US permission to invade its neighbor (see July 25, 1990). A British reporter asks Glaspie, “You encouraged this aggression—his invasion. What were you thinking?” Glaspie replies, “Obviously, I didn’t think, and nobody else did, that the Iraqis were going to take all of Kuwait,” to which the astounded journalist asks, “You thought he was just going to take some of it? But how could you? Saddam told you that, if negotiations failed, he would give up his Iran [Shatt al Arab] goal for the ‘whole of Iraq, in the shape we wish it to be.’ You know that includes Kuwait, which the Iraqis have always viewed as an historic part of their country!” When Glaspie refuses to answer, the journalist continues, “America green-lighted the invasion. At a minimum, you admit signalling Saddam that some aggression was okay—that the US would not oppose a grab of the al-Rumalya oil field, the disputed border strip and the Gulf Islands—territories claimed by Iraq?” Again, Glaspie refuses to respond, and is driven away in a limousine before she can refuse to answer further questions. [New York Times, 9/19/1990] Speculation has always been rampant about why Bush, who formerly considered Hussein a staunch ally against Iran and Islamist influences in the Middle East, suddenly turned on his former ally. Author and investigative producer Barry Lando has a partial reason. Lando will write in 2007, “One of the reasons was [British prime minister] Margaret Thatcher, who had a talking to him. She told him he had to act like a man and react. But it was also the fear that Saddam would take over Kuwait, and then have a much stronger position in the world oil market. That really scared George Bush…. At that point, he totally turned around. They began calling the man who had been almost a de facto ally a few months earlier, a man worse than Hitler. The rumor, which later turns out to be false, is seized upon by senior executives of the PR firm Hill & Knowlton, which has a $11.9 million contract from the Kuwaiti royal family to win support for a US-led intervention against Iraq—the largest foreign-funded campaign ever mounted to shape US public opinion. (Under the Foreign Agents Registration Act, the firm should have been held accountable for its marketing campaign, but the Justice Department fails to intervene.) The firm also has close ties to the Bush administration, and will assist in marketing the war to the US citizenry. [Christian Science Monitor, 9/6/2002; Independent, 10/19/2003; Public Relations Watch, 6/3/2007] Hill & Knowlton uses a front group, “Citizens for a Free Kuwait” (see August 11, 1990), to plant the stories in the news media.
Congressional Hearings - Hearings on the story, and other tales of Iraqi atrocities, are convened by the Congressional Human Rights Caucus, chaired by Representatives Tom Lantos (D-CA) and John Porter (R-IL). Reporters John Stauber and Sheldon Rampton will later characterize the caucus as little more than an H&K-funded sham; Lantos and Porter are also co-chairs of the Congressional Human Rights Foundation, a legally separate entity that occupied free office space in Hill & Knowlton’s Washington, DC offices. The star of the hearings is a slender, 15-year old Kuwaiti girl called “Nayirah.” According to the Caucus, her true identity is being concealed to prevent Iraqi reprisals against her or her family. Sobbing throughout her testimony, “Nayirah” describes what she says she witnessed in a hospital in Kuwait City; her written testimony is provided to reporters and Congressmen in a media kit prepared by Citizens for a Free Kuwait. “I volunteered at the al-Addan hospital,” she tells the assemblage. “While I was there, I saw the Iraqi soldiers come into the hospital with guns, and go into the room where… babies were in incubators. They took the babies out of the incubators, took the incubators, and left the babies on the cold floor to die.” [Christian Science Monitor, 9/6/2002; Los Angeles Times, 1/5/2003; Public Relations Watch, 6/3/2007] The hearings, and particularly “Nayirah’s” emotional tale, inflame American public opinion against the Iraqis (see October 10, 1990 and After) and help drum up support for a US invasion of Iraq (see January 9-13, 1991).
Outright Lies - Neither Lantos, Porter, nor H&K officials tell Congress that the entire testimony is a lie. “Nayirah” is the daughter of Saud Nasir al-Sabah, the Kuwaiti ambassador to the US. Neither do they reveal that “Nayirah’s” testimony was coached by H&K vice president Lauri Fitz-Pegado. Seven other “witnesses” testify to the same atrocities before the United Nations; the seven use false names and identities. The US even presents a video made by Hill & Knowlton to the Security Council. No journalist investigates the claims. As author Susan Trento will write: “The diplomats, the congressmen, and the senators wanted something to support their positions. The media wanted visual, interesting stories.” It is not until after the war that human rights investigators look into the charges. No other witnesses can be located to confirm “Nayirah’s” story. Dr. Mohammed Matar, director of Kuwait’s primary care system, and his wife, Dr. Fayeza Youssef, who runs the obstretrics unit at the maternity hospital, says that at the time of the so-called atrocities, few if any babies were in incubator units—and Kuwait only possesses a few such units anyway. “I think it was just something for propaganda,” Dr. Matar will say. It is doubtful that “Nayirah” was even in the country at the time, as the Kuwaiti aristocracy had fled the country weeks before the Iraqi invasion. Amnesty International, which had supported the story, will issue a retraction. Porter will claim that he had no knowledge that the sobbing little girl was a well-rehearsed fabricator, much less an ambassador’s daughter. Canadian Broadcasting Corporation reporters will ask al-Sabah for permission to question his daughter about her testimony; he will angrily refuse. “Naiyrah” herself will later admit that she had never been in the hospital herself, but had learned of the supposed baby murders from a friend. In a subsequent interview about media manipulation during the war, Fitz-Pegado will say: “Come on.… Who gives a sh_t whether there were six babies or two? I believed her.” She will later clarify that statement: “What I meant was one baby would be too many.” [CounterPunch, 12/28/2002; Independent, 10/19/2003; Public Relations Watch, 6/3/2007]

Testifying before the Senate Armed Services Committee, Crowe says: “[W]e should give sanctions a fair chance before we discard them.… If, in fact, the sanctions will work in twelve to eighteen months instead of six months, a trade-off of avoiding war, with its attendant sacrifices and uncertainties, would in my estimation be more than worth it.” Joseph Wilson, the ranking US diplomat in Iraq, is dismayed at Crowe’s stance. The embassy had sent a report to Washington weeks before stating the opinion of the embassy diplomats and staff that sanctions were not having the desired effect; though they were eroding Saddam Hussein’s military structure, Wilson and his staff concluded, they would not in and of themselves force Hussein out of Kuwait any time soon. Economic sanctions would take years, perhaps a decade or more, to have the effect the US wants. “By that time,” Wilson will later write, “he would have looted the Kuwait treasury, found ways around the sanctions, and repopulated Kuwait with Iraqis so as to rig any vote on the future of the country. Sanctions would make the war easier, we believed, but not unnecessary, as long as our goal was to liberate Kuwait.” [Wilson, 2004, pp. 161-162]

The United Nations passes Resolution 678. The resolution gives Iraq until January 15, 1991 to withdraw entirely from Kuwait (see July 25, 1990) and restore its national sovereignty. The US uses UN authority to build a “coalition” of nations to support its upcoming “Desert Storm” operation designed to repel Iraqi forces from Kuwait (see January 16, 1991 and After). 34 countries contribute personnel: Afghanistan, Argentina, Australia, Bahrain, Bangladesh, Belgium, Canada, Denmark, Egypt, France, Greece, Italy, Kuwait, Morocco, The Netherlands, New Zealand, Niger, Norway, Oman, Pakistan, Philippines, Portugal, Qatar, Republic of Korea, Saudi Arabia, Senegal, Sierra Leone, Singapore, Spain, Syria, the United Arab Emirates, the United Kingdom and the United States. West Germany and Japan do not contribute forces, but they do contribute $6.6 billion and $10 billion, respectively, to the cause. While some countries join out of a sincere belief that Iraq must not be allowed to dominate the region and control Middle Eastern oil reserves (see August 7, 1990), others are more reluctant, believing that the affair is an internal matter best resolved by other Arab countries, and some fear increased US influence in Kuwait and the region. Some of these nations are persuaded by Iraq’s belligerence towards other Arab nations as well as by US offers of economic aid and/or debt forgiveness. Defense Secretary Dick Cheney testifies to the Senate on the upcoming invasion of Iraq (see August 2, 1990). Senator Ted Kennedy (D-MA) asks Cheney bluntly, “Now, barring an act of provocation, do you agree that the president must obtain the approval of Congress in advance before the United States attacks Iraq?” Cheney replies that he “does not believe the president requires any additional authorization from the Congress before committing US forces to achieve our objectives in the Gulf.” Cheney cites “more than two hundred” earlier instances where presidents have committed US forces into conflicts, “and on only five of those occasions was their a prior declaration of war. And so I am not one who would argue… that the president’s hands are tied, or that he is unable, given his constitutional responsibilities as commander in chief, to carry out his responsibilities.” Author John Dean will note in 2007, “Cheney had announced to Congress, in essence, that he did not need their authority to go to war.” Kennedy says of Cheney’s statement after the hearings, “We’ve not seen such arrogance in a president since Watergate.” [Dean, 2007, pp. 90]

After the First Gulf War (see January 16, 1991 and After), the British Defense Ministry’s Defense Intelligence Staff creates a secret intelligence office known as Operation Rockingham. The purpose of the top secret cell is to collect intelligence that can be used by the US and British to support the case for maintaining UN sanctions on Iraq. After the September 11 attacks, Rockingham helps build Britain’s case for the need to use military force against Iraq. [Sunday Herald (Glasgow), 6/8/2003; Sunday Herald (Glasgow), 6/8/2003; Guardian, 11/21/2003; BBC, 11/21/2003; Press Association (London), 11/21/2003; Guardian, 11/29/2003] Former US Marine intelligence officer Scott Ritter, who has first-hand knowledge of the operation, will later tell reporters that “Rockingham was spinning reports and emphasizing reports that showed noncompliance (by Iraq with UN inspections) and quashing those which showed compliance. It was cherry-picking intelligence.” He also says that members of the cell were backed by officials “from the very highest levels,” including military and intelligence officers, as well as civilian officials from the ministry of defense. Faced with a lawsuit from 53 members of Congress demanding that he seek Congressional authorization before invading Iraq (see December 1990 and January 16, 1991 and After), President Bush asks Congress for such an authorization. His carefully worded request does not directly acknowledge the constitutional requirement that Congress authorize any military involvement by the US. After three days of what the New York Times calls “solemn, often eloquent debate,” both chambers of Congress approve the war resolution. [PBS Frontline, 1/9/1996; Dean, 2007, pp. 90-91] That authority is granted in part because of propaganda efforts mounted by Pentagon and Kuwaiti officials (see October 10, 1990). Even with such powerful persuasive tactics, the vote in the US Senate is 52-47 and 250-183 in the US House of Representatives, the closest such vote since the War of 1812. [NationMaster, 12/23/2007]
House Reminds Bush that Congress Retains Power to Declare War - The House passes another resolution, 302-131, informing the White House that Congress has the exclusive authority under the Constitution to declare war. Of this second resolution, author and former Nixon White House counsel John Dean will write in 2007, “The breakdown of the vote is telling: 260 Democrats and 41 Republicans along with one independent voted to support the wording and clear intention of Article I of the Constitution; 126 Republicans and 5 Democrats, all hard-right conservatives (including Tom DeLay, R-TX, and two would-be presidents of the United States, Newt Gingrich, R-GA and Duncan Hunter, R-CA) voted against the resolution.” [Dean, 2007, pp. 90-91]
Gore Persuaded to Support War by Wilson - One of the few Democratic senators to vote for the war is Al Gore (D-TN). Gore takes time from the floor deliberations to speak with the ranking US diplomat in Iraq, Joseph Wilson, who once served as Gore’s aide (see September 5, 1988 and After). Gore grills Wilson for twenty minutes on the efficacy of US sanctions against Iraq (see August 6, 1990) and the necessity of US intervention to free Kuwait before returning to the Senate to vote for the authorization. Wilson later writes of his outrage that Gore’s fellow senator, Alan Simpson (R-WY), would accuse Gore during the 2000 election of being what Simpson will call “Prime Time Al” for the timing of his speech in favor of the war authorization. Wilson recalls Simpson as the senator who had been “practically on bended knee before Saddam in April 1990, reassuring the Iraqi dictator that he had a press problem and not a policy problem” (see April 12, 1990). Wilson will continue, “It was an outrage that a decade later he had the nerve to be critical of the one senator who had really taken the time to listen to an analysis from the field and factor that into his decision on what most senators agreed was one of the most momentous votes of their careers.” [Wilson, 2004, pp. 163-164]

With US military strikes just days away (see January 9-13, 1991 and January 16, 1991 and After), ranking US diplomat Joseph Wilson shuts down the US embassy in Baghdad, hauling down the flag from over the embassy and taking it with him as he drives to the airport to leave Iraq. Wilson is the last American to leave Iraq before the invasion. He later calls it “probably the most difficult thing I have ever had to do.” He particularly worries about the loyal and hardworking Iraqis who, until today, worked for the embassy. The air assault begins the day after a UN deadline for Iraq’s withdrawal from Kuwait expires (see November 29, 1990). F-117 Stealth bombers hit Baghdad with an array of high-tech bombs and missiles; many of the explosions are televised live, or on briefly delayed feeds, on CNN, which launches virtually 24-hour coverage of the air strikes. In the first 48 hours of the war, 2,107 combat missions drop more than 5,000 tons of bombs on Baghdad alone, nearly twice the amount that incinerated Dresden in World War II.
'Thunder and Lightning of Desert Storm' - US Army General Norman Schwarzkopf, chief of the US Central Command (CENTCOM), announces the beginning of hostilities by transmitting the following: “Soldiers, sailors, airmen and Marines of the United States Central Command, this morning at 0300, we launched Operation Desert Storm, an offensive campaign that will enforce the United Nation’s resolutions that Iraq must cease its rape and pillage of its weaker neighbor and withdraw its forces from Kuwait. My confidence in you is total. Our cause is just! Now you must be the thunder and lightning of Desert Storm. May God be with you, your loved ones at home, and our country.” [US Navy, 9/17/1997]
Initial Attacks Obliterate Iraqi Navy, Much of Air Force, Many Ground Installations - The attack begins with an assault of over 100 Tomahawk land attack missiles (TLAMs) launched from US naval vessels in the Persian Gulf and Red Sea, and attack helicopter strikes on Iraqi radar installations near the Iraq-Saudi Arabian border. The assaults destroy much of Iraq’s air defense and command-and-control capabilities. The missile assault is quickly followed by fighter, bomber, and assault helicopter strikes which continue pounding at Iraqi government buildings, power stations, dams, military sites, radio and television stations, and several of Saddam Hussein’s palaces. The strikes essentially obliterate the Iraqi Navy, and drastically cripple the Iraqi Air Force. (Between 115 and 140 aircraft and crews of the Iraqi Air Force flees to Iran over the course of the war, a move that surprises US commanders, who expected the aircraft and their crews to attempt to flee to Jordan, not Iran. The Iranians will never give Iraq back its aircraft, and will not release Iraqi air crews for years to come.) A US Navy review later calls the combined Navy-Marine air campaign, conducted in concert with US Air Force strikes, “successful beyond the most optimistic expectations.” The Navy later reports that “allied air forces dropped over 88,500 tons of ordnance on the battlefield.” [US Navy, 9/17/1997; NationMaster, 12/23/2007] Iraqi anti-aircraft counterattacks are surprisingly effective, downing around 75 US and British aircraft in the first hours of attacks. The US media does not widely report these downings, nor does it give much attention to the dozens of pilots and air crew captured as POWs. [NationMaster, 12/23/2007]
'The Mother of All Battles' - Five hours after the first attacks, Baghdad state radio broadcasts a voice identified as Saddam Hussein. Hussein tells his people that “The great duel, the mother of all battles has begun. The dawn of victory nears as this great showdown begins.” [NationMaster, 12/23/2007]
US Embassy Helped Locate Targets for Air Strikes - Deputy Chief of Mission Joseph Wilson, the last American to leave Baghdad (see January 12, 1991), and his staff provided critical assistance to the US battle planners in choosing their initial targets. Over the months, Wilson and his staff developed a “hostage tracking system,” monitoring and recording the movements of the American hostages as they were transferred from site to site to be used as human shields in the event of a US strike (see August 4, 1990 and August 8, 1990). Wilson and his staff were able to identify some 55 sites that were being used around the country, presumably some of the most critical military and infrastructure sites in Iraq. Wilson gave that information to the Pentagon. He will later write, “I was gratified when several months later, on the first night of Desert Storm, long after the hostages had been released, many of those sites were ones hit by American bombs.” [Wilson, 2004, pp. 141]

[Source: Public domain / US Department of Defense]Thousands of Iraqi soldiers retreating on two highways from Kuwait City, Kuwait, towards Basra, Iraq, are slaughtered by US forces on what is later called the “Highway of Death.” [PBS Frontline, 1/9/1996] The so-called “Battle of Rumaylah,” or as some call it, the “Battle of the Junkyard,” is not a battle in the classic sense, as the huge losses of Iraqi soldiers and vehicles are contrasted with the loss of a single American tank, lost when an Iraqi tank explodes too close to it. Only one US soldier is injured. In the two separate but connected US assaults that make up the battle, at least 600 Iraqi tanks, armored vehicles, and trucks are destroyed or disabled; estimates of Iraqi personnel losses vary widely, but the losses are well in the thousands. Iraqi, Kuwaiti, and Palestinian civilians, including children, are caught in the heavy US assault as well as innumerable Iraqi soldiers. (Some believe the Kuwaitis and Palestinians were being taken to Baghdad to be used as hostages.) Most of the bodies are buried within hours, making it impossible to ascertain the number of dead. During the US assault, US tanks, using sophisticated thermal-imaging targeting, have little trouble sighting and destroying Iraqi tanks before the Iraqi units are even aware that they are being fired upon. Air Strikes - Initially, a force of retreating Iraqi armored units are bombed front and rear by US aircraft during the night of February 27-28, trapping the convoy between the centers of destruction. The remaining units are targets for later air strikes. Most of the vehicles—military tanks, trucks, and armored personnel carriers, as well as civilian cars and trucks—are destroyed.
Five-Hour Air, Armor Assault - The March 2 attack on the Iraqi Republican Guard “Hammurabi” tank division is ordered by Army General Barry McCaffrey (the general who commanded the already-famous “left hook” maneuver days before—see February 23, 1991 and After), in response to what McCaffrey says is an attack on his forces with rocket-propelled grenades (RPGs). The decision surprises some in the Allied command structure in Saudi Arabia and causes unease among civilian and military leaders in Washington, who worry about the public relations ramifications of an attack that comes days after a cease-fire was implemented (see February 28, 1991). McCaffrey himself later calls the attack “one of the most astounding scenes of destruction I have ever participated in.” The “Hammurabi” division is obliterated in the assault.
Criticism from Fellow Officers - Some senior US officers are not sure that McCaffrey’s unit, the 24th Mechanized Division, was in fact attacked; many senior US officers privately assert that McCaffrey’s five-hour assault was well out of proportion. (McCaffrey, later accused of war crimes by an anonymous but well-informed accuser, will be exonerated by an Army inquiry.) McCaffrey will assert that his troops were indeed attacked—an assertion backed by other field officers on the scene—and that he ordered the retaliation because had he not, his forces would have come under heavy attack by Iraqi armored units. Besides, McCaffrey will later say, the entire war was intended to be a one-sided affair: “We didn’t go up there looking for a fair fight with these people.” The whole war, one British commander said in earlier weeks, was “rather like a grouse shoot.” [New Yorker, 5/22/2000; Newsweek, 5/29/2000]
bullet One critic is the commander of the Army’s 82nd Airborne Unit, Lieutenant General James Johnson, who will later say: “There was no need to be shooting at anybody. [The Iraqis] couldn’t surrender fast enough. The war was over.” Johnson, whose unit is deployed near McCaffrey’s, will add, “I saw no need to continue any further attacks.” Explaining why McCaffrey ordered the assault on his own authority, Johnson will say that McCaffrey—widely perceived as CENTCOM commander General Norman Schwarzkopf’s favorite general—“does what he wants to do.”
bullet Lieutenant General Ronald Griffith, commanding the 1st Armored Division of VII Corps, will later say that many of the tanks destroyed in the assault were being transported on trailer trucks to Baghdad, with their cannons facing away from the US troops, and thus posing no threat. “It was just a bunch of tanks in a train, and he made it a battle,” Griffith will later say of McCaffrey. “He made it a battle when it was never one. That’s the thing that bothered me the most.”
bullet Major James Kump, the senior intelligence officer for the Army’s 124th Military Intelligence Battalion, is monitoring what he believes to be a routine retreat before McCaffrey’s units begin attacking the Iraqi forces. Kump will later recall: “I thought, I can’t believe what I’m hearing! There’s nothing going on. These guys are retreating.” Kump receives a large amount of electronic data indicating that McCaffrey is attacking a retreating force. “I had links to several intelligence systems—more than I can talk about,” he will later say. “And I’d have known if troops were moving toward us.… I knew of no justification for the counterattack. I always felt it was a violation of the ceasefire. From an integrity standpoint, I was very troubled.”
bullet McCaffrey’s orders will be questioned even by one of his own subordinates, Lieutenant Colonel Patrick Lamar, the 24th’s operations officer. Lamar, who is in charge of the assault command post and who relays McCaffrey’s orders to the field units, will later say: “There was no incoming. I know that for a fact.” The battle is “a giant hoax. The Iraqis were doing absolutely nothing. I told McCaffrey I was having trouble confirming the incoming.” But, Lamar will recall, nothing he says matters. McCaffrey wants to attack.
bullet Private First Class Charles Sheehan-Miles, a gun loader in a 1st Brigade tank platoon, will later recall being sent to rescue an American unit under attack by Iraqi armored units. “We went up the road blowing the sh_t out of everything,” he will recall. “It was like going down an American highway—people were all mixed up in cars and trucks. People got out of their cars and ran away. We shot them.” Sheehan-Miles recalls shooting at least one person in civilian clothing. “My orders were to shoot if they were armed or running. The Iraqis were getting massacred.”
bullet Specialist 4 James Manchester, a member of the Scout platoon of the 27th Battalion of the 1st Brigade, will later call the battle nothing more than “f_cking murder.”
bullet Shortly after the attack, an interpreter for the 124th Military Intelligence Battalion interrogates a captured Iraqi tank commander who asks over and over: “Why are you killing us? All we were doing was going home. Why are you killing us?”
bullet After the battle, military analysts will pore over the battle films recorded by the Apache attack helicopters participating in McCaffrey’s assault. One of the analysts will later tell a reporter that the footage was clear: the Iraqi tanks were in full retreat and posed no threat to American forces. “These guys were in an offroad defensive position—deployed in a perimeter,” the analyst will recall. Some of the Iraqi tanks attempted to return fire once McCaffrey began his assault: “We saw T-72s in battle lines, firing away blindly in the air. They didn’t know what was killing them, but they were gamely shooting—knowing they would die.”
Many officers on the ground will later describe actions by McCaffrey and some of his senior subordinates they believe are designed to provoke a response from the retreating Iraqis and thus provide an excuse to begin a counterattack.
Massacre Factor in Decision to End Hostilities - Reporters are not allowed in the area, so no one is there to report on, or photograph, the actual assault or its immediate aftermath. But the area is heavily photographed in the following days, and the swath of destroyed, burned-out vehicles becomes at once a symbol of US military superiority and of Iraqi defeat. It is later cited as one of the factors in President Bush’s decision to accept Iraq’s surrender and cease hostilities. The decision enables the Iraqi Army to survive the war somewhat intact, and keeps Saddam Hussein in power. Bush will later explain: “If we continued the fighting another day… would we be accused of a slaughter of Iraqis who were simply trying to escape, not fight? In addition, the coalition was agreed on driving the Iraqis from Kuwait, not on carrying the conflict into Iraq or on destroying Iraqi forces.”
Dehumanizing the Iraqis - Manchester will later tell a reporter: “I was as patriotic as they come. I was a gung-ho ass-kicking Commie-hating patriotic son of a b_tch. I hated the Arabs. We all did. I dehumanized them. Did the Iraqis commit war crimes in Kuwait? Did they retreat back into Iraq to commit war crimes against their own people? The answer is yes to both questions. But does that make March 2nd justified? There have to be limits, even in war. Otherwise, the whole system breaks down.” [New Yorker, 5/22/2000]

In the aftermath of the fall of the Berlin Wall, America’s foreign policy establishment understood that the next generation’s war would not be of the World War II variety, with huge mobilizations of national assets and a fight for survival among the major powers; it would instead consist of small, bloody conflicts that would best be dealt with by a coalition of the willing operating under the mandate of the United Nations. Our challenge would be to ensure that the United States did not become the world’s policeman, a costly and enervating task, but rather used our power to mobilize coalitions and share costs and responsibilities. In my mind, Desert Shield and Storm were case studies of how to manage both the diplomacy and the military aspects of an international crisis. We were successful in obtaining international financing to cover most of the costs of the war, we were successful in putting together a coalition force with troops from more than twenty nations, and we were successful in obtaining an international legal mandate to conduct the war. It was, in every way, an international effort driven by American political will and diplomatic leadership.” Wilson agrees with President Bush and others that the US had been right not to drive into Baghdad and depose Saddam Hussein (see February 1991-1992, August 1992, and September 1998). The US-led coalition had no international mandate to perform such a drastic action, Wilson will note. To go farther than the agreed-upon mandate would alienate allies and erode trust, especially among Arab nations fearful that the US would overthrow their governments and seize their oilfields, or those of their neighbors. Wilson will observe, “The credibility that we later enjoyed—which permitted us to make subsequent progress on Middle East peace at the Madrid Conference in October 1991, and through the Oslo process (see September 13, 1993)… was directly related to our having honored our promises and not exceeded the mandate from the international community.” [Wilson, 2004, pp. 178-179]

Many experts consider President Bush’s decision not to invade Baghdad and overthrow Saddam Hussein (see January 16, 1991 and After) as wise and prudent, avoiding putting the US in the position of becoming a hostile occupying force and, thusly, avoiding the alienation of allies around the world as well as upholding the UN mandate overseeing the conflict. However, many of the neoconservatives in Defense Secretary Dick Cheney’s office have different views. Paul Wolfowitz, Lewis “Scooter” Libby, and Zalmay Khalilzad are among those who view the “failure” to overthrow Hussein as what author Craig Unger will call “a disastrous lost opportunity.” Unger will reflect, “Interestingly, in what critics later termed ‘Chickenhawk Groupthink,’ the moderate, pragmatic, somewhat dovish policies implemented by men with genuinely stellar [military] records—George H. W. Bush, Brent Scowcroft, and Colin Powell—were under fire by men who had managed to avoid military service—Cheney, Wolfowitz, Libby, and Khalilzad.” (Secretary of State James Baker tells Powell to watch out for the “kooks” working for Cheney.) In some ways, the criticism and counterproposals from Cheney and his followers amounts to another “Team B” experience similar to that of 16 years before (see Early 1976, November 1976 and November 1976). Wolfowitz, with Libby and Khalilzad, will soon write their own set of recommendations, the Defense Planning Guide (DPG) (see February 18, 1992) memo, sometimes called the “Wolfowitz doctrine.” [Unger, 2007, pp. 115-117]

[Source: Boston Globe]A draft of the Defense Department’s new post-Cold War strategy, the Defense Planning Guidance (DPG), causes a split among senior department officials and is criticized by the White House. The draft, prepared by defense officials Zalmay Khalilzad and Lewis “Scooter” Libby under the supervision of Undersecretary of Defense Paul Wolfowitz, says that the US must become the world’s single superpower and must take aggressive action to prevent competing nations—even allies such as Germany and Japan—from challenging US economic and military supremacy. [New York Times, 5/23/1992; Rupert and Solomon, 2005, pp. 122; Scoblic, 2008, pp. 165] The views in the document will become known informally as the “Wolfowitz Doctrine.” Neoconservative Ben Wattenberg will say that its core thesis is “to guard against the emergence of hostile regional superpowers, for example, Iraq or China.” He will add: “America is No. 1. We stand for something decent and important. That’s good for us and good for the world. That’s the way we want to keep it.” [AntiWar (.com), 8/24/2001] The document hails what it calls the “less visible” victory at the end of the Cold War, which it defines as “the integration of Germany and Japan into a US-led system of collective security and the creation of a democratic ‘zone of peace.’” It also asserts the importance of US nuclear weapons: “Our nuclear forces also provide an important deterrent hedge against the possibility of a revitalized or unforeseen global threat, while at the same time helping to deter third party use of weapons of mass destruction through the threat of retaliation.” [New York Times, 3/8/1992] The document states, “We must maintain the mechanism for deterring potential competitors from even aspiring to a larger regional or global role.” [New York Times, 3/8/1992] In 2007, author Craig Unger will write that deterring “potential competitors” from aspiring to a larger role means “punishing them before they can act.” [Unger, 2007, pp. 116]
US Not Interested in Long-Term Alliances - The document, which says the US cannot act as the world’s policeman, sees alliances among European nations such as Germany and France (see May 22, 1992) as a potential threat to US supremacy, and says that any future military alliances will be “ad hoc” affairs that will not last “beyond the crisis being confronted, and in many cases carrying only general agreement over the objectives to be accomplished.… [T]he sense that the world order is ultimately backed by the US will be an important stabilizing factor.” [New York Times, 5/23/1992] Conspicuously absent is any reference to the United Nations, what is most important is “the sense that the world order is ultimately backed by the US… the United States should be postured to act independently when collective action cannot be orchestrated” or in a crisis that demands quick response. [New York Times, 3/8/1992] Unger will write of Wolfowitz’s “ad hoc assemblies:” “Translation: in the future, the United States, if it liked, would go it alone.” [Unger, 2007, pp. 116]
Preventing the Rise of Any Global Power - “[W]e endeavor to prevent any hostile power from dominating a region whose resources would, under consolidated control, be sufficient to generate global power. These regions include Western Europe, East Asia, the territory of the former Soviet Union and Southwest Asia.” The document advocates “a unilateral US defense guarantee” to Eastern Europe, “preferably in cooperation with other NATO states,” and foresees use of American military power to preempt or punish use of nuclear, biological or chemical weapons, “even in conflicts that otherwise do not directly engage US interests.” [Washington Post, 3/11/1992]
Containing Post-Soviet Threats - The document says that the US’s primary goal is “to prevent the re-emergence of a new rival, either on the territory of the former Soviet Union or elsewhere, that poses a threat on the order of that posed formerly by the Soviet Union.” It adds, “This is a dominant consideration underlying the new regional defense strategy and requires that we endeavor to prevent any hostile power from dominating a region whose resources would, under consolidated control, be sufficient to general global power.” In the Middle East and Southwest Asia, “our overall objective is to remain the predominant outside power in the region and preserve US and Western access to the region’s oil.” The document also asserts that the US will act to restrain what it calls India’s “hegemonic aspirations” in South Asia [New York Times, 5/23/1992] , and warns of potential conflicts, perhaps requiring military intervention, arising in Cuba and China. “The US may be faced with the question of whether to take military steps to prevent the development or use of weapons of mass destruction,” it states, and notes that these steps may include pre-empting an impending attack with nuclear, chemical or biological weapons, “or punishing the attackers or threatening punishment of aggressors through a variety of means,” including attacks on the plants that manufacture such weapons. It advocates the construction of a new missile defense system to counter future threats from nuclear-armed nations. [New York Times, 3/8/1992]
Reflective of Cheney, Wolfowitz's Views - Senior Pentagon officials say that while the draft has not yet been approved by either Dick Cheney or Wolfowitz, both played substantial roles in its creation and endorse its views. “This is not the piano player in the whorehouse,” one official says.
Democrats Condemn Policy Proposal - Senator Robert Byrd (D-WV), an advocate of a reduction in military spending, calls the document “myopic, shallow and disappointing,” adding: “The basic thrust of the document seems to be this: We love being the sole remaining superpower in the world.” Senator Joseph Biden (D-DE) attacks what he sees as the document’s emphasis on unilateral military action, and ridicules it as “literally a Pax Americana.” Pentagon officials will dispute characterizations that the policy flatly rejects any idea of multilateral military alliances. One defense official says, “What is just dead wrong is this notion of a sole superpower dominating the rest of the world.” [New York Times, 3/8/1992; Washington Post, 3/11/1992]
Abandoned, Later Resurrected - Wolfowitz’s draft will be heavily revised and much of its language dropped in a later revision (see May 22, 1992) after being leaked to the media (see March 8, 1992). Cheney and Wolfowitz’s proposals will receive much more favorable treatment from the administration of George W. Bush (see August 21, 2001).

They must be in a state of dependence and seek solutions to their problems in Washington.” [Observer, 4/7/2002] The document is mainly written by Paul Wolfowitz and I. Lewis “Scooter” Libby, who hold relatively low posts at this time, but become deputy defense secretary and Vice President Dick Cheney’s chief of staff, respectively, under President George W. Bush. [Newsday, 3/16/2003] The authors conspicuously avoid mention of collective security arrangements through the United Nations, instead suggesting the US “should expect future coalitions to be ad hoc assemblies, often not lasting beyond the crisis being confronted.” [New York Times, 3/8/1992] They call for “punishing” or “threatening punishment” against regional aggressors before they act. [Harper's, 10/2002] Interests to be defended preemptively include “access to vital raw materials, primarily Persian Gulf oil, proliferation of weapons of mass destruction and ballistic missiles, [and] threats to US citizens from terrorism.” The section describing US interests in the Middle East states that the “overall objective is to remain the predominant outside power in the region and preserve US and Western access to the region’s oil… deter further aggression in the region, foster regional stability, protect US nationals and property, and safeguard… access to international air and seaways.” [New York Times, 3/8/1992] Senator Lincoln Chafee (R-RI) will later say, “It is my opinion that [George W. Defense Secretary Dick Cheney gives a speech to the Discovery Institute in Seattle defending the Bush administration’s decision not to enter Baghdad or overthrow Iraqi dictator Saddam Hussein during the 1991 Gulf War (see January 16, 1991 and After). Cheney says that because of Hussein’s “shrinking power base” in Iraq, the fact that he does not control the northern or southern portions of his country, his all-but-destroyed national economy, and the UN sanctions, “his days are numbered” as Iraq’s dictator, so there was no need to overthrow him. “I would guess if we had gone in there, I would still have forces in Baghdad today. We’d be running the country. We would not have been able to get everybody out and bring everybody home.… All of a sudden you’ve got a battle you’re fighting in a major built-up city, a lot of civilians are around, significant limitations on our ability to use our most effective technologies and techniques.… Once we had rounded him up and gotten rid of his government, then the question is what do you put in its place? You know, you then have accepted the responsibility for governing Iraq.… And the final point that I think needs to be made is this question of casualties. I don’t think you could have done all of that without significant additional US casualties. And while everybody was tremendously impressed with the low cost of the conflict, for the 146 Americans who were killed in action and for their families, it wasn’t a cheap war. And the question in my mind is how many additional American casualties is Saddam worth? And the answer is not that damned many. In the aftermath of the US invasion of Iraq, UN inspectors uncover evidence of an Iraqi nuclear weapons program far more advanced than the US intelligence community had predicted. Disgusted by this and other intelligence failures (see Mid-1990 and Late December 1990), Defense Secretary Dick Cheney and his cadre of neoconservatives and hardliners in the Pentagon (see Late March 1989 and After) come to consider the intelligence community, and particularly the CIA, as, in the words of reporters Franklin Foer and Spencer Ackerman, “not only inept but lazy, unimaginative, and arrogant—‘a high priesthood’ in their derisive terminology.” [New Republic, 11/20/2003]

As Defense Secretary Dick Cheney and his staff prepare to leave the Pentagon to be replaced by President-elect Clinton’s appointees, Cheney’s senior aide Paul Wolfowitz and his staff recycle their controversial “Defense Planning Guidance” (DPG) from the year before (see February 18, 1992 and May 22, 1992) and publish them in another proposal, the “Regional Defense Strategy” (RPS). Much of the DPG’s ideas are present in this proposal as well, including the concept of a “democratic ‘zone of peace,’” defined as “a community of democratic nations bound together in a web of political, economic and security ties.” In Wolfowitz’s view, the US government must shoulder the responsibility “to build an international environment conducive to our values.” Like the DPG, this document has the quiet but firm support of Cheney. Years later, Cheney’s closest aides will point to the DPG and the RPS as the moment when Cheney’s foreign policy views coalesce into a single overarching framework. A Cheney staffer will say, “It wasn’t an epiphany, it wasn’t a sudden eureka moment; it was an evolution, but it was one that was primed by what he had done and seen in the period during the end of the Cold War.” [New Republic, 11/20/2003]

The explosion is caused by the detonation of a truck bomb in the underground parking garage. An FBI explosives expert will later state, “If they had found the exact architectural Achilles’ heel or if the bomb had been a little bit bigger, not much more, 500 pounds more, I think it would have brought her down.” Ramzi Yousef, who has close ties to Osama bin Laden, organizes the attempt. [Village Voice, 3/30/1993; US Congress, 2/24/1998] The New York Times will report on Emad Salem, an undercover agent who will be the key government witness in the trial against Yousef. Salem will testify that the FBI knew about the attack beforehand and told him it would thwart the attack by substituting a harmless powder for the explosives. However, an FBI supervisor called off this plan and the bombing was not stopped. [New York Times, 10/28/1993] Other suspects were ineptly investigated before the bombing as early as 1990. Several of the bombers were trained by the CIA to fight in the Afghan war and the CIA will conclude, in internal documents, that it was “partly culpable” for this bombing (see January 24, 1994). [Independent, 11/1/1998] 9/11 mastermind Khalid Shaikh Mohammed is an uncle of Yousef and also has a role in the bombing (see March 20, 1993). [Independent, 6/6/2002; Los Angeles Times, 9/1/2002] One of the bombers even leaves a message, which will be found by investigators, stating, “Next time, it will be very precise.” [Associated Press, 9/30/2001]

[Source: Anu News (.com)]Many white separatists and right-wing militia members are aghast, appalled, and infuriated by the violent end to the Branch Davidian siege in Waco, Texas (see April 19, 1993). Two of those are future Oklahoma City bombers Terry Nichols and Timothy McVeigh (see 8:35 a.m. - 9:02 a.m. April 19, 1995); when McVeigh watches the flames devour the Davidian compound, he stands in Nichols’s living room and weeps. McVeigh has already visited the compound during the siege (see March 1993); in the following weeks, he revisits the scene, collecting pamphlets from the Davidians, taking photographs, and even taking samples of the charred wood left behind. McVeigh begins wearing, and selling at gun shows, caps that depict the BATF (Bureau of Alcohol, Tobacco and Firearms) logo with bullet holes in them (see August 26 - September 15, 1994). He sells flares that can be used as missiles. Moreover, he and Nichols soon begin practicing with explosives and agitating for violent assaults on government officials with local militia members (see October 12, 1993 - January 1994). McVeigh later tells interviewers: “I didn’t define the rules of engagement in this conflict. The rules, if not written down, are defined by the aggressor. It was brutal, no holds barred. Women and children were killed at Waco and Ruby Ridge (see August 31, 1992). You put back in [the government’s] faces exactly what they’re giving out.” McVeigh’s favorite magazine, Soldier of Fortune, later publishes articles calling the FBI and BATF “the Gestapo” and accusing the government of funneling illegal drugs into the country through the auspices of the DEA; McVeigh will read these articles, and other more overt anti-government publications that directly accuse the government of plotting to enact “new Wacos” throughout the country, with a new fervor. Another favorite is a videotape, “Waco: The Big Lie,” promoted by militia leader Linda Thompson (see April 3, 1993 and September 19, 1994), who accuses the government of deliberately plotting the deaths of everyone inside the Davidian compound and setting the compound afire by shooting flames at the building through a tank. McVeigh will later claim to have learned the “real truth” about the siege after meeting a former Davidian, Paul Fatta, on the gun show circuit (see Late 1992-Early 1993 and Late 1994). Nichols’s neighbor Phil Morawski will later recall of McVeigh: “He said he witnessed part of the siege at Waco and was very upset about it; the government overstepped its bounds. Waco is kind of like the battle cry for Tim and many others.” McVeigh’s friend Michael Fortier (see March 24, 1988 - Late 1990) will later recall discussing the Davidian debacle with McVeigh, saying, “We both concluded that the federal government had intentionally attacked those people and may not have intentionally started the fire, but they were certainly the cause of the fire and potentially murdered those people in Waco.” Fortier’s wife Lori will recall McVeigh’s position differently: according to her recollection, McVeigh believes that “the government murdered those people.” After the bombing, Dennis Mahon, the head of the Oklahoma cell of the White Aryan Resistance, will tell federal officials about McVeigh, whom he claims to have known under an alias: “I met Tim Tuttle, but I didn’t know he was alias Tim McVeigh. I met him at gun shows (see January 23, 1993 - Early 1994). He sold military stuff, knives, gun parts, camouflage uniforms.… And we talked about Waco. And I said: ‘What comes around goes around. If they keep doing this terrorism on our people, terrorism’s going to happen to them…’ He said: ‘Probably. Probably so.‘… Timothy McVeigh is my hero. Wish we had a thousand more like him. He took action.” Mahon will later be identified by one witness as the person driving the Ryder truck for McVeigh on the day of the Oklahoma City bombing (see April 15, 1995), though the identification is in doubt, and Mahon will not be charged for playing a part in the bombing. [Stickney, 1996, pp. 155, 159; PBS Frontline, 1/22/1996; Serrano, 1998, pp. 76-78; Nicole Nichols, 2003; CNN, 12/17/2007] McVeigh will send videotapes about the Davidian tragedy, such as “Waco: The Big Lie,” to his friends, including his former coworker Carl Lebron (see November 1991 - Summer 1992), his former Army comrade Albert Warnement (see January - March 1991 and After), and his neighbors Richard and Lynn Drzyzga (see October 1990). Lebron considers the videotapes “nonsense,” and the Drzyzgas become concerned that McVeigh may actually believe the “nutty” “paranoia” of the information in them. McVeigh will also write a letter to his childhood friend Steve Hodge, breaking off their friendship because Hodge is not sufficiently enraged by the Davidian tragedy (see July 14, 1994). [Serrano, 1998, pp. 78] McVeigh is not the only one preaching active retribution for Waco. James Nichols, Terry’s older brother (see December 22 or 23, 1988), says they are planning to kill law enforcement officials. Paul Izydorek, a family friend, will later tell a CNN reporter: “Evidently, James had told [Izydorek’s son] one or two times about how they were going to kill cops and judges and, you know, really clean house on all the local government. I didn’t take it serious but I guess maybe that’s what the heck they was really talking about, maybe they was a lot more serious, you know, than I realized.” [Stickney, 1996, pp. 156]

Israeli Prime Minister Yitzhak Rabin has agreed to give up large swaths of Palestinian territory Israel has occupied since 1967 in return for a Palestinian commitment to peace. Rabin is loathe to actually shake hands with his Palestinian counterpart, Yasser Arafat, in part because he knows the gesture would inflame extremists on both sides of the issue. But Clinton insists, and the two sign the accords and, symbolically embraced by Clinton, indeed shake hands. Neoconservative Paul Wolfowitz, currently a professor at Johns Hopkins University, argues strenuously for the need for a second “Team B” competitive intelligence analysis (see November 1976) of the US’s foreign policies as the Cold War is ending. Wolfowitz, himself a former Team B member, writes: “The idea that somehow you are saving work for the policymaker by eliminating serious debate is wrong. Why not aim, instead, at a document that actually says there are two strongly argued positions on the issue? Newly elected Israeli Prime Minister Benjamin Netanyahu (see May 29, 1996) flies to Washington, DC, to visit one of his strongest political supporters, neoconservative Richard Perle. Perle is the chief author of a new strategy proposal called “A Clean Break: A New Strategy for Security in the Region” (see July 8, 1996). In essence, Perle’s policy proposal is an update of fellow neoconservative Paul Wolfowitz’s Defense Planning Guide (see February 18, 1992), which had so horrified Clinton and Bush officials. But Netanyahu is clearly pleased with the proposal. After meeting with Perle, Netanyahu addresses the US Congress. Quoting extensively from the proposal, he tells the lawmakers that the US must join Israel in overseeing the “democratization” of the Middle East. War might be a necessity to achieve this goal, he warns. While the “Clean Break” authors are primarily concerned with Iraq and Syria, Netanyahu takes a longer view. “The most dangerous of these regions is Iran,” he says. [Unger, 2007, pp. 145-148]

An independent panel issues its report on recently released National Intelligence Estimate NIE 59-19, “Emerging Missile Threats to North America During the Next 15 Years.” The panel, chaired by former CIA Director Robert Gates, was commissioned by Congressional conservatives as a “Team B” (see November 1976) to challenge and disprove the NIE’s finding that no rogue state such as North Korea or Iraq would be able to develop a nuclear-tipped ballistic missile capable of striking the continental US or Canada until at least 2011. Gates’s panel includes former ambassador Richard Armitage; nuclear scientist Sidney Drell; former State Department and National Security Council official Arnold Kanter; Brookings Institution fellow Janne Nolan; former Defense Department official and RAND Corporation president Henry Rowen; and Major General Jasper Welch, a retired Air Force flag officer and former National Security Council staffer. The panel’s findings enrage those conservatives who pushed for its creation; the panel not only agrees with the NIE’s conclusions about the capabilities of those rogue nations, but finds that the Congressional conservatives’ allegations that the NIE had been “politicized” and written to satisfy Clinton administration positions have no basis in fact. “The panel found no evidence of politicization,” it reports, and adds: “There was no breach of the integrity of the intelligence process. Beyond this, the panel believes that unsubstantiated allegations challenging the integrity of intelligence community analysts by those who simply disagree with their conclusions, including members of Congress, are irresponsible. Intelligence forecasts do not represent ‘revealed truth,’ and it should be possible to disagree with them without attacking the character and integrity of those who prepared them—or the integrity of the intelligence process itself.” [Central Intelligence Agency, 12/23/1996; Scoblic, 2008, pp. 172] Congressional conservatives will demand, and receive, another study of the NIE that will provide them with conclusions more to their liking (see July 1998).

[Source: Project for the New American Century]The Project for the New American Century (PNAC), an influential neoconservative think tank, publishes a letter to President Clinton urging war against Iraq and the removal of Saddam Hussein because he is a “hazard” to “a significant portion of the world’s supply of oil.” In a foretaste of what eventually happens, the letter calls for the US to go to war alone, attacks the United Nations, and says the US should not be “crippled by a misguided insistence on unanimity in the UN Security Council.” The letter is signed by many who will later lead the 2003 Iraq war. 10 of the 18 signatories later join the Bush Administration, including Defense Secretary Donald Rumsfeld, Assistant Defense Secretary Paul Wolfowitz, Deputy Secretaries of State Richard Armitage and Robert Zoellick, Undersecretaries of State John Bolton and Paula Dobriansky, presidential adviser for the Middle East Elliott Abrams, Defense Policy Board chairman Richard Perle, and George W. Bush’s special Iraq envoy Zalmay Khalilzad. Instead, they are positioning themselves for the future. “This was a key moment,” one State Department official will recall. “The neocons were maneuvering to put this issue in play and box Clinton in. The “Team B” intelligence analysis exercise of 1975, which so disastrously overestimated the Soviet threat (see November 1976), returns in the form of the “Rumsfeld Commission,” which issues its report this month. Conservative commentators and former participants have called for a second “Team B”-style competitive intelligence analysis ever since the fall of the Berlin Wall (see 1990, 1994, and 1996). The “Commission to Assess the Ballistic Missile Threat to the United States” (see July 15, 1998), led by former Defense Secretary Donald Rumsfeld, is packed with conservative and neoconservative hardliners much as the original Team B cadre was; it includes some former Team B members such as former Pentagon official Paul Wolfowitz. Like the original Team B, the Rumsfeld Commission challenges CIA estimates of foreign military threats; like the original Team B, the Rumsfeld Commission wildly overestimates the impending threat from countries such as Iran and North Korea, both of which it judges will be capable of striking the US with nuclear weapons in five years or perhaps less. The original Team B findings impelled thirty years of full-bore military spending by the US to counter a Soviet threat that was fading, not growing; the Rumsfeld Commission’s equally alarmist findings impels a new push for spending on the so-called “Star Wars” ballistic missile defense system (see March 23, 1983). Conservative activist Phyllis Schlafly will observe that the Rumsfeld Commission’s report “provided Congress with enough talking points to win the argument [on missile defense] both in the strategic arena and in the 20-second soundbite television debates.” Former State Department intelligence analyst Greg Thielmann will later observe, “time has proven Rumsfeld’s predictions dead wrong.” Author and professor Gordon R. Mitchell will write that the second “Team B” exercise shows “that by 1998, Rumsfeld and Wolfowitz had honed the art of intelligence manipulation through use of competitive intelligence analysis. Congressional conservatives receive a second “alternative assessment” of the nuclear threat facing the US that is far more to their liking than previous assessments (see December 23, 1996). A second “Team B” panel (see November 1976), the Commission to Assess the Ballistic Missile Threat to the United States, led by former Defense Secretary Donald Rumsfeld and made up of neoconservatives such as Paul Wolfowitz and Stephen Cambone, finds that, contrary to earlier findings, the US faces a growing threat from rogue nations such as Iran, Iraq, and North Korea, who can, the panel finds, inflict “major destruction on the US within about five years of a decision.” This threat is “broader, more mature, and evolving more rapidly” than previously believed. The Rumsfeld report also implies that either Iran or North Korea, or perhaps both, have already made the decision to strike the US with nuclear weapons. Although Pakistan has recently tested nuclear weapons (see May 28, 1998), it is not on the list. Unfortunately for the integrity and believability of the report, its methodology is flawed in the same manner as the previous “Team B” reports (see November 1976); according to author J. Peter Scoblic, the report “assume[s] the worst about potential US enemies without actual evidence to support those assumptions.” Defense analyst John Pike is also displeased with the methodology of the report. Pike will later write: “Rather than basing policy on intelligence estimates of what will probably happen politically and economically and what the bad guys really want, it’s basing policy on that which is not physically impossible. This is really an extraordinary epistemological conceit, which is applied to no other realm of national policy, and if manifest in a single human being would be diagnosed as paranoia.” [Guardian, 10/13/2007; Scoblic, 2008, pp. 172-173] Iran, Iraq, and North Korea will be dubbed the “Axis of Evil” by George W. Bush in his 2002 State of the Union speech (see January 29, 2002).

US Might Still Occupy Hostile Iraq Eight Years Later - “Trying to eliminate Saddam… would have incurred incalculable human and political costs,” they write. “We would have been forced to occupy Baghdad and, in effect, rule Iraq… there was no viable ‘exit strategy’ we could see, violating another of our principles. Furthermore, we had been consciously trying to set a pattern for handling aggression in the post-Cold War world. Going in and occupying Iraq, thus unilaterally exceeding the United Nations’ mandate, would have destroyed the precedent of international response to aggression that we hoped to establish. Had we gone the invasion route, the United States could conceivably still be an occupying power in a bitterly hostile land.” [Wilson, 2004, pp. 314-315]
Younger Bush Disagrees with Assessments - Bush’s son, Texas Governor George W. Bush, preparing for his own presidential run (see April-May 1999), explicitly disagrees with the book’s assessments of US actions during and after the 1991 Gulf War. According to Mickey Herskowitz, the writer working on Bush’s campaign biography, “He thought of himself as a superior, more modern politican than his father and [the elder Bush’s close adviser and friend] Jim Baker. He told me, ‘[My father] could have done anything [during the Gulf War]. He could have invaded Switzerland. If I had that political capital, I would have taken Iraq.” [Unger, 2007, pp. 169]

[Source: US Navy]The US and Britain launch a joint series of over 250 air strikes against Iraqi military targets, in a campaign dubbed “Operation Desert Fox.” The air strikes are designed to, in the mission statement released by the US Navy, “degrade Saddam Hussein’s ability to make and to use weapons of mass destruction,” to “diminish Saddam Hussein’s ability to wage war against his neighbors,” and to “demonstrate to Saddam Hussein the consequences of violating international obligations.” The air strikes are carried out by US Navy and Marine Corps aircraft from the USS Enterprise, from US and British military bases in the region. The strikes feature, among other weaponry, over 400 Tomahawk cruise missiles launched from naval vessels and US Air Force B-52s. Defense officials say that many of the strikes focus on destroying or damaging targets in southern Iraq, including surface-to-air missile sites, airfields, and command-and-control sites, all with the aim of giving US pilots a “safer corridor” to reach targets in the north. Failure to Comply with UN Inspections - President Bill Clinton explains that the military operation was in response to Iraq’s refusal to comply with UN weapons inspections (see December 16, 1998). “The international community gave Saddam one last chance to resume cooperation with the weapons inspectors,” Clinton says. “Saddam’s deception has defeated their effectiveness. Instead of the inspectors disarming Saddam, the Iraqi dictator has disarmed the inspectors.… Saddam has failed to seize the chance. So we had to act and act now.” Clinton continues, “Saddam Hussein must not be allowed to threaten his neighbors or the world with nuclear arms, poison gas, or biological weapons.” He has used them before, Clinton adds, and “left unchecked, Saddam Hussein will use these terrible weapons again.” [American Forces Press Service, 12/17/1998] US Secretary of Defense William Cohen says that the attacks “degraded Saddam Hussein’s ability to deliver chemical and biological weapons,” and defends the US’s right to act unilaterally against Iraq if it is in “our national interest.” British Prime Minister Tony Blair agrees with Clinton’s assessment. “He is a serial breaker of promises,” Blair says. Real Aim to Destabilize Hussein? - In January 1999, reporter William Arkin, a defense specialist, will write that he believes the strikes were designed to do far more than punish Iraq for not complying with UN inspections. The extremely specific target listings—down to specific buildings—and the nature of the targets chosen will lead Arkin to believe that Desert Fox was designed to cripple Iraq’s ability to wage war. Only 13 of the 100 or so sites were identified as chemical or biological weapons production or research facilities, Arkin will write. Additionally, Arkin will comment that the US-British strikes were not just to “degrade” Iraq’s military capabilities, but to destabilize the Hussein regime. [Washington Post, 1/17/1999]
Accusations of Political Distraction - Many of Clinton’s political opponents, including Republican lawmakers and conservative commentators and radio hosts, accuse Clinton, both during and after the strikes, of attempting to use a military operation to distract the nation from his admission of a sexual liaison with intern Monica Lewinsky. Advisers and colleagues of George H. W. Bush are working alongside a stable of neoconservatives (see April-May 1999) to give Bush’s son, George W., a basic grounding in foreign policies and principles. Though much of the neoconservatives’ teachings conflict with the ideas and interpretations of the elder Bush’s more ‘realist’ advisers, they are not overly concerned about the neoconservatives’ influence on the younger Bush. “The idea that [Paul] Wolfowitz and the neocons represented a great ideological shift from [Brent] Scowcroft’s group of realists was not yet clear,” a knowledgeable State Department source will later note. “Then Wolfowitz and [Condoleezza] Rice [a colleague of Bush adviser Brent Scowcroft with as-yet unsuspected neoconservative leanings] started going down to Austin to tutor Bush in foreign policy (see August 1998). Bush’s grandiose vision emerged out of those tutorials, with Rice tutoring him in global history and Wolfowitz laying out his scheme to remake the world (see February 18, 1992). The whole view of those people was that the next president was not going to be a passive actor, but was to reshape the world to US interests. That was the message that Rice and Wolfowitz were giving to Bush. Rice was the one giving [Bush] the idea that were entering some sort of 1947-like transitional period in which the United States could shape the world.” [Unger, 2007, pp. 165-168]

It says: “The United States has for decades sought to play a more permanent role in Gulf regional security. While the unresolved conflict with Iraq provides the immediate justification, the need for a substantial American force presence in the Gulf transcends the issue of the regime of Saddam Hussein.” The report calls for the control of space through a new “US Space Forces,” the political control of the internet, the subversion of any growth in political power of even close allies, and advocates “regime change” in China, North Korea, Libya, Syria, Iran and other countries. Bush Will Claim a 'Humble' Foreign Policy Stance - One month later during a presidential debate with Al Gore, Bush will assert that he wants a “humble” foreign policy in the Middle East and says he is against toppling Saddam Hussein in Iraq because it smacks of “nation building” (see October 11, 2000). Around the same time, Cheney will similarly defend Bush’s position of maintaining President Clinton’s policy not to attack Iraq, asserting that the US should not act as though “we were an imperialist power, willy-nilly moving into capitals in that part of the world, taking down governments.” [Washington Post, 1/12/2002] Author Craig Unger will later comment, “Only a few people who had read the papers put forth by the Project for a New American Century might have guessed a far more radical policy had been developed.” [Salon, 3/15/2004] A British member of Parliament will later say of the PNAC report, “This is a blueprint for US world domination—a new world order of their making. These are the thought processes of fantasist Americans who want to control the world.” [Sunday Herald (Glasgow), 9/7/2002] Both PNAC and its strategy plan for Bush are almost virtually ignored by the media until a few weeks before the start of the Iraq war (see February-March 20, 2003).

She argues that the Iraqi government was behind the 1993 WTC bombing. The book is published by the American Enterprise Institute (AEI), a prominent neoconservative think tank, and her book has strong support from many important neoconservatives.
Lauded by Neoconservatives - Richard Perle calls the book “splendid and wholly convincing,” while Paul Wolfowitz calls it a “provocative and disturbing book.” Former CIA Director James Woolsey says, “Anyone who wishes to continue to deal with Saddam [Hussein] by ignoring his role in international terrorism…and by giving only office furniture to the Iraqi resistance now has the staggering task of trying to refute this superb work.” In her acknowledgements, she thanks John Bolton, I. Mylroie's Theories Discredited - But war correspondent and terrorism expert Peter Bergen will later comment, “Mylroie became enamored of her theory that Saddam was the mastermind of a vast anti-US terrorist conspiracy in the face of virtually all evidence and expert opinion to the contrary. In what amounts to the discovery of a unified field theory of terrorism, Mylroie believes that Saddam was not only behind the ‘93 Trade Center attack, but also every anti-American terrorist incident of the past decade…” Bergen will continue, “[B]y the mid-‘90s, the Joint Terrorism Task Force in New York, the FBI, the US Attorney’s office in the Southern District of New York, the CIA, the NSC, and the State Department had all found no evidence implicating the Iraqi government in the first Trade Center attack.” Bergen will comment that normally a book like this would not have mattered, except that the neoconservatives “believed her theories, bringing her on as a consultant at the Pentagon, and they seem to continue to entertain her eccentric belief that Saddam is the fount of the entire shadow war against America.” [Washington Monthly, 12/2003; Unger, 2007, pp. 216]
No Credible Evidence of Iraqi Involvement in WTC Bombing - The book will be used as a lodestar of neoconservative thought when terrorists launch the 9/11 attacks, when neoconservatives inside and outside the Bush administration will pin the blame for the attacks on Iraq (see September 13, 2001). [Unger, 2007, pp. 216] In 2004, the 9/11 Commission will conclude, “We have found no credible evidence to support theories of Iraqi government involvement in the 1993 WTC bombing.” [9/11 Commission, 7/24/2004, pp. 559]

The neoconservative National Institute for Public Policy (NIPP) issues a report calling for the increased reliance upon, and the broad potential use of, nuclear weapons in conflicts by the United States. The NIPP is a think tank headed by Keith Payne, who in 1980 coauthored an article arguing that the US could win a nuclear war with the Soviet Union. (Payne wrote that American casualties would be an “acceptable” twenty million or so.) The NIPP report is written by a group of hardline conservatives and neoconservatives, including veterans of the “Team B” exercises (see November 1976). The report advocates the deployment and potential use of nuclear weapons against an array of potential enemies, from geostrategic opponents such as Russia or China, to “rogue” nations such as Iran, Iraq, or North Korea, to non-national enemies such as an array of terrorist organizations. It argues that “low-yield, precision-guided nuclear weapons” be developed “for possible use against select hardened targets such as underground biological weapons facilities,” weapons later nicknamed “bunker-busters.” Nuclear weapons, the report states, can be used not only as deterrents to other nations’ military aggression, but as a means to achieving political and military objectives even against non-nuclear adversaries. President Bush will put Payne in charge of the nation’s Nuclear Posture Review (see December 31, 2001), and, upon its completion, will name Payne assistant secretary of defense for forces policy, in essence putting him in charge of nuclear force planning. Payne’s thinking will inform later nuclear planning (see January 10, 2003 and March 2005). [Scoblic, 2008, pp. 182-183]

There are discussions among future members of the Bush administration, including Bush himself, about making the removal of Saddam Hussein a top priority once they are in office. After the invasion of Iraq in March 2003, counterterrorism “tsar” Richard Clarke will say that the Bush team had been planning regime change in Iraq since before coming to office, with newly named Defense Secretary Donald Rumsfeld (see December 28, 2000) and his deputy Paul Wolfowitz (see January 11, 2001) taking the lead. “Since the beginning of the administration, indeed well before, they had been pressing for a war with Iraq,” he will write in his book Against All Enemies. “My friends in the Pentagon had been telling me that the word was we would be invading Iraq sometime in 2002.” [Clarke, 2004, pp. 7-9; Unger, 2007, pp. 192] During an appearance on Good Morning America on March 22, 2004, he will say, “[T]hey had been planning to do something about Iraq from before the time they came into office.” [Good Morning America, 3/22/2004] Evidence of pre-inaugural discussions on regime change in Iraq comes from other sources as well. Imam Sayed Hassan al-Qazwini, who heads the Islamic Center of America in Detroit, will tell the New York Times in early 2004 that he spoke with Bush about removing Saddam Hussein six or seven times, both before and after the 2000 elections. [New York Times, 1/12/2004] In 2007, author Craig Unger will write: “In certain respects, their actions were a replay of the 1976 Team B experiment (see Early 1976 and November 1976), with one very important difference. This time it wasn’t just a bunch of feverish ideologues presenting a theoretical challenge to the CIA. This time Team B controlled the entire executive branch of the United States.” [Unger, 2007, pp. 192]

An orchestrated push in the media begins to make the case for the need to invade Iraq. The San Diego Union-Tribune reprints a Weekly Standard article by William Kristol and Robert Kagan that tells readers (after comparing President Bush favorably to Ronald Reagan, Dwight D. Eisenhower, and Harry Truman, and lauding Bush’s “steely determination”) that US military action “could well be necessary to bring Saddam down.” They write: “At some point, Bush could well find himself confronted by an Iraq armed with weapons of mass destruction. During these past few years, it was relatively easy for congressional Republicans to call for arming and funding the Iraqi opposition. That remains a good idea. But the more sober of Bush’s advisers, like Robert Zoellick and Paul Wolfowitz (see February 18, 1992 and February 27, 2001), have recognized that this alone will not do the trick. Some use of American military force, both from the air and on the ground, could well be necessary to bring Saddam down, no matter how wonderfully the Iraqi opposition performs. Whether he chooses it or not, Bush may quickly be faced with the same decision his father had to make in 1990. He has in his cabinet at least one person who counseled inaction the last time [referring to Secretary of State Colin Powell]. If the crisis comes, Bush, like his father, will not be able to rely only on the judgment of the men and women around him: He will have to act from his own instincts and his own courage.” [Weekly Standard, 1/22/2001; Unger, 2007, pp. 206] In the coming weeks, an onslaught of print and television op-eds and commentaries, some from Bush administration officials, will advocate the overthrow of Hussein (see February 27, 2001, February 16, 2001, April 9, 2001, and July 30, 2001).

The Bush White House holds its first National Security Council meeting. The focus is on Iraq and the Israeli-Palestinian conflict. [Bamford, 2004, pp. 261] This meeting sets the tone for how President Bush intends to handle foreign affairs. Counterterrorism chief Richard Clarke wants to focus on the threat from al-Qaeda and Islamist terrorism, especially in light of the recent attack on the USS Cole (see October 12, 2000). But Bush isn’t interested in terrorism. [Unger, 2007, pp. 201]
Israeli-Palestinian Conflict to be 'Tilted Back Towards Israel' - Instead, Bush channels his neoconservative advisers, particularly incoming Deputy Defense Secretary Paul Wolfowitz (see February 18, 1992 and April-May 1999), in taking a new approach to Middle East affairs, particularly the Israeli-Palestinian conflict. Referring to President Clinton’s efforts to make peace between the Israelis and the Palestinians, Bush declares: “Clinton overreached, and it all fell apart. That’s why we’re in trouble. If the two sides don’t want peace, there’s no way we can force them. I don’t see much we can do over there at this point. I think it’s time to pull out of the situation.… We’re going to correct the imbalance of the previous administration on the Mideast conflict. We’re going to tilt it back towards Israel.” His view is that the Israeli government, currently headed by Ariel Sharon, should be left alone to deal as it sees fit with the Palestinians. “I’m not going to go by past reputations when it comes to Sharon. I’m going to take him at face value. We’ll work on a relationship based on how things go.” Justifying his position, he recalls a recent trip he took to Israel with the Republican Jewish Coalition. “We flew over the Palestinian camps. Looked real bad down there.… I don’t see much we can do over there at this point.” Secretary of State Colin Powell, surprised by Bush’s intended policy towards the 50-year old Israeli-Palestinian conflict, objects. According to Secretary of the Treasury Paul O’Neil, Powell “stresse[s] that a pullback by the United States would unleash Sharon and the Israeli army.” When Powell warns the president that the “consequences of that [policy] could be dire, especially for the Palestinians,” Bush shrugs. “Sometimes a show of strength by one side can really clarify things,” he suggests. [Bamford, 2004, pp. 265-266; Middle East Policy Council, 6/2004] In this and subsequent meetings, Bush’s National Security Adviser, Condoleezza Rice, “parrot[s]… the neocon line,” in author Craig Unger’s words, by discussing Iraq. “Iraq might be the key to reshaping the entire region,” she says, clearly alluding to regime change and overthrow in that nation (see March 8, 1992, Autumn 1992, July 8, 1996, Late Summer 1996, Late Summer 1996, 1997-1998, January 26, 1998, February 19, 1998, September 2000, Late December 2000 and Early January 2001, and Shortly after January 20, 2001). Possible WMD Sites in Iraq Spark Bush to Order Plans for Ground Assaults - The meeting then moves on to the subject of Iraq. Rice begins noting “that Iraq might be the key to reshaping the entire region.” She turns the meeting over to CIA Director George Tenet who summarizes current intelligence on Iraq. He mentions a factory that “might” be producing “either chemical or biological materials for weapons manufacture.” The evidence he provides is a picture of the factory with some truck activity, a water tower, and railroad tracks going into a building. He admits that there is “no confirming intelligence” on just what is going on at these sites. Bush orders Defense Secretary Donald Rumsfeld and Joint Chiefs of Staff Chairman General Hugh Shelton to begin preparing options for the use of US ground forces in Iraq’s northern and southern no-fly zones in support of a native-based insurgency against the Hussein regime. [Bamford, 2004, pp. 267; Middle East Policy Council, 6/2004] Author Ron Suskind later sums up the discussion: “Meeting adjourned. Ten days in, and it was about Iraq. Rumsfeld had said little, Cheney nothing at all, though both men clearly had long entertained the idea of overthrowing Saddam.” Defense Intelligence Agency official Patrick Lang later writes: “If this was a decision meeting, it was strange. It ended in a presidential order to prepare contingency plans for war in Iraq.” [Middle East Policy Council, 6/2004]
Regime Change Intended from the Outset - US Secretary of the Treasury Paul O’Neill, later recalls: “From the very beginning, there was a conviction, that Saddam Hussein was a bad person and that he needed to go.… From the very first instance, it was about Iraq. It was about what we can do to change this regime. Day one, these things were laid and sealed.” O’Neill will say officials never questioned the logic behind this policy. No one ever asked, “Why Saddam?” and “Why now?” Instead, the issue that needed to be resolved was how this could be accomplished. “It was all about finding a way to do it,” O’Neill will explain. “That was the tone of it. The president saying ‘Go find me a way to do this.’” [CBS News, 1/10/2004; New York Times, 1/12/2004; Guardian, 1/12/2004; Vanity Fair, 5/2004, pp. 234] Another official who attends the meeting will later say that the tone of the meeting implied a policy much more aggressive than that of the previous administration. “The president told his Pentagon officials to explore the military options, including use of ground forces,” the official will tell ABC News. “That went beyond the Clinton administration’s halfhearted attempts to overthrow Hussein without force.” [ABC News, 1/13/2004] Unger later writes, “These were the policies that even the Israeli right had not dared to implement.” One senior administration official says after the meeting, “The Likudniks are really in charge now.” [Unger, 2007, pp. 201]
Funding the Iraqi National Congress - The council does more than just discuss Iraq. It makes a decision to allow the Iraqi National Congress (INC), an Iraqi opposition group, to use $4 million to fund efforts inside Iraq to compile information relating to Baghdad’s war crimes, military operations, and other internal developments. The money had been authorized by Congress in late 2004. The US has not directly funded Iraqi opposition activities inside Iraq itself since 1996. [Guardian, 2/3/2005]
White House Downplays Significance - After Paul O’Neill first provides his account of this meeting in 2004, the White House will attempt to downplay its significance. “The stated policy of my administration toward Saddam Hussein was very clear,” Bush will tell reporters during a visit to Mexico In January 2004. “Like the previous administration, we were for regime change.… And in the initial stages of the administration, as you might remember, we were dealing with desert badger or fly-overs and fly-betweens and looks, and so we were fashioning policy along those lines.” [New York Times, 1/12/2004]

Victoria “Torie” Clarke joins the Defense Department. She is a public relations specialist who served as press secretary for President George H. W. Bush’s 1992 re-election campaign, worked closely with Senator John McCain (R-AZ), and was an Assistant US Trade Representative during the first Bush’s presidency. In the private sector, she was president of Bozell Eskew Advertising, Vice President of the National Cable Telecommunications Association, and the Washington director for the PR firm of Hill & Knowlton, the firm so heavily involved in promoting and selling the 1991 Gulf War (see January 16, 1991 and After). She brings strong ideas to her new position about achieving what she calls “information dominance” in both the domestic and foreign “markets” (see February 2003). She directs what John Stauber, the executive director of the Center for Media and Democracy, calls the “twin towers of propaganda” for the Pentagon: “embedding news media with the troops, and embedding military propagandists into the TV media” (see April 20, 2008 and Early 2002 and Beyond). Newly hired Defense Department public relations chief Victoria Clarke (see May 2001) begins a series of regular meetings with a number of Washington’s top private PR specialists and lobbyists. The group is tasked with developing a marketing plan for the upcoming war in Iraq. It is remarkably successful in securing press cooperation to spread its message (see August 13, 2003 and After May 31, 2001).
Bipartisan Makeup - Reporter Jeffrey St. Clair will later write, “The group was filled with heavy-hitters and was strikingly bipartisan in composition.” The group, later informally dubbed “the Rumsfeld Group,” is made up of, among others, PR executives John Rendon and Sheila Tate, Republican political consultant Rich Galen, and Democratic operative Tommy Boggs (brother of NPR’s Cokie Roberts and a PR consultant for the Saudi royal family; St. Clair believes Boggs may have had a hand in the decision to redact 20+ pages concerning the Saudis from Congress’s report on the intelligence failures leading to the 9/11 attacks—see April 2003 and August 1-3, 2003). The direct involvement, if any, of Defense Secretary Donald Rumsfeld is unclear.
Rendon's Involvement - John Rendon, the head of the Rendon Group, is a noteworthy veteran of the 1990-91 PR efforts to market the Gulf War (see August 11, 1990), has worked for both Democratic and Republican politicians and lobbying groups, and was instrumental in creating Ahmed Chalabi’s Iraqi National Congress (see May 1991). Rendon, already under contract with the Pentagon to help market the US bombing of Afghanistan, is one of the key players in marketing the upcoming Iraq invasion. Though Rendon refuses to discuss his work for the Pentagon, St. Clair believes he will be partially or completely responsible for some of the invasion’s signature events, including the toppling of the statue of Hussein in Firdos Square by US troops and Chalabi associates (see April 9, 2003), and video-friendly Iraqi crowds waving American flags as US Army vehicles roll by. Rendon explains his role like this: “I am not a national security strategist or a military tactician. I am a politician, and a person who uses communication to meet public policy or corporate policy objectives. In fact, I am an information warrior and a perception manager.” The Pentagon defines “perception management” as “actions to convey and/or deny selected information and indicators to foreign audiences to influence their emotions, motives, and objective reasoning.” St. Clair adds, “In other words, lying about the intentions of the US government.” One of the biggest instances of Pentagon “perception management” is the Office of Strategic Influence (see Shortly after September 11, 2001), also developed by Rendon. Thomas Donnelly, deputy executive director of the PNAC, explains to the Washington Post that the US should embrace its role as imperialist hegemon over the world. He says many important politicians privately agree with him. “There’s not all that many people who will talk about it openly,” he says. “It’s discomforting to a lot of Americans. So they use code phrases like ‘America is the sole superpower.’” He also says, “I think Americans have become used to running the world and would be very reluctant to give it up, if they realized there were a serious challenge to it.” [Washington Post, 8/21/2001] Such statements of policy had been publicly denounced by Bush prior to his election, and some claim that the Bush administration only changes its mind toward a more aggressive policy after 9/11. However, this claim is inconsistent with the roles of senior Bush officials such as Vice President Cheney, Defense Secretary Rumsfeld, and Deputy Defense Secretary Wolfowitz in formulating the preemptive doctrine in 1992 then pushing for it in PNAC during the Clinton administration. In the summer of 2001, Defense Secretary Rumsfeld’s office “sponsored a study of ancient empires—Macedonia, Rome, the Mongols—to figure out how they maintained dominance.” [New York Times, 3/5/2003]

Just hours after the terrorist attacks on Washington and New York, neoconservative writer and former CIA asset Michael Ledeen writes an op-ed at the National Review’s website attacking the more moderate “realists” in the Bush administration. Ledeen urges someone in the White House to remind President Bush that “we are still living with the consequences of Desert Storm [referencing the decision not to overthrow Saddam Hussein in 1991—see February 1991-1992 and September 1998] when his father and his father’s advisers—most notably Colin Powell and Brent Scowcroft—advised against finishing the job and liberating Iraq.” Ledeen is clearly implying that Iraq is responsible for the attacks, and that Bush should “correct” his father’s mistake by invading Iraq. [Risen, 2006, pp. 183-184; Quarterly Journal of Speech, 5/2006 pdf file]
Modeled after "Team B" - The four to five -person unit, a “B Team” commissioned by Secretary of Defense Donald Rumsfeld and modeled after the “Team B” analysis exercise of 1976 (see November 1976), is designed to study the policy implications of connections between terrorist organizations. CTEG uses powerful computers and software to scan and sort already-analyzed documents and reports from the CIA, the Defense Intelligence Agency, the National Security Agency, and other agencies in an effort to consider possible interpretations and angles of analysis that these agencies may have missed due to deeply ingrained biases. Middle East specialist Harold Rhode recruits David Wurmser to head the project. Wurmser, the director of Middle East studies for the American Enterprise Institute, is a known advocate of regime change in Iraq, having expressed his views in a 1997 op-ed piece published in the Wall Street Journal (see November 12, 1997) and having participated in the drafting of the 1996 policy paper for Israeli prime minister Benjamin Netanyahu, A Clean Break: A New Strategy for Securing the Realm (see July 8, 1996). F. Michael Maloof, a former aide to Richard Perle, is also invited to take part in the effort, which becomes known internally as the “Wurmser-Maloof” project. Neither Wurmser nor Maloof are intelligence professionals [Washington Times, 1/14/2002; New York Times, 10/24/2002; Mother Jones, 1/2004; Los Angeles Times, 2/8/2004; Reuters, 2/19/2004; Quarterly Journal of Speech, 5/2006 pdf file] , but both are close friends of Feith’s.
Countering the CIA - Since the days of Team B, neoconservatives have insisted the CIA has done nothing but underestimate and downplay the threats facing the US. “They have a record over 30 years of being wrong,” says Defense Policy Board member Richard Perle, who adds that the CIA refuses to even allow for the possibility of a connection between Iraq and al-Qaeda—one of the topics that most interests Wurmser and Maloof. [Unger, 2007, pp. 226-227]
Finding Facts to Fit Premises - Maloof and Wurmser set up shop in a small room on the third floor of the Pentagon, where they set about developing a “matrix” that charts connections between terrorist organizations and their support infrastructures, including support systems within nations themselves. Both men have security clearances, so they are able to draw data from both raw and finished intelligence products available through the Pentagon’s classified computer system. More highly classified intelligence is secured by Maloof from his previous office. He will later recall, “We scoured what we could get up to the secret level, but we kept getting blocked when we tried to get more sensitive materials. I would go back to my office, do a pull and bring it in.… We discovered tons of raw intelligence. We were stunned that we couldn’t find any mention of it in the CIA’s finished reports.” Each week, Wurmser and Maloof report their findings to Stephen Cambone, a fellow member of the Project for the New American Century (PNAC—see January 26, 1998) neoconservative and Feith’s chief aide. George Packer will later describe their process, writing, “Wurmser and Maloof were working deductively, not inductively: The premise was true; facts would be found to confirm it.” CTEG’s activities cause tension within the intelligence community. Critics claim that its members manipulate and distort intelligence, “cherry-picking” bits of information that support their preconceived conclusions. Although the State Department’s own intelligence outfit, the Bureau of Intelligence and Research (INR), is supposed to have access to all intelligence materials circulating through the government, INR chief Greg Thielmann later says, “I didn’t know about its [CTEG’s] existence. They were cherry-picking intelligence and packaging it for [Vice President] Cheney and [Defense Secretary] Donald Rumsfeld to take to the president. That’s the kind of rogue operation that peer review is intended to prevent.” A defense official later adds, “There is a complete breakdown in the relationship between the Defense Department and the intelligence community, to include its own Defense Intelligence Agency. Wolfowitz and company disbelieve any analysis that doesn’t support their own preconceived conclusions. The CIA is enemy territory, as far are they’re concerned.” Wurmser and Maloof’s “matrix” leads them to conclude that Hamas, Hezbollah, Islamic Jihad, and other groups with conflicting ideologies and objectives are allowing these differences to fall to the wayside as they discover their shared hatred of the US. The group’s research also leads them to believe that al-Qaeda has a presence in such places as Latin American. For weeks, the unit will attempt to uncover evidence tying Saddam Hussein to the 9/11 attacks, a theory advocated by both Feith and Wolfowitz. Denial - Defending the project, Paul Wolfowitz will tell the New York Times that the team’s purpose is to circumvent the problem “in intelligence work, that people who are pursuing a certain hypothesis will see certain facts that others won’t, and not see other facts that others will.” He insists that the special Pentagon unit is “not making independent intelligence assessments.” [New York Times, 10/24/2002] The rest of the US intelligence community is not impressed with CTEG’s work. “I don’t have any problem with [the Pentagon] bringing in a couple of people to take another look at the intelligence and challenge the assessment,” former DIA analyst Patrick Lang will later say. “But the problem is that they brought in people who were not intelligence professionals, people were brought in because they thought like them. Dismissing CIA's Findings that Iraq, al-Qaeda are Not Linked - One example is an early CTEG critique of a CIA report, Iraq and al-Qaeda: Interpreting a Murky Relationship. CTEG notes that the CIA included data indicating links between Iraq and al-Qaeda, and then blast the agency for “attempt[ing] to discredit, dismiss, or downgrade much of this reporting, resulting in inconsistent conclusions in many instances.” In CTEG’s view, policy makers should overlook any equivocations and discrepancies and dismiss the CIA’s guarded conclusions: “[T]he CIA report ought to be read for content only—and CIA’s interpretation ought to be ignored.” Their decision is powered by Wolfowitz, who has instructed them to ignore the intelligence community’s view that al-Qaeda and Iraq were doubtful allies. They also embrace the theory that 9/11 hijacker Mohammad Atta met with an Iraqi official in Prague, a theory discredited by intelligence professionals (see December 2001 and Late July 2002). Author Gordon R. Mitchell refers to the original Team B in calling the critique “1976 redux, with the same players deploying competitive intelligence analysis to sweep away policy obstacles presented by inconvenient CIA threat assessments.” In 1976, the Team B members were outsiders; now they are, Mitchell will write, “firmly entrenched in the corridors of power. Control over the levers of White House bureaucracy enabled Rumsfeld and Wolfowitz to embed a Team B entity within the administration itself. The stage was set for a new kind of Team B intelligence exercise—a stealth coup staged by one arm of the government against the other.” [Quarterly Journal of Speech, 5/2006 pdf file; Agence France-Presse, 2/9/2007]
Stovepiping Information Directly to White House - The group is later accused of stovepiping intelligence directly to the White House. Lang later tells the Washington Times: “That unit had meetings with senior White House officials without the CIA or the Senate being aware of them. That is not legal. There has to be oversight.” According to Lang and another US intelligence official, the two men go to the White House several times to brief officials, bypassing CIA analysts whose analyses they disagreed with. They allegedly brief White House staffers Stephen Hadley, the deputy national security adviser, and Lewis “Scooter” Libby, chief of staff for Vice President Richard Cheney, according to congressional staffers. [Washington Times, 7/29/2004] In October 2004, Senator Carl Levin (D-MI) will conclude, “[T]he differences between the judgments of the IC [intelligence community] and the DOD [Department of Defense] policy office [CTEG] might have been addressed by a discussion between the IC and DOD of underlying assumptions and the credibility and reliability of sources of raw intelligence reports. However, the IC never had the opportunity to defend its analysis, nor point out problems with DOD’s ‘alternative’ view of the Iraq-al-Qaeda relationship when it was presented to the policymakers at the White House.” Levin will add, “Unbeknownst to the IC, policymakers were getting information that was inconsistent with, and thus undermined, the professional judgments of the IC experts. Passing Intelligence to INC - According to unnamed Pentagon and US intelligence officials, the group is also accused of providing sensitive CIA and Pentagon intercepts to the US-funded Iraqi National Congress, which then pass them on to the government of Iran. [Washington Times, 7/29/2004] “I knew Chalabi from years earlier,” Maloof later recalls, “so I basically asked for help in giving us direction as to where to look for information in our own system in order to be able to get a clear picture of what we were doing. [Chalabi and his Iraqi National Congress] were quite helpful.” [Unger, 2007, pp. 226-227]
CTEG Evolves into OSP - By August 2002, CTEG will be absorbed into a much more expansive “alternative intelligence” group, the Office of Special Plans (OSP—see September 2002). Wurmser will later be relocated to the State Department where he will be the senior adviser to Undersecretary Of State for Arms Control John Bolton.(see September 2002). In an op-ed column for the neoconservative Weekly Standard, writers Thomas Donnelly and Gary Schmitt state that the US’s enemies “want to push the United States out of the Middle East. Our response must be to prevent that.” Donnelly and Schmitt, members of the Project for the New American Century think tank (PNAC—see January 26, 1998 and September 2000), say that such an effort “will require more than a vague, unfocused ‘war on terrorism.‘… Last week’s strikes represent a new and more complex phase of this war. But this is not a new war. This is a ‘theater war’ in the classic sense. Neither [O]sama bin Laden nor Saddam [Hussein] cares much about America’s role in Europe or East Asia. They want us out of their region.”
Reasserting Dominance in Middle East - The US can win this “struggle for power in the Persian Gulf” by “reasserting our role as the region’s dominant power; as the guarantor of regional security; and as the protector of Israel, moderate Arab regimes, and the economic interests of the industrialized world.” Donnelly and Schmitt trace the US’s problems in the region back to the decision not to overthrow Hussein in 1991 (see January 16, 1991 and After). “As Saddam has crawled back from defeat,” they write, “bin Laden has grown increasingly bold. Meanwhile, our regional allies have begun to hedge their bets, not only with the terrorists and Iraq, but with Iran as well.” The US should focus on routing both bin Laden and Hussein from the region, they say. It is unclear if Hussein was involved in the 9/11 attacks, they say, though they assert that Hussein was “implicated in the 1993 World Trade Center bombing (see February 26, 1993 and October 2000).… But as with bin Laden, we have long known that Saddam is our enemy, and that he would strike us as hard as he could. And if we have learned anything at all from [the] past week, it is that adopting a defensive posture risks attacks with unacceptable consequences. The only reasonable course when faced with such foes is to preempt and to strike first.” Overthrowing Hussein “is the key to restoring our regional dominance and preventing our enemies from achieving their war aims.… When Bush administration officials speak of ‘ending’ regimes that participate in the war against America, they must mean Saddam Hussein’s Iraq” (see Before January 20, 2001).
Cowing Other Nations, Restoring 'Global Credibility' - Overthrowing the Iraqi government will also cow Iran, Syria, and other regional threats, the authors say, and “will restore the global credibility tarnished in the Clinton years. Both our friends and our enemies will be watching to see if we pass this test.” Although attacking Afghanistan is not necessary, toppling the Saddam regime will not be difficult in a military sense, and “the larger challenge will be occupying Iraq after the fighting is over.”
Surpluses Will Pay for Effort - The so-called “lockboxes”—Social Security funds and others—previously kept from being spent on other government programs are, the authors write, “yesterday’s news,” but the sharp increases in defense spending that this war effort will require will not be difficult to fund: “given the surpluses that exist, there is no impediment to such increases.” [Weekly Standard, 9/24/2001]

Brent Scowcroft, the head of the Foreign Intelligence Advisory Board and a close adviser and friend of former President George H. W. Bush, is becoming increasingly marginalized in the current administration. Realizing he has little real influence in the White House, he goes public with his measured objections to a US invasion of Iraq by publishing an editorial in the Washington Post entitled “Build a Coalition.” Scowcroft reflects on the decision not to invade Baghdad in the 1991 Gulf War (see September 1998), and writes that if the US had then overthrown Saddam Hussein, “Our Arab allies… would have deserted us, creating an atmosphere of hostility to the United States [that] might have well spawned scores of Osama bin Ladens. [We] already hear voices declaring that the United States is too focused on a multilateral approach. The United States knows what needs to be done, these voices say, and we should just go ahead and do it. Coalition partners just tie our hands, and they all will exact a price for their support. Those are the same siren songs of delusion and defeat that we heard in 1990. We can no more succeed in our present campaign by acting unilaterally than we could have in 1990.” If the “war on terror” is to succeed, he writes, it will have to be “even more dependent on coalition-building than was the Gulf War.” Scowcroft finally understands, author Craig Unger will observe, that the neoconservatives are using 9/11 as an excuse to invade Iraq. “He knew they were going to try to manipulate the president into thinking there was unfinished business” in Iraq, an administration official will recall in 2007. “For [Scowcroft] to say something publicly was a watershed. Assistant Secretary of Defense Peter Rodham, who works in Undersecretary of Defense Douglas Feith’s office, asks Deputy Defense Secretary Paul Wolfowitz to “[o]btain approval of creation of a Team B” (see Early 1976) which “[t]hrough independent analysis and evaluation… would determine what is known about al-Qaeda’s worldwide terror network, its suppliers, and relationship to states and other international terrorist organizations.” The 1976 Team B exercise was a deeply flawed effort by conservatives and neoconservatives to second-guess the US intelligence community’s findings about Soviet military and intelligence capabilities (see November 1976). Feith studied under Team B leader Richard Pipes at Harvard, and shares his fundamental distaste and mistrust of US intelligence capabilities. Feith and Wolfowitz believe that “Team B” showed just how limited and misguided the CIA’s intelligence reporting could be, and think that the same “Team B” approach could provide heretofore-unrevealed information about Islamist terrorism. Feith sets about producing a report “proving” a sinister relationship between al-Qaeda and Iraq (see July 25, 2002), while Wolfowitz begins work on what will become the Office of Special Plans (see September 2002). Vice President Dick Cheney makes an unusually personal plea to President Bush to redirect the US war on terror to focus on Iraq and Saddam Hussein. Several of Bush’s senior aides have argued the point before, but until now the US strategy has been to root out al-Qaeda from Afghanistan. Cheney argues that in 1991 he was part of the team that created what he now believes to be a flawed policy—leaving Hussein in power after the Gulf War—and now Bush can correct that error (see February 1991-1992). Cheney’s argument is very successful. “The reason that Cheney was able to sell Bush the policy is that he was able to say, ‘I’ve changed,’” a senior administration official will say. “‘I used to have the same position as [James] Baker, [Brent] Scowcroft, and your father—and here’s why it’s wrong.’” By late February or early March of 2002, Bush has swung to the position Cheney advocates, so much so that he interrupts a meeting between National Security Adviser Condoleezza Rice and three senators to boast: “F_ck Saddam. We’re taking him out” (see (March 2002)). [New Republic, 11/20/2003] According to his 2008 book What Happened, deputy press secretary Scott McClellan isn’t sure why Cheney is so determined to invade Iraq. McClellan will state flatly that “some, like Cheney, [Defense Secretary Donald] Rumsfeld, and [Deputy Defense Secretary Paul] Wolfowitz were evidently pursuing their own agendas,” and will note that “[t]he most significant of their personal agendas was probably Cheney’s, given his closeness to the president and his influence over him.” Because of “Cheney’s personality and his penchant for secrecy,” McClellan believes his agenda “is the most likely to remain unknown.” Whether Cheney was driven to “finish the job he started as defense secretary in 1991,” when the US invaded Iraq but did not topple the Hussein regime (see January 16, 1991 and After), or whether he sought to “give America more influence over Iraq’s oil reserves,” McClellan is unsure. McClellan will write that Condoleezza Rice, President Bush’s top foreign policy adviser, should have stood up to the “forceful personalities” of Cheney, Rumsfeld, and Wolfowitz, “rather than deferring to them.” But, he will write, “my later experiences with Condi led me to believe that she was more interested in figuring out where the president stood and just carrying out his wishes while expending only cursory effort on helping him understand all the considerations and potential consequences” of an invasion. Bush, McClellan will observe, is “intellectually incurious” and prone to make decisions based on instinct rather than “deep intellectual debate.” McClellan believes that Bush’s mistakes “could have been prevented had his beliefs been properly vetted and challenged by his top advisers. Bush’s top advisers, especially those on his national security team, allowed the president to be put in the position he is in today. His credibility has been shattered and his public standing seemingly irreparably damaged.” [McClellan, 2008, pp. 145-146]

While the Bush White House publicly denies any desire for war with Iraq, and says it is committed to working with the United Nations to find a diplomatic course of action, behind the scenes the administration’s lawyers are working on a legal justification for war. White House counsel Timothy Flanigan develops a legal position that argues the president needs no Congressional authorization to attack Iraq. Flanigan’s superior, chief White House counsel Alberto Gonzales, presents Flanigan’s legal rationale to President Bush. Flanigan’s chief argument is that the president’s “inherent power as commander in chief” (see 1901-1909 and June 2, 1952) gives him the right to unilaterally take the country to war. Flanigan’s backup position is invoking the 1991 Congressional authorization for the Persian Gulf War (see January 9-13, 1991), and the UN Security Council’s resolutions from that time period (see November 29, 1990). Nevertheless, the White House will demand an authorization for war from Congress (see October 11, 2002)—an authorization White House officials say Bush has no intention of using except as a means of bringing diplomatic pressure against Iraq. Brent Scowcroft, a Bush foreign affairs adviser who has been marginalized and scorned by administration neoconservatives (see October 16, 2001 and March 2002), appears on CBS’s “Face the Nation” to make his case that the US should not invade Iraq. Scowcroft, with the blessing of his friend and patron George H. W. Bush, is in the midst of a one-man media blitz, having already appeared on Fox News and the BBC to argue his position (see September 1998). The administration’s other high-profile centrists, Secretary of State Colin Powell and National Security Adviser Condoleezza Rice, have refused to publicly disagree with the administration’s push for war. [Unger, 2007, pp. 242-243] Scowcroft warns that a unilateral invasion of Iraq could destabilize the Middle East and undermine efforts to defeat international anti-American militant groups. He says: “It’s a matter of setting your priorities. There’s no question that Saddam is a problem. He has already launched two wars and spent all the resources he can working on his military. But the president has announced that terrorism is our number one focus. Saddam [Hussein] is a problem, but he’s not a problem because of terrorism. [Source: September 11 News (.com)]The Bush administration’s public relations team decides to kick off its push for a war with Iraq, and its drive to the midterm elections, with President Bush’s speech commemorating the first anniversary of the 9/11 attacks. After much deliberation, Ellis Island in New York Harbor is chosen as the setting for Bush’s speech; the Ellis site won out over nearby Governors Island because the senior public relations officials want the Statue of Liberty as a backdrop. “We had made a decision that this would be a compelling story either place,” White House communications director Dan Bartlett will later recall. “We sent a team out to go and look and they said, ‘This is a better shot,’ and we said okay.” Leading that team is Scott Sforza, the former ABC producer who will later oversee the May 2003 “Mission Accomplished” event (see May 1, 2003 and April 30, 2008). [Rich, 2006, pp. 57-58] (Deputy press secretary Scott McClellan will later write of Sforza, “Reagan’s team had perfected this art of stagecraft, and the man in charge for Bush, deputy communications director Scott Sforza, took it to new heights.” [McClellan, 2008, pp. 82] Sforza is joined by former Fox News producer Gary Jenkins and former NBC cameraman Bob De Servi. They use three barges laden with stadium lights to illuminate the Statue of Liberty for the shoot. Former Reagan administration public relations chief Michael Deaver will later observe that the Bush team is far better at this kind of marketing presentation than the Reagan, Bush I, or Clinton public relations teams ever were. “[T]hey’ve taken it to an art form,” Deaver will say. The speech is designed to push Congress towards authorizing the war before the midterm elections (see January 19, 2002 and October 10, 2002), when, as author Frank Rich will later write, “the pressure on congressmen facing re-election to prove their war-waging machismo would be at its nastiest. Any weak sisters could expect a thrashing much like that Republicans inflicted on Democrats who had failed to vote for the ‘use of force’ resolution sought by the first President Bush after the Persian Gulf War in 1991” (see January 9-13, 1991). A senior administration official says, “In the end it will be difficult for someone to vote against it.” [Rich, 2006, pp. 57-58] In other preparatory moves for the speech, the government raises the National Threat Level from yellow to orange (see September 10, 2002), and announces the death or capture of some 2,700 al-Qaeda operatives since 9/11 (see September 10, 2002). The administration will also attempt to significantly revise its account of events on 9/11 itself (see September 11, 2002).

The House and Senate draft a joint resolution authorizing the president to use military force against Iraq. The House bill is sponsored by Democrat Richard Gephardt (D-MI), who meets with the president in the morning to discuss the compromise bill. Bush concedes on a few of Gephardt’s requests. The resulting joint resolutions—HJ Res. 114 in the House and SJ Res. 46, in the Senate—is considered a win for President Bush, effectively derailing the bipartisan Biden-Lugar initiative (see October 1, 2002) which would have explicitly restricted the authorization of military force to Iraq only. Gephardt’s resolution angers many fellow Democrats. The general feeling is that Gephardt conceded so much to Bush because he didn’t want it to become an issue in the November elections (see also September 3, 2002). The House votes to give President Bush sweeping authorization to use military force against Iraq, on an overwhelming 296-133 vote. One hundred and twenty-six Democrats vote against the bill even though House Minority Leader Richard Gephardt (D-MO) co-authored it. House Majority Leader Dick Armey (R-TX) issues a veiled warning to the president to use his newly granted powers judiciously: “Mr. President, we are about to give you a great trust.” After the bill passes the House, Bush says, “The days of Iraq acting as an outlaw state are coming to an end… [t]he gathering threat of Iraq must be confronted fully and finally.” One of the opponents of the House bill, John Spratt (D-SC), says that without an international diplomatic approach, “this will be the United States versus Iraq and in some quarters the US versus the Arab and the Muslim world.” Commenting on the passing of the resolution, the Washington Post reports: “Yesterday’s debate often lacked the passion and unpredictability of the 1991 affair, when members sat late into the night listening attentively to a war of words. By contrast, the House chamber was largely empty most of yesterday: the arguments familiar, the outcome certain, the conclusion anticlimactic.” [White House, 10/2/2002; PBS, 10/10/2002; Washington Post, 10/11/2002] Bush calls on the Senate to pass the bill (see October 11, 2002) so it can be signed into law as soon as possible (see October 16, 2002). The Senate overwhelmingly approves the resolution the next day. [PBS, 10/10/2002; US Senate, 10/11/2002] The AUMF contains a caveat in the authorization that conditions Congress’s authorization of military force on a formal determination by Bush that Iraq poses a threat to the US that cannot be contained diplomatically, and that any military action against Iraq must be consistent with the war against those who attacked the US on 9/11 (see March 18, 2003). The US media virtually ignores this condition, and therefore the Bush administration does not feel particularly bound by it. Congress asks for the formal declaration either before launching an attack or within 48 hours of the attack, and insists that the declaration contain solid evidence of the impossibility of further diplomacy, and of Iraq’s connection to the 9/11 terrorists. Sen. Mark Dayton. SJ Res. 45 with Amendments 4870 (Rejected) - Allows the president to prepare for the deployment—not use—of the US Armed Forces. If he determines that the use of force is necessary to protect the US from an imminent threat posed by Iraq, he may request a declaration of war to be voted upon by Congress. Many Opponents Believe Iraq a Threat - Even some of the most ardent opponents of the war believe the allegations about Iraq’s WMD: Senator Russ Feingold (D-WI) says, “I believe that Iraq presents a genuine threat, especially in the form of weapons of mass destruction: chemical, biological, and potentially nuclear weapons.” [Unger, 2007, pp. 266]
Senators Lack Key Information for Informed Vote - Virtually none of the senators, for or against the use of force, bothered to read the National Intelligence Estimate on Iraq to help them ascertain the reality behind the administration’s insistence on the necessity for military action (see October 1, 2002). Almost all of them relied instead on briefings from administration officials. They were not told of the doubts about the Niger documents (see October 9, 2002), or the doubts surrounding the intelligence source dubbed “Curveball” (see Mid- and Late 2001). Nor are they aware that the CIA has “turned” Iraqi Foreign Minister Naji Sabri, who says that Iraq has long since terminated its WMD programs (see Late September 2002). [Unger, 2007, pp. 265]
Senate Leadership 'Caved in,' Former Ambassador Says - Former ambassador Joseph Wilson will write in 2004 that while a number of Senate Democrats opposed giving Bush a “blank check” to use military force as he sees fit, the efforts fail because “the Democratic leadership essentially caved in. The combination of threats of defeat at the polls with presidential promises that the congressional resolution would provide him the ammunition he needed to negotiate a strong UN resolution on disarmament proved to be too much for careerist politicians.” [Wilson, 2004, pp. 328]
Former Senator Says Electoral Politics Were Key to Vote - In 2009, Senator Bob Graham (D-FL), the chairman of the Senate Intelligence Committee, will reflect: “Unlike the first George Bush, who had purposefully put off the vote on the Persian Gulf War until after the elections of 1990—we voted in January of 1991 (see January 9-13, 1991)—here they put the vote in October of 2002, three weeks before a congressional election. I think there were people who were up for election who didn’t want, within a few days of meeting the voters, to be at such stark opposition with the president.” [Vanity Fair, 2/2009]

Former ambassador Joseph Wilson, having broken his decade-long silence on Middle Eastern affairs just months before (see May 2002), pens an op-ed for the San Jose Mercury News titled “How Saddam Thinks.” Wilson warns of a “bloody American invasion and long occupation of Iraq” if President Bush follows up on his threats of “regime change,” with the United Nations failing to derail the US push for war with forceful weapons inspections.
Crucial Lessons of Desert Shield/Desert Storm - “Both the US and UN approaches are dangerously flawed,” he warns. “They ignore crucial lessons we learned in the Persian Gulf War about how Saddam thinks.” If Bush does go to war, Wilson writes, “Saddam [Hussein] will use every weapon in his arsenal to defend himself,” which may well include chemical and biological weapons. “But,” he continues, “history also shows that the less-confrontational approach favored by some on the Security Council—France and Russia—isn’t likely to work, either. Saddam has, after all, repeatedly flouted UN resolutions and ignored its demands to let weapons inspectors back into the country for almost four years.” Wilson recalls listening to Hussein gloat over the prospect of slaughtering American soldiers during Desert Shield (see August 6, 1990), and the difficulties Wilson and his fellow diplomats encountered in persuading Hussein to release hundreds of foreign hostages intended for use as “human shields” (see August 8, 1990).
Hussein a 'Malignant Narcissist' - Wilson writes that “[w]e learned firsthand… what the CIA psychiatrists have said for years: Saddam is an egomaniacal sociopath whose penchant for high-risk gambles is exceeded only by a propensity for miscalculation. Those psychiatrists, who study the characters of world leaders, believe that he suffers from what is popularly called ‘malignant narcissism,’ a sense of self-worth that drives him to act in ways that others would deem irrational, such as invading neighboring countries. But the trait also makes him highly sensitive to direct confrontation and embarrassment, even as he is contemptuous of compromise.”
Confrontation without War - Wilson found that a confrontational, “in your face” approach worked the best in getting the desired results from Hussein (see August 8-9, 1990). Wilson recommends revisiting the techniques that worked during the 1991 Gulf War, incorporating “[a]n aggressive UN-sanctioned campaign to disarm Iraq—bolstered by a militarily supported inspection process—would combine the best of the US and UN approaches, a robust disarmament policy with the international legitimacy the United States seeks.” Wilson continues: “Our message to Saddam can be simple: ‘You are going to lose your weapons of mass destruction capability either through the inspections or through a sustained cruise-missile assault on the 700 suspicious sites the United Nations has already identified. If you rebuild them, we will attack again. And if you use weapons of mass destruction or attack another country in the region, we will destroy you and your regime.’ The decision to live or die then becomes his to make. The ultimate lesson of the Gulf War may be that when offered the choice, Saddam will sacrifice almost everything before sacrificing his own life or grip on power.” [Mercury News (San Jose), 10/13/2002]
Response - Foreign Intelligence Advisory Board chief Brent Scowcroft (see October 16, 2001 and March 2002) asks Wilson if he can “take [the editorial] over to the White House.” Scowcroft says that White House officials need to hear the views of someone who actually has experience with Iraq and with Hussein. Days later, Wilson receives a note from former President George H. W. Bush indicating that he agrees wholeheartedly with Wilson’s position. The op-ed will also garner invitations from a variety of television news shows for Wilson to appear as a commentator. [Wilson, 2004, pp. 295-297]
