February 7, 2003: OLC Sends Secret Memo Concerning Legal Association’s Report on Torture of US Detainees

The Office of Legal Counsel (OLC)‘s John Yoo sends a secret memo to the chief counsel of the Defense Department, William Haynes. The contents remain secret, but the American Civil Liberties Union (ACLU) will later learn that the subject of the memo is “The American Bar Association’s Task Force on Treatment of Enemy Combatants Report.” The ABA will issue a report condemning the US’s treatment of detainees in August 2004 (see August 9, 2004).
