March 11, 1993: County Sheriff Helps Negotiate with Davidians

For the first time, the FBI allows an outsider, Sheriff Jack Harwell of McClennan County, to help negotiate with the besieged Branch Davidians (see 5:00 A.M. - 9:30 A.M. February 28, 1993 and March 1, 1993), immured in their compound outside Waco, Texas. FBI officials say it is usually preferable to use a team of trained negotiators who rely on outside experts rather than bringing in outsiders to help negotiate directly. (Applebome 3/11/1993)
