On several occasion between 1996 and 1999, future 9/11 hijacker Hani Hanjour attends flight schools in Arizona (see October 1996-December 1997 and 1998). The 9/11 Commission will later note, “It is clear that when Hanjour lived in Arizona in the 1990s, he associated with several individuals who have been the subject of counterterrorism investigations.” Some of the time, he is accompanied by two friends, Bandar Al Hazmi and Rayed Abdullah. Al Hazmi and Abdullah have been friends with each other in high school in Saudi Arabia, but it is not known if either knew Hanjour before moving to the US. Al Hazmi and Hanjour are roommates for a time. Al Hazmi will finish his training and leave the US for the last time in January 2000 (he apparently will be interviewed overseas in 2004). Abdullah becomes a leader of a Phoenix mosque where he reportedly gives extremist speeches. He will continue to train with Hanjour occasionally through the summer of 2001. The FBI apparently will investigate him in May 2001. He will repeatedly be questioned by authorities after 9/11, then move to Qatar. In 2004, the 9/11 Commission will report that the FBI remains suspicious of Al Hazmi and Abdullah, but neither man is charged with any crime. The 9/11 Commission will also imply that another of Hanjour’s Arizona associates is al-Qaeda operative Ghassan al Sharbi. Al Sharbi will be arrested in Pakistan in March 2002 with al-Qaeda leader Abu Zubaida (see March 28, 2002). He apparently is a target of Ken Williams’s “Phoenix memo”(see July 10, 2001). Another associate of Hanjour’s, Hamed al Sulami, is in telephone contact with a radical Saudi imam who is said to be the spiritual advisor to al-Qaeda leader Abu Zubaida. This imam may have a role in recruiting some of the 9/11 hijackers. Abdulaziz Alomari, for instance, was a student of this imam. It seems that al Sulami is also a target of Williams’s memo. [Source: Inmarsat]During this period, Osama bin Laden uses a satellite phone to direct al-Qaeda’s operations. The phone—a Compact M satellite phone, about the size of a laptop computer—was purchased by a student in Virginia named Ziyad Khaleel for $7,500 using the credit card of a British man named Saad al-Fagih. After purchasing the phone, Khaleel sent it to Khalid al-Fawwaz, al-Qaeda’s unofficial press secretary in London (see Early 1994-September 23, 1998). Al-Fawwaz then shipped it to bin Laden in Afghanistan. [CNN, 4/16/2001] It appears US intelligence actually tracks the purchase as it occurs (see November 1996-Late December 1999), probably because an older model satellite phone bin Laden has is already being monitored (see Early 1990s). Bin Laden’s phone (873682505331) is believed to be used by other top al-Qaeda leaders as well, including Ayman al-Zawahiri and Mohammad Atef. Al-Fawwaz also buys satellite phones for other top al-Qaeda leaders around the same time. Though the calls made on these phones are encrypted, the NSA is able to intercept and decrypt them. As one US official will put it in early 2001, “codes were broken.” [United Press International, 2/13/2001; Newsweek, 2/18/2002] The Los Angeles Times will report that the monitoring of these phones “produced tens of thousands of pages of transcripts over two years.” [Los Angeles Times, 10/14/2001] Bin Laden’s satellite phone replaces an older model he used in Sudan that apparently was also monitored by the NSA (see Early 1990s). Billing records for his new phone are eventually released to the media in early 2002. Newsweek will note, “A country-by-country analysis of the bills provided US authorities with a virtual road map to important al-Qaeda cells around the world.” [Sunday Times (London), 3/24/2002] The countries called are:
bullet Britain (238 or 260). Twenty-seven different phone numbers are called in Britain. Accounts differ on the exact number of calls. Khalid al-Fawwaz, who helps publish statements by bin Laden, receives 143 of the calls, including the very first one bin Laden makes with this phone. Apparently most of the remaining calls are made to pay phones near him or to his associates. He also frequently calls Ibrahim Eidarous, who works with al-Fawwaz and lives near him. bullet Azerbaijan (67). An important al-Qaeda operative appears to be based in Baku, Azerbaijan. [Washington Post, 5/2/2001] This is most likely Ahmad Salama Mabruk, who is very close to al-Qaeda number two Ayman al-Zawahiri and is said to be the head of the al-Qaeda cell there. He kidnapped by the CIA in Baku in late August 1998 (see Late August 1998).

In the embassy bombings trial, prosecutors introduce evidence showing 16 calls are made on this phone to some of the embassy bombers in Kenya (see 10:35-10:39 a.m., August 7, 1998), apparently all before a raid in August 1997 (see August 21, 1997). Adding up the above numbers means that the destination of over 100 calls is still unaccounted for. [Newsweek, 2/18/2002] The use of this phone stops two months after the August 1998 embassy bombings in Africa. However, it appears bin Laden and other al-Qaeda leaders continue to use other satellite phones occasionally after this time. Shortly after 9/11, James Bamford, an expert authority on the agency, says “About a year or so ago the NSA lost all track of him.… He may still use [satellite phones] occasionally to talk about something mundane, but he discovered that the transmitters can be used for honing.” [CNN, 9/21/2001] According to a different account, bin Laden will attempt to use a different phone communication method, but US intelligence will soon discover it and continue monitoring his calls (see Late 1998 and After).

Alec Station, the CIA’s bin Laden unit, discovers that al-Qaeda has established a communications hub and operations center in Sana’a, Yemen, and that there are frequent calls between it and Osama bin Laden in Afghanistan (see May 1996 and November 1996-Late August 1998). [Antiwar, 10/22/2008; PBS, 2/3/2009] According to Alec Station chief Michael Scheuer, the CIA learns of this “communications conduit” through a CIA officer detailed to the NSA and stationed overseas. According to Scheuer, the NSA “refuse[s] to exploit the conduit and threaten[s] legal action against the agency officer who advised of its existence.” Despite the threat, the officer continues to supply the information. Scheuer asks senior CIA officials to intervene with the NSA, but this only leads to “a desultory interagency discussion without resolution.” [Atlantic Monthly, 12/2004] Author James Bamford will say: “Scheuer knew how important the house [the operations center in Yemen] was, he knew NSA was eavesdropping on the house. He went to NSA, went to the head of operations for NSA,… Barbara McNamara, and asked for transcripts of the conversations coming into and going out of the house. And the best the NSA would do would be to give them brief summaries every… once a week or something like that, you know, just a report, not the actual transcripts or anything. And so he got very frustrated, he went back there and they still refused.” [Antiwar, 10/22/2008] Because of the lack of information, the CIA will actually build its own listening post to get some of the information the NSA is concealing from it (see After December 1996).

An independent panel issues its report on recently released National Intelligence Estimate NIE 59-19, “Emerging Missile Threats to North America During the Next 15 Years.” The panel, chaired by former CIA Director Robert Gates, was commissioned by Congressional conservatives as a “Team B” (see November 1976) to challenge and disprove the NIE’s finding that no rogue state such as North Korea or Iraq would be able to develop a nuclear-tipped ballistic missile capable of striking the continental US or Canada until at least 2011. Gates’s panel includes former ambassador Richard Armitage; nuclear scientist Sidney Drell; former State Department and National Security Council official Arnold Kanter; Brookings Institution fellow Janne Nolan; former Defense Department official and RAND Corporation president Henry Rowen; and Major General Jasper Welch, a retired Air Force flag officer and former National Security Council staffer. The panel’s findings enrage those conservatives who pushed for its creation; the panel not only agrees with the NIE’s conclusions about the capabilities of those rogue nations, but finds that the Congressional conservatives’ allegations that the NIE had been “politicized” and written to satisfy Clinton administration positions have no basis in fact. “The panel found no evidence of politicization,” it reports, and adds: “There was no breach of the integrity of the intelligence process. Beyond this, the panel believes that unsubstantiated allegations challenging the integrity of intelligence community analysts by those who simply disagree with their conclusions, including members of Congress, are irresponsible. Intelligence forecasts do not represent ‘revealed truth,’ and it should be possible to disagree with them without attacking the character and integrity of those who prepared them—or the integrity of the intelligence process itself.” [Central Intelligence Agency, 12/23/1996; Scoblic, 2008, pp. 172] Congressional conservatives will demand, and receive, another study of the NIE that will provide them with conclusions more to their liking (see July 1998).

An unnamed high-ranking State Department official helps a nuclear smuggling ring connected to Pakistani nuclear scientist A. Q. Khan and Pakistan’s ISI to plant “moles” in US military and academic institutions that handle nuclear technology, according to FBI translator Sibel Edmonds. Edmonds will later leave the FBI, becoming a whistleblower, and say she knows this based on telephone conversations she translated shortly after 9/11. The moles, mostly Ph.D students, are planted by Turkish and Israeli elements in the network, which obtains nuclear technology for Pakistan’s nuclear weapons program and for re-sale by Khan. Edmonds will later say she thinks there are several transactions of nuclear material every month: “I heard at least three transactions like this over a period of 2½ years. There are almost certainly more.” She will also say that the network appears to obtain information “from every nuclear agency in the United States.” The State Department official apparently arranges security clearance for some of the moles, enabling them to work in sensitive nuclear research facilities, including the Los Alamos nuclear laboratory in New Mexico, which is responsible for the security of the US nuclear deterrent. [Sunday Times (London), 1/6/2008] The high-ranking State Department official who is not named by Britain’s Sunday Times is said to be Marc Grossman by both Larisa Alexandrovna of Raw Story and former CIA officer Philip Giraldi, writing in the American Conservative. Jury selection begins in the trial of Oklahoma City bomber Timothy McVeigh (see 8:35 a.m. - 9:02 a.m. April 19, 1995 and August 10, 1995). Judge Richard Matsch has denied defense attempts to delay the trial after a brief controversy erupted over media reports using defense documents (see February 28 - March 4, 1997). “I have full confidence that a fair-minded jury can and will be impaneled and that those selected will return a just verdict based on the law and evidence presented to them,” Matsch wrote on March 17. Jurors’ identities are kept hidden from the press. One potential juror, asked by US Attorney Patrick Ryan, “Did you watch a lot of the coverage?” answers: “It was unavoidable. In Oklahoma, it was wall to wall and floor to ceiling.” Another potential juror says he worries about his safety in regards to what he will learn in the course of the trial: “It would seem this case goes further, wider, and deeper in many ways. A juror is going to be an insider on information he might just as soon not know.” [Washington Post, 3/18/1997; New York Times, 4/1/1997; Douglas O. Linder, 2001] The pressure of this being a death-penalty trial, and the prospect of potentially confusing forensic evidence countered by the raw emotions of the bombing itself and of the conspiracy theories surrounding the proceedings, raises oft-asked questions about the competence of 12 jurors to find the truth in such a complex situation. The difference between an open-minded juror and one who is ignorant or intellectually challenged is difficult for lawyers and observers to assess. New York Times reporter Laura Mansnerus reflects on the trial of Lieutenant Colonel Oliver North, charged with crimes relating to the Iran-Contra scandal (see July 7-10, 1987 and May-June, 1989), in which, she writes: “When the jury was selected for the 1989 trial of Oliver North, a search went out for 12 people who knew nothing about Oliver North, which produced, well, 12 people who knew nothing about Oliver North. One person who qualified for service said she had seen him on television, but added, ‘It was just like I was focusing on the Three Stooges or something.’” That ill-informed jury proved remarkably pliable to North’s theatrics, Mansnerus writes, and many believe McVeigh’s defense team hopes for a similar jury pool that may be willing to set aside scientific evidence in favor of conspiracy theories and emotional pleas. Jury expert Jeffrey Abramson of Brandeis University tells Mansnerus: “In a case that’s heavy on scientific, forensic evidence, the defense is going to favor people who are less sophisticated about scientific matters and who are prone to conspiracy theories. That’s the classic defense approach.” Philadelphia prosecutor Jack McMahon warned in a well-known 1986 instructional video of the pitfalls that can result in letting “smart people” on the jury, saying: “Smart people will analyze the hell out of your case. They have a higher standard. They take those words ‘reasonable doubt’ and they actually try to think about them. You don’t want those people.” Moreover, people with jobs requiring any real level of responsibility are routinely excused from jury service; this case is no exception, leaving a pool of jurors with little or no steady employment, spotty educational status, and somtimes limited intellectual capabilities to judge McVeigh’s innocence or guilt. Former US ambassador Joe Wilson and CIA officer Valerie Plame meet for the first time at a reception held at the Turkish ambassador’s residence. Wilson is a political adviser to the Commander in Chief of the US Armed Forces in Europe. Plame describes herself as an “energy executive living in Brussels.” Wilson and Plame will marry a year later and will become involved in the “Plame Affair,” when Plame’s affiliation with the CIA is disclosed in the media (see July 14, 2003). After her marriage, Plame will generally be referred to by the name Plame Wilson. Wilson, who is accompanied by General James Jamerson, is there to receive an award from the American-Turkish Council. The reason for Plame’s presence there is not known. [Wilson, 2004, pp. 239-242, 273] However, the American-Turkish Council will later be said to be involved in the smuggling of nuclear weapons material to Turkey and other countries (see Late 1990s-Early 2001 and Mid-Late 1990s), and Plame’s job at the CIA is in its non-proliferation section (see Late February 1999), so she may be there for operational reasons. Legal and media analysts say the trial of convicted Oklahoma City bomber Timothy McVeigh (see June 2, 1997) never captured the public’s attention the way some other trials have in recent years. “Maybe it was the absence of cameras in the courtroom,” writes the New York Times’s Bill Dedman. “Maybe the outcome never seemed in doubt. Maybe it was the numerousness of the victims or the nobodyness of the defendant or the mind-numbing horror of the event.” Dedman compares the public interest in the McVeigh trial to the far more sensational, media-saturated trials of acquitted murder suspect O.J. Simpson and the Los Angeles police officers acquitted of beating motorist Rodney King. The McVeigh trial did not attract anywhere near the media and public interest of those two trials, Dedman asserts, based on numerous polls and focus group studies. The McVeigh trial did not even garner the same level of interest as the Oliver North Iran-Contra trial (see July 7-10, 1987 and May-June, 1989). Jeffrey Toobin, a legal analyst for ABC News who wrote a best-selling book on the Simpson case, says: “It’s not that people are uninterested in this story. It’s just that it’s just another story. I’m certainly not writing a book about the McVeigh case.” Polls show that 30 percent of Americans followed the McVeigh case “very closely,” a number not significantly higher than the interest showed in most big news stories, and far lower than the public interest in the Simpson and King trials. Andrew Kohut, director of the Pew Center, says: “There is not the manic interest there was in O.J. at certain points in time. I don’t think people are swept up in the emotion of this. That’s for sure.” Merrill Brown of MSNBC’s Internet news service calls the McVeigh trial one of “the top half-dozen” stories he could recall in the network’s Internet news coverage. “It has not changed people’s lives, like the Simpson case,” Brown says. “It has not reached into the nation’s consciousness like Rodney King or William Kennedy Smith [a member of the Kennedy family accused of rape] or any trial that received national notoriety as a result of cameras.” Most media news outlets covered the McVeigh trial steadily, but with few pre-emptions and special reports. Neither Time nor Newsweek featured the trial as a cover story, and supermarket tabloids paid little attention to the trial. The most obvious reason for the relative lack of media coverage is the lack of cameras in the courtroom. Dedman writes: “As a result, people never got to scrutinize the witnesses’ demeanor, study the prosecutor’s hair style and wardrobe, hear the judge’s voice, watch the lawyers bicker, see the defendant react—all those things that… turned the Simpson case from a trial into a drama.” Media psychology professor Stuart Fischoff says: “I think America has very quickly adapted to a sense of judicial activities as entertainment. [Americans now] expect to see their trials on television” so they can become “hooked.” The trial also lacked the salacious and controversial elements of other trials: unlike the Simpson case, there was virtually no sexual content, nor was there the overt racism that permeated the King trial. And unlike Simpson and Smith, no celebrities or wealthy persons were involved. Fischoff says of McVeigh: “There’s nothing particularly interesting about him. He’s not particularly handsome, he’s not particularly verbal, he’s not particularly horrible. He’s not [convicted serial killer and cannibal] Jeffrey Dahmer; you really can’t love to hate this guy. There’s no Darth Vader quotient.” And though the victims evoked considerable sympathy among Americans, they did not evoke fascination such as the victims in the Simpson murders. Observers such as CNN’s Greta van Susteren have said the victims’ stories were just too painful to contemplate for long; others have said there were too many victims for Americans to focus upon. Bush calls on his longtime friend, Saudi Prince Bandar bin Sultan, and asks him to meet with his son, Texas Governor George W. Bush. His son has an important decision to make, the elder Bush tells Bandar, and needs the prince’s advice. Bandar flies to Austin, Texas, planning on using a visit to a Dallas Cowboys game as a “cover” for his visit. He lands in Austin, and is surprised when Governor Bush boards the plane before Bandar can disembark. Bush comes straight to the point: he is considering a run for the presidency, and though he already knows what his domestic agenda will be, says, “I don’t have the foggiest idea about what I think about international, foreign policy.” Bandar runs through his experiences with various world leaders, including the USSR’s Mikhail Gorbachev, Britain’s Margaret Thatcher and Tony Blair, the Pope, and former US President Ronald Reagan. Finally, Bush says, “There are people who are your enemies in this country who also think my dad is your enemy.” Bandar knows Bush is speaking of US supporters of Israel, and wants to know how he should handle the Israeli-Jewish lobby as well as the neoconservatives who loathe both the Saudis and the elder Bush. Bandar replies: “Can I give you one advice?… If you tell me that [you want to be president], I want to tell you one thing. To hell with Saudi Arabia or who likes Saudi Arabia or who doesn’t, who likes Bandar or who doesn’t. Anyone who you think hates your dad or your friend who can be important to make a difference in winning, swallow your pride and make friends of them. And I can help you. I can help you out and complain about you, make sure they understand that, and that will make sure they help you.” Bandar’s message is clear: if Bush needs the neoconservatives to help him win the presidency, then he should do what it takes to get them on his side. “Never mind if you really want to be honest,” Bandar continues. “This is not a confession booth.… In the big boys’ game, it’s cutthroat, it’s bloody and it’s not pleasant.” [Unger, 2007, pp. 154-155]

Disbarred lawyer and convicted Watergate figure Charles Colson (see June 1974), now the head of the Christian Prison Fellowship ministry, writes that “the Constitution does not give the Supreme Court final say on constitutional questions.” Colson, a traditional social conservative, makes this startling claim in an op-ed about the recent Boerne v. Flores decision of the Court, in which the Court struck down the Religious Freedom Restoration Act (RFRA) as an unconstitutional encroachment on the fundamental concept of the separation of church and state. Colson writes that the decision has “precipitat[ed] what may be the greatest constitutional crisis of our age.” Colson, a supporter of the RFRA, says the striking down of the act makes “religious liberties… once again vulnerable.” The overarching question Colson raises is whether the Supreme Court is the final judicial arbiter of the Constitution. Colson gives a blunt answer: “Contrary to what most Americans think, the Constitution does not give the Supreme Court final say on constitutional questions. And the Founders resisted the idea.” Colson cites the landmark 1803 case of Marbury v. Madison, in which the Court, he says, took up the power of judicial review, then gives three examples of presidents defying Court orders. However, fellow convicted Watergate figure John Dean, a former White House counsel, refutes Colson’s arguments. In 2006, Dean will write that “Colson, like [televangelist Pat] Robertson and others on the religious right, is seeking, in effect, to nullify Supreme Court decisions of which he does not approve.” Dean will note that although Colson has long since lost his license to practice law, he is considered a scholar of some importance by his conservative contemporaries, and therefore has some influence.
'Marbury' and Judicial Review - Dean notes that Colson’s interpretation of the bedrock Marbury case is wrong. Judicial review by federal courts of Congressional legislation was a long-established principle by the time the Court issued its ruling. Even before the Constitutional Conventions, state courts had routinely overturned state legislative acts. The assumption of most during the debates over the contents of the Constitution was that federal courts, and most specifically the Supreme Court, would have similar power over federal legislation.
Thomas Jefferson and the Alien Imposition Act - Colson writes that “Thomas Jefferson refused to execute the Alien Imposition Act.” Colson is wrong: there was never such an act. Dean writes, “If Colson is referring to the infamous Alien and Sedition Act of 1798, it had nothing to do with a court order, and the example is therefore very misleading.” Jefferson’s predecessor, John Adams, enforced the law, which Jefferson considered unconstitutional. Jefferson pardoned those convicted of sedition under the statute when he gained the presidency. He never “refused to execute” it because it expired the day before he was inaugurated, March 4, 1801.
Andrew Jackson and the Bank of the United States - Colson writes that Andrew Jackson “spurned a Court order in a banking case.” Again, as Dean notes, the citation is misleading. Dean believes Colson is referring to Jackson’s 1832 veto of a bill to recharter the Bank of the United States. The Court had not issued an opinion on the rechartering of a federal bank, so Jackson did not defy a Court order.
Abraham Lincoln and the 'Dred Scott' Decision - Colson concludes his historical argument by saying that Abraham Lincoln “rejected the Dred Scott decision. Lincoln even asked Congress to overrule the Court—which it did, passing a law that reversed Dred Scott (1862).” Dean calls Colson’s argument “a stunning summation, not to mention distortion, of history.” The infamous 1857 Dred Scott v. Sanford decision found that slaves were neither citizens nor persons under the Constitution, that Congress could not prohibit slavery in the territories, and that the Declaration of Independence’s statement that “all men are created equal” applied only to white men. Lincoln argued passionately against the decision during his 1858 debates with his Senate opponent, Stephen Douglas, and swore that he would seek to reverse the decision. But, as Dean will note, “Seeking reversal is not defiance of the law.” Lincoln did defy the Court in 1861 by suspending the writ of habeas corpus, and explained his unprecedented action to Congress by arguing that he did so to save the Union from dissolution. Dred Scott was overturned, not by Congressional legislation, but by the Thirteenth and Fourteenth Amendments to the Bill of Rights.
The Danger Inherent in Colson's Arguments - Dean will note: “Colson’s baseless arguments are unfortunately typical of those that authoritarian conservatives insist on making, using facts that are irrelevant or misleading, if not demonstrably wrong. The self-righteousness of authoritarians [such as] Colson and Pat Robertson… has become so pronounced that at times it seems as if they believe themselves actually to be speaking ex cathedra [a sardonic reference to the infallibility of the Pope]. Their contention that the president of the United States is not bound by rulings of the Supreme Court, or, for that matter, by the laws of Congress, when these rulings or laws relate to the functions of the presidency, has gained increasing currency with authoritarian conservatives, both leaders and followers.” Such acceptance “is truly frightening in its implications.” [Christianity Today, 10/6/1997; Dean, 2006, pp. 111-115; Catholic Encyclopedia, 2008]

David Wurmser, director of the Middle East program at the neoconservative American Enterprise Institute, writes an op-ed piece in the Wall Street Journal arguing that the US government should support Ahmed Chalabi’s Iraqi National Congress [INC] and work to foment “an Iraqi insurgency to depose the butcher of Baghdad.” Wurmser writes: “Washington has no choice now but to abandon the coup option and resurrect the INC. An insurgency may be able to defeat Saddam’s weak and demoralized conventional army. But one thing is clear: There is no cost-free way to depose Saddam. He is more resolute, wily and brutal than we. His strength lies in his weapons of terror; that is why he is so attached to them…. Organizing an insurgency to liberate Iraq under the INC may provoke Saddam to use these weapons on the way down. An FBI investigation finds that Turkish nationals are involved in efforts to bribe members of Congress, both Republican and Democrat. Targets of the FBI’s investigation include individuals at Chicago’s Turkish Consulate and the American-Turkish Consulate, as well as members of the American-Turkish Council (ATC) and the Assembly of Turkish American Associations (ATAA). Wiretaps obtained by investigators also contain what appears to be references to large scale drug shipments and other crimes. In 1999 some FBI investigators call for the appointment of a special prosecutor to continue the investigation. But after the Bush administration comes to office, higher-ups in the Department of State pressure the bureau to shift the attention of its investigation away from elected politicians and instead focus on appointed officials. [Source: Project for the New American Century]The Project for the New American Century (PNAC), an influential neoconservative think tank, publishes a letter to President Clinton urging war against Iraq and the removal of Saddam Hussein because he is a “hazard” to “a significant portion of the world’s supply of oil.” In a foretaste of what eventually happens, the letter calls for the US to go to war alone, attacks the United Nations, and says the US should not be “crippled by a misguided insistence on unanimity in the UN Security Council.” The letter is signed by many who will later lead the 2003 Iraq war. 10 of the 18 signatories later join the Bush Administration, including Defense Secretary Donald Rumsfeld, Assistant Defense Secretary Paul Wolfowitz, Deputy Secretaries of State Richard Armitage and Robert Zoellick, Undersecretaries of State John Bolton and Paula Dobriansky, presidential adviser for the Middle East Elliott Abrams, Defense Policy Board chairman Richard Perle, and George W. Bush’s special Iraq envoy Zalmay Khalilzad. Other signatories include William Bennett, Jeffrey Bergner, Francis Fukuyama, Robert Kagan, William Kristol, Peter Rodman, William Schneider, Vin Weber, and James Woolsey. Instead, they are positioning themselves for the future. “This was a key moment,” one State Department official will recall. “The neocons were maneuvering to put this issue in play and box Clinton in. The Committee for Peace and Security in the Gulf (CPSG), a bipartisan group made up largely of foreign policy specialists, sends an “Open Letter to the President” calling for President Clinton to use the US military to help Iraqi opposition groups overthrow Saddam Hussein and replace him with a US-friendly government. US law forbids such an operation. The group is led by, among others, former Representative Stephen Solarz (D-NY) and prominent Bush adviser Richard Perle, a former assistant secretary of defense.
Largely Neoconservative in Makeup - Many of its co-signers will become the core of the Bush administration’s neoconservative-driven national security apparatus. These co-signers include Elliott Abrams, Richard Armitage, John Bolton, Stephen Bryen, Douglas Feith, Frank Gaffney, Fred Ikle, Robert Kagan, Zalmay Khalilzad, William Kristol, Michael Ledeen, Bernard Lewis, Peter Rodman, Donald Rumsfeld, Gary Schmitt, Max Singer, Casper Weinberger, Paul Wolfowitz, David Wurmser, and Dov Zakheim. [CNN, 2/20/1998; Middle East Policy Council, 6/2004] The CPSG is closely affiliated with both the neoconservative Project for the New American Century (PNAC—see June 3, 1997 and January 26, 1998) and the neoconservative American Enterprise Institute (AEI), both of which boast Perle as a powerful and influential member. Jim Lobe of the Project Against the Present Danger later learns that the CPSG is funded in large part by a sizable grant from the right-wing Bradley Foundation, a key funding source for both the PNAC and the AEI. According to Counterpunch’s Kurt Nimmo, the plan for overthrowing Iraq later adopted by the Bush administration, and currently advocated by the CPSG, will be echoed in the PNAC’s September 2000 document, “Rebuilding America’s Defenses” (see September 2000). Advocates Supporting Iraq-Based Insurgency - The letter reads in part: “Despite his defeat in the Gulf War, continuing sanctions, and the determined effort of UN inspectors to root out and destroy his weapons of mass destruction, Saddam Hussein has been able to develop biological and chemical munitions.… This poses a danger to our friends, our allies, and to our nation.… In view of Saddam Hussein’s refusal to grant UN inspectors the right to conduct unfettered inspections of those sites where he is suspected of storing his still significant arsenal of chemical and biological munitions and his apparent determination never to relinquish his weapons of mass destruction, we call upon President Clinton to adopt and implement a plan of action designed to finally and fully resolve this utterly unacceptable threat to our most vital national interests.” The plan is almost identical to the “End Game” scenario proposed in 1993 (see November 1993) and carried out, without success, in 1995 (see March 1995). It is also virtually identical to the “Downing Plan,” released later in 1998 (see Late 1998). In 2004, then-Defense Intelligence Agency official Patrick Lang will observe, “The letter was remarkable in that it adopted some of the very formulations that would later be used by Vice President [Dick] Cheney and other current administration officials to justify the preventive war in Iraq that commenced on March 20, 2003” (see March 19, 2003). The CPSG advocates:
bullet US support for Ahmed Chalabi’s Iraqi National Congress (INC—see 1992-1996) as the provisional government to replace Hussein’s dictatorship;
bullet Funding the INC with seized Iraqi assets, designating areas in the north and south as INC-controlled zones, and lifting sanctions in those areas;
bullet Providing any ground assault by INC forces (see October 31, 1998) with a “systematic air campaign” by US forces;
bullet Prepositioning US ground force equipment “so that, as a last resort, we have the capacity to protect and assist the anti-Saddam forces in the northern and southern parts of Iraq”;
bullet Bringing Hussein before an international tribunal on war crimes charges.
Carrying out these actions, Solarz says, would completely eliminate the threat of weapons of mass destruction that he claims Iraq owns. [Abrams et al., 2/19/1998; CNN, 2/20/1998; Middle East Policy Council, 6/2004]

In 2006, a bipartisan Senate report will conclude that al-Qaeda leader Mahfouz Walad Al-Walid (a.k.a. Abu Hafs the Mauritanian) travels to Iraq this year in an attempt to meet with Saddam Hussein. This is according to debriefings and documentation found after the 2003 Iraq war. But Hussein refuses to meet him and directs that he should leave Iraq because he could cause a problem for the country. Different documents suggest Al-Walid travels in March or June, or makes two trips. He will make a similar attempt to meet with Hussein in 2002, and will be similarly rebuffed (see 2002). The Senate report will conclude that, despite many alleged meetings, these two attempted meetings by Al-Walid and an actual meeting between bin Laden and an Iraqi agent in 1995 (see Early 1995) were the only attempted contacts between the Iraqi government and al-Qaeda before the Iraq war. Michael Scheuer, head of the CIA’s bin Laden unit from 1996 to 1999, later will claim that in a one-year period starting in May 1998, the CIA gives the US government “about ten chances to capture bin Laden or kill him with military means. In all instances, the decision was made that the ‘intelligence was not good enough.’ This assertion cannot be debated publicly without compromising sources and methods. What can be said, however, is that in all these cases there was more concern expressed by senior bureaucrats and policymakers about how international opinion would react to a US action than there was concern about what might happen to Americans if they failed to act. Indeed, on one occasion these senior leaders decided it was more important to avoid hitting a structure near bin Laden’s location with shrapnel, than it was to protect Americans.” He will later list six of the attempts in a book:

Counterterrorism “tsar” Richard Clarke later will strongly disagree with Scheuer’s assessment, claiming that the intelligence needed for such an attack on bin Laden was never very good. But he will also point out that the National Security Council and White House never killed any of the operations Scheuer wanted. Relations between Taliban head Mullah Omar and bin Laden grow tense, and Omar discusses a secret deal with the Saudis, who have urged the Taliban to expel bin Laden from Afghanistan. Head of Saudi intelligence Prince Turki al-Faisal travels to Kandahar, Afghanistan, and brokers the deal. According to Turki, he seeks to have the Taliban turn bin Laden over to Saudi custody. Omar agrees in principle, but requests that the parties establish a joint commission to work out how bin Laden would be dealt with in accordance with Islamic law. [Coll, 2004, pp. 400-02] Note that some reports of a meeting around this time—and the deal discussed—vary dramtically from Turki’s version (see May 1996 and July 1998). If this version is correct, before a deal can be reached, the US strikes Afghanistan in August in retaliation for the US African embassy bombings (see August 20, 1998), driving Omar and bin Laden back together. Turki later states that “the Taliban attitude changed 180 degrees,” and that Omar is “absolutely rude” to him when he visits again in September (see Mid-September 1998). The “Team B” intelligence analysis exercise of 1975, which so disastrously overestimated the Soviet threat (see November 1976), returns in the form of the “Rumsfeld Commission,” which issues its report this month. Conservative commentators and former participants have called for a second “Team B”-style competitive intelligence analysis ever since the fall of the Berlin Wall (see 1990, 1994, and 1996). The “Commission to Assess the Ballistic Missile Threat to the United States” (see July 15, 1998), led by former Defense Secretary Donald Rumsfeld, is packed with conservative and neoconservative hardliners much as the original Team B cadre was; it includes some former Team B members such as former Pentagon official Paul Wolfowitz. Like the original Team B, the Rumsfeld Commission challenges CIA estimates of foreign military threats; like the original Team B, the Rumsfeld Commission wildly overestimates the impending threat from countries such as Iran and North Korea, both of which it judges will be capable of striking the US with nuclear weapons in five years or perhaps less. The original Team B findings impelled thirty years of full-bore military spending by the US to counter a Soviet threat that was fading, not growing; the Rumsfeld Commission’s equally alarmist findings impels a new push for spending on the so-called “Star Wars” ballistic missile defense system (see March 23, 1983). Conservative activist Phyllis Schlafly will observe that the Rumsfeld Commission’s report “provided Congress with enough talking points to win the argument [on missile defense] both in the strategic arena and in the 20-second soundbite television debates.” Former State Department intelligence analyst Greg Thielmann will later observe, “time has proven Rumsfeld’s predictions dead wrong.” Author and professor Gordon R. Mitchell will write that the second “Team B” exercise shows “that by 1998, Rumsfeld and Wolfowitz had honed the art of intelligence manipulation through use of competitive intelligence analysis. Retrospective assessments revealing serious flaws in the Team B work products came long after political officials had already converted the alarmist reports into political support for favored military policies.” [Quarterly Journal of Speech, 5/2006 pdf file]

Congressional conservatives receive a second “alternative assessment” of the nuclear threat facing the US that is far more to their liking than previous assessments (see December 23, 1996). A second “Team B” panel (see November 1976), the Commission to Assess the Ballistic Missile Threat to the United States, led by former Defense Secretary Donald Rumsfeld and made up of neoconservatives such as Paul Wolfowitz and Stephen Cambone, finds that, contrary to earlier findings, the US faces a growing threat from rogue nations such as Iran, Iraq, and North Korea, who can, the panel finds, inflict “major destruction on the US within about five years of a decision.” This threat is “broader, more mature, and evolving more rapidly” than previously believed. The Rumsfeld report also implies that either Iran or North Korea, or perhaps both, have already made the decision to strike the US with nuclear weapons. Although Pakistan has recently tested nuclear weapons (see May 28, 1998), it is not on the list. Unfortunately for the integrity and believability of the report, its methodology is flawed in the same manner as the previous “Team B” reports (see November 1976); according to author J. Peter Scoblic, the report “assume[s] the worst about potential US enemies without actual evidence to support those assumptions.” Defense analyst John Pike is also displeased with the methodology of the report. Pike will later write: “Rather than basing policy on intelligence estimates of what will probably happen politically and economically and what the bad guys really want, it’s basing policy on that which is not physically impossible. This is really an extraordinary epistemological conceit, which is applied to no other realm of national policy, and if manifest in a single human being would be diagnosed as paranoia.” [Guardian, 10/13/2007; Scoblic, 2008, pp. 172-173] Iran, Iraq, and North Korea will be dubbed the “Axis of Evil” by George W. Bush in his 2002 State of the Union speech (see January 29, 2002).

Former President Bush secretly invites two people to his Kennebunkport, Maine, compound: his son George W. Bush, and Condoleezza Rice, a longtime protege of his close friend and colleague Brent Scowcroft. Rice had been the elder Bush’s assistant on Soviet affairs from 1989 to 1991, and later became provost of Stanford University. Rice and the younger Bush spend many hours discussing foreign affairs, with Rice attempting to tutor him about the fundamentals of US relations with a host of other countries and regions. “We talked a lot about America’s role in the world,” Rice will recall. Bush “was doing due diligence on whether or not to run for president.” Rice will become “foreign policy coordinator” to the nascent Bush campaign. [Source: Public domain via Richard Miniter]On August 4, 1998, Sudanese immigration suspects two men, Sayyid Nazir Abbass and Sayyid Iskandar Suliman, arriving in Sudan, apparently due to something in their Pakistani passports. They attempt to rent an apartment overlooking the US embassy. Three days later, US embassies are bombed in Kenya and Tanzania (see 10:35-10:39 a.m., August 7, 1998). Within hours, Sudanese officials arrest Abbass and Suliman. The two of them had just come from Kenya, and one of them quickly admits to staying in the same hotel in Kenya as some of the embassy bombers. Sudanese intelligence believes they are al-Qaeda operatives involved in the bombings. [Observer, 9/30/2001; Vanity Fair, 1/2002; Randal, 2005, pp. 132-135] The US embassy in Sudan has been shut down for several years. But around August 14, a Sudanese intelligence official contacts an intermediary and former White House employee named Janet McElligott and gives her a vague message that Sudan is holding important suspects and the FBI should send a team immediately to see if they want to take custody of them. [Randal, 2005, pp. 132-135] The FBI wants the two men, but on August 17, Secretary of State Madeleine Albright forbids their extradition. The US has decided to bomb a factory in Sudan in retaliation for the embassy bombings instead of cooperating with Sudan. But FBI agent John O’Neill is not yet aware of Albright’s decision, and word of the Sudanese offer reaches him on August 19. He wants immediate approval to arrest the two suspects and flies to Washington that evening to discuss the issue with counterterrorism “tsar” Richard Clarke. But Clarke tells O’Neill to speak to Attorney General Janet Reno. Later that night, O’Neill talks to Reno and she tells him that the decision to retaliate against Sudan instead has already been made. Mere hours later, the US attack a factory in Sudan with cruise missiles (see August 20, 1998). Within days, it becomes apparent that the factory had no link to al-Qaeda (see September 23, 1998), and no link between the bombings and the Sudanese government will emerge (although Sudan harbored bin Laden until 1996). [Randal, 2005, pp. 132-138] The Sudanese will continue to hold the two men in hopes to make a deal with the US. But the US is not interested, so after two weeks they are send to Pakistan and set free there (see August 20-September 2, 1998).

At 10:35 a.m., local time, a suicide car bomb attack in Nairobi, Kenya, kills 213 people, including 12 US nationals, and injures more than 4,500. Mohamed al-Owhali and someone known only as Azzam are the suicide bombers, but al-Owhali runs away at the last minute and survives. Four minutes later, a suicide car bomb attack in Dar es Salaam, Tanzania, kills 11 and injures 85. Hamden Khalif Allah Awad is the suicide bomber there. The attacks will be blamed on al-Qaeda. [PBS Frontline, 2001; United States of America v. Usama Bin Laden, et al., Day 38, 5/2/2001] The Tanzania death toll is low because, remarkably, the attack takes place on a national holiday so the US embassy there is closed. [Miller, Stone, and Mitchell, 2002, pp. 195] The attack shows al-Qaeda has a capability for simultaneous attacks. The Tanzania bombing appears to have been a late addition, as one of the arrested bombers will allegedly tell US agents that it was added to the plot only about 10 days in advance. [United State of America v. Usama bin Laden, et al., Day 14, 3/7/2001] A third attack against the US embassy in Uganda does not take place due to a last-minute delay (see August 7, 1998). [Associated Press, 9/25/1998] August 7, 1998, is the eighth anniversary of the arrival of US troops in Saudi Arabia and some people will speculate that this is the reason for the date of the bombings. [Gunaratna, 2003, pp. 46] In the 2002 book The Cell, reporters John Miller, Michael Stone, and Chris Mitchell will write: “What has become clear with time is that facets of the East Africa plot had been known beforehand to the FBI, the CIA, the State Department, and to Israeli and Kenyan intelligence services.… [N]o one can seriously argue that the horrors of August 7, 1998, couldn’t have been prevented.” They will also comment, “Inexplicable as the intelligence failure was, more baffling still was that al-Qaeda correctly presumed that a major attack could be carried out by a cell that US agents had already uncovered.” [Miller, Stone, and Mitchell, 2002, pp. 195, 206] After 9/11, it will come to light that three of the alleged hijackers, Khalid Almihdhar, Nawaf Alhazmi, and Salem Alhazmi, had some involvement in the bombings (see October 4, 2001, Late 1999, and 1993-1999) and that the US intelligence community was aware of this involvement by late 1999 (see December 15-31, 1999), if not before.

President Clinton is aware of the links between the Pakistani ISI, Taliban, and al-Qaeda. In his 2005 autobiography, he will explain why he did not warn the Pakistani government more than several minutes in advance that it was firing missiles over Pakistan in an attempt to hit Osama bin Laden in Afghanistan (see August 20, 1998). He will write: “Although we were trying to work with Pakistan to defuse tensions on the Indian subcontinent, and our two nations had been allies during the Cold War, Pakistan supported the Taliban and, by extension, al-Qaeda. The Pakistani intelligence service used some of the same camps that bin Laden and al-Qaeda did to train the Taliban and insurgents who fought in Kashmir. If Pakistan had found out about our planned attacks in advance, it was likely that Pakistani intelligence would warn the Taliban or even al-Qaeda.” [Clinton, 2005, pp. 799] Despite this precaution, it appears the ISI successfully warns bin Laden in advance anyway (see August 20, 1998). Clinton takes no firm against against Pakistan for its links to the Taliban and al-Qaeda, such as including Pakistan on the State Department’s list of state sponsors of terrorism.

In 1998, President Clinton faces a growing scandal about his sexual relationship with aide Monica Lewinsky, and even faces the possibility of impeachment over the matter. He is publicly interrogated about the scandal on August 17, 1998. Counterterrorism “tsar” Richard Clarke will later claim that he worries Clinton might let the timing of the scandal get in the way of acting on new intelligence to hit Osama bin Laden with a missile strike in retaliation for the recent African embassy bombings (see 10:35-10:39 a.m., August 7, 1998). But Clarke is reassured when Clinton tells his advisers, “Do you all recommend that we strike on the 20th? Fine. Do not give me political advice or personal advice about the timing. That’s my problem. Let me worry about that.” [Clarke, 2004, pp. 185-186] Defense Secretary William Cohen also warns Clinton that he will be criticized for changing the subject from the Lewinsky scandal. [Benjamin and Simon, 2005, pp. 358]
Criticism from Politicians - Clinton gives the go-ahead for the missile strike on August 20th anyway (see August 20, 1998) and is immediately widely criticized for it. In late 1997, there was a popular movie called “Wag the Dog,” based on a fictional president who creates an artificial crisis in order to distract the public from a domestic scandal. Republicans are particularly critical and seize upon a comparison to the movie. House Speaker Newt Gingrich (R-GA) initially supports the missile strike, but later criticizes it as mere “pinpricks.” [9/11 Commission, 7/24/2004, pp. 117] Sen. Arlen Specter (R-PA) says, “The president was considering doing something presidential to try to focus attention away from his personal problems.” [Benjamin and Simon, 2005, pp. 358-359] Sen. Daniel Coats (R-IN) says, “I just hope and pray the decision that was made was made on the basis of sound judgment, and made for the right reasons, and not made because it was necessary to save the president’s job.” [New York Times, 8/4/2004]
Media Criticism - The media is also very critical, despite a lack of any evidence that Clinton deliberately timed the missile strike as a distraction. Television networks repeatedly show clips of the “Wag the Dog” movie after the missile strike. New Yorker journalist Seymour Hersh reports, “Some reporters questioned whether the president had used military force to distract the nation’s attention from the Lewinsky scandal.” [Benjamin and Simon, 2005, pp. 358-359]
9/11 Commission Commentary - The 9/11 Commission will later conclude, “The failure of the strikes, the ‘wag the dog’ slur, the intense partisanship of the period, and the [fact that one of the missile targets probably had no connection to bin Laden (see September 23, 1998)] likely had a cumulative effect on future decisions about the use of force against bin Laden.” [9/11 Commission, 7/24/2004, pp. 118]

Through its own monitoring of Osama bin Laden’s satellite phone, the CIA determines that he intends to travel to a training camp in Khost, in eastern Afghanistan. The CIA has to use its own equipment to do this because of a dispute with the NSA, which refused to provide it with full details of its intercepts of bin Laden’s calls (see December 1996). Although the CIA can only get half of what the NSA gets, shortly after the attacks on US embassies in East Africa (see 10:35-10:39 a.m., August 7, 1998), it determines that bin Laden will travel to Khost the next day. On that day, the US launches several missile strikes, one of which is against Khost (see August 20, 1998), but bin Laden does not travel there, evading the missiles. Some will later claim that bin Laden changes his mind on the way there for no particular reason, but there will also be allegations that the Pakistani ISI warned him of the upcoming attack (see July 1999). [Source: US government]The US fires 66 missiles at six al-Qaeda training camps in Afghanistan and 13 missiles at a pharmaceutical factory in Khartoum, Sudan, in retaliation for the US embassy bombings. [Washington Post, 10/3/2001] The US insists the attacks are aimed at terrorists “not supported by any state,” despite obvious evidence to the contrary. The Sudanese Al Shifa factory is hit in the middle of the night when it is unoccupied. Intelligence will later suggest that the factory had no links to bin Laden (see September 23, 1998). Between six and 30 people are killed in the Afghanistan attacks. But no important al-Qaeda figures die. [Observer, 8/23/1998; New Yorker, 1/24/2000; Wright, 2006, pp. 285] At least one of the missiles accidentally landed inside Pakistan and Pakistan may have been able to build their own cruise missile from examining the remains. There are additional reports that bin Laden was able to sell unexploded missiles to China for more than $10 million. [Wright, 2006, pp. 285] President Clinton is soon widely accused of using the missile strike to distract the US public from a personal sex scandal (see August 17-Late August 1998).

He talks to Michael Malinowski, office director for Pakistan, Afghanistan, and Bangladesh in the Bureau of South Asian Affairs. Although Mullah Omar does not threaten the US, he suggests that the missile strikes could spark more terrorist attacks. He says the Taliban is open to the idea of establishing a secure communication channel with US officials, possibly through the US embassy in Pakistan (there is no embassy in Afghanistan). The State Department comments, “Omar’s contact with a US official is rather remarkable, given his reclusive nature and his past avoidance of contact with all things American.” [US Department of State, 8/23/1998 pdf file; US Department of State, 1/14/2002] The US then sends the Taliban some evidence of bin Laden’s militant activities (see August 23, 1998), but it appears the secure communications channel never materializes.

After being asked by Taliban leader Mullah Omar (see August 22, 1998), the US sends the Taliban a cable about bin Laden’s activities. The cable states, “We have detailed and solid evidence that Osama bin Laden has been engaged and is still engaged in planning, organizing, and funding acts of international terror.” However, the sections on the various plots in which bin Laden is supposed to have been involved are brief and do not include supporting evidence. For example, the Yemen bombing in 1992 (see December 29, 1992) is described in a single sentence: “Bin Laden and his network conspired to kill US servicemen in Yemen who were on their way to participate in the humanitarian mission ‘Operation Restore Hope’ in Somalia in 1992.” [US Department of State, 8/23/1998 pdf file] Afghanistan’s supreme court will later acquit bin Laden of his involvement in the 1998 embassy bombings (see (October 25-November 20, 1998)) because of the US’s refusal to provide the court with the requested evidence.

Bin Laden’s satellite phone is being monitored by US intelligence at the time of the US embassy bombings in early August 1998 (see November 1996-Late August 1998 and 10:35-10:39 a.m., August 7, 1998).
Washington Times Article Falsely Blamed - On August 21, 1998, an article in the Washington Times says of bin Laden, “He keeps in touch with the world via computers and satellite phones…” The Washington Post will later note, “The information in the article does not appear to be based on any government leak and made no reference to government surveillance of bin Laden’s phone.” Other articles published on the same day make similar claims. However, it will become widely believed that this article causes bin Laden to stop using his satellite phone, which is being secretly monitored by the US (see November 1996-Late August 1998). [Washington Post, 12/20/2005] For instance, the 9/11 Commission will later blame this article and President Bush will repeat the story in late 2005. However, bin Laden’s use of a satellite phone was already widely publicized. For instance, in December 1996, Time magazine noted that bin Laden “uses satellite phones to contact fellow Islamic militants in Europe, the Middle East, and Africa.” In 1997, bin Laden actually talked in a CNN interview about his use of satellite phones.
First Mention that US Was Monitoring His Calls in September - It is only on September 7, 1998, after bin Laden apparently stopped using his phone, that the Los Angeles Times is the first newspaper to mention that the US is monitoring his calls. The article says that US authorities “used their communications intercept capacity to pick up calls placed by bin Laden on his Inmarsat satellite phone, despite his apparent use of electronic ‘scramblers.’” [Washington Post, 12/22/2005]
Bin Laden Tipped Off by Missile Strike? - One possible explanation is that bin Laden stops using his phone after the August 1998 missile strike aimed at him (see August 20, 1998) for fear that the phone was used as a homing device for the missiles. The phone was in fact used as a homing device, and Defense Secretary William Cohen publicly acknowledged this by early 2001. The missile strike took place just one day before the Washington Times article. [United Press International, 2/21/2001] In 1998, a US man named Tarik Hamdi delivered a new battery for bin Laden’s phone. A former head of the CIA’s Counter Terrorism Center has stated that the battery was somehow bugged to improve US monitoring of bin Laden (see May 28, 1998).
Bin Laden Tipped Off before the Strike? - Another possibility is that bin Laden stopped using his phone just before the missile strike. Sunday Times reporter Simon Reeve claims the Pakistani ISI warned him about the strike hours before it happened, and told him that his phone use was being monitored by the US (see August 20, 1998). Afghan tribal allies of the US apparently make some failed attempts to capture Osama bin Laden around this time. The 9/11 Commission will later report that during these two months: “[T]he tribals claimed to have tried at least four times to ambush bin Laden. Senior CIA officials doubted whether any of these ambush attempts actually occurred. But the tribals did seem to have success in reporting where bin Laden was.” [9/11 Commission, 7/24/2004, pp. 127] Michael Scheuer, head of the CIA’s bin Laden unit at the time, will later list a September 1998 attempt by the tribals to capture bin Laden north of Kandahar as one of the ten missed opportunities to capture him in 1998 and 1999. According to Saudi intelligence minister Prince Turki al-Faisal, he participates in a second meeting with Taliban leader Mullah Omar at this time. Supposedly, earlier in the year Omar made a secret deal with Turki to hand bin Laden over to Saudi Arabia (see June 1998) and Turki is now ready to finalize the deal. ISI Director Gen. Naseem Rana is at the meeting as well. But in the wake of the US missile bombing of Afghanistan (August 20, 1998), Omar yells at Turki and denies ever having made a deal. Turki leaves empty handed. [Wright, 2006, pp. 244] However, other reports stand in complete contrast to this, suggesting that earlier in the year Turki colluded with the ISI to support bin Laden, not capture him (see May 1996 and July 1998).

However, intelligence officials assert that they found financial transactions between bin Laden and the Military Industrial Corporation—a company run by the Sudan’s government. [New York Times, 9/23/1998; PBS Frontline, 2001] A soil sample is said to show that the pharmaceutical factory was producing chemical weapons, but many doubts about the sample later arise. [New York Times, 9/21/1998; New Yorker, 10/12/1998] Two anonymous US officials will later tell NBC that the soil sample was not taken at the factory, but across the street. It also comes to light that the person the US thought owned the factory in fact had sold it five months earlier. The Sudanese government asks for a US or UN investigation of the attack, but the US is not interested. [Randal, 2005, pp. 139-140] The US later unfreezes the bank accounts of the factory owner, Salah Idriss, and takes other conciliatory actions, but admits no wrongdoing. It is later learned that of the six camps targeted in Afghanistan, only four were hit, and of those, only one had definitive connections to bin Laden. Clinton declares that the missiles were aimed at a “gathering of key terrorist leaders,” but it is later revealed that the referenced meeting took place a month earlier, in Pakistan. Counterterrorism “tsar” Richard Clarke advocates an aggressive approach to dealing with terrorists and countries that harbor them, and says terrorists are likely to go after America’s “Achilles’ heel,” which is “in Washington… in New York,” and “throughout the country.” He makes these comments during a two-day conference on countering chemical and biological warfare, held in Washington, DC. Enemies Could Target Washington or New York - In his speech at the conference, Clarke says, “The United States can defeat in a conventional war any other military in the world.” Therefore: “Our enemies instead will use unconventional techniques, either exclusively or as a supplement to their attack. They will use terrorism. They will use cyber attack and information warfare. And they will use chem-bio attack.” He adds that America’s enemies “will go after our Achilles’ heel,” which is “in Washington. It is in New York. It is throughout the country. For no longer can we count as a nation on the two great oceans defending us from foreign attack here at home.”
US Willing to Take 'The First Step' - Clarke says that the US government has developed a strategy for dealing with chemical and biological weapons attacks, which includes an aggressive approach toward terrorist groups and rogue states. He says these groups and states “should know that those who engage in terrorist acts, including terrorist acts involving chemical and biological weapons, can be assured that they will pay a high price.” The government’s promise to them is “attack us and you will unleash a relentless and methodical machine against you.” Furthermore, Clarke says, the US is willing to act preemptively: “The United States reserves for itself the right of self-defense, and if that means our taking the first step, we will do so. We will not tolerate terrorist organizations acquiring or maintaining stockpiles of weapons of mass destruction.” [USIS Washington File, 10/8/1998]
US Will Target Countries that Harbor Terrorists - In an interview after his speech, Clarke emphasizes that countries that harbor these terrorist groups also risk being targeted by the US. He points to the recent missile attacks against Sudan in retaliation for the US embassy bombings in Africa (see August 20, 1998), and says the US will “definitely do something” about such countries. “The something depends on what the circumstances are.” [New York Times, 10/8/1998] Clarke will repeat his claim that the nation’s “Achilles’ heel” terrorists will come after is “here in the United States” in an April 2000 interview with the Washington Post (see April 2, 2000). President Clinton signs the Iraq Liberation Act of 1998 (ILA) into law. The act, which passed with overwhelming support from Democrats and Republicans in both the House and Senate, was written by Trent Lott (R-MS) and other Republicans with significant input from Ahmed Chalabi and his aide, Francis Brooke. [US Congress, 10/31/1998 pdf file; Washington Post, 1/25/2002; New Yorker, 6/7/2004] (Former Defense Intelligence Agency official Patrick Lang will later write that one of the driving goals behind the ILA is to revive the failed 1995 coup plans against Saddam Hussein, called “End Game”—see November 1993.) [Middle East Policy Council, 6/2004] The act makes it “the policy of the United States to support efforts to remove the regime headed by Saddam Hussein from power in Iraq and to promote the emergence of a democratic government to replace that regime.” To that end, the act requires that the president designate one or more Iraqi opposition groups to receive up to $97 million in US military equipment and nonlethal training. The act authorizes another $43 million for humanitarian, broadcasting, and information-collection activities. To be eligible for US assistance, an organization must be “committed to democratic values, to respect for human rights, to peaceful relations with Iraq’s neighbors, to maintaining Iraq’s territorial integrity, and to fostering cooperation among democratic opponents of the Saddam Hussein regime.” [US Congress, 10/31/1998 pdf file; Washington Post, 1/25/2002; New Yorker, 6/7/2004]
Chalabi Receives Millions from State Department - Chalabi’s Iraqi National Congress receives $17.3 million from the State Department to carry out what it calls the “collection and dissemination of information” about Saddam Hussein’s atrocities to the public. It will continue to receive hundreds of thousands per month from the Defense Department as well. [Mother Jones, 4/2006] However, the Clinton administration itself has little use for Chalabi. One administration official will say, “He represents four or five guys in London who wear nice suits and have a fax machine.” [Unger, 2007, pp. 160]
Zinni Warns of Legislation Presaging Military Action - While few in Washington see the ILA as presaging military action against Iraq, one who does is Marine Corps General Anthony Zinni, the commander of CENTCOM. As the bill works its way through Congress, Zinni tells some of his senior staff members that the bill is far more serious than most believe. It is much more than a sop for the pro-war crowd, Zinni believes, but in reality a first step towards an invasion of Iraq. In 2004, former ambassador Joseph Wilson will write, “He was, of course, right, but few were listening.” [Wilson, 2004, pp. 290]

Texas governor and possible presidential candidate George W. Bush’s “Iron Triangle” of (four, not three) political advisers—Karen Hughes, Karl Rove, Donald Evans, and Joe Allbaugh—are preparing for Bush’s entry into the 2000 presidential campaign. His biggest liability is foreign affairs: despite his conversations with Saudi Prince Bandar (see Fall 1997) and former security adviser Condoleezza Rice (see August 1998), he is still a blank slate (see Early 1998). “Is he comfortable with foreign policy? I should say not,” observes George H. W. Bush’s former national security adviser, Brent Scowcroft, who is not involved in teaching the younger Bush about geopolitics. Bush’s son’s only real experience, Scowcroft notes, “was being around when his father was in his many different jobs.” Rice is less acerbic in her judgment, saying: “I think his basic instincts about foreign policy and what need[…] to be done [are] there: rebuilding military strength, the importance of free trade, the big countries with uncertain futures. Our job [is] to help him fill in the details.” Bush himself acknowledges his lack of foreign policy expertise, saying: “Nobody needs to tell me what to believe. But I do need somebody to tell me where Kosovo is.” Rice and former Defense Secretary Dick Cheney assemble a team of eight experienced foreign policy advisers to give the younger Bush what author Craig Unger calls “a crash course about the rest of the world.” They whimsically call themselves the “Vulcans,” [Carter, 2004, pp. 269; Dubose and Bernstein, 2006, pp. 117; Unger, 2007, pp. 161-163] which, as future Bush administration press secretary Scott McClellan will later write, “was based on the imposing statue of Vulcan, the Roman god of fire and metalworking, that is a landmark in Rice’s hometown of Birmingham, Alabama.” [McClellan, 2008, pp. 85] The eight are:
bullet Richard Armitage, a hardliner and Project for a New American Century (PNAC) member (see January 26, 1998) who served in a number of capacities in the first Bush presidency;

Even though three solid neoconservatives are helping Bush learn about foreign policy, many neoconservatives see the preponderance of his father’s circle of realpolitik foreign advisers surrounding the son and are dismayed. Prominent neoconservatives such as William Kristol, Jeane Kirkpatrick, and James Woolsey will back Bush’s primary Republican opponent, Senator John McCain (R-AZ). [Carter, 2004, pp. 269; Dubose and Bernstein, 2006, pp. 117; Unger, 2007, pp. 161-163] Ivo Daalder and James Lindsay, both former National Security Council members, write in the book America Unbound: The Bush Revolution in Foreign Policy, that under the tutelage of the Vulcans, Bush adopts a “hegemonist” view of the world that believes the US’s primacy in the world is paramount to securing US interests. As former White House counsel John Dean writes in 2003, this viewpoint asserts, “[S]ince we have unrivalled powers, we can have it our way, and kick ass when we don’t get it.” [FindLaw, 11/7/2003; Carter, 2004, pp. 269]

Missile strikes are readied against him. [9/11 Commission, 7/24/2004, pp. 130-131] Gary Schroen, head of the CIA’s Pakistan office, e-mails CIA headquarters with the message, “Hit him tonight—we may not get another chance.” However, principal advisers to President Clinton agree not to recommend a strike because of doubts about the intelligence and worries about collateral damage. The military estimates the attacks will kill about 200 people, presumably most of them innocent bystanders. Schroen will later recall, “It struck me as rather insane, frankly. They decided not to attack bin Laden because he was in a building in fairly close proximity to a mosque. And they were afraid that some of the shrapnel was going to hit the mosque and somehow offend the Muslim world, and so they decided not to shoot on that occasion. That’s the kind of reason for not shooting that the policy maker, anyway, came up with endlessly.” [9/11 Commission, 3/24/2004; CBC, 9/12/2006] Later intelligence appears to show that bin Laden left before the strike could be readied, but some aware of the intelligence felt it was a chance that should have been taken anyway. [9/11 Commission, 7/24/2004, pp. 130-131] In the wake of this incident, officials attempt to find alternatives to cruise missiles, such a precision strike aircraft. However, US Central Command Chief General Anthony Zinni is apparently opposed to deployment of these aircraft near Afghanistan, and they are not deployed. [9/11 Commission, 3/24/2004]

According to US intelligence sources, Farouk Hijazi, the Iraqi ambassador to Turkey, visits Afghanistan in late 1998 after US cruise missiles are fired on al-Qaeda training camps following the bombings of the US embassies in Kenya and Tanzania. Hijazi, who is also a longtime intelligence officer, meets Osama bin Laden in Kandahar and extends an offer from Baghdad to provide refuge for him and Taliban leader Mullah Omar. Bin Laden reportedly rejects the offer because he doesn’t want his organization dominated by Saddam Hussein. After the 9/11 attacks, proponents of invading Iraq will claim the visit makes Hijazi a key link between Saddam Hussein and al-Qaeda. Hijazi will be captured by US troops in late April 2003 after the US/British invasion of Iraq begins. [Source: Think Progress (.org)]Prominent neoconservative Abram Shulsky, who worked under former Senator Henry “Scoop” Jackson (see Early 1970s), joins fellow neoconservative Gary Schmitt, the founder of the Project for the New American Century (PNAC - see January 26, 1998), in penning an essay called “Leo Strauss and the World of Intelligence.” Both are Strauss proteges, having studied under him at the University of Chicago. Strauss is considered an intellectual guiding light for neoconservative philosophy. Strauss, as Shulsky and Schmitt write, believed that all intelligence work essentially boils down to deception and counterdeception, as much with the governments and citizenry an intelligence agency ostensibly serves as with an enemy government or organization. Strauss viewed intelligence as a means for policymakers to attain and justify policy goals, not to describe the realities of the world. Intelligence is “the art of deception,” Strauss taught. Shulsky will go on to implement Strauss’s views in his work with the Office of Special Plans (see September 2002). [Middle East Policy Council, 6/2004]

Wissam al-Zahawie, Iraq’s ambassador to the Vatican, sets off on a trip to several African countries as part of an effort to convince African heads of state to visit Iraq. Saddam Hussein hopes that these visits will help break the embargo on flights to Iraq and undermine the UN sanctions regime. Zahawie’s first stop is Niger, where he meets with the country’s President Ibrahim Bare Mainassara for one hour. Mainassara promises that he will visit Baghdad the following April. (He is assasinated before he has an opportunity to do this.) [Sunday Herald (Glasgow), 7/13/2003; Independent, 8/10/2003; Time, 10/2/2003; New Yorker, 10/27/2003] In early 2002, the Italian military intelligence service, SISMI, will allege in a report (see February 5, 2002) sent to the US that the motive behind the visit is to discuss the future purchase of uranium oxide, also known as “yellowcake” (see October 15, 2001). [New Yorker, 10/27/2003] However, no one at this time suggests that the trip’s motives have anything to do with acquiring uranium. Zahawie’s trip is reported in the local newspaper as well as by a French news agency. The US and British governments are aware of the trip and show no concern about Niger, which is actively seeking economic assistance from the United States. [New Yorker, 10/27/2003] In 2003, al-Zawahie will tell British reporters: “My only mission was to meet the president of Niger and invite him to visit Iraq. The invitation and the situation in Iraq resulting from the genocidal UN sanctions were all we talked about. I had no other instructions, and certainly none concerning the purchase of uranium.” [Independent, 8/10/2003]

[Source: CBC]Intelligence reports foresee the presence of Osama bin Laden at a desert hunting camp in Afghanistan for about a week. Information on his presence appears reliable, so preparations are made to target his location with cruise missiles. However, intelligence also puts an official aircraft of the United Arab Emirates (UAE) and members of the royal family from that country in the same location. Bin Laden is hunting with the Emirati royals, as he does with leaders from the UAE and Saudi Arabia on other occasions (see 1995-2001). [9/11 Commission, 3/24/2004; Vanity Fair, 11/2004] According to Michael Scheuer, the chief of the CIA’s bin Laden unit, the hunting party has “huge fancy tents, with tractor trailers with generators on them to run the air-conditioning.” Surveillance after the camp is established shows the “pattern of bin Laden’s visits—he would come for evening prayers or he would come for dinner and stay for evening prayers.” [Shenon, 2008, pp. 192] Local informants confirm exactly where bin Laden will be in the camp on February 11, and a strike is prepared. [9/11 Commission, 3/24/2004; Vanity Fair, 11/2004] But policy makers are concerned that a strike might kill a prince or other senior officials, and that this would damage relations with the UAE and other Persian gulf countries. Therefore, the strike is called off. Bin Laden will leave the camp on February 12. A top UAE official at the time denies that high-level officials are there, but evidence subsequently confirms their presence. [9/11 Commission, 3/24/2004; Vanity Fair, 11/2004; Shenon, 2008, pp. 192] Scheuer will claim in 2004 that “the truth has not been fully told” about this incident. He will claim that the strike is cancelled because senior officials at the CIA, White House, and other agencies, decide to accept assurances from an unnamed Islamic country that it can acquire bin Laden from the Taliban. “US officials accepted these assurances despite the well-documented record of that country withholding help—indeed, it was a record of deceit and obstruction—regarding all issues pertaining to bin Laden” in previous years. [Atlantic Monthly, 12/2004] This may be a reference to Saudi Arabia. In mid-1998, the CIA called off a plan to capture bin Laden in favor of an ultimately unfulfilled Saudi promise to bribe the Taliban to hand bin Laden over (see May 1998). Many in US intelligence will be resentful over this missed opportunity and blame a conflict of interest with the Emirati royals (see Shortly After February 11, 1999).

Yellowcake.Yellowcake. [Source: CBC]Pakistani nuclear scientist A. Q. Khan takes a trip to West Africa. Ostensibly, he is going to oversee the construction of the Hendrina Khan Hotel in Timbuktu, Mali, which he bought the year before and is named after his wife, but it is believed that is just a cover for nuclear-related business. He spends several days in Khartoum, Sudan, where he is spotted touring the al-Shifa factory, bombed by the US the year before in response to al-Qaeda bombings in Africa (see August 20, 1998). In 2006, intelligence sources in India and Israel will claim that Khan actually partly owns the factory. Khan then travels to N’Djamena, the capital of Chad, Timbuktu in Mali, and Niamey, the capital of Niger. Niger has considerable uranium deposits and had been a major supplier of yellowcake uranium to Pakistan in the 1970s. Khan returns to Sudan, where he meets with the Sudanese president, and then returns to Pakistan. He is accompanied by his top nuclear aides and a number of Pakistani generals, and all expenses on the trip are paid for by the Pakistani government.
CIA Investigates Khan Trip - CIA undercover agent Valerie Plame Wilson learns about the trip, and the CIA is so concerned that it launches an investigation, especially to find out if Khan could be buying yellowcake from Niger. Plame Wilson’s husband Joseph Wilson, a former National Security Council official and US ambassador to the nearby country of Gabon who has close ties to important politicians in Niger, and who who has just set up a private consulting firm with a focus on advising clients who want to do business in Africa, is approached by officials from the CIA’s National Resources Division (NR) to visit Niger. The agency asks Wilson, who already has a business trip planned to West Africa, to find out what he can about Khan’s trip.
Illicit Uranium Sales Highly Unlikely - Wilson concludes that illicit uranium sales are very unlikely since the French government tightly controls Niger’s uranium mines and uranium sales. However, Khan’s trip does raise concern that he could be working with Osama bin Laden, because of his interest in the al-Shifa factory in Sudan, and because of intelligence that the hotel he owns in Timbuktu was paid for by bin Laden as part of a cooperative deal between them. The CIA writes and distributes a report on the trip. (In 2004, the Senate Intelligence Committee will erroneously conclude that the CIA did not distribute the Wilson-Niger report—see July 9, 2004.) Wilson will keep this trip secret, even refusing to mention it in his 2004 memoir The Politics of Truth, presumably because he signed a confidentiality agreement with the CIA. In 2002, he will return to Niger to investigate if Saddam Hussein could be buying uranium in Niger (see February 21, 2002-March 4, 2002). That will lead to the eventual outing of his wife Plame Wilson’s status as a CIA agent. [Levy and Scott-Clark, 2007, pp. 283-285, 516; Wilson, 2007, pp. 358-360]

Andrew Krepinevich, Executive Director of the Center for Strategic and Budgetary Assessments, testifies before the Senate Armed Services Subcommittee on Emerging Threats and Capabilities: “There appears to be general agreement concerning the need to transform the US military into a significantly different kind of force from that which emerged victorious from the Cold and Gulf Wars. Yet this verbal support has not been translated into a defense program supporting transformation… the ‘critical mass’ needed to effect it has not yet been achieved. One may conclude that, in the absence of a strong external shock to the United States—a latter-day ‘Pearl Harbor’ of sorts—surmounting the barriers to transformation will likely prove a long, arduous process.” [US Congress, 3/5/1999] This is very similar to what strategists at PNAC have said (see June 3, 1997).

As the presidential campaign of Texas Governor George W. Bush takes shape, many in the media assume that a Bush presidency would be much like the father’s: moderate and centrist with a pronounced but not extreme rightward tilt. Bush will be “on the 47-yard line in one direction,” says former Clinton counsel Lanny Davis, while Democratic contender Al Gore is “on the 47-yard line in the other.” But while the media continues to pursue that story, the hardliners and neoconservatives surrounding Bush (see December 1998 - Fall 1999) are working quietly to push their favored candidate much farther to the right, especially in foreign affairs, than anyone suspects. Two of the Bush campaign’s most prominent advisers, Richard Perle and Paul Wolfowitz, are making regular and secret visits to the governor’s mansion. “They were brought in and out under very tight security,” a source in the governor’s office will later recall. “They snuck in and snuck out. They didn’t hold press conferences. [Bush political adviser Karl] Rove didn’t want people to know what they were doing or what they were saying.” [Unger, 2007, pp. 165-168]
Bush is Willing to be Educated - Perle, like many other neoconservatives, is pleased that the younger Bush may well not be a repeat of the moderate policy stances of the father. “The first time I met [George W. Bush]… two things became clear,” Perle will recall in 2004. “One, he didn’t know very much. The other was that he had the confidence to ask questions that revealed he didn’t know very much.” [Slate, 5/7/2004] Perle will continue: “Most people are reluctant to say when they don’t know something—a word or a term they haven’t heard before. Not him.” A State Department source will put it more bluntly: “His ignorance of the world cannot be overstated.”
Rice a 'Fellow Traveler' with Neoconservatives - One of Bush’s most diligent tutors is Condoleezza Rice, a former Bush administration official. Former National Security Adviser Brent Scowcroft, who had mentored Rice, wrongly expects her to tutor Bush in his own “realist” world view, but Rice is far more aligned with the neoconservatives than Scowcroft realizes (see April-May 1999). “She was certainly a fellow traveler,” the State Department source will say. “She came at it more with a high-level academic approach while the other guys were operational. [Her role] was a surprise to Scowcroft. She had been a protege and the idea that she was going along with them was very frustrating to him.” The absence of retired General Colin Powell, one of the elder Bush’s most trusted and influential moderates, is no accident (see April-May 1999). “That’s a critical fact,” the State Department source will observe. “The very peculiar personal relationship between Rice and Bush solidified during those tutorials, and Wolfowitz established himself as the intellectual face of the neocons and the whole PNAC crew” (see June 3, 1997).
Wolfowitz: Redrawing the Map of the Middle East - Wolfowitz teaches Bush that the Israeli-Palestinian conflict is only incidental to the larger issues engulfing the Middle East (see March 8, 1992). The State Department source will recall: “Wolfowitz had gotten to Bush, and this is where Bush thought he would be seen as a great genius. Wolfowitz convinced him that the solution to the Israeli-Palestinian conflict was to leap over this constant conflict and to remake the context in which the conflict was taking place; that democracies don’t fight each other. [He convinced Bush] that the fundamental problem was the absence of democracy in the Middle East, and therefore we needed to promote democracy in the Middle East, and out of that there would be a solution to the Israeli-Palestinian conflict.” The US must, Wolfowitz says, exert its moral and military might to eliminate the brutal dictators in the region and replace them with Western-style democratic leaders. Wolfowitz believes “[t]he road to peace in Jerusalem,” as author Craig Unger will write, “run[s] through Baghdad, Damascus, even Tehran.” It is unclear if Bush grasps the full implications of the theories of Wolfowitz and Rice. Certainly the idea of this “reverse domino theory,” as Unger will call it, is far different from anything previously espoused in US foreign affairs—a permanent “neo-war,” Unger will write, “colossal wars that would sweep through the entire Middle East and affect the world.” [Unger, 2007, pp. 165-168]

Former President George H. W. Bush, a former director of the CIA, speaks at the dedication ceremony of the new intelligence center bearing his name. In the course of his speech, Bush says: “We need more human intelligence. That means we need more protection for the methods we use to gather intelligence and more protection for our sources, particularly our human sources, people that are risking their lives for their country.… I have nothing but contempt and anger for those who betray the trust by exposing the name of our sources. They are, in my view, the most insidious, of traitors.” [Central Intelligence Agency, 4/26/1999] These remarks will later be unearthed in conjunction with the White House’s leaking of the identity of covert CIA agent Valerie Plame Wilson (see June 23, 2003, July 7, 2003, 8:30 a.m. July 8, 2003, July 8, 2003, 11:00 a.m. July 11, 2003, Late Afternoon, July 12, 2003, and Before July 14, 2003), and the publication of her name and status by conservative columnist Robert Novak (see July 14, 2003).

US intelligence obtains detailed reporting on where bin Laden is located for five consecutive nights. CIA Director Tenet decides against acting three times, because of concerns about collateral damage and worries about the veracity of the single source of information. Frustration mounts. Michael Scheuer, head of the CIA’s Bin Laden Unit, writes to a colleague in the field, “having a chance to get [bin Laden] three times in 36 hours and foregoing the chance each time has made me a bit angry…” [Coll, 2004, pp. 450; 9/11 Commission, 3/24/2004; 9/11 Commission, 7/24/2004, pp. 140] An unnamed senior military officer later complains, “This was in our strike zone. It was a fat pitch, a home run.” However, that month, the US mistakenly bombed the Chinese Embassy in Belgrade, Yugoslavia, due to outdated intelligence. It is speculated Tenet was wary of making another mistake. [Atlantic Monthly, 12/2004] There is one more opportunity to strike bin Laden in July 1999, but after that there is apparently no intelligence good enough to justify considering a strike. A businessman reportedly approaches Nigerien Prime Minister Ibrahim Mayaki and insists that he meet with an Iraqi delegation to discuss “expanding commercial relations” between Niger and Iraq. Mayaki reportedly interprets “expanding commercial relations” to mean that Iraq is interested in discussing uranium sales. According to Mayaki, he does meet the delegation but avoids discussion of trade issues because of UN sanctions on the country. They reportedly never discuss what the businessman had meant when he said Iraq was interested in “expanding commercial relations.” [US Congress, 7/7/2004] A US embassy official later tells former ambassador Joseph Wilson, who himself will visit Niger to determine the facts behind American concerns that Iraq is attempting to secure Nigerien uranium (see Fall 1999), that Mayaki is extremely wary of dealing with Iraq, and keeps the conversations on very general levels. The Iraqi may have wanted to discuss uranium, the embassy official later recalls, but nothing is ever said on the subject. Wilson later learns from the official that Mayaki speaks to the Iraqi information minister, Muhammad Saeed al-Sahhaf, disparagingly called “Baghdad Bob” by the Americans. At the time, Wilson is not aware of the Iraqi’s identity, so he does not include the name in his report to the CIA. [Wilson, 2004, pp. 27-28] Alan Foley, the director of the CIA’s Nonproliferation Center (see February 5, 2003), will later tell a reporter that an item in Wilson’s report (see March 4-5, 2002) leads him to believe that there may be some truth to the Iraq-Niger allegations. Writing about Foley’s assertion in 2004, Wilson says he believes that Foley is referring to the 1999 conversation between the embassy official and al-Sahhaf. Wilson will ask, “Could it be that we went to war over a conversation in which the word ‘uranium’ was not spoken at all?” The Nigerien official later tells Wilson that he wondered if al-Sahhaf might have intended to ask about a possible uranium deal in subsequent conversations. “Was that the smoking gun that could supposedly have become a mushroom cloud?” Wilson will ask. “And so is it possible that, because of that non-conversation, [thousands of] Americans have been killed, and [billions] of national treasure spent?” [Wilson, 2004, pp. 424]

President Clinton signs the National Missile Defense Act of 1999 (NMDA), which states in its entirety, “It is the policy of the United States to deploy as soon as is technologically possible an effective National Missile Defense system capable of defending the territory of the United States against limited ballistic missile attack (whether accidental, unauthorized, or deliberate).” The NMDA mandates that the US will deploy some sort of missile defense system (see March 23, 1983 and January 29, 1991), but Clinton will refuse to order the system’s deployment in 2000, in part because it has failed its tests and in part because to deploy the system would require the US to withdraw from the 1972 Anti-Ballistic Missile Treaty (see May 26, 1972), a move Clinton is unwilling to make. Clinton will acknowledge that the US makes its own national security decision, but will add, “We can never afford to overlook the fact that the actions and reactions of others in this increasingly interdependent world do bear on our security.” [US Senate, 7/22/1999; White House, 7/22/1999; Scoblic, 2008, pp. 173-174]

Former ambassador Joseph Wilson, who has spent much of his political career representing the US in West Africa, visits Niger at the behest of the CIA to investigate what a Senate investigation (see July 9, 2004) will later call “uranium-related matters.” Wilson is chosen in part because his wife, covert CIA official Valerie Plame Wilson, suggested that since he was going to Niger on business in the near future, he “might be willing to use his contacts in the region” to obtain information. The CIA is interested in a meeting between Niger’s former prime minister, Ibrahim Mayaki, and a delegation from Iraq to discuss “expanding commercial relations” between the two nations. Wilson will later say that the subject of uranium never comes up in a meeting he has with Mayaki (see May 2, 2004). However, CIA analysts will interpret Wilson’s information to mean that Mayaki “interpreted ‘expanding commercial relations’ to mean that the [Iraqi] delegation wanted to discuss uranium yellowcake sales.” The CIA will believe that Wilson’s report bolsters its own suspicions that Iraq is attempting to buy yellowcake uranium from Niger. Bush warns of new threats, including terrorism and missile proliferation, and calls for sweeping military reforms. [CNN, 9/23/1999; New York Times, 9/24/1999] Says Bush: “We see the contagious spread of missile technology and weapons of mass destruction.… Add to this [missile threat] the threat of biological, chemical, and nuclear terrorism—barbarism emboldened by technology. These weapons can be delivered, not just by ballistic missiles, but by everything from airplanes to cruise missiles, from shipping containers to suitcases.… Our first line of defense is a simple message: Every group or nation must know, if they sponsor such attacks, our response will be devastating.… And there is more to be done preparing here at home. I will put a high priority on detecting and responding to terrorism on our soil.” Bush also calls for military change in terms reminiscent of the “revolution in military affairs” (RMA) movement. RMA advocates say that future wars will require a more mobile, agile, and technologically advanced military (see October 29, 2001). “This opportunity [to project America’s influence] is created by a revolution in the technology of war. Power is increasingly defined, not by mass or size, but by mobility and swiftness. Influence is measured in information, safety is gained in stealth, and force is projected on the long arc of precision-guided weapons. This revolution perfectly matches the strengths of our country—the skill of our people and the superiority of our technology. The best way to keep the peace is to redefine war on our terms.” [Citadel, 9/23/1999] Bush’s speech is praised by the neoconservative think tank, the Project for the New American Century, which says: “[T]he passages on innovation, or the revolution in military affairs, provided the most thoroughly developed ideas in the speech.… Bush lends impetus to the stalled effort to transform the US military to meet future challenges.” [Project for the New American Centry, 9/24/2004] General Richard Myers, the current vice chairman of the Joint Chiefs of Staff, will later recall, “Reading a newspaper account of The Citadel speech, I saw that Bush had done his homework and was passionate about making our military more relevant in the 21st century.” [Myers, 2009, pp. 119] On December 11, 2001, Bush will return to The Citadel as the president of a nation at war and say: “In September 1999, I said here at The Citadel that America was entering a period of consequences that would be defined by the threat of terror and that we faced a challenge of military transformation. The Senate, led by Republican opponents such as Jesse Helms (R-NC), votes not to ratify the UN’s Comprehensive Test Ban Treaty banning the testing of nuclear weapons (see September 10, 1996). This is the first time in 80 years that the Senate has refused to ratify a security-related treaty. Helms and other Senate Republicans do not wish to give up the US’s ability to test nuclear weapons if desired, nor do they want to impede the continued development of the “Star Wars” / “Brilliant Pebbles” missile defense system (see March 23, 1983 and January 29, 1991). [Federation of American Scientists, 12/18/2007; Scoblic, 2008, pp. 169] The Times of India notes that many of the opposing senators fear “that abandoning forever the right to conduct explosive nuclear tests will undermine the hegemonic position of the US. The world is virtually unipolar today and they would like to keep it that way.” But, the Times goes on to observe: “The irony is that President Bill Clinton wants the CTBT for precisely the same reason. For all his administration’s propaganda about disarmament, the CTBT is intended to lock in to place the technological lead the US has over other nuclear weapon states in terms of weapon designs and delivery systems.” [Times of India, 10/16/1999] The head of the International Atomic Energy Agency, Mohamed ElBaradei, will later say, “The Senate vote against the ban on nuclear tests was a devastating blow to our efforts to gain acceptance of more intrusive inspections of nuclear facilities around the world.” [Scoblic, 2008, pp. 277]

Iraqi defector “Curveball.”Iraqi defector “Curveball.” [Source: ABC News]“Curveball,” an Iraqi in his late 20s later identified as Rafid Ahmed Alwan (see November 4, 2007), travels to Germany on a tourist visa and applies for political asylum, telling German immigration officials that he embezzled money from the Iraqi government and fears prison or worse if he returns home. The Germans send him to Zirndorf, a refugee center near Nuremberg, where other Iraqi exiles seeking German visas are being held. There, he changes his story, telling German intelligence (BND) officers that he was a chemical engineer (see 1994) who had been promoted to direct a secret mobile biological weapons plant at Djerf al Nadaf, just outside of Baghdad. The plant masqueraded as a “seed purification plant,” he claims. Curveball tells the Germans that in Iraq, he designed laboratory equipment to convert trucks into biological weapons laboratories. He offers the names of six sites where Iraq might be hiding them, three of which, he says, are already in operation. He also says that a farm program to boost crop yields is a front for Hussein’s new biological weapons production program. He tells the Germans of a warehouse at the plant that housed trucks; the trucks had been equipped to create and transport biological weapons. His story dovetails with the long-held fears by Western intelligence agencies that Saddam Hussein was cooking up biological and chemical weapons; the Germans stash him away, nickname him “Curveball,” and interrogate him every few days for the next eighteen months (see January 2000-September 2001). Curveball refuses to meet with Americans; therefore, only summaries of his debriefings will be sent to Washington. CIA analysts will be mesmerized by Alwan’s information. Former senior CIA official Tyler Drumheller recalls in late 2007, “Curveball was the one piece of evidence where they could say, ‘Look at this. If they have this capability, where they can transport biological weapons, anthrax, all these horrible weapons, they can attack our troops with them. They can give them to terrorist groups.’” Most arresting is Curveball’s story that in 1998 he saw an accidental release of a biological weapon that killed 12 people. His story is almost entirely false. [Los Angeles Times, 11/20/2005; CBS News, 11/4/2007] Vincent Cannistraro, former head of the CIA’s Counter Terrorism Center, will tell the New Yorker in 2004 that the CIA believes that Aras Habib, the INC intelligence chief later accused of providing US intelligence to Iran, played a part in Curveball’s going to Germany. “The CIA is positive of it,” he says. [New Yorker, 6/7/2004]
bullet Bob Drogin, author of the 2007 book Curveball: Spies, Lies and the Con Man Who Caused a War, will write that Curveball gives the Germans detailed diagrams of germ-making equipment, fermenters, mixing vats, controllers, and other items, which appear “plausible,” even though they can’t be reverse-engineered to “brew anthrax” or “build a bio-lab in a garage.” Instead, he will write, Curveball’s inconsistent information will be “interpreted, summarized, reformatted and analyzed at every stage,” but will never be verified. Drogin will call the entire affair “the dark side of intelligence,” and will write that, to the CIA’s top officials, the risk of going so far on uncorroborated evidence would take care of itself once US forces found the fabled Iraqi WMDs. Once the weapons were in hand, Drogin will write, they will figure “no one would remember a bogus defector.” As a CIA supervisor will later e-mail to a frustrated agency whistleblower, “Let’s keep in mind the fact that this war’s going to happen regardless of what Curveball said or didn’t say, and that the Powers That Be probably aren’t terribly interested in whether Curveball knows what he’s talking about.” [Los Angeles Times, 10/21/2007]

In the winter of 1999, a covert four-man CIA and NSA team arrives in the part of Afghanistan controlled by the Northern Alliance. They set up a listening post within range of al-Qaeda’s tactical radios. The Northern Alliance is shown how to run it, and then the team leaves. [Washington Post, 12/19/2001; Miniter, 2003, pp. 197-198] In March 2000, CIA agent Gary Berntsen leads a small CIA team into Northern Alliance territory (see March 2000). While there, they improve the existing listening post and set up a new one closer to Taliban-controlled territory. [Berntsen and Pezzullo, 2005, pp. 57-61] The US makes little use of the intelligence gained from these intercepts, leading Northern Alliance leader Ahmed Shah Massoud to conclude that the US is “not serious” about getting bin Laden. Antonio Nucera, deputy chief of the SISMI center in Viale Pasteur in Rome and one of Italy’s foremost experts on WMD, telephones Rocco Martino, an Italian information peddler and former SISMI agent. Nucera tells Martino of a SISMI intelligence asset working in the Niger Embassy in Rome who is in need of money and who can provide him with documents to sell. [Sunday Times (London), 8/1/2004; Financial Times, 8/2/2004; Il Giornale (Rome), 9/21/2004; La Repubblica (Rome), 10/24/2005; Il Giornale (Rome), 11/6/2005] According to Martino, “SISMI wanted me to pass on the documents but they didn’t want anyone to know they had been involved.” [Sunday Times (London), 8/1/2004; Financial Times, 8/2/2004] Martino, who left the agency in 1999, has a long history of peddling information to other intelligence services in Europe, including France’s DGSE. He is weathering financial difficulties, and Nucera’s proposal may be a lucrative one. Nucera tells Martino about a longtime Italian “asset” in the Nigerien embassy in Rome, a woman of around 60 with a low-level position there. The woman will later be dubbed “La Signora” by the Italian press, and be identified as Laura Montini, the Nigerien ambassador’s assistant. Nucera suggests that Martino can possibly use her as SISMI had, paying her to pass on documents stolen or copied from the Nigerien embassy (see January 2, 2001) and March 2007). Italian information peddler Rocco Martino agrees to pay Laura Montini, an employee at the Niger embassy in Rome, the sum of £350 per month in exchange for any documents that might shed light on rumours that “rogue states” are trying to acquire uranium from Niger (see Between 1999 and 2000). Martino wants to sell the documents to the French who are investigating the rumours. France is concerned about the security of a French consortium that controls Niger’s only two uranium mines. Martino has reportedly been on French intelligence’s payroll since 1999 (see June or July 1999). Martino learned of Montini through his friend Antonio Nucera, deputy chief of the SISMI center in Viale Pasteur in Rome (see Early 2000). Up until this point, Montini, age 60, has been working as an informant for Italian intelligence. She goes by the name “La Signora.” [Sunday Times (London), 8/1/2004; Financial Times, 8/2/2004; La Repubblica (Rome), 10/24/2005; Marshall, 11/10/2005; Sunday Times (London), 4/9/2006; Vanity Fair, 7/2006, pp. 150] One of the first documents she gives to Martino is one relating to Wissam al-Zahawie’s 1999 visit to Niger (see February 1999). Martino reportedly passes the document on to the French. [Sunday Times (London), 4/9/2006] Over the next several months, La Signora reportedly provides Martino with numerous documents—a “codebook,” a dossier including a mixture of fake and genuine documents, and then finally, a purported agreement between Niger and Iraq on the sale of 500 tons of uranium oxide, also known as “yellowcake.” [Marshall, 11/10/2005]

[Source: CNN]After the San Jose Mercury News reports on a February symposium where the commander of an Army psyops (psychological operations) unit discussed how Army psyops personnel have worked closely with the US news network CNN (see Early February, 2000), journalist Amy Goodman discusses the issue with three guests: Dutch journalist Abe De Vries, who first broke the story; liberal columnist Alexander Cockburn, who wrote about it in the Mercury News and in his own publication, Counterpunch; and CNN senior executive Eason Jordan. De Vries says he originally read of the symposium in a newsletter published by a French intelligence organization, and confirmed it with Army spokespersons. Cockburn says that after he wrote about it in his publication, he was contacted by an “indignant” Jordan, who called the story “a terrible slur on the good name of CNN and on the quality of its news gathering.” Cockburn says that he, too, confirmed that Army psyops personnel—“interns,” Jordan told Cockburn—worked for several weeks at CNN, but the network “maintains stoutly, of course, that these interns, you know, they just were there making coffee or looking around, and they had no role in actually making news.” Goodman asks Jordan about the story, and he insists that the Army personnel were nothing more than unpaid interns who “functioned as observers” and were “always under CNN supervision. They did not decide what we would report, how we would report it, when we would report something.…[T]hey had no role whatsoever in our Kosovo coverage and, in fact, had no role whatsoever in any of our coverage.” Jordan says that allowing them into CNN was a mistake that the network will not repeat. Jordan says that the psyops personnel merely wanted “to see how CNN functioned, as a lot of people from around the world do. We have observers here from all over the world.” He insists that no one in his division—news gathering—knew about the psyops personnel serving as interns until the program was well underway, and that once they found out about it, they brought it to a halt “within a matter of days.” Cockburn points out that from De Vries’s reporting, the Army was “obviously pleased” by their ability to insert personnel inside one of the nation’s largest news organizations. Cockburn says that it isn’t a matter of the Army personnel conducting some sort of “spy novel” operation inside CNN, but a matter of building relationships: “[T]he question is really, you know, the way these things work. If people come to an office, and they make friends at the office, then the next time they want to know something, they know someone they can call up. A relationship is a much more subtle thing than someone suddenly running in and writing [CNN correspondent Christiane] Amanpour’s copy for her.” Jordan says the entire idea of the US military influencing news coverage is “nonsense” (see April 20, 2008 and Early 2002 and Beyond). Goodman counters with a quote from an Army psyops training manual: “Capture their minds, and their hearts and souls will follow.… Psychological operations, or PSYOP, are planned operations to convey selected information and indicators to audiences to influence their emotions, motives, objective reasoning and ultimately the behavior of organizations, groups and individuals. Used in all aspects of war, it’s a weapon whose effectiveness is limited only by the ingenuity of the commander using it. A proven winner in combat and peacetime, PSYOP is one of the oldest weapons in the arsenal of man. It’s an important force, protector, combat multiplier and a non-lethal weapons system.” [Democracy Now!, 3/24/2000]

Counterterrorism “tsar” Richard Clarke warns of the danger posed by Osama bin Laden and of the risk of a terrorist attack within the United States, and argues for an aggressive anti-terrorism strategy. His views are reported by the Washington Post, which calls him “one of the least known but most controversial members of [President] Clinton’s national security team,” who has “played a key role both in defining the new post-Cold War security threats to the United States and coming up with a response.” The Post says the central idea behind Clarke’s thinking is that “a new breed of global terrorist—embodied by bin Laden—has developed the ruthlessness and resources to carry its war to American soil.” These terrorists, Clarke says, “will come after our weakness, our Achilles heel, which is largely here in the United States.” Clarke “compares the current threat of global terrorism with the situation faced by Western democracies in the period leading up to World War II, when appeasement carried the day.” He is critical of those who are skeptical about the danger of a chemical or biological terrorist attack, saying: “The notion that this is an analytical problem and one can quantify the threat is naive.… We don’t know how many bio labs there are out there, how many tons of chemical agents. Frankly, it will only take one.” Clarke wants aggressive action to prevent terrorist attacks against Americans. He says: “We should have a very low barrier in terms of acting when there is a threat of weapons of mass destruction being used against American citizens. We should not have a barrier of evidence that can be used in a court of law.” Referring to bin Laden, he adds: “It’s not enough to be in a cat-and-mouse game, warning about his plots. If we keep that up, we will someday fail. We need to seriously think about doing more. Thomas Barnett, a senior strategic researcher at the Naval War College, is its director. [Barnett, 2004, pp. 5, 46; C-SPAN, 5/30/2004]
Three Workshops Are Held at the WTC - The project involves three day-long workshops being held at Windows on the World, the restaurant on the 107th floor of the North Tower of the WTC, where Cantor Fitzgerald has its main offices. [Barnett and Hayes, 5/18/2001; Naval War College, 11/5/2001] Each workshop is attended by about 30 participants, including “Wall Street CEOs, subject matter experts from academia and think tanks, and national security heavyweights from the White House and from the Pentagon,” according to Barnett. Workshops Examine 'the Threats That Could Derail' Globalization - The first workshop focuses on “Asian energy futures” and is held on May 1, 2000; the second workshop is focused on “foreign direct investment” and held on October 16, 2000; and the third workshop, focused on “Asian environmental solutions,” is held on June 4, 2001. [Barnett and Hayes, 5/18/2001; Naval War College, 11/5/2001] In the workshops, according to Barnett, participants look at “what it meant to integrate developing Asia in this ever-expanding global economy and how that would impact our definitions of the future of the world.” [Institute of International Studies, 3/8/2005] They discuss “globalization’s future and the threats that could derail it.” The briefings that result from the workshops are issued throughout the Pentagon. Unidentified Spies Attend the Second Workshop - Three mysterious spies turn up at the second workshop. They do not participate in the event or interact with anyone, but just observe. Despite having a top secret clearance, Barnett is not allowed to know their identities. He will later suggest that the reason the spies attend is because this particular workshop is about the future of foreign direct investment in Asia, and since the Pentagon and the intelligence community have developed “a laserlike focus on China as the ‘rising near-peer competitor,’” the spies are there to give their employer “another chance to line up China’s future in their sights.” [Barnett, 2004, pp. 224-225]
Project Director Regularly Visits the Pentagon - Barnett visits the WTC two or three dozen times between 1998 and 2001 due to his work with the Naval War College in collaboration with Cantor Fitzgerald. The last of these visits will take place around four days before 9/11. He also visits the Pentagon regularly due to his work with the New Rule Sets Project. He will originally be scheduled to hold a briefing a week after 9/11 at the Navy Command Center—an area of the Pentagon that is mostly destroyed when the building is attacked on September 11. And he will originally be scheduled to attend a meeting at the WTC two weeks after 9/11. [Washington Post, 1/20/2002; Barnett, 2004, pp. 46-47; C-SPAN, 5/30/2004]
Director's Research Becomes 'Grand Strategy' after 9/11 - The New Rule Sets Project apparently serves as good preparation for the challenges of the post-9/11 world. Barnett will describe 9/11 as a “shock to the system for the US political system and the national security community” that effectively tells them, “Here’s a new way of thinking about crisis and instability and threats in the world, and we have got to have new rules for dealing with this.” [C-SPAN, 5/30/2004] He will write that after 9/11, his research with the New Rule Sets Project “immediately shifted from grand theory to grand strategy.” Within weeks of 9/11, he will be installed as the assistant for strategic futures in Secretary of Defense Donald Rumsfeld’s newly created Office of Force Transformation (see October 29, 2001). Many Cantor Fitzgerald Employees Die on 9/11 - The New Rule Sets Project has evolved out of a series of “economic security exercises” run by the Naval War College and Cantor Fitzgerald, which explored the relationship between national security and economic issues (see October 1997-May 1999). [Barnett and Hayes, 5/18/2001] Cantor Fitzgerald will suffer the greatest single loss by any company on 9/11, with 658 of its employees dying in the North Tower of the WTC. [Business Week, 9/10/2006] But Barnett’s two mentors at the firm—William Flanagan, a senior managing director, and Philip Ginsberg, an executive vice president—will be out of the building at the time of the attacks for “accidental reasons” and therefore survive. Bush allegedly tells Osama Siblani, publisher of an Arab American newspaper, that if he becomes president he will remove Saddam Hussein from power. “He told me that he was going to take him out,” Siblani says in a radio interview on Democracy Now! almost five years later. Siblani will also recall that Bush “wanted to go to Iraq to search for weapons of mass destruction, and he considered the regime an imminent and gathering threat against the United States.” As Siblani will later note, as a presidential candidate Bush has no access to classified intelligence on Iraqi weapons programs. [Source: US Defense Department] (click image to enlarge)The US Defense Department publishes its new long-term blueprint for the future, entitled “Joint Vision 2020.” As a Defense Department press release points out, “‘Full-spectrum dominance’ is the key term” in the plan. “Full-spectrum dominance means the ability of US forces, operating alone or with allies, to defeat any adversary and control any situation across the range of military operations.” [American Forces Press Service, 6/2/2000] The term comes from US Space Command’s “Vision for 2020” in 1998, which spoke of “dominating the space dimension of military operations to protect US interests and investment.” Author Peter Dale Scott will later note this represents an important shift from a policy of containing or rolling back the Soviet Union to “full-spectrum dominance of the globe” in order to achieve “global economic integration on American terms, [including] the opening of foreign markets to US investment.” [Scott, 2007, pp. 19-20] Scott will also note that the similarity between this blueprint and a report published by the Project for the New American Century (PNAC) think tank several months later “was not coincidental,” since it was built on a 1992 draft report written by some of the same people involved in the PNAC report, such as Paul Wolfowitz and I. Lewis Libby. The PNAC report calls itself a “blueprint” for the “creation of a ‘global Pax Americana’” (see September 2000). [Scott, 2007, pp. 24]

The document, titled Rebuilding America’s Defenses: Strategies, Forces and Resources for a New Century, was written for the George W. Bush team even before the 2000 presidential election. It was written for future Vice President Cheney, future Defense Secretary Rumsfeld, future Deputy Defense Secretary Paul Wolfowitz, Florida Governor and Bush’s brother Jeb Bush, and Cheney’s future chief of staff Lewis Libby. Plans to Overthrow Iraqi Government - The report calls itself a “blueprint for maintaining global US preeminence, precluding the rise of a great power rival, and shaping the international security order in line with American principles and interests.” The plan shows that the Bush team intends to take military control of Persian Gulf oil whether or not Saddam Hussein was in power and should retain control of the region even if there is no threat. It says: “The United States has for decades sought to play a more permanent role in Gulf regional security. While the unresolved conflict with Iraq provides the immediate justification, the need for a substantial American force presence in the Gulf transcends the issue of the regime of Saddam Hussein.” The report calls for the control of space through a new “US Space Forces,” the political control of the internet, the subversion of any growth in political power of even close allies, and advocates “regime change” in China, North Korea, Libya, Syria, Iran and other countries. It also mentions that “advanced forms of biological warfare that can ‘target’ specific genotypes may transform biological warfare from the realm of terror to a politically useful tool” (see February 7, 2003). Bush Will Claim a 'Humble' Foreign Policy Stance - One month later during a presidential debate with Al Gore, Bush will assert that he wants a “humble” foreign policy in the Middle East and says he is against toppling Saddam Hussein in Iraq because it smacks of “nation building” (see October 11, 2000). Around the same time, Cheney will similarly defend Bush’s position of maintaining President Clinton’s policy not to attack Iraq, asserting that the US should not act as though “we were an imperialist power, willy-nilly moving into capitals in that part of the world, taking down governments.” [Washington Post, 1/12/2002] Author Craig Unger will later comment, “Only a few people who had read the papers put forth by the Project for a New American Century might have guessed a far more radical policy had been developed.” [Salon, 3/15/2004] A British member of Parliament will later say of the PNAC report, “This is a blueprint for US world domination—a new world order of their making. These are the thought processes of fantasist Americans who want to control the world.” [Sunday Herald (Glasgow), 9/7/2002] Both PNAC and its strategy plan for Bush are almost virtually ignored by the media until a few weeks before the start of the Iraq war (see February-March 20, 2003).

North Korean leader Kim Jong Il invites Clinton administration officials to Pyongyang, offering to sign a treaty banning the production of long-range missiles and the export of all missiles (see October 21, 1994). Secretary of State Madeleine Albright represents the US. Clinton administration officials at the negotiations between Albright and Kim acknowledge that the North Korean is, in reporter Fred Kaplan’s words, “clearly one of the world’s battier leaders,” yet they will recall his negotiations as quite sound. Clinton’s chief negotiator Robert Einhorn will later recall, “He struck me as a very serious, rational guy who knew his issues pretty well.” Albright’s policy coordinator, Wendy Sherman, will agree. “There were 14 unresolved issues, and he sat with the secretary, answering all her questions.” Einhorn will add: “When Albright presented him with the questions, at first he looked a little puzzled, as if he hadn’t known about them. Albright offered to give him time to look them over, but he said, ‘No, no, I can do this.’ He went down the list, one by one, and gave specific explanations. For example, on the question of missile exports, ‘Yes, I mean no exports of missiles of any range.’ And ‘Yes, I mean to ban the export of missile technology, not just the missiles.’ On issues where it was clear he didn’t want to be drawn out yet, he skipped over them. He understood where he wanted to be clear and where he wasn’t going to be.” The negotiations bear no fruit; Clinton chooses to spend the final weeks of his presidency working towards a peace treaty between Israel and the Palestinians, but, as Kaplan will write, “the stage was set for diplomatic progress—and, in the meantime, the [nuclear] fuel rods remained under lock and key.” [Washington Monthly, 5/2004] Those negotiations will be abandoned by the Bush administration (see Mid-January 2001 and March 7, 2001).

Republican presidential candidate George W. Bush describes a Middle East foreign policy he would implement that is very different from the policy described in the papers that his advisers have drawn up. On this day, Bush takes part in the second presidential debate with Democratic candidate Al Gore. The topic is foreign policy. Questioned when it would be appropriate to use American military force, especially with regard to the Middle East, Bush responds, “Our nation stands alone right now in the world in terms of power. And that’s why we’ve got to be humble and yet project strength in a way that promotes freedom… If we’re an arrogant nation, they’ll view us that way, but if we’re a humble nation, they’ll respect us.” Bush dismisses toppling Saddam Hussein in Iraq because it smacks of what he calls “nation-building.” He criticizes the Clinton administration for not maintaining the multilateral anti-Iraq coalition Bush Sr. had built in the Gulf War. Author Craig Unger will later comment, “To the tens of millions of voters who had their eyes trained on their televisions, Bush had put forth a moderate foreign policy with regard to the Middle East that was not substantively different from the policy proposed by Al Gore, or, for that matter, from Bill Clinton’s. Only a few people who had read the papers put forth by the Project for a New American Century might have guessed a far more radical policy had been developed.” [Salon, 3/15/2004] Just one month before, the Project for a New American Century released a position paper that went completely unnoticed by the media at the time (see September 2000). Many future Bush administration officials, including Vice President Cheney, Defense Secretary Rumsfeld, and Deputy Defense Secretary Paul Wolfowitz are involved with the paper. It articulates a bold new policy to establish a more forceful US military presence in the Middle East. Regarding Iraq, it states, “The United States has for decades sought to play a more permanent role in Gulf regional security. While the unresolved conflict with Iraq provides the immediate justification, the need for a substantial American force presence in the Gulf transcends the issue of the regime of Saddam Hussein.” [Salon, 3/15/2004] From Bush’s first cabinet meeting in January 2001, the focus will be on getting rid of Hussein. Secretary of Treasury Paul O’Neill will later recall, “From the very beginning, there was a conviction, that Saddam Hussein was a bad person and that he needed to go… From the very first instance, it was about Iraq. It was about what we can do to change this regime. Day one, these things were laid and sealed” (see January 30, 2001). Cheney similarly misstates his true foreign policy intentions. In an NBC interview during the 2000 presidential campaign, Cheney defends Bush’s position of maintaining Clinton’s policy not to attack Iraq, asserting that the US should not act as though “we were an imperialist power, willy-nilly moving into capitals in that part of the world, taking down governments.” [Washington Post, 1/12/2002]

October 12, 2000: USS Cole Bombed by Al-Qaeda

[Source: Department of Defense]The USS Cole is bombed in the Aden, Yemen harbor by two al-Qaeda militants, Hassan al-Khamri and Ibrahim al-Thawar (a.k.a. Nibras). Seventeen US soldiers are killed and 30 are wounded. The CIA will later conclude that with just slightly more skilled execution, the attack would have killed 300 and sunk the ship. [ABC News, 10/13/2000; Coll, 2004, pp. 532; 9/11 Commission, 7/24/2004, pp. 191] The Islamic Army of Aden (IAA) immediately takes credit for the attack. This is a Yemen-based Muslim militant group widely believed to have close ties to al-Qaeda (see 1996-1997 and After). [Guardian, 10/14/2000] The IAA statement is released by its spokesman, Abu Hamza al-Masri (see Early 1997, (June 1998), and December 28, 1998 and After). Abu Hamza says that the attack was timed to mark the anniversary of the execution of the IAA’s former commander (see October 17, 1999). [O'Neill and McGrory, 2006, pp. 184] The prime minister of Yemen at the time of the bombing will say shortly after 9/11, “The Islamic Army was part of al-Qaeda.” [Guardian, 10/13/2001] The US soon learns the names of some al-Qaeda operatives involved in the attack, including Khalid Shaikh Mohammed, Tawfiq bin Attash and Fahad al-Quso (see Early December 2000), and Abd al-Rahim al-Nashiri (see November-December 2000). 9/11 hijackers Ramzi bin al-Shibh (see October 10-21, 2000) and Khalid Almihdhar (see Around October 12, 2000) may also have been involved. This is a repeat of a previously attempted attack, against the USS The Sullivans, which failed and was apparently undetected (see January 3, 2000). [Los Angeles Times, 12/22/2002] The 9/11 Commission will later say the Cole bombing “was a full-fledged al-Qaeda operation, supervised directly by bin Laden. He chose the target and location of the attack, selected the suicide operatives, and provided the money needed to purchase explosives and equipment.” [9/11 Commission, 7/24/2004, pp. 190]

Hours after the USS Cole bombing in Yemen (see October 12, 2000), President Clinton says regarding the bombing: “If, as it now appears, this was an act of terrorism, it was a despicable and cowardly act. We will find out who was responsible and hold them accountable.” [ABC News, 10/12/2000] But the US will not quickly retaliate against al-Qaeda, as it did with missile strikes after the 1998 US embassy bombings in East Africa (see August 20, 1998), despite convincing evidence that al-Qaeda was behind the Cole bombing (see Shortly After October 12, 2000, November 2000 or After, and November 7, 2000).

Following the attack on the USS Cole in Yemen (see October 12, 2000), the Clinton administration discusses what standard of evidence it needs to launch a counter-strike against al-Qaeda, which it suspects of the bombing. Following the bombing of the US embassies in East Africa (see 10:35-10:39 a.m., August 7, 1998), the administration fired a number of cruise missiles at suspected al-Qaeda targets (see August 20, 1998). However, the administration decides it must have evidence that bin Laden and al-Qaeda’s leadership has authority, direction, and control of the attack before initiating a response. CIA Director George Tenet will comment: “This is a high threshold to cross.” Tenet will also say that this threshold was not set by the CIA, but by “policy makers.” [Tenet, 2007, pp. 128] Although the bombing is tied to three known leading al-Qaeda operatives, Khallad bin Attash (see November 11, 2000), Abd al-Rahim al-Nashiri (see November-December 2000), and Ahmed al-Hada (see November 2000 or After), early on in the investigation, no counterstrike is initiated (see Shortly After October 12, 2000 and Late October 2000). Counterterrorism “tsar” Richard Clarke will express his frustration with the inaction: “[I]n Washington neither CIA nor FBI would state the obvious: al-Qaeda did it. We knew there was a large al-Qaeda cell in Yemen There was also a large cell of Egyptian Islamic Jihad, but that group had now announced its complete merger into al-Qaeda, so what difference did it make which group did the attack? [Counterterrorism staff] had worked around the clock piecing together the evidence and had made a very credible case against al-Qaeda. CIA would agree only months later.” [Clarke, 2004, pp. 223] The authors of the 2002 book The Cell will later write: “The links to bin Laden were everywhere. Each of the suspects being held in Yemen had admitted training in the Afghan camps run by bin Laden… neither the FBI nor the CIA was ever able to tell the president that they had direct proof that the Cole was a bin Laden-ordered job, though now, in retrospect, it seems terribly obvious. In any case, even if there had been compelling proof that bin Laden was behind the Cole bombing, there was little chance that the Clinton administration would have launched an attack on any Islamic country while he was trying to get the Israelis and Palestinians to the peace table.” [Miller, Stone, and Mitchell, 2002, pp. 238]

Shortly after the USS Cole bombing (see October 12, 2000), the US supposedly obtains intelligence that prompts President Clinton to consider another missile strike on bin Laden. The US presidential election is in early November. Author Lawrence Wright will later write, “Clinton maintains that, despite the awkward political timing, his administration came close to launching another missile attack… but at the last minute the CIA recommended calling it off because [bin Laden’s] presence at the site was not completely certain.” [Wright, 2006, pp. 244] Additionally, the tie between the Cole bombing and al-Qaeda had not yet been confirmed. The first strong evidence of such a tie will come in late November 2000 when details of an al-Qaeda operative’s confession are given to the FBI (see Late October-Late November 2000). The 9/11 Commission will make no mention of any planned strikes around this time in their final report while discussing the missed opportunities to strike at bin Laden. [9/11 Commission, 7/24/2004, pp. 237] However, the Washington Post will detail the opportunity, saying the target was a “stone compound, built around a central courtyard full of al-Qaeda operatives.” But the strike is canceled when CIA Director George Tenet calls National Security Adviser Sandy Berger and says about the quality of intelligence, “We just don’t have it.” [Washington Post, 12/19/2001] Ironically, it appears bin Laden was actually hoping to be attacked, anticipating that it would boost his reputation in the Muslim world. In the summer of 2001, the NSA will monitor two al-Qaeda operatives discussing how disappointed they are that the US did not retaliate after the Cole bombing (see June 30-July 1, 2001).

Two years before, Hamza had tried and failed to get a deal for a book that would show Iraq’s nuclear weapons plans had “fizzled” (see 1998). This book is radically different, telling a dramatic tale of his career as a nuclear bomb-builder and his death-defying escape from Iraq (Hamza defected from Iraq and was brought to the US by Ahmed Chalabi’s Iraqi National Congress). Hamza now asserts that Iraq is aggressively pursuing nuclear weapons. According to former Defense Intelligence Agency official Patrick Lang, this is a “vast exaggeration” of the reality of the situation. [Middle East Policy Council, 6/2004]

In the wake of the USS Cole bombing, National Security Adviser Sandy Berger meets with Defense Secretary William Cohen to discuss a new approach to targeting Osama bin Laden. Berger says: “We’ve been hit many times, and we’ll be hit again. Yet we have no option beyond cruise missiles.” He once again brings up the idea of a “boots on the ground” option—a Delta Force special operation to get bin Laden. A plan is drawn up but the order to execute it is never given. Cohen and Joint Chiefs of Staff Chairman Henry Shelton oppose the plan. By December 21, the CIA reports that it strongly suspects that al-Qaeda was behind the bombing, but fails to definitively make that conclusion. That makes such an attack politically difficult. Says a former senior Clinton aide, “If we had done anything, say, two weeks before the election, we’d be accused of helping [presidential candidate] Al Gore.” [Time, 8/12/2002; 9/11 Commission, 3/24/2004]

[Source: Rewards for Justice]Based on information from interviews of suspects detained during the USS Cole bombings (see Late October-Late November 2000), the FBI finds that one of the lead bombers was Khallad bin Attash, an operative also involved in the 1998 East African embassy bombings (see 10:35-10:39 a.m., August 7, 1998). The detained men, Jamal al-Badawi and Fahad al-Quso, say that they recently traveled to Afghanistan and met bin Attash there. Al-Badawi also says bin Attash helped purchase a boat used in the Cole bombing. The head of the FBI’s investigation, Ali Soufan, is startled by this news, as an informer has already provided information on bin Attash, describing him as one of bin Laden’s top lieutenants. Although the FBI wants to interview the two detained men to obtain more information, the Yemeni authorities refuse at this point, saying they have both sworn on the Koran they were not involved in the attack, so they must be innocent. Limited access to al-Quso will be granted to the FBI later, but the Yemeni authorities will indicate to him that he is still under their protection (see Early December 2000). A set of documents is forged implicating Iraq in an attempt to purchase 500 tons of uranium oxide, also known as “yellowcake,” from Niger. [Agence France-Presse, 7/19/2003; Reuters, 7/19/2003; New Yorker, 10/27/2003; Talking Points Memo, 10/31/2003; La Repubblica (Rome), 10/24/2005] It is possible that official stamps and letterhead stolen from the Niger embassy in Rome (see January 2, 2001) are used to fabricate the documents, though a subsequent police investigation suggests that the break-in may have been staged to provide a cover story for the origins of the documents. [Isikoff and Corn, 2006, pp. 88] Material gleaned from real Italian intelligence (SISMI) documents dating back to the 1980s concerning Iraq’s yellowcake purchases from Niger during that period are also incorporated into the set of forged documents. [La Repubblica (Rome), 10/24/2005; San Francisco Chronicle, 10/30/2005] But it is unclear who exactly is responsible for the forgeries. In August 2004, the Financial Times will report that according to Rocco Martino, the Italian information peddler who later tries to sell the documents, the documents are fabricated by SISMI, which passes them on to Martino through embassy employee Laura Montini, a paid SISMI asset. [Financial Times, 8/2/2004] In October 2005, the Italian newspaper La Repubblica will suggest the forgery is done by Montini and fellow embassy employee Zakaria Yaou Maiga under the guidance of Martino and Antonio Nucera, the deputy chief of the SISMI center in Viale Pasteur in Rome. [La Repubblica (Rome), 10/24/2005] In 2006, an official investigation will add support to this account, concluding that Montini and Maiga, motivated by money, were indeed the forgers of the documents. [Sunday Times (London), 4/9/2006] SISMI director Nicolo Pollari will later acknowledge that Martino had worked as a SISMI agent in the past, but deny any SISMI involvement in the Iraq-Niger affair. “[Nucera] offered [Martino] the use of an intelligence asset [Montini]—no big deal, you understand—one who was still on the books but inactive—to give a hand to Martino,” Pollari will explain. Author Craig Unger will observe that the issue is, if Pollari is to be believed, just one friend helping another friend by loaning him an intelligence asset to help disseminate forged documents. Martino has a different explanation: “SISMI wanted me to pass on the documents, but they didn’t want anyone to know they had been involved.” The information is quite contradictory. The Italian newspaper La Repubblica will call Martino “a failed carabiniere and dishonest spy,” and a “double-dealer” who “plays every side of the fence.” But Unger will later note that assets like him are valuable precisely because they lack credibility. “If there were a deep-cover unit of SISMI, it would make sense to hire someone like Rocco,” says former DIA analyst Patrick Lang. “His flakiness gives SISMI plausible deniability. That’s standard tradecraft for the agencies.” Until Martino stops talking to journalists in 2005, he will insist he believed the documents were authentic (see Summer 2004). “I sell information, I admit,” he will tell a London reporter. “But I only sell good information.” [Unger, 2007, pp. 236]

The Bush team moves into Washington. Neoconservative Zalmay Khalilzad heads the Pentagon transition team, and he ensures that plenty of his friends and colleagues move into the civilian offices of the Defense Department. Four of the most influential advocates for the US overthrow of Iraq’s Saddam Hussein—Elliott Abrams, Douglas Feith, Richard Perle, and Abram Shulsky—are waiting to learn where they will serve in the department. But Vice President Cheney is still concerned with ensuring the placement of his own colleagues and cronies who will help him build what many will call the “imperial presidency.” Secretary of State Colin Powell, Cheney’s ideological rival, is working to install his friend and colleague Richard Armitage as deputy secretary of defense. For Cheney, Armitage would be a calamity—although Armitage is sufficiently hardline and in line with conservative foreign policy aims, he is far too centrist for Cheney and the neoconservatives. The neoconservative magazine the Weekly Standard alerts the faithful to the potential problem with an article entitled “The Long Arm of Colin Powell: Will the Next Secretary of State Also Run the Pentagon?” Powell does not get his wish; Armitage eventually becomes deputy secretary of state. Abrams will join the National Security Council; Khalilzad, Feith, and Shulksy will join the Defense Department; and Perle will head the Defense Policy Board, an independent group that advises the Pentagon. One key piece to Cheney’s plan is to place neoconservative academic Paul Wolfowitz as the head of the CIA. However, Wolfowitz’s personal life is proving troublesome for Cheney’s plans. Wolfowitz’s marriage is crumbling. His wife of over 30 years, Clare, is threatening to go public with her husband’s infidelities. Wolfowitz is having one affair with a staffer at the School of International Studies, and is openly romancing another woman, Shaha Ali Riza, a secular Muslim neoconservative with close ties to Iraqi oppositions groups, including Ahmed Chalabi’s Iraqi National Congress. Smitten with the idea of a secular Muslim and a secular Jew forming a romantc liaison, Wolfowitz frequently escorts Riza, and not his wife, to neoconservative social events. Many insiders joke about Wolfowitz’s “neoconcubine.” His dalliances, particularly with a Muslim foreign national, raise questions about his ability to obtain the necessary national security clearance he will need to head the CIA. Cheney does not intend to allow questions of security clearances or wronged and vengeful wives to stop him from placing Wolfowitz at the head of the agency, but this time he does not succeed. After Clare Wolfowitz writes a letter to President-elect Bush detailing her husband’s sexual infidelities and possible security vulnerabilities, Wolfowitz is quietly dropped from consideration for the post. Current CIA Director George Tenet, after reassuring Bush that he can work with the new regime, is allowed to keep his position. Author Craig Unger later writes, “If Cheney and the neocons were to have control over the national security apparatus, it would not come from the CIA.” [Unger, 2007, pp. 187-189]

[Source: CBS News]MI6, Britain’s secret intelligence service, cables the CIA informing the agency that it “is not convinced that Curveball is a wholly reliable source” and that “elements of [his] behavior strike us as typical of… fabricators,” according to a later investigation by the US Senate. The British also note that satellite images taken in 1997 when Curveball was presumably working at Djerf al Nadaf contradict his descriptions of the facility. [Los Angeles Times, 11/20/2005] However, the CIA ignores the British caveat, and after the Bush administration decides to invade Iraq, Curveball’s information is used to bolster the case for war (see February 5, 2003). As reporter Bob Drogin, author of the 2007 book Curveball: Spies, Lies and the Con Man Who Caused a War, will say, “[T]he CIA heard what it wanted to hear. It saw what it wanted to see. And it told the president what he wanted to hear. Time and again, intelligence officials discounted contradictory information, filled in gaps, and made up the dots to reach the conclusion they wanted. In part, they were caught up in the climate of fear after 9/11 and felt they couldn’t afford to underestimate a possible threat. In part, there was a clear understanding by late 2002 that we were going to war and it would make no difference, and probably would hurt your career, if you tried to get in the way. But mostly, I think incompetence and poor leadership allowed unconfirmed and unreliable information to move up the chain of command. Those few intelligence officers who tried to raise red flags, or issue warnings, either were ignored or treated like heretics.” [Alternet, 10/22/2007]

An official of the Embassy of Niger in Rome returns to the embassy to find that it has been burglarized some time over the Christmas and New Year’s holidays. The embassy offices are located in a large apartment and office building near the Piazza Mazzinni. Little of value seems to be missing: a wristwatch, some perfume, bureaucratic documents, embassy stationery, and some official stamps bearing the seal of the Republic of Niger. The documents and materials stolen from the embassy will be used to create forged documents alleging a secret plan for Iraq to buy uranium from Niger (see Between Late 2000 and September 11, 2001, October 15, 2001, October 18, 2001, November 20, 2001, February 5, 2002, March 1, 2002, Late April or Early May 2002-June 2002, and Late June 2002). [Vanity Fair, 7/2006, pp. 150; Unger, 2007, pp. 189-190] It appears that the people involved in the break-in also searched through and took some of the embassy’s documents and files. [Newsweek, 7/28/2003; La Repubblica (Rome), 10/24/2005] The first comprehensive report on the burglary will come from a 2005 series of reports in Italy’s La Repubblica news daily. The series is based on interviews with SISMI director Nicolo Pollari, former SISMI agent and document peddler Rocco Martino (see March 2000, Late June 2002, Afternoon October 7, 2002, and Summer 2004), and others. Martino will deny participating in the burglary himself, and will claim he only became involved after SISMI had its agent in the embassy, Laura Montini, deliver to him documents secured from the embassy. “I was told that a woman in the Niger embassy in Rome had a gift for me” (see Early 2000), he will later recall. “I met her and she gave me documents.” [London Times, 8/1/2004; Unger, 2007, pp. 207] Italian police will later suspect that the break-in was staged to provide an explanation for how a collection of mostly forged documents (which play an important role in the lead-up to the 2003 invasion of Iraq) came into being. Donald Rumsfeld publishes a report as chairperson of the Rumsfeld Commission that makes proposals for the US Space Command. Rumsfeld is in the process of becoming defense secretary for the incoming Bush administration. His commission’s report says with respect to attacks in space: “The question is whether the US will be wise enough to act responsibly and soon enough to reduce US space vulnerabilities. Or whether, as in the past, a disabling attack against the country and its people—a ‘Space Pearl Harbor’—will be the only event able to galvanize the nation and cause the US government to act.” Author Peter Dale Scott will later note the similarity between this language and that of a Project for the New American Century (PNAC) think tank report published several months before, signed by Rumsfeld and others, that warned of impediments to overhauling the US military “absent some catastrophic and catalyzing event—like a new Pearl Harbor” (see September 2000). Scott will comment that such quotes indicate that the US oil industry and military had achieved a quiet consensus by this time that “America would need full-spectrum dominance to guarantee access to oil and other resources in the rest of the world. This program would require massive expenditures, perhaps as much as a trillion dollars, and this could not be expected from Congress—except in response to an attack as massive and frightening as Pearl Harbor.” [Scott, 2007, pp. 24]

Although neoconservative Paul Wolfowitz has lost his chance of becoming director of the CIA due to his sexual entanglements with foreign nationals (see Late December 2000), he has not been entirely dismissed from consideration for high positions, and has the support of Vice President Cheney. President Bush, who has insisted that his administration’s officials comply with the highest moral standards, never learns about Wolfowitz’s infidelities. (A letter that Wolfowitz’s wife wrote to Bush about her husband’s affairs was intercepted by Cheney’s chief of staff, Lewis Libby. Wolfowitz himself unleashed a group of lawyers on his wife and forced her to sign a non-disclosure agreement to keep quiet about his affairs.) Incoming Defense Secretary Donald Rumsfeld chooses Wolfowitz to be his deputy, blocking incoming Secretary of State Colin Powell’s choice for the position, Richard Armitage, from taking the office (see Late December 2000 and Early January 2001). The Washington Post calls Wolfowitz’s selection “another victory for… Cheney over… Powell.” Rumsfeld knows about Wolfowitz’s sexual liaisons, as do most White House officials, and chooses to remain silent. “Rumsfeld told Wolfowitz to keep it zipped,” a State Department source later says. “He didn’t want any problems. There are discussions among future members of the Bush administration, including Bush himself, about making the removal of Saddam Hussein a top priority once they are in office. After the invasion of Iraq in March 2003, counterterrorism “tsar” Richard Clarke will say that the Bush team had been planning regime change in Iraq since before coming to office, with newly named Defense Secretary Donald Rumsfeld (see December 28, 2000) and his deputy Paul Wolfowitz (see January 11, 2001) taking the lead. “Since the beginning of the administration, indeed well before, they had been pressing for a war with Iraq,” he will write in his book Against All Enemies. “My friends in the Pentagon had been telling me that the word was we would be invading Iraq sometime in 2002.” [Clarke, 2004, pp. 7-9; Unger, 2007, pp. 192] During an appearance on Good Morning America on March 22, 2004, he will say, “[T]hey had been planning to do something about Iraq from before the time they came into office.” [Good Morning America, 3/22/2004] Evidence of pre-inaugural discussions on regime change in Iraq comes from other sources as well. Imam Sayed Hassan al-Qazwini, who heads the Islamic Center of America in Detroit, will tell the New York Times in early 2004 that he spoke with Bush about removing Saddam Hussein six or seven times, both before and after the 2000 elections. [New York Times, 1/12/2004] In 2007, author Craig Unger will write: “In certain respects, their actions were a replay of the 1976 Team B experiment (see Early 1976 and November 1976), with one very important difference. This time it wasn’t just a bunch of feverish ideologues presenting a theoretical challenge to the CIA. This time Team B controlled the entire executive branch of the United States.” [Unger, 2007, pp. 192]

[American Conservative, 12/1/2003; Mother Jones, 1/2004] Joe McMillan, the Office Director, is moved to a new location outside of the Pentagon, which according to Karen Kwiatkowski, who works at the NESA desk, is odd because “the whole reason for the Office Director being a permanent civilian (occasionally military) professional is to help bring the new appointee up to speed, ensure office continuity, and act as a resource relating to regional histories and policies.” [American Conservative, 12/1/2003; Mother Jones, 1/2004; Salon, 3/10/2004] Larry Hanauer, who has long been at the Israel-Syria-Lebanon desk and who is known to be “even-handed with Israel,” is replaced by David Schenker of the Washington Institute. An orchestrated push in the media begins to make the case for the need to invade Iraq. The San Diego Union-Tribune reprints a Weekly Standard article by William Kristol and Robert Kagan that tells readers (after comparing President Bush favorably to Ronald Reagan, Dwight D. Eisenhower, and Harry Truman, and lauding Bush’s “steely determination”) that US military action “could well be necessary to bring Saddam down.” They write: “At some point, Bush could well find himself confronted by an Iraq armed with weapons of mass destruction. During these past few years, it was relatively easy for congressional Republicans to call for arming and funding the Iraqi opposition. That remains a good idea. But the more sober of Bush’s advisers, like Robert Zoellick and Paul Wolfowitz (see February 18, 1992 and February 27, 2001), have recognized that this alone will not do the trick. Some use of American military force, both from the air and on the ground, could well be necessary to bring Saddam down, no matter how wonderfully the Iraqi opposition performs. Whether he chooses it or not, Bush may quickly be faced with the same decision his father had to make in 1990. He has in his cabinet at least one person who counseled inaction the last time [referring to Secretary of State Colin Powell]. The Bush White House holds its first National Security Council meeting. The focus is on Iraq and the Israeli-Palestinian conflict. [Bamford, 2004, pp. 261] This meeting sets the tone for how President Bush intends to handle foreign affairs. Counterterrorism chief Richard Clarke wants to focus on the threat from al-Qaeda and Islamist terrorism, especially in light of the recent attack on the USS Cole (see October 12, 2000). But Bush isn’t interested in terrorism. [Unger, 2007, pp. 201]
Israeli-Palestinian Conflict to be 'Tilted Back Towards Israel' - Instead, Bush channels his neoconservative advisers, particularly incoming Deputy Defense Secretary Paul Wolfowitz (see February 18, 1992 and April-May 1999), in taking a new approach to Middle East affairs, particularly the Israeli-Palestinian conflict. Referring to President Clinton’s efforts to make peace between the Israelis and the Palestinians, Bush declares: “Clinton overreached, and it all fell apart. That’s why we’re in trouble. If the two sides don’t want peace, there’s no way we can force them. I don’t see much we can do over there at this point. I think it’s time to pull out of the situation.… We’re going to correct the imbalance of the previous administration on the Mideast conflict. We’re going to tilt it back towards Israel.” His view is that the Israeli government, currently headed by Ariel Sharon, should be left alone to deal as it sees fit with the Palestinians. “I’m not going to go by past reputations when it comes to Sharon. I’m going to take him at face value. We’ll work on a relationship based on how things go.” Justifying his position, he recalls a recent trip he took to Israel with the Republican Jewish Coalition. “We flew over the Palestinian camps. Looked real bad down there.… I don’t see much we can do over there at this point.” Secretary of State Colin Powell, surprised by Bush’s intended policy towards the 50-year old Israeli-Palestinian conflict, objects. According to Secretary of the Treasury Paul O’Neil, Powell “stresse[s] that a pullback by the United States would unleash Sharon and the Israeli army.” When Powell warns the president that the “consequences of that [policy] could be dire, especially for the Palestinians,” Bush shrugs. “Sometimes a show of strength by one side can really clarify things,” he suggests. [Bamford, 2004, pp. 265-266; Middle East Policy Council, 6/2004] In this and subsequent meetings, Bush’s National Security Adviser, Condoleezza Rice, “parrot[s]… the neocon line,” in author Craig Unger’s words, by discussing Iraq. “Iraq might be the key to reshaping the entire region,” she says, clearly alluding to regime change and overthrow in that nation (see March 8, 1992, Autumn 1992, July 8, 1996, Late Summer 1996, Late Summer 1996, 1997-1998, January 26, 1998, February 19, 1998, September 2000, Late December 2000 and Early January 2001, and Shortly after January 20, 2001). Possible WMD Sites in Iraq Spark Bush to Order Plans for Ground Assaults - The meeting then moves on to the subject of Iraq. Rice begins noting “that Iraq might be the key to reshaping the entire region.” She turns the meeting over to CIA Director George Tenet who summarizes current intelligence on Iraq. He mentions a factory that “might” be producing “either chemical or biological materials for weapons manufacture.” The evidence he provides is a picture of the factory with some truck activity, a water tower, and railroad tracks going into a building. He admits that there is “no confirming intelligence” on just what is going on at these sites. Bush orders Defense Secretary Donald Rumsfeld and Joint Chiefs of Staff Chairman General Hugh Shelton to begin preparing options for the use of US ground forces in Iraq’s northern and southern no-fly zones in support of a native-based insurgency against the Hussein regime. [Bamford, 2004, pp. 267; Middle East Policy Council, 6/2004] Author Ron Suskind later sums up the discussion: “Meeting adjourned. Ten days in, and it was about Iraq. Rumsfeld had said little, Cheney nothing at all, though both men clearly had long entertained the idea of overthrowing Saddam.” Defense Intelligence Agency official Patrick Lang later writes: “If this was a decision meeting, it was strange. It ended in a presidential order to prepare contingency plans for war in Iraq.” [Middle East Policy Council, 6/2004]
Regime Change Intended from the Outset - US Secretary of the Treasury Paul O’Neill, later recalls: “From the very beginning, there was a conviction, that Saddam Hussein was a bad person and that he needed to go.… From the very first instance, it was about Iraq. It was about what we can do to change this regime. Day one, these things were laid and sealed.” O’Neill will say officials never questioned the logic behind this policy. No one ever asked, “Why Saddam?” and “Why now?” Instead, the issue that needed to be resolved was how this could be accomplished. “It was all about finding a way to do it,” O’Neill will explain. “That was the tone of it. The president saying ‘Go find me a way to do this.’” [CBS News, 1/10/2004; New York Times, 1/12/2004; Guardian, 1/12/2004; Vanity Fair, 5/2004, pp. 234] Another official who attends the meeting will later say that the tone of the meeting implied a policy much more aggressive than that of the previous administration. “The president told his Pentagon officials to explore the military options, including use of ground forces,” the official will tell ABC News. “That went beyond the Clinton administration’s halfhearted attempts to overthrow Hussein without force.” [ABC News, 1/13/2004] Unger later writes, “These were the policies that even the Israeli right had not dared to implement.” One senior administration official says after the meeting, “The Likudniks are really in charge now.” [Unger, 2007, pp. 201]
Funding the Iraqi National Congress - The council does more than just discuss Iraq. It makes a decision to allow the Iraqi National Congress (INC), an Iraqi opposition group, to use $4 million to fund efforts inside Iraq to compile information relating to Baghdad’s war crimes, military operations, and other internal developments. The money had been authorized by Congress in late 2004. The US has not directly funded Iraqi opposition activities inside Iraq itself since 1996. [Guardian, 2/3/2005]
White House Downplays Significance - After Paul O’Neill first provides his account of this meeting in 2004, the White House will attempt to downplay its significance. “The stated policy of my administration toward Saddam Hussein was very clear,” Bush will tell reporters during a visit to Mexico In January 2004. “Like the previous administration, we were for regime change.… And in the initial stages of the administration, as you might remember, we were dealing with desert badger or fly-overs and fly-betweens and looks, and so we were fashioning policy along those lines.” [New York Times, 1/12/2004]

Defense Policy Board chairman and prominent neoconservative Richard Perle tells the Senate Foreign Relations Committee, “Does Saddam [Hussein] now have weapons of mass destruction? Sure he does. We know he has chemical weapons. We know he has biological weapons.…How far he’s gone on the nuclear-weapons side I don’t think we really know. My guess is it’s further than we think. It’s always further than we think, because we limit ourselves, as we think about this, to what we’re able to prove and demonstrate…. Kim has attempted to implement a “sunshine” policy of open negotiations with the North, including economic trade and nuclear talks, but his efforts are predicated on US support. Secretary of State Colin Powell advocates working with Kim to further implement negotiations with North Korea, but loses out (see March 7, 2001) to pressure from Vice President Dick Cheney, Defense Secretary Donald Rumsfeld, and Rumsfeld’s deputy, Paul Wolfowitz, who believe Clinton had been doing little more than appeasing a tyrant in negotiating with North Korea’s Kim Jong Il. Bush misstates the facts in the conference, saying that “we’re not certain as to whether or not they’re keeping all terms of all agreements,” when there has only been a single agreement between the US and North Korea, the 1994 agreement to freeze North Korea’s plutonium processing (see October 21, 1994). Treasury Secretary Paul O’Neill believes that the gaffe is due to Bush’s lack of understanding of the complex situation between the US, North Korea, and the US’s allies in Southeast Asia, and Bush’s failure to “do his homework” before Kim’s arrival in Washington. O’Neill attempts to salvage the situation by lauding South Korea’s superb literacy rate among its citizens, earning a look of surprise from Bush. O’Neill privately mulls over the decision-making process in the White House, with Bush damaging ten years of “delicately stitched US policy towards North Korea” in just a few minutes. [Suskind, 2004, pp. 114-115] In 2004, foreign affairs reporter Fred Kaplan will offer an explanation of Bush’s behavior. To negotiate with an “evil regime” such as North Korea’s is, in Bush’s view, “to recognize that regime, legitimize it, and—if the negotiations led to a treaty or a trade—prolong it.” Bush has already told one reporter that he “loathed” Kim Jong Il. He distrusts anyone such as KDJ who has any intention of accomodating or even negotiating with such a regime. Additionally, Bush views the South Korean leader—a democratic activist who had spent years in prison for his beliefs—with what Kaplan calls “startling contempt.” Charles “Jack” Pritchard, who had been director of the National Security Council’s Asia desk under Clinton and is now the State Department’s special North Korean envoy under Bush, will later recall, “Bush’s attitude toward KDJ was, ‘Who is this naive, old guy?’” Bush and his advisers, particularly Rumsfeld and Cheney, hope not only to isolate North Korea, but to undermine Kim Dae Jung’s regime in hopes to shake his administration and drive South Koreans to elect a conservative in the next elections. Neoconservative journalist Lawrence Kaplan argues that the US must withdraw from the 1972 Anti-Ballistic Missile Treaty (see May 26, 1972) and immediately begin development of a new missile defense system (see March 23, 1983 and January 29, 1991). “[M]issile defense is about preserving America’s ability to wield power abroad,” Kaplan writes. “It’s not about defense. The Bush administration conducts what it calls a policy review of US relations with North Korea (see October 2000, Mid-January 2001, and March 7, 2001). The review is led by neoconservative Robert Joseph, the National Security Council’s nonproliferation director and a harsh opponent of any negotiations with North Korea. The session concludes with an impossible hybrid of new policies: a “resolve” to continue negotiations along with a set of non-negotiable demands for North Korea that Joseph and other Bush officials know that nation will refuse to accept. One example is the demand that North Korea adopt “a less threatening conventional military posture,” even though US commanders in South Korea describe the military balance between North and South as stable. The new policy also demands “improved implementation” of the 1994 Agreed Framework accord (see October 21, 1994), in essence a list of further concessions from North Korea without any concessions in return. Another demand is for “100 percent verification” of any missile deal, a practical impossibility. The policy also seems to imply that the US will no longer honor the Framework’s agreement that the US will not military threaten North Korea. President Bush does promise unspecified “reward[s]” if the North Koreans agree to his demands, but, unsurprisingly, the demands are roundly rejected. [Scoblic, 2008, pp. 237]

CIA case officer Valerie Plame Wilson (see 1997), returning to duty from maternity leave and now going by her married name, is one of two officers assigned to the Iraq desk of the counterproliferation division (CPD). Plame Wilson’s job involves extensive covert operational responsibility. She supervises and coordinates NOCs (nonofficial covered officers) in several areas of the globe, helping plan and execute operations to recruit Iraqi nationals as CIA assets, focusing on graduate students, scientists, and businessmen, hoping to find information about Iraq’s secretive quest for unconventional weapons parts and technologies. Shortly after the 9/11 attacks, Plame Wilson is made the chief of operations of the Iraq branch of CPD. That branch is renamed the “Joint Task Force on Iraq,” or JTFI. [Wilson, 2007, pp. 365-366]

An informant for the BIS, the Czech intelligence agency, reportedly sees Iraqi diplomat Ahmed Khalil Ibrahim Samir al-Ani meeting in a restaurant outside Prague with an Arab man in his 20s. This draws concern from the intelligence community because the informant suggests the person is “a visiting ‘student’ from Hamburg—and… potentially dangerous.” [New York Times, 11/19/2003 Sources: Jan Kavan] The young man is never positively identified or seen again. Fearing that al-Ani may have been attempting to recruit the young man for a mission to blow-up Radio Free Europe headquarters, the diplomat is told to leave the country on April 18. [New York Times, 10/27/2001; United Press International, 10/20/2002; New York Times, 11/19/2003 Sources: Unnamed US officials, Jan Kavan] Information about the incident is passed on to US intelligence. After the 9/11 attacks and after it is reported on the news that Atta had likely visited Prague, the BIS informant will say the young man at the restaurant was Atta. (see September 14, 2001) This information leads hawks to come up with the so-called “Prague Connection” theory, which will hold that 9/11 plotter Mohomed Atta flew to Prague on April 8, met with al-Ani to discuss the planning and financing of the 9/11 attacks, and returned to the US on either April 9 or 10. In a column exploring the idea of US-led regime change in Iraq and advocating the support of Iraqi opposition groups to overthrow Saddam Hussein, Washington Post columnist Jim Hoagland calls Iraqi opposition leader Ahmed Chalabi (see 1992-1996) “a dedicated advocate of democracy” in Iraq. (Hoagland lauds Chalabi’s advanced college degrees, his success as a Jordanian banker (see August 2, 1989), and what he calls Chalabi’s exposure of the CIA’s “gross failures” in Iraq (see (1994)). Hoagland decries “15 years of failed US policy toward Saddam,” and writes that Chalabi is a fine choice to lead Iraq in the place of Hussein. “Mr. Chalabi is a dedicated advocate of democracy who does fight against enormous military odds and deep religious and social divisions in the Arab world,” he writes. Lambasting those in the CIA and State Department who are determined to prove that Chalabi is a fraud (see January 1996), Hoagland writes, “A policy review dedicated to trashing him and other exiles is a shameful and self-defeating way to begin anew on Iraq. A classified intelligence report, based primarily on the work of junior CIA analyst Joe T., concludes that the 7075-T6 aluminum tubes sought by Iraq from China (see 2000) “have little use other than for a uranium enrichment program.” But the report also notes that “using aluminum tubes in a centrifuge effort would be inefficient and a step backward from the specialty steel machines Iraq was poised to mass produce at the onset of the Gulf War.” The report is passed on to the White House. US officials in the Department of Energy (DOE) respond to an intelligence report released the previous day (see April 10, 2001) which contended that the aluminum tubes sought by Iraq (see July 2001) are destined for use as centrifuge rotors in a uranium enrichment program. The Energy Department argues that the tubes are too narrow, too heavy, and too long to be used in a gas centrifuge. Furthermore, “the tubes’ specifications suggest a centrifuge design quite different from any Iraq is known to have.” The officials also note that there is no evidence that Iraq is seeking to acquire other materials that would be needed to construct a centrifuge. And if the Iraqis intend to use the tubes for uranium enrichment, the officials ask, why are they making no effort to conceal their interest in acquiring the tubes? “[T]he manner in which the procurement is being handled (multiple procurement agents, quotes obtained from multiple suppliers in diverse locations, and price haggling) seems to better match our expectations for a conventional Iraqi military buy than a major purchase for a clandestine weapons-of-mass destruction program,” the report notes. [US Congress, 7/7/2004; New York Times, 10/3/2004] The DOE therefore concludes that “while the gas centrifuge application cannot be ruled out, we assess that the procurement activity more likely supports a different application, such as conventional ordnance production.” The agency considers it more plausible that the tubes are meant to serve as rocket casings. Notwithstanding, the DOE concedes that it has “not identified an Iraq-specific, military, or other noncentrifuge application that precisely matches the tube specifications.” [US Congress, 7/7/2004] The DOE will identify a possible specific conventional military application for the tubes the following month (see May 9, 2001).

Victoria “Torie” Clarke joins the Defense Department. She is a public relations specialist who served as press secretary for President George H. W. Bush’s 1992 re-election campaign, worked closely with Senator John McCain (R-AZ), and was an Assistant US Trade Representative during the first Bush’s presidency. In the private sector, she was president of Bozell Eskew Advertising, Vice President of the National Cable Telecommunications Association, and the Washington director for the PR firm of Hill & Knowlton, the firm so heavily involved in promoting and selling the 1991 Gulf War (see January 16, 1991 and After). She brings strong ideas to her new position about achieving what she calls “information dominance” in both the domestic and foreign “markets” (see February 2003). She directs what John Stauber, the executive director of the Center for Media and Democracy, calls the “twin towers of propaganda” for the Pentagon: “embedding news media with the troops, and embedding military propagandists into the TV media” (see April 20, 2008 and Early 2002 and Beyond).
