President Theodore Roosevelt, wielding what will become known as the theory of inherent power, declares that the presidency has a “residuum of powers” to do anything not specifically forbidden by the Constitution. Without asking Congress for its approval, Roosevelt launches the project to build the Panama Canal, sends the US Navy around the world, and sends US troops to the Dominican Republic. In 2009, reporter and author Charlie Savage will write, “Roosevelt’s views… contained the seeds of the imperial presidency that would arise during the first decades of the Cold War.” Roosevelt’s successor, future Supreme Court Chief Justice William Howard Taft, will disagree, and Taft’s presidency will restore some of the limits on presidential power removed by Roosevelt. The US Supreme Court rules that the federal government cannot seize the nation’s steel mills. In April, President Truman, fearing a nationwide strike that could impact the US war effort in Korea, ordered the seizure of all US steel mills; the lawsuit that resulted, Youngstown Sheet & Tube Co. v. Sawyer, quickly made its way to the Supreme Court.
Rejection of 'Inherent Powers' Claim - During oral arguments, the justices grilled Acting Attorney General Philip Perlman, demanding to know what statutes he had relied on for his arguments and asserting that the president had limitations both on his emergency wartime powers and on his ability to claim that he is the “sole judge” of the existence of, and remedies for, an emergency. The justices are not convinced by the government’s arguments for the president’s “inherent powers.” They are also troubled by repeated refusals of the government to provide facts and documentary backing for its legal arguments, and its reliance instead on claims of “national security.” The attorney for the steel industry, John Davis, quoted Thomas Jefferson in his argument: “In questions of power, let no more be said of confidence in man, but bind him down from mischief by the chains of the Constitution.” Justice William O. Douglas noted that if the government’s claims were valid, there would be “no more need for Congress.”
Court Rejects Argument - In a 6-3 vote, the Court rules that the president has no inherent power to seize the steel mills. Writing for the majority, Justice Hugo Black states: “In the framework of our Constitution, the president’s power to see that the laws are faithfully executed refutes the idea that he is to be a lawmaker.… The founders of this nation entrusted the lawmaking power to the Congress alone in both good and bad times.… This is a job for the nation’s lawmakers.” In a concurring opinion, Justice Robert Jackson writes, “No penance would ever expiate the sin against free government of holding that a president can escape control of executive powers by law through assuming his military role.” In his dissent, Chief Justice Fred Vinson (see March 1952) argues that “the gravity of the emergency” overrides the Constitutional arguments accepted by the majority of the Court. “Those who suggest that this is a case involving extraordinary powers should be mindful that these are extraordinary times. A world not yet recovered from the devastation of World War II has been forced to face the threat of another and more terrifying global conflict.” [Savage, 2007, pp. 123; Siegel, 2008, pp. 163-164] In 2007, reporter and author Charlie Savage will observe that the Youngstown decision “turned out to be only a pause in the movement toward an increasingly authoritarian presidency.” [Savage, 2007, pp. 19]

[Source: PersianEye / Corbis]Days after the end of the Iran-Iraq War (see August 20, 1988), Saddam Hussein begins the first of a series of poison-gas attacks on Kurdish villages inside Iraq. A September 1988 report by the Senate Foreign Relations Committee states: “Those who were very close to the bombs died instantly. Those who did not die instantly found it difficult to breathe and began to vomit. The gas stung the eyes, skin, and lungs of the villagers exposed to it. Many suffered temporary blindness… . Those who could not run from the growing smell, mostly the very old and the very young, died.” While the gas attacks are continuing, Deputy Secretary of State John Whitehead circulates a highly classified memo among senior State Department officials recommending that the US cultivate even closer ties with Iraq, whom it supported over Iran in the last few years of the war (see Early October-November, 1986). Whitehead offers a Cold War rationale: “[Soviet] clout and influence is on a steady rise as the Gulf Arabs gain self-confidence and Soviet diplomacy gains in sophistication. The Soviets have strong cards to play: their border with Iran and their arms-supply relationship with Iraq. They will continue to be major players and we should engage them as fully as possible.” Whitehead adds, “It should be remembered… that we have weathered Irangate” (see January 17, 1986). Veteran diplomat Joseph Wilson arrives in Baghdad to assume the post of Deputy Chief of Mission (DCM) under US Ambassador April Glaspie. Wilson has extensive experience throughout sub-Saharan and Central Africa, as well as brief stints on the staffs of Senator Al Gore (D-TN) and Representative Tom Foley (D-WA). Wilson will later write that he and his colleagues share the belief that Iraq is ruled by “a shockingly brutal regime… an ugly totalitarian dictatorship” and its leader, Saddam Hussein, a “sociopath.” For the next three years, Wilson and his colleagues will send harsh reports of Hussein’s systematic violations of the human rights of his subjects to Washington.
Walking a Fine Line between Isolation and Appeasement - Still, most of the embassy staff, including Wilson and Glaspie, are not advocates of totally isolating Hussein with extreme economic and diplomatic sanctions. Wilson will write, “Isolating a regime often results in isolating ourselves, and we then lose any leverage we might have to influence outcomes. On the other hand, when dictators are treated like any other leaders, it’s often interpreted by them as a free pass to continue in their autocratic ways, while critics label it as appeasement.… The merits of ideologically driven diplomacy versus a more pragmatic approach have been a recurring theme of foreign policy debates throughout the history of international relations and America’s own domestic policies.”
'Tread Lightly' - Wilson will note that “Iraq’s Arab neighbors unanimously urged us to tread lightly. They argued that after almost a decade of a grinding war with Iran, Saddam had learned his lesson and that his natural radicalism would now be tempered by the harsh experience.… [I]t was better to tie him to relationships that would be hard for him to jettison than to leave him free to make trouble with no encumbrances. Engaging with him at least kept him in our sights.” Iraq had behaved monstrously during its war with Iran, and had offended the world with its chemical attacks on its own citizens (see August 25, 1988) and its Iranian enemies (see October 1988). But it had emerged from the war as a powerful regional player both militarily and economically. The Bush administration is torn between trying to moderate Hussein’s behavior and treating him as an incorrigible, irredeemable enemy of civilization. And Washington wants Iraq as a balancing force against Iran, which is awash in virulently anti-American sentiment (a sentiment returned in full by many American lawmakers and government officials). No other country in the Gulf region will tolerate the presence of US forces as a counterbalance to Iran. So, as Wilson will write, “All of Iraq’s neighbors continued to argue for a softer approach; and since they clearly had at least as much at stake as we did, the Bush administration was willing to follow their lead.” [Wilson, 2004, pp. 78-79, 451]

Saddam Hussein, emboldened by President Bush’s continued support for his regime even as he develops chemical, biological, and nuclear weapons (see September 1989) and is gassing his own citizens (see August 25, 1988), boasts that he now has chemical weapons and will “burn half of Israel.” Additionally, Iraqi forces on manuevers in the southern part of the country are being told that they are training to attack Israel. Nevertheless, the White House blocks efforts by the Commerce Department to stop the flow of US technology to Iraq, even technology that is being used to develop weapons of mass destruction (see 1990 and July 18, 1990-August 1, 1990). One White House official explains, “The president does not want to single out Iraq.” US diplomat Joseph Wilson, the deputy chief of mission in Baghdad (see September 5, 1988 and After), will later write: “While we were concerned about the tensions in Iraq’s relations with Kuwait (see May 28-30, 1990 and July 17, 1990), we did not suspect that the southern military exercises were, in fact, a first signal of Iraq’s intention to invade that country. We were more worried that Saddam’s hard line toward Israel would further inflame Arab passions and contribute to making any lasting settlement between Israel and the Palestinians that much more difficult to achieve.” [New Yorker, 11/2/1992; Wilson, 2004, pp. 95]

The delegation is led by Robert Dole (R-KS) and includes Frank Murkowski (R-AK), Jim McClure (R-ID), Alan Simpson (R-WY), and Howard Metzenbaum (D-OH). The senators are joined by US Ambassador to Iraq April Glaspie, her deputy Joseph Wilson, and various embassy staffers. Dole delivers the message from Bush: Iraq must abandon its chemical and biological weapons programs and stockpiles, and, in return, the US will continue working to improve relations between the two countries (see July 27, 1990 and July 25, 1990). In response, Hussein says he is not trying to destabilize the region and work against US interests. As part of his statement, he says: “I didn’t really say I was going to set fire to half of Israel (see April 1990). What I said was that if Israel attacks me, then I will set fire to half of Israel.” Hussein insists he will only take action against Israel if his country is attacked first, but such a response will be swift and overwhelming, with his new WMD playing a central role. He also protests against what he calls US and British efforts to contain Iraq by scaling back economic and commercial programs, and what he calls a Western smear campaign against him and his government. When the other senators are given a chance to speak to Hussein, Wilson is struck by Metzenbaum’s response. “Mr. President, I can tell you are a honorable man,” Metzenbaum says. Wilson later writes, “I remember thinking to myself that whatever beneficial impact the president’s message and Dole’s statement may have had on Saddam, it had all just been negated by this obsequious boot-licking.” Simpson joins Metzenbaum in stroking Hussein, bending forward so low from his chair that he looks as if he is on bended knee and telling the dictator: “Mr. President, I can see that what you have here isn’t really a policy problem; what you have is a public relations problem. You’ve got a problem with the haughty and pampered press. I know all about that, because I’ve got problems with the press back home. What you need is you need a good public relations person.” Wilson will write: “Saddam no doubt took from the meeting not the admonition to stop developing weapons of mass destruction and threatening his neighbors, but rather support for his own misguided belief that he was an honorable man who didn’t really have policy problems at all, just clumsy relations. After all, one of Israel’s champions had told him so, and another American leader had knelt before him to reassure him that he had no problems with the American government.” [Wilson, 2004, pp. 95]

The statement is equivocal about Iraq’s belligerent pose towards Kuwait (see July 22, 1990), noting that although the US has no mutual defense pact with Kuwait, “Iraq and others know there is no place for coercion and intimidation in the civilized world.” Deputy Chief of Mission Joseph Wilson will later describe Glaspie as having “a keen mind and a profound understanding of the issues.” [Wilson, 2004, pp. 98]
One-on-One with Saddam Hussein - Shortly after her meeting with Aziz, she is summoned back to the Foreign Ministry and driven from there to a meeting with Saddam Hussein. Wilson will write: “This was unprecedented. During the two years she had been ambassador, Saddam had never held a private meeting with her, delegating all contact to Aziz or other underlings.” During the meeting, Glaspie promises Hussein that President Bush wants “better and deeper relations.” She tells Hussein that Bush is an “intelligent man,” and adds, “He is not going to declare an economic war against Iraq.” [Washington Post, 12/30/2002; London Times, 12/31/2002; Wilson, 2004, pp. 98]
'No Opinion on Arab-Arab Conflicts' - Glaspie tells Hussein: “We have considerable sympathy for your quest for higher oil prices, the immediate cause of your confrontation with Kuwait.… We know you need funds. We understand that, and our opinion is that you should have the opportunity to rebuild your country. We can see that you have deployed massive numbers of troops in the south. Normally that would be none of our business, but when this happens in the context of your other threats against Kuwait, then it would be reasonable for us to be concerned. For this reason, I have received an instruction to ask you, in the spirit of friendship—not confrontation—regarding your intentions: Why are your troops massed so very close to Kuwait’s borders?” Hussein answers that he intends to try to negotiate a peaceful settlement with Kuwait; Glaspie asks what solutions Hussein would find acceptable. Hussein wants to keep the entire Shatt al Arab [a strategically important waterway] under Iraqi control, and if given that, he is willing to make concessions to Kuwait. However, if he has to give up some control of the Shatt, he will renounce all control in favor of bringing Kuwait back under Iraqi dominion. Glaspie replies: “We have no opinion on your Arab-Arab conflicts, such as your dispute with Kuwait. Secretary [of State James] Baker has directed me to emphasize the instruction, first given to Iraq in the 1960s, that the Kuwait issue is not associated with America.” Reportedly Hussein takes this as a green light from the US to proceed with the invasion. Glaspie Said to Be Scapegoated - Wilson will later write that the US policy failure that led to the invasion is not Glaspie’s fault and that she is merely made a scapegoat for it (see July 25, 1990 and After): “The one-on-one meeting with Saddam was fateful for Ambassador Glaspie. Out of it emerged the charge that she had not been tough enough with him and had somehow given him a green light to invade Kuwait. Nothing could be further from the truth.”
Charge of US Manipulation - Author and investigative producer Barry Lando will say that the price of oil was manipulated with US connivance before the crisis in an effort to hurt Iraq (see Around July 25, 1990).

US Ambassador to Iraq April Glaspie delivers a letter written by President Bush to Saddam Hussein. The letter reads in part: “I was pleased to learn of the agreement between Iraq and Kuwait to begin negotiations in Jeddah [Saudi Arabia] to find a peaceful solution to the current tensions between you (see August 1, 1990). The United States and Iraq both have a strong interest in preserving the peace and stability of the Middle East. For this reason, we believe that differences are best resolved by peaceful means and not by threats involving military force or conflict. I also welcome your statement that Iraq desires friendship rather than confrontation with the United States. Let me reassure you, as my ambassador (see July 25, 1990), Senator Dole (see April 12, 1990), and others have done, that my administration continues to desire better relations with Iraq. We will also continue to support our friends in the region with whom we have had long-standing ties. We see no necessary inconsistency between these two objectives. As you know, we still have certain fundamental concerns about certain Iraqi policies and activities, and we will continue to raise these concerns with you in a spirit of friendship and candor.… Both our governments must maintain open channels of communication to avoid misunderstandings and in order to build a more durable foundation for improving our relations.”
Positive Tone - According to the later recollections of Glaspie’s deputy, Joseph Wilson, the Iraqi leadership is “startled by the positive tone of the letter.” The letter is overtly conciliatory towards Iraq and its aggression towards Kuwait (see July 22, 1990 and August 2, 1990), and, as then-Undersecretary of Foreign Affairs Nizar Hamdun will recall, leaves “the impression that the American desire for good relations with Iraq might override its concerns about Iraqi aggression.” Hamdun believes that the letter “had sent the wrong signal to Saddam by not explicitly warning him against taking any harsh military action, and not threatening harsh retaliation if he did.” Hamdun believes that Hussein “concluded from the positive tone of the letter that the US would not react militarily and that he could survive the political criticism resulting from the aggressive action toward Kuwait.”
Letter Influences Saddam's Thinking - Wilson will conclude, “This letter, much more than any other United States statement (see July 25, 1990), appears to have influenced Saddam’s thinking.” Ultimately, Wilson will note, the US’s influence with Hussein is limited at best, and his perceived reasons to annex Kuwait (see May 28-30, 1990 and July 17, 1990) will override any fears of US disapproval. In response, the US suspends National Security Directive 26 (see October 2-6, 1989), which established closer ties with Baghdad and mandated $1 billion in agricultural loan guarantees to Iraq. [Los Angeles Times, 2/23/1992] The secretary of defense, Dick Cheney, begins pressing President Bush to go to war with Iraq without securing Congressional approval. His rationale is two-fold: he doesn’t need Congressional authority, and he might not get it if he asks. Cheney moves the Pentagon onto a full war footing, even going so far as to create what author and former White House counsel John Dean calls “his own concocted high-risk plans of battle, which he tried but failed to sell at the White House.” Bush will juggle Cheney’s view with that of House Speaker Tom Foley, who will give the president a document signed by 81 Democratic members who insist that if Bush wants to go to war, he needs the authorization of Congress. Dean will write that Cheney’s arguments “are based on bogus legal and historical arguments that have been made before, but no one has pushed them longer or harder than he has.” [Dean, 2007, pp. 89-91] Bush decides not to follow Cheney’s advice. In 2007, author and reporter Charlie Savage will observe: “By urging Bush to ignore the War Powers Resolution on the eve of the first major overseas ground war since Congress enacted the law, Cheney was attempting to set a powerful precedent. Had Bush taken his advice and survived the political fallout, the Gulf War would have restored [former President] Truman’s claim that as president he had ‘inherent’ powers to send American troops to the Korean War on his own” (see June 30, 1950). Over 100 Americans are trapped in the US Embassy in Kuwait City. Perhaps 2,000 Americans are hiding from Iraqi soldiers throughout the capital city, and at least 115 are already in Iraqi custody, essentially being held as hostages. Iraqi forces bring a number of Americans, mostly oilfield workers, to Baghdad, where they are put up at local hotels. The Iraqis do not allow the “freed” Americans to leave the hotels or meet with US Embassy officials. It is clear that though the Iraqis call them “guests,” they are hostages. Deputy Chief of Mission Joseph Wilson, the ranking US diplomat in Baghdad, learns to his dismay that his superiors in the US are similarly reluctant to consider the Americans as hostages, arguing that if US officials begin calling them hostages, then the Iraqis will treat them as such. Perhaps Iraq is holding the Americans only until their control of Kuwait is complete, and will release them. But, except for the release of a single American girl (see Early August, 1990), the Iraqis release no hostages. Embassy personnel succeed in rounding up around 100 Americans, mostly workers for the Bechtel Corporation, and housing them in the confines of the Embassy building. [Wilson, 2004, pp. 117-118, 126]

[Source: Eagle Crest (.com)]The US officially begins “Operation Desert Shield” in response to Iraq’s invasion of Kuwait (see August 2, 1990) and Saudi Arabia’s request for US troops to defend it from possible Iraqi incursions. The first US forces, F-15 fighters from Langley Air Force Base in Virginia, arrive in Saudi Arabia (see August 5, 1990 and After). [PBS Frontline, 1/9/1996; American Forces Press Service, 8/8/2000] The US opens a military response to the Iraq invasion as much to defend Saudi Arabia as to defend Kuwait. Both the US and Saudis fear that Iraq will occupy Saudi Arabia’s Hama oil field near the countries’ mutual border, one of its largest. Between its own oil fields and those of Kuwait and Saudi Arabia which Iraq could feasibly control, Iraq would control the majority of the world’s oil reserves. Iraq would have difficulty in successfully occupying the Hama oil field, because of the large amount of inhospitable desert terrain it would have to cross to reach the field, and because of the likelihood of intense air strikes from the US-equipped Saudi Air Force. President Bush says the operation is “wholly defensive” in nature, a claim quickly abandoned. The US deploys two carrier groups and two battleship groups to the Persian Gulf, and deploys numerous Air Force units. Eventually, half a million American troops will join the other US forces. Nine days after Iraq invades Kuwait (see August 2, 1990), the public relations firm Hill & Knowlton creates a front organization, “Citizens for a Free Kuwait,” almost entirely funded by Kuwaiti money. Hill & Knowlton’s point man with the Kuwaitis is Craig Fuller, a close friend and political adviser to President Bush (see July 23, 1986). Veteran PR reporter Jack O’Dwyer will later write, “Hill & Knowlton… has assumed a role in world affairs unprecedented for a PR firm.” [Christian Science Monitor, 9/6/2002; Public Relations Watch, 6/3/2007] Citizens for a Free Kuwait is one of about twenty PR and lobbying groups formed by the Kuwaiti government. Other American PR firms representing these groups include the Rendon Group and Neill & Co. Citizens for a Free Kuwait will spread a false story of Kuwaiti babies being killed in their incubators by Iraqi troops, a story that will help inflame US public opinion and win the Bush administration the authority to launch an assault against Iraq (see October 10, 1990). Another public relations and lobbying effort includes a 154-page book detailing supposed Iraqi atrocities, entitled The Rape of Kuwait, that is distributed to various media outlets and later featured on television talk shows and in the pages of the Wall Street Journal. The Kuwaiti embassy also buys 200,000 copies of the book for distribution to American troops. Hill & Knowlton will produce dozens of “video news releases” that are offered as “news stories” to television news broadcasters throughout America; the VNRs are shown on hundreds of US television news broadcasts, usually as straight news reports without being identified as the product of a public relations firm. McVeigh’s ambition is to become a Green Beret. [PBS Frontline, 1/22/1996] However, his training is interrupted before it begins, as his unit is called up to go to Kuwait as part of Operation Desert Shield, later Desert Storm (see January 16, 1991 and After). McVeigh’s unit will leave from Fort Riley, Kansas, to a staging area in Germany, and then on to Saudi Arabia and Kuwait. Before he leaves, McVeigh pays a brief visit to his hometown of Pendleton, New York (see 1987-1988), where he worries a close friend, his “surrogate mother” Lynn Drzyzga, by telling her, “I’m coming back [from Kuwait] in a body bag.” She will later recall that watching McVeigh walk away “was just like my own son was leaving at that moment.” [Serrano, 1998, pp. 32-33]

’Nayirah’ testifying before Congress.’Nayirah’ testifying before Congress. [Source: Web Fairy (.com)]An unconfirmed report of Iraqi soldiers entering a Kuwaiti hospital during the Iraqi invasion of Kuwait (see August 2, 1990) and removing newborns from their incubators causes a sensation in the US media. The rumor, which later turns out to be false, is seized upon by senior executives of the PR firm Hill & Knowlton, which has a $11.9 million contract from the Kuwaiti royal family to win support for a US-led intervention against Iraq—the largest foreign-funded campaign ever mounted to shape US public opinion. (Under the Foreign Agents Registration Act, the firm should have been held accountable for its marketing campaign, but the Justice Department fails to intervene.) The firm also has close ties to the Bush administration, and will assist in marketing the war to the US citizenry. [Christian Science Monitor, 9/6/2002; Independent, 10/19/2003; Public Relations Watch, 6/3/2007] Hill & Knowlton uses a front group, “Citizens for a Free Kuwait” (see August 11, 1990), to plant the stories in the news media.
Congressional Hearings - Hearings on the story, and other tales of Iraqi atrocities, are convened by the Congressional Human Rights Caucus, chaired by Representatives Tom Lantos (D-CA) and John Porter (R-IL). Reporters John Stauber and Sheldon Rampton will later characterize the caucus as little more than an H&K-funded sham; Lantos and Porter are also co-chairs of the Congressional Human Rights Foundation, a legally separate entity that occupied free office space in Hill & Knowlton’s Washington, DC offices. The star of the hearings is a slender, 15-year old Kuwaiti girl called “Nayirah.” According to the Caucus, her true identity is being concealed to prevent Iraqi reprisals against her or her family. Sobbing throughout her testimony, “Nayirah” describes what she says she witnessed in a hospital in Kuwait City; her written testimony is provided to reporters and Congressmen in a media kit prepared by Citizens for a Free Kuwait. “I volunteered at the al-Addan hospital,” she tells the assemblage. “While I was there, I saw the Iraqi soldiers come into the hospital with guns, and go into the room where… babies were in incubators. They took the babies out of the incubators, took the incubators, and left the babies on the cold floor to die.” [Christian Science Monitor, 9/6/2002; Los Angeles Times, 1/5/2003; Public Relations Watch, 6/3/2007] The hearings, and particularly “Nayirah’s” emotional tale, inflame American public opinion against the Iraqis (see October 10, 1990 and After) and help drum up support for a US invasion of Iraq (see January 9-13, 1991).
Outright Lies - Neither Lantos, Porter, nor H&K officials tell Congress that the entire testimony is a lie. “Nayirah” is the daughter of Saud Nasir al-Sabah, the Kuwaiti ambassador to the US. Neither do they reveal that “Nayirah’s” testimony was coached by H&K vice president Lauri Fitz-Pegado. Seven other “witnesses” testify to the same atrocities before the United Nations; the seven use false names and identities. The US even presents a video made by Hill & Knowlton to the Security Council. No journalist investigates the claims. As author Susan Trento will write: “The diplomats, the congressmen, and the senators wanted something to support their positions. The media wanted visual, interesting stories.” It is not until after the war that human rights investigators look into the charges. No other witnesses can be located to confirm “Nayirah’s” story. Dr. Mohammed Matar, director of Kuwait’s primary care system, and his wife, Dr. Fayeza Youssef, who runs the obstretrics unit at the maternity hospital, says that at the time of the so-called atrocities, few if any babies were in incubator units—and Kuwait only possesses a few such units anyway. “I think it was just something for propaganda,” Dr. Matar will say. It is doubtful that “Nayirah” was even in the country at the time, as the Kuwaiti aristocracy had fled the country weeks before the Iraqi invasion. Amnesty International, which had supported the story, will issue a retraction. Porter will claim that he had no knowledge that the sobbing little girl was a well-rehearsed fabricator, much less an ambassador’s daughter. Canadian Broadcasting Corporation reporters will ask al-Sabah for permission to question his daughter about her testimony; he will angrily refuse. “Naiyrah” herself will later admit that she had never been in the hospital herself, but had learned of the supposed baby murders from a friend. In a subsequent interview about media manipulation during the war, Fitz-Pegado will say: “Come on.… Who gives a sh_t whether there were six babies or two? I believed her.” She will later clarify that statement: “What I meant was one baby would be too many.” [CounterPunch, 12/28/2002; Independent, 10/19/2003; Public Relations Watch, 6/3/2007]

[Source: Associated Press]Admiral William Crowe, the former chairman of the Joint Chiefs of Staff, breaks with the Bush administration to come out for the continuation of US sanctions (see August 6, 1990) and against the proposed war against Iraq (see November 29, 1990). Testifying before the Senate Armed Services Committee, Crowe says: “[W]e should give sanctions a fair chance before we discard them.… If, in fact, the sanctions will work in twelve to eighteen months instead of six months, a trade-off of avoiding war, with its attendant sacrifices and uncertainties, would in my estimation be more than worth it.” Joseph Wilson, the ranking US diplomat in Iraq, is dismayed at Crowe’s stance. The embassy had sent a report to Washington weeks before stating the opinion of the embassy diplomats and staff that sanctions were not having the desired effect; though they were eroding Saddam Hussein’s military structure, Wilson and his staff concluded, they would not in and of themselves force Hussein out of Kuwait any time soon. Economic sanctions would take years, perhaps a decade or more, to have the effect the US wants. “By that time,” Wilson will later write, “he would have looted the Kuwait treasury, found ways around the sanctions, and repopulated Kuwait with Iraqis so as to rig any vote on the future of the country. Sanctions would make the war easier, we believed, but not unnecessary, as long as our goal was to liberate Kuwait.” [Wilson, 2004, pp. 161-162]

The United Nations passes Resolution 678. The resolution gives Iraq until January 15, 1991 to withdraw entirely from Kuwait (see July 25, 1990) and restore its national sovereignty. The US uses UN authority to build a “coalition” of nations to support its upcoming “Desert Storm” operation designed to repel Iraqi forces from Kuwait (see January 16, 1991 and After). 34 countries contribute personnel: Afghanistan, Argentina, Australia, Bahrain, Bangladesh, Belgium, Canada, Denmark, Egypt, France, Greece, Italy, Kuwait, Morocco, The Netherlands, New Zealand, Niger, Norway, Oman, Pakistan, Philippines, Portugal, Qatar, Republic of Korea, Saudi Arabia, Senegal, Sierra Leone, Singapore, Spain, Syria, the United Arab Emirates, the United Kingdom and the United States. West Germany and Japan do not contribute forces, but they do contribute $6.6 billion and $10 billion, respectively, to the cause. While some countries join out of a sincere belief that Iraq must not be allowed to dominate the region and control Middle Eastern oil reserves (see August 7, 1990), others are more reluctant, believing that the affair is an internal matter best resolved by other Arab countries, and some fear increased US influence in Kuwait and the region. Some of these nations are persuaded by Iraq’s belligerence towards other Arab nations as well as by US offers of economic aid and/or debt forgiveness. Defense Secretary Dick Cheney testifies to the Senate on the upcoming invasion of Iraq (see August 2, 1990). Senator Ted Kennedy (D-MA) asks Cheney bluntly, “Now, barring an act of provocation, do you agree that the president must obtain the approval of Congress in advance before the United States attacks Iraq?” Cheney replies that he “does not believe the president requires any additional authorization from the Congress before committing US forces to achieve our objectives in the Gulf.” Cheney cites “more than two hundred” earlier instances where presidents have committed US forces into conflicts, “and on only five of those occasions was their a prior declaration of war. And so I am not one who would argue… that the president’s hands are tied, or that he is unable, given his constitutional responsibilities as commander in chief, to carry out his responsibilities.” Author John Dean will note in 2007, “Cheney had announced to Congress, in essence, that he did not need their authority to go to war.” Kennedy says of Cheney’s statement after the hearings, “We’ve not seen such arrogance in a president since Watergate.” [Dean, 2007, pp. 90]

[Source: Viceland (.com)]Sergeant Timothy McVeigh (see March 24, 1988 - Late 1990) gives three months of military service in the Persian Gulf War as a gunner on a Bradley Fighting Vehicle before returning home; during his time there, he paints the name “Bad Company” on the side of the vehicle. “He was a good soldier,” Sergeant James Ives, who serves with McVeigh, will later recall. “If he was given a mission and a target, it’s gone.” [New York Times, 4/23/1995; Serrano, 1998, pp. 34; Douglas O. Linder, 2001; CNN, 2001] McVeigh earns a Bronze Star and the Army Commendation Medal while overseas, along with a number of citations and ribbons. [Serrano, 1998, pp. 25-26] Staff Sergeant Albert Warnement, the commander of McVeigh’s Bradley Fighting Vehicle in Kuwait, later recalls: “He was against the National Command Authority’s decision to go to war. McVeigh did not think the United States had any business or interest in Kuwait, but… he knew it was his duty to go where he was told, and he went.” [Stickney, 1996, pp. 110]
Experiences in Kuwait, Iraq - Fellow soldier Todd Regier later recalls that McVeigh was “definitely excited about going to Desert Storm. He was a perfect gunner. He was the best gunner we had.” McVeigh is part of a Bradley crew which spends its first few weeks sitting idly in the Saudi Arabian desert while American aircraft attack Iraqi defenses (see January 16, 1991 and After). Sergeant Anthony Thigpen later recalls that while the other soldiers play cards, write letters, and chat to relieve their boredom, McVeigh spends his time cleaning his weapons. The 2nd Battalion of the 16th Infantry Regiment, McVeigh’s unit, is one of those that makes the initial drive into Kuwait when the invasion begins (see February 23, 1991 and After). McVeigh’s unit sees less intense action than some, and fellow soldier Roger L. Barnett will later recall that McVeigh shows little interest in shooting unarmed and defenseless Iraqis. At one point, McVeigh shoots an Iraqi soldier from some 2,000 yards away in the head, using the Bradley’s 25mm cannon. McVeigh wins a medal for the shot. He later recalls of the shooting: “His head just disappeared.… I saw everything above the shoulders disappear, like in a red mist.” He becomes angry when he learns that many Iraqis do not want to fight, and are equipped with inferior gear. According to an aunt, McVeigh is deeply disturbed about the fighting in Iraq. “When he came back, he seemed broken,” she later tells a reporter. “When we talked about it, he said it was terrible there. He was on the front line and had seen death and caused death. After the first [killing], it got easy.” While posted in Kuwait, McVeigh writes to a friend in the US that he hates Saddam Hussein: “Chickensh_t b_stard. Because of him, I killed a man who didn’t want to fight us, but was forced to.” However, a fellow soldier, Kerry Kling, later recalls McVeigh being proud of the shot that killed the Iraqi. Sergeant Royal L. Witcher, McVeigh’s assistant gunner on the Bradley, later recalls the soldiers’ dismay at their experiences with Iraqi soldiers. “I think it kind of shocked most of us,” he will say. “We had thought that they were our enemies, and then for us to encounter something like that with a mass of people giving up.” After the offensive, McVeigh’s unit is assigned to guard duty, and spends the remainder of the war relatively inactive. [New York Times, 5/4/1995; Stickney, 1996, pp. 113; Serrano, 1998, pp. 36-38; CNN, 12/17/2007] McVeigh will later recall being angry at the situation in Kuwait. In a letter to a reporter, he will write: “We were falsely hyped up [about the enemy]. And we get there and find out that they are normal like you and me. They hype you up to take those people out. They told us we were to defend Kuwait where the people had been raped and slaughtered (see October 10, 1990). War woke me up. War will open your eyes.” Of the Iraqi soldiers, he will write, “I felt the army brainwashed us to hate them.” [Serrano, 1998, pp. 36-37]
Withdraws from Special Forces Training - After returning to the US, McVeigh begins 21 days of Special Services training at Camp McCall, west of Fort Bragg, North Carolina (see October 1990). He is thrilled to be joining Special Forces, and is confident that he will pass the grueling physical and psychological assessments. However, he leaves the training at Camp McCall during the second day. He later tells people he withdraws because of a leg injury. Some military officials will say that preliminary psychological screening shows him to be unfit for Special Forces, leading some reporters to conclude that McVeigh was kicked out of training, but those conclusions are inaccurate: McVeigh’s screenings are not processed until long after he leaves, and his withdrawal is entirely voluntary. McVeigh later says that he begins training with a friend, Specialist Mitchell Whitmire (one source spells his name “Whitmyers,” apparently in error), days after returning from overseas duty. He will say that he is in poor physical condition, mentally and physically exhausted from his time in combat, and unready for the physical demands of Green Beret training. He does not accept an offer extended to him and other combat veterans to take some time off and try again at a later date. Instead, after two arduous days of physical workouts, McVeigh and Whitmire leave the training program before McVeigh’s assessments can be graded and reviewed. On his Statement of Voluntary Withdrawal, McVeigh writes, “I am not physically ready, and the rucksack march hurt more than it should.” Ives will recall McVeigh as being “extremely disappointed.” Thigpen later recalls: “Everybody knew he was highly upset. We never knew the reason why he didn’t make it. We figured, you don’t make it, you don’t make it. But he was definitely angry. He was upset, very upset.” Fellow soldier James Fox later tells a reporter that McVeigh’s withdrawal from Special Forces training was a defining moment for him, saying, “Whether he withdrew or was kicked out, it still was a failure and very easily he could externalize blame.” McVeigh then takes a 30-day leave to visit his sister Jennifer in Florida, and to spend some time in upstate New York, where he grew up (see 1987-1988). [New York Times, 4/23/1995; New York Times, 5/4/1995; New York Times, 7/5/1995; Stickney, 1996, pp. 115-119; PBS Frontline, 1/22/1996; Serrano, 1998, pp. 41-42] Author Brandon M. Stickney later writes, “It was revealed in confidence to [me] that answers McVeigh gave on the psychological tests were apparently a bit off-center, not the answers of a man capable of long-term assignments with the exclusive and tight Special Forces.” Stickney will also write that McVeigh may be suffering from “Gulf War Syndrome,” a mysterious series of maladies apparently caused by exposure to toxic chemicals. [Stickney, 1996, pp. 117-118] In 1993, McVeigh will write a letter to his sister Jennifer giving a very different explanation of his reason for withdrawing from Special Forces tryouts (see October 20, 1993). After he returns from active duty, he begins displaying increasingly eccentric behavior (see March 1991 and After). McVeigh will go on to bomb a federal building in Oklahoma City (see 8:35 a.m. - 9:02 a.m. April 19, 1995).

Faced with a lawsuit from 53 members of Congress demanding that he seek Congressional authorization before invading Iraq (see December 1990 and January 16, 1991 and After), President Bush asks Congress for such an authorization. His carefully worded request does not directly acknowledge the constitutional requirement that Congress authorize any military involvement by the US. After three days of what the New York Times calls “solemn, often eloquent debate,” both chambers of Congress approve the war resolution. [PBS Frontline, 1/9/1996; Dean, 2007, pp. 90-91] That authority is granted in part because of propaganda efforts mounted by Pentagon and Kuwaiti officials (see October 10, 1990). Even with such powerful persuasive tactics, the vote in the US Senate is 52-47 and 250-183 in the US House of Representatives, the closest such vote since the War of 1812. [NationMaster, 12/23/2007]
House Reminds Bush that Congress Retains Power to Declare War - The House passes another resolution, 302-131, informing the White House that Congress has the exclusive authority under the Constitution to declare war. Of this second resolution, author and former Nixon White House counsel John Dean will write in 2007, “The breakdown of the vote is telling: 260 Democrats and 41 Republicans along with one independent voted to support the wording and clear intention of Article I of the Constitution; 126 Republicans and 5 Democrats, all hard-right conservatives (including Tom DeLay, R-TX, and two would-be presidents of the United States, Newt Gingrich, R-GA and Duncan Hunter, R-CA) voted against the resolution.” [Dean, 2007, pp. 90-91]
Gore Persuaded to Support War by Wilson - One of the few Democratic senators to vote for the war is Al Gore (D-TN). Gore takes time from the floor deliberations to speak with the ranking US diplomat in Iraq, Joseph Wilson, who once served as Gore’s aide (see September 5, 1988 and After). Gore grills Wilson for twenty minutes on the efficacy of US sanctions against Iraq (see August 6, 1990) and the necessity of US intervention to free Kuwait before returning to the Senate to vote for the authorization. Wilson later writes of his outrage that Gore’s fellow senator, Alan Simpson (R-WY), would accuse Gore during the 2000 election of being what Simpson will call “Prime Time Al” for the timing of his speech in favor of the war authorization. Wilson recalls Simpson as the senator who had been “practically on bended knee before Saddam in April 1990, reassuring the Iraqi dictator that he had a press problem and not a policy problem” (see April 12, 1990). Wilson will continue, “It was an outrage that a decade later he had the nerve to be critical of the one senator who had really taken the time to listen to an analysis from the field and factor that into his decision on what most senators agreed was one of the most momentous votes of their careers.” [Wilson, 2004, pp. 163-164]

With US military strikes just days away (see January 9-13, 1991 and January 16, 1991 and After), ranking US diplomat Joseph Wilson shuts down the US embassy in Baghdad, hauling down the flag from over the embassy and taking it with him as he drives to the airport to leave Iraq. Wilson is the last American to leave Iraq before the invasion. He later calls it “probably the most difficult thing I have ever had to do.” He particularly worries about the loyal and hardworking Iraqis who, until today, worked for the embassy. They are now unemployed and likely to face retribution for working with the Americans. [Wilson, 2004, pp. 171]

The air assault begins the day after a UN deadline for Iraq’s withdrawal from Kuwait expires (see November 29, 1990). F-117 Stealth bombers hit Baghdad with an array of high-tech bombs and missiles; many of the explosions are televised live, or on briefly delayed feeds, on CNN, which launches virtually 24-hour coverage of the air strikes. In the first 48 hours of the war, 2,107 combat missions drop more than 5,000 tons of bombs on Baghdad alone, nearly twice the amount that incinerated Dresden in World War II.
'Thunder and Lightning of Desert Storm' - US Army General Norman Schwarzkopf, chief of the US Central Command (CENTCOM), announces the beginning of hostilities by transmitting the following: “Soldiers, sailors, airmen and Marines of the United States Central Command, this morning at 0300, we launched Operation Desert Storm, an offensive campaign that will enforce the United Nation’s resolutions that Iraq must cease its rape and pillage of its weaker neighbor and withdraw its forces from Kuwait. My confidence in you is total. Our cause is just! Now you must be the thunder and lightning of Desert Storm. May God be with you, your loved ones at home, and our country.” [US Navy, 9/17/1997]
Initial Attacks Obliterate Iraqi Navy, Much of Air Force, Many Ground Installations - The attack begins with an assault of over 100 Tomahawk land attack missiles (TLAMs) launched from US naval vessels in the Persian Gulf and Red Sea, and attack helicopter strikes on Iraqi radar installations near the Iraq-Saudi Arabian border. The assaults destroy much of Iraq’s air defense and command-and-control capabilities. The missile assault is quickly followed by fighter, bomber, and assault helicopter strikes which continue pounding at Iraqi government buildings, power stations, dams, military sites, radio and television stations, and several of Saddam Hussein’s palaces. The strikes essentially obliterate the Iraqi Navy, and drastically cripple the Iraqi Air Force. (Between 115 and 140 aircraft and crews of the Iraqi Air Force flees to Iran over the course of the war, a move that surprises US commanders, who expected the aircraft and their crews to attempt to flee to Jordan, not Iran. The Iranians will never give Iraq back its aircraft, and will not release Iraqi air crews for years to come.) A US Navy review later calls the combined Navy-Marine air campaign, conducted in concert with US Air Force strikes, “successful beyond the most optimistic expectations.” The Navy later reports that “allied air forces dropped over 88,500 tons of ordnance on the battlefield.” [US Navy, 9/17/1997; NationMaster, 12/23/2007] Iraqi anti-aircraft counterattacks are surprisingly effective, downing around 75 US and British aircraft in the first hours of attacks. The US media does not widely report these downings, nor does it give much attention to the dozens of pilots and air crew captured as POWs. [NationMaster, 12/23/2007]
'The Mother of All Battles' - Five hours after the first attacks, Baghdad state radio broadcasts a voice identified as Saddam Hussein. Hussein tells his people that “The great duel, the mother of all battles has begun. The dawn of victory nears as this great showdown begins.” [NationMaster, 12/23/2007]
US Embassy Helped Locate Targets for Air Strikes - Deputy Chief of Mission Joseph Wilson, the last American to leave Baghdad (see January 12, 1991), and his staff provided critical assistance to the US battle planners in choosing their initial targets. Over the months, Wilson and his staff developed a “hostage tracking system,” monitoring and recording the movements of the American hostages as they were transferred from site to site to be used as human shields in the event of a US strike (see August 4, 1990 and August 8, 1990). Wilson and his staff were able to identify some 55 sites that were being used around the country, presumably some of the most critical military and infrastructure sites in Iraq. Wilson gave that information to the Pentagon. He will later write, “I was gratified when several months later, on the first night of Desert Storm, long after the hostages had been released, many of those sites were ones hit by American bombs.” [Wilson, 2004, pp. 141]

Many experts consider President Bush’s decision not to invade Baghdad and overthrow Saddam Hussein (see January 16, 1991 and After) as wise and prudent, avoiding putting the US in the position of becoming a hostile occupying force and, thusly, avoiding the alienation of allies around the world as well as upholding the UN mandate overseeing the conflict. However, many of the neoconservatives in Defense Secretary Dick Cheney’s office have different views. Paul Wolfowitz, Lewis “Scooter” Libby, and Zalmay Khalilzad are among those who view the “failure” to overthrow Hussein as what author Craig Unger will call “a disastrous lost opportunity.” Unger will reflect, “Interestingly, in what critics later termed ‘Chickenhawk Groupthink,’ the moderate, pragmatic, somewhat dovish policies implemented by men with genuinely stellar [military] records—George H. W. Bush, Brent Scowcroft, and Colin Powell—were under fire by men who had managed to avoid military service—Cheney, Wolfowitz, Libby, and Khalilzad.” (Secretary of State James Baker tells Powell to watch out for the “kooks” working for Cheney.) In some ways, the criticism and counterproposals from Cheney and his followers amounts to another “Team B” experience similar to that of 16 years before (see Early 1976, November 1976 and November 1976). Defense Secretary Dick Cheney gives a speech to the Discovery Institute in Seattle defending the Bush administration’s decision not to enter Baghdad or overthrow Iraqi dictator Saddam Hussein during the 1991 Gulf War (see January 16, 1991 and After). Cheney says that because of Hussein’s “shrinking power base” in Iraq, the fact that he does not control the northern or southern portions of his country, his all-but-destroyed national economy, and the UN sanctions, “his days are numbered” as Iraq’s dictator, so there was no need to overthrow him. “I would guess if we had gone in there, I would still have forces in Baghdad today. We’d be running the country. We would not have been able to get everybody out and bring everybody home.… All of a sudden you’ve got a battle you’re fighting in a major built-up city, a lot of civilians are around, significant limitations on our ability to use our most effective technologies and techniques.… Once we had rounded him up and gotten rid of his government, then the question is what do you put in its place? You know, you then have accepted the responsibility for governing Iraq.… And the final point that I think needs to be made is this question of casualties. I don’t think you could have done all of that without significant additional US casualties. And while everybody was tremendously impressed with the low cost of the conflict, for the 146 Americans who were killed in action and for their families, it wasn’t a cheap war. And the question in my mind is how many additional American casualties is Saddam worth? And the answer is not that damned many. US Might Still Occupy Hostile Iraq Eight Years Later - “Trying to eliminate Saddam… would have incurred incalculable human and political costs,” they write. “We would have been forced to occupy Baghdad and, in effect, rule Iraq… there was no viable ‘exit strategy’ we could see, violating another of our principles. Furthermore, we had been consciously trying to set a pattern for handling aggression in the post-Cold War world. Going in and occupying Iraq, thus unilaterally exceeding the United Nations’ mandate, would have destroyed the precedent of international response to aggression that we hoped to establish. Younger Bush Disagrees with Assessments - Bush’s son, Texas Governor George W. Bush, preparing for his own presidential run (see April-May 1999), explicitly disagrees with the book’s assessments of US actions during and after the 1991 Gulf War. According to Mickey Herskowitz, the writer working on Bush’s campaign biography, “He thought of himself as a superior, more modern politican than his father and [the elder Bush’s close adviser and friend] Jim Baker. He told me, ‘[My father] could have done anything [during the Gulf War]. He could have invaded Switzerland. If I had that political capital, I would have taken Iraq.” [Unger, 2007, pp. 169]

Victoria “Torie” Clarke joins the Defense Department. She is a public relations specialist who served as press secretary for President George H. W. Bush’s 1992 re-election campaign, worked closely with Senator John McCain (R-AZ), and was an Assistant US Trade Representative during the first Bush’s presidency. In the private sector, she was president of Bozell Eskew Advertising, Vice President of the National Cable Telecommunications Association, and the Washington director for the PR firm of Hill & Knowlton, the firm so heavily involved in promoting and selling the 1991 Gulf War (see January 16, 1991 and After). She brings strong ideas to her new position about achieving what she calls “information dominance” in both the domestic and foreign “markets” (see February 2003). She directs what John Stauber, the executive director of the Center for Media and Democracy, calls the “twin towers of propaganda” for the Pentagon: “embedding news media with the troops, and embedding military propagandists into the TV media” (see April 20, 2008 and Early 2002 and Beyond). According to the trade publication PR Week, the ad hoc government public relations organization dubbed “The Rumsfeld Group” (see Late May 2001) is quite successful at sending what the publication calls “messaging advice” to the Pentagon.
Marketing a Link between Iraq, Islamist Radicals - The group tells Pentagon PR chief Victoria Clarke and Defense Secretary Donald Rumsfeld that to get the American public’s support for the war on terror, and particularly the invasion of Iraq, they need to fix in the public mind a link between terror and nation-states, not just fluid and ad hoc groups such as al-Qaeda. Reporter Jeffrey St. Clair will write, “In other words, there needed to be a fixed target for the military campaigns, some distant place to drop cruise missiles and cluster bombs.” The Rumsfeld Group comes up with the idea of labeling Iraq and certain other nations “rogue states,” an idea already extant in Rumsfeld’s mind, and the genesis of the so-called “axis of evil” (see January 29, 2002 and After January 29, 2002).
Veterans of the Gulf War - The government allocates tens of millions of dollars, most of which is handed out to private public relations and media firms hired to spread the Bush administration’s message that Iraq’s Saddam Hussein must be taken out before he can use his arsenal of nuclear, chemical, and biological weapons on US targets. Many of the PR and media executives are old friends of senior Bush officials, and many had worked on selling the 1991 Gulf War to the public (see October 10, 1990).
Media Complicity Ensures Success - St. Clair will later note that while the PR efforts are, largely, failures with US allies, they are far more successful with the American population (see August 13, 2003). He will write: “A population traumatized by terror threats and shattered economy became easy prey for the saturation bombing of the Bush message that Iraq was a terrorist state linked to al-Qaeda that was only minutes away from launching attacks on America with weapons of mass destruction. Americans were the victims of an elaborate con job, pelted with a daily barrage of threat inflation, distortions, deceptions, and lies. Not about tactics or strategy or war plans. But about justifications for war. The lies were aimed not at confusing Saddam’s regime, but the American people.” St. Clair places as much blame on the “gullible [and] complicit press corps,” so easily managed by Clarke (see February 2003). “During the Vietnam war, TV images of maimed GIs and napalmed villages suburbanized opposition to the war and helped hasten the US withdrawal,” St. Clair writes. “The Bush gang meant to turn the Vietnam phenomenon on its head by using TV as a force to propel the US into a war that no one really wanted. What the Pentagon sought was a new kind of living room war, where instead of photos of mangled soldiers and dead Iraqi kids, they could control the images Americans viewed and to a large extent the content of the stories. By embedding reporters inside selected divisions, Clarke believed the Pentagon could count on the reporters to build relationships with the troops and to feel dependent on them for their own safety. It worked, naturally.” St. Clair notes the instance of one reporter on national television calling the US Army “our protectors,” and NBC’s David Bloom’s on-air admission that he is willing to do “anything and everything they can ask of us.” [CounterPunch, 8/13/2003]

Dr. Basil al-Sa’ati.Dr. Basil al-Sa’ati. [Source: CBS News]The Iraqi defector known as Curveball (see November 4, 2007), who is providing German and US intelligence analysts with fascinating but fallacious stories of his involvement with what he claims is a secret Iraqi mobile biological weapons laboratory (see November 1999), provides the names of real Iraqis with whom he claims to have worked, further convincing the analysts of his veracity. One name he cites is that of nuclear scientist Dr. Basil al-Sa’ati, whom he claims was one of the mobile bioweapons program’s senior officials. In late 2007, long after Curveball has been proven to be a complete fabricator, a reporter asks al-Sa’ati, “[Curveball] told German intelligence that you personally were fully involved in the project to use [a laboratory site at] Djerf al Nadaf for mobile biological weapons.” Al-Sa’ati’s reply: “Big lie.” Had anything of that nature gone on there, he will say, he would “definitely” have known about it. “It was… really seed purification” and not a bioweapons facility, al-Sa’ati will say. Al-Sa’ati is equally dismissive with the Germans. If Curveball were involved in something so secret, al-Sa’ati asks the Germans, why did Saddam Hussein let him emigrate in 1999? Curveball had not known of al-Sa’ati’s emigration and subsequent availability to Western intelligence agencies, and becomes less cooperative and more reticent. Doubts about Curveball’s veracity began to grow among the Germans. [CBS News, 11/4/2007]

In an op-ed column for the neoconservative Weekly Standard, writers Thomas Donnelly and Gary Schmitt state that the US’s enemies “want to push the United States out of the Middle East. Our response must be to prevent that.” Donnelly and Schmitt, members of the Project for the New American Century think tank (PNAC—see January 26, 1998 and September 2000), say that such an effort “will require more than a vague, unfocused ‘war on terrorism.‘… Last week’s strikes represent a new and more complex phase of this war. But this is not a new war. This is a ‘theater war’ in the classic sense. Neither [O]sama bin Laden nor Saddam [Hussein] cares much about America’s role in Europe or East Asia. They want us out of their region.”
Reasserting Dominance in Middle East - The US can win this “struggle for power in the Persian Gulf” by “reasserting our role as the region’s dominant power; as the guarantor of regional security; and as the protector of Israel, moderate Arab regimes, and the economic interests of the industrialized world.” Donnelly and Schmitt trace the US’s problems in the region back to the decision not to overthrow Hussein in 1991 (see January 16, 1991 and After). “As Saddam has crawled back from defeat,” they write, “bin Laden has grown increasingly bold. Meanwhile, our regional allies have begun to hedge their bets, not only with the terrorists and Iraq, but with Iran as well.” The US should focus on routing both bin Laden and Hussein from the region, they say. It is unclear if Hussein was involved in the 9/11 attacks, they say, though they assert that Hussein was “implicated in the 1993 World Trade Center bombing (see February 26, 1993 and October 2000).… But as with bin Laden, we have long known that Saddam is our enemy, and that he would strike us as hard as he could. And if we have learned anything at all from [the] past week, it is that adopting a defensive posture risks attacks with unacceptable consequences. The only reasonable course when faced with such foes is to preempt and to strike first.” Overthrowing Hussein “is the key to restoring our regional dominance and preventing our enemies from achieving their war aims.… When Bush administration officials speak of ‘ending’ regimes that participate in the war against America, they must mean Saddam Hussein’s Iraq” (see Before January 20, 2001).
Cowing Other Nations, Restoring 'Global Credibility' - Overthrowing the Iraqi government will also cow Iran, Syria, and other regional threats, the authors say, and “will restore the global credibility tarnished in the Clinton years. Both our friends and our enemies will be watching to see if we pass this test.” Although attacking Afghanistan is not necessary, toppling the Saddam regime will not be difficult in a military sense, and “the larger challenge will be occupying Iraq after the fighting is over.”
Surpluses Will Pay for Effort - The so-called “lockboxes”—Social Security funds and others—previously kept from being spent on other government programs are, the authors write, “yesterday’s news,” but the sharp increases in defense spending that this war effort will require will not be difficult to fund: “given the surpluses that exist, there is no impediment to such increases.” [Weekly Standard, 9/24/2001]

Vice President Dick Cheney makes an unusually personal plea to President Bush to redirect the US war on terror to focus on Iraq and Saddam Hussein. Several of Bush’s senior aides have argued the point before, but until now the US strategy has been to root out al-Qaeda from Afghanistan. Cheney argues that in 1991 he was part of the team that created what he now believes to be a flawed policy—leaving Hussein in power after the Gulf War—and now Bush can correct that error (see February 1991-1992). Cheney’s argument is very successful. “The reason that Cheney was able to sell Bush the policy is that he was able to say, ‘I’ve changed,’” a senior administration official will say. “‘I used to have the same position as [James] Baker, [Brent] Scowcroft, and your father—and here’s why it’s wrong.’” By late February or early March of 2002, Bush has swung to the position Cheney advocates, so much so that he interrupts a meeting between National Security Adviser Condoleezza Rice and three senators to boast: “F_ck Saddam. We’re taking him out” (see (March 2002)). [New Republic, 11/20/2003] According to his 2008 book What Happened, deputy press secretary Scott McClellan isn’t sure why Cheney is so determined to invade Iraq. McClellan will state flatly that “some, like Cheney, [Defense Secretary Donald] Rumsfeld, and [Deputy Defense Secretary Paul] Wolfowitz were evidently pursuing their own agendas,” and will note that “[t]he most significant of their personal agendas was probably Cheney’s, given his closeness to the president and his influence over him.” Because of “Cheney’s personality and his penchant for secrecy,” McClellan believes his agenda “is the most likely to remain unknown.” Whether Cheney was driven to “finish the job he started as defense secretary in 1991,” when the US invaded Iraq but did not topple the Hussein regime (see January 16, 1991 and After), or whether he sought to “give America more influence over Iraq’s oil reserves,” McClellan is unsure. McClellan will write that Condoleezza Rice, President Bush’s top foreign policy adviser, should have stood up to the “forceful personalities” of Cheney, Rumsfeld, and Wolfowitz, “rather than deferring to them.” But, he will write, “my later experiences with Condi led me to believe that she was more interested in figuring out where the president stood and just carrying out his wishes while expending only cursory effort on helping him understand all the considerations and potential consequences” of an invasion. Bush, McClellan will observe, is “intellectually incurious” and prone to make decisions based on instinct rather than “deep intellectual debate.” McClellan believes that Bush’s mistakes “could have been prevented had his beliefs been properly vetted and challenged by his top advisers. Bush’s top advisers, especially those on his national security team, allowed the president to be put in the position he is in today. His credibility has been shattered and his public standing seemingly irreparably damaged.” [McClellan, 2008, pp. 145-146]

White House political adviser Karl Rove says that the Republican Party should campaign primarily on the war on terror in the 2002 midterm elections. “Americans trust the Republicans to do a better job of keeping our communities and our families safe,” Rove tells the Republican National Committee. “We can also go to the country on this issue because they trust the Republican Party to do a better job of protecting and strengthening America’s military might and thereby protecting America.” President Bush has said repeatedly that the war on terror should not be considered fodder for partisan political gain. Just days before Rove’s speech, Bush told a gathering in California, “It’s time to take the spirit of unity that has been prevalent when it comes to fighting the war and bring it to Washington, DC.” And Rove recently told reporters that Bush had told his aides: “Politics has no role in this. Don’t talk to me about politics for a while.” Now Rove is publicly advising Republicans to politicize the war. Democratic Party chairman Terry McAuliffe says: “If the White House is politicizing the war, that’s nothing short of despicable. For Karl Rove to politicize the issue is an affront to the integrity of the entire United States military.” McAuliffe’s Republican counterpart, Marc Racicot, calls on McAuliffe “to help stop the politics of obstruction.” [New York Times, 1/19/2002]

[Source: PEP]In response to questions from Vice President Dick Cheney (see (February 13, 2002)), CIA operative Valerie Plame Wilson and officials from the CIA’s DO counterproliferation division (CPD) meet to discuss what the agency should do to determine the validity of recent Italian intelligence reports (see October 15, 2001 and February 5, 2002) alleging that Iraq had sought to purchase uranium from Niger. During the meeting, Plame Wilson suggests sending her husband, Joseph Wilson, an Africa expert and former US diplomat, to Niger to investigate the reports. [US Congress, 7/7/2004] The meeting is chronicled in an internal agency memo obtained by the Wall Street Journal in October 2003. [Wall Street Journal, 10/17/2003] Intelligence officials subsequently will not deny that Plame Wilson was involved in the decision to send Wilson to Niger, but will say she was not “responsible” for the decision. CIA Alerted to Cheney's Concerns - In her 2007 book Fair Game, Plame Wilson recalls that shortly after Cheney’s initial questions, a young officer rushes into her CPD office and tells her “someone from the vice president’s office” just called the officer on her secure telephone line. The caller, apparently a member of Cheney’s staff, wants information about an intelligence report that the Italian government has passed to the US, alleging that in 1999 Iraq attempted to buy yellowcake uranium from Niger. Cheney is, according to the staffer, “interested and want[s] more information.” Plame Wilson will write, “If the report was true at all, I knew that it would be damning evidence indeed that Iraq was seeking to restart its nuclear program.”
'Nonplussed' at White House Contact - “I was momentarily nonplussed that someone from the vice president’s office had reached down into the junior working levels of the agency to discuss or find an answer to an intelligence report,” she will write. “In my experience, I had never known that to happen. There were strict protocols and procedures for funneling intelligence to policy makers or fielding their questions. Whole offices within the agency were set up and devoted to doing just that. A call to a random desk officer might get the policy maker a quick answer in the heat of the moment, but it was also a recipe for trouble. Handing a senior policy maker ‘raw’ intelligence that had not been properly vetted, placed into context, or appropriately caveated by intelligence professionals usually led to misinterpretation—at a minimum.” She adds that at the time, she is “not aware of the unprecedented number of visits the vice president had made to our headquarters to meet with analysts and look for any available evidence to support the Iraq WMD claims the administration was beginning to make.… I was still blissfully ignorant of any special visits or pressure from the administration vis-a-vis Iraq. I just wanted to get some answers.”
Decision to Ask Wilson Originates with Records Officer, Not Plame Wilson - Plame Wilson tables her concerns about the unusual contact, and begins pondering how best to find answers to Cheney’s questions. The “first and most obvious choice,” she will write, “would be to contact our [REDACTED] office in Niger and ask them to investigate these allegations using local sources available on the ground.” But the budget cuts of the mid-1990s had forced the closing of numerous CIA offices in Africa, including its station in Niamey, Niger. Plame Wilson will recall, “A midlevel reports officer who had joined the discussion in the hallway enthusiastically suggested, ‘What about talking to Joe about it?’” The reports officer is referring to Plame Wilson’s husband, former ambassador Joseph Wilson. “He knew of Joe’s history and role in the first Gulf War (see September 5, 1988 and After and September 20, 1990), his extensive experience in Africa, and also that in 1999 the CIA had sent Joe on a sensitive mission to Africa on uranium issues. Of course, none of us imagined the firestorm this sincere suggestion would ignite. At the moment, the only thought that flashed through my mind was that if Joe were out of the country for an extended period of time I would be left to wrestle two squirmy toddlers into bed each evening.… So I was far from keen on the idea, but we needed to respond to the vice president’s office with something other than a lame and obviously unacceptable, ‘We don’t know, sorry.’” Plame Wilson and the reports officer make the suggestion to send Wilson to Niger; her supervisor decides to meet with Wilson “and the appropriate agency and State [Department] officials.” At her supervisor’s behest, Plame Wilson sends an e-mail to her division chief (whom she will only identify as “Scott”), informing him of the decision and noting that “my husband has good relations with both the PM [prime minister] and the former minister of mines (not to mention lots of French contacts), both of whom could possibly shed some light on this sort of activity.” Plame Wilson will write that her words are intended to “gently remind [her division chief] of Joe’s credentials to support why my boss thought he should come into headquarters in the first place.” She will note: “Months later, those words would be ripped out of that e-mail and cited as proof that I had recommended Joe for the trip (see February 13, 2002). But at the time, I simply hit the ‘send’ button and moved on to the other tasks that were demanding my attention.” That night, Plame Wilson broaches the subject of going to Niger with her husband; he agrees to meet with her superiors at the CPD. Cheney Later Denies Knowledge of Iraq-Niger Claims - During the investigation of the Plame Wilson leak (see September 26, 2003), Cheney will repeatedly deny any knowledge that the CIA was following up on his request for more information. This is a lie. Among other refutations, the Senate Intelligence Committee will report in 2004 that he was told on February 14 that CIA officers were working with clandestine sources to find out the truth behind the Niger allegations (see July 9, 2004). While the Bush White House publicly denies any desire for war with Iraq, and says it is committed to working with the United Nations to find a diplomatic course of action, behind the scenes the administration’s lawyers are working on a legal justification for war. White House counsel Timothy Flanigan develops a legal position that argues the president needs no Congressional authorization to attack Iraq. Flanigan’s superior, chief White House counsel Alberto Gonzales, presents Flanigan’s legal rationale to President Bush. Flanigan’s chief argument is that the president’s “inherent power as commander in chief” (see 1901-1909 and June 2, 1952) gives him the right to unilaterally take the country to war. Flanigan’s backup position is invoking the 1991 Congressional authorization for the Persian Gulf War (see January 9-13, 1991), and the UN Security Council’s resolutions from that time period (see November 29, 1990). Nevertheless, the White House will demand an authorization for war from Congress (see October 11, 2002)—an authorization White House officials say Bush has no intention of using except as a means of bringing diplomatic pressure against Iraq. White House officials, in interviews with the New York Times, describe the administration’s strategy to convince the public, Congress, and US allies of the need to confront Iraq. They say the centerpiece of the strategy will be Bush’s September 11 speech at Ellis Island in New York Harbor, which they have been planning since at least June. (The speech will not actually make a case for confronting Iraq. Bush will first make his case to the nation in his October 7 speech (see February 20, 2001).) Explaining why the White House did not launch this effort in August when the administration’s plans came under intense criticism from a number of different quarters, White House Chief of Staff Andrew Card tells the New York Times, “From a marketing point of view, you don’t introduce new products in August.” Card is the founding member of the White House Iraq Group (see August 2002 and June 9, 2008), which was formed to “educate the public” on the alleged threat from Iraq. The officials also tell the Times that one of the administration’s goals is for Congress to pass a resolution approving the use of force in Iraq within the next four to five weeks. “In the end it will be difficult for someone to vote against it,” one administration official tells the Times. [New York Times, 9/7/2002] In 2007, author and reporter Charlie Savage will write: “The proposed hurry-up vote on the eve of the first election since 9/11 presented a win-win scenario for the White House: If Democrats voice caution or skepticism about the proposed war resolution (see October 11, 2002), then the GOP could portray them as weak on terrorism ahead of the election, and if Democrats supported the bill, then the Bush-Cheney administration would fortify its powers by eliminating even the suggestion that it might later need to ask for permission to launch any war against Iraq” (see August 2002). By mid-September, Republican Congressional candidates will make Iraq a central issue of their campaigns, proclaiming unwavering support for Bush and attacking their Democratic opponents. In New Mexico, Republican House candidate Mike Pence will say of his opponent, John Arthur Smith, who is still considering whether or not to support the invasion, “While Smith ‘reflects’ on the situation, the possibility of a mushroom cloud hovering over a US city (see September 4, 2002) remains.” In Minnesota, Republican Senate candidate Norm Coleman will attack Democratic incumbent Paul Wellstone for refusing to “stand with the president.” Similar tactics will be used in campaigns around the country. As a result, almost every Democrat facing re-election joins Republicans in supporting the war authorization. Savage will write, “Thus, even though the Founders wanted Congress to make the final decision about when the United States should go to war, lawmakers abdicated their responsibility and delegated their power to the president.” [USA Today, 10/13/2002; Savage, 2007, pp. 156-157]

After much deliberation, Ellis Island in New York Harbor is chosen as the setting for Bush’s speech; the Ellis site won out over nearby Governors Island because the senior public relations officials want the Statue of Liberty as a backdrop. “We had made a decision that this would be a compelling story either place,” White House communications director Dan Bartlett will later recall. “We sent a team out to go and look and they said, ‘This is a better shot,’ and we said okay.” Leading that team is Scott Sforza, the former ABC producer who will later oversee the May 2003 “Mission Accomplished” event (see May 1, 2003 and April 30, 2008). [Rich, 2006, pp. 57-58] (Deputy press secretary Scott McClellan will later write of Sforza, “Reagan’s team had perfected this art of stagecraft, and the man in charge for Bush, deputy communications director Scott Sforza, took it to new heights.” [McClellan, 2008, pp. 82] Sforza is joined by former Fox News producer Gary Jenkins and former NBC cameraman Bob De Servi. They use three barges laden with stadium lights to illuminate the Statue of Liberty for the shoot. Former Reagan administration public relations chief Michael Deaver will later observe that the Bush team is far better at this kind of marketing presentation than the Reagan, Bush I, or Clinton public relations teams ever were. “[T]hey’ve taken it to an art form,” Deaver will say. The speech is designed to push Congress towards authorizing the war before the midterm elections (see January 19, 2002 and October 10, 2002), when, as author Frank Rich will later write, “the pressure on congressmen facing re-election to prove their war-waging machismo would be at its nastiest. Any weak sisters could expect a thrashing much like that Republicans inflicted on Democrats who had failed to vote for the ‘use of force’ resolution sought by the first President Bush after the Persian Gulf War in 1991” (see January 9-13, 1991). A senior administration official says, “In the end it will be difficult for someone to vote against it.” [Rich, 2006, pp. 57-58] In other preparatory moves for the speech, the government raises the National Threat Level from yellow to orange (see September 10, 2002), and announces the death or capture of some 2,700 al-Qaeda operatives since 9/11 (see September 10, 2002). Two days before the CIA is to issue an assessment (see August 2002) on Iraq’s supposed links to militant Islamic groups, Defense Department officials working in the Office of Special Plans (OSP) deliver a briefing in the White House to several top officials, including I. Lewis Libby, Vice President Dick Cheney’s chief of staff, and Deputy National Security Adviser Stephen Hadley. The briefing is entitled “Assessing the Relationship between Iraq and al-Qaeda,” and is an updated version of a briefing presented in July 2002 (see July 25, 2002). The OSP, working under Undersecretary of Defense for Policy Douglas J. Feith, is aggressively promoting any evidence it can find to support a decision to invade Iraq (see September 2002).

Around the same time, the briefing is also presented with slight variations to Defense Secretary Donald Rumsfeld and CIA Director George Tenet. The slide criticizing other intelligence agencies is excluded when a version of the briefing is given to Tenet. A later report by the Defense Department’s Office of Inspector General will conclude the briefing was entirely incorrect and deliberately ignored intelligence by the CIA, DIA, and other intelligence agencies that contradicted its conclusions (see February 9, 2007). [Washington Post, 4/6/2007] The CIA has already found the majority of the information in the presentation either completely false or largely unsupported by reliable evidence. [Savage, 2007, pp. 293]
Unusual Briefing - This briefing, delivered at the same time the White House is pressing Congress to authorize the upcoming war with Iraq (see October 11, 2002), is, in the words of author and reporter Charlie Savage, “highly unusual.” Usually, high-level administration officials making national security decisions rely on information vetted by top-flight analysts at the CIA, in order to ensure the information is as accurate and politically neutral as possible. No CIA analyst has ever found a meaningful link between Hussein and al-Qaeda; the few reports of such claims were seen as highly dubious. But Cheney and his supporters consider the CIA slow, pedantic, and incompetent, and believe Feith’s OSP can provide better—or at least more amenable—intelligence. Savage will write: “In Feith’s shop and elsewhere in the executive branch, neoconservative political appointees stitched together raw intelligence reports, often of dubious credibility, without any vetting or analysis by professional intelligence specialists. The officials cherry-picked the files for reports that supported the notion that Iraq had an active [WMD] program and that it was working hand-in-hand with al-Qaeda, ‘stovepiping’ such reports to top decision makers (and leaking them to the press) while discounting any skepticism mounted by the professionals.” [Savage, 2007, pp. 292]
Dismantling Intelligence Filtering System in Favor of Politically Controlled Intelligence Provisions - What the presentation accomplishes, according to former CIA intelligence analyst Kenneth Pollock, is to support a conclusion already drawn—the need to get rid of Saddam Hussein—by using slanted, altered, and sometimes entirely fabricated “intelligence.” The White House proceeded to “dismantle the existing filtering process that for 50 years had been preventing the policymakers from getting bad information.” Savage goes one step farther. He will write that the presentation is part of a larger White House strategy to alter the balance of power between the presidency and a key element of the bureaucracy. By setting up a politically controlled alternative intelligence filtering system, he will write, “the administration succeeded in diminishing the power of the CIA’s information bureaucracy to check the White House’s desired course of action.” [Savage, 2007, pp. 294]

The French arrange a backchannel meeting between a friend of Iraqi Foreign Minister Naji Sabri Hadithi and the CIA’s station chief in Paris, Bill Murray. Sabri’s friend, a Lebanese journalist, tells Murray that Sabri would be willing to provide the CIA with accurate information on Iraq’s weapons of mass destruction program in exchange for $1 million. The CIA agrees to advance the journalist $200,000. [Isikoff and Corn, 2006, pp. 45; MSNBC, 3/21/2006] When CIA Director George Tenet announces the deal during a high-level meeting at the White House—attended by President Bush, Vice President Cheney, and National Security Adviser Condoleezza Rice—the news is greeted with enthusiasm. “They were enthusiastic because they said, they were excited that we had a high-level penetration of Iraqis,” Tyler Drumheller, the agency’s head of spying in Europe, later tells 60 Minutes. [CBS News, 4/23/2006] But Sabri does not tell the CIA what the White House is expecting to hear. In a New York hotel room, the Lebanese journalist says that according to Sabri Iraq does not have a significant, active biological weapons program. He does however acknowledge that Iraq has some “poison gas” left over from the first Gulf War. Regarding the country’s alleged nuclear weapons program, Sabri’s friend says the Iraqis do not have an active program because they lack the fissile material needed to develop a nuclear bomb. But he does concede that Hussein desperately wants one. [Isikoff and Corn, 2006, pp. 62-63; MSNBC, 3/21/2006] “He told us that they had no active weapons of mass destruction programs,” Drumheller, will recall. [Unger, 2007, pp. 246-247] The White House immediately loses interest in Sabri as a source after the New York meeting. Sabri, Bush says, is merely telling the US “the same old thing.” The CIA continues to corroborate material provided to the agency by Sabri. Wiretaps on Sabri’s phone conversations by French intelligence back up Sabri’s claims, but Bush could not care less. “Bush didn’t give a f_ck about the intelligence,” a CIA officer will later say. “He had his mind made up.” CIA agent Luis (whose full name has never been disclosed) and John Maguire, the chief and deputy chief of the Iraq Operations Group, also lose interest in the lead. In one confrontation between Maguire and Murray, Maguire allegedly says: “One of these days you’re going to get it. This is not about intelligence. This is about regime change.” Drumheller will agree, saying the White House is “no longer interested.… They said, ‘Well, this isn’t about intel anymore. The CIA delivers the classified version of its 90-page National Intelligence Estimate (NIE) on Iraq (see October 1, 2002) to Congress at 8 p.m. It is available for viewing by congresspersons under tight security—including armed guards—in the offices of the Senate and House Intelligence Committees. Only House and Senate intelligence committee members can read the material, if they come without staff members. [Washington Post, 6/22/2003; Vanity Fair, 5/2004, pp. 281; Unger, 2007, pp. 265] Despite an upcoming vote on whether or not to authorize a military attack on Iraq (see October 11, 2002), no more than a half-dozen or so members actually come to review the NIE. Peter Zimmerman, the scientific adviser to the Senate Foreign Relations Committee and one of the first to look at the document, is stunned to see how severely the dissenting opinions of the Energy Department and the State Department undercut the conclusions that were so boldly stated in the NIE’s “Key Judgments” section. He later recalls: “Boy, there’s nothing in there. If anybody takes the time to actually read this, they can’t believe there actually are major WMD programs.” One of the lawmakers who does read the document is Senator Bob Graham (D-FL) (see October 4, 2002). Like Zimmerman, he is disturbed by the document’s “many nuances and outright dissents.” But he is unable to say anything about them in public because the NIE is classified. Senator John D. Rockefeller (D-WV) says in a 2005 interview: “In fact, there were only six people in the Senate who did [read the NIE], and I was one of them. I’m sure Pat [Roberts (R-KS)] was another.” Roberts is the Chairman of the Senate Intelligence Committee and Rockefeller is the vice chairman. [Fox News, 11/14/2005; Isikoff and Corn, 2006, pp. 133-134, 137] Rockefeller will later explain that such a visit is difficult for busy congresspersons. Besides, he will say, “it’s extremely dense reading.” [Unger, 2007, pp. 264]

The House and Senate draft a joint resolution authorizing the president to use military force against Iraq. The House bill is sponsored by Democrat Richard Gephardt (D-MI), who meets with the president in the morning to discuss the compromise bill. Bush concedes on a few of Gephardt’s requests. The resulting joint resolutions—HJ Res. 114 in the House and SJ Res. 46, in the Senate—is considered a win for President Bush, effectively derailing the bipartisan Biden-Lugar initiative (see October 1, 2002) which would have explicitly restricted the authorization of military force to Iraq only. Gephardt’s resolution angers many fellow Democrats. The general feeling is that Gephardt conceded so much to Bush because he didn’t want it to become an issue in the November elections (see also September 3, 2002). Italian Panorama journalist Elisabetta Burba goes to the US Embassy in Rome and gives US officials copies of the Niger uranium documents (see March 2000) that she had obtained two days before (see Afternoon October 7, 2002). [Agence France-Presse, 7/19/2003; Agence France-Presse, 7/19/2003; Washington Post, 7/20/2003; Associated Press, 7/20/2003; Agence France-Presse, 9/19/2003; New Yorker, 10/27/2003] Up till now, the embassy had only received reports of the documents. [Unger, 2007, pp. 261] It is likely that the so-called “Italian Letter,” a letter purporting to be from the president of Niger to Iraq’s Saddam Hussein confirming the Iraq-Niger uranium deal, is not in the bundle of documents Burba brings to the embassy. [ERiposte, 3/6/2006] Burba meets with the embassy’s press spokesman, Ian Kelly. Over coffee, she tells him that she has documents purporting to show that Iraq has signed a deal to buy uranium from Niger, and she needs his help to confirm their authenticity and accuracy. Kelly brings three others into the discussion—a political officer, one of his own staffers, and perhaps a US military official, as Burba will later recall—and moves the entire group into his office. The subsequent discussion is brief; Burba hands over the documents. Kelly tells her the embassy will look into the matter. The CIA station chief, Jeff Castelli, refuses to meet with Burba. [Washington Post, 4/3/2007] Castelli is told about Burba’s visit, but is not interested. As the CIA’s head of European operations, Tyler Drumheller, will later recall, Castelli says, “This is bullsh_t we don’t have time to waste on.” Castelli receives a copy of the documents but quickly forgets about them. According to Drumheller, Castelli is “not the most organized guy in the world. And his view was, ‘This is the least important thing that’s coming across my desk now.’ He just made a mistake.” [Isikoff and Corn, 2006, pp. 148; CBS News, 4/23/2006] Several newspapers cite sources (mostly unnamed, so it’s possible they are all relying on the same sources) that appear to support Drumheller’s account. [New York Times, 3/23/2003; Washington Post, 7/20/2003; New Yorker, 10/27/2003] For example, an unnamed senior CIA official will tell Knut Royce of Newsday in July of 2003 that the CIA “had serious questions about [the claims] from day one” (see July 21, 2003). The agency “had accounts (see October 15, 2001, February 5, 2002, and March 25, 2002) of them [the letters] and that was close enough. We didn’t take it that seriously to begin with.… We didn’t put a lot of stock in these reports from Niger. We didn’t rush around to get the actual documents.” [Newsday, 7/11/2003] The documents are faxed to the State Department on October 15 (see October 15, 2002), and its intelligence unit will quickly conclude that the papers are probably fakes. The House votes to give President Bush sweeping authorization to use military force against Iraq, on an overwhelming 296-133 vote. One hundred and twenty-six Democrats vote against the bill even though House Minority Leader Richard Gephardt (D-MO) co-authored it. House Majority Leader Dick Armey (R-TX) issues a veiled warning to the president to use his newly granted powers judiciously: “Mr. President, we are about to give you a great trust.” After the bill passes the House, Bush says, “The days of Iraq acting as an outlaw state are coming to an end… [t]he gathering threat of Iraq must be confronted fully and finally.” One of the opponents of the House bill, John Spratt (D-SC), says that without an international diplomatic approach, “this will be the United States versus Iraq and in some quarters the US versus the Arab and the Muslim world.” Commenting on the passing of the resolution, the Washington Post reports: “Yesterday’s debate often lacked the passion and unpredictability of the 1991 affair, when members sat late into the night listening attentively to a war of words. By contrast, the House chamber was largely empty most of yesterday: the arguments familiar, the outcome certain, the conclusion anticlimactic.” [White House, 10/2/2002; PBS, 10/10/2002; Washington Post, 10/11/2002] Bush calls on the Senate to pass the bill (see October 11, 2002) so it can be signed into law as soon as possible (see October 16, 2002). The Senate overwhelmingly approves the resolution the next day. [PBS, 10/10/2002; US Senate, 10/11/2002] The AUMF contains a caveat in the authorization that conditions Congress’s authorization of military force on a formal determination by Bush that Iraq poses a threat to the US that cannot be contained diplomatically, and that any military action against Iraq must be consistent with the war against those who attacked the US on 9/11 (see March 18, 2003). The US media virtually ignores this condition, and therefore the Bush administration does not feel particularly bound by it. Congress asks for the formal declaration either before launching an attack or within 48 hours of the attack, and insists that the declaration contain solid evidence of the impossibility of further diplomacy, and of Iraq’s connection to the 9/11 terrorists. Many Opponents Believe Iraq a Threat - Even some of the most ardent opponents of the war believe the allegations about Iraq’s WMD: Senator Russ Feingold (D-WI) says, “I believe that Iraq presents a genuine threat, especially in the form of weapons of mass destruction: chemical, biological, and potentially nuclear weapons.” [Unger, 2007, pp. 266]
Senators Lack Key Information for Informed Vote - Virtually none of the senators, for or against the use of force, bothered to read the National Intelligence Estimate on Iraq to help them ascertain the reality behind the administration’s insistence on the necessity for military action (see October 1, 2002). Almost all of them relied instead on briefings from administration officials. They were not told of the doubts about the Niger documents (see October 9, 2002), or the doubts surrounding the intelligence source dubbed “Curveball” (see Mid- and Late 2001). Nor are they aware that the CIA has “turned” Iraqi Foreign Minister Naji Sabri, who says that Iraq has long since terminated its WMD programs (see Late September 2002). [Unger, 2007, pp. 265]
Senate Leadership 'Caved in,' Former Ambassador Says - Former ambassador Joseph Wilson will write in 2004 that while a number of Senate Democrats opposed giving Bush a “blank check” to use military force as he sees fit, the efforts fail because “the Democratic leadership essentially caved in. The combination of threats of defeat at the polls with presidential promises that the congressional resolution would provide him the ammunition he needed to negotiate a strong UN resolution on disarmament proved to be too much for careerist politicians.” [Wilson, 2004, pp. 328]
Former Senator Says Electoral Politics Were Key to Vote - In 2009, Senator Bob Graham (D-FL), the chairman of the Senate Intelligence Committee, will reflect: “Unlike the first George Bush, who had purposefully put off the vote on the Persian Gulf War until after the elections of 1990—we voted in January of 1991 (see January 9-13, 1991)—here they put the vote in October of 2002, three weeks before a congressional election. President Bush sends a letter to Congress justifying the invasion of Iraq. The letter is addressed to Speaker of the House Dennis Hastert (R-IL) and President Pro Tempore of the Senate Ted Stevens (R-AK). In the letter, Bush declares that he has determined that further diplomacy will not “adequately protect the national security of the United States.” Therefore, he is acting to “take the necessary actions against international terrorists and terrorist organizations, including those nations, organizations, or persons who planned, authorized, committed, or aided the terrorist attacks that occurred on September 11, 2001.” [US President, 3/24/2003; Unger, 2007, pp. 293] This mimics language from a bill passed by Congress in October 2002 (see October 11, 2002), which granted Bush the power to declare war against Iraq if a link with the 9/11 attacks is shown and several other conditions are met. So am I, but for a different reason. The top people at the Pentagon are wondering why these ex-military talkers can’t follow the company line on how well the war has been fought. I’m wondering why these spokesmen for militarism are on TV in the first place.” McCarthy lists twelve: Lieutenant General Bernard Trainor, Major General Robert Scales, Lieutenant General Gregory Newbold, Major General Donald Shepperd, General Barry McCaffrey, Major General Paul Vallely, Lieutenant General Don Edwards, Lieutenant General Thomas McInerney, Colonel Tony Koren, Lieutenant Colonel Rick Francona, Major Jack Stradley, and Captain Chris Lohman. Deploring the Military's Domination of the Airwaves - McCarthy continues: “That the news divisions of NBC, ABC, CBS, CNN, and Fox sanctioned this domination by military types was a further assault on what the public deserves: independent, balanced and impartial journalism. The tube turned into a parade ground for military men… saluting the ethic that war is rational, that bombing and shooting are the way to win peace, and that their uniformed pals in Iraq were there to free people, not slaughter them. Perspective vanished, as if caught in a sandstorm of hype and war-whooping. If the US military embedded journalists to report the war from Iraq, journalists back in network studios embedded militarists to explain it. Either way, it was one-version news.” McCarthy asks why no dissenters are allowed on the airwaves to counter the military point of view, a question answered by a CNN news executive (see April 20, 2003). McCarthy answers his own question: “In wartime, presumably, the message to peace activists is shut up or shut down.”
Viewers Unaware of Analysts' Business Connections - Presciently, considering the wide range of business connections exploited by the analysts and documented in the 2008 expose, McCarthy notes: “Viewers are not told of possible conflicts of interest—that this general or that one is on the payroll of this or that military contractor. Nor are they given information on whether the retired generals are paid for their appearances.”
Militaristic Newsmen - It is not just the retired officers who provide a militarist perspective, McCarthy observes, but the reporters and anchormen themselves. With examples of ABC’s Ted Koppel and NBC’s Brian Williams donning helmets before the cameras, or Fox’s Geraldo Rivera proclaiming in Afghanistan that “[W]e have liberated this country” (and his cameraman shouting, “Hallelujah!”), “the media are tethered to the military,” McCarthy writes. “They become beholden, which leads not to Pentagon censorship, as in 1991 (see October 10, 1990), but a worse kind: self-censorship” (see September 10, 2003).
For Us or Against Us - McCarthy concludes: “George W. Bush lectured the world that you’re either with us or against us. America’s networks got the message: They’re with. They could have said that they’re neither with nor against, because no side has all the truth or all the lies and no side all the good or evil. But a declaration such as that would have required boldness and independence of mind, two traits not much linked to America’s television news.” [Washington Post, 4/19/2003]

A banner unfurled behind the president reads, “Mission Accomplished.” [CNN, 5/2/2003] Bush begins his speech by saying: “Officers and sailors of the USS Abraham Lincoln, my fellow Americans, major combat operations have ended. In the Battle of Iraq, the United States and our allies have prevailed.” [White House, 5/1/2003; Unger, 2007, pp. 304-305] Bush praises a military victory “carried out with a combination of precision and speed and boldness the enemy did not expect and the world had not seen before.” He celebrates “the images of fallen soldiers” and “the images of celebrating Iraqis” (see April 9, 2003, April 9, 2003, and April 10, 2003), and continues, “[T]he battle of Iraq is one victory in a war on terror that began on September the eleventh, 2001, and still goes on.” The invasion “removed an ally of al-Qaeda,” he asserts. Because of the overthrow of Saddam Hussein, Bush says, “no terrorist network will gain weapons of mass destruction from the Iraqi regime, because the regime is no more.” Bush gives his listeners a dose of belligerence: “With those attacks, the terrorists and their supporters declared war on the United States, and war is what they got.” [White House, 5/1/2003; Rich, 2006, pp. 90]
Perfectly Staged - The presentation itself is a triumph of stage-managed spectacle. The Lincoln, only 39 miles offshore, is held out at sea for an additional 24 hours, forcing the crew to wait another day to see their families after their lengthy sea tour. The carrier shifts position several times to ensure that the television cameras only film expanses of ocean as backdrop for Bush, and not the Southern California skyline. Bush’s handlers decide not to have the president fly in by helicopter—standard procedure for such a visit—but instead opt for a far more dramatic flight in a fighter jet making a high-speed tailhook landing. The jet is renamed “Navy One” and Bush is designated co-pilot. [Unger, 2007, pp. 304-305] The Secret Service balks at allowing Bush to fly in “one of the sexier fighter jets,” but eventually relents enough to allow Bush to “pilot” a four-seat S-3B Viking (specially dubbed “Navy One” and with the legend “George W. Bush, Commander-in-Chief” stenciled on the cockpit). [Rich, 2006, pp. 88-90] The crew wears uniforms color-coordinated with the banner and other props the White House public relations staff have deployed. [Rich, 2006, pp. 88-90] Bush makes a dramatic exit from the fighter jet wearing, not civilian clothes, but a flight suit. As he greets the crew, he shouts in response to a reporter’s question: “Yes, I flew it! Of course I liked it!” The idea that Bush, whose time in fighter planes was strictly limited and 30 years out of date, would have been allowed to fly a state-of-the-art fighter jet without training or certification is absurd on its face, but by and large the press swallows Bush’s claim without question. Three hours later, Bush emerges from below decks, this time wearing a business suit. His entrance is timed to coincide with the California sunset, called by Hollywood cinematographers the “magic hour” for the lovely, glowing low light it bathes upon its subject. The huge “Misson Accomplished” banner, produced by Bush public relations staffers and designed to match other event banners and graphics, stretches high above Bush’s head. (One of the chief producers of the event, former ABC producer Scott Sforza, had boarded the Lincoln days before to ensure that production values were met. Sforza made sure that the banner would be visible to the cameras during Bush’s speech—see Before May 1, 2003.) [Unger, 2007, pp. 304-305]
Iraqi Captives No Longer POWs - US military officials will subsequently say that the event means captives being held in Iraq will no longer be treated as prisoners of war under the third article of the Geneva Conventions, but instead as civilians being held by an occupying power under the fourth article of the Geneva Conventions—which allows long-term detentions for prisoners deemed a threat to governing authorities. [Washington Post, 5/21/2004] White House aides tell reporters that Bush will not officially declare the war “over” because, under the Geneva Conventions, that would require the US to release some 6,000 prisoners of war taken during and after the invasion. [Rich, 2006, pp. 88-90]
'Hubris, Arrogance, and Cowboy Swagger' - Author and public administration professor Alasdair Roberts will later write: “President Bush attempted to clothe himself in the garb of the military with the hope of drawing on the esteem with which it was regarded. He did this figuratively—and also literally when… he landed on the flight deck of the USS Abraham Lincoln.… This was taken as hubris, arrogance, and cowboy swagger. But it is more accurately regarded as a sign of weakness. The heads of other developed democracies do not feel the need to meet the media in military garb. This was evidence of the president’s inability to command authority on his own account.” [Roberts, 2008, pp. 21] Some have a different opinion (see May 1-4, 2003 and May 7, 2003). Immediately after the event, Fox pundit Morton Kondracke says, “This was fantastic theater.” [Rich, 2006, pp. 89]

President Bush, asked about the White House’s admission that he should not have claimed during his State of the Union address that Iraq had attempted to buy uranium from Niger (see Mid-January 2003, 9:01 pm January 28, 2003, and July 8, 2003), does not admit his own error, but instead justifies the US’s invasion of Iraq based on somewhat different rationales than he has used before. Bush, speaking to reporters in Pretoria, South Africa, reminds his questioners that Saddam Hussein had attempted to acquire nuclear weapons technology before the 1991 Gulf War (see November 1986, 1989, and January 16, 1991 and After), saying: “In 1991, I will remind you, we underestimated how close he was to having a nuclear weapon. Imagine a world in which this tyrant had a nuclear weapon.… [A]fter the world had demanded he disarm, we decided to disarm him. And I’m convinced the world is a much more peaceful and secure place as a result of the actions.” [Fox News, 7/9/2003] Bush’s rhetoric contains a subtle but important shift: he now refers to Iraq as having pursued a nuclear weapons “program” rather than having actual weapons themselves. [Source: Ozon (.ru)]The book Because Each Life is Precious: Why an Iraqi Man Risked Everything for Private Jessica Lynch, is published by HarperCollins. It is co-written by Iraqi lawyer Mohammed Odeh al-Rehaief, who provided US forces with information necessary for the rescue of Lynch (see June 17, 2003). Al-Rehaief was rewarded for his contributions with political asylum in the US, a job with a Republican-owned lobbying firm, and a $300,000 book contract (see April 10, 2003 and After). The book was promoted by former US Information Agency official Lauri Fitz-Pegado, who in 1990 worked for public relations firm Hill & Knowlton. While at that firm, Fitz-Pegado helped run the propaganda campaign that alleged Iraqi forces had broken into a Kuwaiti infirmary, thrown Kuwaiti babies to the floor, and stolen their incubators. The story was catapulted into the headlines by the gripping testimony of a 15-year old girl, “Nayirah,” who testified before Congress that she had witnessed the atrocities (see October 10, 1990). The girl was actually the daughter of the Kuwaiti ambassador to the US and had been coached on what to say by Fitz-Pegado. Like Naiyrah’s, al-Rehaief’s story is riddled with apparent falsehoods, including the now well-known story of Lynch being slapped by a black-clad Iraqi Fedayeen, a tale disputed by the doctors and nurses at the hospital in which Lynch was receiving care. Executives of the Livingston Group, the lobbying firm which now employs al-Rehaief, say that his life is in danger from “terrorists,” though they give no details of the alleged threats; interestingly, the firm canceled an appearance by al-Rehaief at the National Press Club shortly before the book’s release, thus denying reporters a chance to question al-Rehaief about his version of events. In the book, al-Rehaief writes, “I cannot say how I had pictured this American POW but I never imagined her as quite so small or quite so young.” When he saw her being slapped, he writes: “In that moment I felt compelled to help that person in the hospital bed. I had no idea of what I could do, but I knew that I had to do something.” Independent reporter Andrew Buncombe calls the book an example of “the murky world where myth, reality and disinformation merge…” [Independent, 10/19/2003; United Press International, 10/23/2003; Public Relations Watch, 6/3/2007]

Over a period of months, Piro uses a combination of friendliness, warmth, and verbal provocations to tease a wealth of information from Hussein. At no time does Piro or other FBI interrogators use “aggressive” or “harsh” interrogation methods against Hussein. Piro works closely with a team of FBI and CIA analysts to pore over Hussein’s responses. He will later recall his sessions with Hussein for CBS News interviewer Scott Pelley.
'Mr. Saddam' - Piro begins calling the dictator “Mr. Saddam,” as a sign of respect; by the end of their time, they are on a first-name basis with one another. Hussein never finds out that Piro is “just” an FBI agent; he believes that Piro is far more influential than he actually is, and is directly briefing President Bush on their conversations. “He didn’t know I worked for the FBI, he didn’t know I was a field agent,” Piro will recall. Had he found out, “I think initially he would have been angry. He would feel that I was way beneath him, and would not respond well to the interrogation. Or even to me.… I think he thought, and actually on a couple of occasions talked around the issue that I was directly answering to the president.” Piro will recall setting several strategies of deception into motion, including his barking orders at the guards to send them into a panic to obey his instructions. “[I]t was all part of our strategy,” Piro will explain.
Controlling the Dictator - Piro will say that he gained physical control of the setting—a small, windowless room with chairs and a table—merely by placing himself between Hussein and the door. “I purposely put his back against the wall,” Piro will recall. “And then mine against the door, psychologically to tell him that his back was against the wall in the interview room. And that I stood between him and the door, psychologically. Between him whether it’s to go back to his cell, freedom, whatever he was projecting to be outside of that door. I was kind of that psychological barrier between him and the door.” Piro will add, “I basically said that I was gonna be responsible for every aspect of his life, and that if he needed anything I was gonna be the person that he needed to talk to.” Piro controls Hussein’s food and cleaning materials—Piro will describe Hussein as a “clean freak” who uses large numbers of baby wipes to disinfect his cell and his food. Piro allows Hussein pen and paper to write what Piro will describe as inordinate amounts of “terrible” poetry. “We had the guards remove their watches,” Piro will recall. “And the only person that was wearing a watch was me. And it was very evident to him, ‘cause I was wearing the largest wristwatch you could imagine. And it was just the act of him asking for the time—was critical in our plan.” Pelley says, “So you controlled time itself,” and Piro answers, “Yes.”
No Coercive Interrogation Methods - Piro will say that no coercive interrogations, such as sleep deprivation, excessive heat or cold, bombardment with loud music, or waterboarding are ever used. “It’s against FBI policy, first,” Piro will explain. “And wouldn’t have really benefited us with someone like Saddam.… I think Saddam clearly had demonstrated over his legacy that he would not respond to threats, to any type of fear-based approach.” The best methods for use with Hussein are, according to Piro, time and patience.
Using Emotions to Create Vulnerability - Piro uses their time to build a relationship with Hussein based on dependency, trust, and emotion. He alternates between treating Hussein with courtesy and kindness, and provoking him with pictures and video images designed to anger and embarrass the former dictator. He uses pictures of the toppling of Hussein’s statues and news videos documenting his overthrow. “I wanted him to get angry. I wanted him to see those videos and to get angry,” Piro will say. “You want to take him through those various emotions. Happy, angry, sad. When you have someone going through those emotions they’re not able to really control themselves. And they’re more vulnerable during the interview.”
Insult Drove Kuwait Invasion - Piro learns that one of the driving forces behind Hussein’s invasion of Kuwait in 1990 (see August 2, 1990) was personal insult. “What really triggered it for him, according to Saddam, was he had sent his foreign minister to Kuwait to meet with the Emir Al Sabah, the former leader of Kuwait, to try to resolve some of the… issues” between Kuwait and Iraq, Piro will recall. “And the Emir told the foreign minister of Iraq that he would not stop doing what he was doing until he turned every Iraqi woman into a $10 prostitute. And that really sealed it for him, to invade Kuwait. He wanted to punish, he told me, Emir Al Sabah, for saying that.” The 1991 US invasion of Iraq (see January 16, 1991 and After) soured Hussein on then-President George H. W. Bush, a feeling that Hussein transferred to the son. “He didn’t like President [George W.] Bush,” Piro will say. “He would have liked meeting President Reagan. He thought he was a great leader. Honorable man. He liked President Clinton. But he did not like President Bush, the first or the current.”
Small Things, Big Impact - Piro will recall the outsized impact relatively small incidents have on Hussein. One night the FBI flies Hussein to a hospital. He is manacled and blindfolded. Piro will remember: “And once I saw how beautiful Baghdad was in the middle of the night, so I took advantage of it. I allowed him to look out and the lights were on. There was traffic. And it looked like any other major metropolitan city around the world. And for him to see that. And as I mentioned, you know, big Baghdad is moving forward without you. I mean, little things like that didn’t require a lot of suggestion on our part. It made its point.” Piro even uses Hussein’s birthday, a former national holiday, to drive home his point. “In 2004, no one celebrated his birthday on April 28th. So the only one that really knew and cared was us. I’d brought him some cookies, and we, the FBI, celebrated his birthday for him.” Piro gives Hussein packets of flower seeds and allows him to plant his own small garden, which he must tend with his hands because the FBI will not allow him to use tools. Piro will recall that their strolls in Hussein’s tiny garden are often the site of large revelations.
Avoiding Capture - Hussein tells Piro that US forces simply missed him during the first days of the invasion, the “shock and awe” assault. “He said that he was at one of the locations. He said it in a kind of a bragging fashion, that he was there, but that we missed him,” Piro later says. “He told me he changed the way he traveled. He got rid of his normal vehicles. He got rid of the protective detail he traveled with. Really just to change his signature so he would be much harder to identify.” And Hussein denies ever using body doubles or decoys, as US intelligence had long asserted.
WMD - Five months into the sessions, Hussein finally opens up to Piro regarding the subject of Iraq’s WMD programs. Using indirection, Piro begins to tease information out of Hussein. “He told me that most of the WMD had been destroyed by the UN inspectors in the ‘90s. And those that hadn’t been destroyed by the inspectors were unilaterally destroyed by Iraq,” Piro will recall. So why, Pelley will ask, did Hussein “put your nation at risk, why put your own life at risk to maintain this charade?” Piro will respond: “It was very important for him to project that because that was what kept him, in his mind, in power. That capability kept the Iranians away. It kept them from reinvading Iraq.” It is apparent, Piro says, that Hussein did not believe he could survive without the perception that he had WMD. But Piro confirms that Hussein always intended to restart his WMD program someday. “The folks that he needed to reconstitute his program are still there,” Piro will observe. “He wanted to pursue all of WMD. So he wanted to reconstitute his entire WMD program.”
Did Not Believe US Would Invade - From there, Hussein begins to explain why he let the US continue to believe he had such weapons even as troops began massing on his borders. He didn’t believe the US would actually invade, he says. As Piro will recall: “[H]e told me he initially miscalculated President Bush. And President Bush’s intentions. He thought the United States would retaliate with the same type of attack as we did in 1998 under Operation Desert Fox (see December 16-19, 1998). Which was a four-day aerial attack. So you expected that initially.” Hussein says that Iraq would have survived a relatively limited aerial bombardment. “He survived that once,” Piro will recall. “And then he was willing to accept that type of attack. That type of damage.” But he never believed the US would invade until almost the moment of the initial assault.
'The Secret War' - Hussein knew his military could not win in any confrontation with the US. Instead, as Piro will recall: “What he had asked of his military leaders and senior government officials was to give him two weeks. And at that point it would go into what he called the secret war.… Going from a conventional to an unconventional war.” Pelley will remark, “So the insurgency was part of his plan from the very beginning,” to which Piro will say, “Well, he would like to take credit for the insurgency.”
Iraq and al-Qaeda - Hussein confirms that his regime had no dealings with al-Qaeda, as many Bush officials have long believed. Hussein considered Osama bin Laden “a fanatic,” according to Piro. “You can’t really trust fanatics,” Hussein tells the interrogator. And he had no interest in any alliance with al-Qaeda. “He didn’t wanna be seen with bin Laden,” Piro will recall. “And didn’t want to associate with bin Laden.” Hussein viewed bin Laden as a threat to him and his regime.
Independent Confirmation and Praise for Piro's Efforts - Hussein’s claims are later verified by independent interrogations with other high-ranking Hussein regime officials. Piro’s boss, FBI Assistant Director Joe Persichini, will say that Piro’s interrogation is a high mark of the bureau’s recent efforts. “The FBI will be celebrating its 100th anniversary this year and I would have to say that the interview with Saddam Hussein is one of the top accomplishments of our agency in the last 100 years,” Persichini will say, and gives credit to Piro’s language skills. Only about 50 of the 10,000 FBI agents speak Arabic, he will note. Piro will credit his FBI and CIA colleagues for their work in analyzing Hussein’s statements, and their extensive knowledge of Hussein and his regime. “The more you know about your subject, the better of an interview… that you’re gonna conduct,” he will say. “You’ll be able to recognize inconsistencies, deception, things like that. Plus it really establishes your credibility within the interview.”
No Regrets - One thing Hussein never shows during his long interviews, Piro later recalls, is remorse. “No remorse,” Piro will say. “No regret.” [CBS News, 1/27/2008]

Cover of Wilson’s ‘The Politics of Truth.’Cover of Wilson’s ‘The Politics of Truth.’ [Source: Barnes and Noble]Former ambassador Joseph Wilson, who helped disprove the White House’s claim that Iraq had attempted to buy uranium from Niger (see February 21, 2002-March 4, 2002 and July 6, 2003) and in turn had his wife, Valerie Plame Wilson, exposed as a CIA agent through a White House leak (see July 14, 2003, September 26, 2003, and September 30, 2003), publishes his book, The Politics of Truth: Inside the Lies that Led to War and Betrayed My Wife’s CIA Identity: A Diplomat’s Memoir. He had signed with a relatively small publisher, Carroll & Graf, after making a gentleman’s agreement with C&G editor Philip Turner, and refused to allow his literary agent to bid his book out for a larger advance in order to honor the agreement with Turner. According to Wilson’s wife, he worked relentlessly for four months to complete the book, eager to tell not just the story of his trip to Niger and his wife’s outing, but to write about his wide and varied diplomatic career in Africa and the Middle East (see September 5, 1988 and After, September 20, 1990, and Late November, 1990). [Wilson, 2007, pp. 171-172] The book sells well and garners mostly positive reviews; for example, author and former White House counsel John Dean gives it a glowing review in the New York Times (see May 12, 2004). But right-wing supporters of the Bush administration quickly publish their own vilifications of Wilson and his book (see July 12, 2004). Plame Wilson will write in 2007: “Having lived through the first spate of attacks on Joe’s credibility and character in the wake of the leak, I thought I had acquired some armor. I was wrong. I knew the comments were politically motivated, but they were still painful to read, and once again we felt under siege.” Plame Wilson is particularly alarmed by the death threats made against her and her family by unidentified telephone callers, including one “seriously deranged person” who manages to talk to her four-year-old son for a moment. She asks the CIA for additional security measures to protect her children, a request that the agency will eventually deny. She will recall: “To say that the CIA response ‘disappointed’ me doesn’t begin to touch the betrayal that I felt. After [REDACTED] loyal service, I expected the agency to come through on its standing promise to protect its ‘family,’ something that had always been a point of CIA pride.… Clearly, I was on my own.” [Wilson, 2007, pp. 178-180]

Author Clifford May, a former Republican National Committee staffer and a well-known television pundit, lambasts former ambassador Joseph Wilson’s new book, The Politics of Truth (see April 2004). May, who has written derisively about Wilson before (see September 29, 2003), opens by accusing Wilson of publishing a “quickie book sporting his dapper self on the cover” that contains little substance and is based largely on “a wet-kiss profile in Vanity Fair.” He derides Wilson’s lengthy experience as a diplomat (see July 31, 1990, August 1-2, 1990, August 6, 1990, August 8-9, 1990, September 20, 1990, and January 12, 1991) by calling him “the guy who makes sure the embassy plumbing is working and that the commissary is stocked with Oreos and other products the ambassador prefers.” Most notably, May comes to the conclusion that Wilson himself, and not the White House, outed his wife Valerie Plame Wilson as a CIA agent, a conclusion he says was reached by a “bipartisan Senate committee report.” May is referring to the recent report by the Senate Intelligence Committee (see July 9, 2004). He repeats many of the committee’s erroneous assertions, including the allegation that Wilson’s wife was responsible for the decision to send Wilson to Niger (see February 19, 2002, July 22, 2003, and October 17, 2003). In regards to President Bush’s State of the Union assertion that Iraq had attempted to buy uranium from Niger (see Mid-January 2003 and 9:01 pm January 28, 2003), May writes, “We now know for certain that Wilson was wrong and that Bush’s statement was entirely accurate.” He goes on to assert that the forged documents used to support the Iraq-Niger uranium story were likely “planted in order to be discovered—as a ruse to discredit the story of a Niger-Iraq link, to persuade people there were no grounds for the charge. If that was the plan, it worked like a charm.” May even says that Wilson’s report bolstered the belief that the uranium story might be true. He repeats his earlier charges that Wilson is an incompetent partisan whom the CIA had no business sending to Niger in the first place. He never explains exactly how Wilson outed his own wife as a CIA agent, though he does assert, wrongly, that Plame Wilson was never an undercover agent (see Fall 1992 - 1996) and therefore no one broke the law in revealing her status as a CIA official. [National Review, 7/12/2004] In 2004, Wilson will write of May’s assertion that his wife’s CIA status “was supposedly widely known” throughout Washington, “[I]f what May wrote was accurate, it is a damning admission, because it could have been widely known only by virtue of leaks among his own crowd.” [Wilson, 2004, pp. 443-444]

A lawsuit, Doe v. Rumsfeld, is filed on behalf of an Army recruit who is being forcibly redeployed to Iraq after nine years of active duty under the Army’s “stop-loss” program (see November 2002). The plaintiff, a reservist in the California National Guard who uses the pseudonym “John Doe” in the lawsuit, claims that since he signed up for only one year of duty, the stop-loss deployment could force him “to return to Iraq for up to two years, and possible continued military service beyond that time.” [PBS, 9/17/2004] Doe is a married father of two and an eight-year Army veteran who served in combat during the 1991 Gulf War (see January 16, 1991 and After). Doe enlisted in the National Guard in May 2003 under the so-called “Try One” program, which allows active-duty veterans to sign up for a year before deciding to make a longer commitment. Doe renewed in February 2004, making his new expiration date May 2, 2005. In July 2004, Doe’s unit was deployed for a 545-day tour of duty, which extended Doe’s time in service by about a year. He says he was told that if he did not re-enlist voluntarily for the extra time, he would be retained under the Army’s stop-loss policy. [Oakland Tribune, 1/14/2006] In January 2006, Doe will lose the case on appeal (see January 14, 2006).

Neoconservative founder Norman Podhoretz, a senior foreign adviser to Republican presidential frontrunner Rudolph Giuliani, says the US has no other choice than to bomb Iran. Podhoretz says heavy and immediate strikes against Iran are necessary to prevent that country from developing nuclear weapons. “None of the alternatives to military action—negotiations, sanctions, provoking an internal insurrection—can possibly work,” Podhoretz says. “They’re all ways of evading the terrible choice we have to make which is to either let them get the bomb or to bomb them.” Podhoretz says that such strikes would be effective: “People I’ve talked to have no doubt we could set [Iran’s nuclear program] five or 10 years. There are those who believe we can get the underground facilities as well with these highly sophisticated bunker-busting munitions.” (Podhoretz does not identify the people he has “talked to.”) “I would say it would take five minutes. You’d wake up one morning and the strikes would have been ordered and carried out during the night. All the president has to do is say go.” Giuliani has echoed Podhoretz’s belligerence towards Iran; last month, Giuliani told a London audience that Iran should be given “an absolute assurance that, if they get to the point that they are going to become a nuclear power, we will prevent them or we will set them back five or 10 years.” Podhoretz says he was pleasantly surprised to hear Giuliani make such assertions: “I was even surprised he went that far. I’m sure some of his political people were telling him to go slow…. I wouldn’t advise any candidate to come out and say we have to bomb—it’s not a prudent thing to say at this stage of the campaign.” Podhoretz has given President Bush much the same advice (see Spring 2007).
'Irrational' 'Insanity' - Nation editor Katrina vanden Heuvel blasts the “immorality and illegality” of Podhoretz’s “death wish,” and notes that such “military action would be irrational for both sides. The US military is already stretched to the breaking point. We’d witness unprecedented pandemonium in oil markets. Our troops in Iraq would be endangered.” Vanden Heuvel cites the failure to destroy Saddam Hussein’s Scud missiles during six weeks of bombings in 1991 (see January 16, 1991 and After), and the failure of the Israeli bombing of Iraq’s Osirak reactor (see June 7, 1981) to curb “regional [nuclear] proliferation.” She concludes, “Podhoretz and his insanity will embolden Iranian hardliners, plunge the region into even greater and darker instability and undermine our security.” [Nation, 10/28/2007]

Thomas asks, “How does the president intend to commemorate ‘Mission Accomplished’ after five years of death and destruction?” Perino responds with the explanation that the banner was merely to acknowledge the completion of the mission of the aircraft carrier on which the ceremony was conducted. “President Bush is well aware that the banner should have been much more specific and said ‘mission accomplished for these sailors who are on this ship on their mission,’” Perino says. “And we have certainly paid a price for not being more specific on that banner. And I recognize that the media is going to play this up again tomorrow, as they do every single year.” [CBS News, 10/29/2003; White House, 4/30/2008]
