Late August, 1990: Iraq Presents CIA-Kuwait Memo as Proof of Plot to Destabilize Iraq
Iraqi officials claim to have found a memorandum summarizing the November 1989 meeting between CIA Director William Webster and Kuwaiti head of security Brigadier Fahd Ahmed Al-Fahd (see November 1989). According to a Washington Post article, when Kuwait’s foreign minister is confronted with the document at an Arab summit, the minister faints. Iraq cites this memorandum as evidence of a CIA-Kuwaiti plot to destabilize Iraq both politically and economically (see May 28-30, 1990).
