The transport plane left an airfield in El Salvador with arms and other supplies intended for the Nicaraguan Contras. Three crew members—US pilots William Cooper and Wallace Sawyer, Jr, and an unidentified Latin American—die in the crash, but one, a “cargo kicker” named Eugene Hasenfus, ignores CIA orders and parachutes to safety—and capture by the Sandinistas. Hasenfus is a construction worker from Wisconsin who signed on to do temporary work with CIA contractors, and has no intention of “going down with the plane.” The next day, newspapers around the world run stories with Hasenfus’s face peering out from their front pages.
Reveals US's Arming of Contras - The Hasenfus shoot-down will break the news of the Reagan administration’s secret arming of the Contras in their attempt to bring down the democratically elected Socialist government of Nicaragua. Damage Control - Assistant Secretary of State Elliott Abrams (see Late 1985 and After) is the designated US spokesman on the Hasenfus shootdown. Abrams coordinates with his fellow Contra supporters, the NSC’s Oliver North and the CIA’s Alan Fiers, and with the US Ambassador to El Salvador, Edwin Corr, on how to handle the situation. Between the three, they coordinate a denial from the Salvadoran military about any Salvadoran or US involvement in the Hasenfus flight. As for themselves, they agree not to flatly lie about anything, because they cannot be sure of what Hasenfus will say, but they agree to remain as quiet as possible and hope the media sensation surrounding Hasenfus dies down with little long-term effect. According to notes taken by Corr during one meeting, everyone knows that a leak—“eventually someone in USG [the US government] will finally acknowledge some ‘winking.’ Salv role now more public”—is inevitable. It is eventually decided that the Contras themselves will take all responsibility for the flight. Fiers worries that the flight will be connected to previous humanitarian aid supplied to the Contras (see October 1985). They also confirm that Felix Rodriguez, North’s liaison to the Contras in Central America (see Mid-September 1985), is in Miami, hiding from the press. CIA cargo handler Eugene Hasenfus, in the custody of Nicaraguan officials after his transport plane filled with weapons and supplies for the Contras was shot down (see October 5, 1986), publicly states that he had made ten other trips to ferry arms and supplies to the Contras. Six of those were from the Ilopango airfield in El Salvador (see Mid-September 1985). He also states that he worked closely with two CIA agents, “Max Gomez” and “Ramon Medina.” “Gomez” is actually Felix Rodriguez, who serves as the liaison between the Contras and National Security Council officer Oliver North. “Medina” is another CIA operative, Rafael Quintero. Hasenfus says that Gomez and Medina oversaw the housing for the crews, transportation, refueling, and flight plans. The same day as Hasenfus’s public statement, Nicaraguan officials reveal that one of Hasenfus’s crew members, who died in the crash, carried cards issued by the Salvadoran Air Force identifying them as US advisers. And, the Nicaraguans claim, one of the crew members had a business card identifying him as an official with the US’s Nicaraguan Humanitarian Assistance Office (NHAO—see October 1985). Assistant Secretary of State Elliott Abrams is interviewed by conservative columnist Robert Novak and Novak’s partner, Rowland Evans. Novak, who is openly sympathetic to the Nicaraguan Contras, asks Abrams about his knowledge of the connections between the US government and the Contras as revealed by the downing of a CIA transport plane over Nicaragua (see October 5, 1986). Abrams, who provides false testimony to Congress today and in the following days, tells a similar story to Novak. Abrams goes further with Novak than he does with Congress, denying that any such person as “Max Gomez,” the CIA liaison to the Contras, even exists (Gomez is actually former CIA agent Felix Rodriguez—see October 10-15, 1986). “Whoever that gentleman is, he certainly isn’t named Max Gomez,” Abrams notes. Abrams also denies that “Gomez” has any connection to Vice President Bush (see October 11-14, 1986). Abrams adds that whoever this “Gomez” is, “he is not on the US government payroll in any way.” Novak asks if Rodriguez has any connection to the National Security Council or any other government agency, and Abrams says: “I am not playing games.… No government agencies, none.” In June 1987, Abrams will admit that he lied to Novak. [Source: Ronald Reagan Library]President Reagan and Soviet Premier Mikhail Gorbachev meet in Reykjavik, Iceland, for a second summit, to follow on the success of their first meeting almost a year before (see November 16-19, 1985). They base their discussion on Gorbachev’s January proposals of deep cuts in the two nations’ nuclear arsenals (see January 1986).
Elimination of All Nuclear Weapons by 1996 - Gorbachev and his negotiators begin by reiterating Gorbachev’s proposals for a 50 percent cut in all nuclear weapons, deep reductions in Soviet ICBMs, and the elimination of all European-based intermediate nuclear weapons. Reagan and his negotiators counter with a proposal for both sides to destroy half of their nuclear ballistic missiles in the next five years, and the rest to be destroyed over the next five, leaving both sides with large arsenals of cruise missiles and bomber-based weapons. Gorbachev ups the ante, proposing that all nuclear weapons be destroyed within 10 years. Reagan responds that it would be fine with him “if we eliminated all nuclear weapons,” implicitly including all tactical nuclear weapons in Europe and everywhere else. Gorbachev says, “We can do that,” and Secretary of State George Shultz says, “Let’s do it.”
Agreement Founders on SDI - The heady moment is lost when the two sides fail to reach an agreement on SDI—the Americans’ “Star Wars” missile defense system (see March 23, 1983). Gorbachev cannot accept any major reductions in nuclear weapons if the US has a viable missile defense system; Reagan is convinced that SDI would allow both sides to eliminate their nuclear weapons, and offers the SDI technology to the Soviets. Gorbachev finds Reagan’s offer naive, since there is no guarantee that future presidents would honor the deal. Reagan, in another example of his ignorance of the mechanics of the US nuclear program (see April 1981 and After), does not seem to realize that even a completely effective SDI program would not defend against Soviet cruise missiles and long-range bombers, and therefore would not end the threat of nuclear destruction for either side. Author J. Peter Scoblic will later write, “[SDI] would have convinced the Soviet Union that the United States sought a first-strike capability, since the Americans were so far ahead in cruise missile and stealth bomber technology.” Gorbachev does not ask that the US abandon SDI entirely, but simply observe the terms of the 1972 Anti-Ballistic Missile treaty (see May 26, 1972) and confine SDI research to the laboratory. Reagan refuses. Gorbachev says that if this is the US’s position, then they would have to “forget everything they discussed.” Foreign Minister Eduard Shevardnadze breaks in, saying that the two nations are “so close” to making history that “if future generations read the minutes of these meetings, and saw how close we had come but how we did not use these opportunities, they would never forgive us.” But the agreement is not to be.
Participants' Reactions - As Shultz later says, “Reykjavik was too bold for the world.” Shultz tells reporters that he is “deeply disappointed” in the results, and no longer sees “any prospect” for a third summit. Gorbachev tells reporters that Reagan’s insistence on retaining SDI had “frustrated and scuttled” the opportunity for an agreement. Gorbachev says he told Reagan that the two countries “were missing a historic chance. Never had our positions been so close together.” Reagan says as he is leaving Iceland that “though we put on the table the most far-reaching arms control proposal in history, the general secretary [Gorbachev] rejected it.” Scoblic will later write, “In the end, ironically, it was Reagan’s utopianism, hitched as it was to a missile shield, that preserved the status quo.” [Washington Post, 10/13/1986; Scoblic, 2008, pp. 140-142]
Hardline Sabotage - One element that contributes to the failure of the negotiations is the efforts to undermine the talks by hardline advisers Richard Perle and Ken Adelman, who tell Reagan that confining SDI to research facilities would destroy the program. Perle and Adelman are lying, but Reagan, not knowing any better, believes them, and insists that SDI remain in development. [Scoblic, 2008, pp. 143-144]
Going Too Far? - Reagan’s negotiators, even the most ardent proponents of nuclear reduction, are shocked that he almost agreed to give up the US’s entire nuclear arsenal—with Shultz’s encouragement. British Prime Minister Margaret Thatcher and French President Francois Mitterand are horrified at the prospect, given that NATO’s nuclear arsenal in Europe is the only real counterweight to the huge Red Army so close to the borders of Western European nations. Failure of Trust - The US-Soviet talks may well have foundered on an inability of either side to trust the other one to the extent necessary to implement the agreements. During the talks, Soviet aide Gyorgy Arbatov tells US negotiator Paul Nitze that the proposals would require “an exceptional level of trust.” Therefore, Arbatov says, “we cannot accept your position.” [National Security Archives, 3/12/2008]

The Reagan administration, reeling from the revelation that it has illegally armed the Nicaraguan Contras (see October 5, 1986), attempts to conceal its workings in Nicaragua. In a closed session of the House Intelligence Committee, Assistant Secretary of State Elliott Abrams, joined by CIA officials, assures committee members that the US government is not involved in supplying the Contras. According to the witnesses, the CIA claims it had nothing to do with Eugene Hasenfus, the cargo handler who survived the recent downing of a CIA transport plane and in doing so revealed the existence of the illegal arms deals. Supposedly, the only involvement by US officials was to offer public encouragement. The committee Democrats do not believe anything Abrams or the CIA officials say, but at least one committee member, Dick Cheney (R-WY) offers his support. According to the summary written by the administration staffer taking notes that day, “Mr. Cheney said he found our ignorance credible.” There is far more going on than the committee Democrats know—or than Cheney will tell them. For years, Cheney has been urging Congress to authorize aid to the Contras, but the majority Democrats have been inconsistent in their support. As authors Lou Dubose and Jake Bernstein will later characterize the situation, Abrams, a self-described former socialist turned enthusiastic neoconservative, and others in the administration, such as National Security Council staffer Lieutenant Colonel Oliver North, have now taken matters into their own hands (see October 5, 1986), in direct violation of US law. Committee Democrats are as yet unaware that Reagan officials such as North have also been negotiating arms-for-hostages deals with Iran, in a covert three-way deal involving Iran, the US, and the Contras (see November 3, 1986). This information is relayed by the Defense Department’s Undersecretary for Trade Security Policy, Stephen Bryen, to the Commerce Department’s (CD) Assistant Secretary for Trade Administration. In spite of this, the Commerce Department will subsequently approve more than $1 million in computer sales to the Iraqi research center over the next four years. In 1991, the House Committee on Government Operations will report that 40 percent of the equipment at the Saad 16 research center had come from the US. [Source: Bettmann / Corbis]President Reagan addresses the nation on the Iran-Contra issue (see October 5, 1986 and November 3, 1986). “I know you’ve been reading, seeing, and hearing a lot of stories the past several days attributed to Danish sailors (see Early November, 1986), unnamed observers at Italian ports and Spanish harbors, and especially unnamed government officials of my administration,” he says. “Well, now you’re going to hear the facts from a White House source, and you know my name.” But despite his direct introduction, Reagan presents the same half-truths, denials, and outright lies that his officials have been providing to Congress and the press (see Mid-October, 1986 and November 10, 1986 and After).
'Honorable' Involvement - He admits to an 18-month “secret diplomatic initiative” with Iran, for several “honorable” reasons: to renew relations with that nation, to bring an end to the Iran-Iraq war, to eliminate Iran’s sponsorship of terrorism, and to effect the release of the US hostages being imprisoned by Hezbollah. He calls the press reports “rumors,” and says, “[L]et’s get to the facts.”
Falsehoods Presented as Facts - The US has not swapped weapons to Iran for hostages, Reagan asserts. However, evidence suggests otherwise (see January 28, 1981, 1983, 1985, May 1985, June 11, 1985, July 3, 1985, July 8, 1985, August 6, 1985, September 15, 1985, December 6, 1985, December 12, 1985, Mid-1980s, January 7, 1986, January 17, 1986, Late May, 1986, September 19, 1986, and Early October-November, 1986). Reagan also claims the US has not “trafficked with terrorists,” although Iran is listed as a sponsor of terrorism by the State Department. It “has not swapped boatloads or planeloads of American weapons for the return of American hostages. And we will not.” Reports of Danish and Spanish vessels carrying secret arms shipments, of Italian ports employed to facilitate arms transfers, and of the US sending spare parts and weapons for Iranian combat aircraft, all are “quite exciting, but… not one of them is true.” Reagan does admit to his authorization of “the transfer of small amounts of defensive weapons and spare parts for defensive systems to Iran,” merely as a gesture of goodwill. “These modest deliveries, taken together, could easily fit into a single cargo plane,” he says. (In reality, the US has already sent over 1,000 missiles to Iran over the course of a number of shipments.) He says the US made it clear to Iran that for any dialogue to continue, it must immediately cease its support of Hezbollah and other terrorist groups, and to facilitate the release of US hostages held by that group in Lebanon. Evidence exists, Reagan says, of the Iranians ramping down their support of terrorism. And some hostages have already been freed, a true statement, though he fails to mention that others have been taken.
Admission of May Meeting - Reagan admits that former National Security Adviser Robert McFarlane met with Iranian officials (see Late May, 1986). According to Reagan, McFarlane went to Iraq “to open a dialog, making stark and clear our basic objectives and disagreements.” He presents no further information about the meeting, except that the talks were “civil” and “American personnel were not mistreated.”
Exposure Risks Undermining Efforts to Facilitate Peace - The public disclosure of these “honorable” negotiations has put the entire US efforts to broker peace between Iran and Iraq in jeopardy, he says. In negotiations such as these, there is “a basic requirement for discretion and for a sensitivity to the situation in the nation we were attempting to engage.”
Reagan Says Congress Not Lied to - Reagan says that there is no truth to the stories that his officials ever lied to members of Congress about the Iranian negotiations (see Mid-October, 1986). The members of Congress who needed to know about the negotiations were informed, as were the “appropriate Cabinet officers” and others “with a strict need to know.” Since the story has now broken, “the relevant committees of Congress are being, and will be, fully informed.” [Ronald Reagan Presidential Library, 11/13/1986; Dubose and Bernstein, 2006, pp. 65-66]

[Source: Doug Mills / Bettman / Corbis]Attorney General Edwin Meese undertakes an internal fact-finding investigation focused on President Reagan’s involvement in the November 1985 sale of Hawk missiles to Iran (see 1985). Meese is apparently not interested in finding facts, because he refuses a request to assist from the FBI, and takes no notes during his interviews of administration officials.
'Shredding Party' - Additionally, during his investigation, National Security Council documents are altered or destroyed, including a presidential finding from December 1985 that retroactively authorized US missile sales to Iran (see November 24-25, 1985 and December 5, 1985); National Security Adviser John Poindexter will later admit to destroying this document. Lieutenant Colonel Oliver North holds what is later called a “shredding party,” destroying thousands of documents that would likely implicate White House officials in a criminal conspiracy to break the law (see November 21-23, 1986). The Iran-Contra investigative committee will later fault Meese for departing from “standard investigative techniques” during his investigation.
Document Linking Iran Arms Sales, Contra Supplies Survives - Meese also finds a potentially explosive document in the desk of North, the National Security Council staffer who managed the Iran arms deals. The document, an undated memorandum apparently from April 1986, outlined “a planned diversion of $12 million in proceeds from the Iran arms sales to the Nicaraguan contras” (see April 4, 1986). Meese’s investigation now diverges onto two tracks, one a continuation of the Hawk shipments, and the second an investigation into who knew about, and who had approved, the diversion.
Reagan Courting Impeachment? - Meese confirms from North that the $12 million had indeed been given to the Contras, and informs Reagan, Chief of Staff Donald Regan, and Vice President Bush. Reagan is reportedly shocked by the revelation, in part because he knows he could face impeachment for violating the Boland Amendment (see October 10, 1984). Meese informs the cabinet the next day. Apparently Meese does not want to know if any senior White House officials knew of the diversion, because he does not ask them about it. When Poindexter informs Meese that before December 1985, his predecessor Robert McFarlane handled the Iran arms sales “all alone” with “no documentation,” Meese accepts his word. Several White House officials present at the meeting—Reagan, Regan, Bush, Poindexter, Secretary of State George Shultz, and Secretary of Defense Caspar Weinberger—all know that Poindexter is lying, but none correct him. After the meeting, Shultz tells his aide, Charles Hill: “They may lay all this off on Bud [McFarlane].… They [are] rearranging the record.” Investigative counsel Lawrence Walsh will later write: “The Select Committees viewed this as an isolated error. It was not.”
'Case for Deniability' for Reagan - In Walsh’s opinion, Meese is not conducting an investigation at all, but instead is “building a case of deniability for his client-in-fact, President Reagan.” Walsh will characterize Meese’s actions as “an effort to obstruct a congressional inquiry.” In 2006, authors Lou Dubose and Jake Bernstein will write, “The two strands of an illegal policy came together in that memo.” The authors refer to the US arms sales to Iran and the diversion of the profits from those sales to the Contras. Assistant Secretary of State Elliott Abrams, who has already lied repeatedly under oath to Congress about third-party funding of the Contras (see October 10-14, 1986), lies again to the Senate Intelligence Committee about his knowledge of any such funding (see August 9-19, 1986). Appearing before the committee with senior CIA official Alan Fiers, who has himself lied to Congress about the same activities, Abrams tells the committee: “Well, we—after the Hasenfus shootdown (see October 5, 1986) we were asked about, you know, what did you know about the funding of Hasenfus and his operation. And the answer here is the same answer. That is, that we knew there were private contributions coming in, because they sure weren’t surviving on the money that we were giving them, which at one time was nothing and then the 27 million came along (see August 1985). So there was money coming in. But there was no reason to think it was coming from foreign governments, and I certainly did not inquire as to which individuals it was coming from.” Abrams denies ever discussing third-party funding with anyone on the National Security Council staff, which would include Oliver North, Abrams’s partner in the $10 million Brunei deal (see June 11, 1986). A frankly disbelieving Senator Bill Bradley (D-NJ) says: “Well, you would say gee, they got a lot of problems, they don’t have any money. Then you would just sit there and say, what are we going to do? They don’t have any money. You never said, you know, maybe we could get the money this way?” Abrams replies: “No.… We’re not—you know, we’re not in the fundraising business.” Two weeks later, Abrams will “correct” his testimony, but will still insist that he knows nothing of any such third-party funding. [Source: Raul Vega / Corbis]ABC News reporter Barbara Walters covertly provides the White House with documents from Iranian arms merchant Manucher Ghorbanifar, according to a Wall Street Journal article published in March 1987. The documents, prepared by Walters and given to the White House at Ghorbanifar’s request, report that Ghorbanifar believed, correctly, that National Security Council staffer Oliver North diverted profits from the sale of arms to Iran to Nicaragua’s Contra insurgents (see April 4, 1986). Walters will provide the White House with further documents on the arms sales in January 1987. The documents are given to Walters either just before or just after her interviews with Ghorbanifar and Saudi businessman and arms dealer Adnan Khashoggi for the ABC News program 20/20. The documents will eventually be turned over to the Tower Commission (see February 26, 1987). The White House will claim that the documents contain little more than reiterations of Ghorbanifar’s comments to Walters in the interview. ABC News will say that Walters’s actions—essentially acting as an information peddler or middleman between the Arab arms merchants and the US government—are “in violation of a literal interpretation of news policy.… ABC policy expressly limits journalists cooperating with government agencies unless threats to human lives are involved.… Ms. Walters believed that to be the case.” ABC does not explain why Walters believes “threats to human lives” were involved; this assertion also contradicts ABC’s assertions that the documents contained little more that what was said in the interview. Assistant Secretary of State Elliott Abrams, testifying before the House Foreign Affairs Committee, says that before the Iran-Contra revelations of October 1986 (see October 5, 1986, October 10-15, 1986, and October 11-14, 1986) he had never even heard of CIA agent Felix Rodriguez, the liaison between the Nicaraguan Contras and the National Security Council (see Mid-September 1985). As he has done so many times before, Abrams is lying. When he took his position in July 1985 (see April 19, 1985 and After), Rodriguez was already working out of the Ilopango airfield in El Salvador. Notes taken by the US Ambassador to El Salvador, Edwin Corr, indicate that Abrams knew of Rodriguez by September 1985 at the latest (see September 4, 1985). During that month, Abrams and Corr discussed Rodriguez in at least one meeting. (Corr will later say he cannot recall any such meeting.) Rodriguez was also a frequent topic of discussion in meetings held in late 1985 by the Restricted Interagency Group (RIG—see Late 1985 and After) chaired by Abrams. And Abrams was aware of concerns within the government about Rodriguez’s involvement in disbursing humanitarian funds allocated by the US Congress to the Contras (see October 1985). The Democratic and Republican leaders of Congress’s joint Iran-Contra investigation begin meetings to discuss the logistics of the upcoming public hearings (see May 5, 1987). Speaker of the House Jim Wright (D-TX) later recalls that House committee chairman “Lee Hamilton and I bent over backwards to be fair to the Republicans.” Many of the committee Republicans are not predisposed to return the favor. Moderate Republican Warren Rudman (R-NH), the co-chairman of the Senate committee, recalls that deep divides were forming between the committee’s moderate Republicans and the more hardline Republicans led by Dick Cheney (R-WY). “The meetings were very, very intensive,” Rudman will recall. Cheney helps put together the Republican committee members’ staff, and includes a number of hardline Reagan loyalists: the Justice Department’s Bruce Fein; the former assistant general counsel to the CIA, David Addington; and others. Notably, it is during the Iran-Contra hearings where Cheney and Addington form their lasting professional association.
Artificial Deadline - The first battle is over the length of the hearings. Cheney’s hardliners want the hearings over with quickly—“like tomorrow,” one former staffer recalls. Hamilton will recall: “Did I know Dick wanted to shorten it? Yes, I knew that.” Committee Democrats, fearful of extending the proceedings into the 1988 presidential campaign and thusly being perceived as overly partisan, agree to an artificial ten-month deadline to complete the investigation and issue a final report. Authors Lou Dubose and Jake Bernstein later write that the deadline is “an invitation to the administration to stall while simultaneously burying the committee under mountains of useless information.” When, in the fall of 1987, the committee receives large amounts of new information, such as White House backup computer files, Cheney’s hardliners will succeed in insisting that the committee adhere to the deadline.
Jousting with the Special Prosecutor - The committee also has trouble co-existing with the special prosecutor’s concurrent investigation (see December 19, 1986). The special prosecutor, Lawrence Walsh, wants a long, intensive investigation culminating in a round of prosecutions. The committee worries that in light of Walsh’s investigation, key witnesses like Oliver North and John Poindexter would refuse to testify before the committee, and instead plead the Fifth Amendment. Rudman and committee counsel Arthur Liman want Walsh to quickly prosecute North for obstruction of justice based on North’s “shredding party” (see November 21-25, 1986). Rudman believes that he can get his Republican colleagues to agree to defer their investigation until after North’s trial. But Walsh declines. Rudman later says: “Walsh might have been more successful if he had followed our suggestion.… But he had this grand scheme of conspiracy.” As such, the committee has a difficult choice: abort the investigation or grant North immunity from prosecution so he can testify. Cheney and his hardliners, and even some Democrats, favor not having North testify in deference to his upcoming prosecution. “People were all over the place on that one,” Rudman will recall. Hamilton is the strongest proponent of immunity for North. “He believed that North had information no one else had,” a staffer will recall. Hamilton and the moderate Republicans are more interested in finding the details of the Iran-Contra affair rather than preparing for criminal prosecutions. The committee eventually compromises, and defers the testimony of North and Poindexter until the end of the investigation. Another committee staffer later recalls, “Hamilton was so fair-minded and balanced that in order to get agreements, he gave ground in areas where he shouldn’t have.”
North Deal 'Dooms' Investigation - Dubose and Bernstein later write, “The deal the committee struck with North’s canny lawyer, Brendan Sullivan, doomed Walsh’s investigation and the hearings.” The committee offers North “use immunity,” a guarantee that his testimony cannot be used against him in future prosecutions. The committee also agrees, unwisely, to a series of further caveats: they will not depose North prior to his testimony, his testimony will be strictly limited in duration, the committee will not recall North for further testimony, and he will not have to produce documents to be used in his testimony until just days before his appearance. Iran-Contra investigative committee member Dick Cheney (R-WY) tells a reporter that former CIA Director William Casey, who recently resigned due to terminal brain cancer (see February 2, 1987), was “one of the best CIA directors the agency had ever had.” Referring to Casey’s inability to testify in the Iran-Contra hearings, Cheney says, “I don’t think it’s fair to criticize the man based on speculation and innuendo (see May 5, 1987), and to do so at a time when he is incapable of defending himself strikes me as in extremely poor taste.” As for Iran-Contra itself, Cheney says, “I think there’s a very real possibility that it’s going to be at best a footnote in the history books.” [Dubose and Bernstein, 2006, pp. 70]

'Hero's Angle' - The televised hearing area in Room 325 of the Senate Office Building, built to accommodate over two dozen committee members, their staff, witnesses, lawyers, and television reporters and camera operators, features a series of two-tiered stages. Film director Steven Spielberg will later tell Senate counsel Arthur Liman that from a visual viewpoint, the staging is a terrible mistake; the witnesses appear on television “at the hero’s angle, looking up as though from a pit at the committees, who resembled two rows of judges at the Spanish Inquisition.” Authors Lou Dubose and Jake Bernstein will note with some sardonicism that the committee’s two lawyers could not have been better choices to play television villains. Liman is “a nasal-voiced New York ethnic with ‘spaghetti hair,’” and House counsel John Nields is “a balding lawyer with long locks down to his collar who couldn’t keep his distaste for the witnesses from creeping into his voice.”
Opening Statements; Cheney Blames Congress, Not the White House - The hearings open with the usual long-winded opening statements from the various committee members. Representative Dick Cheney (R-WY), the leader of the Republican hardline contingent, makes it clear from the outset where he intends to go in the investigation. “Some will argue that these events justify the imposition of additional restrictions on presidents to prohibit the possibility of similar occurrences in the future,” he says. “In my opinion, this would be a mistake. In completing our task, we should seek above all to find ways to strengthen the capacity of future presidents and future Congresses to meet the often dangerous and difficult challenges that are bound to rise in the years ahead.” He then introduces his counter-argument: Congress’s dithering, not the Reagan administration’s clear violation of the law, is the crux of the problem with the Iran-Contra affair. “One important question to be asked is to what extent did the lack of a clear-cut policy by the Congress contribute to the events we will be exploring in the weeks ahead?” Cheney and his colleagues will argue that because Congress had supported the Contras in the past, its decision not to continue that support was an unforgivable breach, “a form of actionable negligence,” in Dubose and Bernstein’s words, that made it necessary for the Reagan administration to establish “a parallel support network as a ‘bridging’ mechanism until Congress could be brought around to a sensible policy.” Oliver North will echo this concept in his own testimony (see July 7-10, 1987), driving committee Vice Chairman Warren Rudman (R-NH) to retort: “The American people have the Constitutional right to be wrong. And what Ronald Reagan thinks, or what Oliver North thinks or what I think or what anybody else thinks makes not a whit if the American people say, ‘Enough.’” [Dubose and Bernstein, 2006, pp. 72-75]

May 6, 1987: Former CIA Director Casey Dies

Former CIA Director William Casey (see February 2, 1987) dies as a result of his inoperable brain cancer. Casey was a key figure in the Iran-Contra machinations. Authors Lou Dubose and Jake Bernstein will later write, “In death he would become a helpful scapegoat for Oliver North and a resting place for missing information that would have filled out the contours of the scandal.” [Dubose and Bernstein, 2006, pp. 70] Casey had been named as one of the architects of the scheme to use profits from illegal arms sales to Iran to secretly fund the Nicaraguan Contras (see May 5, 1987). He had been hospitalized since April 25, and unable to testify in the Iran-Contra hearings. The immediate cause of death is what doctors call “aspiration pneumonia,” which may mean that Casey inhaled food or food particles in his lungs that set up a toxic chemical reaction. A physician not involved in Casey’s treatment says that Casey may have had trouble swallowing properly. The hospital in Glen Cove, Long Island refuses to give any more details. Despite the swirling Iran-Contra controversy, President Reagan says of his longtime colleague and friend: “His nation and all those who love freedom honor today the name and memory of Bill Casey. In addition to crediting him with rebuilding America’s intelligence capability, history will note the brilliance of his mind and strategic vision, his passionate commitment to the cause of freedom and his unhesitating willingness to make personal sacrifices for the sake of that cause and his country.” [New York Times, 5/7/1987]

Rodriguez, a Cuban exile and former US Army officer, is notorious for his involvement in the execution of South American revolutionary Ernesto “Che” Guevara in 1967. Rodriguez also ran covert assassination operations for the CIA during the Vietnam War. Rodriguez’s connection to the White House was through Donald Gregg, the national security adviser to Vice President Bush (see March 17, 1983). Gregg had helped station Rodriguez at an airport in El Salvador, where Rodriguez could, under the pseudonym “Max Gomez,” manage the Contra resupply operation for Oliver North and Richard Secord (see Mid-September 1985 and November 19, 1985). CIA cargo handler Eugene Hasenfus (see October 5, 1986) told his Sandinista captors that “Max Gomez” was his contact with the CIA. Rodriguez’s testimony is potentially explosive, but committee member Dick Cheney (R-WY) has no interest in eliciting any such infomation. Instead, he invites Rodriguez to launch a well-scripted diatribe against allowing the Soviet Union to establish a Communist foothold in Latin America. [Dubose and Bernstein, 2006, pp. 73-74]

Former Assistant Secretary of State Elliott Abrams, in testimony before the Iran-Contra committee, admits he previously lied under oath when he denied the existence of third-party funding of the Nicaraguan Contras. In fact, Abrams himself had facilitated the funding of the Contras by the Sultan of Brunei (see June 11, 1986). Abrams will eventually plead guilty to lying to Congress, but will never see the inside of a jail cell, as President George H. W. Bush will pardon him (see December 25, 1992). During questioning, Republican committee member Dick Cheney (R-WY) praises Abrams’s service, saying, “I do personally believe you have an extremely bright future in the public arena in the United States.” When Cheney becomes vice president in the Bush-Cheney White House, he will name Abrams as deputy national security adviser (see June 2001). Robert Bork.Robert Bork. [Source: National Constitution Center]The controversial nomination of conservative judge Robert Bork to the Supreme Court is defeated in the US Senate. Bork is denied a seat on the Court in a 58-42 vote, because his views are thought to be extremist and even some Republicans vote against him.
'Right-Wing Zealot' - Bork, nominated by President Reagan as one of the sitting judges who most completely reflects Reagan’s judiciary philosophy (see 1985-1986), is characterized even by administration officials as a “right-wing zealot.” Reagan also wants a nominee to placate the hard right over their disaffection caused by the brewing Iran-Contra scandal. However, to make him more palatable for the majority of Americans, Reagan officials attempt to repackage Bork as a moderate conservative. Senate Judiciary Committee member Edward Kennedy (D-MA) attacks Bork’s political philosophy, saying before the committee hearings: “[In Bork’s America] women would be forced into back alley abortions, blacks would sit at segregated lunch counters, rogue police could break down citizens’ doors in midnight raids, schoolchildren could not be taught about evolution, writers and artists could be censored at the whim of government, and the doors of the federal courts would be shut on the fingers of millions of citizens for whom the judiciary is the—and is often the only—protector of the individual rights that are the heart of our democracy.… No justice would be better than this injustice.” Kennedy’s words provoke complaint, but the characterization of Bork is based on his lengthy record of court verdicts and his large body of judicial writings.
Racial Equality Issues - Although there is no evidence to suggest that Bork is himself a racist, former Nixon White House counsel John Dean will write that “his positions on civil rights were an anathema to all who cared about equality in America.” Constitutional law professor Herman Schwartz will write in 2004, “Bork condemned the Fourteenth Amendment’s Equal Protection Clause decisions outlawing the poll tax (to him it was just ‘a very small tax’), the decision establishing the one-person, one-vote principle, abolishing school segregation in the District of Columbia, barring courts from enforcing racially restrictive housing covenants, preventing a state from sterilizing certain criminals or interfering with the right to travel, and prohibiting discrimination against out-of-wedlock children…. Bork’s hostility to governmental action on behalf of minorities did not stop with his critique of court action. In 1963 he criticized a section of the proposed Civil Rights Act of 1964 that required white businesses to serve blacks as resting on a principle of ‘unsurpassed ugliness.’”
Ready to Fight - The Reagan administration understands that Bork’s nomination is opposed; on July 1, the day of his announced nomination, the media reports that Reagan will try to ensure Bork’s confirmation by waging an “active campaign.” Even Senate-savvy James Baker, Reagan’s chief of staff, is uncertain about Bork’s chances at being confirmed, and further worries that even if Bork wins the fight, the cost to Reagan’s political capital will be too high.
His Own Worst Enemy - Conservatives Justice Department official Terry Eastland will later say Senate Democrats sabotage Bork’s chances at faring well in the confirmation hearings, even positioning his table to ensure the least favorable angles for Bork on television. However, the public’s opinion of Bork is unfavorable, and Dean will write: “[I]t was not the position of his chair in the hearing room that made Bork look bad, but rather his arrogance, his hubris, and his occasional cold-bloodedness, not to mention his equivocations and occasional ‘confirmation conversions,’ where he did what no one else could do. He made himself a terrible witness who did not appear to be truthful.” The confirmation conversions even surprise some of his supporters, as Bork abandons his previous stances that the First Amendment only applies to political speech, and the Fourteenth Amendment’s equal protection clause does not apply to women. The Senate Judiciary Committee passes Bork’s nomination along to the full Senate, where Bork is defeated 58-42.
The Verb 'To Bork' - In 2007, Dean will write, “Bork’s defeat made him both a martyr and a verb,” and quotes conservative pundit William Safire as writing that “to bork” someone means to viciously attack a political figure, particularly by misrepresenting that figure in the media. Tour de Force - North’s testimony is a “tour de force,” in the words of authors Lou Dubose and Jake Bernstein, that allows Republicans the opportunity to reverse the field of the hearings and go on the offensive instead of defending the conduct of the Reagan administration. North, a Marine lieutenant colonel, wears his full-dress Marine uniform throughout his entire testimony with rows of ribbons festooning his chest. Handsome and full of righteous patriotism, he is striking on television, and contrasts well with the nasal, disdainful committee lawyers (see May 5, 1987) who spend four days interrogating him.
Need to Free Hostages Trumps Law - For the first two days, North and House counsel John Nields spar for the cameras. North says that Casey had directed him to create the so-called “Enterprise” (see November 19, 1985 and February 2, 1987), the clandestine organization that supported the Nicaraguan Contras with money, weapons, and sometimes US personnel. North admits to shredding untold amounts of evidence after the operation came to light (see November 21-25, 1986). He also admits to lying to Congress in previous testimony. But all of his actions are justified, he says, by the need to get Iran to free the American hostages. “I’d have offered the Iranians a free trip to Disneyland if we could have gotten Americans home for it,” he declares in response to one question about US arms sales to Iran. Senate counsel Arthur Liman will later write, “He made all his illegal acts—the lying to Congress, the diversion [of funds from Iranian arms sales to the Contras], the formation of the Enterprise, the cover-up—seem logical and patriotic.”
Targeting Covert Operations - Nields’s preferred line of questioning—covert operations—makes many committee members uncomfortable. Some House Democrats want to use the investigation to further their own goals of limiting covert actions, and others simply want the truth to be revealed. In contrast, House Republicans are united in opposition to any details of covert operations being revealed on national television and thus hampering the president’s ability to conduct future operations as needed. After the first day of North’s testimony, committee member Dick Cheney (R-WY) exults on PBS that North “probably was as effective as anybody we’ve had before the committee in coming forward very aggressively and stating what he did, saying why he did it, arguing that he was in fact authorized to take the activities that he did.”
Leaky Congress Unfit to Know of Covert Ops, North Contends - North echoes Cheney’s position that the question is not whether White House officials broke the law, but whether Congress was fit to consider the question of national security at all. North goes so far as to question the propriety of the hearings themselves: “I believe that these hearings, perhaps unintentionally so, have revealed matters of great secrecy in the operation of our government, and sources of methods of intelligence activities have clearly been revealed, to the detriment of our security.” North’s message is clear: Congress is not fit to handle covert operations or, by and large, to even know about them. Best for the legislature to allow the White House and the intelligence community to do what needs doing and remain quiet about it. North’s contention that Congress has leaked vital national security information is shot down by Senate committee chairman Daniel Inouye (D-HI), who not only forces North to admit that he has no evidence of his contention, but that the White House, not Congress, is the main source of leaked classified information. Indeed, North himself has leaked information (see July 7-10, 1987). Inouye’s co-chair, Warren Rudman (R-NH) will later say: “The greatest leaks came out of the White House. North and company were the biggest leakers of all during that period.” [Dubose and Bernstein, 2006, pp. 75-78] Nields, addressing North’s implication that the NSC has no obligation to tell the truth to Congress, says towards the end of his session with North: “We do believe in a democracy in which the people, not one lieutenant colonel, decide important policy issues, don’t we? … You denied Congress the facts North had admitted to lying about the government’s involvement with the Hasenfus plane. Assistant Secretary of Defense Richard Armitage, who has attended some of Oliver North’s Restricted Interagency Group (RIG) meetings (see Late 1985 and After and July 1986 and After), testifies before the Joint House-Senate Committee investigating Iran-Contra (see May 5, 1987). Armitage is asked about RIG meetings in which North recited a list of his activities in coordinating the Contras, discussed the private funding of the Contras, and demanded item-by-item approval from group members: “[D]o you recall, regardless of what dates, regardless of where it was, regardless of whether it had exactly the players he said—because he could have gotten all that wrong—do you recall any meeting at which he did anything close to what his testimony suggests?” Armitage replies, “I do not.” [Final Report of the Independent Counsel for Iran/Contra Matters: Chapter 25: United States v. Bush, who is running for president. Bush is neck-deep in the Iran-Contra scandal (see Before July 28, 1986, August 6, 1987, and December 25, 1992) and, as reporter Tim Dickinson will later write, comes across as “effete” in comparison to his predecessor Ronald Reagan. Ailes decides to use an interview with combative CBS News reporter Dan Rather to bolster his client’s image. Ailes insists that the interview be done live, instead of in the usual format of being recorded and then edited for broadcast. Dickinson will later write, “That not only gave the confrontation the air of a prizefight—it enabled Ailes himself to sit just off-camera in Bush’s office, prompting his candidate with cue cards.” Rather is in the CBS studio in New York and has no idea Ailes is coaching Bush. As planned, Bush begins the interview aggressively, falsely accusing Rather of misleading him by focusing the interview on Iran-Contra. (It is true that CBS had not informed the Bush team that it would air a report on the Iran-Contra investigation as a lead-in to the Bush interview, a scheduling that some in the Bush team see as a “bait-and-switch.”) When Rather begins to press Bush, Ailes flashes a cue card: “walked off the air.” This is a set piece that Bush and Ailes have worked out beforehand, based on an embarrassing incident in Rather’s recent past, when Rather angrily walked off the CBS set after learning that his newscast had been pre-empted by a women’s tennis match. Clenching his fist, Ailes mouths at Bush: “Go! Go! Just kick his ass!” Bush fires his rejoinder: “It’s not fair to judge my whole career by a rehash on Iran. How would you like it if I judged your career by those seven minutes when you walked off the set?” In their 1989 book The Acting President: Ronald Reagan and the Supporting Players Who Helped Him Create the Illusion That Held America Spellbound, CBS host Bob Schieffer and co-author Gary Paul Gates will write: “What people in the bureau and viewers at home could not see was that the response had not been entirely spontaneous. As the interview progressed, the crafty Ailes had stationed himself beside the camera. If Bush seemed to be struggling for a response, Ailes would write out a key word in huge letters on his yellow legal pad and hold it just beneath the camera in Bush’s line of vision. Just before Bush had shouted that it was not fair to judge his career on Iran, Ailes had written out on his legal pad the words.… Three times during the interview, Bush’s answer had come after Ailes had prompted him with key words or phrases scribbled on the legal pad.” Dickinson will later write: “It was the mother of all false equivalencies: the fleeting petulance of a news anchor pitted against the high crimes of a sitting vice president. But it worked as TV.” Ailes’s colleague Roger Stone, who worked with Ailes on the 1968 Nixon campaign, will later say of the interview: “That bite of Bush telling Rather off played over and over and over again. It was a perfect example of [Ailes] understanding the news cycle, the dynamics of the situation, and the power of television.” [Associated Press, 7/6/1989; NewsBusters, 1/25/2008; Rolling Stone, 5/25/2011] After the interview is concluded, Bush leaps to his feet and, with the microphone still live, says: “The b_stard didn’t lay a glove on me.… Tell your g_ddamned network that if they want to talk to me to raise their hands at a press conference. No more Mr. Inside stuff after that.” The unexpected aggression from Bush helps solidify his standing with hardline Republicans. The interview gives more “proof” to those same hardliners that the media is hopelessly liberal, “their” candidates cannot expect to be treated fairly, and that the only way for them to “survive” encounters with mainstream media figures is through aggression and intimidation. [Salon, 1/26/2011] Conservative commentator Rich Noyes will write in 2008 that Bush’s jab at Rather exposed the reporter’s “liberal bias,” though he will fail to inform his readers of Ailes’s off-camera coaching. Former National Security Adviser John Poindexter is indicted on seven felony counts relating to his participation in the Iran-Contra affair. Poindexter is named with fellow Iran-Contra conspirators Oliver North, Richard Secord, and Albert Hakim as part of a 23-count, multi-defendant indictment. The charges are based on evidence that shows all four defendants conspired to defraud the United States and violate federal law by secretly providing funds and supplies to the Nicaraguan Contras. [Source: PersianEye / Corbis]Days after the end of the Iran-Iraq War (see August 20, 1988), Saddam Hussein begins the first of a series of poison-gas attacks on Kurdish villages inside Iraq. A September 1988 report by the Senate Foreign Relations Committee states: “Those who were very close to the bombs died instantly. Those who did not die instantly found it difficult to breathe and began to vomit. The gas stung the eyes, skin, and lungs of the villagers exposed to it. Many suffered temporary blindness… . Those who could not run from the growing smell, mostly the very old and the very young, died.” While the gas attacks are continuing, Deputy Secretary of State John Whitehead circulates a highly classified memo among senior State Department officials recommending that the US cultivate even closer ties with Iraq, whom it supported over Iran in the last few years of the war (see Early October-November, 1986). Whitehead offers a Cold War rationale: “[Soviet] clout and influence is on a steady rise as the Gulf Arabs gain self-confidence and Soviet diplomacy gains in sophistication. The Soviets have strong cards to play: their border with Iran and their arms-supply relationship with Iraq. They will continue to be major players and we should engage them as fully as possible.” Whitehead adds, “It should be remembered… that we have weathered Irangate” (see January 17, 1986). Veteran diplomat Joseph Wilson arrives in Baghdad to assume the post of Deputy Chief of Mission (DCM) under US Ambassador April Glaspie. Wilson has extensive experience throughout sub-Saharan and Central Africa, as well as brief stints on the staffs of Senator Al Gore (D-TN) and Representative Tom Foley (D-WA). Wilson will later write that he and his colleagues share the belief that Iraq is ruled by “a shockingly brutal regime… an ugly totalitarian dictatorship” and its leader, Saddam Hussein, a “sociopath.” For the next three years, Wilson and his colleagues will send harsh reports of Hussein’s systematic violations of the human rights of his subjects to Washington.
Walking a Fine Line between Isolation and Appeasement - Still, most of the embassy staff, including Wilson and Glaspie, are not advocates of totally isolating Hussein with extreme economic and diplomatic sanctions. Wilson will write, “Isolating a regime often results in isolating ourselves, and we then lose any leverage we might have to influence outcomes. On the other hand, when dictators are treated like any other leaders, it’s often interpreted by them as a free pass to continue in their autocratic ways, while critics label it as appeasement.… The merits of ideologically driven diplomacy versus a more pragmatic approach have been a recurring theme of foreign policy debates throughout the history of international relations and America’s own domestic policies.”
'Tread Lightly' - Wilson will note that “Iraq’s Arab neighbors unanimously urged us to tread lightly. They argued that after almost a decade of a grinding war with Iran, Saddam had learned his lesson and that his natural radicalism would now be tempered by the harsh experience.… [I]t was better to tie him to relationships that would be hard for him to jettison than to leave him free to make trouble with no encumbrances. Engaging with him at least kept him in our sights.” Iraq had behaved monstrously during its war with Iran, and had offended the world with its chemical attacks on its own citizens (see August 25, 1988) and its Iranian enemies (see October 1988). But it had emerged from the war as a powerful regional player both militarily and economically. The Bush administration is torn between trying to moderate Hussein’s behavior and treating him as an incorrigible, irredeemable enemy of civilization. And Washington wants Iraq as a balancing force against Iran, which is awash in virulently anti-American sentiment (a sentiment returned in full by many American lawmakers and government officials). No other country in the Gulf region will tolerate the presence of US forces as a counterbalance to Iran. So, as Wilson will write, “All of Iraq’s neighbors continued to argue for a softer approach; and since they clearly had at least as much at stake as we did, the Bush administration was willing to follow their lead.” [Wilson, 2004, pp. 78-79, 451]

Bush presidential campaign appears, running on televisions around the country between September 21 and October 4, 1988. Called “Weekend Pass,” it depicts convicted murderer William “Willie” Horton, who was granted 10 separate furloughs from prison, and used the time from his last furlough to kidnap and rape a young woman. The advertisement and subsequent media barrage falsely accuses Democratic presidential candidate Michael Dukakis, the governor of Massachusetts, of creating the “furlough program” that led to Horton’s release, and paints Dukakis as “soft on crime.” It will come to be known as one of the most overly racist political advertisements in the history of modern US presidential politics.
Ad Content - The ad begins by comparing the positions of the two candidates on crime. It notes that Bush supports the death penalty for convicted murderers, whereas Dukakis does not. The ad’s voiceover narrator then states, “Dukakis not only opposes the death penalty, he allowed first-degree murderers to have weekend passes from prison,” with the accompanying text “Opposes Death Penalty, Allowed Murderers to Have Weekend Passes” superimposed on a photograph of Dukakis. The narrator then says, “One was Willie Horton, who murdered a boy in a robbery, stabbing him 19 times,” accompanied by a mug shot of Horton. The voiceover continues: “Despite a life sentence, Horton received 10 weekend passes from prison. Horton fled, kidnapped a young couple, stabbing the man and repeatedly raping his girlfriend.” At this point, the ad shows another picture of Horton being arrested while the accompanying text reads, “Kidnapping, Stabbing, Raping.” The ad’s narration concludes: “Weekend prison passes. 'Soft on Crime' - The ad is a reflection of the measures the Bush campaign is willing to undertake to defeat the apparently strong Dukakis candidacy. Dukakis is a popular Democratic governor and widely credited with what pundits call the “Massachusetts Miracle,” reversing the downward economic spiral in his state without resorting to hefty tax increases. At the time of the ad, Dukakis enjoys a 17-point lead over Bush in the polls. Bush campaign strategists, led by campaign manager Lee Atwater, have learned from focus groups that conservative Democratic voters, which some call “Reagan Democrats,” are not solid in their support of Dukakis, and are swayed by reports that he vetoed legislation requiring teachers to say the Pledge of Allegiance at the beginning of the school day. They also react negatively when they learn that during Dukakis’s tenure as governor, Horton had been furloughed and subsequently raped a white woman. Atwater and the Bush campaign decide that Dukakis can successfully be attacked as a “liberal” who is “not patriotic” and is “soft on crime.” Atwater, who has a strong record of appealing to racism in key voting groups (see 1981), tells Republican Party officials, “By the time this election is over, Willie Horton will be a household name.” Although Dukakis had vetoed a bill mandating the death penalty for first-degree murder in Massachusetts, he did not institute the furlough program; that was signed into law by Republican governor Francis Sargent in 1972. The ads and the accompanying media blitz successfully avoid telling voters that Sargent, not Dukakis, instituted the furlough program. [Regardie's Magazine, 10/1/1990; Inside Politics (.org), 1999]
Running the Horton Ad - The ad is sponsored by an ostensibly “independent” political organization, the conservative National Security Political Action Committee (NSPAC), headed by former Chairman of the Joint Chief of Staff Thomas Moorer. NSPAC’s daughter organization “Americans for Bush” actually put together the ad, created by marketer Larry McCarthy in close conjunction with Atwater and other Bush campaign aides; Atwater determined months before that the Horton ad should not come directly from the Bush campaign, but from an “independent” group supporting Bush, thus giving the Bush campaign the opportunity to distance itself from the ad, and even criticize it, should voters react negatively towards its message (see June-September 1988). The first version of the ad does not use the menacing mug shot of Horton, which McCarthy later says depicts “every suburban mother’s greatest fear.” McCarthy and Atwater feared that the networks would refuse to run the ad if it appeared controversial. However, the network censors do not object, so McCarthy quickly substitutes a second version of the ad featuring the mug shot. When Democrats and progressive critics of the Bush campaign complain that Bush is running a racist ad, Bush media adviser Roger Ailes says that neither he nor the campaign have any control over what outside groups like “Americans for Bush” put on the airwaves. InsidePolitics will later write, “This gave the Bush camp plausible deniability that helped its candidate avoid public condemnation for racist campaigning.”
Accompanying Newspaper Reports, Bush Campaign Ads - The ad airs for the first time on September 21. On September 22, newspapers around the nation begin publishing articles telling the story of Angie and Clifford Barnes, victimized by Horton while on furlouogh. On October 5, the Bush campaign releases a “sister” television ad, called “Revolving Door.” Scripted by Ailes, the commercial does not mention Horton nor does it show the now-infamous mug shot, but emphasizes the contention that Dukakis is “soft on crime” and has what it calls a “lenient” furlough policy for violent convicts. The central image of the ad is a stream of African-American inmates moving slowly in and out of a revolving gate. The voiceover says that Dukakis had vetoed the death penalty and given furloughs to “first-degree murderers not eligible for parole. While out, many committed other crimes like kidnapping and rape.” At the same time, Clifford Barnes and the sister of the youth murdered by Horton embark on a nationwide speaking tour funded by a pro-Bush independent group known as the Committee for the Presidency. Barnes also appears on a number of television talk shows, including those hosted by Oprah Winfrey and Geraldo Rivera. Barnes and the victim’s sister also appear in two “victim” ads, where Barnes says: “Mike Dukakis and Willie Horton changed our lives forever.… We are worried people don’t know enough about Mike Dukakis.” In 1999, InsidePolitics will write that the media gives the “Revolving Door” ad a “courteous reception,” and focuses more on the two ads’ impact on the election, and the Dukakis campaign’s lack of response, instead of discussing the issues of race and crime as portrayed by the ads. It is not until October 24, less than two weeks before the election, that anyone in the mainstream media airs footage of critics questioning whether the ads are racially inflammatory, but these appearances are few and far between, and are always balanced with appearances by Bush supporters praising the campaign’s media strategy. Denials - Bush and his vice presidential candidate Dan Quayle will deny that the ads are racist, and will accuse Democrats of trying to use racism to stir up controversy (see October 1988).
Failure to Respond - The Dukakis campaign will make what many political observers later characterize as a major political blunder: it refuses to answer the ads or dispute their content until almost the last days of the campaign, hoping that viewers would instead conclude that the ads are unfair without the Dukakis campaign’s involvement. Erwin Griswold.Erwin Griswold. [Source: US Department of Justice]Former Solicitor General Erwin Griswold, who represented the United States before the Supreme Court in the landmark Pentagon Papers case in 1971 (see March 1971 and June 30, 1971), now writes that he saw nothing in those documents that threatened national security. In 1971, without ever actually reading the documents, Griswold argued that their publication constituted a “grave and immediate danger to the security of the United States.” Griswold writes in a Washington Post op-ed that he relied on the judgment of “three high officials, one each from the Defense Department, the State Department and the National Security Agency” to explain to him why the documents posed such a threat. (In 2006, then-White House counsel John Dean will write that Griswold “did not insist on knowing what was actually contained in the Pentagon Papers, and he never found out, even as he insisted on the importance of their continued secrecy.”) In 1971, Griswold told the Court: “I haven’t the slightest doubt myself that the material which has already been published and the publication of the other materials affects American lives and is a thoroughly serious matter. I think to say that it can only be enjoined if there will be a war tomorrow morning, when there is a war now going on, is much too narrow.” Griswold now writes: “I have never seen any trace of a threat to the national security from the publication [of the documents]. Indeed, I have never seen it even suggested that there was such an actual threat.… It quickly becomes apparent to any person who has considerable experience with classified material that there is massive overclassification and that the principal concern of the classifiers is not with national security, but rather with governmental embarrassment of one sort or another.” [Washington Post, 2/15/1989; FindLaw, 6/16/2006; Siegel, 2008, pp. 200]

When Dick Cheney becomes defense secretary (see March 20, 1989 and After), he brings into the Pentagon a core group of young, ideological staffers with largely academic (not military) backgrounds. Many of these staffers are neoconservatives who once congregated around Senator Henry “Scoop” Jackson (see Early 1970s). Cheney places them in the Pentagon’s policy directorate, under the supervision of Undersecretary of Defense Paul Wolfowitz, himself one of Jackson’s cadre. While most administrations leave the policy directorate to perform mundane tasks, Wolfowitz and his team have no interest in such. “They focused on geostrategic issues,” one of his Pentagon aides will recall. “They considered themselves conceptual.” Wolfowitz and his team are more than willing to reevaluate the most fundamental precepts of US foreign policy in their own terms, and in Cheney they have what reporters Franklin Foer and Spencer Ackerman call “a like-minded patron.” In 1991, Wolfowitz will describe his relationship to Cheney: “Intellectually, we’re very much on similar wavelengths.”
A Different View of the Soviet Union - Cheney pairs with Wolfowitz and his neoconservatives to battle one issue in particular: the US’s dealings with the Soviet Union. Premier Mikhail Gorbachev has been in office for four years, and has built a strong reputation for himself in the West as a charismatic reformer. But Cheney, Wolfowitz, and the others see something far darker. Cheney opposes any dealings with the Soviets except on the most adversarial level (see 1983), and publicly discusses his skepticism of perestroika, Gorbachev’s restructing of the Soviet economy away from a communist paradigm. In April, Cheney tells a CNN news anchor that Gorbachev will “ultimately fail” and a leader “far more hostile” to the West will follow in his footsteps. Some of President Bush’s more “realistic” aides, including James Baker, Brent Scowcroft, and Condoleezza Rice, as well as Bush himself, have cast their lot with Gorbachev and reform; they have no use for Cheney’s public advocacy of using the USSR’s period of transitional turmoil to dismember the nation once and for all.
Cheney's Alternative Policy - Cheney turns to the neoconservatives under Wolfowitz for an alternative strategy. They meet on Saturday mornings in the Pentagon’s E ring, where they have one maverick Sovietologist after another propound his or her views. Almost all of these Sovietologists echo Cheney and Wolfowitz’s view—the USSR is on the brink of collapse, and the US should do what it can to hasten the process and destroy its enemy for good. They assert that what the Soviet Union needs is not a reformer guiding the country back into a papered-over totalitarianism, to emerge (with the US’s help) stronger and more dangerous than before. Instead, Cheney and his cadre advocate enforced regime change in the Soviet Union. Supporting the rebellious Ukraine will undermine the legitimacy of the central Soviet government, and supporting Boris Yeltsin, the president of the Russian Republic, will strike at the heart of the Gorbachev regime. Bush and his core advisers worry about instability, but Cheney says that the destruction of the Soviet Union is worth a little short-term disruption.
Failure - Bush will not adopt the position of his defense secretary, and will continue supporting Gorbachev through the Soviet Union’s painful transition and eventual dissolution. After Cheney goes public one time too many about his feelings about Gorbachev, Baker tells Scowcroft to “[d]ump on Dick” with all deliberate speed. During the final days of the Soviet Union, Cheney will find himself alone against Bush’s senior advisers and Cabinet members in their policy discussions. [New Republic, 11/20/2003]

Lieutenant Colonel Oliver North, a key figure in the Iran-Contra scandal (see February 1989), is convicted of three counts of falsifying and destroying documents (see November 21-25, 1986 and March 16, 1988), of obstructing a Congressional investigation, and of illegally receiving a gift of a security fence around his home. He is acquitted of nine other counts. Though facing up to ten years in prison and a $750,000 fine, North receives an extremely lenient sentence: three years’ suspended, two years’ probation, community service, and a $150,000 fine. He also has his Marine service pension suspended. During the trial, North admits he lied repeatedly to Congress during his testimony (see July 7-10, 1987), but says that his superiors, including National Security Adviser John Poindexter, ordered him to lie under oath. North contends that he was made a scapegoat for the Reagan administration. “I knew it wasn’t right not to tell the truth about these things,” he says, “but I didn’t think it was unlawful.” US District Court Judge Gerhard Gesell calls North a “low-ranking subordinate who was carrying out the instructions of a few cynical superiors,” and says to North: “I believe you still lack understanding of how the public service has been tarnished. Jail would only harden your misconceptions.” North, who had been staunch in justifying his actions in the Iran-Contra hearings, now expresses remorse over his crimes, saying, “I recognize that I made many mistakes that resulted in my conviction of serious crimes… and I grieve every day.” North, who is a popular speaker with conservative organizations, can pay off his fine with six speaking engagements. Nevertheless, he says he will appeal his conviction. [BBC, 7/5/1989; New York Times, 9/17/1991] North’s conviction will indeed be overturned by an appeals court (see September 17, 1991).

Mohammed Said Nabulsi, Jordan’s central bank governor, orders the country’s banks to deposit 30 percent of their foreign exchange holdings with the central bank. The measure is part of an effort to enforce regulations on liquidity ratios and reduce the outflow of foreign exchange from Jordan. Petra, run by Ahmed Chalabi, is the only bank among the 20 that is unable to comply with the order. At the urging of Nabulsi, King Hussein puts Petra under government supervision and orders an audit of the bank’s books. Petra’s board of directors are replaced and an investigation begins. Two weeks later, in August 1989, Chalabi flees the country—reportedly with $70 million. According to Hudson Institute’s Max Singer, Prince Hassan personally drives Chalabi to the Jordanian border, helping him escape. The investigation subsequently uncovers evidence of massive fraud. “The scale of fraud at Petra Bank was enormous,” Nabulsi will later recall. “It was like a tiny Enron.” Arthur Andersen determines that the bank’s assets are overstated by $200 million. The bank is found to have enormous bad debts (about $80 million); “unsupported foreign currency balances at counter-party banks” (about $20 million); and money purportedly owed to the bank which could not be found (about $60 million). Millions of dollars of depositors’ money had been routed to the Chalabi family empire in Switzerland, Lebanon, and London, in the form of loans that had not been repaid. The Chalabi family’s Swiss and Lebanese firms, Mebco and Socofi, are later put into liquidation. As a result of the fraud, the Jordanian government is forced to pay $200 million to depositors whose money had disappeared, and to avert a potential collapse of the country’s entire banking system. According to Zaab Sethna, a spokesman for the Iraqi National Congress, King Hussein of Jordan turned on Chalabi in coordination with Iraq because Chalabi was “using the bank to fund [Iraqi] opposition groups and learning a lot about illegal arms transfers to Saddam.” Petra Bank was also providing the CIA with information on the Jordanian-Iraqi trade. Ahmed Chalabi, the charismatic, MIT-educated head of Jordan’s Petra Bank, flees to London before charges can be filed against him in regards to the collapse of his bank (see August 2, 1989 and April 9, 1992). Unworried about the Jordanian charges, Chalabi, whose formerly wealthy family fled Iraq in 1958, establishes a loose grouping of Iraqi exiles called the Iraqi National Congress, with the aim of overthrowing Iraqi dictator Saddam Hussein. Chalabi has already forged ties with some US neoconservatives like Albert Wohlstetter and Richard Perle. Now he begins cultivating ties with other influential neoconservatives such as Paul Wolfowitz, James Woolsey, Douglas Feith, and Perle’s protege, David Wurmser. Chalabi makes the rounds of the symposia and conferences, and wins new allies in pro-Israeli think tanks such as the Jewish Institute for National Security Affairs (JINSA) and the Washington Institute for Near East Policy (WINEP). Chalabi’s appeal to the neoconservatives is directly linked to his support for Israel as a regional power. The new Iraq he will build, he promises, will have strong relations with Israel. He even declares his intention to rebuild the oil pipeline from Kirkuk to Haifa, which has been inoperative since the 1940s. The neoconservatives ignore his close ties with the Iranian Shi’ite theocracy, as well as the Petra Bank’s funding of the Lebanese Shi’ite militia Amal. Instead, the neoconservatives view Chalabi as a potential savior of the Middle East. Patrick Clawson of WINEP says, “He could be Iraq’s national leader.” [Unger, 2007, pp. 123-125]

She will remain there for three years, functioning out of the US Embassy under diplomatic cover as, primarily, a recruiter of foreign nationals to serve as CIA assets. Athens is a beautiful but dangerous assignment, with the radical leftist group known as “November 17” having killed a number of US officials over the past years, including CIA station chief Richard Welch in 1975. Plame’s station chief, Doug Smith, will remember her as an ambitious agent who worked hard: “It’s rare that someone on a first tour does a really wonderful job. She did well.” Her deputy station chief, who only allows himself to be identified as “Jim,” will add that he has “a very high opinion of Valerie” and the caliber of her work. American conservatives, recently contemptuous of former President Ronald Reagan (see 1988), use the fall of the Berlin Wall (see November 9, 1989 and After) to resurrect the image of Reagan as the victorious Cold Warrior who triumphed over world communism.
Historical Revisionism - In doing so, they drastically revise history. In the revised version of events, Reagan was a staunch, never-wavering, ideologically hardline conservative who saw the Cold War as an ultimate battle between good (Western democracy) and evil (Soviet communism). As author J. Peter Scoblic will describe the revision, it was Reagan’s implacable resolve and conservative principles—and the policies that emanated from those principles—that “forced the Soviet Union to implode.” Conservatives point to the so-called “Reagan Doctrine” of backing anti-Soviet insurgencies (see May 5, 1985) and to National Security Decision Directive 75, accepting nuclear war as a viable policy option (see January 17, 1983), as evidence of their assertions. But to achieve this revision, they must leave out, among other elements, Reagan’s long-stated goal of nuclear disarmament (see April 1981 and After, March-April 1982, November 20, 1983, and Late November 1983), and his five-year history of working with the Soviet Union to reduce nuclear arms between the two nations (see December 1983 and After, November 16-19, 1985, January 1986, October 11-12, 1986, and December 7-8, 1987).
USSR Caused Its Own Demise - And, Scoblic will note, such revisionism does not account for the fact that it was the USSR which collapsed of its own weight, and not the US which overwhelmed the Soviets with an onslaught of democracy. The Soviet economy had been in dire straits since the late 1960s, and there had been huge shortages of food staples such as grain by the 1980s. Soviet military spending remained, in Scoblic’s words, “enormous, devouring 15 percent to 20 percent of [the USSR’s gross national product] throughout the Cold War (meaning that it imposed three times the economic burden of the US defense budget, on an economy that was one-sixth the size).” Reagan did dramatically increase US military spending during his eight years in office (see Early 1981 and After), and ushered new and potentially devastating military programs into existence (see 1981 and March 23, 1983). Conservatives will assert that Reagan’s military spending drove the USSR into implicit surrender, sending them back to the arms negotiation table with a newfound willingness to negotiate the drawdown of the two nations’ nuclear arsenals (see Early 1985). Scoblic will characterize the conservatives’ arguments: “Whereas [former President] Carter was left playing defense, the Gipper [Reagan] took the ball the final 10 yards against the Reds, spending them into the ground and leading the United States into the end zone.” Scoblic calls this a “superficially… plausible argument,” but notes that Carter, not Reagan, began the tremendous military spending increase (see Late 1979-1980), and more importantly, the USSR made no effort to match Reagan’s defense spending. “Its defense budget remained essentially static during the 1980s,” he will write. “In short, the Soviet Union suffered no economic distress as a result of the Reagan buildup.” Scoblic will also note that conservatives had long insisted that the USSR could actually outspend the US militarily (see November 1976), and never predicted that increasing US military spending could drive the Soviet Union into bankruptcy. Saddam Hussein, emboldened by President Bush’s continued support for his regime even as he develops chemical, biological, and nuclear weapons (see September 1989) and is gassing his own citizens (see August 25, 1988), boasts that he now has chemical weapons and will “burn half of Israel.” Additionally, Iraqi forces on manuevers in the southern part of the country are being told that they are training to attack Israel. Nevertheless, the White House blocks efforts by the Commerce Department to stop the flow of US technology to Iraq, even technology that is being used to develop weapons of mass destruction (see 1990 and July 18, 1990-August 1, 1990). One White House official explains, “The president does not want to single out Iraq.” US diplomat Joseph Wilson, the deputy chief of mission in Baghdad (see September 5, 1988 and After), will later write: “While we were concerned about the tensions in Iraq’s relations with Kuwait (see May 28-30, 1990 and July 17, 1990), we did not suspect that the southern military exercises were, in fact, a first signal of Iraq’s intention to invade that country. One-on-One with Saddam Hussein - Shortly after her meeting with Aziz, she is summoned back to the Foreign Ministry and driven from there to a meeting with Saddam Hussein. Wilson will write: “This was unprecedented. 'No Opinion on Arab-Arab Conflicts' - Glaspie tells Hussein: “We have considerable sympathy for your quest for higher oil prices, the immediate cause of your confrontation with Kuwait.… We know you need funds. We understand that, and our opinion is that you should have the opportunity to rebuild your country. We can see that you have deployed massive numbers of troops in the south. Normally that would be none of our business, but when this happens in the context of your other threats against Kuwait, then it would be reasonable for us to be concerned. For this reason, I have received an instruction to ask you, in the spirit of friendship—not confrontation—regarding your intentions: Why are your troops massed so very close to Kuwait’s borders?” Hussein answers that he intends to try to negotiate a peaceful settlement with Kuwait; Glaspie asks what solutions Hussein would find acceptable. Hussein wants to keep the entire Shatt al Arab [a strategically important waterway] under Iraqi control, and if given that, he is willing to make concessions to Kuwait. However, if he has to give up some control of the Shatt, he will renounce all control in favor of bringing Kuwait back under Iraqi dominion. Glaspie replies: “We have no opinion on your Arab-Arab conflicts, such as your dispute with Kuwait. Secretary [of State James] Baker has directed me to emphasize the instruction, first given to Iraq in the 1960s, that the Kuwait issue is not associated with America.” Reportedly Hussein takes this as a green light from the US to proceed with the invasion. Glaspie Said to Be Scapegoated - Wilson will later write that the US policy failure that led to the invasion is not Glaspie’s fault and that she is merely made a scapegoat for it (see July 25, 1990 and After): “The one-on-one meeting with Saddam was fateful for Ambassador Glaspie. Out of it emerged the charge that she had not been tough enough with him and had somehow given him a green light to invade Kuwait. Nothing could be further from the truth.”

Deputy Chief of Mission Joseph Wilson is in charge of the US Embassy in Baghdad after US Ambassador to Iraq April Glaspie departed for her twice-delayed annual vacation to the US (see July 31, 1990). At 2:30 a.m., local time, Wilson is awakened by a phone call from Washington. The operator tells him, “Mr. Wilson, I have the White House on the line.” Wilson, assuming he is going to speak directly to the president, finds himself standing at attention, stark naked in the middle of his bedroom. Instead, the line goes dead. (Phone service in Iraq is unreliable at best, and the Iraqis often cut service to the embassy phones.) Wilson calls Sandra Charles, a National Security Council specialist on the Middle East, and Charles tells him that she is receiving reports that the US Embassy in Kuwait City, Kuwait, is being surrounded by hostile Iraqi troops (see August 2, 1990). At 7:30 a.m., Wilson, having gotten dressed, pounds on the door of Iraq’s Foreign Minister, Tariq Aziz. The two have what Wilson will later recall as a forceful exchange, and Aziz agrees to restore phone service to the embassy. More pertinently, Wilson tells Aziz that the US is flatly opposed to any military moves against Kuwait. “It seems to me that with your army in Kuwait City and my navy in the Gulf we have an obligation to avoid any escalation of this crisis if we can,” Wilson tells Aziz. A member of the embassy staff later recalls being impressed with Wilson’s political dexterity. “I always knew Joe was bright,” the former staffer recalls, “but he really showed here he could be quick on his feet. That was a pretty smart way to handle the situation.” The meeting with Aziz is the first of many diplomatic efforts Wilson will make over the next few weeks to defuse the situation (see August 2-4, 1990) and protect the Americans in Iraq and Kuwait, whom Wilson fears will be taken hostage by Iraqi forces. In response, the US suspends National Security Directive 26 (see October 2-6, 1989), which established closer ties with Baghdad and mandated $1 billion in agricultural loan guarantees to Iraq. [Los Angeles Times, 2/23/1992] The secretary of defense, Dick Cheney, begins pressing President Bush to go to war with Iraq without securing Congressional approval. His rationale is two-fold: he doesn’t need Congressional authority, and he might not get it if he asks. Cheney moves the Pentagon onto a full war footing, even going so far as to create what author and former White House counsel John Dean calls “his own concocted high-risk plans of battle, which he tried but failed to sell at the White House.” Bush will juggle Cheney’s view with that of House Speaker Tom Foley, who will give the president a document signed by 81 Democratic members who insist that if Bush wants to go to war, he needs the authorization of Congress. Dean will write that Cheney’s arguments “are based on bogus legal and historical arguments that have been made before, but no one has pushed them longer or harder than he has.” [Dean, 2007, pp. 89-91] Bush decides not to follow Cheney’s advice. In 2007, author and reporter Charlie Savage will observe: “By urging Bush to ignore the War Powers Resolution on the eve of the first major overseas ground war since Congress enacted the law, Cheney was attempting to set a powerful precedent. Had Bush taken his advice and survived the political fallout, the Gulf War would have restored [former President] Truman’s claim that as president he had ‘inherent’ powers to send American troops to the Korean War on his own” (see June 30, 1950). Over 100 Americans are trapped in the US Embassy in Kuwait City. Perhaps 2,000 Americans are hiding from Iraqi soldiers throughout the capital city, and at least 115 are already in Iraqi custody, essentially being held as hostages. Iraqi forces bring a number of Americans, mostly oilfield workers, to Baghdad, where they are put up at local hotels. The Iraqis do not allow the “freed” Americans to leave the hotels or meet with US Embassy officials. It is clear that though the Iraqis call them “guests,” they are hostages. Deputy Chief of Mission Joseph Wilson, the ranking US diplomat in Baghdad, learns to his dismay that his superiors in the US are similarly reluctant to consider the Americans as hostages, arguing that if US officials begin calling them hostages, then the Iraqis will treat them as such. Perhaps Iraq is holding the Americans only until their control of Kuwait is complete, and will release them. But, except for the release of a single American girl (see Early August, 1990), the Iraqis release no hostages. Embassy personnel succeed in rounding up around 100 Americans, mostly workers for the Bechtel Corporation, and housing them in the confines of the Embassy building. [Wilson, 2004, pp. 117-118, 126]

Wilson, determined not to let Hussein get the better of him in front of the Iraqi photographers present at the meeting, refuses to do anything that could be construed as bowing to Hussein (an effect Hussein is known to strive to create with his “guests”) and is careful not to laugh for fear a picture could be taken out of context by Iraqi propagandists. As Wilson will later recall, “It dawned on me that the last thing in the world that I wanted to be beamed around the world was a picture of me yukking it up with Saddam Hussein.” Hussein proposes a solution to the Iraq-Kuwait conflict, involving the US giving its blessing to Iraq’s annexation of Kuwait (see August 2-4, 1990) and in return promising to provide cheap oil to the US from Iraqi and Kuwaiti oil fields. He also promises not to strike against Saudi Arabia unless that country allows itself to be used as a launching pad for a strike against Iraq. If the US reacts militarily to the invasion, Hussein says, then the US will be responsible for the “spilling of the blood of ten thousand soldiers in the Arabian desert.” Wilson will later write, “There it was then, the carrot of cheap oil coupled with the stick of dead American soldiers.” Wilson, in turn, presses for Hussein to allow foreign citizens in general, and American citizens in particular, to leave Iraq immediately (see August 4, 1990). Hussein asks if such a request indicates that the US is planning to launch its own military response; Wilson responds that he knows nothing of any such plans, but that he intends “to be here so long as there is a role for diplomats to play in resolving this situation peacefully.” The meeting adjourns with nothing being agreed upon; Wilson has no power to negotiate on behalf of the US, Wilson does not trust Hussein to keep any such bargains, and most importantly, the US has not shown any indication of any willingness to allow Hussein to stay in Kuwait. The first US forces, F-15 fighters from Langley Air Force Base in Virginia, arrive in Saudi Arabia (see August 5, 1990 and After). [PBS Frontline, 1/9/1996; American Forces Press Service, 8/8/2000] The US opens a military response to the Iraq invasion as much to defend Saudi Arabia as to defend Kuwait. Both the US and Saudis fear that Iraq will occupy Saudi Arabia’s Hama oil field near the countries’ mutual border, one of its largest. Between its own oil fields and those of Kuwait and Saudi Arabia which Iraq could feasibly control, Iraq would control the majority of the world’s oil reserves. Iraq would have difficulty in successfully occupying the Hama oil field, because of the large amount of inhospitable desert terrain it would have to cross to reach the field, and because of the likelihood of intense air strikes from the US-equipped Saudi Air Force. President Bush says the operation is “wholly defensive” in nature, a claim quickly abandoned. The US deploys two carrier groups and two battleship groups to the Persian Gulf, and deploys numerous Air Force units. Eventually, half a million American troops will join the other US forces. The US diplomats at the embassy in Baghdad, led by Deputy Chief of Mission Joseph Wilson, hold a long and sobering discussion of the possibilities confronting them in the days and weeks to come. They are well aware of the grim fate meted out to several Americans during the 1958 revolution (see 1958), and realize that they, too, may be killed in the near future. As Wilson will later write, they ask themselves: “If, in all likelihood, we were going to die anyway, did we want to go meekly to our deaths delivering useless diplomatic notes to a brutal regime, or did we want to be defiant, treating the Iraqi actions as the outrages they were? We opted for the latter code of conduct. That decision—to stand up and confront Saddam [Hussein] at every opportunity—set the tone at the embassy from that moment on.” Wilson will add: “Months later, after I’d left Baghdad, a psychologist at the CIA told me that the only way to deal with a personality like Saddam’s is to stand up to him: to be defiant, antagonistic, and intimidating. Still, Saddam Hussein tries to maintain the fiction for the press; in what Wilson will describe as “one notorious television appearance,” Hussein ruffles the hair of a seven-year old British boy, Stuart Lockwood, and asks if he had had his milk that day. Iraq abruptly announces that foreign women and children are free to leave the country, effectively releasing them as hostages (see August 17-23, 1990). Deputy Chief of Mission Joseph Wilson, the ranking US diplomat in Baghdad, believes the release was in part precipitated by a humiliating news report from CBS’s Dan Rather. The Egyptian ambassador to Iraq had met earlier with Wilson, and discussed the need for the international community to heighten its propaganda campaign against Saddam Hussein. He noted that a statue of Hussein had recently been erected in Arab Knight Square in Baghdad, replacing a statue of an Arab warrior on horseback. At the same time, Iraqi police had forced businesses around the country calling themselves “Arab Knight” to change their names, telling them “there is only one Arab knight in Iraq and you are not it.” Since Hussein wants to be known as the Arab Knight, the Egyptian ambassador says, maybe the world should point out that true Arab knights do not hide behind the skirts of women or behind little children. Wilson liked the idea and passed it on to Rather, who filed a story containing the insult on August 22. On August 25, British Prime Minister Margaret Thatcher accused Hussein of “hiding behind the skirts of women.” Wilson will later write, “While we could not confirm that our campaign to humiliate Saddam was responsible for this decision, we were sure that our general strategy of confrontation (see August 8-9, 1990) had contributed to it.” [Wilson, 2004, pp. 134-135]

As tensions escalate between the US and Iraq, Iraqi officials circulate a note to all the embassies in Baghdad, directing them to register all of the civilians in their care with the authorities. Failure to comply can result in execution, the note implies. Such registration can only be done in person at Iraqi governmental offices; Deputy Chief of Mission Joseph Wilson, the ranking US diplomat in Baghdad, knows that bringing American citizens in for registration may well result in those Americans being taken hostage. He is housing some 60 Americans at the ambassador’s residence for their protection. He will later write: “It was clearly a way for the Iraqis to replenish their stock of hostages. The choice, theoretically, was either to turn over Americans or to defy the note and risk execution.” Instead of making the choice, Wilson uses the order to publicly defy the Iraqis. He schedules a press conference and has a Marine make him a hangman’s noose. Wearing the noose, he tells reporters that if Saddam Hussein “wants to execute me for keeping Americans from being taken hostage, I will bring my own f_cking rope.” The press conference, like all of the embassy press conferences, is off the record, but journalists release the story anyway. A garbled, erroneous version from a French news outlet has the Iraqis planning to hang Wilson by sundown. Iraqi Foreign Minister Tariq Aziz, angered and embarrassed by the press coverage, attempts to dress down Wilson that evening, but Wilson refuses to back down. Instead, the Iraqis withdraw the request. Soon after, President Bush sends Wilson a cable lauding his courage and his outspokeness (see November 29, 1990). [Wilson, 2004, pp. 153-154; Unger, 2007, pp. 311] Conservative columnist Robert Novak co-writes a piece about Wilson that says, “He shows the stuff of heroism.” Novak will later reveal the covert CIA status of Wilson’s wife, Valerie Plame Wilson, as an act of political retaliation (see July 14, 2003). Deputy Chief of Mission Joseph Wilson, the ranking US diplomat in Iraq, and his remaining colleagues in the beleaguered US Embassy in Baghdad decide to use the Thanksgiving holiday as a chance to remind the US that Iraq is still holding some 120 Americans as hostages (see August 17-23, 1990). He has proposed to his superiors in Washington that he make a high-profile visit to the Iraqi Foreign Ministry to demand the release of the hostages, to be followed by an on-the-record press conference. Journalists would then join Wilson for Thanksgiving dinner at his home in Baghdad. He was told, “Nobody is going to tell you not to do it, but with the president traveling to Saudi Arabia to have Thanksgiving with the troops, the White House press office is concerned that you might step on the president’s story. That said, if you insist, feel free to go ahead. Just so you are aware of the concerns here.” Wilson and his colleagues decided to go through with the program. During dinner, CNN correspondent Richard Roth appears at Wilson’s home to announce that Iraqi officials have brought a contingent of American hostages to Baghdad for an on-camera Thanksgiving dinner. Does Wilson have a reaction? Roth asks. Wilson does indeed, and launches into a tirade, calling Iraq’s government “sadistic” for “parad[ing] hostages before the cameras as a propaganda tool while denying them access to their country’s embassy or consular officials.” Roth airs Wilson’s remarks on CNN. It is this impromptu condemnation of the Iraqi government, along with Wilson’s open defiance of Iraqi officials days before (see September 20, 1990), that prompts President Bush to send a laudatory letter to Wilson praising his courage and patriotism. The ranking US diplomat in Baghdad, Joseph Wilson, has a breakthrough in his relentless efforts to win the freedom of the 120 or so American hostages being held by Iraq (see August 17-23, 1990). Wilson meets an Arab journalist who has considerable influence in the Gulf region. He tells her that President Bush has already concluded, in his opinion, that the loss of the hostages as a result of an American invasion would be lamentable but not enough to deter military action against Iraq. Therefore, Saddam Hussein is “deluding himself” if he thinks the hostages will prevent the US from launching an attack against Iraqi forces in Kuwait. The other side of the coin, he tells the journalist, is that if something untoward does happen to the hostages, “American anger might be such that the president would be forced to go to war to avenge that mistreatment.” It is wholly to Hussein’s benefit to release the hostages, Wilson argues. Ten days after that lunch, Wilson receives the minutes from a meeting between Algerian Foreign Minister Sid Ahmed Ghozali and the US Ambassador to Algeria, Chris Ross, in which Ghozali echoes Wilson’s message almost verbatim. Wilson later writes, “I was certain that my contact had been speaking to other Arab leaders, and I saw that the thesis was gaining some traction. It would soon get back to Saddam from Arab interlocutors. It did not matter how many times I told the Iraqis the risks they ran—they expected me to say it. But when a fellow Arab said the same thing, it would have far greater impact.” [Wilson, 2004, pp. 164-165]

The purpose of the top secret cell is to collect intelligence that can be used by the US and British to support the case for maintaining UN sanctions on Iraq. After the September 11 attacks, Rockingham helps build Britain’s case for the need to use military force against Iraq. It was cherry-picking intelligence.” He also says that members of the cell were backed by officials “from the very highest levels,” including military and intelligence officers, as well as civilian officials from the ministry of defense. Faced with a lawsuit from 53 members of Congress demanding that he seek Congressional authorization before invading Iraq (see December 1990 and January 16, 1991 and After), President Bush asks Congress for such an authorization. His carefully worded request does not directly acknowledge the constitutional requirement that Congress authorize any military involvement by the US. After three days of what the New York Times calls “solemn, often eloquent debate,” both chambers of Congress approve the war resolution. [PBS Frontline, 1/9/1996; Dean, 2007, pp. 90-91] That authority is granted in part because of propaganda efforts mounted by Pentagon and Kuwaiti officials (see October 10, 1990). Even with such powerful persuasive tactics, the vote in the US Senate is 52-47 and 250-183 in the US House of Representatives, the closest such vote since the War of 1812. [NationMaster, 12/23/2007]
House Reminds Bush that Congress Retains Power to Declare War - The House passes another resolution, 302-131, informing the White House that Congress has the exclusive authority under the Constitution to declare war. Of this second resolution, author and former Nixon White House counsel John Dean will write in 2007, “The breakdown of the vote is telling: 260 Democrats and 41 Republicans along with one independent voted to support the wording and clear intention of Article I of the Constitution; 126 Republicans and 5 Democrats, all hard-right conservatives (including Tom DeLay, R-TX, and two would-be presidents of the United States, Newt Gingrich, R-GA and Duncan Hunter, R-CA) voted against the resolution.” [Dean, 2007, pp. 90-91]
Gore Persuaded to Support War by Wilson - One of the few Democratic senators to vote for the war is Al Gore (D-TN). Gore takes time from the floor deliberations to speak with the ranking US diplomat in Iraq, Joseph Wilson, who once served as Gore’s aide (see September 5, 1988 and After). Gore grills Wilson for twenty minutes on the efficacy of US sanctions against Iraq (see August 6, 1990) and the necessity of US intervention to free Kuwait before returning to the Senate to vote for the authorization. Wilson later writes of his outrage that Gore’s fellow senator, Alan Simpson (R-WY), would accuse Gore during the 2000 election of being what Simpson will call “Prime Time Al” for the timing of his speech in favor of the war authorization. Wilson recalls Simpson as the senator who had been “practically on bended knee before Saddam in April 1990, reassuring the Iraqi dictator that he had a press problem and not a policy problem” (see April 12, 1990). Wilson will continue, “It was an outrage that a decade later he had the nerve to be critical of the one senator who had really taken the time to listen to an analysis from the field and factor that into his decision on what most senators agreed was one of the most momentous votes of their careers.” [Wilson, 2004, pp. 163-164]

The air assault begins the day after a UN deadline for Iraq’s withdrawal from Kuwait expires (see November 29, 1990). F-117 Stealth bombers hit Baghdad with an array of high-tech bombs and missiles; many of the explosions are televised live, or on briefly delayed feeds, on CNN, which launches virtually 24-hour coverage of the air strikes. In the first 48 hours of the war, 2,107 combat missions drop more than 5,000 tons of bombs on Baghdad alone, nearly twice the amount that incinerated Dresden in World War II.
'Thunder and Lightning of Desert Storm' - US Army General Norman Schwarzkopf, chief of the US Central Command (CENTCOM), announces the beginning of hostilities by transmitting the following: “Soldiers, sailors, airmen and Marines of the United States Central Command, this morning at 0300, we launched Operation Desert Storm, an offensive campaign that will enforce the United Nation’s resolutions that Iraq must cease its rape and pillage of its weaker neighbor and withdraw its forces from Kuwait. My confidence in you is total. Our cause is just! Now you must be the thunder and lightning of Desert Storm. May God be with you, your loved ones at home, and our country.” [US Navy, 9/17/1997]
Initial Attacks Obliterate Iraqi Navy, Much of Air Force, Many Ground Installations - The attack begins with an assault of over 100 Tomahawk land attack missiles (TLAMs) launched from US naval vessels in the Persian Gulf and Red Sea, and attack helicopter strikes on Iraqi radar installations near the Iraq-Saudi Arabian border. The assaults destroy much of Iraq’s air defense and command-and-control capabilities. The missile assault is quickly followed by fighter, bomber, and assault helicopter strikes which continue pounding at Iraqi government buildings, power stations, dams, military sites, radio and television stations, and several of Saddam Hussein’s palaces. The strikes essentially obliterate the Iraqi Navy, and drastically cripple the Iraqi Air Force. (Between 115 and 140 aircraft and crews of the Iraqi Air Force flees to Iran over the course of the war, a move that surprises US commanders, who expected the aircraft and their crews to attempt to flee to Jordan, not Iran. The Iranians will never give Iraq back its aircraft, and will not release Iraqi air crews for years to come.) A US Navy review later calls the combined Navy-Marine air campaign, conducted in concert with US Air Force strikes, “successful beyond the most optimistic expectations.” The Navy later reports that “allied air forces dropped over 88,500 tons of ordnance on the battlefield.” [US Navy, 9/17/1997; NationMaster, 12/23/2007] Iraqi anti-aircraft counterattacks are surprisingly effective, downing around 75 US and British aircraft in the first hours of attacks. The US media does not widely report these downings, nor does it give much attention to the dozens of pilots and air crew captured as POWs. [NationMaster, 12/23/2007]
'The Mother of All Battles' - Five hours after the first attacks, Baghdad state radio broadcasts a voice identified as Saddam Hussein. Hussein tells his people that “The great duel, the mother of all battles has begun. The dawn of victory nears as this great showdown begins.” [NationMaster, 12/23/2007]
US Embassy Helped Locate Targets for Air Strikes - Deputy Chief of Mission Joseph Wilson, the last American to leave Baghdad (see January 12, 1991), and his staff provided critical assistance to the US battle planners in choosing their initial targets. Over the months, Wilson and his staff developed a “hostage tracking system,” monitoring and recording the movements of the American hostages as they were transferred from site to site to be used as human shields in the event of a US strike (see August 4, 1990 and August 8, 1990). Wilson and his staff were able to identify some 55 sites that were being used around the country, presumably some of the most critical military and infrastructure sites in Iraq. Wilson gave that information to the Pentagon. He will later write, “I was gratified when several months later, on the first night of Desert Storm, long after the hostages had been released, many of those sites were ones hit by American bombs.” [Wilson, 2004, pp. 141]

The system, still in its research and development stages, will no longer attempt to protect the majority of the US population from nuclear assault. Now, Bush says, SDI will be retooled to “provid[e] protection against limited ballistic missile strikes—whatever their source.” The system, called Global Protection Against Limited Strikes (GPALS), will include some 1,000 space-based “Brilliant Pebbles” interceptors, 750 to 1,000 long-range ground-based interceptors at six sites, space-based and mobile sensors, and transportable ballistic missile defenses. [Federation of American Scientists, 1/15/2008] The concept is based on an earlier proposal by nuclear weapons experts Edward Teller, Lowell Wood, and Gregory Canavan of the Lawrence Livermore National Laboratory, who came up with the idea of a “Smart Rocks” defense system based on thousands of small rocket-propelled canisters in Earth orbit, each capable of ramming an incoming ballistic missile and exploding it outside the lower atmosphere. The “Smart Rocks” concept was one component of the original SDI concept, but was retooled, upgraded, and renamed “Brilliant Pebbles” to be the main component of the program. [Office of the Special Assistant for Gulf War Illnesses, 1/20/2008] A key component of the US strategy is the so-called “left hook” maneuver, based on General Ulysses S. Grant’s similar strategy in the 1863 Battle of Vicksburg. [PBS Frontline, 1/9/1996] The “left hook” is designed to sidestep a large contingent of heavily fortified Iraqi troops along the Iraq-Kuwait border, prepared to defend Kuwait City from an attack by US and coalition forces. General Norman Schwarzkopf, the US’s chief strategist, uses a small contingent of Marines to keep this larger Iraqi force busy while 250,000 troops land behind the dug-in Iraqi forces; one contingent sweeps north to attack forces around Basra, and the rest surprise the Iraqis along the border by attacking from the north. Hambali, an important future al-Qaeda leader, moves to the village of Sungai Manggis, Malaysia, about an hour north of the capital of Kuala Lumpur. Hambali is from nearby Indonesia and fought in Afghanistan with Osama bin Laden in the late 1980s. He starts off poor, working at odd jobs, but soon is frequently traveling and has many overseas visitors. Intriguingly, Hambali’s landlord will later say of Hambali’s visitors, “Some looked Arab and others white.” Hambali plays a major role in the 1995 Bojinka plot in the Philippines (see January 6, 1995), and after that plot is foiled he continues to live in his simple Sungai Manggis house. [Time, 4/1/2002; Los Angeles Times, 9/1/2002] Living near Hambali in this village are other regional Islamist militant leaders such as Abdullah Sungkar, Imam Samudra (allegedly a key figure in the 2000 Christmas bombings (see December 24-30, 2000) and the 2002 Bali bombings (see October 12, 2002)), Abu Bakar Bashir, the spiritual leader of the al-Qaeda affiliate Jemaah Islamiyah, and Abu Jibril. So many militants live in this village that it becomes known as “Terror HQ” to intelligence agencies. Sungkar and Bashir are considered the two most well-known militant leaders in Southeast Asia at the time (Sungkar dies of old age in 1999). Hambali’s house is directly across from Bashir’s and they are considered friends. [Tempo, 10/29/2002; Ressa, 2003] Interestingly, Fauzi Hasbi, an Indonesian government mole posing as a militant leader, lives next door to Bashir as well. [SBS Dateline, 10/12/2005] Despite his role in the Bojinka plot, Hambali continues to live there very openly. Beginning in March 1995, just two months after the plot was foiled, Hambali throws his first feast for several hundred guests to mark a Muslim holiday. This becomes an annual party. He also sometimes travels to Indonesia. [Time, 4/1/2002] By May 1999, if not earlier, the FBI connects Hambali to the Bojinka plot (see May 23, 1999). In January 2000, he attends a key al-Qaeda summit in nearby Kuala Lumpur. The CIA gets pictures and video footage of him at the meeting and already has pictures of him from a computer linked to the Bojinka plot (see January 5-8, 2000 and January 5, 2000). However, there is no apparent effort to apprehend him, extradite him, or even put him on a public wanted list. He continues to live in Sungai Manggis until at least late 2000. [Conboy, 2003]

According to Francis Brooke, an employee of the company who’s paid $22,000 per month, the Rendon Group’s contract with the CIA provides it with a ten percent “management fee” on top of whatever money it spends. “We tried to burn through $40 million a year,” Brooke will tell the New Yorker. “It was a very nice job.” The work involves planting false stories in the foreign press. The company begins supplying British journalists with misinformation which then shows up in the London press. In some cases, these stories are later picked up by the American press, in violation of laws prohibiting domestic propaganda. “It was amazing how well it worked. It was like magic,” Brooke later recalls. Another one of the company’s tasks is to help the CIA create a viable and unified opposition movement against Saddam Hussein (see June 1992). This brings the Rendon Group and Francis Brooke into contact with Iraqi exile Ahmed Chalabi (see After May 1991). The CIA will soon help Chalabi and Rendon create the Iraqi National Congress (INC) to further the goal of toppling Hussein. [New Yorker, 6/7/2004] Author and intelligence expert James Bamford will later say, “Chalabi was a creature of American propaganda to a large degree. It was an American company, the Rendon Group, that—working secretly with the CIA—basically created his organization, the Iraqi National Congress. And put Chalabi in charge basically.… From the very beginning Chalabi was paid a lot of money from the US taxpayers. The CIA paid him originally about 350,000 dollars a month, to Chalabi and his organization.” [PBS, 4/25/2007]

Fiers has admitted to lying about when high-ranking agency officials first learned of the illegal diversion of US funds to the Nicaraguan Contras (see December 6, 1985 and April 4, 1986). Fiers now says that when he learned of the diversions in the summer of 1986, he informed his superior, then-Deputy Director for Operations Clair George, who ordered him to lie about his knowledge (see Summer 1986). In return for his guilty pleas to two misdemeanor counts instead of far harsher felony charges, Fiers is cooperating with the Iran-Contra investigation headed by Lawrence Walsh (see December 19, 1986). Time reports: “The Iran-Contra affair has been characterized by US officials as a rogue operation managed by overzealous members of the National Security Council. But if Fiers is correct, top-ranking CIA officials not only knew about the operation and did nothing to stop it; they also participated in an illegal cover-up.… Suddenly a number of unanswered questions assume a new urgency. A federal judge drops all charges against convicted felon Oliver North (see May-June, 1989). A federal appeals court had reversed part of North’s conviction and ordered the case returned to a US District Court for the remainder of the convictions. District Judge Gerhard Gesell, who presided over the original trial that found North guilty of three felonies, drops the charges after special prosecutor Lawrence Walsh says he is forced to abandon the prosecution of North. In order to testify before the Iran-Contra hearings (see July 7-10, 1987), North was granted limited immunity from prosecution, and Walsh says prosecutors will be unable to show that North’s immunity grant did not affect his trial testimony, and the testimony of witnesses in his earlier trials. The decision by Walsh and Gesell brings to an end five years of court proceedings against North, who calls himself “fully, completely” vindicated. Last week, former National Security Adviser Robert McFarlane, North’s former superior and mentor, testified that his testimony in North’s earlier trials had been heavily influenced by North’s testimony before Congress. President Bush says: “He’s been through enough. There was an appeal. He’s been let off. Now that’s the system of justice is working.… I’m very, very pleased.” Senate Majority Leader Bob Dole (R-KS) says the Walsh investigation should be closed down entirely, saying, “What have American taxpayers received for their $50 million?” referring to some estimates of the cost of the overall inquiry. “A lot of press releases. A lot of rumor and innuendo. But little in terms of justice.” Walsh, who had opposed immunity for North from the start of the investigations in 1987, says: “This is a very, very serious warning that immunity is not to be granted lightly. Now, I have never criticized Congress. I urged them not to grant immunity, but they have the very broad political responsibility for making a judgment as to whether it’s more important that the country hear the facts quickly or that they await a prosecution.” [New York Times, 9/17/1991] An outraged New York Times editorial says that North’s claim of complete exoneration is a “wild overstatement” and calls the reversal “a serious setback for another objective of democratic government: promptly to uncover the truth in high-profile cases and to prosecute them when necessary without sacrificing the Constitution’s privilege against compelled self-incrimination.” It concludes: “Mr. North can thank his battling lawyers and a fastidious judiciary for letting him beat the rap. Former Assistant Secretary of State Elliott Abrams, facing multiple counts of lying under oath to Congress about, among other things, his knowledge of the US government’s involvement in the resupply operation to the Nicaraguan Contras (see October 10-15, 1986), his knowledge of the role played by former CIA agent Felix Rodriguez in the resupply (see December 17, 1986), and his knowledge of third-party funding of the Nicaraguan Contras (see November 25, 1986), agrees to plead guilty to two misdemeanor charges of withholding evidence from Congress. Abrams agrees to the plea after being confronted with reams of evidence about his duplicity by investigators for special prosecutor Lawrence Walsh as well as from testimony elicited during the House-Senate investigation of 1987 (see July 7-10, 1987) and the guilty plea and subsequent testimony of former CIA agent Alan Fiers (see July 17, 1991). Abrams pleads guilty to two counts of withholding information from Congress, to unlawfully withholding information from the Senate Foreign Relations Committee and the House Intelligence Committee, and admits lying when he claimed that he knew nothing of former National Security Council official Oliver North’s illegal diversion of government funds to the Contras (see December 6, 1985, April 4, 1986, and November 25-28, 1986). Abrams says that he lied because he believed “that disclosure of Lt. Col. [Oliver] North’s activities in the resupply of the Contras would jeopardize final enactment” of a $100 million appropriation pending in Congress at the time of his testimony, a request that was narrowly defeated (see March 1986). Abrams also admits to soliciting $10 million in aid for the Contras from the Sultan of Brunei (see June 11, 1986). Ramzi Yousef, the future bomber of the WTC in 1993, stays in the Philippines and trains militants there in bomb-making. According to Philippine intelligence documents, Yousef had developed expertise in bomb-making and worked at a training camp at Khost, Afghanistan, teaching bomb-making for militants connected to bin Laden. But bin Laden dispatches him to the Philippines, where he trains about 20 militants belonging to the Abu Sayyaf group. Abu Sayyaf is heavily penetrated by Philippine undercover operatives at this time, especially Edwin Angeles, an operative who is the second in command of the group. Angeles will later recall that Yousef is introduced to him at this time as an “emissary from bin Laden.” [Strategic Studies Institute of the US Army War College, 9/1/2005 pdf file] Angeles also claims Yousef decided to use the Philippines as a “launching pad” for terrorist acts around the world. [New York Times, 9/6/1996] One of Abu Sayyaf’s top leaders will later recall that Yousef also brings a significant amount of money to help fund the group. [Philippine Daily Inquirer, 1/22/2007; CNN, 1/31/2007] A flow chart of Yousef’s associates prepared in early 1995 by Angeles’ Philippines handler Rodolfo Mendoza shows a box connected to Abu Sayyaf labeled “20 trainees/recruits.” So presumably the Philippine government is aware of this information by then, but it is not known when they warned the US about it (see Spring 1995). Yousef will also later admit to planning the 1993 WTC bombing at an Abu Sayyaf base, which most likely takes place at this time (see Early 1992). The ties between Yousef and Abu Sayyaf will grow stronger, culminating in the 1995 Bojinka plot (see January 6, 1995), an early version of the 9/11 plot.

[Source: Iraqi National Congress]Over a period of four years, the CIA’s Iraq Operation Group provides the Iraqi National Congress (INC) with $100 million, which the organization uses to set up training camps and propaganda operations in Northern Iraq. [Christian Science Monitor, 6/15/2004; Ritter, 2005, pp. 128] During this time span, INC leader Ahmed Chalabi allegedly misuses a lot of the funds. “There was a lot of hanky-panky with the accounting: triple billing, things that weren’t mentioned, things inflated.… It was a nightmare,” a US intelligence official who works with Chalabi will say in 2004. [Newsweek, 4/5/2004] Chalabi refuses to share the organization’s books with other members of the INC, and even with the US government itself. According to a former CIA officer, “[T]hey argued that it would breach the secrecy of the operation.” One night, government investigators break into the INC’s offices to do an audit. They find that although the books are in order, many of the group’s expenditures are wasteful. [New Yorker, 6/7/2004] Chalabi spends much of his time in Kurdish-controlled northern Iraq. Robert Baer, a CIA officer who is also working in Iraq, later recalls: “He was like the American Ambassador to Iraq. He could get to the White House and the CIA. He would move around Iraq with five or six Land Cruisers.” Hundreds of thousands of dollars flow “to this shadowy operator—in cars, salaries—and it was just a Potemkin village. He was reporting no intel; it was total trash. The INC’s intelligence was so bad, we weren’t even sending it in.” Chalabi tries to portray Saddam Hussein’s regime as “a leaking warehouse of gas, and all we had to do was light a match,” Baer says. Chalabi, at certain points, claims to know about Iraqi troop movements and palace plans. But “there was no detail, no sourcing—you couldn’t see it on a satellite.” [New Yorker, 6/7/2004] In her 2007 book Fair Game, former CIA analyst Valerie Plame Wilson, an expert on Iraq’s WMD programs, describes Chalabi as “Machiavellian,” and blames him for sending “dozens of tantalizing but ultimately false leads into the CIA net.” [Wilson, 2007, pp. 106-107]

Many experts consider President Bush’s decision not to invade Baghdad and overthrow Saddam Hussein (see January 16, 1991 and After) as wise and prudent, avoiding putting the US in the position of becoming a hostile occupying force and, thusly, avoiding the alienation of allies around the world as well as upholding the UN mandate overseeing the conflict. However, many of the neoconservatives in Defense Secretary Dick Cheney’s office have different views. Paul Wolfowitz, Lewis “Scooter” Libby, and Zalmay Khalilzad are among those who view the “failure” to overthrow Hussein as what author Craig Unger will call “a disastrous lost opportunity.” Unger will reflect, “Interestingly, in what critics later termed ‘Chickenhawk Groupthink,’ the moderate, pragmatic, somewhat dovish policies implemented by men with genuinely stellar [military] records—George H. W. Bush, Brent Scowcroft, and Colin Powell—were under fire by men who had managed to avoid military service—Cheney, Wolfowitz, Libby, and Khalilzad.” (Secretary of State James Baker tells Powell to watch out for the “kooks” working for Cheney.) In some ways, the criticism and counterproposals from Cheney and his followers amounts to another “Team B” experience similar to that of 16 years before (see Early 1976, November 1976 and November 1976). Wolfowitz, with Libby and Khalilzad, will soon write their own set of recommendations, the Defense Planning Guide (DPG) (see February 18, 1992) memo, sometimes called the “Wolfowitz doctrine.” [Unger, 2007, pp. 115-117]

Pakistani investigators reveal this bin Laden-Yousef connection to US intelligence in March 1995. The CIA will publicly reveal this in 1996. [Central Intelligence Agency, 1996 pdf file; Tenet, 2007, pp. 100] While living there, Yousef receives help and financing from two unnamed senior al-Qaeda representatives. [Reeve, 1999, pp. 47] Yousef will be arrested at another nearby bin Laden safe house in February 1995 (see February 7, 1995) with bin Laden’s address found in his pocket. [London Times, 10/18/1997] During these years, Yousef takes long trips to the US in preparation of the WTC bombing (see February 26, 1993) and the Philippines, where several plots are developed (see January 6, 1995). [Source: Boston Globe]A draft of the Defense Department’s new post-Cold War strategy, the Defense Planning Guidance (DPG), causes a split among senior department officials and is criticized by the White House. The draft, prepared by defense officials Zalmay Khalilzad and Lewis “Scooter” Libby under the supervision of Undersecretary of Defense Paul Wolfowitz, says that the US must become the world’s single superpower and must take aggressive action to prevent competing nations—even allies such as Germany and Japan—from challenging US economic and military supremacy. [New York Times, 5/23/1992; Rupert and Solomon, 2005, pp. 122; Scoblic, 2008, pp. 165] The views in the document will become known informally as the “Wolfowitz Doctrine.” Neoconservative Ben Wattenberg will say that its core thesis is “to guard against the emergence of hostile regional superpowers, for example, Iraq or China.” He will add: “America is No. 1. We stand for something decent and important. That’s good for us and good for the world. That’s the way we want to keep it.” [AntiWar (.com), 8/24/2001] The document hails what it calls the “less visible” victory at the end of the Cold War, which it defines as “the integration of Germany and Japan into a US-led system of collective security and the creation of a democratic ‘zone of peace.’” It also asserts the importance of US nuclear weapons: “Our nuclear forces also provide an important deterrent hedge against the possibility of a revitalized or unforeseen global threat, while at the same time helping to deter third party use of weapons of mass destruction through the threat of retaliation.” [New York Times, 3/8/1992] The document states, “We must maintain the mechanism for deterring potential competitors from even aspiring to a larger regional or global role.” [New York Times, 3/8/1992] In 2007, author Craig Unger will write that deterring “potential competitors” from aspiring to a larger role means “punishing them before they can act.” [Unger, 2007, pp. 116]
US Not Interested in Long-Term Alliances - The document, which says the US cannot act as the world’s policeman, sees alliances among European nations such as Germany and France (see May 22, 1992) as a potential threat to US supremacy, and says that any future military alliances will be “ad hoc” affairs that will not last “beyond the crisis being confronted, and in many cases carrying only general agreement over the objectives to be accomplished.… [T]he sense that the world order is ultimately backed by the US will be an important stabilizing factor.” [New York Times, 5/23/1992] Conspicuously absent is any reference to the United Nations, what is most important is “the sense that the world order is ultimately backed by the US… the United States should be postured to act independently when collective action cannot be orchestrated” or in a crisis that demands quick response. [New York Times, 3/8/1992] Unger will write of Wolfowitz’s “ad hoc assemblies:” “Translation: in the future, the United States, if it liked, would go it alone.” [Unger, 2007, pp. 116]
Preventing the Rise of Any Global Power - “[W]e endeavor to prevent any hostile power from dominating a region whose resources would, under consolidated control, be sufficient to generate global power. These regions include Western Europe, East Asia, the territory of the former Soviet Union and Southwest Asia.” The document advocates “a unilateral US defense guarantee” to Eastern Europe, “preferably in cooperation with other NATO states,” and foresees use of American military power to preempt or punish use of nuclear, biological or chemical weapons, “even in conflicts that otherwise do not directly engage US interests.” [Washington Post, 3/11/1992]
Containing Post-Soviet Threats - The document says that the US’s primary goal is “to prevent the re-emergence of a new rival, either on the territory of the former Soviet Union or elsewhere, that poses a threat on the order of that posed formerly by the Soviet Union.” It adds, “This is a dominant consideration underlying the new regional defense strategy and requires that we endeavor to prevent any hostile power from dominating a region whose resources would, under consolidated control, be sufficient to general global power.” In the Middle East and Southwest Asia, “our overall objective is to remain the predominant outside power in the region and preserve US and Western access to the region’s oil.” The document also asserts that the US will act to restrain what it calls India’s “hegemonic aspirations” in South Asia [New York Times, 5/23/1992] , and warns of potential conflicts, perhaps requiring military intervention, arising in Cuba and China. “The US may be faced with the question of whether to take military steps to prevent the development or use of weapons of mass destruction,” it states, and notes that these steps may include pre-empting an impending attack with nuclear, chemical or biological weapons, “or punishing the attackers or threatening punishment of aggressors through a variety of means,” including attacks on the plants that manufacture such weapons. It advocates the construction of a new missile defense system to counter future threats from nuclear-armed nations. [New York Times, 3/8/1992]
Reflective of Cheney, Wolfowitz's Views - Senior Pentagon officials say that while the draft has not yet been approved by either Dick Cheney or Wolfowitz, both played substantial roles in its creation and endorse its views. “This is not the piano player in the whorehouse,” one official says.
Democrats Condemn Policy Proposal - Senator Robert Byrd (D-WV), an advocate of a reduction in military spending, calls the document “myopic, shallow and disappointing,” adding: “The basic thrust of the document seems to be this: We love being the sole remaining superpower in the world.” Senator Joseph Biden (D-DE) attacks what he sees as the document’s emphasis on unilateral military action, and ridicules it as “literally a Pax Americana.” Pentagon officials will dispute characterizations that the policy flatly rejects any idea of multilateral military alliances. One defense official says, “What is just dead wrong is this notion of a sole superpower dominating the rest of the world.” [New York Times, 3/8/1992; Washington Post, 3/11/1992]
Abandoned, Later Resurrected - Wolfowitz’s draft will be heavily revised and much of its language dropped in a later revision (see May 22, 1992) after being leaked to the media (see March 8, 1992). Cheney and Wolfowitz’s proposals will receive much more favorable treatment from the administration of George W. Bush (see August 21, 2001).

June 1992: Iraqi National Congress Formed

The Kurdistan Democratic Party (KDP), headed by Masud Barzani, and the Patriotic Union of Kurdistan (PUK), headed by Jalal Talabani, meet in Vienna along with nearly 200 delegates from dozens of Iraqi opposition groups to form an umbrella organization for Iraqi dissident groups. [Federation of American Scientists, 8/8/1998; New Yorker, 6/7/2004] The event is organized by the Rendon Group, which has been contracted by the CIA to organize the wide spectrum of Iraqi dissidents into a unified movement against Saddam Hussein. The Carnegie Endowment for International Peace publishes “Self-Determination in the New World Order” by Morton H. Halperin (head of State Department policy planning under Madeleine Albright) and David Scheffer (Albright’s special envoy for war crimes issues). The book proposes a set of criteria for the US to use in responding to the independence and separatist movements that have arisen since the break-up of the Soviet Union. The authors argue that in certain circumstances, such as when civil unrest threatens to create a humanitarian crisis, “American interests and ideals” compel the US to assume “a more active role.” Interventions “will become increasingly unavoidable,” the authors write. Foreshadowing the unabashed unilateralist foreign policy adopted by the Bush administration after the September 11 attacks, they write that “the United States should seek to build a consensus within regional and international organizations for its position, but should not sacrifice its own judgment and principles if such a consensus fails to materialize.” [Review of International Affairs, 4/2000]

Defense Secretary Dick Cheney gives a speech to the Discovery Institute in Seattle defending the Bush administration’s decision not to enter Baghdad or overthrow Iraqi dictator Saddam Hussein during the 1991 Gulf War (see January 16, 1991 and After). Cheney says that because of Hussein’s “shrinking power base” in Iraq, the fact that he does not control the northern or southern portions of his country, his all-but-destroyed national economy, and the UN sanctions, “his days are numbered” as Iraq’s dictator, so there was no need to overthrow him. “I would guess if we had gone in there, I would still have forces in Baghdad today. We’d be running the country. We would not have been able to get everybody out and bring everybody home.… All of a sudden you’ve got a battle you’re fighting in a major built-up city, a lot of civilians are around, significant limitations on our ability to use our most effective technologies and techniques.… Once we had rounded him up and gotten rid of his government, then the question is what do you put in its place? You know, you then have accepted the responsibility for governing Iraq.… And the final point that I think needs to be made is this question of casualties. I don’t think you could have done all of that without significant additional US casualties. And while everybody was tremendously impressed with the low cost of the conflict, for the 146 Americans who were killed in action and for their families, it wasn’t a cheap war. And the question in my mind is how many additional American casualties is Saddam worth? And the answer is not that damned many. Bernard Lewis.Bernard Lewis. [Source: Princeton University]Princeton University professor Bernard Lewis publishes an article in the influential journal Foreign Affairs called “Rethinking the Middle East.” In it, he advocates a policy he calls “Lebanonization.” He says, “[A] possibility, which could even be precipitated by [Islamic] fundamentalism, is what has late been fashionable to call ‘Lebanonization.’ Most of the states of the Middle East—Egypt is an obvious exception—are of recent and artificial construction and are vulnerable to such a process. If the central power is sufficiently weakened, there is no real civil society to hold the polity together, no real sense of common identity.… Then state then disintegrates—as happened in Lebanon—into a chaos of squabbling, feuding, fighting sects, tribes, regions, and parties.” Lewis, a British Jew, is well known as a longtime supporter of the Israeli right wing. Since the 1950s, he has argued that the West and Islam have been engaged in a titanic “clash of civilizations” and that the US should take a hard line against all Arab countries. Lewis is considered a highly influential figure to the neoconservative movement, and some neoconservatives such as Richard Perle and Harold Rhode consider him a mentor. In 1996, Perle and others influenced by Lewis will write a paper for right wing Israeli leader Benjamin Netanyahu entitled “A Clean Break” that advocates the “Lebanonization” of countries like Iraq and Syria (see July 8, 1996). Lewis will remain influential after 9/11. For instance, he will have dinner with Vice President Cheney shortly before the US invasion of Iraq in 2003. Some will later suspect that Cheney and others were actually implementing Lewis’s idea by invading Iraq. Chas Freeman, former US ambassador to Saudi Arabia, will say in May 2003, just after the invasion, “The neoconservatives’ intention in Iraq was never to truly build democracy there. Their intention was to flatten it, to remove Iraq as a regional threat to Israel.” [Dreyfuss, 2005, pp. 330-337]

Terry Nichols.Terry Nichols. [Source: Oklahoma City Police Department]White separatist Terry Nichols (see March 24, 1988 - Late 1990, December 22 or 23, 1988, April 2, 1992 and After, and October 12, 1993 - January 1994) makes a number of trips to the Phillippines, apparently to meet with al-Qaeda bomber Ramzi Yousef and other radical Islamists. Nichols will later help plan and execute the Oklahoma City bombing (see 8:35 a.m. - 9:02 a.m. April 19, 1995). Nichols’s wife is a mail-order bride from Cebu City; Nichols spends an extensive amount of time on the island of Mindanao, where many Islamist terror cells operate. This information comes from a Philippine undercover operative, Edwin Angeles, and one of his wives. Angeles is the second in command in the militant group Abu Sayyaf from 1991 to 1995 while secretly working for Philippine intelligence at the same time (see 1991-Early February 1995). After the Oklahoma City bombing, Angeles will claim in a videotaped interrogation that in late 1992 and early 1993 Nichols meets with Yousef and a second would-be American terrorist, John Lepney. In 1994, Nichols meets with Yousef, Lepney, and others. For about a week, Angeles, Yousef, Nichols, and Lepney are joined by Abdurajak Janjalani, the leader of Abu Sayyaf; two members of the Moro Islamic Liberation Front (MILF); Abdul Hakim Murad and Wali Khan Amin Shah, both of whom are working with Yousef on the Bojinka plot (see January 6, 1995); and a half-brother of Yousef known only by the alias Ahmad Hassim (this is a probable reference to Yousef’s brother Abd al-Karim Yousef, who is living in the Philippines at this time). Elmina Abdul, Angeles’s third wife, will add additional details about these 1994 meetings in a taped 2002 hospital confession to a Philippines reporter days before her death. She only remembers Nichols as “Terry” or “The Farmer,” and doesn’t remember the name of the other American. She says: “They talked about bombings. They mentioned bombing government buildings in San Francisco, St. Louis, and in Oklahoma. The Americans wanted instructions on how to make and to explode bombs. [Angeles] told me that Janjalani was very interested in paying them much money to explode the buildings. The money was coming from Yousef and the other Arab.” [Gulf News, 4/3/2002; Insight, 4/19/2002; Manila Times, 4/26/2002; Insight, 6/22/2002; Nicole Nichols, 2003] (“The other Arab” may be a reference to the Arab Mohammed Jamal Khalifa, Osama bin Laden’s brother-in-law, because Janjalani’s younger brother later claims Abu Sayyaf was funded in its early years by Yousef and Khalifa.) [CNN, 1/31/2007] Abdul claims Nichols and Lepney are sent to an unnamed place for more instructions on bomb-making to destroy a building in the US. She also says that Angeles and others in Abu Sayyaf believe Yousef works for the Iraqi government. [Insight, 6/22/2002] The Manila Times later reports that “Lepney did indeed reside and do business in Davao City [in the Southern Philippines] during 1990 to 1996.” One bar owner recalls that when Lepney got drunk he liked to brag about his adventures with local rebel groups. [Manila Times, 4/26/2002] In 2003, Nicole Nichols (no relation to Terry Nichols), the director of the watchdog organization Citizens against Hate, will explain why an American white supremacist would make common cause with Islamist terrorists. Two unifying factors exist, she writes: an overarching hatred of Jews and Israel, and a similarly deep-seated hatred of the US government. [Nicole Nichols, 2003] After Nichols takes part in the 1995 Oklahoma City bombing (see 8:35 a.m. - 9:02 a.m. April 19, 1995), Wali Khan Amin Shah will attempt to take the credit for plotting the bombing for himself and Yousef, a claim federal authorities will not accept (see April 19, 1995 and 10:00 a.m. April 19, 1995 and After).

The outgoing President Bush pardons six former Reagan officials for any crimes they may have committed as part of their involvement in the Iran-Contra affair. One of the six, former Defense Secretary Caspar Weinberger, was slated to go on trial in January 1993 on charges that he lied to Congress about his knowledge of arms sales to Iran and funding from other countries for the Nicaraguan Contras (see July 24, 1992). Weinberger’s case was expected to reveal details of then-Vice President Bush’s involvement in the affair. Bush has refused to turn over a 1986 campaign diary he kept that may contain evidence of his involvement. Special prosecutor Lawrence Walsh says of the pardons, “[T]he Iran-Contra cover-up, which has continued for more than six years, has now been completed.” The pardons “undermine… the principle that no man is above the law. It demonstrates that powerful people with powerful allies can commit serious crimes in high office—deliberately abusing the public trust without consequence.” Walsh says that he believes Bush may have pardoned Weinberger to conceal his own complicity and possibly criminal actions in Iran-Contra. Bush also pardons former National Security Adviser Robert McFarlane and former Assistant Secretary of State Elliott Abrams, both of whom have already pled guilty to misdemeanor charges of withholding information from Congress. Bush also pardons Clair George, the former head of the CIA’s clandestine services, convicted earlier in December of two felony charges of perjury and misleading Congress. Finally, he pardons two other CIA officials, Duane Clarridge, who is awaiting trial, and Alan Fiers, who pled guilty to withholding information from Congress, and who testified against George. For his part, Bush says he is merely trying to “put bitterness behind us” in pardoning the six, many of whom he said have already paid a heavy price for their involvement. Senator George Mitchell (D-ME) is sharply critical of the pardons, saying, “If members of the executive branch lie to the Congress, obstruct justice and otherwise break the law, how can policy differences be fairly and legally resolved in a democracy?” [New York Times, 12/25/1992]

The explosion is caused by the detonation of a truck bomb in the underground parking garage. An FBI explosives expert will later state, “If they had found the exact architectural Achilles’ heel or if the bomb had been a little bit bigger, not much more, 500 pounds more, I think it would have brought her down.” Ramzi Yousef, who has close ties to Osama bin Laden, organizes the attempt. [Village Voice, 3/30/1993; US Congress, 2/24/1998] The New York Times will report on Emad Salem, an undercover agent who will be the key government witness in the trial against Yousef. Salem will testify that the FBI knew about the attack beforehand and told him it would thwart the attack by substituting a harmless powder for the explosives. However, an FBI supervisor called off this plan and the bombing was not stopped. [New York Times, 10/28/1993] Other suspects were ineptly investigated before the bombing as early as 1990. Several of the bombers were trained by the CIA to fight in the Afghan war and the CIA will conclude, in internal documents, that it was “partly culpable” for this bombing (see January 24, 1994). [Independent, 11/1/1998] 9/11 mastermind Khalid Shaikh Mohammed is an uncle of Yousef and also has a role in the bombing (see March 20, 1993). He just says it, and if you want to know what America used to be—and a lot of people wish it still were—then you listen to Strom Thurmond.… He got a standing ovation. Now people—people applauded that. People applaud—because—you know, Strom Thurmond can say it because he’s 90 years old and people say: ‘Ah, he’s just an old coot. He’s from the old days,’ and so forth. But that’s what most people think. They just don’t have the guts to say it. The “Blind Sheikh,” Sheikh Omar Abdul-Rahman, is arrested in Brooklyn after a long stand off. The “Landmarks” plot was rolled up on June 24, 1993, and many of Abdul-Rahman’s close associates were arrested on that day (see June 24, 1993). But Abdul-Rahman moved to the Abu Bakr mosque and stayed there. His presence in a mosque and the many supporters that gathered to surround it makes his arrest difficult. But after long negotiations, on July 3, 1993, he is arrested on immigration charges and taken to prison. [New York Times, 7/3/1993] He will later be charged with a role in the “Landmarks” plot and eventually sentenced to life in prison. [New York Times, 1/18/1996]

Iraqi exile Ahmed Chalabi (see 1992-1996) approaches the Clinton administration with a plan to overthrow Saddam Hussein. Defense Intelligence Agency agent Patrick Lang will later recall that the plan, dubbed “End Game,” starts with a revolt by Iraq’s Kurdish and Shi’a insurgents that will, theoretically, trigger an insurrection by Iraqi military commanders. The military will replace Hussein with a regime friendly to both Israel and the US. Clinton officials give the plan tentative approval, though as Lang will later write: “The plan was based on a belief that Iraq was ripe for revolt and that there were no units in the armed forces that would fight to preserve Saddam’s government. Since the same units had fought to keep Saddam in power during the Kurdish and Shi’a revolts of a few years before, it is difficult to see why the sponsors of End Game would have thought that.” Meanwhile, Saddam Hussein learns of the plan and prepares his own response. When Chalabi puts the plan into action, the Iraqi military, instead of revolting against Hussein, kills over 100 INC-backed insurgents (see March 1995). A young Indonesian nicknamed Hambali forms a front company that ties al-Qaeda figures to the Bojinka plot (see January 6, 1995), an early version of the 9/11 plot. Hambali had fought in Afghanistan in the late 1980’s, repeatedly met with bin Laden there, and allied himself to bin Laden’s cause. In 1994, Hambali, living in a village north of Kuala Lumpur, Malaysia, began frequently receiving visitors. According to his landlord, “Some looked Arab and others white.” There has been no explanation who these “white” visitors may have been. Hambali had been very poor prior to this time, but he is suddenly “flush with newfound cash” brought by the visitors. In June 1994, he founds a front company called Konsonjaya with Wali Khan Amin Shah, a key Bojinka plotter, and both their names are listed on the eight-person board of directors. Shah fought with bin Laden in Afghanistan, and bin Laden will even admit knowing him and praise him in an 1998 interview (see May 28, 1998). Philippine police phone taps show that frequent calls are made from the Konsonjaya offices in Malaysia to the Philippines offices of Mohammed Jamal Khalifa, bin Laden’s brother-in-law who is also believed to be part of the Bojinka plot (see 1994). [Time, 4/1/2002] A Malaysian official will later say that Hambali spends time in the Philippines with Shah and bomber Ramzi Yousef in 1994 as they plan the Bojinka plot. [Washington Post, 2/3/2002] Mohammed Amin al-Ghafari, another Konsonjaya director, makes frequent trips from Malaysia to the Philippines while planning for the Bojinka plot is under way, and he is later believed to play a key role in financing the plot. In early 1995, after the Bojinka plot is broken up, one of the arrested Bojinka plotters will confess to Konsonjaya’s role in the plot (see February-Early May 1995) and a Philippine investigator’s flow chart of the Bojinka plotters and their connections will prominently include Konsonjaya (see Spring 1995). However, neither the Philippine nor US government appears interested in capturing Hambali, al-Ghafari, or the others involved in Konsonjaya before 9/11. [Los Angeles Times, 6/24/2002; Contemporary Southeast Asia, 12/1/2002] Hambali will continue to live openly in Malaysia, even throwing a party every year for hundreds of people (see April 1991-Late 2000). He will go on to plan other al-Qaeda attacks and will attend a key planning meeting for the 9/11 plot in 2000 (see January 5-8, 2000). [Time, 4/1/2002] Al-Ghafari will finally be deported in 2002 after years of police protection (see October 8-November 8, 2002).

There are allegations that the Algerian government manipulated the GIA from its creation in 1991 (see 1991). After going through several leaders, it appears that the GIA’s new leader Zitouni is in fact an agent of the Algerian intelligence agency. For instance, in 2005 the Guardian will report that Algerian intelligence “managed to place Djamel Zitouni, one of the Islamists it controlled, at the head of the GIA.” [Guardian, 9/8/2005] And journalist Jonathan Randal will write in a 2005 book that according to Abdelkhader Tigha, a former Algerian security officer, “army intelligence controlled overall GIA leader Djamel Zitouni and used his men to massacre civilians to turn Algerian and French public opinion against the jihadis.” [Randal, 2005, pp. 170-171] Indeed, prior to Zitouni taking over, the GIA tried to limit civilian casualties in their many attacks (see December 1991-October 27, 1994). But Zitouni launches many attacks on civilian targets. He also attacks other Islamist militant groups, such as the rival Islamic Salvation Army (AIS). He also launches a series of attacks inside France. [Crotty, 2005, pp. 291-292] Zitouni also kills many of the genuine Islamists within the GIA. [New Zealand Listener, 2/14/2004] These controversial tactics cause the GIA to slowly lose popular support and the group also splits into many dissident factions. Some international militant leaders such as Ayman al-Zawahiri and Abu Qatada continue to support the GIA. He will finally be killed by a rival faction on July 16, 1996. [Crotty, 2005, pp. 291-292]

White separatist Terry Nichols (see March 24, 1988 - Late 1990, December 22 or 23, 1988, October 12, 1993 - January 1994, and February - July 1994) flees the scene of a robbery he has committed in Arkansas and goes to Council Grove, Kansas, where he has rented a storage locker (see November 7, 1994), and then to Las Vegas, to stash the proceeds of the robbery with his ex-wife, Lana Padilla (see November 5, 1994 and November 6, 1994). Nichols makes plans to leave for the Philippines to visit his family in Cebu City, and leaves a note to be opened only if he does not return (see Late 1992-Early 1993 and Late 1994) by January 28, 1995—days after the terrorist plot Operation Bojinka was to be executed (see January 6, 1995). Nichols leaves the US on November 11.
Opening the Note - Padilla, fearing her ex-husband has left her a suicide note, opens it after taking Nichols to the airport. The note, titled “Read and Do Immediately,” instructs Padilla to send all of Nichols’s cash and valuables, including the loot from the robbery, to his wife Marife Nichols in Cebu City (see July - December 1990). Some of the cash and valuables, he says, is in a Las Vegas storage unit, and some is hidden in Padilla’s kitchen, behind a wooden panel in the back of her kitchen utility drawer. “As of now, only Marife, you, and myself know what there is and where it is. I hope you will do as I have stated. Josh has just a few years before he’s capable of being on his own and Marife and Nicole [Nichols’s young daughter by Marife—see (September 30, 1994)] have many more years of support needed. There is no need to tell anyone about the items in storage and at home.” After reading the note, Padilla is convinced Nichols intends to kill himself. She follows the directions in the note, breaks through the wooden panel behind her utility drawer, and finds $20,000 in cash in a plastic baggie.
Note to Fellow Bombing Conspirator - The note also contains two letters to Nichols’s fellow conspirator in the Oklahoma City bombing plan, Timothy McVeigh (see September 13, 1994, October 20, 1994, and 8:35 a.m. - 9:02 a.m. April 19, 1995), both addressed to “Tim.” The first tells McVeigh how to access the Las Vegas storage locker and where his blue pickup truck will be parked for his use if he needs it. Padilla drives to the Las Vegas storage locker and finds a box of carved jade, camera equipment, precious stones, and a ski mask. Much of this material will later be connected to the Arkansas robbery. The second letter to McVeigh instructs him to “clear everything out of CG 37” and to “also liquidate 40,” apparently referring to two storage lockers Nichols has rented in Council Grove (see October 17, 1994, and November 7, 1994) under the alias “Ted Parker,” which contain, among other items, a store of explosive fertilizer and some of the guns stolen in the Arkansas robbery. If he chooses, Nichols writes, McVeigh can pay for further rentals on the lockers instead of clearing them out. He warns McVeigh about possible law enforcement attention, writing: “As far as heat—none that I know. This letter would be for the purpose of my death.” The letter concludes: “Your [sic] on your own. Go for it!” Based on the instructions regarding the fertilizer, federal authorities will come to believe that Nichols is instructing McVeigh to go ahead with plans to bomb a federal building in Oklahoma City (see 8:35 a.m. - 9:02 a.m. April 19, 1995).
Return to the US - Nichols will return to the US on January 16, 1995 and, after staying a few days at Padilla’s home in Las Vegas, settle in Herington, Kansas, a tiny town not far from the ranch where he recently worked (see (September 30, 1994)). Later Attempts to Explain Letter, Actions - In his statement to the FBI (see 3:15 p.m. and After, April 21-22, 1995), Nichols will claim to have returned to the US on November 17. The indictment against Nichols will allege that he rented a storage locker in Las Vegas on November 16, based in part on his FBI statement. These dates do not correspond with other evidence showing Nichols remains in the Philippines until January 16. A chronology of events compiled by McVeigh’s lawyers (see Early 2005) also has McVeigh staying in Arkansas and New Mexico motels with Nichols in mid-December 1994. These contradictions are never adequately explained. [PBS Frontline, 1/22/1996] Nichols will also tell authorities that the phrase “Go for it!” is nothing more than an innocent reference to an old sales pitch he and his ex-wife had used in the early days of their marriage. The government authorities will not believe Nichols’s explanation. [Serrano, 1998, pp. 114] After the bombing, Padilla will tell authorities that Nichols gave her a key to a storage locker at the AAAABCO storage facility in Las Vegas, as stated in his note. The locker, she will say, contained thousands of dollars in gold and silver bouillon, tubular pipe, ski masks, and other items (see May 9, 1995 and May 11, 1995), many of which will be linked to the Arkansas robbery. After the bombing, FBI investigators will find a key to a safe-deposit box from the robbery in Nichols’s Herington home (see (February 20, 1995)) along with other items from the robbery. Avelino “Sonny” Razon.Avelino “Sonny” Razon. [Source: Canadian Broadcasting Corp.]In December 1994, Philippine police reportedly begin monitoring a Pakistani businessman by the name of Tariq Javed Rana. According to Avelino Razon, a Philippine security official, the decision to put Rana under surveillance is prompted by a report that “Middle Eastern personalities” are planning to assassinate Pope John Paul II during his upcoming January 1995 visit to Manila. “[We] had one man in particular under surveillance—Tariq Javed Rana, a Pakistani suspected of supporting international terrorists with drug money. He was a close associate of Ramzi Yousef,” Razon later recalls. But it is possible that police began monitoring Rana before this date. In September, the Philippine press reported that he was a suspect in an illegal drug manufacturing ring, and the US embassy in Manila received a tip that Rana was linked to the ISI and was part of a plot to assassinate President Clinton during his November 1994 visit to Manila (see September 18-November 14, 1994). [CounterPunch, 3/9/2006] While under surveillance in December, Rana’s house burns down. Authorities determine that the fire was caused by nitroglycerin which can be used to improvise bombs. One month later, a fire caused by the same chemical is started in Ramzi Yousef’s Manila apartment (see January 6, 1995), leading to the exposure of the Bojinka plot to assassinate the Pope and crash a dozen airplanes. [Contemporary Southeast Asia, 12/1/2002; CounterPunch, 3/9/2006] Rana is arrested by Philippine police in early April 1995. It is announced in the press that he is connected to Yousef and that he will be charged with investment fraud. He is said to have supported the militant group Abu Sayyaf and to have helped Yousef escape the Philippines after the fire in Yousef’s apartment. A search of the Lexis Nexus database shows there have been no media reports about Rana since his arrest. Around the same time as his arrest, six other suspected Bojinka plotters are arrested, but then eventually let go (see April 1, 1995-Early 1996). [Associated Press, 4/2/1995]

Mohammed Jamal Khalifa.Mohammed Jamal Khalifa. [Source: CBS News]Mohammed Jamal Khalifa, a brother-in-law to bin Laden, is arrested in the US. He is held for visa fraud, but he is believed to be a major terrorist. His arrest takes place at a Holiday Inn in Morgan Hill, California. [San Francisco Chronicle, 10/24/2001] That is only about 20 miles from Santa Clara, where double agent Ali Mohamed is running an al-Qaeda cell (see 1987-1998). Counterterrorism expert Steven Emerson will later say of Khalifa and Mohamed, “It seems to me that they were probably in contact. I’m basing that only intuitively on the fact that they were in the same area, they were close to bin Laden, and they would’ve had an incentive to stay together.” [Lance, 2006, pp. 167] According to one account, Khalifa is arrested on behalf of the government of Jordan, because he is on trial there. [San Francisco Chronicle, 10/24/2001] Another account claims that Philippine authorities “tipped off Federal authorities on Khalifa’s movements.” [Filipino Reporter, 4/27/1995] He is traveling on a Saudi passport. He’d flown into the US from London on December 1 and has papers indicating he would be heading back to the Philippines. [Lance, 2006, pp. 158-159] It has been claimed that the CIA helped him get his US visa (see December 1, 1994). There are many reasons for US authorities to suspect Khalifa is a major terrorist figure:
bullet He is arrested with Mohammed Loay Bayazid, one of the dozen or so original members of al-Qaeda. Bayazid had attempted to purchase nuclear material for bin Laden the year before (see December 16, 1994).
bullet Philippine investigators had recently completed a secret report on terrorist funding. The report focuses on Khalifa, and says his activities in the Philippines strongly link with Muslim extremist movements in Iraq, Jordan, Turkey, Russia, Malaysia, the United Arab Emirates, Romania, Lebanon, Syria, Pakistan, Albania, the Netherlands, and Morocco. It calls a charity which Khalifa runs a “pipeline through which funding for the local extremists is being coursed.” Perhaps not coincidentally, the report was released just one day before Khalifa’s arrest in the US (see December 15, 1994).
bullet His possessions, which are quickly examined and translated, include a handwritten manual in Arabic detailing how to set up a terrorist curriculum at a school in the Philippines, giving lessons in bomb-making and assassination. [San Francisco Chronicle, 10/24/2001]
bullet Khalifa’s business card was discovered in a search of the New York City residence of Sheikh Omar Abdul-Rahman in 1993 (see August 1993).
bullet He is an unindicted coconspirator in the “Landmarks” bombings plot, which would have killed thousands in New York City. The trial is getting underway at this time. Abdul-Rahman will be convicted and sentenced to over 300 years in prison (see June 24, 1993).
bullet A State Department cable from days after his arrest states Khalifa is a “known financier of terrorist operations and an officer of an Islamic NGO in the Philippines that is a known Hamas front.”
bullet An alias is found in his personal organizer that was also used in a bomb-making manual brought into the US by Ahmad Ajaj, Ramzi Yousef’s travel partner, when the two of them came to the US to implement the 1993 World Trade Center bombing (see September 1, 1992).
bullet Bojinka plotter Wali Khan Amin Shah’s phone number is found in Khalifa’s possessions. The Bojinka plot, if successful, also would have killed thousands (see January 6, 1995). [Lance, 2006, pp. 158-159]
bullet A number in Pakistan that Ramzi Yousef had used to call the Philippines is found as well. Author Peter Lance will later note that such numbers “should have led the FBI directly to Ramzi Yousef, the world’s most wanted man” at the time. [Lance, 2006, pp. 160]
However, despite this wealth of highly incriminating material, within weeks of his arrest the US will decide to deport him to Jordan (see January 5, 1995). Over the next four months, even more of his links to terrorist activity will be discovered (see Late December 1994-April 1995). But Khalifa will be deported anyway (see April 26-May 3, 1995), and then soon freed in Jordan (see July 19, 1995).
