Shortly before August 24, 2004: Fay Report To Conclude Abuses Were Actions of a Few, Official Tells Newspaper

An unnamed Defense Department official tells the Washington Post that the soon-to-be-released Fay report (see August 25, 2004), authored by Lt. Gen. Anthony R. Jones and Maj. Gen. George R. Fay, will demonstrate that the prisoner abuses “were bad, illegal, unauthorized, and some of it was sadistic.” But the report will conclude that they were “the actions of a few; actions that went unnoticed because of leadership failures.” (White and Ricks 8/24/2004)
