The US, the Soviet Union, Great Britain, and 58 other countries sign the Treaty on the Non-Proliferation of Nuclear Weapons (NPT). The NPT’s preamble refers explicitly to the goal of a comprehensive nuclear test ban, and to the “determination expressed by the parties [to the treaty] to seek to achieve the discontinuance of all test explosions of nuclear weapons for all time.” The NPT will become effective on March 5, 1970. [Federation of American Scientists, 12/18/2007] In 2008, author J. Peter Scoblic will write that the NPT “relied heavily on appeals to national interest.” Scoblic will continue: “Given that the treaty allows five states to legally possess nuclear weapons while prohibiting the other 183 from ever developing them, why did dozens of states agree to the top-tiered, discriminatory system—a system of nuclear apartheid, as India put it (see June 20, 1996)? Because it made sense for them to do so.” The NPT gives nations a chance to opt out of nuclear arms races with their neighbors, and gives them the opportunity to share in nuclear technology for peaceful purposes. Over the years, far more nations will, under the NPT, give up their nascent nuclear programs—Taiwan, Brazil, Argentina, South Korea, others—than start them in defiance of the treaty. The US and the Soviet Union sign the Anti-Ballistic Missile Systems (ABM) Treaty. It will be ratified by the US Senate in August 1972, and will go into force in October 1972. Originally, the treaty agrees that each nation can have only two ABM deployment areas, located so that those areas cannot provide a nationwide ABM defense or become the basis for developing one. In essence, the ABM Treaty prevents either nation from developing a missile defense system (see March 23, 1983), and allows each country the likelihood of destroying the other with an all-out nuclear barrage. The treaty puts in place the doctrine of MAD, or Mutual Assured Destruction, which states that because both nations can obliterate the other in a nuclear exchange, neither one will trigger such a strike. In 1976, an addendum to the treaty further limits the number of ABM deployment areas from two to one; the Soviets will deploy a rudimentary ABM system around Moscow, but the US never does, and even deactivates its single ABM site near Grand Forks, North Dakota. In 2001, US President George W. Bush will unilaterally withdraw from the treaty (see December 13, 2001 and June 14, 2002). [Federation of American Scientists, 1/15/2008]

President Reagan, giving a speech at his alma mater, Eureka College, renames the US-USSR SALT (Strategic Arms Limitation Talks) negotiations START (Strategic Arms Reduction Talks). The renamed negotiations reflect profound dissension within the administration for and against arms limitation talks (see January 1981 and After and Early 1981 and After). State Department official Richard Burt, formerly opposed to arms negotiations, wants to ramp up the SALT talks and seek reductions in warheads and launchers. Defense Department official Richard Perle, the neoconservative who is working to block another arms limitation with the Soviet Union (see September 1981 through November 1983), wants to focus on payloads and “throw weight.” The administration’s compromise between the two positions—START—“ma[kes] no sense whatsoever,” according to author J. Peter Scoblic.
Initial Proposal Unacceptable to Soviets - START’s initial position—reducing each side’s deployment to 850 nuclear missiles and 5,000 warheads, of which no more than 2,500 can be on ICBMs—sounds like a significant reduction on paper, but many experts on all sides of the nuclear arms issue worry that such an agreement, putting so many warheads on so few missiles, would actually encourage each side to consider a first strike in a crisis. Arms control proponent Paul Warnke says, “If the Russians accept Mr. Reagan’s proposal, he’ll be forced to reject it himself.” But because of the disparity in missile configurations between the US and the Soviets, such an agreement would require the Soviets to drastically reduce their nuclear arsenal by 60 percent, while the US would lose almost nothing; therefore, the Soviets would never agree to such a proposal. Scoblic will note that as an opening gambit this proposal might be successful, if the Americans were prepared to back down somewhat and give the Soviets something. But the US negotiators have no intention of backing down. The Soviets are keenly interested in the US agreeing to reduce the number of cruise missiles it has deployed, but Reagan signs a National Security Directive forbidding US negotiators from even discussing the idea until the Soviets made significant concessions on “throw weight,” essentially tying his negotiators’ hands.
Chief US Negotiator Insults Soviets - The negotiations are made more difficult by the US team’s chief negotiator, Edward Rowny. Rowny, a former national security adviser to hardline Senator Jesse Helms (R-NC), does not believe in diplomacy with anyone, particularly the Soviets. According to Scoblic, Rowny believes in “telling it like it is” to his Soviet counterparts, which Scoblic calls “insulting one’s negotiating opponents.” As he has no real negotiating latitude, Rowny’s diplomacy consists of little more than insults towards his Soviet counterparts. He tells them they do not understand the issues, boasts of his own Polish (i.e. anti-Russian) heritage, even stages walkouts over the seating arrangements. Rowny feels that he is opening a new era in negotiations, but in reality, the START talks are making no progress. [Scoblic, 2008, pp. 123-124]

[Source: United States Missile Defense Agency]President Reagan announces his proposal for the Strategic Defense Initiative (SDI, later nicknamed “Star Wars”), originally conceived two years earlier (see 1981). SDI is envisioned as a wide-ranging missile defense system that, if it works, will protect the United States from nuclear attacks from the Soviet Union or other countries with ballistic missiles, essentially rendering nuclear weapons, in Reagan’s words, “impotent and obsolete.” Reagan says, “I call upon the scientific community in our country, those who gave us nuclear weapons, to turn their great talents now to the cause of mankind and world peace, to give us the means of rendering these nuclear weapons impotent and obsolete.” Soviet leader Yuri Andropov’s response is unprececented in its anger (see March 27, 1983); Soviet Ambassador Anatoly Dobrinyn says SDI will “open a new phase in the arms race.” [PBS, 2000; Scoblic, 2008, pp. 129]
US Hardliners 'Ecstatic' - Hardliners in and out of the Reagan administration are, in author J. Peter Scoblic’s characterization, “ecstatic, seeing SDI as the ultimate refutation of [the principle of] mutual assured destruction and therefore of the status quo, which left [the US] unable to seek victory over the Soviet Union.” The day after the speech, Senator Barry Goldwater (R-AZ) sends Reagan a one-sentence letter: “That was the best statement I have heard from any president.”
'Less Suicidal' Adjunct to First Strike - Scoblic will write that if SDI is implemented as envisioned, “[a]lthough the Soviets would still be able to inflict enough damage that a first strike by the United States would be suicidal, it would be ‘less suicidal’ to the extent that such a concept made sense, which some Reagan officials believed it did. In short, SDI was a better adjunct to a first strike than it was a standalone defense. That made it critically destabilizing, which is why missile defense had been outlawed by [earlier treaties] in the first place.” [Scoblic, 2008, pp. 129-130]

The United Nations adopts the Comprehensive Test Ban Treaty (CTBT) banning the testing of nuclear weapons. The UN General Assembly votes 158-3 to adopt the CTBT, with India (see June 20, 1996), Bhutan, and Libya voting against it, and Cuba, Lebanon, Syria, Mauritius, and Tanzania abstaining. US President Bill Clinton will be the first to sign the treaty, followed by 70 other nations, including Britain, China, France, and Russia. By November 1997, 148 nations will sign the treaty. [Nuclear Threat Initiative, 4/2003; Federation of American Scientists, 12/18/2007] In 1999, the Times of India will observe that from the US’s viewpoint, the CTBT will primarily restrict India and Pakistan from continuing to develop their nuclear arsenals (see May 11-13, 1998 and May 28, 1998), and will delay or prevent China from developing more technologically advanced “miniaturized” nuclear weapons such as the US already has. At the 2000 Nuclear Proliferation Treaty Review Conference, a conference held once every five years to review and extend implementation of the Nuclear Nonproliferation Treaty (see July 1, 1968), participating nations unanimously agree that the Comprehensive Test Ban Treaty (see September 10, 1996) should be brought into force as one of the so-called “13 Steps” to strengthen international nonproliferation efforts. The Bush administration will immediately reject the idea upon taking office; it will reject the entire “13 Steps” construct, calling it an idea from a bygone era and therefore irrelevant. President Clinton considers building a radar facility as part of a proposed national missile defense system. Clinton’s legal advisers have told him that he could “interpret” the 1972 Anti-Ballistic Missile (ABM) Treaty (see May 26, 1972) to allow such a facility, even though the treaty clearly prohibits any moves towards a missile defense system. Clinton later authorizes the construction of a radar facility in Alaska, but leaves the bulk of the decision-making to the next administration. After Bush is made president, the development of such a shield and getting out of the Anti-Ballistic Missile (ABM) Treaty the US has signed that would prevent such a shield, becomes the top US security priority (see May 26, 1972 and December 13, 2001). Senior officials and cabinet members make it their top agenda item in meetings with European allies, Russia, and China. Five Cabinet-level officials, including Condoleezza Rice, travel to Moscow to persuade Russia to abandon the ABM Treaty. Ballistic Missiles 'Today's Most Urgent Threat' - In a major speech given on May 1, 2001, Bush calls the possible possession of missiles by rogue states “today’s most urgent threat.” [New York Times, 5/2/2001] In a June 2001 meeting with European heads of state, Bush names missile defense as his top defense priority and terrorism is not mentioned at all (see June 13, 2001). It will later be reported that Rice was scheduled to give a major speech on 9/11, in which, according to the Washington Post, she planned “to promote missile defense as the cornerstone of a new national security strategy, and [made] no mention of al-Qaeda, Osama bin Laden, or Islamic extremist groups.” However, the speech will be cancelled due to the 9/11 attacks (see September 11, 2001). Criticism and Controversy - Bush’s missile shield stance is highly controversial. For instance, in July 2001 a Guardian article is titled, “US Defies Global Fury Over Missile Shield.” [New York Times, 5/2/2001] Domestic critics suggest the missile shield could start a new arms race and cost over $500 billion. [Reuters, 5/3/2001]
Diverting Attention from Terrorism - Some argue that Bush’s missile focus is diverting attention from terrorism. For instance, Sen. Carl Levin (D-MI) tells Defense Secretary Donald Rumsfeld at a June 2001 hearing that the US is spending too much money on missile defense and not “putting enough emphasis on countering the most likely threats to our national security… like terrorist attacks.” [San Francisco Chronicle, 9/5/2004] On September 5, 2001, New York Times columnist Maureen Dowd writes: “And why can George W. Bush think of nothing but a missile shield? Our president is caught in the grip of an obsession worthy of literature” and notes that “sophisticated antimissile interceptors can’t stop primitive, wobbly missiles from rogue nations, much less germ warfare from terrorists.” [New York Times, 9/5/2001] On September 10, 2001, Sen. Joseph Biden (D-DE) warns that if the US spends billions on missile defense, “we will have diverted all that money to address the least likely threat, while the real threats come into this country in the hold of ship, or the belly of a plane.” In 2004, a San Francisco Chronicle editorial will suggest that if the Bush administration had focused less on the missile shield and had “devoted more attention, more focus and more resources to the terrorist threat, the events of Sept. 11 might have been prevented.” [San Francisco Chronicle, 9/5/2004]

President Bush gives a speech at the National Defense University outlining what he calls a “new strategic framework” for the nation’s strategic defense policy. “This afternoon, I want us to think back some 30 years to a far different time in a far different world,” he tells his listeners. “The United States and the Soviet Union were locked in a hostile rivalry.… Our deep differences were expressed in a dangerous military confrontation that resulted in thousands of nuclear weapons pointed at each other on hair-trigger alert. Security of both the United States and the Soviet Union was based on a grim premise: that neither side would fire nuclear weapons at each other, because doing so would mean the end of both nations.” Bush is referring to the concept of “mutual assured destruction,” or MAD, which has driven the policies of the US and the former Soviet Union since the 1950s. “We even went so far as to codify this relationship in a 1972 ABM [Anti-Ballistic Missile] Treaty (see May 26, 1972), based on the doctrine that our very survival would best be insured by leaving both sides completely open and vulnerable to nuclear attack,” he says.
A Different Threat - Times have now changed: “Today, the sun comes up on a vastly different world.… Today’s Russia is not yesterday’s Soviet Union.… Yet, this is still a dangerous world, a less certain, a less predictable one. More nations have nuclear weapons and still more have nuclear aspirations. Many have chemical and biological weapons. Some already have developed… ballistic missile technology.… And a number of these countries are spreading these technologies around the world. Most troubling of all, the list of these countries includes some of the world’s least-responsible states. Unlike the Cold War, today’s most urgent threat stems not from thousands of ballistic missiles in the Soviet hands, but from a small number of missiles in the hands of these states, states for whom terror and blackmail are a way of life.” Bush cites the example of Iraq’s Saddam Hussein, who, he says, could have forced a very different outcome to the 1991 Gulf War (see January 16, 1991 and After) had he “been able to blackmail with nuclear weapons.” Hussein is an exemplar of today’s hate-driven dictators, Bush asserts: “Like Saddam Hussein, some of today’s tyrants are gripped by an implacable hatred of the United States of America. They hate our friends, they hate our values, they hate democracy and freedom and individual liberty. Many care little for the lives of their own people. In such a world, Cold War deterrence is no longer enough.”
ABM Treaty Now a Hindrance to US Security - “To maintain peace, to protect our own citizens and our own allies and friends, we must seek security based on more than the grim premise that we can destroy those who seek to destroy us,” Bush says. “Today’s world requires a new policy, a broad strategy of active non-proliferation, counter proliferation and defenses.… We need new concepts of deterrence that rely on both offensive and defensive forces. Deterrence can no longer be based solely on the threat of nuclear retaliation.… We need a new framework that allows us to build missile defenses to counter the different threats of today’s world. To do so, we must move beyond the constraints of the 30-year-old ABM Treaty. This treaty does not recognize the present, or point us to the future. It enshrines the past. No treaty that prevents us from addressing today’s threats, that prohibits us from pursuing promising technology to defend ourselves, our friends and our allies is in our interests or in the interests of world peace.… We can, and will, change the size, the composition, the character of our nuclear forces in a way that reflects the reality that the Cold War is over.” Bush is heralding his intention of withdrawing from the 1972 ABM Treaty (see December 13, 2001). Bush says of the treaty: “We should leave behind the constraints of an ABM Treaty that perpetuates a relationship based on distrust and mutual vulnerability. This Treaty ignores the fundamental breakthroughs in technology during the last 30 years. It prohibits us from exploring all options for defending against the threats that face us, our allies and other countries. That’s why we should work together to replace this Treaty with a new framework that reflects a clear and clean break from the past, and especially from the adversarial legacy of the Cold War.” [White House, 5/1/2001; CNN, 5/1/2001; Scoblic, 2008, pp. 171-172]
An Old Response to a New Threat - Author J. Peter Scoblic later calls Bush’s rationale “disingenuous.” He explains: “Conservatives had wanted to field missile defenses ever since the Soviet Union had developed ICBMs.… But somewhat paradoxically, following the collapse of the Soviet Union—and with it the likelihood of of a missile attack—conservative calls for missile defense increased” (see September 27, 1994). [Scoblic, 2008, pp. 171-172] Joseph Cirincione of the Carnegie Endowment for International Peace calls Bush’s proposal “tragically mistaken.” [PBS, 5/1/2001] Senator John Kerry (D-MA), an outspoken opponent of Bush’s foreign policies, says: “This is essentially a satisfy-your-base, political announcement. John Bolton, a neoconservative lawyer at the American Enterprise Institute, begins his term as the State Department’s undersecretary for arms control and international security, heading the Arms Control and Disarmament Agency (ACDA). Bolton, who like many other neoconservatives is ideologically opposed to the very idea of reducing the US’s nuclear arsenal, enters his office in the State Department and places a memento on his coffee table: a hand grenade mounted on a small wooden base with a plaque reading “Truest Reaganaut” (see January 1981 and After). Bolton will lead the movement within the Bush administration to withdraw the US from the Anti-Ballistic Missile Treaty (see May 26, 1972 and December 13, 2001). Putin says, “As far as the ABM Treaty and the issues of offensive arms, I’ve already said we’ve come to the conclusion that [the] two of these issues have to be discussed as a set… one and the other are very closely tied.” Bush, who agrees with his administration’s conservatives, counters that the two nations do not need such treaties because they have “a new relationship based on trust.” Putin responds: “The world is far from having international relations that are built solely on trust, unfortunately. One of the signatories, the Soviet Union, no longer exists and neither does the hostility that once led both our countries to keep thousands of nuclear weapons on hair-trigger alert, pointed at each other.… Today, as the events of September 11 made all too clear, the greatest threats to both our countries come not from each other, or from other big powers in the world, but from terrorists who strike without warning or rogue states who seek weapons of mass destruction.” Defense Secretary Donald Rumsfeld calls the treaty “outdated.” [White House, 12/13/2001; CNN, 12/14/2001]
Follows Failure to Persuade Russia to Drop Treaty - The decision follows months of talks in which Bush officials attempted without success to persuade Russia to set the treaty aside and negotiate a new one more favorable to US interests. Bush says that he and Russian President Vladimir Putin “have also agreed that my decision to withdraw from the treaty will not in any way undermine our new relationship or Russian security.” Putin calls Bush’s decision a “mistake,” and says the two nations should move quickly to create a “new framework of our strategic relationship.” Putin says on Russian television that the US decision “presents no threat to the security of the Russian Federation.” He also says that the US and Russia should decrease their present stockpiles of nuclear weapons. He wants what he calls “radical, non-reversible and verifiable reductions in offensive weapons”; in turn, the Bush administration is against any sort of legally binding agreements. Putin says, “Today, when the world has been faced with new threats, one cannot allow a legal vacuum in the sphere of strategic stability.” [CNN, 12/14/2001; CNN, 12/14/2001]
'Abdication of Responsibility' - Senate Democrats (see December 13-14, 2001) and non-proliferation experts (see December 13, 2001) strongly question the decision to withdraw. Singapore’s New Straits Times writes: “History will one day judge the US decision to withdraw from the Anti-Ballistic Missile Treaty in the same way it views the US failure in 1919 to join the League of Nations—as an abdication of responsibility, a betrayal of humankind’s best hopes, an act of folly. By announcing the decision now, in the midst of a war on terrorism that commands worldwide support, the Bush administration has also displayed a cynicism that will adversely affect the mood of cooperation that has characterized international relations since September 11.” [Carter, 2004, pp. 272-273] Sweden’s foreign ministry warns of possibly “serious consequences for the future of international disarmament.” [BBC, 12/13/2001]
Seizure of Presidential Power - Regardless of the wisdom of withdrawing from the treaty, Bush’s decision has another effect that is subjected to far less public scrutiny: by unilaterally withdrawing the US from the treaty on his own authority, Bush, in the words of author Charlie Savage, “seized for the presidency the power to pull the United States out of any treaty without obtaining the consent of Congress.” Savage, writing in 2007, will note that the Constitution does not provide a clear method of withdrawing the US from an international treaty. However, he will write, judging from the fact that the US Senate must vote to ratify a treaty before it becomes binding, it can be inferred that the Founders intended for the legislature, not the executive branch, to have the power to pull out of a treaty. In Volume 70 of the Federalist Papers, Alexander Hamilton wrote that treaties are far too important to entrust to the decision of one person who will be in office for as few as four years. Hamilton wrote, “The history of human conduct does not warrant that exalted opinion of human virtue which would make it wise in a nation to commit interests of so delicate and momentous a kind, as those which concern its intercourse with the rest of the world, to the sole disposal of a magistrate created and circumstanced as would be a president of the United States.” [Savage, 2007, pp. 140]

Bush and Vladimir Putin sign a joint US-Russian treaty, the Strategic Offensive Reductions Treaty (SORT), agreeing to reduce their strategic nuclear arsenals from some 6,000 warheads, respectively, to between 1,700 and 2,200 warheads apiece. Bush allies hail the agreement as evidence of Bush’s willingness to negotiate with other nations and his desire to reduce and perhaps end the threat of mutual nuclear annihilation. However, the treaty is very similar in content to an informal agreement between Presidents Bill Clinton and Boris Yeltsin in 1997. And SORT has far more flexibility built into its framework than either Clinton or Yeltsin had discussed: it does not call for the destruction of delivery vehicles, as the START I and II agreements had (see May 1982 and After), nor does it call for the destruction of warheads themselves, as START III had. In reality, either side can merely remove weapons from missiles and bombers, store them, and redeploy them in the future. Secretary of State Colin Powell will reassure conservative senators in June that “the treaty will allow you to have as many warheads as you want.” Arms reduction opponent John Bolton (see June 2001) approves the treaty, later noting that it “provided ‘exit ramps’ to allow for rapid change.” The treaty—only 500 words long—provides for no verification protocols whatsoever. And, as author J. Peter Scoblic will later write, “in a bit of diplomatic quantum mechanics, the treaty’s warhead limit was slated to take effect on the very day that it expired—December 31, 2012—meaning it would be valid for no more than twenty-four hours.” Scoblic will conclude that the treaty, in line with Bush’s “new strategic framework” (see May 1, 2001), is “still designed to fight nothing less than an all-out nuclear war with Russia.” [Federation of American Scientists, 5/24/2002; Scoblic, 2008, pp. 177-178] Bush sees little need for the treaty, or any treaty, saying that “mutual trust” between the US and Russia should suffice (see July 2001). He agrees to this treaty in what Scoblic later calls a “condescending” manner, saying, “If we need to write it down on a piece of paper, I’ll do that.” Bolton will later call the treaty “the end of arms control.” [Scoblic, 2008, pp. 184]

The Heritage Foundation sponsors a celebration of the US’s impending withdrawal from the 1972 Anti-Ballistic Missile Treaty (see May 26, 1972 and June 14, 2002). The invitation reads: “ABM: RIP. For 30 years, the Anti-Ballistic Missile Treaty has served to bolster the policy of mutually assured destruction (MAD) and impose crippling restrictions on the nation’s missile defense programs (see March 23, 1983). President Bush, recognizing the inappropriateness of MAD and the policy of vulnerability to missile attack, announced on December 13, 2001 (see December 13, 2001) that the United States is withdrawing from the treaty.” Several hundred conservatives, including senators, House representatives, generals, policy makers, and academics, gather in the caucus room of the Russell Senate Office Building on Capitol Hill, taking part in what one participant calls “a cheerful wake for a flawed treaty.” Author J. Peter Scoblic will write: “The mood was, not surprisingly, buoyant, for ‘flawed’ was really too mild a description for the loathing the assembled crowd felt for the agreement. To the right wing, the ABM Treaty had symbolized everything that was wrong with American foreign policy during the Cold War: negotiating with evil, fearing nuclear war instead of preparing to win it (see Spring 1982 and January 17, 1983), and abandoning faith in American exceptionalism and divine superiority.” [Scoblic, 2008, pp. 157]

The 2005 NPT Review Conference, held once every five years to review and extend the implementation of the Nuclear Nonproliferation Treaty (see July 1, 1968), is an unusually contentious affair, and the US is at the center of the imbroglio. After the 2000 NPT Review Conference (see Late May, 2000), the US, under George W. Bush, refused to join in calls to implement the Comprehensive Test Ban Treaty (CTBT—see September 10, 1996). The US’s recalcitrance is, if anything, magnified five years later. Many representatives of the NPT signatories focus their ire upon the US, even though two signatories, Iran and North Korea, are, in author J. Peter Scoblic’s words, “violating either the spirit or the letter of the treaty” in developing their own nuclear weapons. Other nations send their foreign ministers to the conference, and in turn the US could have been expected to send Secretary of State Condoleezza Rice. (In 1995 and 2000, the US had sent, respectively, Vice President Al Gore and Secretary of State Madeleine Albright to represent the US.) Instead, the US sends State Department functionary Stephen Rademaker. Not only is Rademaker’s lesser rank a studied insult to the conference, Rademaker himself is an ardent conservative and a protege of arms control opponent John Bolton. Rademaker enters the conference prepared to use the forum to browbeat Iran and North Korea; instead, he finds himself defending the US’s intransigence regarding the CTBT. The New Agenda Coalition, made up of Brazil, Egypt, Ireland, Mexico, South Africa, Sweden, and New Zealand—all allies of the US—focuses on “the troubling development that some nuclear-weapon states are researching or even planning to develop new or significantly modify existing warheads,” a Bush administration priority (see May 1, 2001 and December 13, 2001). “These actions have the potential to create the conditions for a new nuclear arms race.” Even Japan, usually a solid US ally, says that all nuclear-armed states should take “further steps toward nuclear disarmament.” Canada, the closest of US allies both in policy and geography, is more blunt, with its representative saying, “If governments simply ignore or discard commitments whenever they prove inconvenient, we will never build an edifice of international cooperation and confidence in the security realm.” And outside the conference, former British Foreign Minister Robin Cook lambasts the US in an op-ed entitled “America’s Broken Unclear Promises Endanger Us All,” blasting the Bush administration for its belief that “obligations under the nonproliferation treaty are mandatory for other nations and voluntary for the US.” For his part, Rademaker says just before the conference, “We are not approaching this review conference from the cynical perspective of, we are going to toss a few crumbs to the rest of the world, and, by doing that, try to buy goodwill or bribe countries into agreeing to the agenda that we think they should focus on rather than some other agenda.” In 2008, Scoblic will interpret Rademaker’s statement: “In other words, the administration was not going to engage in diplomacy even if it would encourage other states to see things our way—which only meant that it was quite certain they never would.” [United Nations, 5/2005; Scoblic, 2008, pp. 277-280]

A study conducted for the US Defense Threat Reduction Agency finds that close American allies want the Bush administration to understand that “a greater US readiness to engage on nuclear disarmament issues would pay off in increased support from other third parties in pursuing US nonproliferation issues.” Many US allies, such as Canada, Japan, Mexico, South Africa, and others, are deeply unhappy with the US’s recent refusal to follow the restrictions of the Nuclear Nonproliferation Treaty (see Late May 2005). A similar study for Sandia National Laboratories, a US nuclear research facility, finds that while other nations are not any more likely to develop their own nuclear programs because of the US’s nuclear posture, the US has lost tremendous credibility in pursuing nonproliferation efforts among other states because of its perceived hypocrisy. President Bush, speaking to the Israeli Knesset in Jerusalem on the 60th anniversary of Israel’s founding, accuses Senator Barack Obama (D-IL), the presumptive Democratic presidential nominee, and other Democrats of favoring “appeasement” of terrorists in the same way some Western leaders “appeased” Nazi Germany’s Adolf Hitler in the days before World War II. Bush does not name Obama or any other official specifically, but White House aides soon acknowledge Bush intended the remarks to apply to Obama. Bush tells the Knesset: “Some seem to believe we should negotiate with terrorists and radicals, as if some ingenious argument will persuade them they have been wrong all along. We have heard this foolish delusion before. As Nazi tanks crossed into Poland in 1939, an American senator declared, ‘Lord, if only I could have talked to Hitler, all of this might have been avoided.’ We have an obligation to call this what it is—the false comfort of appeasement, which has been repeatedly discredited by history.… There are good and decent people who cannot fathom the darkness in these men and try to explain their words away. This is natural. But it is deadly wrong. As witnesses to evil in the past, we carry a solemn responsibility to take these words seriously. Jews and Americans have seen the consequences of disregarding the words of leaders who espouse hatred. And that is a mistake the world must not repeat in the 21st century.” CNN calls the remarks “a not-so-subtle attempt to continue to raise doubts about Obama with Jewish Americans,” and a follow-up to similar remarks made by Senator John McCain, the presumptive Republican presidential nominee, who has charged that Obama enjoys the support of Islamic fundamentalist group Hamas. Obama called McCain’s Hamas allegation a “smear” and says of Bush’s remarks: “It is sad that President Bush would use a speech to the Knesset on the 60th anniversary of Israel’s independence to launch a false political attack. It is time to turn the page on eight years of policies that have strengthened Iran and failed to secure America or our ally Israel.… George Bush knows that I have never supported engagement with terrorists, and the president’s extraordinary politicization of foreign policy and the politics of fear do nothing to secure the American people or our stalwart ally Israel.” Obama’s campaign says Obama favors “tough, direct presidential diplomacy with Iran without preconditions, and is willing to meet with the leaders of all nations, friend and foe.” Obama has never said he favors talks with any radical group such as Hamas, which both he and the US State Department have labeled a terrorist organization. Angry Responses from Democratic Lawmakers - The response from Democratic lawmakers, Bush administration critics, and Democratic supporters is quick and angered. One of the harshest responses is from Senator Joe Biden (D-DE), the head of the Senate Foreign Relations Committee and a former presidential contender himself. Biden minces few words by saying: “This is bullsh_t, this is malarkey. This is outrageous, for the president of the United States to go to a foreign country, to sit in the Knesset… and make this kind of ridiculous statement.” Of Bush, Biden says: “He is the guy who has weakened us. He has increased the number of terrorists in the world. It is his policies that have produced this vulnerability that the US has. It’s his [own] intelligence community [that] has pointed this out, not me.” He also notes that Bush’s Defense Secretary, Robert Gates, and Secretary of State Condoleezza Rice have both suggested opening dialogues with their enemies. “If he thinks this is appeasement, is he going to come back and fire his own cabinet?” Biden asks. “Is he going to fire Condi Rice?” Biden later says he regrets the use of the profanity, but then says that Bush is engaging in “long-distance swiftboating” of Obama, referring to Bush’s 2004 campaign strategy of telling false stories about his Democratic challenger Senator John Kerry (D-MA) and Kerry’s Vietnam service. Kerry says that Bush “is still playing the disgusting and dangerous political game Karl Rove perfected, which is insulting to every American and disrespectful to our ally Israel. George Bush should be making Israel secure, not slandering Barack Obama from the Knesset.” Senate Majority Leader Harry Reid (D-NV) says: “Not surprisingly, the engineer of the worst foreign policy in our nation’s history has fired yet another reckless and reprehensible round. For the president to make this statement before the government of our closest ally as it celebrates a remarkable milestone demeans this historic moment with partisan politics.” For a brief time, the White House attempts to deny that Bush was referring to Obama, a denial that Senator Richard Durbin (D-IL) does not believe. “There is no escaping what the president is doing,” he says. “It is an attack on Senator Obama’s position that we should not be avoiding even those we disagree with when it comes to negotiations and diplomacy.” Senator Hillary Clinton (D-NY), also a Democratic presidential contender, says: “President Bush’s comparison of any Democrat to Nazi appeasers is both offensive and outrageous on the face of it, especially in light of his failures in foreign policy. This is the kind of statement that has no place in any presidential address and certainly to use an important moment like the 60th anniversary celebration of Israel to make a political point seems terribly misplaced. Unfortunately, this is what we’ve come to expect from President Bush. There is a very clear difference between Democrats and Republicans on foreign policy and that difference will be evident once we take back the White House.” House Speaker Nancy Pelosi (D-CA) says that Bush’s remarks are “beneath the dignity of the office of the president and unworthy of our representation” at the celebration of Israel’s 60th anniversary. Referring to McCain, Pelosi says, “I would hope that any serious person that aspires to lead the country, would disassociate themselves from those comments.” House Democratic Caucus Chairman Rahm Emanuel (D-IL) says: “The tradition has always been that when a US president is overseas, partisan politics stops at the water’s edge. President Bush has now taken that principle and turned it on its head: for this White House, partisan politics now begins at the water’s edge, no matter the seriousness and gravity of the occasion. Other Responses - Democratic columnist and political strategist Paul Begala writes: “George W. Bush is unworthy of the presidency. He is a disgrace to himself, our nation, and the high office he holds.” Bush “dishonor[ed] himself”, Begala continues, “by using one of the world’s most important pulpits to launch a false and vicious political attack against Barack Obama.” Begala notes that he is a staunch supporter of Israel, and writes: “It is especially appalling to supporters of Israel that Mr. Bush would stand on a hilltop in Jerusalem to invoke the Holocaust in order to make a cheap and deeply dishonest political point. I am a person of faith, so it is especially galling that a man who calls himself a brother in faith would stand in the Holy Land and violate one of the Commandments God gave to Moses: ‘Thou shalt not bear false witness against thy neighbor.‘… As an American I am ashamed that such a man represents me.” [Huffington Post, 5/15/2008] The Boston Globe publishes an editorial accusing Bush of breaking “an unwritten rule against partisan politicking on foreign shores. He also displayed confusion about his own policies—and about the cause of his calamitous foreign policy failures.” Like others, the Globe notes that Bush officials have engaged in talks with Iran, and says that by overthrowing Iraq’s Saddam Hussein, the Bush administration has done a great deal “to enable Iran.” The Globe compares Obama’s foreign policy to the “tough and prudent statecraft in the mold of Bush’s father and his secretary of state, James Baker.” The Globe concludes: “Maybe the worst thing about Bush’s Knesset attack on Obama is that it shows how oblivious Bush still is to his own failings. His unilateral military ventures, his disdain for international treaties and organizations, his refusal to negotiate with Iran when the regime in Tehran was eager to cut a deal with the United States—these mistakes produced the disasters that Obama or another successor will have to overcome.” [Boston Globe, 5/16/2008] Columnist Will Bunch of the Philadelphia Inquirer writes: “President Bush went on foreign soil today, and committed what I consider an act of political treason: Comparing the candidate of the US opposition party to appeasers of Nazi Germany—in the very nation that was carved out from the horrific calamity of the Holocaust. Bush’s bizarre and beyond-appropriate detour into American presidential politics took place in the middle of what should have been an occasion for joy.” As others observe, Bunch writes that Bush crossed a line that previous presidents have tried to avoid: criticizing members of the opposing party on foreign soil. He writes: “As a believer in free speech, I think Bush has a right to say what he wants, but as a president of the United States who swore to uphold the Constitution, his freedom also carries an awesome and solemn responsibility, and what this president said today is a serious breach of that high moral standard.… [W]hat Bush did in Israel this morning goes well beyond the accepted confines of American political debate. When the president speaks to a foreign parliament on behalf of our country, his message needs to be clear and unambiguous. Our democracy may look messy to outsiders, and we may have our disagreements with some sharp elbows thrown around, but at the end of the day we are not Republicans or Democrats or liberals or conservatives. We are Americans.” [Philadelphia Inquirer, 5/15/2008]
Republican Responses - Few Republicans speak publicly regarding Bush’s comments. One who is willing to do so is Ed Gillespie, an advisor to the White House. He attempts to deny that Bush meant the remarks to apply to Obama—a denial soon contradicted by other White House officials—then claims that Bush and the White House want to stay out of the presidential campaign. Instead, Gillespie says: “The president is stating American policy and his policy toward Iran and toward Hezbollah and toward al-Qaeda.… We are happy to allow for Senator Obama and others to express their own points of view on these things.” McCain refuses to distance himself from the remarks, and instead attacks Obama for expressing a willingness to open talks with Iran. McCain does not note that Bush administration diplomats have held three rounds of discussions with Iranian officials in the last year. [CNN, 5/16/2008]

Time reports on a brewing conflict between President Barack Obama and his Defense Secretary, Robert Gates, over the idea of replacing America’s aging nuclear arsenal. Gates, a holdover from the Bush administration, favors putting the $100 billion Reliable Replacement Warhead (RRW) Program into effect, because the nation’s nuclear weapons, many produced in the 1970s and 1980s, are becoming old and possibly unreliable. In a November 2008 speech, Gates called the RRW program “not about new capabilities but about safety, reliability, and security.” After Obama selected Gates to remain at the Pentagon, Gates told reporters that Congress must fund the RRW “for safety, for security, and for a more reliable deterrent.” Obama disagrees. After taking the oath of office on January 20, he declared on the new White House Web site’s policy section that his administration “will stop the development of new nuclear weapons.” Nuclear defense expert Michael O’Hanlon describes Obama and Gates “at loggerheads on this.” A Pentagon official asked about the issue says he doesn’t think Obama and Gates have discussed the matter as yet. Many experts such as O’Hanlon suggest retooling existing warheads to ensure their efficacy and functionality, but the Energy Department’s National Nuclear Security Administration, responsible for developing and maintaining the US nuclear arsenal, has said it cannot meet the goals set for RRW by modifying existing weapons. Congress has repeatedly refused to fund RRW. Gates has argued that by enhancing and retooling the nuclear arsenal, the US could afford to dramatically shrink its numbers. Time reporter Mark Thompson explains the logic of Gates’s argument: “After all, if you have only a 50 percent level of confidence that a nuclear weapon is going to perform as advertised, you’ll need twice as many.” Critics note that US policy tends to, in Thompson’s words, “embrace the notion that all nuclear weapons possessed by adversaries will work, while those possessed by the US won’t.” [Time, 1/26/2009]

White House officials give the press a broad outline of President Obama’s ambitious arms-control agenda. Obama’s plan calls for dramatic cuts in both US and Russian nuclear arsenals, an end to a Bush administration plan for a more advanced nuclear warhead, the ratification of a global treaty banning underground nuclear testing, and a worldwide ban on the production of nuclear weapons material. The long-term goal, officials say, is “a world without nuclear weapons” in which the US leads by example. Obama’s plans are striking departures from the Bush administration agenda, which had little use for arms-control treaties (see May 24, 2002 and Late May 2005) and pulled out entirely from the anti-ballistic missile treaty with Russia (see December 13, 2001). Obama has said his plans are based in part on the work of the bipartisan Nuclear Security Project, headed by former Democratic Senator Sam Nunn, former Clinton administration Defense Secretary William Perry, and former Republican Secretaries of State Henry Kissinger and George Shultz.
Criticism - Some conservative organizations and members of the national security community warn that Obama’s proposals could weaken US security. Henry Sokolski, a member of the bipartisan US Commission on the Prevention of Weapons of Mass Destruction Proliferation and Terrorism and an advocate of limited arms reduction, says: “This brave new, nuclear world may be anything but peaceful. As the qualitative and quantitative differences between nuclear weapons states become smaller, rivalries are likely to become much more dangerous.” The Heritage Foundation’s Baker Strang says of the Obama administration: “The problem is that they are betting the physical survival of the US on nothing more than the hope that other nuclear-armed states and any states or non-state actors that join the nuclear club will follow suit by disarming. This gamble involves the highest possible stakes and has an exceedingly low likelihood of success.” And neoconservative Frank Gaffney, a Defense Department official during the Reagan administration and president of the Center for Security Policy, says, “Every other declared nuclear weapon state is modernizing its stockpile and the most dangerous wannabes—North Korea and Iran—are building up their offensive missile capabilities and acquiring as quickly as possible the arms to go atop them.” Obama may also face opposition from within his Cabinet; Defense Secretary Robert Gates, a Republican holdover from the Bush administration, wants to implement the Reliable Replacement Warhead program (see January 26, 2009), a nuclear warhead replacement program that Obama opposes.
Support - Obama’s plan has strong support among Congressional Democrats: Representative Ellen Tauscher (D-CA), who heads the House subcommittee overseeing US nuclear forces, says that reducing US and Russian arsenals, negotiating a treaty to end production of new nuclear weapons material, and ratifying the test ban pact “are all achievable goals. The debate is at a point where it is a question about when we achieve these goals, not if,” she says. Ultimately, achieving Obama’s goals will be difficult, says nonproliferation expert Joseph Cirincione. “It is going to require a herculean effort,” he says. “It is completely doable, but it will require the sustained attention of the president himself.” [Boston Globe, 2/22/2009]

In his biggest break from Bush administration policies to date, President Obama announces his abandonment of Pentagon plans to build a missile defense shield system in Poland and the Czech Republic. During a July Moscow visit, Obama indicated that he would order a 60-day review of the project. The findings since then are said to conclude that Iran’s long-range missile program is progressing more slowly than previously thought; the resulting report also cites US officials’ belief that Iran’s short- to medium-range program poses a more potent and immediate danger. Therefore, the system is to be replaced by other facilities, placed closer to Iran. Obama says that the new approach offers “stronger, swifter, and smarter defense” for the US and its allies. He adds that the move will more readily focus on the threat posed by Iran’s proliferation of short- and medium-range missiles, as opposed to its intercontinental nuclear capabilities. “This new approach will provide capabilities sooner, build on proven systems to offer greater defenses to the threat of attack than the 2007 European missile defense program,” he says.
Russian Reaction - Russia had asserted that the undertaking was aimed against Russia and threatened to deploy short-range nuclear weapons in the Russian region of Kaliningrad, just inside the European Union. However, now it suggests that Obama’s decision will not garner swift or generous concessions on its part, but a foreign ministry spokesman, Andrei Nesterenko, describes the move as “obviously a positive sign for us” while assuring that the decision was unilateral by Washington alone. Nesterenko says that there have been no deals with Moscow on Iran or any other issues. “That would disagree with our policy of resolution of any problems in relations with any countries, no matter how difficult or sensitive they may be.” Recently, however, analysts said that the decision would assist Obama in securing Moscow’s cooperation with a possible new sanctions package against Iran as well as further the president’s desire to reset relations with Moscow after a bleak period under the Bush administration. “Obama has taken a step in the direction of improving US-Russian relations. This will definitely help build a partnership,” Yevgeny Miasnikov, a senior research scientist at Moscow’s Centre for Arms Control, says. “Russia will also now make some concessions, maybe on strategic talks over nuclear arms reduction or maybe over Iran. Moscow will try to catalyze the process of improving US-Iranian relations and will facilitate dialogue between the two sides. I don’t think threatening Iran is the way to solve this problem,” he adds.
Prior Notification to Allies - The night before his announcement, Obama telephoned leaders of Poland and the Czech Republic to tell them he had dropped plans to construct missile interceptors and a radar station in their respective countries, telling them that his decision was prompted by advances in missile technology and new intelligence about Iran’s existing missile capabilities. He said that “updated intelligence” on Iran’s existing short- and medium-range missiles showed they were “capable of reaching Europe,” adding that the US would continue its efforts to end Iranian attempts to develop an “illicit nuclear program.”
Reaction of Poland and Czech Republic - While many Western European leaders cheer the US’s decision, the Czech Republic and Poland express disappointment with the White House’s reversal following six years of intricate negotiations. Senior government sources in the two countries say they will insist that the US honor pledges made last year by the Bush administration to North Atlantic Treaty Organization (NATO) allies in exchange for agreeing to the missile defense deployment plans. Former Czech deputy prime minister and Washington ambassador Alexandr Vondra, who was intimately involved in the negotiations, says: “This is a U-turn in US policy. But first we expect the US to honor its commitments. If they don’t they may have problems generating support for Afghanistan and on other things.” According to Miasnikov, the US may now consider ways of mollifying Poles and Czechs, which might include providing Patriot interceptors that are capable of shooting down short- and medium-range missiles. Richard Hava, an influential Czech arms dealer and the owner of Omnipol, comes to the headquarters of the center-right party TOP 09, which is celebrating this day’s success in Czech elections to the lower house. “I’ve just stopped here, I support them,” says Hava, who stays for around an hour. Hava adds that he has come to congratulate his friend Miroslav Kalousek, a deputy chairman of the party. “We didn’t discuss anything secret. I just congratulated him when I was going past,” comments Hava.
