President Harry Truman, without the approval of Congress, sends US troops to fight in the Korean War. Unlike his predecessor (see December 8, 1941), Truman asserts that he has the inherent right to do so as the commander in chief (see 1787 and 1793). Truman bases his decision in part on a UN Security Council resolution passed three days before—at the US’s behest—approving military aid to South Korea, which was invaded by North Korean troops on June 25. In 2007, reporter and author Charlie Savage will write: “But the permission of foreign states was irrelevant to the domestic legal issue of who got to decide whether the United States would go to war. No president had ever before launched anything on the scale of the Korean War without prior permission from Congress, as the Constitution requires.” Savage will explain why Congress allows Truman to usurp its prerogatives: “[M]embers of Congress, eager to appear tough against Communism and to support a war effort, did nothing to block Truman.” [Savage, 2007, pp. 19; Truman Library, 3/2008]

[Source: Bettmann / Corbis]During a morning intelligence briefing, President Ronald Reagan signs the authorization for the US to allow Israel to sell Iran 4,000 US-made antitank missiles (see January 7, 1986). As they have consistently done before, Defense Secretary Caspar Weinberger and Secretary of State George Shultz register their opposition to the arms deals with Iran. National Security Adviser John Poindexter notes in a February 1986 e-mail that Vice President George Bush supports the arms-for-hostages deals with Iran, writing that the “President and VP are solid in taking the position that we have to try.” The reasons the various administration officials have for agreeing to sell arms to Iran are complex. Reagan is motivated by his belief that supporting Iran thwarts Soviet plans for Middle East domination (see May 1985), and by his own personal sorrow over the plight of the hostages. Others have more overtly political motives primarily fueled by the upcoming midterm elections. If, as in 1980, the American hostages currently held by Islamist radicals can be freed before the elections, the Republicans would likely reap the political benefits. Iranian-born arms merchant Albert Hakim, who is involved in the arms deals, will later tell Congress’s Iran-Contra committee, “We had to meet a deadline in releasing hostages, because the elections were coming up.” Even National Security Council aide Oliver North, one of the chief facilitators of the deals with Iran, will admit to the committee, “There are political concerns.” The US insists that before it deliver any of the antitank missiles, all of the hostages must be released. Casey is a hardline conservative, nominally at odds with the more traditional, moneyed conservatism of Bush, but Casey has learned to trust Bush’s abilities. “Casey knew there was nobody in government who could keep a secret better,” a former CIA official will observe. “He knew that Bush was someone who could keep his confidence and be trusted. Bush had the same capacity as Casey to receive a briefing and give no hint that he was in the know.” Casey wants Bush to run a secret errand to Saddam Hussein, the Iraqi dictator, as part of a scheme Casey has concocted to force the hand of Iran (see July 23, 1986). Specifically, Casey wants Bush to have Hussein step up his bombing of Iranian territory. Bush is already going to the Middle East to, as Bush told reporters, “advance the peace process.” Casey’s idea is to force Iran’s hand by having Hussein escalate his air strikes into the heart of that nation; in return, Iran would have to turn to the US for missiles and other air defense weapons. That would give the US leverage in negotiating with Iran for the release of the US hostages it holds. Two Reagan administration officials later say that Casey is also playing two rival policy factions within the administration (see January 14, 1984). Bush complies with Casey’s request; in doing so, Bush, as reporters Murray Waas and Craig Unger will write in 1992, puts himself “directly in the center of action—in a role at the very point where a series of covert initiatives with Iraq and Iran converge[s].” [New Yorker, 11/2/1992; Affidavit. [Source: BBC]Negotiations between Iran and the US for more arms sales hit another snag, with the Iranians merely releasing some American hostages and kidnapping more (see September 19, 1986). CIA Director William Casey decides to reprise the earlier strategy of exhorting Iraq to escalate its air strikes against Iran, thus forcing Iran to turn to the US for more military aid (see July 23, 1986). Casey secretly meets with two high-level Iraqi officials, Foreign Minister Tariq Aziz and Iraq’s ambassador to the US, Nizaar Hamdoon, to urge that the Iraqis once again intensify their bombing runs deep into Iranian territory. The Iraqis comply. But the Iranians’ return to the bargaining table is complicated by the October 5 shooting down of a CIA transport plane in Nicaragua, and the capture by the Sandinistas of the lone survivor, a cargo hauler named Eugene Hasenfus, who tells his captors of the US involvement with the Nicaraguan Contras (see October 5, 1986). Soon after, the Iranians release a single American hostage, but the Hasenfus revelation is followed by that of the Iran-US arms-for-hostages deals by a Lebanese newspaper, Al Shiraa (see November 3, 1986), and similar reports by US news organizations. With the public now aware of these embarrassing and potentially criminal acts by the Reagan administration, support for Iran within the administration collapses, most of the pro-Iranian officials leave government service, and the pro-Iraqi wing of the executive branch, led by Defense Secretary Caspar Weinberger and Secretary of State George Shultz, wins out. The closing months of the Reagan administration will feature a marked tilt towards Iraq in the war between Iraq and Iran. The Reagan administration will, in coming months, provide Iraq with a remarkable amount of military and economic aid, including technology to develop long-range ballistic missiles, chemical weapons, and even nuclear weapons. [New Yorker, 11/2/1992] Interestingly, one of the terrorist groups holding American hostages, the Islamic Jihad Organization (a group closely affiliated with Hezbollah and not the group led by Ayman al-Zawahiri), who released American captive David Jacobson in early November, urged the US to “proceed with current approaches that could lead, if continued, to a solution of the hostages issue.” Reagan officials publicly deny that anyone in the US government has made any “approaches” to Iran or anyone else. As a side note, the release of Jacobson also shows the efforts of Terry Waite, the Archbishop of Canterbury and a former hostage himself, to facilitate the release of the hostages in a different light. Waite’s untiring efforts have obviously been sincere, but never as effective as publicly portrayed. Instead, both the US and Iran have used Waite’s efforts as cover for their secret negotiations. One Israeli official calls Waite’s efforts the “cellophane wrapping” around the hostage releases. He says: “You cannot deliver a gift package unwrapped. That is why there will be no more hostage releases until he returns to the region.” (Waite has temporarily suspended his attempts to free the hostages, complaining about being used as a pawn in international power games.) This information is relayed by the Defense Department’s Undersecretary for Trade Security Policy, Stephen Bryen, to the Commerce Department’s (CD) Assistant Secretary for Trade Administration. In spite of this, the Commerce Department will subsequently approve more than $1 million in computer sales to the Iraqi research center over the next four years. In 1991, the House Committee on Government Operations will report that 40 percent of the equipment at the Saad 16 research center had come from the US. Neoconservative academics and authors Laurie Mylroie and Daniel Pipes write an article for the New Republic entitled “Back Iraq: Time for a US Tilt in the Mideast.” Mylroie and Pipes argue that the US must publicly embrace Saddam Hussein’s secular dictatorship as a bulwark against the Islamic fundamentalism of Iran. Backing Iraq “could lay the basis for a fruitful relationship” that would benefit US and Israeli interests, they write. They believe Washington should move to a closer relationship with Hussein because Iraq holds a more moderate view of Israel and the US than other countries in the Middle East. “The American weapons that Iraq could make good use of include remotely scatterable and anti-personnel mines and counterartillery radar.” Mylroie and Pipes argue not just for weapons sales to Iraq, but for the US to share intelligence with that nation: “The United States might also consider upgrading intelligence it is supplying Baghdad.” Mylroie and Pipes are apparently uninterested in the stories of Hussein’s use of chemical weapons against both Iranians and his own citizens (see March 5, 1984, March 1988, and August 25, 1988). After the 9/11 attacks, Mylroie will change her opinion and join the call for Hussein’s overthrow, blaming him for a raft of terror attacks going back to the 1993 World Trade Center bombing (see 1990, October 2000, and September 12, 2001). According to several accounts, Iraq uses US-supplied Bell helicopters to deploy chemical weapons during its campaign to recapture lost territories in its war with Iran. One of the towns that is within the conflict zone is the Kurdish village of Halabja, with a population of about 70,000. Between 3,200 and 5,000 Halabja civilians are reportedly killed by poison gas (see August 25, 1988). Other accounts, however, suggest that Iranian gas is responsible for the attack on Halabja, a version that is promoted by the Reagan administration in order to divert the blame away from Iraq. August 20, 1988: Iran-Iraq War Ends

The Iran-Iraq war ends in stalemate after both sides reluctantly accept a UN-brokered peace agreement. The border between the two countries does not change. The war cost at least 1.5 million lives. The major arms supplier for Iraq was the Soviet Union, while France was the biggest supplier to Iran. The US covertly sold arms to both sides during the war, though towards the end of the conflict, the US, after its clandestine arms-for-hostage deals with Iran were exposed in the international press (see November 3, 1986), tilted towards Iraq (see Early October-November, 1986). The Iranian and Iraqi regimes will set about slaughtering their own dissidents after the war—the Iraqis primarily focusing on separatist Kurds and Iran-sympathetic Shi’ites, and the Iranians focusing on its leftist dissident population. [Source: PersianEye / Corbis]Days after the end of the Iran-Iraq War (see August 20, 1988), Saddam Hussein begins the first of a series of poison-gas attacks on Kurdish villages inside Iraq. A September 1988 report by the Senate Foreign Relations Committee states: “Those who were very close to the bombs died instantly. Those who did not die instantly found it difficult to breathe and began to vomit. The gas stung the eyes, skin, and lungs of the villagers exposed to it. Many suffered temporary blindness… . Those who could not run from the growing smell, mostly the very old and the very young, died.” While the gas attacks are continuing, Deputy Secretary of State John Whitehead circulates a highly classified memo among senior State Department officials recommending that the US cultivate even closer ties with Iraq, whom it supported over Iran in the last few years of the war (see Early October-November, 1986). Whitehead offers a Cold War rationale: “[Soviet] clout and influence is on a steady rise as the Gulf Arabs gain self-confidence and Soviet diplomacy gains in sophistication. The Soviets have strong cards to play: their border with Iran and their arms-supply relationship with Iraq. They will continue to be major players and we should engage them as fully as possible.” Whitehead adds, “It should be remembered… that we have weathered Irangate” (see January 17, 1986). Veteran diplomat Joseph Wilson arrives in Baghdad to assume the post of Deputy Chief of Mission (DCM) under US Ambassador April Glaspie. Wilson has extensive experience throughout sub-Saharan and Central Africa, as well as brief stints on the staffs of Senator Al Gore (D-TN) and Representative Tom Foley (D-WA). Wilson will later write that he and his colleagues share the belief that Iraq is ruled by “a shockingly brutal regime… an ugly totalitarian dictatorship” and its leader, Saddam Hussein, a “sociopath.” For the next three years, Wilson and his colleagues will send harsh reports of Hussein’s systematic violations of the human rights of his subjects to Washington.
Walking a Fine Line between Isolation and Appeasement - Still, most of the embassy staff, including Wilson and Glaspie, are not advocates of totally isolating Hussein with extreme economic and diplomatic sanctions. Wilson will write, “Isolating a regime often results in isolating ourselves, and we then lose any leverage we might have to influence outcomes. On the other hand, when dictators are treated like any other leaders, it’s often interpreted by them as a free pass to continue in their autocratic ways, while critics label it as appeasement.… The merits of ideologically driven diplomacy versus a more pragmatic approach have been a recurring theme of foreign policy debates throughout the history of international relations and America’s own domestic policies.”
'Tread Lightly' - Wilson will note that “Iraq’s Arab neighbors unanimously urged us to tread lightly. They argued that after almost a decade of a grinding war with Iran, Saddam had learned his lesson and that his natural radicalism would now be tempered by the harsh experience.… [I]t was better to tie him to relationships that would be hard for him to jettison than to leave him free to make trouble with no encumbrances. Engaging with him at least kept him in our sights.” Iraq had behaved monstrously during its war with Iran, and had offended the world with its chemical attacks on its own citizens (see August 25, 1988) and its Iranian enemies (see October 1988). But it had emerged from the war as a powerful regional player both militarily and economically. The Bush administration is torn between trying to moderate Hussein’s behavior and treating him as an incorrigible, irredeemable enemy of civilization. And Washington wants Iraq as a balancing force against Iran, which is awash in virulently anti-American sentiment (a sentiment returned in full by many American lawmakers and government officials). No other country in the Gulf region will tolerate the presence of US forces as a counterbalance to Iran. So, as Wilson will write, “All of Iraq’s neighbors continued to argue for a softer approach; and since they clearly had at least as much at stake as we did, the Bush administration was willing to follow their lead.” [Wilson, 2004, pp. 78-79, 451]

However, the Bush administration allows the company to continue its operations, even after Iraq invades Kuwait in 1990 (see November 8, 1990). At the same time, a top-secret CIA assessment informs Secretary of State James Baker that Iraq has a nuclear weapons program, and is using “covert techniques” to obtain the technology needed to build a nuclear bomb. The report identifies some of the specific dual-use technology that Iraq’s procurement network is trying to obtain around the world for its nuclear-weapons program, including oscilloscopes, high-speed cameras, and centrifuges. Notwithstanding, President Bush, ignoring warnings from his own departments about the alarming buildup of the Iraqi military and Iraq’s continued development of weapons of mass destruction (see June 1989 and September 1989), signs the secret National Security Directive 26 establishing closer ties to the Baghdad regime and providing $1 billion in agricultural loan guarantees to that government. These funds allow Iraq to continue its development of weapons of mass destruction. Four days later, Secretary of State James Baker meets with Iraqi Foreign Minister Tariq Aziz and promises that the US will not curb restrictions on high-technology exports to Iraq. Baker is ignoring the CIA’s warnings that Iraq is using some of this technology to develop a nuclear weapon. He writes: “We agreed with the American side that it was important to take advantage of the deteriorating economic situation in Iraq in order to put pressure on that country’s government to delineate our common border. The Central Intelligence Agency gave us its view of appropriate means of pressure, saying that broad cooperation should be initiated between us on condition that such activities be coordinated at a high level.” When Iraq invades Kuwait (see August 2, 1990), Iraqi officials find this memo and confront the Kuwaiti foreign minister with it during an Arab summit meeting in mid-August 1990. Saddam Hussein, emboldened by President Bush’s continued support for his regime even as he develops chemical, biological, and nuclear weapons (see September 1989) and is gassing his own citizens (see August 25, 1988), boasts that he now has chemical weapons and will “burn half of Israel.” Additionally, Iraqi forces on manuevers in the southern part of the country are being told that they are training to attack Israel. Nevertheless, the White House blocks efforts by the Commerce Department to stop the flow of US technology to Iraq, even technology that is being used to develop weapons of mass destruction (see 1990 and July 18, 1990-August 1, 1990). One White House official explains, “The president does not want to single out Iraq.” US diplomat Joseph Wilson, the deputy chief of mission in Baghdad (see September 5, 1988 and After), will later write: “While we were concerned about the tensions in Iraq’s relations with Kuwait (see May 28-30, 1990 and July 17, 1990), we did not suspect that the southern military exercises were, in fact, a first signal of Iraq’s intention to invade that country. The delegation is led by Robert Dole (R-KS) and includes Frank Murkowski (R-AK), Jim McClure (R-ID), Alan Simpson (R-WY), and Howard Metzenbaum (D-OH). The senators are joined by US Ambassador to Iraq April Glaspie, her deputy Joseph Wilson, and various embassy staffers. Dole delivers the message from Bush: Iraq must abandon its chemical and biological weapons programs and stockpiles, and, in return, the US will continue working to improve relations between the two countries (see July 27, 1990 and July 25, 1990). In response, Hussein says he is not trying to destabilize the region and work against US interests. What I said was that if Israel attacks me, then I will set fire to half of Israel.” Hussein insists he will only take action against Israel if his country is attacked first, but such a response will be swift and overwhelming, with his new WMD playing a central role. He also protests against what he calls US and British efforts to contain Iraq by scaling back economic and commercial programs, and what he calls a Western smear campaign against him and his government. When the other senators are given a chance to speak to Hussein, Wilson is struck by Metzenbaum’s response. “Mr. President, I can tell you are a honorable man,” Metzenbaum says. Wilson later writes, “I remember thinking to myself that whatever beneficial impact the president’s message and Dole’s statement may have had on Saddam, it had all just been negated by this obsequious boot-licking.” Simpson joins Metzenbaum in stroking Hussein, bending forward so low from his chair that he looks as if he is on bended knee and telling the dictator: “Mr. President, I can see that what you have here isn’t really a policy problem; what you have is a public relations problem. You’ve got a problem with the haughty and pampered press. I know all about that, because I’ve got problems with the press back home. What you need is you need a good public relations person.” Wilson will write: “Saddam no doubt took from the meeting not the admonition to stop developing weapons of mass destruction and threatening his neighbors, but rather support for his own misguided belief that he was an honorable man who didn’t really have policy problems at all, just clumsy relations. After all, one of Israel’s champions had told him so, and another American leader had knelt before him to reassure him that he had no problems with the American government.” [Wilson, 2004, pp. 95]

In repeated statements, Iraqi dictator Saddam Hussein says that overproduction of oil by Kuwait and the United Arab Emirates (UAE) is “economic warfare” against Iraq. [PBS Frontline, 1/9/1996] Iraq is not merely issuing blustery allegations with no basis in fact. Iraq is virtually bankrupt and deeply in debt to both Saudi Arabia and Kuwait, which funded Iraq during the Iran-Iraq war, as well as other nations such as the US and Japan. Hussein has spent billions rebuilding his military and distributing massive amounts of consumer goods to the populace in an attempt to persuade them that Iraq won the war against Iran and is now able to spend its “war dividends.” In 1999, Kuwait defied the quotas laid down by the Organization of Petroleum Exporting Countries (OPEC) and increased its oil production by 40%. The subsequent sharp drop in oil prices drove Iraq’s economy towards catastrophe. The situation is further aggravated by Iraqi suspicions that Kuwait is deliberately “slant-drilling” oil from Iraq’s Rumaylah oil field (see July 15-17, 1990). Hussein needs a massive infusion of revenue to maintain his large standing army and the fiction of economic growth, and he looks to Kuwait as the source of that revenue. Land issues also play a part: Iraq wants to swap some territory along the border for control of two Kuwaiti-held islands across from its port at Umm Qasr, but Kuwait is unwilling to make the trade. US diplomat Joseph Wilson, the deputy chief of mission in Baghdad, describes the Iraqi outlook on Kuwait as a nation “small, rich, and despised.” All in all, the US diplomatic entourage in Baghdad is alarmed at Iraq’s preparations for war. When Saddam Hussein begins massing his troops on the Kuwaiti border (see July 25, 1990), the US intelligence community believes in consensus that Hussein is mostly bluffing. He wants to gain leverage in the ongoing OPEC talks, the community believes, and at most will seize a Kuwaiti oil field just across the border. The intelligence consensus ignores the fact that Hussein is moving his elite Republican Guard units, the core of his forces and what reporters Franklin Foer and Spencer Ackerman will call “the very guarantors of his rule,” from Baghdad to the southern desert. Even after invading Kuwait (see August 2, 1990), a National Intelligence Estimate released towards the end of the year concludes that Hussein will withdraw from Kuwait rather than risk a conflict with the US (see Late December 1990). Defense Secretary Dick Cheney becomes increasingly angry and frustrated at the US intelligence community. An intelligence analyst will recall being “whisked into a room, there’s Dick Cheney, he’s right in front of you, he starts firing questions at you, half an hour later and thirty questions later, I’m whisked out of the room, and I’m like, ‘What the hell just happened?’” DIA analyst Patrick Lang, that agency’s foremost Middle East expert and one of the few to predict the Iraqi invasion of Kuwait, will recall: “He would ask you factual questions like, ‘OK, about this thing you said. Do I understand you correctly that such-and-such is true? And are you sure about this, and how do you know that?’ And I regard that as a legitimate question.… He wasn’t hostile or nasty about it; he just wanted to know how you knew. The statement is equivocal about Iraq’s belligerent pose towards Kuwait (see July 22, 1990), noting that although the US has no mutual defense pact with Kuwait, “Iraq and others know there is no place for coercion and intimidation in the civilized world.” Deputy Chief of Mission Joseph Wilson will later describe Glaspie as having “a keen mind and a profound understanding of the issues.” [Wilson, 2004, pp. 98]
One-on-One with Saddam Hussein - Shortly after her meeting with Aziz, she is summoned back to the Foreign Ministry and driven from there to a meeting with Saddam Hussein. Wilson will write: “This was unprecedented. Normally that would be none of our business, but when this happens in the context of your other threats against Kuwait, then it would be reasonable for us to be concerned. Hussein wants to keep the entire Shatt al Arab [a strategically important waterway] under Iraqi control, and if given that, he is willing to make concessions to Kuwait. However, if he has to give up some control of the Shatt, he will renounce all control in favor of bringing Kuwait back under Iraqi dominion. Glaspie replies: “We have no opinion on your Arab-Arab conflicts, such as your dispute with Kuwait. Secretary [of State James] Baker has directed me to emphasize the instruction, first given to Iraq in the 1960s, that the Kuwait issue is not associated with America.” Reportedly Hussein takes this as a green light from the US to proceed with the invasion. Glaspie Said to Be Scapegoated - Wilson will later write that the US policy failure that led to the invasion is not Glaspie’s fault and that she is merely made a scapegoat for it (see July 25, 1990 and After): “The one-on-one meeting with Saddam was fateful for Ambassador Glaspie. Out of it emerged the charge that she had not been tough enough with him and had somehow given him a green light to invade Kuwait. Nothing could be further from the truth.”

US Ambassador to Iraq April Glaspie delivers a letter written by President Bush to Saddam Hussein. The letter reads in part: “I was pleased to learn of the agreement between Iraq and Kuwait to begin negotiations in Jeddah [Saudi Arabia] to find a peaceful solution to the current tensions between you (see August 1, 1990). The United States and Iraq both have a strong interest in preserving the peace and stability of the Middle East. For this reason, we believe that differences are best resolved by peaceful means and not by threats involving military force or conflict. I also welcome your statement that Iraq desires friendship rather than confrontation with the United States. Let me reassure you, as my ambassador (see July 25, 1990), Senator Dole (see April 12, 1990), and others have done, that my administration continues to desire better relations with Iraq. We will also continue to support our friends in the region with whom we have had long-standing ties. We see no necessary inconsistency between these two objectives. As you know, we still have certain fundamental concerns about certain Iraqi policies and activities, and we will continue to raise these concerns with you in a spirit of friendship and candor.… Both our governments must maintain open channels of communication to avoid misunderstandings and in order to build a more durable foundation for improving our relations.”
Positive Tone - According to the later recollections of Glaspie’s deputy, Joseph Wilson, the Iraqi leadership is “startled by the positive tone of the letter.” The letter is overtly conciliatory towards Iraq and its aggression towards Kuwait (see July 22, 1990 and August 2, 1990), and, as then-Undersecretary of Foreign Affairs Nizar Hamdun will recall, leaves “the impression that the American desire for good relations with Iraq might override its concerns about Iraqi aggression.” Hamdun believes that the letter “had sent the wrong signal to Saddam by not explicitly warning him against taking any harsh military action, and not threatening harsh retaliation if he did.” Hamdun believes that Hussein “concluded from the positive tone of the letter that the US would not react militarily and that he could survive the political criticism resulting from the aggressive action toward Kuwait.”
Letter Influences Saddam's Thinking - Wilson will conclude, “This letter, much more than any other United States statement (see July 25, 1990), appears to have influenced Saddam’s thinking.” Ultimately, Wilson will note, the US’s influence with Hussein is limited at best, and his perceived reasons to annex Kuwait (see May 28-30, 1990 and July 17, 1990) will override any fears of US disapproval. In response, the US suspends National Security Directive 26 (see October 2-6, 1989), which established closer ties with Baghdad and mandated $1 billion in agricultural loan guarantees to Iraq. [Los Angeles Times, 2/23/1992] The secretary of defense, Dick Cheney, begins pressing President Bush to go to war with Iraq without securing Congressional approval. His rationale is two-fold: he doesn’t need Congressional authority, and he might not get it if he asks. Cheney moves the Pentagon onto a full war footing, even going so far as to create what author and former White House counsel John Dean calls “his own concocted high-risk plans of battle, which he tried but failed to sell at the White House.” Bush will juggle Cheney’s view with that of House Speaker Tom Foley, who will give the president a document signed by 81 Democratic members who insist that if Bush wants to go to war, he needs the authorization of Congress. Dean will write that Cheney’s arguments “are based on bogus legal and historical arguments that have been made before, but no one has pushed them longer or harder than he has.” [Dean, 2007, pp. 89-91] Bush decides not to follow Cheney’s advice. In 2007, author and reporter Charlie Savage will observe: “By urging Bush to ignore the War Powers Resolution on the eve of the first major overseas ground war since Congress enacted the law, Cheney was attempting to set a powerful precedent. Had Bush taken his advice and survived the political fallout, the Gulf War would have restored [former President] Truman’s claim that as president he had ‘inherent’ powers to send American troops to the Korean War on his own” (see June 30, 1950). Cheney is polite, but forceful; the US will not accept any limits on the number of troops stationed in Saudi Arabia, and will not accept a fixed date of withdrawal (though they will withdraw if Fahd so requests). Cheney uses classified satellite intelligence to convince Fahd of Hussein’s belligerent intentions against not just Kuwait, but against Saudi Arabia as well. Fahd is convinced, saying that if there is a war between the US and Iraq, Saddam Hussein will “not get up again.” Fahd’s acceptance of Cheney’s proposal goes against the advice of Crown Prince Abdullah. The first US forces, F-15 fighters from Langley Air Force Base in Virginia, arrive in Saudi Arabia (see August 5, 1990 and After). [PBS Frontline, 1/9/1996; American Forces Press Service, 8/8/2000] The US opens a military response to the Iraq invasion as much to defend Saudi Arabia as to defend Kuwait. Both the US and Saudis fear that Iraq will occupy Saudi Arabia’s Hama oil field near the countries’ mutual border, one of its largest. Between its own oil fields and those of Kuwait and Saudi Arabia which Iraq could feasibly control, Iraq would control the majority of the world’s oil reserves. Iraq would have difficulty in successfully occupying the Hama oil field, because of the large amount of inhospitable desert terrain it would have to cross to reach the field, and because of the likelihood of intense air strikes from the US-equipped Saudi Air Force. President Bush says the operation is “wholly defensive” in nature, a claim quickly abandoned. The US deploys two carrier groups and two battleship groups to the Persian Gulf, and deploys numerous Air Force units. Eventually, half a million American troops will join the other US forces. Nine days after Iraq invades Kuwait (see August 2, 1990), the public relations firm Hill & Knowlton creates a front organization, “Citizens for a Free Kuwait,” almost entirely funded by Kuwaiti money. Hill & Knowlton’s point man with the Kuwaitis is Craig Fuller, a close friend and political adviser to President Bush (see July 23, 1986). Veteran PR reporter Jack O’Dwyer will later write, “Hill & Knowlton… has assumed a role in world affairs unprecedented for a PR firm.” [Christian Science Monitor, 9/6/2002; Public Relations Watch, 6/3/2007] Citizens for a Free Kuwait is one of about twenty PR and lobbying groups formed by the Kuwaiti government. Other American PR firms representing these groups include the Rendon Group and Neill & Co. Citizens for a Free Kuwait will spread a false story of Kuwaiti babies being killed in their incubators by Iraqi troops, a story that will help inflame US public opinion and win the Bush administration the authority to launch an assault against Iraq (see October 10, 1990). Another public relations and lobbying effort includes a 154-page book detailing supposed Iraqi atrocities, entitled The Rape of Kuwait, that is distributed to various media outlets and later featured on television talk shows and in the pages of the Wall Street Journal. The Kuwaiti embassy also buys 200,000 copies of the book for distribution to American troops. Hill & Knowlton will produce dozens of “video news releases” that are offered as “news stories” to television news broadcasters throughout America; the VNRs are shown on hundreds of US television news broadcasts, usually as straight news reports without being identified as the product of a public relations firm. (Under the Foreign Agents Registration Act, the firm should have been held accountable for its marketing campaign, but the Justice Department fails to intervene.) The firm also has close ties to the Bush administration, and will assist in marketing the war to the US citizenry. [Christian Science Monitor, 9/6/2002; Independent, 10/19/2003; Public Relations Watch, 6/3/2007] Hill & Knowlton uses a front group, “Citizens for a Free Kuwait” (see August 11, 1990), to plant the stories in the news media.
Congressional Hearings - Hearings on the story, and other tales of Iraqi atrocities, are convened by the Congressional Human Rights Caucus, chaired by Representatives Tom Lantos (D-CA) and John Porter (R-IL). Reporters John Stauber and Sheldon Rampton will later characterize the caucus as little more than an H&K-funded sham; Lantos and Porter are also co-chairs of the Congressional Human Rights Foundation, a legally separate entity that occupied free office space in Hill & Knowlton’s Washington, DC offices. The star of the hearings is a slender, 15-year old Kuwaiti girl called “Nayirah.” According to the Caucus, her true identity is being concealed to prevent Iraqi reprisals against her or her family. Sobbing throughout her testimony, “Nayirah” describes what she says she witnessed in a hospital in Kuwait City; her written testimony is provided to reporters and Congressmen in a media kit prepared by Citizens for a Free Kuwait. “I volunteered at the al-Addan hospital,” she tells the assemblage. “While I was there, I saw the Iraqi soldiers come into the hospital with guns, and go into the room where… babies were in incubators. They took the babies out of the incubators, took the incubators, and left the babies on the cold floor to die.” [Christian Science Monitor, 9/6/2002; Los Angeles Times, 1/5/2003; Public Relations Watch, 6/3/2007] The hearings, and particularly “Nayirah’s” emotional tale, inflame American public opinion against the Iraqis (see October 10, 1990 and After) and help drum up support for a US invasion of Iraq (see January 9-13, 1991).
Outright Lies - Neither Lantos, Porter, nor H&K officials tell Congress that the entire testimony is a lie. “Nayirah” is the daughter of Saud Nasir al-Sabah, the Kuwaiti ambassador to the US. Neither do they reveal that “Nayirah’s” testimony was coached by H&K vice president Lauri Fitz-Pegado. Seven other “witnesses” testify to the same atrocities before the United Nations; the seven use false names and identities. The US even presents a video made by Hill & Knowlton to the Security Council. No journalist investigates the claims. As author Susan Trento will write: “The diplomats, the congressmen, and the senators wanted something to support their positions. The media wanted visual, interesting stories.” It is not until after the war that human rights investigators look into the charges. No other witnesses can be located to confirm “Nayirah’s” story. Dr. Mohammed Matar, director of Kuwait’s primary care system, and his wife, Dr. Fayeza Youssef, who runs the obstretrics unit at the maternity hospital, says that at the time of the so-called atrocities, few if any babies were in incubator units—and Kuwait only possesses a few such units anyway. “I think it was just something for propaganda,” Dr. Matar will say. It is doubtful that “Nayirah” was even in the country at the time, as the Kuwaiti aristocracy had fled the country weeks before the Iraqi invasion. Amnesty International, which had supported the story, will issue a retraction. Porter will claim that he had no knowledge that the sobbing little girl was a well-rehearsed fabricator, much less an ambassador’s daughter. Canadian Broadcasting Corporation reporters will ask al-Sabah for permission to question his daughter about her testimony; he will angrily refuse. “Naiyrah” herself will later admit that she had never been in the hospital herself, but had learned of the supposed baby murders from a friend. In a subsequent interview about media manipulation during the war, Fitz-Pegado will say: “Come on.… Who gives a sh_t whether there were six babies or two? I believed her.” She will later clarify that statement: “What I meant was one baby would be too many.” [CounterPunch, 12/28/2002; Independent, 10/19/2003; Public Relations Watch, 6/3/2007]

Defense Secretary Dick Cheney testifies to the Senate on the upcoming invasion of Iraq (see August 2, 1990). Senator Ted Kennedy (D-MA) asks Cheney bluntly, “Now, barring an act of provocation, do you agree that the president must obtain the approval of Congress in advance before the United States attacks Iraq?” Cheney replies that he “does not believe the president requires any additional authorization from the Congress before committing US forces to achieve our objectives in the Gulf.” Cheney cites “more than two hundred” earlier instances where presidents have committed US forces into conflicts, “and on only five of those occasions was their a prior declaration of war. Faced with a lawsuit from 53 members of Congress demanding that he seek Congressional authorization before invading Iraq (see December 1990 and January 16, 1991 and After), President Bush asks Congress for such an authorization. His carefully worded request does not directly acknowledge the constitutional requirement that Congress authorize any military involvement by the US. After three days of what the New York Times calls “solemn, often eloquent debate,” both chambers of Congress approve the war resolution. [PBS Frontline, 1/9/1996; Dean, 2007, pp. 90-91] That authority is granted in part because of propaganda efforts mounted by Pentagon and Kuwaiti officials (see October 10, 1990). Even with such powerful persuasive tactics, the vote in the US Senate is 52-47 and 250-183 in the US House of Representatives, the closest such vote since the War of 1812. [NationMaster, 12/23/2007]
House Reminds Bush that Congress Retains Power to Declare War - The House passes another resolution, 302-131, informing the White House that Congress has the exclusive authority under the Constitution to declare war. Of this second resolution, author and former Nixon White House counsel John Dean will write in 2007, “The breakdown of the vote is telling: 260 Democrats and 41 Republicans along with one independent voted to support the wording and clear intention of Article I of the Constitution; 126 Republicans and 5 Democrats, all hard-right conservatives (including Tom DeLay, R-TX, and two would-be presidents of the United States, Newt Gingrich, R-GA and Duncan Hunter, R-CA) voted against the resolution.” [Dean, 2007, pp. 90-91]
Gore Persuaded to Support War by Wilson - One of the few Democratic senators to vote for the war is Al Gore (D-TN). Gore takes time from the floor deliberations to speak with the ranking US diplomat in Iraq, Joseph Wilson, who once served as Gore’s aide (see September 5, 1988 and After). Gore grills Wilson for twenty minutes on the efficacy of US sanctions against Iraq (see August 6, 1990) and the necessity of US intervention to free Kuwait before returning to the Senate to vote for the authorization. Wilson later writes of his outrage that Gore’s fellow senator, Alan Simpson (R-WY), would accuse Gore during the 2000 election of being what Simpson will call “Prime Time Al” for the timing of his speech in favor of the war authorization. Wilson recalls Simpson as the senator who had been “practically on bended knee before Saddam in April 1990, reassuring the Iraqi dictator that he had a press problem and not a policy problem” (see April 12, 1990). Wilson will continue, “It was an outrage that a decade later he had the nerve to be critical of the one senator who had really taken the time to listen to an analysis from the field and factor that into his decision on what most senators agreed was one of the most momentous votes of their careers.” [Wilson, 2004, pp. 163-164]

The air assault begins the day after a UN deadline for Iraq’s withdrawal from Kuwait expires (see November 29, 1990). F-117 Stealth bombers hit Baghdad with an array of high-tech bombs and missiles; many of the explosions are televised live, or on briefly delayed feeds, on CNN, which launches virtually 24-hour coverage of the air strikes. In the first 48 hours of the war, 2,107 combat missions drop more than 5,000 tons of bombs on Baghdad alone, nearly twice the amount that incinerated Dresden in World War II.
'Thunder and Lightning of Desert Storm' - US Army General Norman Schwarzkopf, chief of the US Central Command (CENTCOM), announces the beginning of hostilities by transmitting the following: “Soldiers, sailors, airmen and Marines of the United States Central Command, this morning at 0300, we launched Operation Desert Storm, an offensive campaign that will enforce the United Nation’s resolutions that Iraq must cease its rape and pillage of its weaker neighbor and withdraw its forces from Kuwait. My confidence in you is total. Our cause is just! Now you must be the thunder and lightning of Desert Storm. May God be with you, your loved ones at home, and our country.” [US Navy, 9/17/1997]
Initial Attacks Obliterate Iraqi Navy, Much of Air Force, Many Ground Installations - The attack begins with an assault of over 100 Tomahawk land attack missiles (TLAMs) launched from US naval vessels in the Persian Gulf and Red Sea, and attack helicopter strikes on Iraqi radar installations near the Iraq-Saudi Arabian border. The assaults destroy much of Iraq’s air defense and command-and-control capabilities. The missile assault is quickly followed by fighter, bomber, and assault helicopter strikes which continue pounding at Iraqi government buildings, power stations, dams, military sites, radio and television stations, and several of Saddam Hussein’s palaces. The strikes essentially obliterate the Iraqi Navy, and drastically cripple the Iraqi Air Force. (Between 115 and 140 aircraft and crews of the Iraqi Air Force flees to Iran over the course of the war, a move that surprises US commanders, who expected the aircraft and their crews to attempt to flee to Jordan, not Iran. The Iranians will never give Iraq back its aircraft, and will not release Iraqi air crews for years to come.) A US Navy review later calls the combined Navy-Marine air campaign, conducted in concert with US Air Force strikes, “successful beyond the most optimistic expectations.” The Navy later reports that “allied air forces dropped over 88,500 tons of ordnance on the battlefield.” [US Navy, 9/17/1997; NationMaster, 12/23/2007] Iraqi anti-aircraft counterattacks are surprisingly effective, downing around 75 US and British aircraft in the first hours of attacks. The US media does not widely report these downings, nor does it give much attention to the dozens of pilots and air crew captured as POWs. [NationMaster, 12/23/2007]
'The Mother of All Battles' - Five hours after the first attacks, Baghdad state radio broadcasts a voice identified as Saddam Hussein. Hussein tells his people that “The great duel, the mother of all battles has begun. The dawn of victory nears as this great showdown begins.” [NationMaster, 12/23/2007]
US Embassy Helped Locate Targets for Air Strikes - Deputy Chief of Mission Joseph Wilson, the last American to leave Baghdad (see January 12, 1991), and his staff provided critical assistance to the US battle planners in choosing their initial targets. Over the months, Wilson and his staff developed a “hostage tracking system,” monitoring and recording the movements of the American hostages as they were transferred from site to site to be used as human shields in the event of a US strike (see August 4, 1990 and August 8, 1990). Wilson and his staff were able to identify some 55 sites that were being used around the country, presumably some of the most critical military and infrastructure sites in Iraq. Wilson gave that information to the Pentagon. He will later write, “I was gratified when several months later, on the first night of Desert Storm, long after the hostages had been released, many of those sites were ones hit by American bombs.” [Wilson, 2004, pp. 141]

The US also increases its Air Force presence inside Kuwait. In response, Iraq withdraws its forces. However, the Iraqi threat impels the US to steadily increase its military presence in Kuwait. At the time, Yousef’s uncle Khalid Shaikh Mohammed is staying in the same building and brazenly gives an interview to Time magazine as “Khalid Sheikh,” describing Yousef’s capture. [Lance, 2003, pp. 328] Yousef had recruited Istaique Parker to implement a limited version of Operation Bojinka, but Parker got cold feet and instead turned in Yousef (see February 3-7, 1995). [Lance, 2003, pp. 284-85] Robert I. Friedman, writing for New York magazine, will later report that at this time the CIA “fought with the FBI over arresting Yousef in Pakistan—the CIA reportedly wanted to continue tracking him—and President Clinton was forced to intervene.” [New York Magazine, 3/17/1995] Yousef is rendered to the US the next day and makes a partial confession while flying there (see February 8, 1995).

Ramzi Yousef and two other defendants, Abdul Hakim Murad and Wali Khan Amin Shah, are convicted of crimes relating to Operation Bojinka (see January 6, 1995). [CNN, 9/5/1996] In the nearly 6,000-page transcript of the three-month Bojinka trial, there is not a single mention of the “second wave” of Bojinka that closely paralleled the 9/11 plot. Interrogations by Philippine investigator Colonel Rodolfo Mendoza had exposed the details of this plot quite clearly (see January 20, 1995 and February-Early May 1995). However, not only does the FBI not call Mendoza to testify, but his name is not even mentioned in the trial, not even by his assistant, who does testify. “The FBI seemed to be going out of its way to avoid even a hint of the plot that was ultimately carried out on 9/11,” author Peter Lance will later note. [Lance, 2003, pp. 350-51] Murad was extensively tortured during his imprisonment in the Philippines (see After January 6, 1995), and some observers such as law professor Alan Dershowitz will assert that Murad’s case proves the reliability of torture, claiming that Murad’s torture prevented a major disaster. However, others disagree. Law professor Stephanie Athey, in her examination of the case, will write in 2007 that Murad’s torture actually produced little useful information. A computer found in Murad’s apartment held key details of the plot (see January 7-11, 1995 and Spring 1995). CIA agent Michael Scheuer will later say that the information collected from Murad’s apartment, not the information gleaned from Murad’s torture, provided actual useful intelligence. [Source: Public domain]Laurie Mylroie, a researcher who held faculty positions at Harvard and the US Naval War College, publishes the book Study of Revenge: Saddam Hussein’s Unfinished War Against America. She argues that the Iraqi government was behind the 1993 WTC bombing. The book is published by the American Enterprise Institute (AEI), a prominent neoconservative think tank, and her book has strong support from many important neoconservatives.
Lauded by Neoconservatives - Richard Perle calls the book “splendid and wholly convincing,” while Paul Wolfowitz calls it a “provocative and disturbing book.” Former CIA Director James Woolsey says, “Anyone who wishes to continue to deal with Saddam [Hussein] by ignoring his role in international terrorism…and by giving only office furniture to the Iraqi resistance now has the staggering task of trying to refute this superb work.” In her acknowledgements, she thanks John Bolton, I. Lewis Libby, and Wolfowitz for their support and help in writing the book. All of them will go on to take prominent positions in the Bush administration.
Mylroie's Theories Discredited - But war correspondent and terrorism expert Peter Bergen will later comment, “Mylroie became enamored of her theory that Saddam was the mastermind of a vast anti-US terrorist conspiracy in the face of virtually all evidence and expert opinion to the contrary. In what amounts to the discovery of a unified field theory of terrorism, Mylroie believes that Saddam was not only behind the ‘93 Trade Center attack, but also every anti-American terrorist incident of the past decade…” Bergen will continue, “[B]y the mid-‘90s, the Joint Terrorism Task Force in New York, the FBI, the US Attorney’s office in the Southern District of New York, the CIA, the NSC, and the State Department had all found no evidence implicating the Iraqi government in the first Trade Center attack.” Bergen will comment that normally a book like this would not have mattered, except that the neoconservatives “believed her theories, bringing her on as a consultant at the Pentagon, and they seem to continue to entertain her eccentric belief that Saddam is the fount of the entire shadow war against America.” [Washington Monthly, 12/2003; Unger, 2007, pp. 216]
No Credible Evidence of Iraqi Involvement in WTC Bombing - The book will be used as a lodestar of neoconservative thought when terrorists launch the 9/11 attacks, when neoconservatives inside and outside the Bush administration will pin the blame for the attacks on Iraq (see September 13, 2001). [Unger, 2007, pp. 216] In 2004, the 9/11 Commission will conclude, “We have found no credible evidence to support theories of Iraqi government involvement in the 1993 WTC bombing.” [9/11 Commission, 7/24/2004, pp. 559]

Former CIA director James Woolsey visits Britain to look for evidence tying Saddam Hussein to the 1993 bombing of the World Trade Center. He is looking to support the theory (see Late July or Early August 2001) that Ramzi Yousef, the mastermind behind the 1993 WTC bombing, was actually an Iraqi agent who had assumed the identity of a Pakistani student named Abdul Basit. This theory was proposed in a 2000 book praised by Woolsey (see October 2000). He will also make a visit for the same purpose in the weeks after 9/11 (see Late September 2001). On at least one of the trips, Woolsey visits the Swansea Institute, where Basit studied, to see if Basit’s fingerprints match those of Yousef, who is now serving a life sentence in a Colorado prison. Matching fingerprints would discredit the theory. According to Knight Ridder, “Several of those with knowledge of the trips said they failed to produce any new evidence that Iraq was behind the attacks.” [Knight Ridder, 10/11/2001] But despite a lack of evidence, politicians in Washington interested in the theory will manage to reopen the files into Yousef around August 2001 anyway (see Late July or Early August 2001). An article by Woolsey pushing the theory about Yousef will be published just two days after 9/11 (see September 13, 2001).

[9/11 Commission, 7/24/2004, pp. 559] Wolfowitz also asks Thomas Wilson, director of the Defense Intelligence Agency (DIA), to have his analysts look at the book. The DIA is unable to find any evidence that support the theory. [Isikoff and Corn, 2006, pp. 76] Around late July, the US reopens the files on WTC bomber Ramzi Yousef, presumably in response to these requests (see Late July or Early August 2001). But no evidence will be found to support Mylroie’s theory that Yousef was an Iraqi agent. [Source: Publicity photo]US authorities re-open the files on Ramzi Yousef, the convicted mastermind of the WTC bombing in 1993, and begin looking into the theory that Yousef may have actually been an Iraqi agent. Presumably this is in response to requests by Deputy Defense Secretary Paul Wolfowitz the month before to look into the matter (see June 2001). Yousef was convicted in 1996 (see September 5, 1996) and has been in custody since 1995 (see February 7, 1995). According to the official version of events, Yousef’s real name is Abdul Basit, a 27-year-old Pakistani who until 1989 was a computer student studying in South Wales. In late 2000, the American Enterprise Institute (AEI) published Study of Revenge: Saddam Hussein’s Unfinished War Against America arguing in support of the theory that Yousef was actually an Iraqi agent (see October 2000). The book, written by AEI scholar Laurie Mylroie, says that Basit was living with his parents in Kuwait in 1990 when Iraq invaded the country (see November 8, 1990). During the occupation, Iraqis presumably murdered him and his family and then altered police files so Iraqi intelligence could use his identity. In an op-ed piece published in the New Republic, former CIA director James Woolsey calls on the Bush administration to re-examine evidence that could potentially tie Iraq to the 1993 bombing of the WTC. He cites a theory (see Late July or Early August 2001) that Iraqi intelligence helped bomber Ramzi Yousef steal the identity of a Kuwaiti student studying at a college in Wales. If this theory is correct, he says, “then it was Iraq that went after the World Trade Center last time. Which makes it much more plausible that Iraq has done so again.” In light of this, he argues, US authorities should consider the possibility that Saddam Hussein had a hand in the 9/11 attacks. “[I]ntelligence and law enforcement officials investigating the case would do well to at least consider another possibility: that the attacks—whether perpetrated by bin Laden and his associates or by others—were sponsored, supported, and perhaps even ordered by Saddam Hussein,” he writes. “As yet, there is no evidence of explicit state sponsorship of the September 11 attacks. But absence of evidence is not evidence of absence.” [New Republic, 9/13/2001] Woolsey went to Britain in February 2001 and failed to find evidence to support this theory (see February 2001). But a few days later, the US Defense Department will send Woolsey to Britain again (see Late September 2001) to investigate the alleged Iraq link to the 1993 bombing.

At the behest of Deputy Secretary of Defense Paul Wolfowitz, former CIA Director James Woolsey and a team of Justice and Defense Department officials fly to London on a US government plane to look for evidence tying Saddam Hussein to the 1993 bombing of the World Trade Center. Woolsey’s trip is in part the idea of neoconservative author Laurie Mylroie (see Late July or Early August 2001). It is the second such mission undertaken by Woolsey this year, as he made a similar trip in February (see February 2001). Woolsey is looking for evidence to support the theory (see Late July or Early August 2001 and Mid-September-October 2001) that Ramzi Yousef, the mastermind behind the 1993 WTC bombing, was actually an Iraqi agent who had assumed the identity of a Pakistani student named Abdul Basit. Woolsey visits the Swansea Institute, where Basit studied, to see if Basit’s fingerprints match those of Yousef, who is now serving a life sentence in a Colorado prison. Matching fingerprints would discredit the theory. [Knight Ridder, 10/11/2001; Observer, 10/14/2001; Daily Telegraph, 10/26/2001; Middle East Policy Council, 6/2004] While in Europe, Woolsey also attempts to link the Iraqi government to 9/11 and the October 2001 anthrax attacks (see Mid-September-October 2001). But according to Knight Ridder, “Several of those with knowledge of the trips said they failed to produce any new evidence that Iraq was behind the attacks.” [Knight Ridder, 10/11/2001] Newsweek will similarly report in 2004 that “the results of the Woolsey mission were exactly what the FBI had predicted: that the fingerprints were in fact identical.” [Newsweek, 4/21/2004] The local police in Swansea are curious about Woolsey’s visit and they call the US embassy in London to clarify if Woolsey is visiting in an official capacity. This alerts the State Department and CIA of Woolsey’s trip for the first time, and apparently both agencies are upset. One intelligence consultant familiar with the trip will say, “It was a stupid, stupid, and just plain wrong thing to do.” [Knight Ridder, 10/11/2001; Village Voice, 11/21/2001] It is through this contact that Secretary of State Colin Powell and CIA Director George Tenet learn of Woolsey’s mission (see September 19-20, 2001). [Source: FBI]The 2006 book Hubris by Michael Isikoff and David Corn will reveal that, at some point in October 2001, “[Counterterrorism “tsar” Wayne] Downing, [Deputy Defense Secretary Paul] Wolfowitz, and other proponents of a war with Iraq thought they had yet more ammunition for the case against Saddam” Hussein in the form of the anthrax attacks (see October 5-November 21, 2001). Author Laurie Mylroie, who had long suggested Iraq was behind numerous terrorist attacks against the US and whose ideas are influential with Wolfowitz and other Bush administration officials (see October 2000 and Late July or Early August 2001), quickly asserts that Iraq is behind the anthrax attacks as well. “An early forensic test of the anthrax letters (which was later disputed) appeared to show that the anthrax spores were highly refined and ‘weaponized.’ To the Iraq hawks, the news was electric. ‘This is definitely Saddam!’ Downing shouted to several White House aides. One of these aides later recalled overhearing Downing excitedly sharing the news over the phone with Wolfowitz and [Douglas] Feith. ‘I had the feeling they were high-five-ing each other,’ the White House official said.” [Isikoff and Corn, 2006]

[Source: PEP]In response to questions from Vice President Dick Cheney (see (February 13, 2002)), CIA operative Valerie Plame Wilson and officials from the CIA’s DO counterproliferation division (CPD) meet to discuss what the agency should do to determine the validity of recent Italian intelligence reports (see October 15, 2001 and February 5, 2002) alleging that Iraq had sought to purchase uranium from Niger. During the meeting, Plame Wilson suggests sending her husband, Joseph Wilson, an Africa expert and former US diplomat, to Niger to investigate the reports. [US Congress, 7/7/2004] The meeting is chronicled in an internal agency memo obtained by the Wall Street Journal in October 2003. [Wall Street Journal, 10/17/2003] Intelligence officials subsequently will not deny that Plame Wilson was involved in the decision to send Wilson to Niger, but will say she was not “responsible” for the decision. [Wall Street Journal, 10/17/2003]
CIA Alerted to Cheney's Concerns - In her 2007 book Fair Game, Plame Wilson recalls that shortly after Cheney’s initial questions, a young officer rushes into her CPD office and tells her “someone from the vice president’s office” just called the officer on her secure telephone line. The caller, apparently a member of Cheney’s staff, wants information about an intelligence report that the Italian government has passed to the US, alleging that in 1999 Iraq attempted to buy yellowcake uranium from Niger. Cheney is, according to the staffer, “interested and want[s] more information.” Plame Wilson will write, “If the report was true at all, I knew that it would be damning evidence indeed that Iraq was seeking to restart its nuclear program.”
'Nonplussed' at White House Contact - “I was momentarily nonplussed that someone from the vice president’s office had reached down into the junior working levels of the agency to discuss or find an answer to an intelligence report,” she will write. “In my experience, I had never known that to happen. There were strict protocols and procedures for funneling intelligence to policy makers or fielding their questions. Whole offices within the agency were set up and devoted to doing just that. A call to a random desk officer might get the policy maker a quick answer in the heat of the moment, but it was also a recipe for trouble. Handing a senior policy maker ‘raw’ intelligence that had not been properly vetted, placed into context, or appropriately caveated by intelligence professionals usually led to misinterpretation—at a minimum.” She adds that at the time, she is “not aware of the unprecedented number of visits the vice president had made to our headquarters to meet with analysts and look for any available evidence to support the Iraq WMD claims the administration was beginning to make.… I was still blissfully ignorant of any special visits or pressure from the administration vis-a-vis Iraq. I just wanted to get some answers.”
Decision to Ask Wilson Originates with Records Officer, Not Plame Wilson - Plame Wilson tables her concerns about the unusual contact, and begins pondering how best to find answers to Cheney’s questions. The “first and most obvious choice,” she will write, “would be to contact our [REDACTED] office in Niger and ask them to investigate these allegations using local sources available on the ground.” But the budget cuts of the mid-1990s had forced the closing of numerous CIA offices in Africa, including its station in Niamey, Niger. Plame Wilson will recall, “A midlevel reports officer who had joined the discussion in the hallway enthusiastically suggested, ‘What about talking to Joe about it?’” The reports officer is referring to Plame Wilson’s husband, former ambassador Joseph Wilson. “He knew of Joe’s history and role in the first Gulf War (see September 5, 1988 and After and September 20, 1990), his extensive experience in Africa, and also that in 1999 the CIA had sent Joe on a sensitive mission to Africa on uranium issues. Of course, none of us imagined the firestorm this sincere suggestion would ignite. At the moment, the only thought that flashed through my mind was that if Joe were out of the country for an extended period of time I would be left to wrestle two squirmy toddlers into bed each evening.… So I was far from keen on the idea, but we needed to respond to the vice president’s office with something other than a lame and obviously unacceptable, ‘We don’t know, sorry.’” Plame Wilson and the reports officer make the suggestion to send Wilson to Niger; her supervisor decides to meet with Wilson “and the appropriate agency and State [Department] officials.” At her supervisor’s behest, Plame Wilson sends an e-mail to her division chief (whom she will only identify as “Scott”), informing him of the decision and noting that “my husband has good relations with both the PM [prime minister] and the former minister of mines (not to mention lots of French contacts), both of whom could possibly shed some light on this sort of activity.” Plame Wilson will write that her words are intended to “gently remind [her division chief] of Joe’s credentials to support why my boss thought he should come into headquarters in the first place.” She will note: “Months later, those words would be ripped out of that e-mail and cited as proof that I had recommended Joe for the trip (see February 13, 2002). But at the time, I simply hit the ‘send’ button and moved on to the other tasks that were demanding my attention.” That night, Plame Wilson broaches the subject of going to Niger with her husband; he agrees to meet with her superiors at the CPD. Cheney Later Denies Knowledge of Iraq-Niger Claims - During the investigation of the Plame Wilson leak (see September 26, 2003), Cheney will repeatedly deny any knowledge that the CIA was following up on his request for more information. This is a lie. Among other refutations, the Senate Intelligence Committee will report in 2004 that he was told on February 14 that CIA officers were working with clandestine sources to find out the truth behind the Niger allegations (see July 9, 2004). The 9/11 Commission holds its first set of public hearings on al-Qaeda and its connections to other nations and terrorist groups. [Shenon, 2008, pp. 130-134]
'Political Theater' - The first person to testify is Laurie Mylroie, of the conservative American Enterprise Institute. Mylroie’s testimony is, in the words of author Philip Shenon, “a bizarre bit of political theater.” Mylroie, considered by some to be “one of the most influential political academics of her generation, whose research was cited by the United States government to justify a war,” sits in front of the Commission, “spouting what would later be shown to be—and what many experts in the field already knew to be—nonsense.” Mylroie says that both the 1993 WTC bombing (see February 26, 1993) and 9/11 were planned and carried out by Iraqi intelligence agents, and the planner of the 1993 attacks, Ramzi Yousef (see December 1991-May 1992 and Late July or Early August 2001), and the chief 9/11 planner, Khalid Shaikh Mohammed (see 1987-1991), were both Iraqi spies. Iraq had planted phony identification documents—“legends”—in Kuwaiti government offices during the Iraqi occupation of Kuwait in 1990, she says. [Shenon, 2008, pp. 130-134] “The odds are high that these people are not whom they claim to be, and demonstrating that would constitute a clear link between Iraq and the 9/11 attack, as reasonably only Iraq could have created these legends while it occupied Kuwait,” she states. Al-Qaeda was a front group for Iraq in the same way that Hezbollah is a front group for Syria, she claims, and tells the Commission, “We went to war because senior administration officials believe Iraq was involved in 9/11” (see July 31, 2002). [Shenon, 2008, pp. 130-134]
Discrediting Mylroie - Several members of the Commission and its staff are dubious about Mylroie’s claims (see July 9, 2003). Commissioner Richard Ben-Veniste, one of those who believes her appearance is part of the Bush administration’s efforts to justify the war with Iraq, forces her to admit that “95 percent” of Middle East experts do not accept her theories about a connection between Iraq and al-Qaeda. Testimony later the same day by CIA expert Judith Yaphe further discredits Mylroie’s theories (see July 9, 2003). Both Yaphe and Ben-Veniste feel that Mylroie’s theories are shown to be little more than wild speculations with no evidence to bolster them, but the media coverage of her testimony is far different. She is given great credence by almost all of the mainstream media reports of her appearance before the Commission. [Shenon, 2008, pp. 130-134] Additionally, many of those who lost family members in the attacks are angered by Mylroie’s testimony (see July 9, 2003). Shortly after her testimony, Mylroie’s new book Bush vs. the Beltway will be published, expounding further on her theories. [Washington Monthly, 12/2003]

Among other topics addressed, he reaffirms his belief that terrorists operated in Iraq before the March 2003 invasion (citing Ansar al-Islam, “a al-Qaeda affiliate, I would call them al-Qaeda, was active in Iraq before the war, hence—a terrorist tie with Iraq…”) and that his insistence that Iraq had an active and threatening WMD program was based on “good solid intelligence[, t]he same intelligence that my predecessor [Bill Clinton] operated on.” [ABC News, 12/17/2003] In 2004, former Nixon White House counsel John Dean will respond, “His predecessor, however, never claimed that Saddam [Hussein] had imminent… nuclear capacity, nor did his predecessor say that Iraq had ties to al-Qaeda.” [Dean, 2004, pp. 153]
Iraq Had WMD Program, Bush Insists - Bush insists that weapons inspector David Kay proved Iraq did have a burgeoning and active WMD program (see October 2, 2003), and implies that it is just a matter of time before the actual weapons are found. Sawyer says, “But stated as a hard fact, that there were weapons of mass destruction as opposed to the possibility that he could move to acquire those weapons still,” to which Bush replies, “So what’s the difference?” Sawyer appears taken aback by the answer, and Bush continues that since it was possible Hussein would acquire WMDs, it was necessary to “get rid of him” to make “the world a safer, freer place.” Sawyer presses the point home: “What would it take to convince you he didn’t have weapons of mass destruction?” and Bush responds: “Saddam Hussein was a threat. And the fact that he is gone means America is a safer country.” Sawyer asks, “And if he doesn’t have weapons of mass destruction?” and Bush replies tartly: “Diane, you can keep asking the question. I’m telling you, I made the right decision for America. Because Saddam Hussein used weapons of mass destruction, invaded Kuwait (see August 2, 1990). But the fact that he is not there is, means America’s a more secure country.” [ABC News, 12/17/2003] White House press secretary Scott McClellan will later write, “Bush’s response was telling, much more so than I stopped to contemplate at the time.” [McClellan, 2008, pp. 200]
Why Read the News? - Sawyer asks Bush about his reported penchant for not reading the news for himself. Bush confirms that he gets his news from National Security Adviser Condoleezza Rice and White House chief of staff Andrew Card, who, Sawyer says, “give you a flavor of what’s in the news.” Bush agrees that this is the case, and says: “Yeah. I get my news from people who don’t editorialize. They give me the actual news. And it makes it easier to digest, on a daily basis, the facts.” Sawyer asks, “Is it just harder to read constant criticism or to read?” to which Bush replies: “Why even put up with it when you can get the facts elsewhere? I’m a lucky man. I’ve got, it’s not just Condi and Andy. It’s all kinds of people in my administration who are charged with different responsibilities. And they come in and say, ‘this is what’s happening, this isn’t what’s happening.’” Laura Bush, who joins her husband halfway through the interview, says she reads the newspapers, including the opinion columns, but says: “I agree with him that we can actually get what is really happening from the people who really know what’s happening. And that isn’t always what you get in the newspapers.… There are certain columnists I won’t read. I mean, what, you know, why would I?” [ABC News, 12/17/2003]
Wilson: Bush 'Systematically Deceived' US, 'Betrayed' Military - Months later, former ambassador Joseph Wilson will write: “It was clear, from this one statement, […] that the administration, from the president on down, had systematically deceived the American people, Congress, and the world. Most of all, the president had betrayed the soldiers, sailors, airmen, and Marines who so bravely march out when ordered into war to defend our country against immiment threats, or even from grave and gathering dangers. Iraq had posed neither. The difference, Mr. President, I thought, is that war was not the only option, or even the best one. We had gone to war over capacity, not stockpiles, not mushroom clouds (see September 4, 2002), not intent, or, as John Bolton had earlier said more directly, because scientists were on Saddam’s payroll. Our troops had died—and were continuing to die—in vain. I came away from this sad revelation resolved that, unlike the other bitterly divisive war debate of my lifetime, over the war in Vietnam, we should admit this terrible fact sooner, rather than later, and thereby revise our national policies accordingly.” [Wilson, 2004, pp. 414-415]

Over a period of months, Piro uses a combination of friendliness, warmth, and verbal provocations to tease a wealth of information from Hussein. At no time does Piro or other FBI interrogators use “aggressive” or “harsh” interrogation methods against Hussein. Piro works closely with a team of FBI and CIA analysts to pore over Hussein’s responses. He will later recall his sessions with Hussein for CBS News interviewer Scott Pelley.
'Mr. Saddam' - Piro begins calling the dictator “Mr. Saddam,” as a sign of respect; by the end of their time, they are on a first-name basis with one another. Hussein never finds out that Piro is “just” an FBI agent; he believes that Piro is far more influential than he actually is, and is directly briefing President Bush on their conversations. “He didn’t know I worked for the FBI, he didn’t know I was a field agent,” Piro will recall. Had he found out, “I think initially he would have been angry. He would feel that I was way beneath him, and would not respond well to the interrogation. Or even to me.… I think he thought, and actually on a couple of occasions talked around the issue that I was directly answering to the president.” Piro will recall setting several strategies of deception into motion, including his barking orders at the guards to send them into a panic to obey his instructions. “[I]t was all part of our strategy,” Piro will explain.
Controlling the Dictator - Piro will say that he gained physical control of the setting—a small, windowless room with chairs and a table—merely by placing himself between Hussein and the door. “I purposely put his back against the wall,” Piro will recall. “And then mine against the door, psychologically to tell him that his back was against the wall in the interview room. And that I stood between him and the door, psychologically. Between him whether it’s to go back to his cell, freedom, whatever he was projecting to be outside of that door. I was kind of that psychological barrier between him and the door.” Piro will add, “I basically said that I was gonna be responsible for every aspect of his life, and that if he needed anything I was gonna be the person that he needed to talk to.” Piro controls Hussein’s food and cleaning materials—Piro will describe Hussein as a “clean freak” who uses large numbers of baby wipes to disinfect his cell and his food. Piro allows Hussein pen and paper to write what Piro will describe as inordinate amounts of “terrible” poetry. “We had the guards remove their watches,” Piro will recall. “And the only person that was wearing a watch was me. And it was very evident to him, ‘cause I was wearing the largest wristwatch you could imagine. And it was just the act of him asking for the time—was critical in our plan.” Pelley says, “So you controlled time itself,” and Piro answers, “Yes.”
No Coercive Interrogation Methods - Piro will say that no coercive interrogations, such as sleep deprivation, excessive heat or cold, bombardment with loud music, or waterboarding are ever used. “It’s against FBI policy, first,” Piro will explain. “And wouldn’t have really benefited us with someone like Saddam.… I think Saddam clearly had demonstrated over his legacy that he would not respond to threats, to any type of fear-based approach.” The best methods for use with Hussein are, according to Piro, time and patience.
Using Emotions to Create Vulnerability - Piro uses their time to build a relationship with Hussein based on dependency, trust, and emotion. He alternates between treating Hussein with courtesy and kindness, and provoking him with pictures and video images designed to anger and embarrass the former dictator. He uses pictures of the toppling of Hussein’s statues and news videos documenting his overthrow. “I wanted him to get angry. I wanted him to see those videos and to get angry,” Piro will say. “You want to take him through those various emotions. Happy, angry, sad. When you have someone going through those emotions they’re not able to really control themselves. And they’re more vulnerable during the interview.”
Insult Drove Kuwait Invasion - Piro learns that one of the driving forces behind Hussein’s invasion of Kuwait in 1990 (see August 2, 1990) was personal insult. “What really triggered it for him, according to Saddam, was he had sent his foreign minister to Kuwait to meet with the Emir Al Sabah, the former leader of Kuwait, to try to resolve some of the… issues” between Kuwait and Iraq, Piro will recall. “And the Emir told the foreign minister of Iraq that he would not stop doing what he was doing until he turned every Iraqi woman into a $10 prostitute. And that really sealed it for him, to invade Kuwait. He wanted to punish, he told me, Emir Al Sabah, for saying that.” The 1991 US invasion of Iraq (see January 16, 1991 and After) soured Hussein on then-President George H. W. Bush, a feeling that Hussein transferred to the son. “He didn’t like President [George W.] Bush,” Piro will say. “He would have liked meeting President Reagan. He thought he was a great leader. Honorable man. He liked President Clinton. But he did not like President Bush, the first or the current.”
Small Things, Big Impact - Piro will recall the outsized impact relatively small incidents have on Hussein. One night the FBI flies Hussein to a hospital. He is manacled and blindfolded. Piro will remember: “And once I saw how beautiful Baghdad was in the middle of the night, so I took advantage of it. I allowed him to look out and the lights were on. There was traffic. And it looked like any other major metropolitan city around the world. And for him to see that. And as I mentioned, you know, big Baghdad is moving forward without you. I mean, little things like that didn’t require a lot of suggestion on our part. It made its point.” Piro even uses Hussein’s birthday, a former national holiday, to drive home his point. “In 2004, no one celebrated his birthday on April 28th. So the only one that really knew and cared was us. I’d brought him some cookies, and we, the FBI, celebrated his birthday for him.” Piro gives Hussein packets of flower seeds and allows him to plant his own small garden, which he must tend with his hands because the FBI will not allow him to use tools. Piro will recall that their strolls in Hussein’s tiny garden are often the site of large revelations.
Avoiding Capture - Hussein tells Piro that US forces simply missed him during the first days of the invasion, the “shock and awe” assault. “He said that he was at one of the locations. He said it in a kind of a bragging fashion, that he was there, but that we missed him,” Piro later says. “He told me he changed the way he traveled. He got rid of his normal vehicles. He got rid of the protective detail he traveled with. Really just to change his signature so he would be much harder to identify.” And Hussein denies ever using body doubles or decoys, as US intelligence had long asserted.
WMD - Five months into the sessions, Hussein finally opens up to Piro regarding the subject of Iraq’s WMD programs. Using indirection, Piro begins to tease information out of Hussein. “He told me that most of the WMD had been destroyed by the UN inspectors in the ‘90s. And those that hadn’t been destroyed by the inspectors were unilaterally destroyed by Iraq,” Piro will recall. So why, Pelley will ask, did Hussein “put your nation at risk, why put your own life at risk to maintain this charade?” Piro will respond: “It was very important for him to project that because that was what kept him, in his mind, in power. That capability kept the Iranians away. It kept them from reinvading Iraq.” It is apparent, Piro says, that Hussein did not believe he could survive without the perception that he had WMD. But Piro confirms that Hussein always intended to restart his WMD program someday. “The folks that he needed to reconstitute his program are still there,” Piro will observe. “He wanted to pursue all of WMD. So he wanted to reconstitute his entire WMD program.”
Did Not Believe US Would Invade - From there, Hussein begins to explain why he let the US continue to believe he had such weapons even as troops began massing on his borders. He didn’t believe the US would actually invade, he says. As Piro will recall: “[H]e told me he initially miscalculated President Bush. And President Bush’s intentions. He thought the United States would retaliate with the same type of attack as we did in 1998 under Operation Desert Fox (see December 16-19, 1998). Which was a four-day aerial attack. So you expected that initially.” Hussein says that Iraq would have survived a relatively limited aerial bombardment. “He survived that once,” Piro will recall. “And then he was willing to accept that type of attack. That type of damage.” But he never believed the US would invade until almost the moment of the initial assault.
'The Secret War' - Hussein knew his military could not win in any confrontation with the US. Instead, as Piro will recall: “What he had asked of his military leaders and senior government officials was to give him two weeks. And at that point it would go into what he called the secret war.… Going from a conventional to an unconventional war.” Pelley will remark, “So the insurgency was part of his plan from the very beginning,” to which Piro will say, “Well, he would like to take credit for the insurgency.”
Iraq and al-Qaeda - Hussein confirms that his regime had no dealings with al-Qaeda, as many Bush officials have long believed. Hussein considered Osama bin Laden “a fanatic,” according to Piro. “You can’t really trust fanatics,” Hussein tells the interrogator. And he had no interest in any alliance with al-Qaeda. “He didn’t wanna be seen with bin Laden,” Piro will recall. “And didn’t want to associate with bin Laden.” Hussein viewed bin Laden as a threat to him and his regime.
Independent Confirmation and Praise for Piro's Efforts - Hussein’s claims are later verified by independent interrogations with other high-ranking Hussein regime officials. Piro’s boss, FBI Assistant Director Joe Persichini, will say that Piro’s interrogation is a high mark of the bureau’s recent efforts. “The FBI will be celebrating its 100th anniversary this year and I would have to say that the interview with Saddam Hussein is one of the top accomplishments of our agency in the last 100 years,” Persichini will say, and gives credit to Piro’s language skills. Only about 50 of the 10,000 FBI agents speak Arabic, he will note. Piro will credit his FBI and CIA colleagues for their work in analyzing Hussein’s statements, and their extensive knowledge of Hussein and his regime. “The more you know about your subject, the better of an interview… that you’re gonna conduct,” he will say. “You’ll be able to recognize inconsistencies, deception, things like that. Plus it really establishes your credibility within the interview.”
No Regrets - One thing Hussein never shows during his long interviews, Piro later recalls, is remorse. “No remorse,” Piro will say. “No regret.” [CBS News, 1/27/2008]

Cover of Wilson’s ‘The Politics of Truth.’Cover of Wilson’s ‘The Politics of Truth.’ [Source: Barnes and Noble]Former ambassador Joseph Wilson, who helped disprove the White House’s claim that Iraq had attempted to buy uranium from Niger (see February 21, 2002-March 4, 2002 and July 6, 2003) and in turn had his wife, Valerie Plame Wilson, exposed as a CIA agent through a White House leak (see July 14, 2003, September 26, 2003, and September 30, 2003), publishes his book, The Politics of Truth: Inside the Lies that Led to War and Betrayed My Wife’s CIA Identity: A Diplomat’s Memoir. He had signed with a relatively small publisher, Carroll & Graf, after making a gentleman’s agreement with C&G editor Philip Turner, and refused to allow his literary agent to bid his book out for a larger advance in order to honor the agreement with Turner. According to Wilson’s wife, he worked relentlessly for four months to complete the book, eager to tell not just the story of his trip to Niger and his wife’s outing, but to write about his wide and varied diplomatic career in Africa and the Middle East (see September 5, 1988 and After, September 20, 1990, and Late November, 1990). [Wilson, 2007, pp. 171-172] The book sells well and garners mostly positive reviews; for example, author and former White House counsel John Dean gives it a glowing review in the New York Times (see May 12, 2004). But right-wing supporters of the Bush administration quickly publish their own vilifications of Wilson and his book (see July 12, 2004). Plame Wilson will write in 2007: “Having lived through the first spate of attacks on Joe’s credibility and character in the wake of the leak, I thought I had acquired some armor. I was wrong. I knew the comments were politically motivated, but they were still painful to read, and once again we felt under siege.” Plame Wilson is particularly alarmed by the death threats made against her and her family by unidentified telephone callers, including one “seriously deranged person” who manages to talk to her four-year-old son for a moment. She asks the CIA for additional security measures to protect her children, a request that the agency will eventually deny. She will recall: “To say that the CIA response ‘disappointed’ me doesn’t begin to touch the betrayal that I felt. After [REDACTED] loyal service, I expected the agency to come through on its standing promise to protect its ‘family,’ something that had always been a point of CIA pride.… Clearly, I was on my own.” [Wilson, 2007, pp. 178-180]

Vincent Cannistraro, the former head of the CIA’s counterterrorism office, says that no evidence has ever been found to support a tie between Iraq and the 9/11 attacks. Nor has any evidence shown that any connections exist between Iraq and the 1993 World Trade Center bombing (see February 26, 1993). Instead, those ties were postulated for purposes of political manipulation. Cannistraro says: “The policymakers already had conceits they had adopted without reference to current intelligence estimates. And those conceits were: Saddam was evil, a bad man, he had evil intentions, and they were greatly influenced by neoconservative beliefs that Saddam had been involved with the sponsorship of terrorism in the United States since as early as 1993, with the first World Trade Center bombing.… None of this is true, of course, but these were their conceits, and they continue in large measure to be the conceits of a lot of people like Jim Woolsey” (see February 2001). The intelligence and law enforcement communities have a different view: “The FBI did a pretty thorough investigation of the first World Trade Center bombing,” Cannistraro says, “and while it’s true that their policy was to treat terrorism as a law-enforcement problem, nevertheless, they understood how the first World Trade Center bombing was supported… and had linkages back to Osama bin Laden. He was of course, not indicted… because the FBI until recently believed that you prosecuted perpetrators, not the sponsors. In any event they knew there was no Saddam linkage. Laurie Mylroie promoted a lot of this (see Late July or Early August 2001), and people who came in [to the Bush administration], particularly in the Defense Department—[Paul] Wolfowitz and [Douglas] Feith (see June 2001)—were acolytes, promoting her book, The Study of Revenge (see October 2000), particularly in the Office of Special Plans (see September 2002), and the Secretary’s Policy Office (see Shortly After September 11, 2001). In any event, they already had their preconceived notions.… So the intelligence, and I can speak directly to the CIA part of it, the intelligence community’s assessments were never considered adequate.” [Middle East Policy Council, 6/2004]
