1970s: MEK Kills US Personnel in Tehran

The Mujahedeen-e Khalq (MEK), a militant Iranian political organization formed in the 1960s, kills US military personnel and US civilians working on defense projects in Tehran. MEK is currently led by husband and wife Massoud and Maryam Rajavi. MEK is part of a larger political organization know as the National Council of Resistance of Iran (NCRI). Ahmed Chalabi, the charismatic, MIT-educated head of Jordan’s Petra Bank, flees to London before charges can be filed against him in regards to the collapse of his bank (see August 2, 1989 and April 9, 1992). Unworried about the Jordanian charges, Chalabi, whose formerly wealthy family fled Iraq in 1958, establishes a loose grouping of Iraqi exiles called the Iraqi National Congress, with the aim of overthrowing Iraqi dictator Saddam Hussein. Chalabi has already forged ties with some US neoconservatives like Albert Wohlstetter and Richard Perle. Now he begins cultivating ties with other influential neoconservatives such as Paul Wolfowitz, James Woolsey, Douglas Feith, and Perle’s protege, David Wurmser. Chalabi makes the rounds of the symposia and conferences, and wins new allies in pro-Israeli think tanks such as the Jewish Institute for National Security Affairs (JINSA) and the Washington Institute for Near East Policy (WINEP). Chalabi’s appeal to the neoconservatives is directly linked to his support for Israel as a regional power. The new Iraq he will build, he promises, will have strong relations with Israel. He even declares his intention to rebuild the oil pipeline from Kirkuk to Haifa, which has been inoperative since the 1940s. The neoconservatives ignore his close ties with the Iranian Shi’ite theocracy, as well as the Petra Bank’s funding of the Lebanese Shi’ite militia Amal. Instead, the neoconservatives view Chalabi as a potential savior of the Middle East. Patrick Clawson of WINEP says, “He could be Iraq’s national leader.” [Unger, 2007, pp. 123-125]

After founding the Iraqi National Congress (INC), Ahmed Chalabi approaches the CIA for help in overthrowing Saddam Hussein. The agency, hoping Chalabi can provide useful intelligence, gives the organization millions of dollars to set up a “forgery shop” inside an abandoned schoolhouse in the Kurdish town of Salahuddin. The INC promptly sets about creating phony mockups of Iraqi newspapers filled with stories of Hussein’s abuses. “It was something like a spy novel,” CIA agent Robert Baer will later recall. “It was a room where people were scanning Iraqi intelligence documents into computers, and doing disinformation. There was a whole wing of it that he did forgeries in.… He was forging back then, in order to bring down Saddam.” Carla Bonini, an Italian reporter, will later recall: “When I visited [Chalabi] in London, he told me, ‘You can have anything you want.’ It was like a shopping mall for intelligence.” Bonini quickly learns that Chalabi’s information, although often sensational, is virtually useless. None of it can be independently confirmed, and most of it turns out to be fabrications. One of the documents fabricated by the INC is a copy of a purported letter to Chalabi from President Clinton’s National Security Council. The letter requests Chalabi’s help in a plot to assassinate Saddam Hussein. Baer believes Chalabi’s intent is to trick the Iranians into believing that the Americans will kill Hussein, thus inspiring them into joining a plot against the dictator. According to Francis Brooke, a Rendon Group employee working with the INC, Chalabi did not create the forged letter. “That would be illegal,” he says. [New Yorker, 6/7/2004; Unger, 2007, pp. 125]

[Source: CNN]In 2006, a bipartisan Senate report will conclude that only one meeting between representatives of al-Qaeda and Saddam Hussein’s Iraq government took place prior to the Iraq war in 2003. “Debriefings and captured regime documents show that the Intelligence Community accurately assessed that Iraqi intelligence officer Farouq Hijazi met with bin Laden in 1995 in Sudan. Debriefings of Hijazi indicate that, prior to the meeting, Saddam directed Hijazi to “only listen” and not negotiate or promise anything to bin Laden. At the meeting, bin Laden requested an office in Iraq, military training for his followers, Chinese sea mines, and the broadcast of speeches from an anti-Saudi cleric,” Sheikh Salman al-Awdah. Hussein immediately rejected most of the requests, but considered broadcasting the speeches. However, it is unknown if he actually did. Hijazi files a negative report to his superiors, telling them that bin Laden was hostile and insisted on the Islamicization of Iraq, which is not in line with Hussein’s secular rule. Soon after filing the report, Hijazi is told by his superiors that he should not try to meet bin Laden again. [US Senate and Intelligence Committee, 9/8/2006, pp. 71-73 pdf file] Beginning in 1999, a number of news stories will allege a meeting between Hijazi and bin Laden, but will incorrectly claim the meeting took place in 1998 (see Late December 1998). The Boston Globe will later report, “[I]ntelligence agencies tracked contacts between Iraqi agents and al-Qaeda agents in the ‘90s in Sudan and Afghanistan, where bin Laden is believed to have met with Farouk Hijazi, head of Iraqi intelligence. But current and former intelligence specialists caution that such meetings occur just as often between enemies as friends. Spies frequently make contact with rogue groups to size up their intentions, gauge their strength, or try to infiltrate their ranks, they said.” [Boston Globe, 8/3/2003] Hijazi, head of the Iraqi Intelligence Service for a time, will be taken into custody by US forces in April 2003 and will make a deal to reactivate his intelligence network to benefit the US occupation. The CIA—concerned about Chalabi’s contacts with Iran and convinced that he is not capable of delivering on his promises—severs its ties with him and the Iraqi National Congress. The US State Department includes the Mujahedeen-e Khalq (MEK), a militant Iranian opposition group, in its list of foreign terrorist organizations. [Executive Office of the President, 9/12/2002 pdf file; Newsweek, 9/26/2002; US Department of State, 4/30/2003] MEK, which in English means, “People’s Holy Warriors,” [Christian Science Monitor, 7/29/2004] is later described by its former members as a cult. Its husband-and-wife leaders, Massoud and Maryam Rajavi, exercise absolute control over the group’s rank-and-file, requiring that members worship them and practice Mao-style self-denunciations. Many of the MEK’s members are tricked into joining the group. For example, the parents of Roshan Amini will tell the Christian Science Monitor in 2003 that their son joined because he had been told he would be able to complete two school grades in one year and earn a place in college. In 2006, a bipartisan Senate report will conclude that al-Qaeda leader Mahfouz Walad Al-Walid (a.k.a. Abu Hafs the Mauritanian) travels to Iraq this year in an attempt to meet with Saddam Hussein. This is according to debriefings and documentation found after the 2003 Iraq war. But Hussein refuses to meet him and directs that he should leave Iraq because he could cause a problem for the country. Different documents suggest Al-Walid travels in March or June, or makes two trips. He will make a similar attempt to meet with Hussein in 2002, and will be similarly rebuffed (see 2002). The Senate report will conclude that, despite many alleged meetings, these two attempted meetings by Al-Walid and an actual meeting between bin Laden and an Iraqi agent in 1995 (see Early 1995) were the only attempted contacts between the Iraqi government and al-Qaeda before the Iraq war. Bush allegedly tells Osama Siblani, publisher of an Arab American newspaper, that if he becomes president he will remove Saddam Hussein from power. “He told me that he was going to take him out,” Siblani says in a radio interview on Democracy Now! almost five years later. Siblani will also recall that Bush “wanted to go to Iraq to search for weapons of mass destruction, and he considered the regime an imminent and gathering threat against the United States.” As Siblani will later note, as a presidential candidate Bush has no access to classified intelligence on Iraqi weapons programs. He says, “We do not have any direct evidence that Iraq has used the period since [Operation] Desert Fox to reconstitute its WMD programs, although given its past behavior, this type of activity must be regarded as likely.… We assess that since the suspension of [UN] inspections in December of 1998, Baghdad has had the capability to reinitiate both its [chemical and biological weapons] programs… without an inspection monitoring program, however, it is more difficult to determine if Iraq has done so.” He continues, “Moreover, the automated video monitoring systems installed by the UN at known and suspect WMD facilities in Iraq are still not operating. In the months leading up to the war with Iraq, Bush administration officials manipulate the intelligence provided to them by analysts in order to drum up support for the invasion. Some analysts complain that they are under pressure to write assessments that support the administration’s case for invading Iraq. On March 7, 2002, Knight Ridder reports that various military officials, intelligence employees, and diplomats in the Bush administration have charged “that the administration squelches dissenting views and that intelligence analysts are under intense pressure to produce reports supporting the White House’s argument that Hussein poses such an immediate threat to the United States that preemptive military action is necessary.” [Knight Ridder, 10/7/2002]

During a phone call with Christopher Meyer, the British ambassador to the United States, National Security Adviser Condoleezza Rice suggests the possibility of Iraqi complicity in the attacks on New York and Washington. Following the strike on the Pentagon, Meyer held an emergency meeting of his staff at the British Embassy. He then calls Rice to offer condolences and support. He asks her who does she think was responsible for the attacks? In his 2005 memoirs, Meyer will recall: “The names al-Qaeda and Osama bin Laden were already in circulation. She said that the early evidence suggested that it was them. But there could also be a connection with Iraq. These notes will be leaked to the media nearly a year later. According to the notes, although Rumsfeld has already been given information indicating the 9/11 attacks were done by al-Qaeda (see 12:05 p.m. September 11, 2001) and he has been given no evidence so far indicating any Iraqi involvement, he is more interested in blaming the attacks on Iraq. According to his aide’s notes, Rumsfeld wants the “best info fast. Judge whether good enough hit S.H. [Saddam Hussein] at same time. Not only UBL [Osama bin Laden].… Need to move swiftly.… Go massive. Sweep it all up. [Source: ThinkProgress.org (left) and PBS (right)]Deputy Defense Secretary Paul Wolfowitz and Undersecretary of Defense for Policy Douglas Feith set up a secret intelligence unit, named the Counter Terrorism Evaluation Group (CTEG—sometimes called the Policy Counterterrorism Evaluation Group), to sift through raw intelligence reports and look for evidence of a link between Iraq and al-Qaeda. Modeled after "Team B" - The four to five -person unit, a “B Team” commissioned by Secretary of Defense Donald Rumsfeld and modeled after the “Team B” analysis exercise of 1976 (see November 1976), is designed to study the policy implications of connections between terrorist organizations. CTEG uses powerful computers and software to scan and sort already-analyzed documents and reports from the CIA, the Defense Intelligence Agency, the National Security Agency, and other agencies in an effort to consider possible interpretations and angles of analysis that these agencies may have missed due to deeply ingrained biases. Middle East specialist Harold Rhode recruits David Wurmser to head the project. Wurmser, the director of Middle East studies for the American Enterprise Institute, is a known advocate of regime change in Iraq, having expressed his views in a 1997 op-ed piece published in the Wall Street Journal (see November 12, 1997) and having participated in the drafting of the 1996 policy paper for Israeli prime minister Benjamin Netanyahu, A Clean Break: A New Strategy for Securing the Realm (see July 8, 1996). F. Michael Maloof, a former aide to Richard Perle, is also invited to take part in the effort, which becomes known internally as the “Wurmser-Maloof” project. Neither Wurmser nor Maloof are intelligence professionals [Washington Times, 1/14/2002; New York Times, 10/24/2002; Mother Jones, 1/2004; Los Angeles Times, 2/8/2004; Reuters, 2/19/2004; Quarterly Journal of Speech, 5/2006 pdf file] , but both are close friends of Feith’s.
Countering the CIA - Since the days of Team B, neoconservatives have insisted the CIA has done nothing but underestimate and downplay the threats facing the US. “They have a record over 30 years of being wrong,” says Defense Policy Board member Richard Perle, who adds that the CIA refuses to even allow for the possibility of a connection between Iraq and al-Qaeda—one of the topics that most interests Wurmser and Maloof. [Unger, 2007, pp. 226-227]
Finding Facts to Fit Premises - Maloof and Wurmser set up shop in a small room on the third floor of the Pentagon, where they set about developing a “matrix” that charts connections between terrorist organizations and their support infrastructures, including support systems within nations themselves. Both men have security clearances, so they are able to draw data from both raw and finished intelligence products available through the Pentagon’s classified computer system. More highly classified intelligence is secured by Maloof from his previous office. He will later recall, “We scoured what we could get up to the secret level, but we kept getting blocked when we tried to get more sensitive materials. I would go back to my office, do a pull and bring it in.… We discovered tons of raw intelligence. We were stunned that we couldn’t find any mention of it in the CIA’s finished reports.” Each week, Wurmser and Maloof report their findings to Stephen Cambone, a fellow member of the Project for the New American Century (PNAC—see January 26, 1998) neoconservative and Feith’s chief aide. George Packer will later describe their process, writing, “Wurmser and Maloof were working deductively, not inductively: The premise was true; facts would be found to confirm it.” CTEG’s activities cause tension within the intelligence community. Critics claim that its members manipulate and distort intelligence, “cherry-picking” bits of information that support their preconceived conclusions. Although the State Department’s own intelligence outfit, the Bureau of Intelligence and Research (INR), is supposed to have access to all intelligence materials circulating through the government, INR chief Greg Thielmann later says, “I didn’t know about its [CTEG’s] existence. They were cherry-picking intelligence and packaging it for [Vice President] Cheney and [Defense Secretary] Donald Rumsfeld to take to the president. That’s the kind of rogue operation that peer review is intended to prevent.” A defense official later adds, “There is a complete breakdown in the relationship between the Defense Department and the intelligence community, to include its own Defense Intelligence Agency. Wolfowitz and company disbelieve any analysis that doesn’t support their own preconceived conclusions. The CIA is enemy territory, as far are they’re concerned.” Wurmser and Maloof’s “matrix” leads them to conclude that Hamas, Hezbollah, Islamic Jihad, and other groups with conflicting ideologies and objectives are allowing these differences to fall to the wayside as they discover their shared hatred of the US. The group’s research also leads them to believe that al-Qaeda has a presence in such places as Latin American. For weeks, the unit will attempt to uncover evidence tying Saddam Hussein to the 9/11 attacks, a theory advocated by both Feith and Wolfowitz. Denial - Defending the project, Paul Wolfowitz will tell the New York Times that the team’s purpose is to circumvent the problem “in intelligence work, that people who are pursuing a certain hypothesis will see certain facts that others won’t, and not see other facts that others will.” He insists that the special Pentagon unit is “not making independent intelligence assessments.” [New York Times, 10/24/2002] The rest of the US intelligence community is not impressed with CTEG’s work. “I don’t have any problem with [the Pentagon] bringing in a couple of people to take another look at the intelligence and challenge the assessment,” former DIA analyst Patrick Lang will later say. “But the problem is that they brought in people who were not intelligence professionals, people were brought in because they thought like them. They knew what answers they were going to get.” [Unger, 2007, pp. 226-227]
Dismissing CIA's Findings that Iraq, al-Qaeda are Not Linked - One example is an early CTEG critique of a CIA report, Iraq and al-Qaeda: Interpreting a Murky Relationship. CTEG notes that the CIA included data indicating links between Iraq and al-Qaeda, and then blast the agency for “attempt[ing] to discredit, dismiss, or downgrade much of this reporting, resulting in inconsistent conclusions in many instances.” In CTEG’s view, policy makers should overlook any equivocations and discrepancies and dismiss the CIA’s guarded conclusions: “[T]he CIA report ought to be read for content only—and CIA’s interpretation ought to be ignored.” Their decision is powered by Wolfowitz, who has instructed them to ignore the intelligence community’s view that al-Qaeda and Iraq were doubtful allies. They also embrace the theory that 9/11 hijacker Mohammad Atta met with an Iraqi official in Prague, a theory discredited by intelligence professionals (see December 2001 and Late July 2002). Author Gordon R. Mitchell refers to the original Team B in calling the critique “1976 redux, with the same players deploying competitive intelligence analysis to sweep away policy obstacles presented by inconvenient CIA threat assessments.” In 1976, the Team B members were outsiders; now they are, Mitchell will write, “firmly entrenched in the corridors of power. Control over the levers of White House bureaucracy enabled Rumsfeld and Wolfowitz to embed a Team B entity within the administration itself. The stage was set for a new kind of Team B intelligence exercise—a stealth coup staged by one arm of the government against the other.” [Quarterly Journal of Speech, 5/2006 pdf file; Agence France-Presse, 2/9/2007]
Stovepiping Information Directly to White House - The group is later accused of stovepiping intelligence directly to the White House. Lang later tells the Washington Times: “That unit had meetings with senior White House officials without the CIA or the Senate being aware of them. That is not legal. There has to be oversight.” According to Lang and another US intelligence official, the two men go to the White House several times to brief officials, bypassing CIA analysts whose analyses they disagreed with. They allegedly brief White House staffers Stephen Hadley, the deputy national security adviser, and Lewis “Scooter” Libby, chief of staff for Vice President Richard Cheney, according to congressional staffers. [Washington Times, 7/29/2004] In October 2004, Senator Carl Levin (D-MI) will conclude, “[T]he differences between the judgments of the IC [intelligence community] and the DOD [Department of Defense] policy office [CTEG] might have been addressed by a discussion between the IC and DOD of underlying assumptions and the credibility and reliability of sources of raw intelligence reports. However, the IC never had the opportunity to defend its analysis, nor point out problems with DOD’s ‘alternative’ view of the Iraq-al-Qaeda relationship when it was presented to the policymakers at the White House.” Levin will add, “Unbeknownst to the IC, policymakers were getting information that was inconsistent with, and thus undermined, the professional judgments of the IC experts. Passing Intelligence to INC - According to unnamed Pentagon and US intelligence officials, the group is also accused of providing sensitive CIA and Pentagon intercepts to the US-funded Iraqi National Congress, which then pass them on to the government of Iran. [Washington Times, 7/29/2004] “I knew Chalabi from years earlier,” Maloof later recalls, “so I basically asked for help in giving us direction as to where to look for information in our own system in order to be able to get a clear picture of what we were doing. Shortly after the 9/11 attacks, Vice President Dick Cheney, Defense Secretary Donald Rumsfeld, and Deputy Defense Secretary Paul Wolfowitz create a secretive, ad hoc intelligence bureau within the Pentagon that they mockingly dub “The Cabal.” This small but influential group of neoconservatives is tasked with driving US foreign policy and intelligence reporting towards the goal of promoting the invasion of Iraq. To this end, the group—which later is folded into the slightly more official Office of Special Plans (OSP) (see 2002-2003)—gathers and interprets raw intelligence data for itself, refusing the participation of the experts in the CIA and DIA, and reporting, massaging, manipulating, and sometimes falsifying that information to suit their ends. [New Yorker, 5/12/2003] In October 2005, Larry Wilkerson, Secretary of State Colin Powell’s chief of staff, will say of the Cabal and the OSP (see October 2005), “What I saw was a cabal between the vice president of the United States, Richard Cheney, and the secretary of defense, Donald Rumsfeld, on critical issues that made decisions that the bureaucracy did not know were being made. Now it is paying the consequences of making those decisions in secret, but far more telling to me is America is paying the consequences.” [Financial Times, 10/20/2005]

The issue of possible Iraqi involvement in the 9/11 attacks is debated in a National Security Council meeting. According to journalist Bob Woodward, President Bush ends the debate by saying, “I believe Iraq was involved, but I’m not going to strike them now. I don’t have the evidence at this point.” Bush says wants to keep working on plans for military action in Iraq but indicates there will be plenty of time to do that later. Right now his focus is mainly on Afghanistan. [Woodward, 2002, pp. 99] At the time Bush says this, no evidence has emerged possibly linking Iraq to 9/11. One day later, an account of hijacker Mohamed Atta meeting an Iraqi agent in Prague will become known, but it will ultimately be discredited (see September 18, 2001).

On September 12, 2001, President Bush spoke to counterterrorism “tsar” Richard Clarke and told him to look into possible Iraqi links to the 9/11 attacks (see September 12, 2001). Clarke works with CIA and FBI experts to make a report on the issue. [Vanity Fair, 5/2004, pp. 238] On September 18, Clarke sends a memo to National Security Adviser Condoleezza Rice entitled, “Survey of Intelligence Information on Any Iraq Involvement in the September 11 Attacks.” It passes along a few foreign intelligence reports, including a report just coming out of the Czech Republic alleging that hijacker Mohamed Atta met an Iraqi agent in Prague in April 2001. But it concludes there is no compelling case that Iraq had planned the 9/11 attacks. It further points out that allegations of any ties between al-Qaeda and the Iraqi government are weak, especially since bin Laden resents the secular nature of Saddam Hussein’s government. [9/11 Commission, 7/24/2004, pp. 335, 559] Clarke will later claim that the first draft of his memo was returned by National Security Adviser Rice or her deputy Stephen Hadley because it did not find any link between Iraq and al-Qaeda. He says, “It got bounced and sent back, saying ‘Wrong answer…. Do it again.’” Rice and Hadley will later deny that they asked to have the memo redone for this reason. [New York Times, 10/12/2001] They also discuss how they might overcome some of the diplomatic and political pressures that would likely attempt to impede a policy of regime change in Iraq. Chalabi, Lewis Lead Discussion - During the seminar, two of Richard Perle’s invited guests, Chalabi and Lewis, lead the discussion. Lewis says that the US must encourage democratic reformers in the Middle East, “such as my friend here, Ahmed Chalabi.” Chalabi argues that Iraq is a breeding ground for terrorists and asserts that Saddam Hussein’s regime has weapons of mass destruction. [Vanity Fair, 5/2004, pp. 232; Middle East Policy Council, 6/2004] He also asserts “there’d be no resistance” to an attack by the US, “no guerrilla warfare from the Ba’athists, and [it would be] a quick matter of establishing a government.” [New Yorker, 6/7/2004]
Overthrow of Hussein Advocated - Attendees write a letter to President Bush calling for the removal of Saddam Hussein. “[E]ven if evidence does not link Iraq directly to the attack [of 9/11], any strategy aiming at the eradication of terrorism and its sponsors must include a determined effort to remove Saddam Hussein from power in Iraq. Failure to undertake such an effort will constitute an early and perhaps decisive surrender in the war on international terrorism,” the letter reads. The letter is published in the Washington Times on September 20 (see September 20, 2001) in the name of the Project for the New American Century (PNAC), a neoconservative think tank that believes the US needs to shoulder the responsibility for maintaining “peace” and “security” in the world by strengthening its global hegemony. [Project for the New American Century, 9/20/2001; Manila Times, 7/19/2003] Bush reportedly rejects the letter’s proposal, as both Vice President Dick Cheney and Powell agree that there is no evidence implicating Saddam Hussein in the 9/11 attacks. Douglas Feith suggests in a draft memo [Washington Post, 8/7/2004] that the US should consider “hitting terrorists outside the Middle East in the initial offensive, perhaps deliberately selecting a non-al-Qaeda target like Iraq.” Other regions he proposes attacking include South America and Southeast Asia. He reasons that an initial attack against such targets would “surprise… the terrorists” and catch them off guard. [9/11 Commission, 7/24/2004, pp. 277, 533; Newsweek, 8/8/2004] According to Newsweek, the content of Feith’s memo derives from the work of the Counter Terrorism Evaluation Group (see Shortly After September 11, 2001), a project headed by Michael Maloof and David Wurmser. The group suggested that an attack on the remote Triborder region, where Paraguay, Argentina, and Brazil meet and where Iranian-backed Hezbollah is said to have a presence, would have a ripple effect among international Islamic militant groups. [Newsweek, 8/8/2004] Feith later says his memo merely expands upon ideas put forth by Defense Secretary Donald Rumsfeld in a memo (see September 19, 2001) the secretary wrote the day before to Gen. Henry Shelton, chairman of the Joint Chiefs of Staff. [Washington Post, 8/7/2004] The logic behind proposing strikes against targets outside of the Middle East, Feith says, was based on the need to “cast a wide net” and achieve “additional objectives,” such as creating fissures in the enemy network, highlighting “the global nature of the conflicts,” showing “seriousness of US military purpose,” and demonstrating that the “war would not be limited geographically to Afghanistan.” [Washington Post, 8/7/2004]

During President Bush’s presidential daily briefing (PDB), Bush is informed that the US intelligence community has found no evidence linking Saddam Hussein’s regime in Iraq to the 9/11 attacks, nor any evidence of links between Hussein and al-Qaeda. The briefing has been prepared at the request of Bush, who is said to be eager to learn of any possible connection between Iraq and al-Qaeda. Yet during the briefing, he is told that the few believable reports of contact between the two were in fact attempts by Hussein to monitor the group, which he considered a threat to his secular regime. Analysts believe that at one point Hussein considered infiltrating al-Qaeda with Iraqi nationals or Iraqi intelligence operatives, so as to learn more about its inner workings. A former US administration official later will state, “What the president was told on September 21 was consistent with everything he has been told since—that the evidence [linking Iraq to 9/11] was just not there.” The existence of the September 21 PDB will not be disclosed to the Senate Intelligence Committee until the summer of 2004, while the committee will be investigating whether the Bush administration misrepresented intelligence information in the period leading up to the March 2003 invasion of Iraq. As of the end of 2005, the Bush administration will still refuse to turn over the briefing, even on a classified basis, and will say nothing more about it other than the fact that it exists. [National Journal, 11/22/2005; MSNBC, 11/22/2005; Agence France-Presse, 11/23/2005; Unger, 2007, pp. 217] According to journalist Ron Suskind, during the meeting, CIA Director George Tenet tells Bush about the alleged meeting hijacker Mohamed Atta had with an Iraqi agent in Prague, which has been reported in the media in recent days (see September 18, 2001). However, Tenet says: “Our Prague office is skeptical about the report. It just doesn’t add up.” He points out that credit card and phone records place Atta in Virginia during the time in question. Four prominent Republican officials make alarming comments about terrorism and especially the use of WMDs against the US:
bullet Attorney General John Ashcroft says on CNN: “We believe there are substantial risks of terrorism still in the United States of America. As we as a nation respond to what has happened to us, those risks may in fact go up.”
bullet White House chief of staff Andrew Card says on Fox News, “I’m not trying to be an alarmist, but we know that these terrorist organizations, like al-Qaeda, run by Osama bin Laden and others, have probably found the means to use biological or chemical warfare.”
bullet Defense Secretary Donald Rumsfeld says on NBC’s Meet the Press, “There’s always been terrorism, but there’s never really been worldwide terrorism at a time when the weapons have been as powerful as they are today, with chemical and biological and nuclear weapons spreading to countries that harbor terrorists.” He suggests several countries supporting terrorists either have WMDs or are trying to get them. “It doesn’t take a leap of imagination to expect that at some point those nations will work with those terrorist networks and assist them in achieving and obtaining those kinds of capabilities.” He does not name these countries, but the New York Times notes the next day that the US military had recently identified the WMD programs in Iraq, Iran, Syria, and Sudan as cause for concern.
bullet Representative Henry Hyde (R-IL), the chairman of the House International Relations Committee, also says on Meet the Press that biological weapons “scare” him more than nuclear weapons because they can be brought into the country “rather easily.”
The New York Times reports that there is no new intelligence behind these alarming comments. By contrast, Senator Joseph Biden (D-DE), chairman of the Senate Foreign Relations Committee, says it is unlikely terrorists are capable of making extremely deadly biological weapons. He says that terrorists might have access to weapons that use anthrax or smallpox, but while “There are those serious things… we can deal with them.” [New York Times, 10/1/2001] Deputy press secretary Scott McClellan will later observe: “Even the Cheney-driven White House effort to provide all Americans with the smallpox vaccine that was being pushed publicly in the latter weeks of 2002 played into the environment of fear about the Iraq WMD threat. It seems to me a little cynical to suggest that its timing was calculated, but it did not hurt the broader campaign to sell the war.” [McClellan, 2008, pp. 138]

The Observer reports that investigators of the anthrax attacks (see October 5-November 21, 2001) believe Iraq is the prime suspect. One CIA source says, “They aren’t making this stuff in caves in Afghanistan. ‘This is prima facie evidence of the involvement of a state intelligence agency. Maybe Iran has the capability. But it doesn’t look likely politically. That leaves Iraq.” [Observer, 10/14/2001] However, this theory only remains the predominant one for a few days. On October 19, the New York Times is dismissive of the Iraq theory and suggests al-Qaeda or a disgruntled American loner could be behind the attacks instead (see October 19, 2001). In November, the American loner theory will become predominant (see November 10, 2001). But in late 2002, with war against Iraq growing increasingly likely, the Iraq theory appears to make a comeback (see October 28, 2002).

Vice President Cheney chairs a National Security Council meeting because President Bush is overseas. According to journalist Bob Woodward, who later interviews many participants in the meeting, the topic of the recent anthrax attacks is discussed (see October 5-November 21, 2001). CIA Director George Tenet suggests that al-Qaeda is behind the attacks. He also adds, “I think there’s a state sponsor involved. It’s too well thought out, the powder’s too well refined. It might be Iraq, it might be Russia, it might be a renegade scientist,” perhaps from Iraq or Russia. Vice President Cheney’s chief of staff I. Lewis Libby also suggests the anthrax attacks were state sponsored. “We’ve got to be careful on what we say. If we say it’s al-Qaeda, a state sponsor may feel safe and then hit us thinking they will have a bye because we’ll blame it on al-Qaeda.” Tenet replies, “I’m not going to talk about a state sponsor.” Vice President Cheney comments, “It’s good that we don’t, because we’re not ready to do anything about it.” [Woodward, 2002, pp. 244] No strong evidence will emerge tying the attacks to al-Qaeda or any state sponsor. The anthrax attacks still remain completely unsolved.

A London Times article by Daniel McGrory claims that not only did Mohamed Atta meet with an Iraqi agent in Prague, but that “a special FBI team” is studying “a report from Prague that anthrax spores were given to Atta” during the meeting. Furthermore, “Saddam’s agents were spotted at various times this year with Atta in Germany, Spain, Italy and the Czech Republic,” and that Atta met with the agent in Prague at least four times. Additionally, an Iraqi intelligence agent in Rome was seen with Atta in Prague and Hamburg and then disappeared shortly before the 9/11 attacks. The article also alleges numerous meetings between Iraqi agents and Osama bin Laden, as well as a meeting between al-Qaeda second-in command Ayman Zawahiri and Iraqi Vice-President Taha Yasin Ramadan. Furthermore, al-Qaeda operatives were supposedly given advanced weapons training in Iraq supervised by Saddam Hussein’s son Uday Hussein. The article mentions no sources at all for these stunning allegations, except to refer to some other recent articles in a couple of cases. However, the article does mention former CIA Director James Woolsey, and it seems probable that Woolsey is a force behind the article, since he is in London at the time attempting to find evidence supporting the Prague meeting and Iraqi involvement in the anthrax attacks (see Mid-September-October 2001). [London Times, 10/27/2001] This article represents the height of the propaganda effort attempting to link al-Qaeda and the Iraqi government together. Many of the allegations in the article are never mentioned in any other newspaper article, and all of them will eventually be debunked.

[Source: PBS]An Iraqi defector identifying himself as Jamal al-Ghurairy, a former lieutenant general in Saddam Hussein’s intelligence corps, the Mukhabarat, tells two US reporters that he has witnessed foreign Islamic militants training to hijack airplanes at an alleged Iraqi terrorist training camp at Salman Pak, near Baghdad. Al-Ghurairy also claims to know of a secret compound at Salman Pak where Iraqi scientists, led by a German, are producing biological weapons. Al-Ghurairy is lying both about his experiences and even his identity, though the reporters, New York Times war correspondent Chris Hedges and PBS’s Christopher Buchanan, do not know this. The meeting between al-Ghurairy and the reporters, which takes place on November 6, 2001, in a luxury suite in a Beirut hotel, was arranged by Ahmed Chalabi’s Iraqi National Congress (INC). Buchanan later recalls knowing little about al-Ghurairy, except that “[h]is life might be in danger. I didn’t know much else.” Hedges recalls the former general’s “fierce” appearance and “military bearing.… He looked the part.” Al-Ghurairy is accompanied by several other people, including the INC’s political liaison, Nabeel Musawi. “They were slick and well organized,” Buchanan recalls. Hedges confirms al-Ghurairy’s credibility with the US embassy in Turkey, where he is told that CIA and FBI agents had recently debriefed him. The interview is excerpted for an upcoming PBS Frontline episode, along with another interview with an INC-provided defector, former Iraqi sergeant Sabah Khodada, who echoes al-Ghurairy’s tale. While the excerpt of al-Ghurairy’s interview is relatively short, the interview itself takes over an hour. Al-Ghurairy does not allow his face to be shown on camera.
Times Reports Defectors' Tale - Two days later, on November 8, Hedges publishes a story about al-Ghurairy in the New York Times Times. The Frontline episode airs that same evening. [New York Times, 11/8/2001; Mother Jones, 4/2006] Hedges does not identify al-Ghurairy by name, but reports that he, Khodada, and a third unnamed Iraqi sergeant claim to have “worked for several years at a secret Iraqi government camp that had trained Islamic terrorists in rotations of five or six months since 1995. They said the training at the camp, south of Baghdad, was aimed at carrying out attacks against neighboring countries and possibly Europe and the United States.” Whether the militants being trained are linked to al-Qaeda or Osama bin Laden, the defectors cannot be sure, nor do they know of any specific attacks carried out by the militants. Hedges writes that the interviews were “set up by an Iraqi group that seeks the overthrow of… Hussein.” He quotes al-Ghurairy as saying, “There is a lot we do not know. We were forbidden to speak about our activities among each other, even off duty. But over the years, you see and hear things. These Islamic radicals were a scruffy lot. They needed a lot of training, especially physical training. But from speaking with them, it was clear they came from a variety of countries, including Saudi Arabia, Yemen, Algeria, Egypt, and Morocco. We were training these people to attack installations important to the United States. The Gulf War never ended for Saddam Hussein. He is at war with the United States. We were repeatedly told this.” He uses Khodada’s statements as support for al-Ghurairy’s, identifies Khodada by name, and says that Khodada “immigrated to Texas” in May 2001 “after working as an instructor for eight years at Salman Pak…” He quotes the sergeant as saying, “We could see them train around the fuselage. We could see them practice taking over the plane.” Al-Ghurairy adds that the militants were trained to take over a plane without using weapons. Hedges reports that Richard Sperzel, the former chief of the UN biological weapons inspection teams in Iraq, says that the Iraqis always claimed Salman Pak was an anti-terror training camp for Iraqi special forces. However, Sperzel says, “[M]any of us had our own private suspicions. We had nothing specific as evidence.” The US officials who debriefed al-Ghurairy, Hedges reports, do not believe that the Salman Pak training has any links to the 9/11 hijackings. Hedges asks about one of the militants, a clean-shaven Egyptian. “No, he was not Mohamed Atta.” Atta led the 9/11 hijackers. Hedges notes that stories such as this one will likely prompt “an intense debate in Washington over whether to extend the war against Osama bin Laden and the Taliban government of Afghanistan to include Iraq.” [New York Times, 11/8/2001; Columbia Journalism Review, 7/1/2004]
Heavy Press Coverage - The US media immediately reacts, with op-eds running in major newspapers throughout the country and cable-news pundits bringing the story to their audiences. National security adviser Condoleezza Rice says of the story, “I think it surprises no one that Saddam Hussein is engaged in all kinds of activities that are destabilizing.” The White House will use al-Ghurairy’s claims in its background paper, “Decade of Deception and Defiance,” prepared for President’s Bush September 12, 2002 speech to the UN General Assembly (see September 12, 2002). Though the tale lacks specifics, it helps bolster the White House’s attempts to link Saddam Hussein to the 9/11 hijackers, and helps promote Iraq as a legitimate target in the administration’s war on terror. (Five years later, the reporters involved in the story admit they were duped—see April 2006.)
Complete Fiction - The story, as it turns out, is, in the later words of Mother Jones reporter Jack Fairweather, “an elaborate scam.” Not only did US agents in Turkey dismiss the purported lieutenant general’s claims out of hand—a fact they did not pass on to Hedges—but the man who speaks with Hedges and Buchanan is not even Jamal al-Ghurairy. The man they interviewed is actually a former Iraqi sergeant living in Turkey under the pseudonym Abu Zainab. (His real name is later ascertained to be Abu Zeinab al-Qurairy, and is a former Iraqi general and senior officer in the Mukhabarat.) The real al-Ghurairy has never left Iraq. In 2006, he will be interviewed by Fairweather, and will confirm that he was not the man interviewed in 2001 (see October 2005). [Columbia Journalism Review, 7/1/2004; Mother Jones, 4/2006] Hedges and Buchanan were not the first reporters to be approached for the story. The INC’s Francis Brooke tried to interest Newsweek’s Michael Isikoff in interviewing Khodada to discuss Salman Pak. Isikoff will recall in 2004 that “he didn’t know what to make of the whole thing or have any way to evaluate the story so I didn’t write about it.” [Columbia Journalism Review, 7/1/2004]
"The Perfect Hoax" - The interview was set up by Chalabi, the leader of the INC, and former CBS producer Lowell Bergman. Bergman had interviewed Khodada previously, but was unable to journey to Beirut, so he and Chalabi briefed Hedges in London before sending him to meet with the defector. Chalabi and Bergman have a long relationship; Chalabi has been a source for Bergman since 1991. The CIA withdrew funding from the group in 1996 (see January 1996) due to its poor intelligence and attempts at deception. For years, the INC combed the large Iraqi exile communities in Damascus and Amman for those who would trade information—real or fabricated—in return for the INC’s assistance in obtaining asylum to the West. Helping run that network was Mohammed al-Zubaidi, who after 9/11 began actively coaching defectors, according to an ex-INC official involved in the INC’s media operations (see December 17, 2001 and July 9, 2004). The ex-INC official, Adnan Ihsan Saeed al-Haideri, did everything from help defectors brush up and polish their stories, to concocting scripts that defectors with little or no knowledge could recite: “They learned the words, and then we handed them over to the American agencies and journalists.” After 9/11, the INC wanted to come up with a big story that would fix the public perception of Saddam Hussein’s involvement in the 9/11 attacks. Al-Zubaidi was given the task. He came up with al-Ghurairy. He chose Zainab for his knowledge of the Iraqi military, brought him to Beirut, paid him, and began prepping him. In the process, al-Zainab made himself known to American and Turkish intelligence officials as al-Ghurairy. “It was the perfect hoax,” al-Haideri will recall in 2006. “The man was a born liar and knew enough about the military to get by, whilst Saddam’s regime could hardly produce the real Ghurairy without revealing at least some of the truth of the story.” Al-Haideri will say that the reality of the Salman Pak story was much as the Iraqis claimed—Iraqi special forces were trained in hostage and hijack scenarios. Al-Zubaidi, who in 2004 will admit to his propaganda activities, calls Al-Zainab “an opportunist, cheap and manipulative. He has poetic interests and has a vivid imagination in making up stories.” [Mother Jones, 4/2006]
Stories Strain Credulity - Knight Ridder reporter Jonathan Landay later says of al-Qurairy, “As you track their stories, they become ever more fantastic, and they’re the same people who are telling these stories, until you get to the most fantastic tales of all, which appeared in Vanity Fair magazine.” Perhaps al-Qurairy’s most fabulous story is that of a training exercise to blow up a full-size mockup of a US destroyer in a lake in central Iraq. Landay adds, “Or, jumping into pits of fouled water and having to kill a dog with your bare teeth. I mean, and this was coming from people, who are appearing in all of these stories, and sometimes their rank would change.… And, you’re saying, ‘Wait a minute. There’s something wrong here, because in this story he was a major, but in this story the guy’s a colonel. And, in this story this was his function, but now he says in this story he was doing something else.’” Landay’s bureau chief, John Walcott, says of al-Qurairy, “What he did was reasonably clever but fairly obvious, which is he gave the same stuff to some reporters that, for one reason or another, he felt would simply report it. And then he gave the same stuff to people in the Vice President’s office [Dick Cheney] and in the Secretary of Defense’s office [Donald Rumsfeld]. And so, if the reporter called the Department of Defense or the Vice President’s office to check, they would’ve said, ‘Oh, I think that’s… you can go with that. We have that, too.’ So, you create the appearance, or Chalabi created the appearance, that there were two sources, and that the information had been independently confirmed, when, in fact, there was only one source. And it hadn’t been confirmed by anybody.” Landay adds, “[L]et’s not forget how close these people were to this administration, which raises the question, was there coordination? I can’t tell you that there was, but it sure looked like it.” [PBS, 4/25/2007]
No Evidence Found - On April 6, 2003, US forces will overrun the Salman Pak facility. They will find nothing to indicate that the base was ever used to train terrorists (see April 6, 2003).

Richard Perle, chairman of the Defense Policy Board, says in a speech delivered at the Foreign Policy Research Institute’s annual dinner that Saddam Hussein “is busily at work on a nuclear weapon” and that “it’s simply a matter of time before he acquires nuclear weapons.” His assertion is based on information that was provided to him personally by Iraqi defector Khidir Hamza. According to Perle, Hamza said that after the Israeli strikes against Iraq’s Osirak reactor in 1981 (see June 7, 1981), Iraq built some 400 uranium enrichment facilities all over the country in order to protect its nuclear program from future attacks. “Some look like farmhouses, some of them look like classrooms, some of them look like warehouses. Strapped to a polygraph machine [Rolling Stone, 11/17/2005] , al-Haideri proceeds to tell the agent he is a civil engineer who helped hide Iraq’s illicit weapons in subterranean wells, private villas, and even beneath the Saddam Hussein Hospital. After reviewing the polygraph, which was requested by the Defense Intelligence Agency, the intelligence debriefer concludes that Haideri made the entire story up. Zaab Sethna of the Iraqi National Congress (INC) arranges for Iraqi defector Adnan Ihsan Saeed al-Haideri to be interviewed by Judith Miller of the New York Times. Miller, who has known Chalabi for about eight years (see May 1, 2003), immediately flies out to Bangkok for the interview. Her story is published on December 20, just three days after Haideri told his story to a CIA agent who subjected him to a polygraph and determined Haideri’s story was a complete fabrication (see December 17, 2001). Miller’s front-page article, titled “An Iraqi defector tells of work on at least 20 hidden weapons sites,” reports: “An Iraqi defector who described himself as a civil engineer, said he personally worked on renovations of secret facilities for biological, chemical and nuclear weapons in underground wells, private villas and under the Saddam Hussein Hospital in Baghdad as recently as a year ago.” If verified, Miller notes, “his allegations would provide ammunition to officials within the Bush administration who have been arguing that Mr. Hussein should be driven from power partly because of his unwillingness to stop making weapons of mass destruction, despite his pledges to do so.” Sethna also contacts freelance journalist Paul Moran. Moran is a former employee of the INC and has been employed for years by the Rendon Group, a firm specializing in “perception management” and which helped develop the INC (see May 1991). Moran’s on-camera interview with Haideri is broadcast worldwide by the Australian Broadcasting Corp. [New York Times, 12/20/2001; SBS Dateline, 7/23/2003; New York Review of Books, 2/26/2004; Rolling Stone, 11/17/2005] Reporter Jonathan Landay will later say that he and others were skeptical from the outset: “There were some red flags that the New York Times story threw out immediately, which caught our eye, immediately. The first was the idea that a Kurd—the enemy of Saddam—had been allowed into his most top secret military facilities. I don’t think so. That was, for me, the biggest red flag. And there were others, like the idea that Saddam Hussein would put a biological weapons facility under his residence. I mean, would you put a biological weapons lab under your living room? I don’t think so.” Landay’s partner Warren Strobel will add, “The first rule of being an intelligence agent, or a journalist, and they’re really not that different, is you’re skeptical of defectors, because they have a reason to exaggerate. They want to increase their value to you. They probably want something from you. Doesn’t mean they’re lying, but you should be—journalists are supposed to be skeptical, right? And I’m afraid the New York Times reporter in that case and a lot of other reporters were just not skeptical of what these defectors were saying. Nor was the administration…” [PBS, 4/25/2007]

After more than two months and more than 350 inspections, the UN teams have failed to find the arsenal of banned weapons the US and Britain claim Iraq has. Nor are there any signs of programs to build such weapons. The London Observer reports that International Atomic Energy Agency (IAEA) inspectors are convinced Iraq does not have a reconstituted nuclear weapons program. “IAEA officials and intelligence sources admit it is extremely unlikely that Iraq has nuclear weapons squirreled away,” The Observer reports, explaining that “… the IAEA [had] revealed that analysis of samples taken by UN nuclear inspectors in Iraq… showed no evidence of prohibited nuclear activity.” [Observer, 1/26/2003; Los Angeles Times, 1/26/2003; Washington Post, 12/27/2003]

President Bush’s State of the Union speech describes an “axis of evil” consisting of Iraq, Iran, and North Korea. Osama bin Laden is not mentioned in the speech. [US President, 2/4/2002] Bush says: “States like these and their terrorist allies, constitute an axis of evil, arming to threaten the peace of the world. By seeking weapons of mass destruction, these regimes pose a grave and growing danger. They could provide these arms to terrorists, giving them the means to match their hatred. They could attack our allies or attempt to blackmail the United States. In any of these cases, the price of indifference would be catastrophic.” Bush goes on to suggest for the first time that the US might be prepared to launch pre-emptive wars by saying, “The United States of America will not permit the world’s most dangerous regimes to threaten us with the world’s most destructive weapons.” [Vanity Fair, 5/2004] When Bush advisor Richard Perle was asked one month before 9/11 about new challenges the US faced, he replied by naming these exact three countries (see August 6, 2001). Michael Gerson, head of the White House speechwriting team at the time, will later claim that, as Newsweek will later put it, “Bush was already making plans to topple Saddam Hussein, but he wasn’t ready to say so.” Iran and North Korea are inserted into the speech in order to avoid focusing solely on Iraq. The speech is followed by a new public focus on Iraq and a downplaying of bin Laden (see September 15, 2001-April 6, 2002). Prior to the speech, the Iranian government had been very helpful in the US fight against the Taliban, since the Taliban and Iran were enemies. [Newsweek, 2/12/2007] At the time, al-Qaeda operatives had been streaming into Iran from Afghanistan following the defeat of the Taliban. Iran has been turning over hundreds of suspects to US allies and providing US intelligence with the names, photographs, and fingerprints of those it is holding. [Washington Post, 2/10/2007] Newsweek will later say that it is “beyond doubt” the Iranian government was “critical… to stabilizing [Afghanistan] after the fall of Kabul.” But all this cooperation comes to an end after the speech. Iranian Deputy Foreign Minister Mohammad Hossein Adeli will later say that “Those [inside the Iranian government] who were in favor of a rapprochement with the United States were marginalized. The speech somehow exonerated those who had always doubted America’s intentions.” [Newsweek, 2/12/2007] In August 2003, reporter Jeffrey St. Clair will write that “the Axis of Evil [is not] an ‘axis’ at all, since two of the states, Iran and Iraq, hate… each other, and neither [have] anything at all to do with the third, North Korea.” [CounterPunch, 8/13/2003]

Peter Ricketts, the British Foreign Office’s political director, offers advice to Foreign Secretary Jack Straw who is to provide Tony Blair with a note (see March 25, 2002) before he sets off for a planned meeting with Bush in Texas. In the memo, Ricketts recommends that Blair back the Bush policy on regime change, in a broad sense, because it would allow the British to exert some influence on the exact shape of the administration’s policy. “In the process, he can bring home to Bush some of the realities which will be less evident from Washington,” he says. “He can help Bush make good decisions by telling him things his own machine probably isn’t.” But he acknowledges that the British, in backing US plans against Iraq, may have a difficult time convincing Parliament and the British public to support the use of military force against Iraq because of scant evidence supporting Washington’s allegations against Iraq. “The truth is that what has changed is not the pace of Saddam Hussein’s WMD programs, but our tolerance of them post-11 September.” He adds that the “figures” being used in a dossier on Iraq that Downing Street is drafting needs more work in order for it to be “consistent with those of the US.” He explains: “[E]ven the best survey of Iraq’s WMD programs will not show much advance in recent years on the nuclear, missile, or chemical weapons/biological weapons fronts: the programs are extremely worrying but have not, as far as we know, been stepped up.” He also says the US has little evidence to support its other allegation. “US scrambling to establish a link between Iraq and al-Qaeda is so far frankly unconvincing,” he says. A few days into her visit she begins asking him questions about Iraq’s nuclear weapons program. How close is Iraq to developing nuclear weapons? What process is it using for isotope separation? And, what are the names of the scientists who are working on the program? Tawfiq is surprised the CIA appears to actually believe that Iraq has a nuclear weapons program. He tells her the program ended in 1991. As James Risen reports in his book State of War: “We don’t have the resources to make anything anymore, he told her. We don’t even have enough spare parts for our conventional military. We can’t even shoot down an airplane. We don’t have anything left. If the sanctions are ever lifted, then Saddam is certain to restart the programs. But there is nothing now.” When Sawsan returns to the US, she tells her CIA debriefers everything her brother had told her. But the agents conclude that her brother must have been lying. All of the other Iraqi-Americans who traveled to Baghdad seeking information on behalf of the CIA return with the exact same answer—Iraq has no nuclear, chemical, or biological weapons programs. Ahmed Chalabi, the leader of the Iraqi National Congress, says that “informants within the Iraqi intelligence community,” have revealed “that Hussein’s VX stockpile is far larger than the 3.9 tons Iraq reported—something UNSCOM inspectors have long suspected,” reports the Washington Post. “Chalabi also says that the VX had been converted into a dry salt for long term storage and was positioned in various sites across Iraq for use in the event of a foreign attack. The CIA issues a classified report titled, “Iraq and al-Qaeda: A Murky Relationship.” According to its cover note, the report “purposely aggressive in seeking to draw connections” between Iraq and Osama bin Laden’s organization. The document, which was prepared in response to pressure from the White House and vice president’s office, is heavily criticized by analysts within the agency. Analysts in the Near East and South Asia division complain that the report inflates “sporadic, wary contacts” between two independent actors into a so-called “relationship.” A complaint is filed with the CIA’s ombudsman for politicization. After interviewing 24 analysts, the ombudsman concludes that the report was crafted under pressure from the administration, later telling Senate investigators that “about a half-dozen [analysts] mentioned ‘pressure’ from the administration; several others did not use that word, but spoke in a context that implied it.” Despite being “purposely aggressive,” the report does not satisfy Undersecretary of Defense for Policy Douglas Feith, an adamant hawk who strongly believes Iraq is working closely with Islamic militant groups. Entifadh Qanbar, a lobbyist for the Iraqi National Congress (INC), sends a memo to the staff of the Senate Appropriations Committee, in which he provides information about a State Department-funded intelligence program, known as the “information-collection program,” run by the INC (see September 2004-September 2006). Qanbar, who says he is the overall manager of the group, states in the memo that under the program, “defectors, reports and raw intelligence are cultivated and analyzed,” and “the results are reported through the INC newspaper (Al Mutamar), the Arabic and Western media and to appropriate governmental, nongovernmental and international agencies.” Information is also passed on to William Luti, who will later run the Office of Special Plans (see September 2002), and John Hannah, a senior national-security aide on Cheney’s staff, who Qunbar describes as the “principal point of contact.” [Newsweek, 12/15/2003; New York Times, 2/12/2004 Sources: Memo] The memo provides a description of some of the people involved in the group and their activities. It says that the analytical group includes five analysts with a background in Iraq’s military, Iraq’s intelligence services and human rights. One person, a consultant, monitors the Iraqi government’s alleged efforts to develop banned weapons. The five analysts process information and write reports, which are sent to Al Mutamar, the INC’s newspaper, as well as the US government and many mainstream news organizations. Qanbar says that the information-collection program issued 30 reports between August 2001 and June 2002, which were sent to Al Mutamar. (Al Mutamar is only available inside Iraq on the Internet; the effectiveness of other government-funded projects to disseminate propaganda inside Iraq could not be proven, and may not have ever existed.) According to the memo, the group published 28 private reports in collaboration with the INC’s headquarters in London. The memo reveals that between October 2001 and May 2002, information provided by the INC was cited in 108 articles published by a variety of English-language news publications, including the New York Times, the Washington Post, Time, Newsweek, the New Yorker, CNN, Fox News, and several others. [New York Times, 2/12/2004; New Yorker, 6/7/2004; Columbia Journalism Review, 7/1/2004] New York Daily News reporter Helen Kennedy will say in 2004, “The INC’s agenda was to get us into a war.” Kennedy’s name appears on Qanbar’s list. “The really damaging stories all came from those guys, not the CIA. They did a really sophisticated job of getting it out there.” Bob Drogin of the Los Angeles Times will say, “I think something that hasn’t gotten a lot of attention is how [the INC] used the British press to plant a lot of this stuff, some of it pretty outlandish.” British journalist Jamie Dettmer points the finger the other way. “I’ve been utterly appalled by the lack of skepticism about this entire Iraq project and the war on terrorism” in the press. When Dettmer learns that his name is on the list, he shouts, “Complete bollocks!” Other journalists on the list will refuse to admit that they were duped by the INC, even though some of their stories contain extensive interviews and dramatic claims from INC sources that were later disproven. Qanbar will say, “We did not provide information. We provided defectors. We take no position on them. A memo written by an intelligence analyst working under Pentagon policy chief Douglas Feith asserts that while “some analysts have argued” that Osama bin Laden will not cooperate with secular Arab groups like Iraq, “reporting indicates otherwise.” A subsequent investigation by the Pentagon’s Office of Inspector General (see February 9, 2007) will criticize the memo, titled “Iraq and al-Qaeda: Making the Case,” saying that it constituted an “alternative intelligence assessment” and therefore should have been developed in accordance with intelligence agency guidelines for publishing alternative views. [US Department of Defense, 2/9/2007 pdf file; New York Times, 2/9/2007] Nevertheless, Bush administration officials such as Defense Secretary Donald Rumsfeld, CIA Director George Tenet, DIA Director Thomas Wilson, Deputy National Security Adviser Stephen Hadley, and the chief of staff for Vice President Cheney, Lewis “Scooter” Libby, embrace the memo. Cheney’s office is particularly enamoured of the report; journalists Franklin Foer and Spencer Ackerman later report a White House official as saying of Cheney and his staffers, “They so believed that the CIA were wrong, they were like, ‘We want to show these f_ckers that they are wrong.” The memo is based on an earlier briefing by Feith entitled “Assessing the Relationship between Iraq and al-Qaeda,” which accused the CIA of using overly rigorous standards to analyze information that might show links between Iraq and the terrorist organization. Feith’s briefing uses almost no evidence to claim a “mature, symbiotic” relationship between the two, alleging “more than a decade of numerous contacts” between al-Qaeda and the Hussein government, and asserting “possible Iraqi coordination with al-Qaeda specifically related to 9/11.” [Scoblic, 2008, pp. 220-222] An updated version of the “Making the Case” briefing will be presented to the White House in September 2002 (see September 16, 2002).

[Source: Radio Bremen]Khidir Hamza, “who played a leading role in Iraq’s nuclear weapon program before defecting in 1994,” tells the Senate Judiciary Committee that according to German intelligence, Iraq has “more than 10 tons of uranium and one ton of slightly enriched uranium… in its possession” which would be “enough to generate the needed bomb-grade uranium for three nuclear weapons by 2005.” He says that Iraq is “using corporations in India and other countries to import the needed equipment for its program and channel it through countries like Malaysia for shipment to Iraq.” He also claims that Iraq is “gearing up to extend the range of its missiles to easily reach Israel.” The testimony is widely reported in the media. [CNN, 8/1/2002; Guardian, 8/1/2002; Daily Telegraph, 8/1/2002] Hamza, however, is considered by many to be an unreliable source. David Albright, president of the Institute for Science and International Security where Hamza worked as an analyst from 1997 to 1999, says that after Hamza defected “he went off the edge” and “started saying irresponsible things.” [San Francisco Chronicle, 10/12/2002; New York Review of Books, 2/26/2004] And General Hussein Kamel, Saddam Hussein’s son-in-law who was in charge of the dictator’s former weapons program but who defected in 1995, told UNSCOM and IAEA inspectors at the time of his defection, as well as US and British intelligence, that Hamza was not a reliable source (see August 22, 1995). White House chief of staff Andrew Card forms the White House Iraq Group, or WHIG, which aims to “educate the public” about the alleged threat from Iraq. WHIG is formed concurrently with the Office of Special Plans (see September 2002). A senior official involved with the group will later describe it as “an internal working group, like many formed for priority issues, to make sure each part of the White House was fulfilling its responsibilities.” [Washington Post, 8/10/2003] According to White House deputy press secretary Scott McClellan, the WHIG is “set up in the summer of 2002 to coordinate the marketing of the [Iraq] war,” and will continue “as a strategic communications group after the invasion had toppled Saddam [Hussein]‘s regime.” McClellan, who will become a full-fledged member of the WHIG after rising to the position of senior press secretary, will write: “Some critics have suggested that sinister plans were discussed at the WHIG meetings to deliberately mislead the public. Not so. There were plenty of discussions about how to set the agenda and influence the narrative, but there was no conspiracy to intentionally deceive. Instead, there were straightforward discussions of communications strategies and messaging grounded in the familiar tactics of the permanent campaign.” [McClellan, 2008, pp. 142] Author Craig Unger will sum up the WHIG’s purpose up more bluntly: “to sell the war.” Members of the group include White House political advisers Karl Rove, Karen Hughes, Mary Matalin, James R. Wilkinson, and Nicholas E. Calio, and policy advisers led by National Security Adviser Condoleezza Rice, her deputy Stephen Hadley, and Vice President Dick Cheney’s chief of staff, Lewis “Scooter” Libby. They meet weekly in the White House Situation Room. A “strategic communications” task force under the WHIG is charged with planning speeches and writing position papers. Marketing Fear, Idea of Invasion as Reasonable - After Labor Day 2002—and after suitable test marketing—the group launches a full-fledged media marketing campaign. The images and storyline are simple and visceral: imminent biological or chemical attack, threats of nuclear holocaust, Saddam Hussein as a psychopathic dictator who can only be stopped by American military force. A key element of the narrative is forged documents “proving” Iraq sought uranium from Niger (see Between Late 2000 and September 11, 2001, October 15, 2001, October 18, 2001, November 20, 2001, February 5, 2002, March 1, 2002, Late April or Early May 2002-June 2002, and Late June 2002). One of the main objectives is to swing the dialogue ever farther to the right, creating the assumption in the public mind that war with Iraq is a thoughtful, moderate, well-reasoned position, and delegitimizing any opposition. To that end, Cheney stakes out the “moderate” position, with statements like “many of us are convinced that Saddam will acquire nuclear weapons fairly soon” (see August 26, 2002), and neoconservatives such as Michael Ledeen pushing the extremes ever rightward with calls to invade not only Iraq, but Iran, Syria, and Saudi Arabia (see September 20, 2001, August 6, 2002, and September 4, 2002). The real push is delayed until the second week of September. As Card reminds the group, “From a marketing point of view, you don’t introduce new products in August” (see September 6, 2002). The first anniversary of the 9/11 attacks is a perfect opportunity to launch the new campaign (see September 8, 2002). [Unger, 2007, pp. 250-251] Wilkinson, the group’s communications director, is tasked with preparing one of the group’s first public releases, a white paper that will describe the “grave and gathering danger” of Iraq’s “reconstituted” nuclear weapons program. Wilkinson will claim that Iraq “sought uranium oxide, an essential ingredient in the enrichment process, from Africa.” [CounterPunch, 11/9/2005]
'Push[ing] the Envelope' - According to an intelligence source interviewed by the New York Daily News in October 2005, the group, on “a number of occasions,” will attempt “to push the envelope on things.… The [CIA] would say, ‘We just don’t have the intelligence to substantiate that.’” [New York Daily News, 10/19/2005] In 2003, three unnamed officials will tell a Washington Post reporter that the group “wanted gripping images and stories not available in the hedged and austere language of intelligence,” what author and reporter Charlie Savage will call “a stark display of the political benefits that come with the power to control information.” [Savage, 2007, pp. 357] In 2008, McClellan will write of “the heightened rhetoric on Iraq, including unequivocal statements that made things sound more certain than was known.” [McClellan, 2008, pp. 137]
Using Friendly Media Outlets - An important part of the WHIG strategy is to feed their messages to friendly journalists, such as New York Times reporter Judith Miller. James Bamford, in his book A Pretext for War, will write: “First OSP [Office of Special Plans] supplies false or exaggerated intelligence; then members of the WHIG leak it to friendly reporters, complete with prepackaged vivid imagery; finally, when the story breaks, senior officials point to it as proof and parrot the unnamed quotes they or their colleagues previously supplied.” [Bamford, 2004, pp. 325]

In an interview broadcast by BBC Radio 4’s Today Program, Condoleezza Rice says: “This is an evil man who, left to his own devices, will wreak havoc again on his own population, his neighbors and, if he gets weapons of mass destruction and the means to deliver them, on all of us. There is a very powerful moral case for regime change. We certainly do not have the luxury of doing nothing…. Clearly, if Saddam Hussein is left in power doing the things that he is doing now, this is a threat that will emerge, and emerge in a very big way…. The case for regime change is very strong. This is a regime that we know has twice tried and come closer than we thought at the time to acquiring nuclear weapons. He has used chemical weapons against his own people and against his neighbors, he has invaded his neighbors, he has killed thousands of his own people. He shoots at our planes, our airplanes, in the no-fly zones where we are trying to enforce UN security resolutions…. History is littered with cases of inaction that led to very grave consequences for the world. During an interview with Fox News, Defense Secretary Donald Rumsfeld mocks calls from Washington, Europe and the Arab world demanding that the Bush administration show them evidence to substantiate the hawk’s claim that Saddam Hussein is a threat to the US and its allies. “Think of the prelude to World War Two,” the Defense Secretary says. “Think of all the countries that said, well, we don’t have enough evidence. I mean, Mein Kampf had been written. Hitler had indicated what he intended to do. Maybe he won’t attack us. Maybe he won’t do this or that. Well, there were millions of people dead because of the miscalculations. The people who argued for waiting for more evidence have to ask themselves how they are going to feel at that point where another event occurs.” [Daily Telegraph, 8/21/2002; Guardian, 8/22/2002; Fox News, 8/20/2003] Rumsfeld also says during a news conference that according to “intelligence reports,” Saddam’s government is “hosting, supporting or sponsoring” an al-Qaeda presence in Iraq. Responding to a question about whether he has any evidence to support the claim that al-Qaeda is operating in Iraq, Rumsfeld states, “There are Al-Qaeda in a number of locations in Iraq…. The suggestion that… [Iraqi government officials] who are so attentive in denying human rights to their population aren’t aware of where these folks [al-Qaeda] are or what they’re doing is ludicrous in a vicious, repressive dictatorship…. [Source: White House]In a speech to the Nashville convention of the Veterans of Foreign Wars, Vice President Dick Cheney says Saddam Hussein will “seek domination of the entire Middle East, take control of a great portion of the world’s energy supplies, directly threaten America’s friends throughout the region, and subject the United States or any other nation to nuclear blackmail.” He also states unequivocally that Iraq has weapons of mass destruction. “Simply stated, there is no doubt that Saddam Hussein now has weapons of mass destruction. There is no doubt that he is amassing them to use against our friends, against our allies, and against us.… What he wants is time, and more time to husband his resources to invest in his ongoing chemical and biological weapons program, and to gain possession of nuclear weapons.… Deliverable weapons of mass destruction in the hands of a terror network, or a murderous dictator, or the two working together constitutes as grave a threat as can be imagined,” he says. “The risks of inaction are far greater than the risk of action.… The Iraqi regime has in fact been very busy enhancing its capabilities in the field of chemical and biological agents, and they continue to pursue the nuclear program they began so many years ago.” Therefore he argues, the answer is not weapons inspections. “Against that background, a person would be right to question any suggestion that we should just get inspectors back into Iraq, and then our worries will be over. Saddam has perfected the game of shoot and retreat, and is very skilled in the art of denial and deception. A return of inspectors would provide no assurance whatsoever of his compliance with UN resolutions.” He also says: “Regime change in Iraq would bring about a number of benefits to the region. When the gravest of threats are eliminated, the freedom-loving peoples of the region will have a chance to promote the values that can bring lasting peace.” [White House, 8/26/2002]
First White House Assertion of Iraq's Nuclear Program - Cheney’s speech marks the first major statement from the White House regarding the Bush administration’s Iraq policy following a flood of criticisms from former officials. Significantly, the speech was not cleared by the CIA or the State Department. [Newsweek, 9/9/2002] Furthermore, Cheney’s comments dismissing the need for the return of inspectors, were not cleared by President Bush, according to White House chief of staff Andrew Card. [Newsweek, 9/9/2002] The speech creates a media stir because it is the first time a senior US official has asserted Iraq has nuclear capabilities with such certainty. The CIA is astonished by the claim. CIA official Jami Miscik will later recall: “He said that Saddam was building his nuclear program. Our reaction was, ‘Where is he getting that stuff from? Does he have a source of information that we don’t know about?’” CIA analysts redouble their efforts to collect and review evidence on Iraq and nuclear weapons, but analysts know very little. [Suskind, 2006, pp. 167-169] Cheney’s assertions are contradicted by a broad base of military experts. [Dean, 2004, pp. 138]
Powell 'Blindsided' by Cheney - Three days after the speech, a State Department source tells CNN that Secretary of State Colin Powell’s view clashes with that which was presented in Cheney’s speech, explaining that the secretary of state is opposed to any military action in which the US would “go it alone… as if it doesn’t give a damn” what other nations think. The source also says that Powell and “others in the State Department were ‘blindsided’ by Cheney’s ‘time is running out’ speech… and were just as surprised as everyone else.” [CNN, 8/30/2002] Author and Washington Post reporter Bob Woodward will later describe Powell as “dumbfounded.” [Roberts, 2008, pp. 145] Cheney did, however, inform President Bush he would be speaking to the VFW. He did not provide Bush a copy of his speech. Bush merely told Cheney, “Don’t get me into trouble.” [Dubose and Bernstein, 2006, pp. 175]
'Off Script' - Current deputy press secretary Scott McClellan will later observe that it was always a tactic of the Iraq campaign strategy for Cheney to “lean a little more forward in his rhetoric than the president.” However, McClellan will go on to say that Cheney did not always “stay on message,” and will blame Cheney’s “deep-seated certitude, even arrogance” that sometimes operates “to the detriment of the president.” Cheney’s assertion to the VFW that it would be pointless to send UN inspectors back to Iraq is, McClellan will reflect, “off script.” Bush wants to continue to “show that he [is] exhausting all diplomatic options” before invading Iraq. As the administration’s push to convince Americans that the Iraq war is necessary is reaching its height, the Pentagon sends its military analysts out to the television networks and the press (see April 20, 2008 and Early 2002 and Beyond) with talking points portraying Iraq as an imminent threat. The analysts are to emphasize that Iraq has chemical and biological weapons that it can and will use, that it is developing nuclear weapons, and that it is sure to provide these weapons to al-Qaeda. A military invasion, the talking points state, is not only a necessity, but will be a relatively quick, relatively bloodless, and relatively inexpensive “war of liberation.” Pentagon public relations chief Victoria Clarke and her staff are thrilled at how well the analysts incorporate Pentagon talking points into their own presentations. Clarke’s aide Brent Krueger recalls: “You could see that they were messaging. You could see they were taking verbatim what the secretary was saying or what the technical specialists were saying. And they were saying it over and over and over.” Some days, “We were able to click on every single station and every one of our folks were up there delivering our message. White House officials, in interviews with the New York Times, describe the administration’s strategy to convince the public, Congress, and US allies of the need to confront Iraq. They say the centerpiece of the strategy will be Bush’s September 11 speech at Ellis Island in New York Harbor, which they have been planning since at least June. (The speech will not actually make a case for confronting Iraq. Bush will first make his case to the nation in his October 7 speech (see February 20, 2001).) Explaining why the White House did not launch this effort in August when the administration’s plans came under intense criticism from a number of different quarters, White House Chief of Staff Andrew Card tells the New York Times, “From a marketing point of view, you don’t introduce new products in August.” Card is the founding member of the White House Iraq Group (see August 2002 and June 9, 2008), which was formed to “educate the public” on the alleged threat from Iraq. The officials also tell the Times that one of the administration’s goals is for Congress to pass a resolution approving the use of force in Iraq within the next four to five weeks. “In the end it will be difficult for someone to vote against it,” one administration official tells the Times. [New York Times, 9/7/2002] In 2007, author and reporter Charlie Savage will write: “The proposed hurry-up vote on the eve of the first election since 9/11 presented a win-win scenario for the White House: If Democrats voice caution or skepticism about the proposed war resolution (see October 11, 2002), then the GOP could portray them as weak on terrorism ahead of the election, and if Democrats supported the bill, then the Bush-Cheney administration would fortify its powers by eliminating even the suggestion that it might later need to ask for permission to launch any war against Iraq” (see August 2002). By mid-September, Republican Congressional candidates will make Iraq a central issue of their campaigns, proclaiming unwavering support for Bush and attacking their Democratic opponents. In New Mexico, Republican House candidate Mike Pence will say of his opponent, John Arthur Smith, who is still considering whether or not to support the invasion, “While Smith ‘reflects’ on the situation, the possibility of a mushroom cloud hovering over a US city (see September 4, 2002) remains.” In Minnesota, Republican Senate candidate Norm Coleman will attack Democratic incumbent Paul Wellstone for refusing to “stand with the president.” Similar tactics will be used in campaigns around the country. As a result, almost every Democrat facing re-election joins Republicans in supporting the war authorization. During a joint press conference with US President George W. Bush and British Prime Minister Tony Blair, the two leaders make two factually incorrect statements, which are quickly contested by experts.
bullet Tony Blair states, “We only need to look at the report from the International Atomic Agency [IAEA] this morning showing what has been going on at the former nuclear weapons sites to realize that” Saddam is a real threat. [US President, 9/16/2002] But no such report exists. [Washington Times, 9/27/2002] What Blair is actually referring to is a set of commercial satellite photographs showing signs of new construction at a site the US had bombed in 1998. [MSNBC, 9/7/2002; Guardian, 9/9/2002; Associated Press, 9/10/2002] That same day, Mark Gwozdecky, a spokesman for the UN agency, says the agency had drawn no conclusion from those photographs. [MSNBC, 9/7/2002] On September 9, the Guardian of London will report that according to “a well-placed source” the photographs do not support Blair’s statement. “You cannot draw any conclusions,” the source explains. “The satellites were only looking at the top of a roof. You cannot tell without inspectors on the ground.” [Guardian, 9/9/2002] The following day, Hans Blix, head of UNMOVIC, will similarly tell reporters: “… [S]atellites don’t see through roofs. So we are not drawing conclusions from them. But it would be an important element in where, maybe, we want to go to inspect and monitor.” [Associated Press, 9/10/2002; Globe and Mail, 9/11/2002]
bullet Bush asserts, “I would remind you that when the inspectors first went into Iraq and were denied—finally denied access [in 1998], a report came out of the Atomic—the IAEA that they were six months away from developing a weapon,” adding, “I don’t know what more evidence we need.” [US President, 9/16/2002; Washington Times, 9/27/2002] But Bush’s statement is quickly refuted by an MSNBC news report published later that day, which includes an excerpt from the summary of the 1998 IAEA report Bush cited. In ‘91, there was a report saying that after the war they found out they were about six months away.” But this too is challenged by Gwozdecky, spokesman for the UN agency, who says that no such report was ever published by the IAEA in 1991. Apparently the President’s accusations are based on two news articles that were published more than a decade ago—“a July 16 [2001] story in the London Times by Michael Evans and a July 18 [2001] story in the New York Times by Paul Lewis.” But as The Washington Times notes, “Neither article cites an IAEA report on Iraq’s nuclear-weapons program or states that Saddam was only six months away from ‘developing a weapon’—as claimed by Mr. Bush.” Instead the two news articles reported that at that time, UN inspectors had concluded that Iraq was only six months away from the large-scale production of enriched uranium. In remarks made at a foreign policy conference at the University of Virginia, Philip Zelikow says that Iraq is more of a threat to Israel than to the US and that protecting Israel would be a major motive for a US-Iraq war. Zelikow’s speech goes unreported at the time but will come to light in a 2004 article. Zelikow says: “Why would Iraq attack America or use nuclear weapons against us? I’ll tell you what I think the real threat (is) and actually has been since 1990—it’s the threat against Israel.… And this is the threat that dare not speak its name, because the Europeans don’t care deeply about that threat, I will tell you frankly. And the American government doesn’t want to lean too hard on it rhetorically, because it is not a popular sell.” Zelikow is at the time a member of the President’s Foreign Intelligence Advisory Board (PFIAB), and will later serve as the executive director to the 9/11 Commission. The White House publishes a 26-page government white paper titled, “A Decade of Deception and Defiance,” which seeks to demonstrate that Saddam Hussein represents a serious and imminent threat to the United States. The report, written by White House Iraq Group member James Wilkinson, relies primarily on public sources, including reports that have been published by human rights groups and the State Department, as well as various newspaper articles, including two by the New York Times. [Isikoff and Corn, 2006, pp. 48] Section 5 of the report deals with “Saddam Hussein’s support for international terrorism,” though it makes no attempt to tie Hussein’s government to al-Qaeda or Osama bin Laden. It lists six points linking Saddam Hussein to terrorist activities, some dating as far back as the ‘70s. One of the points criticizes Iraq for its ties to the Mujahadeen-e Khalq Organization (MKO), an obscure militant Iranian dissident group whose main office is in Baghdad. The report says: “Iraq shelters terrorist groups including the Mujahedin-e-Khalq Organization (MKO), which has used terrorist violence against Iran and in the 1970s was responsible for killing several US military personnel and US civilians.” The paper notes that the US State Department classified MKO as a “foreign terrorist organization” in 1997, “accusing the Baghdad-based group of a long series of bombings, guerilla cross-border raids and targeted assassinations of Iranian leaders.” [Newsweek, 9/26/2002 Sources: Richard Durbin] The administration is quickly ridiculed for making the claim when, two weeks later, Newsweek reports that MKO’s front organization, the National Council of Resistance of Iran, has a small office in the National Press Building in Washington, DC. It is also reported that only two years beforehand this very group had been supported by then-Senator John Ashcroft and more than 200 other members of Congress. On several issues the senator and his colleagues had expressed solidarity with MKO at the behest of their Iranian-American constituencies. [Newsweek, 9/26/2002] Another allegation included in the paper states that Iraqi defector Adnan Ihsan Saeed al-Haideri, a civil engineer, “had visited twenty secret facilities for chemical, biological, and nuclear weapons.” According to the White House dossier, Haideri “supported his claims with stacks of Iraqi government contracts, complete with technical specifications.” Ten months earlier, the CIA had debriefed Haideri in Bangkok and concluded from the results of a polygraph that Haideri account was a complete fabrication (see December 17, 2001). I can’t imagine an elected United States—elected member of the United States Senate or House of Representatives saying, I think I’m going to wait for the United Nations to make a decision. It seems like to me that if you’re representing the United States, you ought to be making a decision on what’s best for the United States. If I were running for office, I’m not sure how I’d explain to the American people—say, vote for me, and, oh, by the way, on a matter of national security, I think I’m going to wait for somebody else to act.… My answer to the Congress is, they need to debate this issue and consult with us, and get the issue done as quickly as possible. Two days before the CIA is to issue an assessment (see August 2002) on Iraq’s supposed links to militant Islamic groups, Defense Department officials working in the Office of Special Plans (OSP) deliver a briefing in the White House to several top officials, including I. Lewis Libby, Vice President Dick Cheney’s chief of staff, and Deputy National Security Adviser Stephen Hadley. The briefing is entitled “Assessing the Relationship between Iraq and al-Qaeda,” and is an updated version of a briefing presented in July 2002 (see July 25, 2002). The OSP, working under Undersecretary of Defense for Policy Douglas J. Feith, is aggressively promoting any evidence it can find to support a decision to invade Iraq (see September 2002).

Around the same time, the briefing is also presented with slight variations to Defense Secretary Donald Rumsfeld and CIA Director George Tenet. The slide criticizing other intelligence agencies is excluded when a version of the briefing is given to Tenet. A later report by the Defense Department’s Office of Inspector General will conclude the briefing was entirely incorrect and deliberately ignored intelligence by the CIA, DIA, and other intelligence agencies that contradicted its conclusions (see February 9, 2007). [Washington Post, 4/6/2007] The CIA has already found the majority of the information in the presentation either completely false or largely unsupported by reliable evidence. [Savage, 2007, pp. 293]
Unusual Briefing - This briefing, delivered at the same time the White House is pressing Congress to authorize the upcoming war with Iraq (see October 11, 2002), is, in the words of author and reporter Charlie Savage, “highly unusual.” Usually, high-level administration officials making national security decisions rely on information vetted by top-flight analysts at the CIA, in order to ensure the information is as accurate and politically neutral as possible. No CIA analyst has ever found a meaningful link between Hussein and al-Qaeda; the few reports of such claims were seen as highly dubious. But Cheney and his supporters consider the CIA slow, pedantic, and incompetent, and believe Feith’s OSP can provide better—or at least more amenable—intelligence. Savage will write: “In Feith’s shop and elsewhere in the executive branch, neoconservative political appointees stitched together raw intelligence reports, often of dubious credibility, without any vetting or analysis by professional intelligence specialists. The officials cherry-picked the files for reports that supported the notion that Iraq had an active [WMD] program and that it was working hand-in-hand with al-Qaeda, ‘stovepiping’ such reports to top decision makers (and leaking them to the press) while discounting any skepticism mounted by the professionals.” [Savage, 2007, pp. 292]
Dismantling Intelligence Filtering System in Favor of Politically Controlled Intelligence Provisions - What the presentation accomplishes, according to former CIA intelligence analyst Kenneth Pollock, is to support a conclusion already drawn—the need to get rid of Saddam Hussein—by using slanted, altered, and sometimes entirely fabricated “intelligence.” The White House proceeded to “dismantle the existing filtering process that for 50 years had been preventing the policymakers from getting bad information.” Savage goes one step farther. He will write that the presentation is part of a larger White House strategy to alter the balance of power between the presidency and a key element of the bureaucracy. By setting up a politically controlled alternative intelligence filtering system, he will write, “the administration succeeded in diminishing the power of the CIA’s information bureaucracy to check the White House’s desired course of action.” [Savage, 2007, pp. 294]

Defense Secretary Donald Rumsfeld warns the House Armed Services Committee of the serious and imminent threat that Saddam Hussein poses to Western countries. He says: “No terrorist state poses a greater and more immediate threat to the security of our people and the stability of the world than the regime of Saddam Hussein.” He adds: “What has not changed is Iraq’s drive to acquire those weapons of mass destruction, and the fact that every approach that the United Nations has taken to stop Iraq’s drive has failed. This is a critical moment for our country and for the world. Our resolve is being put to the test. It is a test unfortunately the world’s free nations have failed before in recent history with unfortunate consequences.” [US Congress, 9/18/2002; Daily Telegraph, 9/19/2002; Agence France-Presse, 9/19/2002] Rumsfeld says of Iraq’s putative nuclear weapons program, “Some have argued that the nuclear threat from Iraq is not imminent—that Saddam [Hussein] is at least 5-7 years away from having nuclear weapons. He has, at this moment, stockpiles of chemical and biological weapons, and is pursuing nuclear weapons.” [Salon, 3/6/2004] The Secretary of Defense also says that Congress must authorize the president to use military force against Iraq before the Security Council votes on the issue. “Delaying a vote in the Congress would send a message that the US may be unprepared to take a stand, just as we are asking the international community to take a stand and as we are cautioning the Iraqi regime to consider its options,” argues Rumsfeld, adding, “Our job today—the president’s, the Congress’ and the United Nations’—is to… anticipate vastly more lethal attacks before they happen and to make the right decision as to whether or not it’s appropriate for this country to take action…. The White House delivers a draft of a strongly worded resolution to Congress authorizing the president to use “all appropriate means” against Iraq. The 20-paragraph draft includes provisions that would allow Bush to ignore the UN and “use all means that he determines to be appropriate, including force, in order to enforce” the UN’s Security Council resolutions, “defend the national security interests of the United States against the threat posed by Iraq, and restore international peace and security in the region.” According to the Associated Press, “Three senior White House aides familiar with the draft said it would give Bush maximum flexibility to confront the threat posed by Iraqi weapons of mass destruction, including an explicit OK to use military force.” Although numerous congresspersons complain that the proposed wording of the resolution would provide Bush with a blank check to use military force anywhere in the Middle East and Persian Gulf, several senators—Democrats and Republicans alike—say that an amended version of the resolution would likely pass. In a press conference, President Bush urges Congress to pass its resolution authorizing military force against Iraq (see September 19, 2002) before the midterm elections. “Congress must act now to pass a resolution which will hold Saddam Hussein to account for a decade of defiance,” he says. “I’m confident a lot of Democrats here in Washington, DC, will understand that Saddam [Hussein] is a true threat to America. Saddam Hussein is a dictator of a government. Al-Qaeda hides, Saddam doesn’t, but the danger is, is that they work in concert. The danger is, is that al-Qaeda becomes an extension of Saddam’s madness and his hatred and his capacity to extend weapons of mass destruction around the world. Both of them need to be dealt with. The war on terror, you can’t distinguish between al-Qaeda and Saddam when you talk about the war on terror. In his weekly radio address, President Bush tells the nation: “The Iraqi regime possesses biological and chemical weapons, is rebuilding the facilities to make more, and, according to the British government, could launch a biological or chemical attack in as little as 45 minutes after the order is given. The regime has long-standing and continuing ties to terrorist groups, and there are al-Qaeda terrorists inside Iraq. This regime is seeking a nuclear bomb, and with fissile material could build one within a year.” Many Americans are shocked and frightened by Bush’s flat litany of assertions. What they do not know is that none of them are true. The CIA had reluctantly agreed to produce a National Intelligence Estimate (NIE) on Iraq less than three weeks before (see September 5, 2002); the result is an NIE packed with half-truths, exaggerations, and outright lies (see October 1, 2002). None of Bush’s statements are supported by hard intelligence, and all will later be disproven. Representative Ileana Ros-Lehtinen of Florida circulates a letter in Congress that expresses support for the Mujahedeen-e Khalq [MEK]. At the same time, however, Republican Congressmen, Henry Hyde (R-Ill.) and Tom Lantos (D-Calif.), outspoken critics of Iran’s government, circulate a dissident letter chastising Ros-Lehtinen for including partial and inaccurate information in her letter. “We are strong opponents of the current government of Iran but do not believe that it is necessary to use terrorism or make common cause… [with] Saddam Hussein to change Iran’s government,” they write. “Particularly in view of the fact that the MEK is based in Iraq, has taken part in operations against the Kurds and Shia, has been responsible for killing Americans in Iran, and has supported the takeover of the American Embassy in Tehran, we wanted you to have the full background on this organization as most recently reported by the Department of State, so that you may best decide whether to lend your name to this letter.” Ros-Lehtinen adds, “Some colleagues have signed similar letters in the past and then been embarrassed when confronted with accurate information about the MEK.” [Hill, 4/8/2003]

The Associated Press reports that Islamist militant leader Abu Musab al-Zarqawi “was in Baghdad about two months ago, and US officials suspect his presence was known to the government of Iraqi President Saddam Hussein, a defense official said…” This anonymous US official also calls al-Zarqawi among al-Qaeda’s top two dozen leaders. The article notes that “some US officials… contend the United States has no solid evidence of Iraq and al-Qaeda working together to conduct terrorist operations.” [Associated Press, 10/2/2002] But despite this caveat, just five days later, in a public speech President Bush mentions “one very senior al-Qaeda leader who received medical treatment in Baghdad this year, and who has been associated with planning for chemical and biological attacks” (see October 7, 2002). This is a reference to al-Zarqawi, and is said to be based on communications intercepts. But the same day as the speech, Knight Ridder Newspapers reports that according to US intelligence officials, “The intercepts provide no evidence that [al-Zarqawi] was working with the Iraqi regime or that he was working on a terrorist operation while he was in Iraq.” [Knight Ridder, 10/7/2002; US President, 10/14/2002] After the US invades Iraq in March 2003, evidence of this Baghdad connection will start to be questioned. Reports that al-Zarqawi was there to have a leg amputated will later be debunked (see January 26, 2003). In June 2003, Newsweek will report, “Bush Administration officials also have acknowledged that their information about al-Zarqawi’s stay in Baghdad is sketchy at best.” [Newsweek, 6/25/2003] Whether al-Zarqawi stayed in Baghdad and if the Hussein government was aware of his movements remains unclear.

The US and Britain continue to demand that weapons inspectors not return to Iraq until after a stronger resolution—one that authorizes the use of force—is agreed upon by the National Security Council. Bush threatens to lead a coalition against Iraq if the UN Security Council fails to back him. During an address in Washington to Hispanic leaders, Bush says: “My intent, of course, is for the United Nations to do its job. I think it’ll make it easier for us to keep the peace…. My intent is to put together a vast coalition of countries who understand the threat of Saddam Hussein. The military option is my last choice, not my first. It’s my last choice…. The choice is up to the United Nations to show its resolve. The choice is up to Saddam Hussein to fulfill its word—his word. And if neither of them acts, the United States, in deliberate fashion, will lead a coalition to take away the world’s worst weapons from one of the world’s worst leaders.” [Reuters, 10/3/2002; US President, 10/7/2002] But Russia, France, and China maintain their opposition to the US-British draft resolution which would pave the way for using military force against Iraq. Russian Deputy Foreign Minister Alexander Saltanov strongly disagrees that a tougher resolution is needed. And France remains insistent that any further resolutions against Iraq should be broken into two parts—one defining the terms of inspections, and a second outlining the consequences if Iraq does not comply. [Source: CIA]In a televised speech, President Bush presents the administration’s case that Saddam Hussein’s regime is a threat to the security of the nation and insists that regime change would improve lifes for Iraqis. “Some worry that a change of leadership in Iraq could create instability and make the situation worse. The situation could hardly get worse, for world security and for the people of Iraq. The lives of Iraqi citizens would improve dramatically if Saddam Hussein were no longer in power, just as the lives of Afghanistan’s citizens improved after the Taliban.” The speech is widely criticized for including false and exaggerated statements.
Iraq has attempted to purchase equipment used to enrich uranium for nuclear weapons - Bush claims that a shipment of 3,000 aluminum tubes to Iraq, which were intercepted in Jordan by US authorities in July of 2001 (see July 2001), had been destined for use in a uranium enrichment program. But by this time numerous experts and government scientists have already warned the administration against making this allegation. [US President, 10/14/2002] Three weeks before Bush’s speech, The Washington Post ran a story on the aluminum tubes. The article summarized a study by the Institute for Science and International Security (ISIS), disputing the administration’s claim that the tubes were to be used for gas centrifuges. The report was authored by the institute’s president and founder, David Albright, a respected nuclear physicist, who had investigated Iraq’s nuclear weapons program after the First Gulf War as a member of the International Atomic Energy Agency’s inspection team and who has spoken before Congress on numerous occasions. In his study, he concluded that Iraq’s attempts to import the tubes “are not evidence that Iraq is in possession of, or close to possessing, nuclear weapons” and “do not provide evidence that Iraq has an operating centrifuge plant or when such a plant could be operational.” [Washington Post, 9/19/2002; Guardian, 10/9/2002; San Francisco Chronicle, 10/12/2002; Albright, 10/9/2003] Soon after the speech, Albright tells The Guardian newspaper that there is still no evidence to substantiate that interpretation. As one unnamed specialist at the US Department of Energy explains to the newspaper, “I would just say there is not much support for that [nuclear] theory around here.” [Guardian, 10/9/2002] The Washington Post article also reported that government experts on nuclear technology who disagreed with the White House view had told Albright that the administration expected them to remain silent. [Washington Post, 9/19/2002; Independent, 9/22/2002] Houston G. Wood III, a retired Oak Ridge physicist considered to be “among the most eminent living experts” on gas centrifuges reviewed the tube question in August 2001 (see 1950s) and concluded at that time that it was very unlikely that the tubes had been imported to be used for centrifuges in a uranium enrichment program. He later tells The Washington Post in mid-2003 that “it would have been extremely difficult to make these tubes into centrifuges,” adding that it stretched “the imagination to come up with a way.” He also says that other centrifuge experts whom he knew shared his assessment of the tubes. [Washington Post, 8/10/2003] In addition to the several outside experts who criticized the tubes allegation, analysts within the US intelligence community also doubted the claim. Less than a week before Bush’s speech, the Energy Department and the State Department’s intelligence branch, the INR, had appended a statement to a National Intelligence Estimate on Iraq disputing the theory (see October 1, 2002). Saddam Hussein ordered his nuclear program to continue in 1998 - Bush says that US intelligence has information that Saddam Hussein ordered his nuclear program to continue after inspectors left in 1998. “Before being barred from Iraq in 1998, the International Atomic Energy Agency dismantled extensive nuclear weapons-related facilities, including three uranium enrichment sites,” Bush charges. “That same year, information from a high-ranking Iraqi nuclear engineer who had defected revealed that despite his public promises, Saddam Hussein had ordered his nuclear program to continue.” [San Francisco Chronicle, 10/12/2002; US President, 10/14/2002] But Bush’s “high-ranking” source turns out to be Khidir Hamza, who is considered by many to be an unreliable source. Albright, who was president of the Institute for Science and International Security where Hamza worked as an analyst from 1997 to 1999, says that after Hamza defected, “he went off the edge [and] started saying irresponsible things.” [San Francisco Chronicle, 10/12/2002] And General Hussein Kamel, Saddam Hussein’s son-in-law who was in charge of the dictator’s former weapons program but who defected in 1995, told UNSCOM and IAEA inspectors, as well as US and British intelligence, that Khidir Hamza was “a professional liar.” Kamel explained, “He worked with us, but he was useless and always looking for promotions. He consulted with me but could not deliver anything…. He was even interrogated by a team before he left and was allowed to go.” [United Nations Special Commission, 4/16/1998; New Yorker, 5/12/2003]
Iraq is developing drones that could deploy chemical and biological weapons - The President claims that Iraq is developing drones, or unmanned aerial vehicles (UAVs), which “could be used to disperse chemical or biological weapons across broad areas.” He goes so far as to say, “We’re concerned that Iraq is exploring ways of using these UAVs for missions targeting the United States.” [Guardian, 10/9/2002; US President, 10/14/2002] But this claim comes shortly after US intelligence agencies completed a National Intelligence Estimate on Iraq, in which Air Force intelligence had disputed the drone allegation (see October 1, 2002). Bush’s drone allegation is quickly derided by experts and other sources. The Guardian of London reports two days later that according to US military experts, “Iraq had been converting eastern European trainer jets, known as L-29s, into drones, but… that with a maximum range of a few hundred miles they were no threat to targets in the US.” [Guardian, 10/9/2002] And the San Francisco Chronicle will cite experts who say that “slow-moving unmanned aerial vehicles would likely be shot down as soon as they crossed Iraq’s borders” because “Iraqi airspace is closely monitored by US and British planes and radar systems.” The report will also note, “It’s also unclear how the vehicles would reach the US mainland—the nearest point is Maine, almost 5, 500 miles away—without being intercepted.” [San Francisco Chronicle, 10/12/2002] Anthony Cordesman, a security analyst at the Center for Strategic and International Studies, will say he believes the drone allegation is unrealistic. In an interview with the San Francisco Chronicle, he says, “As a guesstimate, Iraq’s present holdings of delivery systems and chemical and biological weapons seem most likely to be so limited in technology and operational lethality that they do not constrain US freedom of action or do much to intimidate Iraq’s neighbors.” [San Francisco Chronicle, 10/12/2002] These criticisms of Bush’s claim are validated after the US invasion of Iraq. Two US government scientists involved in the post-invasion hunt for weapons of mass destruction will tell the Associated Press in August 2003 that they inspected the drones and concluded that they were never a threat to the US. “We just looked at the UAVs and said, ‘There’s nothing here. There’s no room to put anything in here,’” one of the scientists will say. “The US scientists, weapons experts who spoke on condition of anonymity, reached their conclusions after studying the small aircraft and interviewing Iraqi missile experts, system designers and Gen. Ibrahim Hussein Ismail, the Iraqi head of the military facility where the UAVs were designed,” the Associated Press will explain in its report. [Associated Press, 8/24/2003]
Saddam Hussein could give terrorists weapons of mass destruction - Bush asserts, “Iraq could decide on any given day to provide a biological or chemical weapon to a terrorist group or individual terrorists.” [US President, 10/14/2002] But not only have numerous experts and inside sources disputed this theory (see July 2002-March 19, 2003), US intelligence’s National Intelligence Estimate on Iraq—completed just one week before—concluded that this is an unlikely scenario (see October 1, 2002). “Baghdad, for now, appears to be drawing a line short of conducting terrorist attacks with conventional or CBW against the United States,” the document clearly stated. “Should Saddam conclude that a US-led attack could no longer be deterred he probably would become much less constrained in adopting terrorist actions.” [San Francisco Chronicle, 10/12/2002]
Iraq rebuilding facilities associated with production of biological and chemical weapons - Bush claims that surveillance photos indicate that Iraq “is rebuilding facilities that it had used to produce chemical and biological weapons.” [US President, 10/14/2002] On the following day, photos are published on the White House website showing that Iraq had repaired three sites damaged by US bombs—the Al Furat Manufacturing Facility, the Nassr Engineering Establishment Manufacturing Facility, and Fallujah II. [US President, 10/14/2002] But no evidence is provided by the White House demonstrating that these sites have resumed activities related to the production of weapons of mass destruction. Iraqi authorities will give reporters a tour of the facilities on October 10 (see October 10, 2002).
Iraq has trained al-Qaeda members in bomb-making and poisons and deadly gases - Bush alleges that Iraq has trained al-Qaeda operatives “in bomb-making and poisons and deadly gases.” [US President, 10/14/2002] The claim is based on a September 2002 CIA document which had warned that its sources were of “varying reliability” and that the claim had not yet been substantiated (see September 2002). The report’s main source, Ibn al-Shaykh al-Libi, an al-Qaeda operative who offered the information to CIA interrogators while in custody, later recants the claim (see February 14, 2004). A Defense Intelligence Agency report in February 2002 (see February 2002) had also expressed doubt in the claim, going so far as to suggest that al-Libi was “intentionally misleading [his] debriefers.” [CNN, 9/26/2002; New York Times, 7/31/2004; Newsweek, 7/5/2005; New York Times, 11/6/2005] And earlier in the month, US intelligence services had concluded in their National Intelligence Estimate on Iraq that this allegation could not be confirmed. [CNN, 9/26/2002; Newsday, 10/10/2002; San Francisco Chronicle, 10/12/2002; Washington Post, 6/22/2003]
A very senior al-Qaeda leader received medical treatment in Baghdad - Bush claims: “Some al-Qaeda leaders who fled Afghanistan went to Iraq. These include one very senior al-Qaeda leader who received medical treatment in Baghdad this year, and who has been associated with planning for chemical and biological attacks.” The allegation refers to Abu Musab al-Zarqawi, a Jordanian-born Palestinian who is the founder of al-Tawhid, an organization whose aim is to kill Jews and install an Islamic regime in Jordan. It was first leaked to the press by an anonymous US official several days before Bush’s speech (see October 2, 2002). The allegation is partly based on intercepted telephone calls in which al-Zarqawi was overheard calling friends or relatives (see December 2001-Mid-2002). But on the same day as Bush’s speech, Knight Ridder Newspapers reports that according to US intelligence officials, “The intercepts provide no evidence that the suspected terrorist was working with the Iraqi regime or that he was working on a terrorist operation while he was in Iraq.” [Knight Ridder, 10/7/2002; US President, 10/14/2002] Al-Zarqawi will link with al-Qaeda, but only in 2004, after the start of the war in Iraq (see October 17, 2004).

At a White House press conference, Press Secretary Ari Fleischer is asked, “Ari, back to the postwar plans for Iraq, you’ve disputed our use of the word ‘occupation.’ I don’t understand why. Are American and/or other forces not going to be occupying Iraqi territory? And are not at least some of the Iraqis going to be objecting to it?” Fleischer responds: “… I dispute that notion, because I have made the case about Afghanistan. I don’t think anybody views the United States as an occupying power in Afghanistan. The presence of the United States military is the presence of the military. Obviously, we have military in other places around the world. Are we an occupying power? I just disagree with that comparison, especially the comparison to Japan. The Japanese, of course, fought the United States for a four-year sustained period in World War II. The country actively fought the United States. As we saw in 1991 in Iraq, the Iraqi military actively surrendered to the American military at first chance. Now, that’s not to predict what the ultimate outcome could be if we go to war, because there nobody is saying a war will not have difficulties and there will not be casualties. The US embassy in Rome faxes the Niger documents to the State Department’s Bureau of Nonproliferation, which then passes a copy of the documents to the Bureau of Intelligence and Research (INR), the State Department’s intelligence bureau. [US Congress, 7/7/2004, pp. 58] Simon Dodge, an INR nuclear analyst, receives a copy, and after a brief review of the documents immediately suspects that they are bogus. One particularly strange document that is included in the Niger papers describes a secret meeting that allegedly took place on June 14, 2002 at the home of the Iraqi ambassador in Rome. According to the document, the meeting was attended by military officials from Iraq, Iran, Sudan, Libya, and Pakistan. The purpose of the meeting was to form a coalition of Islamic nations against the West. They would seek “Global Support,” which would include backing from the “Islamic patriots accused of belonging to criminal organizations.” Dodge finds the scenario depicted in the document “completely implausible.” He notices that the document bears the same official seal that is stamped on the Niger documents. He concludes that the documents are probably all fakes, and he sends an email to other analysts in the intelligence community explaining this conclusion. [US Congress, 7/7/2004, pp. 58; Isikoff and Corn, 2006, pp. 162; CBS News, 4/23/2006] According to one unnamed CIA official, “Everybody knew at every step of the way that they were false—until they got to the Pentagon, where they were believed.” [New Yorker, 10/27/2003] Copies also go to nuclear experts at the DIA, the Department of Energy, and the NSA. Wayne White, the deputy director of the INR and the INR’s principal Iraq analyst, reviews the documents himself. Within 15 minutes he too begins doubting their authenticity (see Mid-October 2002). Two months after the September 2002 Defense Intelligence Agency report (see September 2002)—which found there was no conclusive evidence Iraq has chemical weapons—another secret document titled, “Iraq’s Nuclear, Biological and Chemical Weapon and Missile Program: Progress, Prospects, and Potential Vulnerabilities,” is completed. It also says in very clear terms that there is no solid proof that Iraq has chemical weapons. One passage from the report says, “No reliable information indicates whether Iraq is producing and stockpiling chemical weapons or where the country has or will establish its chemical agent production facility.” [US Department of Defense, n.d.; US News and World Report, 6/13/2003]

In a speech to the Air National Guard Senior Leadership Conference in Denver, Vice President Dick Cheney calls Saddam Hussein’s government an “outlaw regime” and accuses the leader of “harboring terrorists and the instruments of terror,” asserting that his government “has had high-level contacts with al-Qaeda going back a decade and has provided training to al-Qaeda terrorists.” [White House, 12/2/2002; Washington Post, 12/3/2002] This latter comment appears to be based on a September 2002 briefing to Cheney’s staff by the Defense Department’s Office of Special Plans, which is aggressively pushing allegations of al-Qaeda-Iraq links (see September 16, 2002). [Source: Publicity photo via Washington Post]On December 12, 2002, the Washington Post publishes a front-page story by reporter Barton Gellman entitled “US Suspects Al-Qaeda Got Nerve Agent From Iraqis.” It states: “The Bush administration has received a credible report that Islamic extremists affiliated with al-Qaeda took possession of a chemical weapon in Iraq last month or late in October, according to two officials with firsthand knowledge of the report and its source. They said government analysts suspect that the transaction involved the nerve agent VX and that a courier managed to smuggle it overland through Turkey.” [Washington Post, 12/12/2002] The story proves so controversial that the Post’s ombudsman Michael Getler writes a column about in on December 22. Getler notes that, “[B]eginning with the second paragraph, which started out, ‘If the report proves true…’ the story contains an extraordinary array of flashing yellow lights.” He asks, “[W]hat, after all, is the use of this story that practically begs you not to put much credence in it? Why was it so prominently displayed, and why not wait until there was more certainty about the intelligence?” However, he says the Post stands by publishing the story. [Washington Post, 12/12/2002] Slate will comment in 2004, “[T]he Gellman scoop withered on the vine.… nobody advanced or refuted the story—not even Gellman.” Gellman will later admit that he should have run a follow-up story, if only to point out that no confirming evidence had come out. The State Department publishes a fact sheet titled “Illustrative Examples of Omissions From the Iraqi Declaration to the United Nations Security Council,” which states that in its December 2002 declaration (see December 7, 2002) to the UN, Iraq “ignores [its] efforts to procure uranium from Niger.” [US Department of State, 12/19/2002; Associated Press, 6/12/2003; Associated Press, 7/13/2003] Secretary of State Colin Powell rejects the UN dossier, in part because it does not account for the Nigerien uranium (see Between Late 2000 and September 11, 2001) and aluminum tubes (see Between April 2001 and September 2002) Iraq is supposedly using to make nuclear weapons. [Unger, 2007, pp. 268] But at this time, there is no evidence that Iraq had in fact sought to obtain uranium from Niger. Prior to the fact sheet’s publication, the CIA had warned the State Department about this and recommended that the phrase be removed—advice the State Department chose to ignore. [Associated Press, 6/12/2003] Throughout the rest of December, almost every statement the US goverment makes on Iraq will include references to the Nigerien uranium deal. President Bush, Vice President Cheney, Secretary of Defense Rumsfeld, National Security Adviser Condoleezza Rice, and Powell will all state publicly that Iraq had been caught trying to buy uranium from Niger. Associated Press reporter Charles Hanley, an award-winning news veteran with over 30 years of weapons issues coverage on his record, accompanies the UN weapons inspectors combing through Iraq to find the suspected weapons of mass destruction. In 2007, Hanley will recall: “What we did was go out everyday with the inspectors. These guys would roar out on these motorcades at very high speed and roar through towns and do sudden U-turns and drive over land and do all of these things to confuse the Iraqis about where they were going so that there wouldn’t be a call ahead telling them to put away all the bad stuff. The inspectors then would issue a daily report. And as it turned out, of course, inspection after inspection, it turned out to be clean. They had nothing to report, no violations to report.” Hanley files repeated reports with statements such as, “No smoking guns in… almost 400 inspections.” But, Hanley will later say, his editors often refuse to print his work. “[T]hat would be stricken from my copy because it would strike some editors as tendentious. As sort of an attack or some sort of allegation rather than a fact. You know and we don’t want our reporters alleging things. We, you know, we just report the facts. Well it was a fact. It was a very important fact that seemed to be lost on an awful lot of journalists unfortunately.” Instead, Hanley says, “The media just continued on this path of reporting, ‘Well, the Bush administration alleges that there are WMD,’ and never really stopped and said ‘It doesn’t look like there are. There’s no evidence.’ That should have been the second sentence in any story about the allegations of WMD. UNMOVIC inspectors say they have yet to uncover evidence indicating that Iraq has resumed its production of weapons of mass destruction. After providing the UN Security Council with a summary of the inspectors’ findings, Hans Blix tells reporters in New York, “We have now been there for some two months and been covering the country in ever wider sweeps and we haven’t found any smoking guns.” [Guardian, 1/10/2003] But Ari Fleischer, the White House press secretary, insists that the absence of evidence is of little concern, asserting, “The problem with guns that are hidden is you can’t see their smoke. We know for a fact that there are weapons there.” [Guardian, 1/10/2003] When asked how he knows this, Fleischer quotes from the UN weapons inspectors’ report and notes, “So while they’ve [UN Inspectors] said that there’s no smoking gun, they said the absence of it is not assured. And that’s the heart of the problem. The heart of the problem is Iraq is very good at hiding things.” [White House, 1/9/2003] John Negroponte, the US ambassador to the UN, accuses Iraq of “legalistic” cooperation, claiming that it needs to act proactively. He also says, “There is still no evidence that Iraq has fundamentally changed its approach from one of deceit to a genuine attempt to be forthcoming.” [Guardian, 1/10/2003] Colin Powell also seems undaunted by Blix’s remarks. “The lack of a smoking gun does not mean that there’s not one there,” he says, “If the international community sees that Saddam Hussein is not cooperating in a way that would not allow you to determine the truth of the matter, then he is in violation of the UN resolution [1441] (see November 8, 2002)…You don’t really have to have a smoking gun.” [News24, 1/10/2003] Sir Jeremy Greenstock, the British ambassador to the UN, echoes views from Washington, asserting that the “passive cooperation of Iraq has been good in terms of access and other procedural issues,” and adds, “But proactive cooperation has not been forthcoming—the kind of cooperation needed to clear up the remaining questions in the inspectors’ minds.” [Guardian, 1/10/2003]

The British Defense Intelligence Staff Agency (DIS) completes a classified study which concludes that Saddam Hussein and Bin Laden’s earlier attempts to collaborate had “foundered” due to ideological differences. The report says: “While there have been contacts between al-Qaeda and the regime in the past, it is assessed that any fledgling relationship foundered due to mistrust and incompatible ideology.” Osama bin Laden’s objectives, notes the report, are “in ideological conflict with present day Iraq.” The top secret report is sent to Prime Minister Tony Blair and other senior members of his government. [Source: Ali Haider / EPA / Corbis]On January 26, 2003, Newsweek reports that in 2002, Islamist militant leader Abu Musab al-Zarqawi “supposedly went to Baghdad, where doctors amputated his leg (injured in Afghan fighting) and replaced it with a prosthesis.” Newsweek also claims that al-Zarqawi “is supposed to be one of al-Qaeda’s top experts on chemical and biological weapons” and that he also met with “Hezbollah militants” and “Iranian secret agents.” This new account builds on previous reports claiming that al-Zarqawi was in Baghdad for some unspecified medical treatment (see October 2, 2002). The article does note, “Not surprisingly, reports putting al-Zarqawi in Iraq piqued the interest of Pentagon hard-liners eager to find evidence to support their suspicion that Saddam [Hussein] and bin Laden are allied and may have plotted 9/11 together. But neither the CIA nor Britain’s legendary MI6 put much stock in al-Zarqawi’s alleged Iraqi visits, stressing such reports are ‘unconfirmed.’” [Newsweek, 1/26/2003] Despite these caveats, it soon will be widely reported that al-Zarqawi had a leg amputated in Baghdad, with at least the tacit knowledge of the Iraqi government. For instance, several days later, USA Today reports, “To those who operate with and against the shadowy al-Zarqawi, including the Kurds of northern Iraq, he is called ‘the man with the limp.’ That is a reference to a poorly fitting artificial limb that replaced a leg amputated in Baghdad last August.” [USA Today, 2/5/2003] And Secretary of State Colin Powell will claim in his February 5, 2003 presentation to the United Nations that al-Zarqawi went to Baghdad in May 2002 for medical treatment and stayed two months (see February 5, 2003). But in October 2004, Knight Ridder will report, based on a new CIA report (see October 4, 2004), “Al-Zarqawi originally was reported to have had a leg amputated, a claim that officials now acknowledge was incorrect.” [Knight Ridder, 10/4/2004] In early 2006, al-Zarqawi will be seen walking in a videotape, clearly in possession of both his legs. And when he is killed later that year, x-rays of his dead body will show a fracture of his right lower leg, but apparently that was caused by the blast that killed him. [US President, 2/3/2003] An empty seat is left open to symbolize the lives lost during the 9/11 attacks. Author Craig Unger will later characterize Bush’s delivery as somber and effective. He will be interrupted some 70 times by thunderous applause from the assembled lawmakers in the House chambers. One of his biggest applause lines is his statement about the US’s war on “international terrorism:” “The war goes on, and we are winning.” [Unger, 2007, pp. 269-270]
African Uranium - He says: “The British government has learned that Saddam Hussein recently sought significant quantities of uranium from Africa. Saddam Hussein has not credibly explained these activities.… He clearly has much to hide.” [US President, 2/3/2003; White House, 4/18/2003; Independent, 6/5/2003] The British allegation cited by Bush concerns a SISMI (Italy’s military intelligence) report (see Mid-October 2001) based on a set of forged documents. Months after the speech, with evidence mounting that the statement was completely false, the administration will retract this claim (see 3:09 p.m. July 11, 2003).
Aluminum Tubes - Bush alleges that a shipment of aluminum tubes imported by Iraq was intended to be used in the country’s alleged nuclear weapons program. “Our intelligence sources tell us that he has attempted to purchase high-strength aluminum tubes suitable for nuclear weapons production. Saddam Hussein has not credibly explained these activities. He clearly has much to hide.” [US President, 2/3/2003]
Biological Agents - Bush lists a parade of agents: “anthrax, botulinum toxin, Ebola, and plague,” many of which Iraq has never been accused of possessing, and warns against “outlaw regimes that seek and possess nuclear, chemical, and builogical weapons… blackmail, terror, and mass murder.” He then moves from the general to the specific, accusing Iraq of having enough material “to produce over 25,000 liters of anthrax—enough doses to kill several million people… more than 38,000 liters of botulinum toxin—enough to subject millions of people to death by respiratory failure… as much as 500 tons of sarin, mustard and VX nerve agent.” [US President, 2/3/2003; Unger, 2007, pp. 270-271]
False Testimony from Iraqi Scientists - Bush alleges: “Iraqi intelligence officers are posing as the scientists inspectors are supposed to interview. Real scientists have been coached by Iraqi officials on what to say.” [US President, 2/3/2003] But Hans Blix, the chief UNMOVIC weapons inspector, tells the New York Times in an interview that he knows of no evidence supporting this claim. [New York Times, 1/31/2003]
Defector Allegations - Bush, citing intelligence provided by “three Iraqi defectors,” says, “We know that Iraq, in the late 1990s, had several mobile weapons labs… designed to produce germ warfare agents and can be moved from place to a place to evade inspectors.” One of the defectors referred to by Bush is ‘Curveball,’ whom the CIA station chief in Germany warned was not reliable the day before (see January 27, 2003). German intelligence officials watching Bush’s speech are “shocked.” One official later recalls: “Mein Gott! We had always told them it was not proven.… It was not hard intelligence.” [Los Angeles Times, 11/20/2005] Another source for the claim was Mohammad Harith, whom the Defense Intelligence Agency had labeled a “fabricator” the previous May (see May 2002).
Torture, Murder, and 9/11 - Bush accuses Iraqi dictator Saddam Hussein of routinely torturing his own people, using such techniques as “electric shock, burning with hot irons, dripping acid on the skin, mutilation with electric drills, cutting out tongues, and rape.” He then connects Hussein, the torturer, murderer, and terrorist supporter, to the 9/11 attacks, saying: “[I]magine those 19 hijackers with other weapons and other plans—this time armed by Saddam Hussein. It would take one vial, one canister, one crate slipped into this country to bring a day of horror like none we have ever known.” He invites “all free nations” to join him in ensuring no such attack ever happens, but notes that “the course of this nation does not depend on the decisions of others.” After another long burst of applause, Bush continues, “Whatever action is required, whatever action is necessary, I will defend the freedom and security of the American people.” [Unger, 2007, pp. 270-271]
'Direct Personal Threat' - Bush states what former ambassador Joseph Wilson later writes can only be interpreted by Hussein “as a direct personal threat,” saying: “Tonight I have a message for the brave and oppressed people of Iraq: Your enemy is not surrounding your country, your enemy is ruling your country. And the day he and his regime are removed from power will be the day of your liberation.” Wilson will later write: “Not simply promising the disarmament of Iraq as he had in his recent speeches, the president now stated outright his intention to rout Saddam from power, and to kill or capture him. It was an unwise thing to say. It made whatever strategy we adopted for Iraq that much more dangerous because it so blatantly telegraphed our next move and our ultimate goal.” [US President, 2/3/2003; Wilson, 2004, pp. 315]
Defending America - To America’s soldiers, he says: “Many of you are assembling in or near the Middle East, and some crucial hours lay ahead. In these hours, the success of our cause will depend on you. Your training has prepared you. Your honor will guide you. You believe in America, and America believes in you.” In 2007, Unger will write: “A few years earlier, Bush had confided that he thought to be a great president meant being a great commander in chief. On February 1, Secretary of State Colin Powell begins rehearsing for his February 5 presentation to the UN Security Council (see February 5, 2003). Powell is assisted by members of his staff, including his chief of staff, Larry Wilkerson, and Deputy Secretary of State Richard Armitage (see January 30-February 4, 2003). Discredited Items Keep Reappearing - One item that keeps reoccurring is the discredited claim that 9/11 hijacker Mohamed Atta met with Iraqi officials in Prague (see September 14, 2001 and September 18, 2001). Cheney’s people keep attempting to insert it into the presentation. It takes Powell’s personal intervention to have the claim removed from the presentation. “He was trying to get rid of everything that didn’t have a credible intelligence community-based source,” Wilkerson will later recall. But even after Powell’s decision, Cheney loyalist Stephen Hadley, the deputy national security adviser, tries to have it reinserted. “They were just relentless,” Wilkerson will recall. “You would take it out and they would stick it back in. That was their favorite bureaucratic technique—ruthless relentlessness.” An official (probably Wilkerson) later adds: “We cut it and somehow it got back in. And the secretary said, ‘I thought I cut this?’ And Steve Hadley looked around and said, ‘My fault, Mr. Secretary, I put it back in.’ ‘Well, cut it, permanently!’ yelled Powell. It was all cartoon. The specious connection between al-Qaeda and Saddam Hussein, much of which I subsequently found came probably from the INC and from their sources, defectors and so forth, [regarding the] training in Iraq for terrorists.… No question in my mind that some of the sources that we were using were probably Israeli intelligence. That was one thing that was rarely revealed to us—if it was a foreign source.” Powell becomes so angry at the machinations that he throws the dossier into the air and snaps: “This is bullsh_t. I’m not doing this.” But he continues working on the presentation. [US News and World Report, 6/9/2003; Bamford, 2004, pp. 370-1; Vanity Fair, 5/2004, pp. 230; Unger, 2007, pp. 278-279] The same official will add that every time Powell balks at using a particular item, he is “fought by the vice president’s office in the person of Scooter Libby, by the National Security Adviser [Condoleezza Rice] herself, by her deputy [Stephen Hadley], and sometimes by the intelligence people—George [Tenet] and [Deputy CIA Director] John [McLaughlin].” [Bamford, 2004, pp. 370]
Mobile Bioweapons Claim Survives Editing Process - One of the allegations Powell rehearses is the claim that Iraq has developed mobile biological weapons laboratories, a claim based on sources that US intelligence knows are of questionable reliability (see Late January, 2003 and February 4, 2003). Referring to one of the sources, an Iraqi major, Powell later tells the Los Angeles Times, “What really made me not pleased was they had put out a burn [fabricator] notice on this guy, and people who were even present at my briefings knew it.” Nor does anyone inform Powell that another source, an Iraqi defector known as Curveball, is also a suspected fabricator (see January 27, 2003). [Los Angeles Times, 11/20/2005] In fact, the CIA issued an official “burn notice” formally retracting more than 100 intelligence reports based on Curveball’s information. [ABC News, 3/13/2007]
Powell 'Angry, Disappointed' in Poor Sourcing of Claim - In March 2007, Powell will claim he is “angry and disappointed” that he was never told the CIA had doubts about the reliability of the source. “I spent four days at CIA headquarters, and they told me they had this nailed.” But former CIA chief of European operations Tyler Drumheller will later claim in a book that he tried and failed to keep the Curveball information out of the Powell speech (see February 4-5, 2003). “People died because of this,” he will say. “All off this one little guy who all he wanted to do was stay in Germany.” Drumheller will say he personally redacted all references to Curveball material in an advance draft of the Powell speech. “We said, ‘This is from Curveball. Don’t use this.’” But Powell later says neither he nor his chief of staff, Larry Wilkerson, were ever told of any doubts about Curveball. “In fact, it was the exact opposite,” Wilkerson will assert. “Never from anyone did we even hear the word ‘Curveball,’ let alone any expression of doubt in what Secretary Powell was presenting with regard to the biological labs.” [ABC News, 3/13/2007]

The British government releases a dossier titled “Iraq: Its Infrastructure of Concealment, Deception, and Intimidation.” The government says the dossier is based on high-level intelligence and diplomatic sources and was produced with the approval of Prime Minister Tony Blair; it also wins praise from US Secretary of State Colin Powell (see February 7, 2003). Unfortunately, the dossier is almost wholly plagiarized from a September 2002 article by university student Ibrahim al-Marashi. [Middle East Review of International Affairs, 2/23/2003] Al-Marashi was doing postgraduate work at Oxford University when he wrote it. [International Policy Fellowships, 10/1/2006] The article is entitled “Iraq’s Security and Intelligence Network: A Guide and Analysis,” and was published in the Middle East Review of International Affairs Journal (MERIA). [Middle East Review of International Affairs, 2/23/2003] The British dossier plagiarizes two other articles as well, both from Jane’s Intelligence Review (see February 8, 2003), some of which were published as far back as 1997. MERIA is based in Israel, which even moderate Arabs say makes it a suspect source, and all the more reason why the origin of the information should have been cited. [Guardian, 2/7/2003] MERIA, an Internet-based magazine with about 10,000 subscribers, is edited by Jerusalem Post columnist Barry Rubin. [Jerusalem Post, 2/8/2003] Rubin will responds dryly: “We are pleased that the high quality of MERIA Journal’s articles has made them so valuable to our readers.… As noted on the masthead of each issue and all our publications, however, we do appreciate being given credit.” [Middle East Review of International Affairs, 2/23/2003] Al-Marashi, currently working at California’s Center for Nonproliferation Studies, describes himself as an opponent of Saddam Hussein’s regime: “As an Iraqi, I support regime change in Iraq,” he says. [Reuters, 2/8/2003; Associated Press, 2/7/2007]
Article Used Information from 1991 - He examined Iraq’s secret police and other, similar forces in detail, using captured Iraqi documents from the 1991 Gulf War and updating that information to be more timely. [Middle East Review of International Affairs, 9/2002] The dossier contains entire sections from al-Marashi’s article quoted almost verbatim, including typographical errors contained in the original. When asked about the plagiarism, al-Marashi says he was not approached by the British government for permission to use his work. “It was a shock to me,” he says. Chris Aaron, editor of Jane’s Intelligence Review, says he had not been asked for permission to use material from his article in the dossier. The dossier uses the three articles to detail methods used by the Iraqi government to block and misdirect UN weapons inspectors’ attempts to locate weapons stockpiles in Iraq. The dossier claims that while the UN only has 108 weapons inspectors inside Iraq, the Iraqi government has 20,000 intelligence officers “engaged in disrupting their inspections and concealing weapons of mass destruction.” The dossier claims that every hotel room and telephone used by the weapons inspectors is bugged, and that WMD-related documents are being concealed in Iraqi hospitals, mosques, and homes. Powell will cite the dossier as part of his presentation to the UN detailing evidence of Iraqi weapons programs (see February 5, 2003). [Associated Press, 2/6/2003; BBC, 2/7/2003] When the media exposes the origins of the dossier, Blair officials will concede that they should have been more honest about the source material (see February 6, 2003).
British 'Inflated' Some Numbers, Used More Extreme Language - Al-Marashi, who learns of the plagiarism from a colleague, Glen Rangwala (see February 5, 2003), says the dossier is accurate despite “a few minor cosmetic changes.” He adds: “The only inaccuracies in the [British] document were that they maybe inflated some of the numbers of these intelligence agencies. The primary documents I used for this article are a collection of two sets of documents, one taken from Kurdish rebels in the north of Iraq—around four million documents—as well as 300,000 documents left by Iraqi security services in Kuwait.” [BBC, 2/7/2003] Al-Marashi and Rangwala both note that the dossier uses more extreme language. “Being an academic paper, I tried to soften the language” al-Marashi says. “For example, in one of my documents, I said that [the Iraqi intelligence agency known as the Mukhabarat] support[s] organizations in what Iraq considers hostile regimes, whereas the [British] document refers to it as ‘supporting terrorist organizations in hostile regimes.’” [Guardian, 2/7/2003; New York Times, 2/8/2003]
Third Attempt to Pass Off Old Information as New Evidence - This is the third time in recent months that Downing Street has tried to pass off old, suspect information as damning evidence against Iraq. In September, it released a 50-page dossier, “Iraq’s Weapons of Mass Destruction: The Assessment of the British Government,” that used years-old information from the Foreign Office and British intelligence to make its case (see September 24, 2002); UN inspectors and British journalists visited some of the “facilities of concern” and found nothing (see September 24, 2002). In December, Downing Street released a 23-page report, “Saddam Hussein: Crimes and Human Rights Abuses,” that was heavily criticized by human rights groups, members of Parliament, and others for reusing old information. When that dossier was released, the Foreign Office put forward an Iraqi exile who had been jailed by Hussein for 11 years. The exile displayed handcuffs he said had been placed on him while in captivity. Afterwards, the exile admitted that the handcuffs were actually British in origin. [Guardian, 2/7/2003]
Dossier Product of Heated Debate - The Observer writes of the current “dodgy dossier” that discussions between Blair’s head of strategic communications, Alastair Campbell, foreign policy adviser David Manning, senior intelligence officials, and the new head of British homeland security, David Omand, resulted in a decision to “repeat a wheeze from last autumn: publishing a dossier of ‘intelligence-based evidence,’” this time focusing on Iraq’s history of deceiving weapons inspectors. The dossier had to be released before chief UN inspector Hans Blix could make his scheduled report in mid-February. The previous dossier, about Iraq’s dismal human rights record, had led to what The Observer calls “several stand-up rows between Omand and Campbell, with the former accusing the latter of sprinkling too much ‘magic dust’ over the facts to spice it up for public consumption.” That dossier left “the more sensationalist elements” in the forward, but for this dossier, “there was no time for such niceties. Led by Campbell, a team from the Coalition Information Center—the group set up by Campbell and his American counterpart during the war on the Taliban—began collecting published information that touched on useful themes.” Al-Marashi’s work became the central piece for the cut-and-pasted dossier, which The Observer says was compiled so sloppily that, in using the al-Marashi report and one of the Jane’s articles, two different organizations were confused with one another. When asked on CNN if there is a clear connection between Saddam Hussein and al-Qaeda, National Security Adviser Rice replies: “There is no question in my mind about the al-Qaeda connection. It is a connection that has unfolded, that we’re learning more about as we are able to take the testimony of detainees, people who were high up in the al-Qaeda organization.
