The Environmental Protection Agency (EPA) announces that it will allow North Dakota to adopt a new method for estimating air pollution. [Washington Post, 5/19/2004] According to the agency’s own specialists in air quality monitoring, the new method will grossly underestimate pollution levels, potentially allowing North Dakota to relieve itself of the stigma of being the only state whose federal preserves—Theodore Roosevelt National Park and the Lostwood National Wildlife Refuge—are in violation of the Clean Air Act.
