Profile: United Nations Security Council
United Nations Security Council was a participant or observer in the following events:
President Harry Truman, without the approval of Congress, sends US troops to fight in the Korean War. Unlike his predecessor (see December 8, 1941), Truman asserts that he has the inherent right to do so as the commander in chief (see 1787 and 1793). Truman bases his decision in part on a UN Security Council resolution passed three days before—at the US’s behest—approving military aid to South Korea, which was invaded by North Korean troops on June 25. In 2007, reporter and author Charlie Savage will write: “But the permission of foreign states was irrelevant to the domestic legal issue of who got to decide whether the United States would go to war. No president had ever before launched anything on the scale of the Korean War without prior permission from Congress, as the Constitution requires.” Savage will explain why Congress allows Truman to usurp its prerogatives: “[M]embers of Congress, eager to appear tough against Communism and to support a war effort, did nothing to block Truman.” [Savage, 2007, pp. 19; Truman Library, 3/2008]

[Source: Public domain]The USS Vincennes, a state-of-the-art Aegis guided missile cruiser patrolling the Strait of Hormuz in an effort to keep oil tankers safe from Iranian and Iraqi depredations, detects an Iranian aircraft apparently closing in on its position. The captain and crew of the Vincennes are aware of previous attacks on US ships and Kuwaiti oil tankers by Iranian gunboats, and know of the attack a year before on the USS Stark by an Iraqi fighter (see May 17, 1987 and After). Just a half-hour before, the Vincennes itself had fired on Iranian gunboats. Captain Will Rogers III has seven minutes to decide what to do about the aircraft, which he and his radar operators believe is most likely an Iranian F-14. Although the first transmission from the Iranian aircraft identifies itself as “commair”—commercial aircraft—the radio operator forgets to reset his receiver, and subsequently receives transmissions from Iranian military aircraft which he mistakenly attributes to the incoming aircraft. When the aircraft is nine miles away, Rogers fires two SM-2 surface-to-air missiles at the aircraft. At least one missile hits the plane, which is not a military fighter, but Iran Air Flight 655, a civilian Boeing 747 carrying 290 passengers. The missile slices the airliner in half; all 290 passengers, including 66 children, die. Though the international community is outraged, the White House and the Pentagon defend the Vincennes’s action. The UN Security Council will not condemn the attack, and President Reagan volunteers to pay compensation to the families. The Navy is embarrassed that in the first real military action from one of its new Aegis cruisers, it had shot down an unarmed civilian aircraft. An investigation proves that the aircraft had been well within a commercially designated flight path, and was not descending in a threatening manner, as was initially claimed by both Vincennes personnel and Pentagon officials. No disciplinary actions against Rogers or any of his crew are ever taken. During the 1988 presidential campaign, Vice President George H. W. Bush will frequently say of the incident: “I will never apologize for the United States of America. The United Nations sends a delegation of experts to the Iraq-Iran War conflict zone to investigate Iraq’s use of chemical weapons. [Jentleson, 1994, pp. 76] However, Baghdad refuses to cooperate and the US makes no serious attempt to press Baghdad to comply with the UN Security Council’s decision. US Secretary of State George Shultz downplays the charges against Iraq, arguing that interviews with Kurdish refugees in Turkey and “other sources” do not conclusively support the allegations being made against Saddam Hussein’s government. The UN Security Council adopts Resolution 660 condemning Iraq’s invasion of Kuwait (see August 2, 1990 and demanding that Iraq “withdraw immediately and unconditionally all its forces to the positions in which they were located on 1 August 1990.” [United Nations Security Council, 8/2/1990]
The UN Security Council adopts Resolution 678 authorizing “Member States co-operating with the Government of Kuwait… to use all necessary means to uphold and implement resolution 660 (1990) and all subsequent relevant resolutions and to restore international peace and security in the area.” [United Nations, 11/29/1990]
The televised Congressional hearings of Iraqi atrocities against the Kuwaiti people, featuring the emotional testimony of a young Kuwaiti girl who tells the wrenching tale of Iraqi soldiers murdering Kuwaiti babies in their incubators (see October 10, 1990), sparks an outcry among both lawmakers and members of the US public. The story is later proven to be entirely false, but only long after the story, the product of an American public relations firm (see August 11, 1990), has had its desired impact (see January 9-13, 1991). The story is repeated over and over again, by President Bush, in subsequent Congressional testimony, on television and radio broadcasts, and even at the UN Security Council. Bush says that such “ghastly atrocities” are like “Hitler revisited,” and uses the images of “babies pulled from incubators and scattered like firewood across the floor” to excoriate Congressional Democrats reluctant to authorize the impending invasion. Author John MacArthur will later write, “Of all the accusations made against the dictator [Saddam Hussein], none had more impact on American public opinion than the one about Iraqi soldiers removing 312 babies from their incubators and leaving them to die on the cold hospital floors of Kuwait City.” American public opinion remains deeply divided about the necessity of a war with Iraq; the US Senate authorizes the war by a bare five-vote margin (see January 9-13, 1991). Journalists John Stauber and Sheldon Rampton will later write, “Given the narrowness of the vote, the babies-thrown-from-incubators story may have turned the tide in Bush’s favor.” [Christian Science Monitor, 9/6/2002; Christian Science Monitor, 9/6/2002; CounterPunch, 12/28/2002; Public Relations Watch, 6/3/2007] In 1995, Bush’s National Security Adviser Brent Scowcroft will say: “We didn’t know it wasn’t true at the time.… [I]t was useful in mobilizing public opinion.” [Christian Science Monitor, 9/6/2002]
’Nayirah’ testifying before Congress. [Source: Web Fairy (.com)]An unconfirmed report of Iraqi soldiers entering a Kuwaiti hospital during the Iraqi invasion of Kuwait (see August 2, 1990) and removing newborns from their incubators causes a sensation in the US media. The rumor, which later turns out to be false, is seized upon by senior executives of the PR firm Hill & Knowlton, which has a $11.9 million contract from the Kuwaiti royal family to win support for a US-led intervention against Iraq—the largest foreign-funded campaign ever mounted to shape US public opinion. (Under the Foreign Agents Registration Act, the firm should have been held accountable for its marketing campaign, but the Justice Department fails to intervene.) The firm also has close ties to the Bush administration, and will assist in marketing the war to the US citizenry. [Christian Science Monitor, 9/6/2002; Independent, 10/19/2003; Public Relations Watch, 6/3/2007] Hill & Knowlton uses a front group, “Citizens for a Free Kuwait” (see August 11, 1990), to plant the stories in the news media.
Congressional Hearings - Hearings on the story, and other tales of Iraqi atrocities, are convened by the Congressional Human Rights Caucus, chaired by Representatives Tom Lantos (D-CA) and John Porter (R-IL). Reporters John Stauber and Sheldon Rampton will later characterize the caucus as little more than an H&K-funded sham; Lantos and Porter are also co-chairs of the Congressional Human Rights Foundation, a legally separate entity that occupied free office space in Hill & Knowlton’s Washington, DC offices. The star of the hearings is a slender, 15-year old Kuwaiti girl called “Nayirah.” According to the Caucus, her true identity is being concealed to prevent Iraqi reprisals against her or her family. Sobbing throughout her testimony, “Nayirah” describes what she says she witnessed in a hospital in Kuwait City; her written testimony is provided to reporters and Congressmen in a media kit prepared by Citizens for a Free Kuwait. “I volunteered at the al-Addan hospital,” she tells the assemblage. “While I was there, I saw the Iraqi soldiers come into the hospital with guns, and go into the room where… babies were in incubators. They took the babies out of the incubators, took the incubators, and left the babies on the cold floor to die.” [Christian Science Monitor, 9/6/2002; Los Angeles Times, 1/5/2003; Public Relations Watch, 6/3/2007] The hearings, and particularly “Nayirah’s” emotional tale, inflame American public opinion against the Iraqis (see October 10, 1990 and After) and help drum up support for a US invasion of Iraq (see January 9-13, 1991).
Outright Lies - Neither Lantos, Porter, nor H&K officials tell Congress that the entire testimony is a lie. “Nayirah” is the daughter of Saud Nasir al-Sabah, the Kuwaiti ambassador to the US. Neither do they reveal that “Nayirah’s” testimony was coached by H&K vice president Lauri Fitz-Pegado. Seven other “witnesses” testify to the same atrocities before the United Nations; the seven use false names and identities. The US even presents a video made by Hill & Knowlton to the Security Council. No journalist investigates the claims. As author Susan Trento will write: “The diplomats, the congressmen, and the senators wanted something to support their positions. The media wanted visual, interesting stories.” It is not until after the war that human rights investigators look into the charges. No other witnesses can be located to confirm “Nayirah’s” story. Dr. Mohammed Matar, director of Kuwait’s primary care system, and his wife, Dr. Fayeza Youssef, who runs the obstretrics unit at the maternity hospital, says that at the time of the so-called atrocities, few if any babies were in incubator units—and Kuwait only possesses a few such units anyway. “I think it was just something for propaganda,” Dr. Matar will say. It is doubtful that “Nayirah” was even in the country at the time, as the Kuwaiti aristocracy had fled the country weeks before the Iraqi invasion. Amnesty International, which had supported the story, will issue a retraction. Porter will claim that he had no knowledge that the sobbing little girl was a well-rehearsed fabricator, much less an ambassador’s daughter. Canadian Broadcasting Corporation reporters will ask al-Sabah for permission to question his daughter about her testimony; he will angrily refuse. “Naiyrah” herself will later admit that she had never been in the hospital herself, but had learned of the supposed baby murders from a friend. In a subsequent interview about media manipulation during the war, Fitz-Pegado will say: “Come on.… Who gives a sh_t whether there were six babies or two? I believed her.” She will later clarify that statement: “What I meant was one baby would be too many.” [CounterPunch, 12/28/2002; Independent, 10/19/2003; Public Relations Watch, 6/3/2007]

The United Nations Security Council passes Resolution 687. The resolution “[w]elcom[es] the restoration to Kuwait of its sovereignty, independence and territorial integrity and the return of its legitimate government.” The bulk of the resolution addresses Iraq, requiring that nation to destroy all of its chemical, nuclear, and biological weapons, as well as all of its ballistic missiles with a range greater than 150 kilometers. The resolution says that Iraq’s compliance will represent “steps towards the goal of establishing in the Middle East a zone free from weapons of mass destruction and all missiles for their delivery and the objective of a global ban on chemical weapons.” Other portions of the resolution require Iraq to pay war reparations to Kuwait, to honor its international debts, and reaffirm the Iraq sanctions already passed by the UN. The resolution also paves the way for the controversial Oil-for-Food program by taking charge of Iraq’s petroleum exports. On the UN Security Council, twelve nations vote for the resolution; one, Cuba, votes against it, and two, Ecuador and Yemen, abstain. [United Nations, 4/3/1991; UNDemocracy (.com), 4/3/1991]
The Bosnian Serbs have the upper hand in their war against Bosnian Muslims and there is international concern that large numbers of Muslim civilians could be killed. The UN Security Council declares six “safe areas” for Bosnian Muslims: Sarajevo, Tuzla, Bihac, Srebrenica, Zepa and Gorazde. However, despite UN promises, in 1995 the Serbs will begin shelling the Muslim safe areas and conquer Srebrenica and Zepa. [Time, 12/31/1995]
President Clinton gives serious consideration to launching massive military strikes against North Korea’s nuclear facility at Yongbyon. The North Koreans are preparing to remove nuclear fuel rods from the internationally monitored storage site at the facility, expel the international weapons inspectors, and withdraw from the Nuclear Non-Proliferation Treaty, which they had signed in 1985 (see July 1, 1968 and December 12, 1985). Clinton asks the UN to consider economic sanctions; in response, North Korea says sanctions will trigger a war. The Pentagon presents Clinton with a plan to send 50,000 US troops to South Korea, bolstering the 37,000 already in place, as well as an array of combat jets, naval vessels, combat helicopters, ground assault vehicles, and various missile and rocket systems. Clinton orders an emplacement of 250 soldiers to a logistical headquarters to manage the influx of weaponry. (In 2005, former Clinton administration officials will confirm that Clinton was quite willing to go to war with North Korea if need be.) But Clinton also extends diplomatic offerings to North Korea. He sets up a diplomatic back-channel to that nation in the form of former President Jimmy Carter, who has an informal conference with North Korean leader Kim Il-Sung. (The press portrays the Carter visit as a private venture without Clinton’s approval; later, former Clinton officials will verify that Clinton recruited Carter to go.) Some Clinton cabinet officials, particularly those who had served in the Carter administration, warn Clinton that Carter is a “loose cannon” and may well go beyond the parameters laid down by Clinton in negotiating with Kim. Vice President Gore and other senior officials urge Clinton to send Carter, believing that there is no other way to resolve the crisis. Clinton agrees with Gore. He believes that Kim has, in the words of reporter Fred Kaplan, “painted himself into a corner and needed an escape hatch—a clear path to back away from the brink without losing face, without appearing to buckle under pressure from the US government. Carter might offer that hatch.” Both sides, Kaplan will write, are correct. Carter succeeds in getting Kim to back down, and goes much farther than his instructions allow, negotiating the outline of a treaty and announcing the terms live on CNN, notifying Clinton only minutes before the news broadcast. Hussan al-Turabi. [Source: CNN]On June 26, 1995, there is a failed assassination attempt on Egyptian President Hosni Mubarak as he visits Ethiopia (see June 26, 1995). The CIA soon concludes Osama bin Laden authorized the operation, and they plan a retaliation attack. [US Congress, 7/24/2003] Evidence suggests that the government of Sudan and Hassan al-Turabi, Sudan’s leader, know where bin Laden is living in Sudan and helped support the plot. The United Nations Security Council places sanctions on Sudan as a result. The US examines options for attacking bin Laden and/or al-Turabi’s facilities in the Sudanese capital of Khartoum. The options developed by the US military are rejected for being unstealthy and a de facto war on Sudan. In the ensuing months, there are reports of Egyptian covert operations against bin Laden and an Egyptian military build-up on the Sudanese border. These factors influence bin Laden’s decision to move to Afghanistan in 1996 (see May 18, 1996). [Clarke, 2004, pp. 140-41] One suspect in the assassination, Anas al-Liby, moves to Britain. The British government not only refuses to extradite him to Egypt, but secretly hires him to assassinate the leader of Libya (see (Late 1995) and 1996).
Hardline neoconservative Elliott Abrams (see June 2, 1987) joins the National Security Council as senior director of Near East and North African affairs. A State Department official will later recall: “Elliott embodied the hubris of the neocon perspective. His attitude was, ‘All the rest of you are pygmies. You don’t have the scope and the vision we have. We are going to remake the world.’ His appointment meant that good sense had been overcome by ideology.”
Rush of Neoconservatives into Administration - Abrams’s entry into the White House heralds a rush of former Project for the New American Century members (PNAC—see January 26, 1998 and September 2000) into the Bush administration, almost all of whom are staunch advocates of regime change in Iraq. “I don’t think that most people in State understood what was going on,” the State Department official will say later. “I understood what this was about, that PNAC was moving from outside the government to inside. In my mind, it was an unfriendly takeover.” [Unger, 2007, pp. 205]
Neoconservatives Well-Organized, Contemptuous of Congress - In June 2004, former intelligence official Patrick Lang will write: “It should have been a dire warning to the US Congress when the man who had been convicted of lying to Congress during the Iran-contra affair [Abrams] was put in charge of the Middle East section of the NSC staff. One underestimated talent of the neocon group in the run-up to this war was its ability to manipulate Congress. They were masters of the game, having made the team in Washington in the 1970s on the staffs of two of the most powerful senators in recent decades, New York’s Patrick Moynihan and Washington’s Henry ‘Scoop’ Jackson (see Early 1970s). The old boy’s club—Abe Shulsky at OSP [the Office of Special Plans—see September 2002], Undersecretary of Defense Paul Wolfowitz, Assistant Secretary of Defense for Policy Douglas Feith, Middle East Desk Officer at the NSC Abrams, Defense Policy Board Chairman Richard Perle—had not only worked together in their early government years in these two Senate offices, but they had stayed together as a network through the ensuing decades, floating around a small number of businesses and think tanks, including the American Enterprise Institute and the openly neoimperialist Project for a New American Century. The neocons were openly contemptuous of Congress, as they were of the UN Security Council.” [Middle East Policy Council, 6/2004]

At the opening of the UN General Assembly, which is delayed by seven weeks due to the 9/11 attacks, government leaders lend nearly unanimous support to the military campaign in Afghanistan, though the operation has not received the express prior authorization from the UN Security Council that is usually necessary for the lawful use of military force for any other reason than pure self-defense. [United Nations, 11/16/2001]
In a speech in Davenport, Iowa, President Bush reiterates his talking points against Iraq: Saddam Hussein’s harsh treatment of his citizens, its disregard and duplicity regarding United Nations resolutions, and its support for Islamist terrorism. Together, these make Iraq into “a grave and gathering danger” that must be dealt with. Bush says: “My nation will work with the UN Security Council to meet our common challenge. If Iraq’s regime defies us again, the world must move deliberately, decisively to hold Iraq to account. But the purposes of the United States should not be doubted. The Security Council resolutions will be enforced—the just demands of peace and security will be met—or action will be unavoidable. And a regime that has lost its legitimacy will also lose his power.” Scott McClellan, currently the deputy White House press secretary, will later write, “In a White House that prided itself on message discipline, Bush’s speech provided the new talking points for ‘educating the public about the threat’ (as we described our campaign to sell the war).” [McClellan, 2008, pp. 119-120] In the morning press gaggle, McClellan softpedals the president’s message somewhat: “The president will continue to consult with the international community and Congress as we move forward, and he will continue to talk to the American people as we move forward on any particular course of action. That is something he is doing now, and that is something he will continue to do. But what needs to happen right now is that the UN needs to act, and they need to back up their actions with enforcement. And that’s where our focus is, and we’re pleased with the emerging consensus from the international community around the president’s call for the UN to act.” [White House, 9/16/2002]
The US and Britain present a jointly drafted UN resolution to Russia, China, and France that goes “far beyond anything previously agreed to by America’s partners on the UN Security Council.” The draft resolution seeks to authorize the use of military action against Iraq in the event that Saddam’s regime fails to comply with the new demands outlined in the draft resolution. 7 Days to Open Country for Inspections - The draft resolution proposes giving Iraq seven days “to accept the resolution and declare all of its programs of weapons of mass destruction, and a further 23 days to open up the sites concerned and provide all documents to support the declaration.” [New York Times, 9/28/2002; New York Times, 10/2/2002]
Inspectors Protected by US Forces - Weapons inspectors would operate out of bases inside Iraq, where they would be under the protection of UN troops. UN military forces or those of a “member state” (presumably the US or Britain), would enforce “no-fly” and “no-drive” zones along the roads on the way to and around alleged weapons sites to be visited by the inspectors. This would discourage Iraqis from removing anything before inspections. “Diplomats at the UN said there was no doubt that US troops would play a leading role in any such enforcement, allowing the Pentagon to deploy forces inside Iraq even before hostilities got under way,” reports the Guardian. Open Skies - The US-British draft resolution includes provisions that would demand that Iraq permit the free and unrestricted landing of aircraft, including unmanned spy planes. [New York Times, 10/2/2002; Guardian, 10/3/2002]
UN Can Remove Anyone for Interrogation - The UN inspections teams would be authorized to remove anyone it wishes to a location outside out of Iraq, along with his or her family, for interrogation. The stated reason for this would be to remove the person’s fear of possible Iraqi government reprisals. [New York Times, 10/2/2002; Guardian, 10/3/2002]
Overrides Resolution 1154 - The draft resolution would override the provisions of UN Resolution 1154, requiring inspectors to notify Iraqi authorities prior to inspecting presidential sites and to perform the inspections in the presence of Iraqi diplomats. Complete Openness or 'Material Breach' Allowing for Overthrow - The document stipulates that errors in a “currently accurate, full and complete declaration of all aspects” of its programs to develop weapons of mass destruction or “failure by Iraq at any time to comply and cooperate fully” would constitute “a further material breach… that authorizes member states to use all necessary means to restore international peace and security in the area,” which the New York Times notes is “a diplomatic euphemism for American and British military action to remove Mr. Hussein from power.” As one US official explains to the Times, “If we find anything in what they give us that is not true, that is the trigger. If they delay, obstruct or lie about anything they disclosed, then this will trigger action.” [New York Times, 9/28/2002; New York Times, 10/2/2002] The BBC reports that Russia, China, and France suspect “that the ultimatum is really designed to be turned down, leaving the way open for military operations during the December to February period.” [BBC, 9/30/2002]
US Nationals On Inspection Teams - The draft resolution would also allow the permanent members of the UN Security Council to place their own nationals on the inspection teams. This is significant because the current inspections team, UNMOVIC, currently does not have any US officials in high positions. The reason for this is because the last UN inspections team, UNSCOM, had been sabotaged by US spies (see December 17, 1999). [London Times, 9/18/2002; BBC, 10/1/2002; New York Times, 10/2/2002]
Iraqis, Allies Find Resolution Unacceptable - Iraq is infuriated by the draft resolution and calls it “unacceptable.” Iraqi Vice President Taha Yassin Ramadan states, “The position on the inspectors has been decided and any new measure intended to harm Iraq is unacceptable.” French President Jacques Chirac immediately expresses his opposition to the US-proposed draft resolution and seeks to form a coalition to prevent its passing. He explains that France favors the return of weapons inspectors to Iraq absent of any ultimatums because of “the seriousness of the decisions to be taken and the consequences.” He meets with Chinese premier Zhu Rongji and calls Russian President Vladimir V. Putin. Russia is also upset with the proposed draft resolution. “In its current form, this resolution cannot be implemented by its very nature,” a source tells Reuters. During negotiations with the French over the wording of UN Resolution 1441 (see November 8, 2002), the US reportedly attempts to deceive the French with amateurish tricks. Vanity Fair magazine reports in April 2004: “According to a French diplomat, the US attempted various amateurish maneuvers. For example, they would have the French look at certain paragraphs that spoke to the issue of an automatic trigger; the French would insist on deletions, which the US would appear to accept; then the deletion would pop-up elsewhere in the text. ‘We didn’t like it in paragraph four,’ a French diplomat says, recalling the mind numbing dialogue. ‘We don’t like it in paragraph two, either.’” [Vanity Fair, 5/2004, pp. 286-288]
Former ambassador Joseph Wilson, having broken his decade-long silence on Middle Eastern affairs just months before (see May 2002), pens an op-ed for the San Jose Mercury News titled “How Saddam Thinks.” Wilson warns of a “bloody American invasion and long occupation of Iraq” if President Bush follows up on his threats of “regime change,” with the United Nations failing to derail the US push for war with forceful weapons inspections.
Crucial Lessons of Desert Shield/Desert Storm - “Both the US and UN approaches are dangerously flawed,” he warns. “They ignore crucial lessons we learned in the Persian Gulf War about how Saddam thinks.” If Bush does go to war, Wilson writes, “Saddam [Hussein] will use every weapon in his arsenal to defend himself,” which may well include chemical and biological weapons. “But,” he continues, “history also shows that the less-confrontational approach favored by some on the Security Council—France and Russia—isn’t likely to work, either. Saddam has, after all, repeatedly flouted UN resolutions and ignored its demands to let weapons inspectors back into the country for almost four years.” Wilson recalls listening to Hussein gloat over the prospect of slaughtering American soldiers during Desert Shield (see August 6, 1990), and the difficulties Wilson and his fellow diplomats encountered in persuading Hussein to release hundreds of foreign hostages intended for use as “human shields” (see August 8, 1990).
Hussein a 'Malignant Narcissist' - Wilson writes that “[w]e learned firsthand… what the CIA psychiatrists have said for years: Saddam is an egomaniacal sociopath whose penchant for high-risk gambles is exceeded only by a propensity for miscalculation. Those psychiatrists, who study the characters of world leaders, believe that he suffers from what is popularly called ‘malignant narcissism,’ a sense of self-worth that drives him to act in ways that others would deem irrational, such as invading neighboring countries. But the trait also makes him highly sensitive to direct confrontation and embarrassment, even as he is contemptuous of compromise.”
Confrontation without War - Wilson found that a confrontational, “in your face” approach worked the best in getting the desired results from Hussein (see August 8-9, 1990). Wilson recommends revisiting the techniques that worked during the 1991 Gulf War, incorporating “[a]n aggressive UN-sanctioned campaign to disarm Iraq—bolstered by a militarily supported inspection process—would combine the best of the US and UN approaches, a robust disarmament policy with the international legitimacy the United States seeks.” Wilson continues: “Our message to Saddam can be simple: ‘You are going to lose your weapons of mass destruction capability either through the inspections or through a sustained cruise-missile assault on the 700 suspicious sites the United Nations has already identified. If you rebuild them, we will attack again. And if you use weapons of mass destruction or attack another country in the region, we will destroy you and your regime.’ The decision to live or die then becomes his to make. The ultimate lesson of the Gulf War may be that when offered the choice, Saddam will sacrifice almost everything before sacrificing his own life or grip on power.” [Mercury News (San Jose), 10/13/2002]
Response - Foreign Intelligence Advisory Board chief Brent Scowcroft (see October 16, 2001 and March 2002) asks Wilson if he can “take [the editorial] over to the White House.” Scowcroft says that White House officials need to hear the views of someone who actually has experience with Iraq and with Hussein. Days later, Wilson receives a note from former President George H. W. Bush indicating that he agrees wholeheartedly with Wilson’s position. The op-ed will also garner invitations from a variety of television news shows for Wilson to appear as a commentator. [Wilson, 2004, pp. 295-297]
Opposition in the UN Security Council against the US-British-proposed draft resolution remains strong in spite of heavy pressure from the US. France, China, and Russia—all of whom have veto power—remain steadfast in their opposition to the wording of the US-British draft resolution. [BBC, 10/16/2002; BBC, 10/17/2002]
The Bush administration disagrees with UN inspectors and the governments of other Security Council member states on how much time inspectors will need to complete their work. The Bush administration, eager to begin its planned invasion of Iraq before the end of March, opposes suggestions by inspectors that the process will require a year or more. Military planners are concerned that beginning an invasion after March could cause some of the heaviest fighting to occur during Iraq’s blistering hot summer. The Washington Times reports: “US military planners are facing the prospect that weapons inspections in Iraq will drag on for months, pushing the Pentagon’s timetable for action from the ideal weather of February to the blistering days of midsummer…. War designers see February as the best time to fight and have considered troop deployments around that date. A February campaign would capitalize on optimum weather in the desert region. A February date also would allow three months for the administration to complete a final war plan, line up support from allies, and deploy and alert the necessary combat units.” [Washington Times, 11/29/2002]
Confident of UN support for its resolution (see November 1, 2002), the Bush administration presents the UN Security Council with a third draft for an even tougher UN resolution aimed at “disarming” Saddam Hussein’s regime. In one section the word “or” is replaced with “and,” and in another the phrase “restore international peace and security” is changed to “secure international peace and security.” France will agree to the new draft on November 7 and the resolution will be passed by the council unanimously on November 8 (see November 8, 2002) with only slight modifications. British Foreign Minister Jack Straw says that another UN resolution will be needed before taking military action against Iraq. Straw tells the BBC, “The most likely course of action, if military action is required—which it is not at the moment—is that we go to the Security Council, which is where there would be discussion. Our preference has always been for a further resolution for the Security Council, and that would then be put to the House of Commons for further endorsement, just as this original 1441 resolution (see November 8, 2002) is being put before the House for endorsement on Monday [November 25].” [BBC, 11/22/2002]
Iraq informs the United Nations Security Council that it might not be able to provide the UN with a complete declaration of its past and present civilian and military chemical, biological and nuclear programs as required by UN Resolution 1441 (see November 8, 2002) by the December 8 deadline. Hans Blix is sympathetic and the Russian UN ambassador suggests that the deadline should be extended. Iraqi officials also indicate they are not sure what exactly they are expected to include. According to the Washington Post, “Iraqi officials told Blix that they were uncertain whether the Security Council’s terms required that they declare every single item produced in its commercial chemical industry, citing plastic slippers as an example.” Hans Blix indicates that he is also unsure. John D. Negroponte, the US ambassador to the United Nations, argues that no extension should be granted. [Washington Post, 11/23/2002]
The UN Security Council decides that it will not release Iraq’s declaration to any of the member states once it has been received. “UN experts would first scrutinize the document—expected to run to several thousand pages—to check that sensitive information is not made public,” explains the London Times, adding, “That could take weeks.” [London Times, 12/7/2002; New York Times, 12/7/2002]
US Undersecretary of State for Arms Control and International Security John R. Bolton meets with UN Security Council representatives to argue the Bush administration’s case for tightening sanctions on Iraq. Several of the 38 changes that are favored by the Bush administration are aimed at preventing Iraq from acquiring new military equipment—equipment that might be used in an attempt to defend itself in the event of a US and British invasion. Among such items are jammers to block satellite-positioning systems, ultra-wide-band radios and broadcast equipment. The US also wants to extend the import restrictions to several medicines that could be used as antidotes to chemical weapons agents, including atropine, pralidoxime and sodium nitrite. The non-permanent members of the UN Security Council receive the edited version of Iraq’s December 7 declaration (see December 7, 2002). Almost 8,500 pages of the original 12,000 supplied by Baghdad are removed or blacked out, including sections on the designs for the production of nuclear weapons, plans for converting short-range missiles into long-range rockets, and a list of foreign countries and companies that provided Iraq with the materials used in Iraq’s former chemical, biological and nuclear weapons programs. [Newsday, 12/13/2002; Washington Post, 12/19/2002; Straits Times, 12/20/2002; Sunday Herald (Glasgow), 12/22/2002; New York Times, 12/12/2003] The reason offered by UN Chief Weapons Inspector Hans Blix for removing the names of the suppliers is that if he “were to give the names publicly, then they would never get another foreign supplier to give them any information.” [New York Times, 12/12/2003] Some of the non-permanent members of the UN Security Council are upset by the extensive editing of the documents. “How are we to judge this on such short notice, and with so many black lines running through it?” asks one annoyed envoy. [Straits Times, 12/20/2002]
The State Department publishes a fact sheet titled “Illustrative Examples of Omissions From the Iraqi Declaration to the United Nations Security Council,” which states that in its December 2002 declaration (see December 7, 2002) to the UN, Iraq “ignores [its] efforts to procure uranium from Niger.” [US Department of State, 12/19/2002; Associated Press, 6/12/2003; Associated Press, 7/13/2003] Secretary of State Colin Powell rejects the UN dossier, in part because it does not account for the Nigerien uranium (see Between Late 2000 and September 11, 2001) and aluminum tubes (see Between April 2001 and September 2002) Iraq is supposedly using to make nuclear weapons. [Unger, 2007, pp. 268] But at this time, there is no evidence that Iraq had in fact sought to obtain uranium from Niger. Prior to the fact sheet’s publication, the CIA had warned the State Department about this and recommended that the phrase be removed—advice the State Department chose to ignore. [Associated Press, 6/12/2003] Throughout the rest of December, almost every statement the US goverment makes on Iraq will include references to the Nigerien uranium deal. President Bush, Vice President Cheney, Secretary of Defense Rumsfeld, National Security Adviser Condoleezza Rice, and Powell will all state publicly that Iraq had been caught trying to buy uranium from Niger. Iraq provides the United Nations with the names of more than 400 scientists who are involved in Iraq’s weapons programs. One of the provisions of UN Security Council Resolution 1441 is that Iraq must supply the names of all of its weapons experts (see November 8, 2002). The UN Security Council approves some of the US’ and Britain’s suggestions for tightening sanctions on Iraq. Among the items added to the list of banned and restricted goods are certain types of communications equipment, speed boats, heavy trucks, and antibiotics. The US, assisted by its British ally, argued that the items could be used for military purposes. Iraq says that the new restrictions would undermine the oil-for-food program which allows Iraq to use proceeds from its oil sales to purchase humanitarian goods such as medical supplies. [Associated Press, 12/30/2002; Associated Press, 1/2/2003]
Officials in the Bush administration debate whether or not they will seek a second UN resolution prior to invading Iraq. The debate centers on the issue of whether or not France and “other reluctant allies” will give in to US demands. The New York Times reports on January 17 that officials plan “to confront France, Germany and other skeptics of military action against Iraq by demanding that they agree publicly that Iraq had defied the United Nations Security Council.” Some officials believe that these nations can eventually be won over using a variety of incentives, including promises of contracts in post-Saddam Iraq. Other officials, however, believe that France will never submit to the US request, and are of the opinion that the US should “not bother to seek a second resolution condemning Iraq and authorizing the use of force.” [New York Times, 1/23/2003] Though the existence of this debate is a matter of the public record by mid-January, what is not known at this time is that some of those involved are probably obtaining their information from a “dirty-tricks” surveillance campaign that the intelligence services of the US, Britain, and possibly Australian, are conducting on the UN delegates of other UN Security Council members states (see January 31, 2003).
The International Atomic Energy Agency (IAEA) passes a resolution demanding that North Korea once again admit UN weapons inspectors (see December 31, 2002) and abandon its formerly secret nuclear weapons program (see December 12, 2002) “within weeks,” or face possible action by the UN Security Council. North Korea will not respond to this resolution. [BBC, 12/2007]
A disagreement arises among UN Security Council members over the weapons inspections schedule. UN Resolution 1441 (see November 8, 2002) specifies that after 60 days, the inspectors must report to the Council on the progress of inspections. But the resolution provides no instructions for how the inspections are to proceed after this date. The resolution also fails to explain what is to happen if no weapons of mass destruction are found. Hans Blix believes that after the 60 day report—due January 27—his team should revert to the terms contained within 1999 UN Resolution 1284. According to the provisions of this agreement, an additional report would be due in late March, which would contain a list of disarmament requirements that Iraq would have to satisfy prior to the lifting of sanctions. [United Nations, 12/17/1999; Sydney Morning Herald, 1/16/2003; Reuters, 1/16/2003; Washington Post, 1/16/2003; New York Times, 1/16/2003] “The 1999 resolution spells out steps, which, in theory, could lead to a suspension of sanctions as early as July,” reports Reuters. [Reuters, 1/16/2003] Bush administration officials strongly disagree with Hans Blix’s approach, fearing that it would subvert US plans to provoke a military confrontation with Iraq. The Washington Post reports, “[Blix’s] plan risks undermining the administration’s strategy to ratchet up the pressure for a decision on whether to go to war later this month and it raises the prospect that Security Council members, including some US allies, would use it as an excuse to put off a decision until March, at the earliest.” Other countries—including France, Britain, Russia, France, China and Syria—see no problem with the timetable being advocated by Hans Blix. “The Council’s resolutions shouldn’t be flouted, they should be respected,” says Fayssal Mekdad, Syria’s deputy UN ambassador. [Washington Post, 1/16/2003]
Frank Koza, chief of staff in the “Regional Targets” section of the National Security Agency, issues a secret memo to senior NSA officials that orders staff to conduct aggressive, covert surveillance against several United Nations Security Council members. This surveillance, which has the potential to wreak havoc on US relations with its fellow nations, is reportedly ordered by George W. Bush and his national security adviser, Condoleezza Rice. Koza, whose section spies on countries considered strategically important to US interests, is trying to compile information on certain Security Council members in order to help the United States to win an upcoming UN resolution vote on whether to support military action against Iraq (see February 24, 2003.
Targeted Nations Include 'Middle Six' - The targeted members are the delegations from Angola, Cameroon, Chile, Mexico, Guinea, and Pakistan, who together make up the so-called “Middle Six.” These six nations are officially “on the fence,” and their votes are being aggressively courted by both the pro-war faction, led by the US and Britain, and the anti-war faction, led by France, Russia and China (see Mid-February 2003-March 2003. [Observer, 3/2/2003] Bulgaria is another nation targeted, and that operation will apparently be successful, because within days Bulgaria joined the US in supporting the Iraq war resolution. Mexico, another fence-straddler, is not targeted, but that may be because, in journalist Martin Bright’s words, “the Americans had other means of twisting the arms of the Mexicans.” (Bright is one of the authors of the original news report.) The surveillance program will backfire with at least one country, Chile, who has its own history of being victimized by US “dirty tricks” and CIA-led coups. Chile is almost certain to oppose the US resolution. [Australian Broadcasting Corporation, 3/6/2003] It is also likely, some experts believe, that China is an ultimate target of the spy operation, since the junior translater who will leak the Koza memo in February, Katharine Gun, is fluent in Mandarin Chinese and is unlikely to have seen the memo unless she would have been involved in translating it into that language. Operation Ruined US Chances of Winning Vote - Later assessment shows that many experts believe the spying operation scuttled any chance the US had of winning the UN vote, as well as the last-ditch attempt by the UN to find a compromise that would avert a US-British invasion of Iraq. Chile 'Surprised' to be Targeted - Chile’s ambassador to Britain, Mariano Fernandez, will say after learning of the NSA surveillance, “We cannot understand why the United States was spying on Chile. We were very surprised. Relations have been good with America since the time of George Bush, Sr.” [Observer, 3/9/2003]
Mexico Suspected Spying - Mexico’s UN representative, Adolfo Aguilar Zinser, will tell the Observer a year later that he and other UN delegates believed at the time that they were being spied upon by the US during their meetings. “The surprising thing was the very rapid flow of information to the US quarters,” he will recall. “It was very obvious to the countries involved in the discussion on Iraq that we were being observed and that our communications were probably being tapped. The information was being gathered to benefit the United States.” [Observer, 2/15/2004]
Memo Comes Before Powell's UN Presentation - The memo comes just five days before Colin Powell’s extraordinary presentation to the UN to build a case for war against Iraq (see [complete_timeline_of_the_2003_invasion_of_iraq_442]]), and is evidence of the US’s plans to do everything possible to influence the UN to vote to authorize war with that nation. The memo says the eavesdropping push “will probably peak” after Powell’s speech. [Baltimore Sun, 3/4/2003]
NSA Wants Details of Voting Plans, More - The NSA wants information about how these countries’ delegations “will vote on any second resolution on Iraq, but also ‘policies’, ‘negotiating positions’, ‘alliances’ and ‘dependencies’—the whole gamut of information that could give US policymakers an edge in obtaining results favorable to US goals or to head off surprises.” [Observer, 3/2/2003] Bright will tell other reporters on March 9, “It’s quite clear what they were going for was not only the voting patterns and the voting plans and the negotiations with other interested parties such as the French or the Chinese, it wasn’t just the bare bones, it was also the office telephone communications and email communications and also what are described as ‘domestic coms’, which is the home telephones of people working within the UN. This can only mean that they were looking for personal information. That is, information which could be used against those delagates. It’s even clear from the memo that this was an aggressive operation. It wasn’t simply a neutral surveillance operation.” According to Bright’s sources, the orders for the program came “from a level at least as high as Condoleezza Rice, who is the President’s National Security Adviser.” [Australian Broadcasting Corporation, 3/6/2003]
'Surge' of Covert Intelligence Gathering - Koza advises his fellow NSA officials that the agency is “mounting a surge” aimed at gaining covert information that will help the US in its negotiations. This information will be used for the US’s so-called Quick Response Capability (QRC), “against” the six delegations. In the memo, Koza writes that the staff should also monitor “existing non-UN Security Council Member UN-related and domestic comms [office and home telephones] for anything useful related to Security Council deliberations,” suggesting that not only are the delegates to be monitored in their UN offices, but at their homes as well. Koza’s memo is copied to senior officials at an unnamed foreign intelligence agency (later revealed to be Britain). Koza addresses those officials: “We’d appreciate your support in getting the word to your analysts who might have similar more indirect access to valuable information from accesses in your product lines [intelligence sources].…I suspect that you’ll be hearing more along these lines in formal channels.” The surveillance is part of a comprehensive attempt by the US to influence other nations to vote to authorize a war against Iraq; these US attempts include proffers of economic and military aid, and threats that existing aid packages will be withdrawn. A European intelligence source says, The Americans are being very purposeful about this.” [National Security Agency, 1/31/2003; Observer, 3/2/2003; Observer, 2/8/2004]
US Media Ignores Operation - While the European and other regional media have produced intensive coverage of the news of the NSA’s wiretapping of the UN, the American media virtually ignores the story until 2004, when Gun’s court case is scheduled to commence (see February 26, 2004). Bright, in an interview with an Australian news outlet, says on March 6 that “[i]t’s as well not to get too paranoid about these things and too conspiratorial,” he was scheduled for interviews by three major US television news outlets, NBC, Fox News, and CNN, who all “appeared very excited about the story to the extent of sending cars to my house to get me into the studio, and at the last minute, were told by their American desks to drop the story. I think they’ve got some questions to answer too.” [Australian Broadcasting Corporation, 3/6/2003] Most US print media outlets fail to cover the story, either. The New York Times, the self-described newspaper of record for the US, do not cover the story whatsoever. The Times’s deputy foreign editor, Alison Smale, says on March 5, “Well, it’s not that we haven’t been interested, [but] we could get no confirmation or comment” on the memo from US officials. “We would normally expect to do our own intelligence reporting.” The Washington Post publishes a single story about the operation, focusing on the idea that surveillance at the UN is business as usual. The Los Angeles Times fixes on claims by unnamed “former top intelligence officials” believe Koza’s memo is a forgery. (When the memo is proven to be authentic, both the Post and the Los Angeles Times refuse to print anything further on the story.) Author Norman Solomon writes, “In contrast to the courage of the lone woman who leaked the NSA memo—and in contrast to the journalistic vigor of the Observer team that exposed it—the most powerful US news outlets gave the revelation the media equivalent of a yawn. Top officials of the Bush administration, no doubt relieved at the lack of US media concern about the NSA’s illicit spying, must have been very encouraged.” [ZNet, 12/28/2005]

Katharine Gun. [Source: BBC]Katharine Gun, a 29-year old translator for British intelligence’s Government Communications Headquarters (GCHQ), leaks the National Security Agency memo documenting the NSA’s electronic and physical surveillance of numerous UN delegates to the Security Council (see January 31, 2003). Gun will be arrested on March 8 and charged with violating the Official Secrets Act (see March 9, 2003). Gun leaks the memo, [BBC, 9/15/2004] written by the NSA’s Frank Koza and sent to several US allies via its ECHELON global surveillance system, to Britain’s Observer, which spends weeks verifying the document’s veracity before running the story on March 2. Former NSA intelligence officer Wayne Madsen, now of the Electronic Privacy Information Center, says the leak illustrates the deep unhappiness among several US allies’ intelligence agencies over US and British attempts to allege ties between Iraq and al-Qaeda. “My feeling is that this was an authorized leak,” Madsen says. “I’ve been hearing for months of people in the US and British intelligence community who are deeply concerned about their governments ‘cooking’ intelligence to link Iraq to al-Qaeda.’ While surveillance of delegates and other officials at the UN is a violation of the Vienna Convention on Diplomatic Relations, [Observer, 3/9/2003] intelligence experts acknowledge that the US and other nations routinely conduct at least some sort of surveillance on UN members. “One would have to have the innocence of an unborn child to believe that espionage doesn’t go on every day at the United Nations,” says one such expert, Loch Johnson. “From a purist point of view, it’s unfortunate in a way, because after all, we’re the host nation for the United Nations. But the reality is, Europeans and everyone else engages in espionage in New York City, much of it focused on the United Nations.” Experts say what is unprecedented is the leak itself, especially in its timeliness and detail. Vietnam-era whistleblower Daniel Ellsberg, who leaked the so-called “Pentagon Papers” to the New York Times, writes in January 2004, “I can only admire the more timely, courageous action of Katherine Gun…who risked her career and freedom to expose an illegal plan to win official and public support for an illegal war, before that war had started. Her revelation of a classified document urging British intelligence to help the US bug the phones of all the members of the UN security council to manipulate their votes on the war may have been critical in denying the invasion a false cloak of legitimacy.…She did what she could, in time for it to make a difference, as indeed others should have done, and still can. I have no doubt that there are thousands of pages of documents in safes in London and Washington right now—the Pentagon Papers of Iraq—whose unauthorized revelation would drastically alter the public discourse on whether we should continue sending our children to die in Iraq.…Exposing governmental lies carries a heavy personal risk, even in our democracies. Senator Joseph Biden (D-DE) calls Colin Powell and tells him he is hopeful that his upcoming presentation to the UN Security Council will improve the prospect of getting a second UN resolution. Another resolution might force Saddam to capitulate, Biden suggests, or at the very least give an invasion legitimacy. Biden also advises Powell, “Don’t speak to anything you don’t know about.” Powell responds, “Someday when we’re both out of office, we’ll have a cup of coffee and I’ll tell you why.” Biden later says he believe Powell’s comment meant that he wasn’t confident in the information he was going to present. [Isikoff and Corn, 2006, pp. 185]
On the evening of Secretary of State Colin Powell’s presentation to the UN Security Council (see February 5, 2003), Powell’s chief of staff Larry Wilkerson (see January 30-February 4, 2003) conducts a dress rehearsal on the top floor of the US Mission to the United Nations. He rearranges the furniture to look like the seating arrangements in the UN Security Council. This is Wilkerson’s last change to get the presentation right and weed out everything that cannot be verified. One item that worries him is an intercept of a conversation between two members of Iraq’s elite Republican Guards. Wilkerson will later say, “They were very classy, rat-tat-tat-tat, hitting you fast, like all the TV crap Americans are used to these says, nine-second sound bites.” But Wilkerson is not sure they say what the CIA and the White House claim they say. “You have this guy at a chemical factory saying, ‘Get rid of it.’ Suppose he’s actually trying to get rid of [the WMD]… [But] all the intercepts could have been interpreted two or three or even more ways. Believe me, I looked at it fifty times.” Wilkerson is doubly worried about the claims that Iraq has mobile bioweapons labs (see February 3, 2003). In a dramatic sequence, Powell will present sketches of the mobile labs based on descriptions from an undisclosed source. Wilkerson is not sold: “Powell and I were both suspicious because these weren’t pictures of the mobile labs,” he will later recall. Wilkerson asks CIA Director George Tenet and Tenet’s deputy John McLaughlin about the sourcing, and both officials agree that the sourcing is “exceptionally strong” (see February 4, 2003). McLaughlin fails to tell Wilkerson about CIA official Tyler Drumheller’s concerns (see Late January, 2003). Wilkerson will recall, “I sat in the room, looking into George Tenet’s eyes, as did the secretary of state, and heard with all the firmness only George could give… I mean eyeball-to-eyeball contact between two of the most powerful men in the administration, Colin Powell and George Tenet, and George Tenet assuring Colin Powell that the information he was presenting to the UN was ironclad.” At the end of the rehearsal, Powell asks Tenet, “Do you stand by this?” “Absolutely, Mr. Secretary,” Tenet replies. “Good,” says Powell, “because you are going to be in camera beside me at the UN Security Council tomorrow.” [Unger, 2007, pp. 282-283]
Colin Powell’s speech to the UN Security Council (see February 5, 2003) has a far more powerful effect on the American populace than it does among others. [Unger, 2007, pp. 286-288]
Did Not Convince Skeptical Governments - The presentation does little to change minds on the Security Council. France, Russia, and China remain opposed to the idea of a new resolution that would pave the way for the US to invade Iraq. These countries say that Powell’s speech demonstrates that inspections are working and must be allowed to continue. “Immediately after Powell spoke, the foreign ministers of France, Russia and China—all of which hold veto power—rejected the need for imminent military action and instead said the solution was more inspections,” reports the Washington Post. But governments who have been supportive of the United States’ stance remain firmly behind Washington. [Washington Post, 2/6/2003; Washington Post, 2/7/2003]
European Press Skeptical - The European press’s response to Powell’s evidence is also mixed. The Times of London, a relatively conservative daily newspaper, describes Powell’s presentation as a “few smudgy satellite photographs, a teaspoon of talcum powder, some Lego-style drawings of sinister trucks and trains, a picture of an American U2 spy plane, several mugshots of Arabic men, and a script that required a suspension of mistrust by the world’s doves.” [London Times, 2/6/2003]
American Media Strongly Positive - The US media’s reaction to Powell’s presentation is immediate and overwhelmingly positive. Over 100 press outlets compare his speech to Adlai Stevenson’s 1962 denunciation of the USSR during the Cuban Missile Crisis (see January 30-February 4, 2003). One poll shows that 90 percent of Americans now believe Iraq has an active WMD program that poses a dire threat to the nation. Another shows 67 percent of Americans believe that the US is justified in going to war with Iraq because of that nation’s illicit WMD. The San Francisco Chronicle calls the speech “impressive in its breadth and eloquence.” The Denver Post compares Powell to “Marshal Dillon facing down a gunslinger in Dodge City,” and adds that he showed the world “not just one ‘smoking gun’ but a battery of them.” Perhaps the most telling reaction is among the media’s liberals. The Washington Post’s Mary McGrory says Powell won her over. Richard Cohen, a moderate Post colleague, writes that Powell’s evidence is “absolutely bone-chilling in its detail… [and] had to prove to anyone that Iraq not only hadn’t accounted for its weapons of mass destruction but without a doubt still retains them. Only a fool, or possibly a Frenchman, could conclude otherwise.” And the New York Times writes three separate stories praising Powell as “powerful,” “sober,” “factual,” and “nearly encyclopedic.” Columnist William Safire says Powell’s presentation has “half a dozen smoking guns” and makes an “irrefutable and undeniable” case. Safire’s colleague at the Times, Michael Gordon, concludes, “It will be difficult for skeptics to argue that Washington’s case against Iraq is based on groundless suspicions and not intelligence information.” [Unger, 2007, pp. 286-288] In the days after the speech, the Washington Post opinion pages are filled with praises for Powell and the presentation. [New York Review of Books, 2/26/2004] One Post editorial proclaims that after the presentation, it is “hard to imagine how anyone could doubt that Iraq possesses weapons of mass destruction.” [Washington Post, 2/6/2004]
Powell 'Trusted' - Former ambassador Joseph Wilson will write in 2004: “[I]t was Powell’s credibility that finally put public opinion over the top. Over and over again, I was told, ‘Colin Powell wouldn’t lie to us.‘… Powell’s support for invading Iraq with a pseudo-coalition was essential, and he deserves at least as much of the responsibility for the subsequent situation that we find ourselves in as anybody else in the administration, because, more than anybody else, it was his credibility and standing among the American people that tipped the scales.” [Wilson, 2004, pp. 317-318] In 2007, CBS anchor Dan Rather gives a simple reason why Powell’s presentation is so strongly accepted by so many. “Colin Powell was trusted. Is trusted, I’d put it—in a sense. He, unlike many of the people who made the decisions to go to war, Colin Powell has seen war. He knows what a green jungle hell Vietnam was. He knows what the battlefield looks like. And when Colin Powell says to you, ‘I, Colin Powell, am putting my personal stamp on this information. It’s my name, my face, and I’m putting it out there,’ that did make a difference.… I was impressed. And who wouldn’t be?” [PBS, 4/25/2007]

[Source: CBS News]US Secretary of State Colin Powell presents the Bush administration’s case against Saddam to the UN Security Council, in advance of an expected vote on a second resolution that the US and Britain hope will provide the justification to use military force against Iraq. [US Department of State, 2/5/2003] At the insistence of Powell, CIA Director George Tenet is seated directly behind him to the right. “It was theater, a device to signal to the world that Powell was relying on the CIA to make his case that Iraq had weapons of mass destruction,” Vanity Fair magazine will later explain. [Bamford, 2004, pp. 371-2; Vanity Fair, 5/2004, pp. 232] In his speech before the Council, Powell makes the case that Iraq is in further material breach of past UN resolutions, specifically the most recent one, UN Resolution 1441 (see November 8, 2002). Sources cited in Powell’s presentation include defectors, informants, communication intercepts, procurement records, photographs, and detainees. [US Department of State, 2/5/2003] Most of the allegations made by Powell are later demonstrated to be false. “The defectors and other sources went unidentified,” the Associated Press will later report. “The audiotapes were uncorroborated, as were the photo interpretations. No other supporting documents were presented. Little was independently verifiable.” [Associated Press, 8/9/2003]
Iraq's December 7 Declaration Was Inaccurate - Powell contends that Iraq’s December 7 declaration was not complete. According to UN Resolution 1441 the document was supposed to be a “currently accurate, full and complete declaration of all aspects” of its programs to develop weapons of mass destruction. But Saddam has not done this, says Powell, who explains that Iraq has yet to provide sufficient evidence that it destroyed its previously declared stock of 8,500 liters of anthrax, as it claimed in the declaration. Furthermore, notes the secretary of state, UNSCOM inspectors had previously estimated that Iraq possessed the raw materials to produce as much as 25,000 liters of the virus. Iraq Has Ties to Al-Qaeda - Powell repeats earlier claims that Saddam Hussein’s government has ties to al-Qaeda. Powell focuses on the cases of the militant Islamic group Ansar-al-Islam and Abu Musab Zarqawi, a Jordanian-born Palestinian, who had received medical treatment in Baghdad during the summer of 2002 (see December 2001-Mid-2002). [US Department of State, 2/5/2003] However, just days before Powell’s speech, US and British intelligence officials—speaking on condition of anonymity—told the press that the administration’s allegations of Iraqi-al-Qaeda ties were based on information provided by Kurdish groups, who, as enemies of Ansar-al-Islam, should not be considered reliable. Furthermore, these sources unequivocally stated that intelligence analysts on both sides of the Atlantic remained unconvinced of the purported links between Iraq and al-Qaeda (see February 3-4, 2003). [Independent, 2/3/2003; Daily Telegraph, 2/4/2003] Powell also claims that Iraq provided “chemical or biological weapons training for two al-Qaeda associates beginning in December 2000.” The claim is based on a September 2002 CIA document which had warned that its sources were of “varying reliability” and that the claim was not substantiated (see September 2002). The report’s main source, Ibn al-Shaykh al-Libi, an al-Qaeda operative who offered the information to CIA interrogators while in custody, later recounts the claim (see February 14, 2004). [CNN, 9/26/2002; New York Times, 7/31/2004; Newsweek, 7/5/2005] Larry Wilkerson, Powell’s chief of staff, will later say that neither he nor Powell ever received “any dissent with respect to those lines… indeed the entire section that now we know came from [al-Libi].” [Newsweek, 11/10/2005] Senior US officials will admit to the New York Times and Washington Post after the presentation that the administration was not claiming that Saddam Hussein is “exercising operational control” of al-Qaeda. Iraq Has Missiles Capable of Flying Up to 1,200 Kilometers - Describing a photo of the al-Rafah weapons site, Powell says: “As part of this effort, another little piece of evidence, Iraq has built an engine test stand that is larger than anything it has ever had. Notice the dramatic difference in size between the test stand on the left, the old one, and the new one on the right. Note the large exhaust vent. This is where the flame from the engine comes out. The exhaust vent on the right test stand is five times longer than the one on the left. The one of the left is used for short-range missiles. The one on the right is clearly intended for long-range missiles that can fly 1,200 kilometers. This photograph was taken in April of 2002. Since then, the test stand has been finished and a roof has been put over it so it will be harder for satellites to see what’s going on underneath the test stand.” [US Department of State, 2/5/2003; New York Times, 2/5/2003] But according to the Associated Press, “… UN missile experts have reported inspecting al-Rafah at least five times since inspections resumed Nov. 27, have studied the specifications of the new test stand, regularly monitor tests at the installation, and thus far have reported no concerns.” [Associated Press, 2/7/2003] Similarly, Reuters quotes Ali Jassem, an Iraqi official, who explains that the large stand referred to in Powell’s speech is not yet in operation and that its larger size is due to the fact that it will be testing engines horizontally. [Reuters, 2/7/2003; Guardian, 2/15/2003] Several days later, Blix will report to the UN that “so far, the test stand has not been associated with a proscribed activity.” [Guardian, 2/15/2003]
Iraqis Attempted to Hide Evidence from Inspectors - Powell shows the UN Security Council satellite shots depicting what he claims are chemical weapons bunkers and convoys of Iraqi cargo trucks preparing to transport ballistic missile components from a weapons site just two days before the arrival of inspectors. “We saw this kind of housecleaning at close to 30 sites,” Powell explains. “We must ask ourselves: Why would Iraq suddenly move equipment of this nature before inspections if they were anxious to demonstrate what they had or did not have?” [US Department of State, 2/5/2003] But the photos are interpreted differently by others. An unnamed UN official and German UN Inspector Peter Franck both say the trucks in the photos are actually fire engines. [Mercury News (San Jose), 3/18/2003; Agence France-Presse, 6/6/2003]
'Literally Removed the Crust of the Earth' - Another series of photos—taken during the spring and summer of 2002—show that Iraqis have removed a layer of topsoil from the al-Musayyib chemical complex. This piece of evidence, combined with information provided by an unnamed source, leads Powell to draw the following conclusion: “The Iraqis literally removed the crust of the earth from large portions of this site in order to conceal chemical weapons evidence that would be there from years of chemical weapons activity.” [US Department of State, 2/5/2003; Washington Post, 2/6/2003] Showing another series of pictures—one taken on November 10 (before inspections) and one taken on December 22—Powell says that a guard station and decontamination truck were removed prior to the arrival of inspectors. Powell does not explain how he knows that the truck in the photograph was a decontamination truck. [US Department of State, 2/5/2003; Washington Post, 2/6/2003; Washington Post, 2/6/2003] AP reporter Charles Hanley says that some of Powell’s claims that Iraq is hiding evidence are “ridiculous.” Powell says of a missile site, “This photograph was taken in April of 2002. Since then, the test stand has been finished and a roof has been put over it so it will be harder for satellites to see what’s going on underneath the test stand.” Hanley later says, “What he neglected to mention was that the inspectors were underneath, watching what was going on.” [PBS, 4/25/2007]
Communication Intercepts Demonstrate Iraqi Attempts to Conceal Information from Inspectors - Powell plays recordings of three conversations intercepted by US intelligence—one on November 26, another on January 30, and a third, a “few weeks” before. The conversations suggest that the Iraqis were attempting to hide evidence from inspectors. [New York Times, 2/5/2003; US Department of State, 2/5/2003; London Times, 2/6/2003; Sydney Morning Herald, 2/7/2003] Senior administration officials concede to the Washington Post that it was not known “what military items were discussed in the intercepts.” [Washington Post, 2/13/2003] Some critics argue that the intercepts were presented out of context and open to interpretation. [Sydney Morning Herald, 2/7/2003; Sydney Morning Herald, 2/9/2003] Others note that the conversations were translated from Arabic by US translators and were not analyzed or verified by an independent specialist. [Newsday, 2/6/2003]
Biological Weapons Factories - Colin Powell says that US intelligence has “firsthand descriptions” that Iraq has 18 mobile biological weapons factories mounted on trucks and railroad cars. Information about the mobile weapons labs are based on the testimonies of four sources—a defected Iraqi chemical engineer who claims to have supervised one of these facilities, an Iraqi civil engineer (see December 20, 2001), a source in “a position to know,” and a defected Iraqi major (see February 11, 2002). Powell says that the mobile units are capable of producing enough dry biological agent in a single month to kill several thousand people. He shows computer-generated diagrams and pictures based on the sources’ descriptions of the facilities. Powell says that according to the chemical engineer, during the late 1990s, Iraq’s biological weapons scientists would often begin the production of pathogens on Thursday nights and complete the process on Fridays in order to evade UNSCOM inspectors whom Iraq believed would not conduct inspections on the Muslim holy day. [New York Times, 2/5/2003; US Department of State, 2/5/2003; Washington Post, 2/6/2003; Reuters, 2/11/2003] Powell tells the delegates, “The source was an eyewitness, an Iraqi chemical engineer, who supervised one of these facilities. He actually was present during biological agent production runs. He was also at the site when an accident occurred in 1998. Twelve technicians died from exposure to biological agents.” He displays models of the mobile trucks drawn from the source’s statements. [CBS News, 11/4/2007] Responding to the allegation, Iraqi officials will concede that they do in fact have mobile labs, but insist that they are not used for the development of weapons. According to the Iraqis, the mobile labs are used for food analysis for disease outbreaks, mobile field hospitals, a military field bakery, food and medicine refrigeration trucks, a mobile military morgue and mobile ice making trucks. [Guardian, 2/5/2003; ABC News, 5/21/2003] Iraq’s explanation is consistent with earlier assessments of the UN weapons inspectors. Before Powell’s presentation, Hans Blix had dismissed suggestions that the Iraqis were using mobile biological weapons labs, reporting that inspections of two alleged mobile labs had turned up nothing. “Two food-testing trucks have been inspected and nothing has been found,” Blix said. And Ewen Buchanan, spokesman for the UN Monitoring, Verification and Inspection Commission, said, “The outline and characteristics of these trucks that we inspected were all consistent with the declared purposes.” [Guardian, 2/5/2003; ABC News, 5/21/2003]
'Curveball' Primary Source of Claims - Powell’s case is further damaged when it is later learned that one of the sources Powell cited, the Iraqi major, had been earlier judged unreliable by intelligence agents at the Defense Intelligence Agency (see February 11, 2002). In May 2002, the analysts had issued a “fabricator notice” on the informant, noting that he had been “coached by [the] Iraqi National Congress” (INC) (see May 2002). But the main source for the claim had been an Iraqi defector known as “Curveball,” who was initially believed to be the brother of a top aide to Ahmed Chalabi. The source claimed to be a chemical engineer who had helped design and build the mobile labs. His information was passed to Washington through Germany’s intelligence service, the Bundesnachrichtendienst (BND), which had been introduced to the source by the INC. In passing along the information, the BND noted that there were “various problems with the source.” And only one member of the US intelligence community had actually met with the person—an unnamed Pentagon analyst who determined the man was an alcoholic and of dubious reliability. Yet both the DIA and the CIA validated the information. [Veteran Intelligence Professionals for Sanity, 8/22/2003; Los Angeles Times, 3/28/2004; Knight Ridder, 4/4/2004; Newsweek, 4/19/2004; Newsweek, 7/19/2004] Powell says that the US has three other intelligence sources besides Curveball for the mobile bioweapons labs. Powell will be infuriated to learn that none of those three sources ever corroborated Curveball’s story, and sometimes their information contradicted each other. One of the three had failed a polygraph test and was determined to have lied to his debriefers. Another had already been declared a fabricator by US intelligence community, and had been proven to have mined his information off the Internet. [Buzzflash (.com), 11/27/2007] In November 2007, Curveball is identified as Rafid Ahmed Alwan. Serious questions about Curveball’s veracity had already been raised by the time of Powell’s UN presentation. He will later be completely discredited (see November 4, 2007).
Further Problems with Mobile Lab Claims - In addition to the inspectors’ assessments and the dubious nature of the sources Powell cited, there are numerous other problems with the mobile factories claim. Raymond Zilinskas, a microbiologist and former UN weapons inspector, argues that significant amounts of pathogens such as anthrax, could not be produced in the short span of time suggested in Powell’s speech. “You normally would require 36 to 48 hours just to do the fermentation…. The short processing time seems suspicious to me.” He also says: “The only reason you would have mobile labs is to avoid inspectors, because everything about them is difficult. We know it is possible to build them—the United States developed mobile production plants, including one designed for an airplane—but it’s a big hassle. That’s why this strikes me as a bit far-fetched.” [Washington Post, 2/6/2003] After Powell’s speech, Blix will say in his March 7 report to the UN that his inspectors found no evidence of mobile weapons labs (see March 7, 2003). [CNN, 3/7/2003; Agence France-Presse, 3/7/2003; CNN, 3/7/2003] Reporter Bob Drogin, author of Curveball: Spies, Lies and the Con Man Who Caused a War, says in 2007, “[B]y the time Colin Powell goes to the UN to make the case for war, he shows the world artists’ conjectures based on analysts’ interpretations and extrapolations of Arabic-to-German-to-English translations of summary debriefing reports of interviews with a manic-depressive defector whom the Americans had never met. [CIA director George] Tenet told Powell that Curveball’s information was ironclad and unassailable. It was a travesty.” [Alternet, 10/22/2007]
'Four Tons' of VX Toxin - Powell also claims that Iraq has “four tons” of VX nerve toxin. “A single drop of VX on the skin will kill in minutes,” he says. “Four tons.” Hanley later notes, “He didn’t point out that most of that had already been destroyed. And, on point after point he failed to point out that these facilities about which he was raising such alarm were under repeated inspections good, expert people with very good equipment, and who were leaving behind cameras and other monitoring equipment to keep us a continuing eye on it.” [PBS, 4/25/2007]
Iraq is Developing Unmanned Drones Capable of Delivering Weapons of Mass Destruction - Powell asserts that Iraq has flight-tested an unmanned drone capable of flying up to 310 miles and is working on a liquid-fueled ballistic missile with a range of 745 miles. He plays a video of an Iraqi F-1 Mirage jet dispersing “simulated anthrax.” [US Department of State, 2/5/2003; New York Times, 2/5/2003; Washington Post, 2/6/2003] But the Associated Press will later report that the video was made prior to the 1991 Gulf War. Apparently, three of the four spray tanks shown in the film had been destroyed during the 1991 military intervention. [Associated Press, 8/9/2003]
Imported Aluminum Tubes were Meant for Centrifuge - Powell argues that the aluminum tubes which Iraq had attempted to import in July 2001 (see July 2001) were meant to be used in a nuclear weapons program and not for artillery rockets as experts from the US Energy Department, the INR, and the IAEA have been arguing (see February 3, 2003)

To support the administration’s case, he cites unusually precise specifications and high tolerances for heat and stress. “It strikes me as quite odd that these tubes are manufactured to a tolerance that far exceeds US requirements for comparable rockets,” he says. “Maybe Iraqis just manufacture their conventional weapons to a higher standard than we do, but I don’t think so.” Powell also suggests that because the tubes were “anodized,” it was unlikely that they had been designed for conventional use. [US Department of State, 2/5/2003; Washington Post, 2/5/2003; Washington Post, 3/8/2003] Powell does not mention that numerous US nuclear scientists have dismissed this claim (see August 17, 2001)

[Albright, 10/9/2003] Powell also fails to say that Iraq has rockets identical to the Italian Medusa 81 mm rockets, which are of the same dimensions and made of the same alloy as the 3,000 tubes that were intercepted in July 2001 (see After January 22, 2003). [Washington Post, 8/10/2003] This had been reported just two weeks earlier by the Washington Post. [Washington Post, 1/24/2003] Moreover, just two days before, Powell was explicitly warned by the US State Department’s Bureau of Intelligence and Research not to cite the aluminum tubes as evidence that Iraq is pursuing nuclear weapons (see February 3, 2003). Iraq Attempted to Acquire Magnets for Use in a Gas Centrifuge Program - Powell says: “We… have intelligence from multiple sources that Iraq is attempting to acquire magnets and high-speed balancing machines. Both items can be used in a gas centrifuge program to enrich uranium. In 1999 and 2000, Iraqi officials negotiated with firms in Romania, India, Russia and Slovenia for the purchase of a magnet production plant. Iraq wanted the plant to produce magnets weighing 20 to 30 grams. That’s the same weight as the magnets used in Iraq’s gas centrifuge program before the Gulf War.” [US Department of State, 2/5/2003; New York Times, 2/6/2003] Investigation by the UN’s International Atomic Energy Agency [IAEA] will demonstrate that the magnets have a dual use. IAEA Director Mohamed ElBaradei said a little more than a week before, on January 27, in his report to the Security Council: “Iraq presented detailed information on a project to construct a facility to produce magnets for the Iraqi missile program, as well as for industrial applications, and that Iraq had prepared a solicitation of offers, but that the project had been delayed due to ‘financial credit arrangements.’ Preliminary investigations indicate that the specifications contained in the offer solicitation are consistent with those required for the declared intended uses. However, the IAEA will continue to investigate the matter….”
(see January 27, 2003) [Annan, 1/27/2003 ] On March 7, ElBaradei will provide an additional update: “The IAEA has verified that previously acquired magnets have been used for missile guidance systems, industrial machinery, electricity meters and field telephones. Through visits to research and production sites, reviews of engineering drawings and analyses of sample magnets, IAEA experts familiar with the use of such magnets in centrifuge enrichment have verified that none of the magnets that Iraq has declared could be used directly for a centrifuge magnetic bearing.”

Iraq Attempted to Purchase Machines to Balance Centrifuge Rotors - Powell states: “Intercepted communications from mid-2000 through last summer show that Iraq front companies sought to buy machines that can be used to balance gas centrifuge rotors. One of these companies also had been involved in a failed effort in 2001 to smuggle aluminum tubes into Iraq.” [US Department of State, 2/5/2003; New York Times, 2/6/2003]
Powell Cites Documents Removed from Home of Iraqi Scientist Faleh Hassan - Powell cites the documents that had been found on January 16, 2003 by inspectors with the help of US intelligence at the Baghdad home of Faleh Hassan, a nuclear scientist. Powell asserts that the papers are a “dramatic confirmation” that Saddam Hussein is concealing evidence and not cooperating with the inspections. The 3,000 documents contained information relating to the laser enrichment of uranium (see January 16, 2003). [Daily Telegraph, 1/18/2003; Associated Press, 1/18/2003; BBC, 1/19/2003; US Department of State, 2/5/2003] A little more than a week later, in the inspectors’ February 14 update to the UN Security Council (see February 14, 2003), ElBaradei will say, “While the documents have provided some additional details about Iraq’s laser enrichment development efforts, they refer to activities or sites already known to the IAEA and appear to be the personal files of the scientist in whose home they were found. Nothing contained in the documents alters the conclusions previously drawn by the IAEA concerning the extent of Iraq’s laser enrichment program.” [Guardian, 2/15/2003; BBC, 2/17/2003; Associated Press, 8/9/2003]
Iraq is Hiding Missiles in the Desert - Powell says that according to unidentified sources, the Iraqis have hidden rocket launchers and warheads containing biological weapons in the western desert. He further contends that these caches of weapons are hidden in palm groves and moved to different locations on a weekly basis. Iraq Has Weapons of Mass Destruction - Secretary of State Colin Powell states unequivocally: “We… have satellite photos that indicate that banned materials have recently been moved from a number of Iraqi weapons of mass destruction facilities. There can be no doubt that Saddam Hussein has biological weapons and the capability to rapidly produce more, many more.” Elsewhere in his speech he says: “We know that Saddam Hussein is determined to keep his weapons of mass destruction, is determined to make more.” [US Department of State, 2/5/2003; CNN, 2/5/2003]

The private conversation takes place at Bush’s Crawford, Texas ranch; the transcript of the conversation is not made public until September 26, 2007, when it is published in El Pais, Spain’s highest-circulation news daily; its accuracy will not be challenged by the White House. The transcript is prepared by Spain’s ambassador to the UN, Javier Ruperez, from a secret US transcript of the meeting. According to English translations of Ruperez’s Spanish transcript, Bush says the US will invade Iraq whether there is “a United Nations Security Council resolution or not.… My patience has ended. I’m not thinking of waiting beyond mid-March.… We have to get rid of Saddam [Hussein].… There are two weeks left.” Bush tells Aznar that Hussein’s government will be overthrown with little destruction, and that he is willing to play “bad cop” to British prime minister Tony Blair’s “good cop.” [Agence France-Presse, 9/26/2007; Harper's, 9/26/2007]
Bush Threatens Economic Retaliation If Other Countries Do not Support Invasion - Aznar pleads for patience from Bush, and says that a UN resolution is vital. Aznar notes that public opinion in Spain is heavily against the war. Bush retorts that should certain countries not support the war in the UN, they could face retaliation from the US: “Countries like Mexico, Chile, Angola, and Cameroon should know that what’s at stake is the security of the United States.” Bush mentions negative votes could endanger a free trade agreement with Chile and financial support for Angola. 'Chinese Water Torture' - Bush says that Hussein is playing endless games with his “pretenses” towards disarmament. “This is like Chinese water torture,” he says. “We have to put an end to it.… Saddam Hussein will not change and will continue playing.” He says that the US has a package of humanitarian aid already in the works, and has prepared for a post-Hussein Iraq. It is possible, Bush says, that Iraq will be reorganized into a federation, presumably of semi-autonomous ethnic enclaves for the Shi’a, Sunnis, and Kurds. To Aznar’s statement that he is working closely with France’s Jacques Chirac to get a resolution passed in the UN, Bush replies: “Chirac knows perfectly well the reality. His intelligence services have explained. The Arab countries are sending Chirac a clear message: Saddam Hussein must go. No Exile for Hussein; Bush 'At Peace' With Himself - Bush says that suggestions from Egyptian leaders in touch with Hussein that the Iraqi leader could go into exile with $1 million and documents about Iraq’s weapons programs are not being considered. Hussein is “a thief, a terrorist and a war criminal,” he says. After Hussein is overthrown, the US will prosecute him in the International Criminal Court, Bush says. Bush is well aware of the “destruction and death” that the war will bring, he avers, and he is the one who will have to console “the mothers and the widows” of the dead. The United Nations launches an investigation into the electronic and physical surveillance of a number of its Security Council delegates by the National Security Agency (see January 31, 2003). The NSA operation, revealed the week before, was apparently leaked to Britain’s Observer by Katharine Gun, who works at Britain’s Government Communications Headquarters (GCHQ) and has been arrested on suspicion of breaking Britain’s Official Secrets Act (see February 2003). The NSA also solicited the assistance of an intelligence agency of an unnamed “friendly foreign government”; it is believed to be Britain. The leak is touted as “more timely and potentially more important than the Pentagon Papers” by celebrated whistleblower Daniel Ellsberg. The leak of the NSA surveillance program has caused deep embarrassment for the Bush administration, which is working to recruit supporters for a second UN resolution authorizing military force against Iraq (see February 24, 2003). The authorization for the NSA operation is believed to have come from National Security Adviser Rice, but US intelligence experts say that such a decision would have had to involve Defense Secretary Donald Rumsfeld, CIA Director George Tenet, and NSA Director Michael Hayden. President Bush, by necessity, would have been informed of the proposed operation at one of his daily intelligence briefings. While such surveillance of foreign diplomats at the UN is legal under the US’s Foreign Intelligence Surveillance Act (FISA), it violates the Vienna Convention on Diplomatic Relations. According to international law expert Dr. John Quigley, the Vienna Convention stipulates: “The receiving state shall permit and protect free communication on the part of the mission for all official purposes…. The official correspondence of the mission shall be inviolable.” [Observer, 3/9/2003]

Robin Cook. [Source: BBC]House of Commons leader and former Foreign Secretary Robin Cook resigns from British Prime Minister Tony Blair’s cabinet, in protest over the imminent invasion of Iraq. Cook announces his decision as the cabinet holds an emergency meeting at Downing Street. Cook says after his resignation is announced: “It is with regret I have today resigned from the cabinet. I can’t accept collective responsibility for the decision to commit Britain now to military action in Iraq without international agreement or domestic support.” Environment Secretary Margaret Beckett says she respects Cook’s decision to resign, and that everyone in the cabinet, including Blair himself, has anxieties about the upcoming invasion. However, Beckett says, “[N]one of the rest of us feel that they are enough to make us judge that the government is doing the wrong thing.” [BBC, 3/17/2003]
Resignation Speech - Cook retains his seat in the House of Commons. In his resignation speech to the House, Cook says in part, “I cannot support a war without international agreement or domestic support.” France, Russia, and Germany, who are battling to give UN inspectors more time to operate inside Iraq, cannot be blamed for stirring up what Cook calls “the degree of international hostility” towards the invasion. “The reality is that Britain is being asked to embark on a war without agreement in any of the international bodies of which we are a leading partner—not NATO, not the European Union and, now, not the [UN] Security Council. To end up in such diplomatic weakness is a serious reverse.” Unlike the US, Britain cannot “afford to go it alone” in the international community. “Our interests are best protected not by unilateral action but by multilateral agreement and a world order governed by rules,” he says. “Yet tonight the international partnerships most important to us are weakened: the European Union is divided; the Security Council is in stalemate. Those are heavy casualties of a war in which a shot has yet to be fired.”
Containment Worked - For himself, Cook says: “For four years as foreign secretary I was partly responsible for the western strategy of containment [of Saddam Hussein and Iraq]. Over the past decade that strategy destroyed more weapons than in the Gulf war, dismantled Iraq’s nuclear weapons program and halted Saddam’s medium and long-range missiles programs. Iraq’s military strength is now less than half its size than at the time of the last Gulf war. Ironically, it is only because Iraq’s military forces are so weak that we can even contemplate its invasion.”
If Iraq Is a Danger, Why Would an Invasion Be So Easy? - It would be a mistake to assume that an invasion will be an easy and relatively bloodless affair: “Some advocates of conflict claim that Saddam’s forces are so weak, so demoralized and so badly equipped that the war will be over in a few days. We cannot base our military strategy on the assumption that Saddam is weak and at the same time justify pre-emptive action on the claim that he is a threat.”
No Weapons of Mass Destruction - “Iraq probably has no weapons of mass destruction in the commonly understood sense of the term,” Cook says, “namely a credible device capable of being delivered against a strategic city target. It probably still has biological toxins and battlefield chemical munitions, but it has had them since the 1980s when US companies sold Saddam anthrax agents and the then British government approved chemical and munitions factories. Why is it now so urgent that we should take military action to disarm a military capacity that has been there for 20 years, and which we helped to create? Why is it necessary to resort to war this week, while Saddam’s ambition to complete his weapons program is blocked by the presence of UN inspectors?”
Comparing Iraq to Israel - Some have said Iraq has had 12 years to comply with UN resolutions demanding disarmament, Cook notes, but goes on to say that Israel has had over 30 years to comply with UN resolutions demanding its withdrawal from Palestinian territories, and has not yet done so. “We do not express the same impatience with the persistent refusal of Israel to comply,” he says. “Britain’s positive role in the Middle East does not redress the strong sense of injustice throughout the Muslim world at what it sees as one rule for the allies of the US and another rule for the rest. Nor is our credibility helped by the appearance that our partners in Washington are less interested in disarmament than they are in regime change in Iraq. That explains why any evidence that inspections may be showing progress is greeted in Washington not with satisfaction but with consternation: it reduces the case for war.”
Different Outcome under President Gore - Cook says, “What has come to trouble me most over past weeks is the suspicion that if the hanging chads in Florida had gone the other way and [2000 US presidential candidate] Al Gore had been elected, we would not now be about to commit British troops.”
Conclusion - “The longer that I have served in this place, the greater the respect I have for the good sense and collective wisdom of the British people,” Cook says. “On Iraq, I believe that the prevailing mood of the British people is sound. They do not doubt that Saddam is a brutal dictator, but they are not persuaded that he is a clear and present danger to Britain. They want inspections to be given a chance, and they suspect that they are being pushed too quickly into conflict by a US administration with an agenda of its own. Above all, they are uneasy at Britain going out on a limb on a military adventure without a broader international coalition and against the hostility of many of our traditional allies.” Cook is troubled that the House of Commons has never voted on whether or not to commit troops to Iraq, and he calls on Parliament to “stop the commitment of troops in a war that has neither international agreement nor domestic support.” [BBC, 3/18/2003]
Britain’s House of Commons votes overwhelmingly to approve a resolution authorizing the British government to take part in the US-led invasion of Iraq. The resolution affirms its endorsement of UN Security Council Resolution 1441 (see November 8, 2002), affirms its belief that Iraq possesses “weapons of mass destruction and long range missiles” which “pose a threat to international peace and security,” accuses Iraq of not cooperating with UN weapons inspections, and is in violation of 1441 and other Security Council resolutions. [Public Whip, 3/18/2003]
The US and Britain submit a proposed resolution to the UN Security Council that would declare the two countries to be “occupying powers” in Iraq. Under international law, occupying powers must meet certain legal obligations. The proposed resolution would also give the US and Britain full control of Iraq’s oil revenues. [Guardian, 5/10/2003] The resolution will be approved in its final form on May 22 (see May 22, 2003).
The UN Security Council unanimously passes Resolution 1483, which lifts sanctions on Iraq, legitimizes the occupation by coalition forces, and gives the occupying powers control over Iraq’s natural resources. The resolution also states that coalition authorities must “comply fully with their obligations under international law including in particular the Geneva Conventions of 1949 and the Hague Regulations of 1907.” The Hague Regulations require that occupying powers respect the laws of the country it occupies. Additionally, the resolution creates the Development Fund for Iraq (DFI), which is to be funded with Iraqi oil revenues, frozen Iraqi assets being held outside the US, and $8.1 billion in funds transferred from the UN-administered Oil-for-Food program. The resolution mandates that Iraq’s DFI funds be “in a transparent manner to meet the humanitarian needs of the Iraqi people… and for other purposes benefiting the people of Iraq.” It requires that management of the funds “be audited by
independent public accountants approved by the International Advisory and Monitoring Board of the Development Fund for Iraq.” [UN Security Council, 5/22/2003, pp. 4 ; Guardian, 5/23/2003]
Coalition Provisional Authority (CPA) administrator L. Paul Bremer is under pressure to explain how he intends to transfer power in Iraq from the CPA and the hand-picked Iraqi Governing Council (IGC—see July 13, 2003), especially in light of Bremer’s recent, unilateral cancellation of national elections (see June 28, 2003). Bremer chooses an unusual venue to respond: the op-ed pages of the Washington Post. In a column entitled “Iraq’s Path to Sovereignty,” Bremer writes that national elections are “simply… not possible” at this time. Instead, the IGC will develop a plan for drafting and ratifying a new constitution. [Washington Post, 9/8/2003; Roberts, 2008, pp. 129-130] This will be followed by elections and, finally, complete transfer of the CPA’s powers to the new Iraqi government. Bremer gives no hint of a timetable, and implies that the process will not end quickly. Influential Iraqis, and US allies such as France and Germany, are disturbed by the prospect of an essentially indefinite occupation. Senior Bush officials, particularly National Security Adviser Condoleezza Rice, will later claim to have been blindsided by Bremer’s plan. New York Times columnist David Brooks, a conservative with excellent sources within the White House, will later write that Bremer “hadn’t cleared the [Post] piece with his higher-ups in the Pentagon or the White House” (see December 2003 and After). However, Bremer’s column is consistent with a Bush statement on Iraqi governance the day before, and with the text of a resolution the administration will try to push through the UN Security Council in October. It is unclear what, if any, authorization Bremer has for his decision, but there are manifest disagreements in the top ranks of White House officials as to the wisdom of Bremer’s planning (see November 15, 2003). [Roberts, 2008, pp. 129-130]
The United Nations Security Council unanimously passes Resolution 1546, formally transferring control of Iraq’s political and economic affairs to an interim government. While the resolution states that Iraq’s government has “full sovereignty,” the Iraqis will not have authority over the activities of the 160,000-strong US-led multinational force. Rather the resolution only states that the coalition forces have the right to “take all necessary measures to contribute to the maintenance of security and stability in Iraq,” albeit in a “security partnership” with the government. If the Iraqi government objects to a military operation in the country, its only option is to veto the participation of Iraqi personnel. This means, for example, that US and British forces retain the right to detain Iraqis, search homes, and respond to perceived threats employing whatever force they deem necessary, without approval from Iraq’s government. The French and Germans had proposed a provision that would have given the Iraqi government veto power over any military operations it objects to, but the US would not agree to it. The resolution does allow the Iraqi government to order the withdrawal of all international troops, however as observers have noted, given the current security situation, that is an unlikely scenario. [United Nations, 6/8/2004; New York Times, 6/9/2004] In spite of Kurdish demands, the resolution makes no references to Iraq’s interim constitution (see March 8, 2004), which Ayatollah Sistani has said is “counter to the will of the Iraqi people” (see June 8, 2004). The Kurds wanted the UN to affirm the validity of the interim constitution because it includes a clause that would give the Kurdish minority more leverage in crafting the country’s permanent constitution. Another provision in the constitution asserts that the interim government is bound by the laws passed under the authority of the Coalition Provisional Authority. However many Iraqis oppose the laws that were passed by the CPA because those laws made drastic changes to Iraq’s economic policy, opening it up to unrestricted foreign investment. The absence of any reference to the interim constitution in the resolution undermines the validity of the constitution and Bremer’s laws, according to some experts and officials. [New York Times, 6/9/2004] Main points of the resolution include:
A national conference of political, religious, and tribal representatives shall convene in July to choose consultative counsels that will advise the interim government.
Elections will be held for a transitional national assembly no later than January 31, 2005. The assembly will form a transitional government, which will draft a permanent constitution. Iraqis will then have elections for a full-term government no later than December 31, 2005.
The multinational force in Iraq will help the Iraqi government recruit, train, and equip Iraqi security forces.
The Iraqi government has sole authority for the disbursement of oil and gas revenues.
The interim government must refrain “from taking any actions affecting Iraq’s destiny.”
The UN mandate for the multinational force will expire after elections are held under a new constitution; however the council “will terminate this mandate earlier if requested by the government of Iraq.”
The resolution is the product of two weeks of negotiation, undergoing five revisions. The original draft was submitted on May 24. [Associated Press, 6/8/2003] On at least one occasion during this process, the Iraqi Governing Council had complained that its views were not being adequately represented in the Security Council. In one statement, the governing council said they wanted to discuss full Iraqi control of “the activities of the Iraqi armed forces and security forces.” The council also objected to any moves to grant foreign soldiers immunity from prosecution under Iraqi law. [Associated Press, 5/25/2003] Though the resolution’s final context contains no such provision, Paul Bremer will sign an extension (see June 27, 2004) to Order 17, which granted US personnel and contractors immunity from prosecution by the Iraq government.
Iran’s chief nuclear negotiator, Hassan Rohani, says the Middle East will become even more unstable if Iran is sent to the UN Security Council over its nuclear program. “This would be a particular problem for the United States because it has a lot of troops and equipment in [the] region and is in fact our imposed neighbor,” he says. Iran has complained that United States forces have effectively encircled it, with troops stationed in both Iraq and Afghanistan. [Al Jazeera, 3/5/2005]
The International Atomic Energy Agency (IAEA) is readying a vote on whether to recommend that the UN Security Council impose sanctions against Iran over that nation’s nuclear weapons program. The Bush administration, as part of its campaign to pressure the IAEA to vote for such a recommendation, briefs the president of Ghana, along with officials from Argentina, Sri Lanka, Tunisia, and Nigeria, all Security Council members, on its findings on Iran’s nuclear program derived from a laptop computer that contains evidence of Iran’s nuclear experiments (see Summer 2004). The briefing, actually a slide show, contains excerpts of the documents contained on the laptop. The US also presents a “white paper” containing summaries of the findings from the documents to another group of nations; the white paper contains no classified evidence and no mention of Iran’s purported attempts to develop a missile capable of deploying a nuclear weapon, but instead uses commercial satellite photos and economic analysis to argue that Iran has no need for nuclear power and has long hidden its nuclear ambitions. The white paper was prepared by analysts from the Los Alamos National Laboratory and the Pacific Northwest National Laboratory on behalf of the State Department. The paper does contain extensive details about some of Iran’s previously hidden nuclear sites. Most foreign officials are unimpressed. “Yeah, so what?” says one European expert who heard the briefing. “How do you know what you’re shown on a slide is true given past experience?” Nevertheless, the presentation is effective; on September 24, the IAEA votes 22 to 1 to adopt a resolution against Iran, with 12 countries, including China and Russia, abstaining. The resolution cites Iran for “a long history of concealment and deception” and its repeated failure to live up to its obligations under the Nuclear Nonproliferation Treaty, which it signed in 1970. The resolution says Iran may now be considered for sanctions by the Security Council. Iran’s foreign minister, Manouchehr Mottaki, denounces the resolution as “illegal and illogical” and the result of a “planned scenario determined by the United States.” The IAEA will decide whether to send the recommendation to the Security Council in November. It is by no means certain that the Council will adopt the recommendation, as two countries rotating onto the Council, Cuba and Syria, are almost certain to refuse to bow to US pressure. And the IAEA itself is not wholly convinced of the accuracy of the documents, given the US’s refusal to allow the agency to examine the documents. IAEA chief Mohamed ElBaradei says he is bound to “follow due process, which means I need to establish the veracity, consistency, and authenticity of any intelligence, and share it with the country of concern.” In this case, ElBaradei says, “That has not happened.” [New York Times, 11/13/2005]
The United Nations Security Council unanimously votes to sanction North Korea for its illict ballistic missile tests (see July 3-5, 2006). The resolution demands UN members bar exports and imports of missile-related materials to North Korea and that it halt its ballistic missile program. [BBC, 12/2007]

The test takes place in spite of repeated US (see September 11, 2006), United Nations, and other international warnings. The North Koreans claim that the test is an unmitigated success. Both Japanese and US sources report a seismic event at the time of the test, and Russia says it is “100 percent certain” a nuclear test has occurred. The US calls the test a “provocative act”; China, in an unusually strong denunciation of its ally, calls the test “brazen,” expresses its “resolute opposition” to the test, and says it “defied the universal opposition of international society.” Prime Minister Shinzo Abe of Japan calls the test “unpardonable” and notes that the region is now “entering a new, dangerous nuclear age.” Many observers believe the United Nations will attempt to impose economic sanctions on the country, and to condemn it in a Security Council resolution. “We expect the UN Security Council to take immediate actions to respond to this unprovoked act,” says White House press secretary Tony Snow. Abe, in South Korea to meet with President Roh Moo-hyun, agrees, urging the Security Council to take “undaunted” action. Abe says the test will spur Japan and the US to speed up work on a joint missile-defense system begun after a North Korean missile test in 1998. Roh says the test creates a “severe situation” that threatens stability in the region; South Korea’s military is on high alert. For its part, North Korea says the test is a “historic event that brought happiness to our military and people,” and claims the test will maintain “peace and stability” in the region. It is “a great leap forward in the building of a great prosperous, powerful socialist nation.” [BBC, 10/9/2006] A week later, the US confirms that the North Koreans have, in fact, tested a nuclear weapon of less than a kiloton. [Bloomberg, 10/16/2006]
The United Nations Security Council votes unanimously to sanction North Korea for its recent nuclear weapons test (see October 9, 2006). UN Resolution 1718 demands that North Korea dismantle its nuclear weapons as well as its ballistic missiles and other weapons of mass destruction. The resolution gives other nations the right to inspect cargo moving in and out of North Korea to look for non-conventional weapons, but has no threat of force connected to the inspections’ potential findings. It also demands that Pyongyang return “without precondition” to the stalled six-nation talks on its nuclear program. [BBC, 12/2007] As it threatened, North Korea labels the sanctions “a declaration of war” (see October 11, 2006). Though Pyongyang makes no direct military strikes towards South Korea or any other neighbor, indications are strong that it may be preparing for a second test. [Washington Post, 10/17/2006]
A federal appellate court bars an Islamic charity accused of assisting terrorists from using a US government document to prove that it had been illegally spied upon (see February 28, 2006). The charity, the now-defunct Al Haramain Islamic Foundation (see Late May, 2004), has been accused by the government and the UN Security Council of being affiliated with al-Qaeda; the charity’s officials deny the charges. In its finding, the three-judge panel rules in favor of the government’s argument that protecting “state secrets” (see March 9, 1953) is of overriding importance in the case. Other courts have ruled that the Bush administration can refuse to disclose information if “there is a reasonable danger” it would affect national security. Al Haramain’s lawyers argued that the document is necessary to prove that it was illegally monitored. According to the ruling, the judges accept “the need to defer to the executive on matters of foreign and national security and surely cannot legitimately find ourselves second-guessing the executive in this arena.”
Reaction Divided - Opinion is divided on the ruling. Constitutional law professor Erwin Chemerinsky of Duke University says the court’s deference to the “executive branch in situations like this [is] very troubling.” Another constitutional law professor, Douglas Kmiec of Pepperdine, says “the opinion is consistent with” an earlier ruling that struck down a challenge to the government’s surveillance program filed by the American Civil Liberties Union; Kmiec says the rulings indicate that “federal courts recognize that the essential aspects of the Terrorist Surveillance Program both remain secret and are important to preserve as such.”
Mixed Results - The appellate court does not give the government everything it asked for. It rejects the Justice Department’s argument that “the very subject matter of the litigation is a state secret.” That finding may prove important in the other surveillance cases where the government is arguing that even to consider legal challenges to warrantless wiretapping endangers national security. The appeals court sends the case back to a lower court to consider whether or not the Foreign Intelligence Surveillance Act, which requires approval by a special court for domestic surveillance, preempts the state secrets privilege. The court also severs the Al Haramain case from other, similar lawsuits challenging the government’s secret surveillance program. [Los Angeles Times, 11/17/2007]
It is reported that the US is attempting to place former ISI Director Hamid Gul on a United Nations Security Council list of people and organizations that assist al-Qaeda and/or the Taliban. Additionally, the US is trying to add four other former ISI officials to the list. If a person is added to the list, all UN countries are supposed to freeze the person’s assets and deny them visas. However, all 15 Security Council members must sign off on additions to the list, including permanent member China. In the past, China has not always signed off on additions that the Pakistani government does not want on the list, due to China’s close ties to Pakistan. There is no indication that Gul or any of the others have actually been added to the list. [Reuters, 12/7/2008; Hindu, 12/9/2008]
Charges against Gul - A document listing the charges against Gul is leaked to some Pakistani newspapers. He is accused of helping to relocate al-Qaeda fighters from Iraq to Pakistan’s tribal region earlier in the year, providing financial and military support to the Taliban, and helping to recruit fighters to attack US forces in Afghanistan. It is also claimed he is in contact with Baitullah Mahsud, leader of Tehrik-i-Taliban (the Pakistani Taliban). [Reuters, 12/7/2008] Gul strongly denies the allegations. He was head of the ISI from 1987 to 1989 (see April 1987). Since then, he has maintained a high public profile in Pakistan, generally speaking in support of Islamist militant groups, and even defending Osama bin Laden on occasion. According to the Washington Post, both Indian and US officials say that Gul has maintained particularly close ties to the Pakistani militant group Lashkar-e-Toiba, and he is believed to have played an advisory role in several of that group’s recent attacks. [Washington Post, 12/9/2008] The names of the other four ex-ISI officials the US wants to add to the UN list have not been made public. However, ex-ISI official Khalid Khawaja says he suspects he is one of the other names. “I openly say I have links” to the Taliban and other militants, Khawaja says, but he denies there is anything illegal about his activities. [Reuters, 12/7/2008] The US could also place Gul on its own terrorist blacklist, but if it has done so, it has not made this public.
Reflecting on the Bush administration’s prewar insistence that Iraq had a nuclear weapons program (see September 4, 2002, September 8, 2002, and September 8, 2002, among others), Sir Jeremy Greenstock, Britain’s former ambassador to the UN and its former special representative in Iraq, says: “When I arrived in New York, in July 1998, it was quite clear to me that all the members of the Security Council, including the United States, knew well that there was no current work being done on any kind of nuclear weapons capability in Iraq. It was, therefore, extraordinary to me that later on in this saga there should have been any kind of hint that Iraq had a current capability. Of course, there were worries that Iraq might try, if the opportunity presented itself, to reconstitute that capability. And therefore we kept a very close eye, as governments do in their various ways, on Iraq trying to get hold of nuclear base materials, such as uranium or uranium yellowcake, or trying to get the machinery that was necessary to develop nuclear-weapons-grade material. We were watching this the whole time. There was never any proof, never any hard intelligence, that they had succeeded in doing that. And the American system was entirely aware of this.” [Vanity Fair, 2/2009]
In his first speech to the General Assembly at United Nations headquarters, President Obama says all nations bear responsibility for addressing the global problems of nuclear proliferation, war, climate change, and economic crises. “We must build new coalitions that bridge old divides,” Obama says. “All nations have rights and responsibilities—that’s the bargain that makes [the UN] work.” Obama acknowledges that high expectations accompanying his presidency are “not about me,” adding that when he took office at the beginning of the year: “Many around the world had come to view America with skepticism and mistrust. No world order which elevates one nation above others can succeed in tackling the world’s problems. Those who used to chastise America for acting alone in the world cannot now stand by and wait for America to solve the world’s problems alone.” Obama devotes a considerable portion of his speech to discussing the challenges inherent in finding a peaceful solution to settlements in the Middle East. He calls for the resumption of Israel-Palestine negotiations “without preconditions,” and also uses his speech to indicate that the US has returned to the global arena as a team player.
Warm but Restrained Reception - Although warmly received, applause appears slightly restrained, perhaps an indication that expectations for the Obama presidency are becoming more realistic, given the global problems with which most nations now struggle. UN Secretary General Ban Ki-moon opens the 64th Session’s proceedings by saying, “Now is the time to put ‘united’ back into the United Nations.”
Followed by Libyan Leader - Libya’s President Mu’ammar al-Qadhafi follows Obama and speaks for over an hour, vehemently criticizing the UN’s power structure as uneven, archaic, and unjust. From a copy of the preamble to the UN Charter, al-Qadhafi reads: “It says nations are equal whether they are small or big—are we equal in the permanent seats? No, we are not equal. Do we have the rights of the veto? All nations should have an equal footing. For those who have a permanent seat, this is political feudalism. It shouldn’t be called the Security Council; it should be called the Terror Council.” Despite reigning in Libya for over 40 years, this is al-Qadhafi’s first UN General Assembly speech. With President Obama serving as chairman, the United Nations Security Council collectively approves Resolution 1887 to decrease withdrawals from the Nuclear Nonproliferation Treaty. The measure also decreases the opportunity for civilians to divert nuclear resources for the development of sophisticated weaponry. Although they are not specifically mentioned, it is believed that the resolution is to ensure compliance by countries such as North Korea and Iran, each of which has either banned inspectors or rigorously restricted their access. “The resolution is not about singling out nations,” Obama says. “We must demonstrate that international law is not an empty promise, and that treaties will be enforced.” Officials of the Obama administration say that the resolution will not become binding unless and until the Security Council takes steps to subject nuclear exports to supplementary restrictions. Britain’s Prime Minister Gordon Brown, as well as France’s President Nicolas Sarkozy, say that current sanctions against Iran and North Korea are inadequate, and ask the council for “far tougher sanctions” against Iran. Sarkozy says, “What I believe is that if we have the courage to affirm and impose sanctions on those who violate resolutions of the Security Council, we will be lending credibility to our commitment to a world with fewer nuclear weapons and ultimately with no nuclear weapons.”
"A World without Nuclear Weapons" - During his opening speech, Obama describes his vision of “a world without nuclear weapons,” as reflected in the text of Resolution 1887. He says the resolution “revitalized” the Security Council’s commitment to a world without nuclear weapons, while reaffirming nuclear proliferation as a threat to global peace and security. “We harbor no illusions about the difficulty of attaining such a world,” Obama notes, “but there will also be days like today that push us forward—days that tell a different story.”
Rare Security Council Session - Today’s session is unusual in that it is only the fifth time the Security Council has held a summit-level meeting since the founding of the United Nations in 1945. Obama, as chairman, makes history as the first US president to head a UN Security Council session.
US and Russia Meet - The day before, Obama met with Russia’s President Dmitri Medvedev for the first time since he announced that former President George W. Bush’s Eastern Europe missile defense program would be replaced by a system that Moscow sees as less menacing. Although Obama administration officials publicly deny that the missile defense replacement decision was a result of quid pro quo, for the first time, Medvedev indicates that his country would be agreeable to repeated American requests for drastically tougher Iran sanctions, should the October nuclear talks scheduled with Iran fail. “I told His Excellency Mr. President that we believe we need to help Iran to take a right decision,” Medvedev says. “Sanctions rarely lead to productive results, but in some cases, sanctions are inevitable.”
Dignitaries in Attendance - Among the dignitaries attending the session are former Secretary of State Henry Kissinger, media mogul Ted Turner, and Queen Noor of Jordan; all three are active in efforts toward nuclear disarmament. [New York Times, 9/24/2009]
