USA Today was a participant or observer in the following events:
Public opinion is sharply divided on the testimony, believability, and popularity of Lieutenant Colonel Oliver North after his testimony before Congress’s Iran-Contra committee (see July 7-10, 1987). A Washington Post/ABC News poll shows 64 percent of those surveyed have a “favorable opinion” of North after watching his testimony. But the “scores of letters received” by the Post was almost exactly opposite, with two-thirds expressing disapproval or reservations about North’s testimony. The Post reports, “Of 130 letters that could be categorized easily as either favorable or unfavorable, 39 were favorable, 91 unfavorable.” One of the unfavorable letters reads in part: “I wish to register an emphatic voice that does not join in the general adulation of… North. He is certainly bright, articulate, sincere and dedicated—but not to the basics of democracy, the rule of law or the tenets of the Constitution.” One favorable letter characterizes North as “the guy we thought we were voting for when we voted for Reagan,” and lauds North for “his endeavor to help release our hostages, get a better relationship with Iran and most of all support the Nicaraguan contras with both military arms and humanitarian supplies.” Many of the letters in support of North chastize the media. One letter writer accuses the Post and the television news media of mocking North throughout his testimony, and concludes that after North’s performance, “the media have, at long last, been hoist on their own petard.” The Post reports that “the mix of letters” is “evidently not so very different from that received at other newspapers across the country,” with “letters editors at the Chicago Tribune, the Los Angeles Times and the New York Times all reported more mail against North. USA Today said the mail is now running 50-50 after an initial flurry of mail in North’s favor.” According to Gallup Polls president Andrew Kohut, letter writers are more articulate, more involved in public affairs, and more politicized than people who don’t write. Also, “people who hold intense attitudes tend to write…” [Washington Post, 7/31/1987] Television news anchors and pundits are equally divided. NBC’s Tom Brokaw says North “performed the congressional equivalent of a grand slam, a touchdown, a hole-in-one, a knockout. You can almost hear his supporters around the country chanting ‘Ol-lie, Ol-lie, Ol-lie.’” But CBS’s Dan Rather asks why North did not do as he had sworn to do and take all the blame for the Iran-Contra machinations: “Whatever happened to the idea that he would take arrows in his chest?” [Boston Globe, 7/9/1987]

Verizon gives the NSA access from within its facilities. [Source: ReallyNews.com]AT&T, Verizon, and BellSouth all cooperate with the NSA in monitoring US citizens’ phone and Internet communications (see October 2001). Qwest, however, refuses to cooperate (see February 27, 2001). Qwest officials are unsure that it is legal to hand over customer information to the government without court warrants. The firm’s refusal to participate in the program leaves a gaping hole in the NSA’s database, with the NSA only getting partial coverage of US citizens in the West and Northwest. Until recently, AT&T and other phone companies have routinely insisted on court warrants before turning over call data to government agencies, protocols growing out of the historical concerns of the Bell Telephone system for customer service and privacy. Gene Kimmelman of the Consumers Union will say in 2006 that such insistence on court warrants was a bedrock principle of the Bell systems. “No court order, no customer information—period.” he says. “That’s how it was for decades.” The Bell system was also concerned with following the law, specifically the Communications Act of 1934, which prohibits telephone companies from giving out such information without court orders. President Bush and other government officials will later say that his 2002 executive order allowing the NSA to wiretap American phones without warrants (see Early 2002) gives the telephone companies legal cover, but many legal experts and civil liberties groups disagree. After 9/11, the NSA approaches the four companies with offers to pay for US citizens’ call histories and for updates, which would allow the agency to track citizens’ phone habits. Three of the four agree to the NSA proposal, but again Qwest does not. An AT&T spokesman will say in May 2006, “We do not comment on matters of national security, except to say that we only assist law enforcement and government agencies charged with protecting national security in strict accordance with the law.” BellSouth will say that the company “does not provide any confidential customer information to the NSA or any governmental agency without proper legal authority.” Verizon will add that the company acts “in full compliance with the law and we are committed to safeguarding our customers’ privacy.” Neither AT&T nor Qwest will comment at all. [USA Today, 5/11/2006] The NSA asks Qwest to install monitoring equipment on its “Class 5” switching facilities, which monitor the most localized calls as well as some international traffic. The NSA claims it will only single out foreigners on Qwest’s network. In 2006, a government official will say that the CEO of Qwest, Joe Nacchio, misunderstood what the agency was asking. Qwest Refuses to Cooperate - In 2006, sources will recall that at the time of the NSA requests, Nacchio is so disturbed by the idea of the NSA wiretapping phones without warrants, and is so unsure of what information would be collected and how it might be used, that he decides the company will not cooperate. The NSA tells Qwest and the other companies that not only would it compile and maintain data on US citizens’ phone habits, but it may well share that information with other US government agencies, including the CIA, the Drug Enforcement Administration, and the FBI. Indeed, the NSA shares what it calls “product” with other intelligence agencies, and perhaps with other governmental agencies. After Nacchio decides not to comply with the NSA’s request, the agency begins pressuring the firm, accusing it of threatening national security and implying that Qwest might not be eligible for future governmental contracts. When Qwest asks the NSA to take its proposal to the FISA Court (FISC), the agency refuses, making Qwest that much more dubious about the NSA operation, especially when NSA lawyers say they won’t take the proposal to FISC because that court “might not agree with them.” The NSA also refuses to ask for authorization from the attorney general’s office. Nacchio will leave Qwest under fire for allegedly misleading shareholders about the company’s financial prospects, but his successor, Richard Notebaert, continues to refuse to cooperate with the NSA. [USA Today, 5/11/2006; USA Today, 5/11/2006] Interestingly, by 2004 the Federal Communications Commission will list Qwest and Verizon as essentially the same company. Other Firms Deny Participation - In May 2006, after USA Today reports on the telecom firms’ participation in the surveillance (see May 11, 2006), both Verizon and BellSouth will deny providing the NSA with data on their customers, though they have previously acknowledged their cooperation (see February 5, 2006). A BellSouth spokesman will say, somewhat ingenuously, “We’re not aware of any database that NSA has, so we’re not aware of our customer information being there at all.” And Verizon conspicuously fails to mention possible data from MCI, the long-distance provider it has recently bought. Senator Patrick Leahy (D-VT) will say of the various companies’ participations, “The thing that concerns me is some [companies] said yes and some said no” when asked to participate. “If the government really thought this was legal and necessary, why let some say yes and some say no? It’s either legal and necessary, or it’s not.” [USA Today, 5/16/2006]

[Source: USA Today]USA Today reports on the participation of Derek Black, the 12-year-old son of Don Black, in his father’s Web activities. The elder Black operates Stormfront, the Internet’s first large-scale Web site promoting racial hatred and white supremacy (see March 1995). Black is proud of his son, telling a reporter that he “[c]ouldn’t ask for anything more.” He keeps a framed photo of Derek dressed in a Confederate soldier’s uniform above his desk in his home office. Derek runs the site’s children’s section, Stormfront for Kids, under his father’s supervision. The children’s pages feature puzzles, games, animated Confederate flags, audio files of white-pride songs, what USA Today calls “an inflammatory article about Martin Luther King Jr.,” and a personal statement from Derek asking visitors to stop sending him hate mail. “I get a lot of people who think I’m just a pawn in this horrible game of lies,” says Derek, who has been home-schooled since third grade by his mother, Chloe. “One person said: ‘Don’t listen to what your father says. Go turn on the Discovery Channel. Find out what the real world is like.’ Why would I turn on the TV to find out what the real world is like?” Stormfront for Kids is emblematic of the white supremacist movement’s outreach to younger potential members. Of the estimated 2,500 “hate” Web sites, 44 have sections designed for children, teens, and parents, according to Mark Weitzman of the Wiesenthal Center’s Task Force Against Hate. Though the number of sites may be small, USA Today reports that child psychologists and others monitoring their activity are alarmed about their reach and influence. “If you have a susceptible child who is angry and depressed, the sites could push a child toward certain behavior,” says psychiatrist Sirgay Sanger, director of New York City’s Early Care Center. “It’s the first step toward throwing a rock.” Weitzman says: “The number of people involved in these movements is not the only important factor. Sometimes when the numbers are low, members think the only way they can get their message across is through an act of domestic terrorism or extreme violence.” The most effective way that Stormfront and other groups such as the National Alliance (see 1970-1974) reach young people is through “skinhead” music, says Jordan Kessler, director of an Internet monitoring unit for the Anti-Defamation League (ADL). “This is a language kids understand—a band of cool-looking young guys blasting out music.” One label, Resistance Records (see Late 1993 and Summer 1999), sold “close to $1 million” in merchandise last year, mostly online, according to Erich Gliebe, the leader of the National Alliance and the CEO of Resistance Records. That label sells items such as Nazi parade flags and a CD titled “War Songs of the 3rd Reich, Vol. 3.” Black says, “People say, ‘You’re teaching your son Satan.’” But, he says, “I think anyone who is critical of me for instilling in my son my world view has lost track of how a society should function.” [USA Today, 7/16/2001]

Richard Shelby (R-AL), the ranking Republican on the Senate Intelligence Committee, leaks highly classified information to Fox News political correspondent Carl Cameron just minutes after his committee learns it in a closed-door hearing with NSA Director Michael Hayden, according to later testimony. Shelby learns that telephone calls intercepted by the NSA on September 10, 2001 warned of an imminent al-Qaeda attack, but the agency failed to translate the intercepts until September 12, the day after the 9/11 attacks (see September 10, 2001). Cameron does not report the story, but instead gives the material to CNN reporter Dana Bash. A half-hour after Cameron’s meeting with Bash, CNN broadcasts the story, citing “two Congressional sources” in its report. CNN does not identify Shelby as a source. Moments after the broadcast, a CIA official upbraids committee members who have by then reconvened to continue the hearing. USA Today and the Washington Post publish more detailed stories on the NSA intercepts the next day. White House and intelligence community officials will quickly claim that the leak proves Congress cannot be trusted with classified information, but experts in electronic surveillance will later say the information about the NSA’s intercepts contains nothing harmful because it does not reveal the source of the information or the methods used to gather it. [Washington Post, 8/5/2004; National Journal, 2/15/2007] The next day, a furious Vice President Dick Cheney will threaten Senator Bob Graham (D-FL) with termination of the White House’s cooperation with the 9/11 Congressional inquiry unless Graham and his House Intelligence Committee counterpart, Porter Goss (R-FL), push for an investigation (see June 20, 2002). Shelby will deny any involvement in the leak (see August 5, 2004).

President Bush holds a press conference—only his eighth since taking office—in which he conflates Iraq and Saddam Hussein with the 9/11 attacks and the global war on terror at least 12 times. For instance, he says: “Iraq is a part of the war on terror. It’s a country that trains terrorists; it’s a country that could arm terrorists. Saddam Hussein and his weapons are a direct threat to this country.” Perhaps his most alarming statement is, “September the 11th should say to the American people that we’re now a battlefield.” [White House, 3/6/2003; Salon, 5/4/2006; PBS, 4/25/2007] Bush insists that he has not yet decided to take military action against Iraq (see March 6, 2003). Scripted and Orchestrated - Oddly, none of the 94 assembled journalists challenge Bush’s conflations, no one asks about Osama bin Laden, and no one asks follow-up questions to elicit information past the sound bites Bush delivers. There is a reason for that. In 2007, PBS’s Bill Moyers will report that “the White House press corps will ask no hard questions… about those claims,” because the entire press conference is scripted. “Sure enough, the president’s staff has given him a list of reporters to call on,” Moyers will report. Press Secretary Ari Fleischer later admits to giving Bush the list, which omits reporters from such media outlets as Time, Newsweek, USA Today, and the Washington Post. After calling on CNN reporter John King, Bush says, “This is a scripted—” and then breaks into laughter. King, like his colleagues, continues as if nothing untoward is happening. Author and media commentator Eric Boehlert will later say: “[Bush] sort of giggled and laughed. And, the reporters sort of laughed. And, I don’t know if it was out of embarrassment for him or embarrassment for them because they still continued to play along after his question was done. They all shot up their hands and pretended they had a chance of being called on.” Several questions later, Bush pretends to choose from the available reporters, saying: “Let’s see here… Elizabeth… Gregory… April.… Did you have a question or did I call upon you cold?” The reporter asks, “How is your faith guiding you?” Bush responds: “My faith sustains me because I pray daily. I pray for guidance.” Boehlert will later say: “I think it just crystallized what was wrong with the press coverage during the run up to the war. Defending the Press's Complicity - New York Times reporter Elisabeth Bumiller, a participant in the conference, will later defends the press corps’ “timid behavior,” in Boehlert’s characterization, by saying: “I think we were very deferential because… it’s live, it’s very intense, it’s frightening to stand up there. Think about it, you’re standing up on prime-time live TV asking the president of the United States a question when the country’s about to go to war. There was a very serious, somber tone that evening, and no one wanted to get into an argument with the president at this very serious time.” [Salon, 5/4/2006]
Compliant Media Coverage - The broadcast news media, transmitting the live feed of the conference, could not have been more accommodating, author and media critic Frank Rich will later note. “CNN flashed the White House’s chosen messages in repetitive rotation on the bottom of the screen while the event was still going on—‘People of good will are hoping for peace’ and ‘My job is to protect America.’” After the conference, Fox News commentator Greta van Susteren tells her audience, “What I liked tonight was that in prime time [Bush] said to the American people, my job is to protect the American people.” [Rich, 2006, pp. 70]
Follow-Up Coverage Equally Stage-Managed - Boehlert notes that the post-conference coverage is equally one-sided. On MSNBC’s flagship news commentary show, Hardball, host Chris Matthews spends an hour discussing the conference and the upcoming invasion. Matthews invites six guests on. Five are advocates of the war, and one, given a few moments for “balance,” questions some of the assumptions behind the rationale for war. The five pro-war guests include an “independent military analyst,” retired General Montgomery Meigs, who is one of around 75 retired military officers later exposed as participants in a Pentagon propaganda operation designed to promote the war (see April 20, 2008 and Early 2002 and Beyond). USA Today headline. [Source: CBS News]USA Today reports that “[t]he National Security Agency (NSA) has been secretly collecting the phone call records of tens of millions of Americans, using data provided by the nation’s three biggest telecommunications providers, AT&T, Verizon, and BellSouth,” according to “people with direct knowledge of the arrangement.” None of the sources would allow USA Today to identify them by name, job, or affiliation. The USA Today story claims that the NSA program “does not involve the NSA listening to or recording conversations,” but does use “the data to analyze calling patterns in an effort to detect terrorist activity,” according to their sources. One source says that the NSA program is compiling “the largest database ever assembled in the world,” with the goal of creating “a database of every call ever made” within US borders. President Bush has said that the NSA program is focused exclusively on international calls, and for the calls to be recorded, “one end of the communication must be outside the United States.” However, this is now shown not to be the case (see January 16, 2004). A US intelligence official says that the NSA program is not recording the actual phone calls themselves, but is collecting what he calls “external” data about the communications to allow the agency to emply “social network analysis” for insight into how terrorist networks are connected with one another. Another large telecommunications company, Qwest, has refused to help the NSA eavesdrop on customer calls (see February 2001, February 2001 and Beyond, and February 27, 2001). USA Today’s sources say that the NSA eavesdropping program began after the 9/11 attacks, a claim that is not bolstered by the facts (see 1997, February 27, 2000, February 27, 2000, December 2000, February 2001, February 2001, February 2001 and Beyond, February 2001, Spring 2001, April 2001, April 4, 2001, July 2001, Before September 11, 2001, and Early 2002). The sources say that the three companies agreed to provide “call-detail records,” lists of their customers’ calling histories, and updates, which would allow the agency to track citizens’ calling habits. In return, the sources say, the NSA offered to pay the firms for their cooperation. After the three firms agreed to help the agency, USA Today writes, “the NSA’s domestic program began in earnest” (see After September 11, 2001, After September 11, 2001, October 2001, September 2002, and Spring 2004). NSA spokesman Don Weber says the agency is operating strictly “within the law,” but otherwise refuses to comment. Former US prosecutor Paul Butler says that the Foreign Intelligence Surveillance Act (FISA), which governs surveillance operations by US intelligence agencies, “does not prohibit the government from doing data mining” (see 1978). White House press spokesman Dana Perino says, “There is no domestic surveillance without court approval,” and all surveillance activities undertaken by government agencies “are lawful, necessary, and required for the pursuit of al-Qaeda and affiliated terrorists.” All government-sponsored intelligence activities “are carefully reviewed and monitored,” she adds, and says that “all appropriate members of Congress have been briefed on the intelligence efforts of the United States” (see October 11, 2001 and October 25, 2001 and November 14, 2001). Don Weber, a senior spokesman for the NSA, refuses to discuss the agency’s operations, saying: “Given the nature of the work we do, it would be irresponsible to comment on actual or alleged operational issues; therefore, we have no information to provide. However, it is important to note that NSA takes its legal responsibilities seriously and operates within the law.” All three firms released similar comments saying that they would not discuss “matters of national security,” but were complying with the law in their alleged cooperation with the NSA. The Electronic Frontier Foundation (EFF) is suing AT&T for what it calls its complicity in the NSA’s “illegal” domestic surveillance program (see January 31, 2006). [USA Today, 5/11/2006]

House Democratic leaders Steny Hoyer (D-MD) and Nancy Pelosi (D-CA) publish a jointly written op-ed in USA Today, pressing for the Democrats’ health care reform package. They acknowledge the innate controversy inherent in the issue, and write: “We believe it is healthy for such a historic effort to be subject to so much scrutiny and debate. The failure of past attempts is a reminder that health insurance reform is a defining moment in our nation’s history—it is well worth the time it takes to get it right. We are confident that we will get this right.” They declare flatly that the House “will approve” a reform bill “in September.” However, they note, “an ugly campaign is underway not merely to misrepresent the health insurance reform legislation, but to disrupt public meetings and prevent members of Congress and constituents from conducting a civil dialogue” (see June 30, 2009, July 6, 2009, July 25, 2009, July 27, 2009, July 27, 2009, July 31, 2009, August 1, 2009, August 1, 2009, August 2, 2009, August 3, 2009, August 3, 2009, August 3, 2009, August 3, 2009, August 4, 2009, August 4, 2009, August 5, 2009, August 5, 2009, August 6, 2009, August 6, 2009, and August 6-8, 2009).… These disruptions are occurring because opponents are afraid not just of differing views—but of the facts themselves. Drowning out opposing views is simply un-American. Drowning out the facts is how we failed at this task for decades. Health care is complex. It touches every American life. It drives our economy. People must be allowed to learn the facts.” After this screed, Hoyer and Pelosi give a brief defense and explanation of the health care reform package:
It will provide more patient choice;
It will allow Americans the freedom to keep their current plan or move to a different plan;
It will take away the power of the insurance companies to determine health care choices;
It will lower health care costs;
It will promote preventative care.
“This month, despite the disruptions, members of Congress will listen to their constituents back home and explain reform legislation,” they write. “We are confident that our principles of affordable, quality health care will stand up to any and all critics.” [USA Today, 8/10/2009]
A report on a psychological study conducted and written by Eric Hehman of the University of Delaware and published in the Journal of Experimental Social Psychology finds that race plays an intrinsic role in many voters’ perceptions of President Obama, and plays a powerful role in whether or not Americans believe Obama is a US citizen. Although definitive proof of Obama’s US citizenship has long been publicly available (see June 13, 2008, August 21, 2008, and October 30, 2008), for many, especially on the right, the issue remains either unsettled or, for some, settled against Obama, whom they firmly believe to be either a foreign citizen or some sort of “illegal alien.” Hehman’s study concludes that racial prejudice plays a strong role in the continued refusal by some to accept Obama’s citizenship. The study compares voter perceptions of Obama with his vice president, Joseph Biden, whom Hehman calls “the most comparable target” with Obama.
Major Disparity between 'High-Prejudice,' 'Low-Prejudice' Whites - Behman writes: “The influence of racial prejudice in contemporary US society is typically manifested in subtle, indirect forms of bias. Due to prevailing norms of equality, most whites attempt to avoid appearing biased in their evaluations of blacks, in part because of a genuine desire to live up to their egalitarian standards, but also because of concern regarding social censure. As a consequence, whites’ prejudice is more likely to be expressed in discriminatory responses when these actions can be justified by other factors.” The study asked 295 people, both black and white, to evaluate the performance and “Americanism” of the two politicians in late 2009. It also included six questions, widely used in psychology, to gauge whether folks are more or less prejudiced against blacks. The study finds, “Overall, as expected, white participants tended to view Obama as less American,” and as a direct result they judge him as “worse-performing” as a national leader than Biden. “Moreover, whites higher in prejudice rated Obama as less American and as performing more poorly as president.” “Low-prejudice” whites tend to see Obama as higher-performing and either “as American” or “more American” than Biden: “Why low prejudice whites perceived Obama as higher in Americanism and performing better than Biden is not entirely clear. One possibility is that people see presidents, as the primary national leader, as more prototypical of the group and thus more American than vice presidents. Alternatively, the differential response of low prejudice whites to Obama and Biden may reflect their concern with appearing nonprejudiced, particularly during a period when the election of a black president was lauded as a sign of progress for not only blacks but America more generally.” The study examines the “prejudice scores” of the study participants, and finds “higher prejudice predicted whites seeing Obama as less American, which, in turn, predicted lower evaluations of his performance.” Blacks tended to rate Obama’s performance higher than Biden’s, but do not view their “Americanism” as significantly different. Hehman finds: “Overall, the results support our hypothesis that negative evaluations of Obama by white participants may be racially motivated. Whites are guarded about openly endorsing the view that blacks are less American than whites, which may suppress overall mean differences in performance ratings and perceptions of Obama being un-American. However, bias in viewing blacks as less American than whites appeared to implicitly underlie whites’ negative evaluations of his performance. Also, consistent with previous research, blacks did not demonstrate such a relationship, nor did Americanism mediate the relationship between prejudice and performance evaluations when Vice President Biden acted as target for either whites or blacks. Whereas previous work has linked white prejudice with negative perceptions of Obama, the current work reveals a mechanism that may be largely responsible for this effect, Obama’s non-prototypicality (largely in terms of his race) and thus reduced perceptions of his Americanism.” Hehman notes that media speculations that the “birther” controversy is fueled by racial prejudice are “sadly the case. As the United States approaches important decisions regarding issues such as economic reform, health care, and overseas military interventions, the intrusion of racial attitudes in the evaluation of political leaders’ performance is ironically inconsistent with what many believe to be ‘American.’”
Response to 'Long Form' Certificate Release - USA Today will report on Hehman’s study on April 27, the same day that Obama releases his “long form” birth certificate in an attempt to put an end to the controversy over Obama’s citizenship (see April 27, 2011). Reporter Dan Vergano will ask Hehman for his response to the release in the context of the study, and Hehman will respond via email: “While I can’t speak to the birther movement specifically, this controversy and others like it are what initially sparked my interest and led to the recent publication [of the study]. President Obama has consistently faced a number of controversies that are, frankly, not based on fact. We thought that his critics’ persistence in pursuing these fantasies, such as Obama’s birth in a foreign nation or being a Muslim, in the face of facts saying otherwise, might be indirectly rooted in racism. Our research investigated whether people who held racial prejudices might be more likely to see Obama as ‘un-American,’ presumably because of his race. Indeed, this is what we found. Whites who were prejudiced against blacks were more likely to see Obama as un-American, and in turn, evaluated Obama as performing more poorly as president. Whites who were not prejudiced, and blacks in general, did not do so. Additionally and importantly, this relationship was only found with Obama, as prejudiced whites did not see Vice President Joe Biden as un-American, despite the fact that Obama and Biden share political party affiliation and agenda.” He will conclude: “The April 27 release of Obama’s long-form birth certificate is a situation where President Obama and the White House eventually had to exert effort to quell a controversy that should never have been an issue. Our research indicates that one reason it may have initially become an issue at all has more to do with his race than his place of birth. We find that racial prejudice can, in part, influence evaluations of an elected leader, a phenomenon which is quite ‘un-American.’” [USA Today, 4/27/2011]
A dozen wealthy donors have contributed over half of the money collected by so-called “super PACs” in the first half of 2011, according to an analysis by USA Today. Super PACs are political organizations that exist to influence elections, which take unlimited amounts of outside money from donors, including individuals, unions, and corporations, and pool that money to advocate for or against a candidate (see March 26, 2010). By law, super PACs are supposed to operate independently of a candidate’s official campaign organization.
Majority of Donors Republican Contributors - The majority of those donors are contributing to Republican/conservative organizations, and overall, Republican organizations are outraising Democratic organizations by a 2-1 margin. American Crossroads, the organization formed by former Bush political advisor Karl Rove, has collected $2 million from billionaire Jerry Perenchio, another million from billionaire Robert B. Rowling, and $500,000 from Texas real estate billionaire Bob Perry. The super PAC supporting the Obama reelection campaign, Priorities USA Action, founded by former Obama spokesperson Bill Burton, has collected $2 million from Hollywood mogul Jeffrey Katzenberg, and $500,000 each from media owner Fred Eychaner and from the Service Employees International Union (SEIU). The super PAC supporting the presidential campaign of Mitt Romney (R-MA), Restore Our Future (see June 23, 2011), has received million-dollar donations from hedge fund manager John Paulson, Utah firms Eli Publishing and F8 LLC, and the shadowy W Spann LLC (see July 12, 2011). It has also received half a million each from Perry, financiers Louis Moore Bacon and Paul Edgerly, Edgerly’s wife Sandra Edgerly, New Balance Athletic Shoes executive James S. Davis, J.W. Marriott of the hotel chain Marriott International, and Richard Marriott of Host Hotels and Resorts. Meredith McGehee of the Campaign Legal Center says: “The super PACs are for the wealthy, by the wealthy, and of the wealthy. You’re setting up a dynamic where the candidates could become bit players in their own campaigns,” particularly in less-expensive races for the House of Representatives. Katzenberg says his donation to the Obama-supporting super PAC was because of the increasing dominance of “Republican extremists” in national elections: “The stakes are too high for us to simply allow the extremism of a small but well-funded right wing minority to go unchallenged.” Charles Spies, the treasurer of Restore Our Future and Romney’s former general counsel, refuses to discuss donors, but says, “Donors recognize Mitt Romney is the most experienced and qualified candidate to challenge President Obama’s record of out-of-control, big government spending.” One donation drawing scrutiny is a $193,000 donation to the presidential campaign of Governor Rick Perry (R-TX) from a group called Americans for Rick Perry. The primary funder of that group is Texas billionaire Harold Simmons, who gave $100,000 to the group 10 days after Perry signed legislation allowing Simmons’s company to accept low-level radioactive waste from other states at its West Texas facility. A Perry spokesman denies any coordination between Simmons and his campaign, and says Perry has not even decided whether to run for president. Simmons helped fund the 2004 group Swift Boat Veterans for Truth, which launched a powerful campaign that smeared then-presidential candidate John Kerry (D-MA) and his Vietnam War record. American Crossroads has reported raising $3.9 million during the first six months of 2011. Its affiliate, Crossroads GPS, has spent $19 million on anti-Democrat advertising so far. That group does not have to report its donors or the amounts it receives. [USA Today, 8/4/2011]
'Recipe for Corruption - Legal expert Ian Millhiser of the liberal news Web site Think Progress comments: “It’s tough to imagine a surer recipe for corruption. Although super PAC’s are prohibited from giving money directly to candidates—one of the few remaining campaign finance laws that wasn’t eviscerated by Citizens United and similar cases (see January 21, 2010)—it’s not like a presidential candidate isn’t perfectly capable of finding out which billionaires funded the shadowy groups that supported their campaign. Moreover, if just a handful of people are responsible for the bulk of these donations, a newly elected president will have no problem figuring out who to lavish favors on once they enter the White House.” [Think Progress, 8/4/2011]

Almost a quarter of the millions donated to super PACs so far during the campaign season comes from just five donors, a USA Today analysis shows. Super PACs are political organizations that exist to influence elections, which take unlimited amounts of outside money from donors, including individuals, unions, and corporations, and pool that money to advocate for or against a candidate (see March 26, 2010). By law, super PACs are supposed to operate independently of a candidate’s official campaign organization. In August 2011, a USA Today analysis showed that a dozen wealthy individuals and corporations contributed over half of the money given to super PACs (see August 4, 2011). Washington Post columnist Ruth Marcus has called the influence of the supposedly independent organizations corrosively corrupting and extraordinarily dangerous, and correctly predicted that their influence would increase as the campaign season wears on (see January 3, 2012). Four of those donors are:
Dallas industrialist Harold Simmons, who financed the 2004 “Swift Boat Veterans for Truth” campaign that vilified presidential candidate John Kerry (D-MA), has given $12 million to the Republican super PAC “American Crossroads” and $2.2 million to super PACs supporting Republican presidential candidates;
Las Vegas casino billionaire Sheldon Adelson, who with his wife Miriam has given $10 million to “Winning the Future,” the super PAC supporting Republican candidate Newt Gingrich (R-GA—see December 19, 2011 and January 6, 2012), and who says he is willing to donate up to $100 million more to keep Gingrich in the race (see February 21, 2012);
Silicon Valley venture capitalist Peter Thiel, who has given $2.6 million to “Endorse Liberty,” a super PAC backing Representative Ron Paul (R-TX) and his presidential campaign;
Houston real estate developer Bob Perry, who has given $3.6 million to super PACs, including $2.5 million to American Crossroads. Perry formerly backed Governor Rick Perry (R-TX) and former Governor Tim Pawlenty (R-MN) in the presidential primaries, but has now shifted his allegiance to frontrunner Mitt Romney (R-MA).
Republican organizations have vastly outraised their Democratic counterparts, though so far much of the money spent by Republican organizations has been to attack Republican presidential candidates during the primary campaigns. Indeed, some political observers say that Romney would have secured the nomination long ago if not for the billionaires supporting other Republican candidates. “Without the flow of super PAC money, the Republican race would be over,” says campaign finance expert Anthony Corrado. “Super PACs have become a vehicle for a very small number of millionaires and billionaires who are willing to spend large sums in pursuit of their political agenda.” Political scientist Cal Jillson says of the billionaires contributing these huge sums: “They are extremely wealthy people who put their resources behind their vision of the appropriate relationship between the government and the private sector. That vision is low taxes, small government, and personal responsibility.” The super PAC working on behalf of President Obama, “Priorities USA,” collected $2 million in late 2011 from Hollywood executive Jeffrey Katzenberg, but since then has raised relatively paltry amounts in comparison to its Republican counterparts. It raised a mere $59,000 in January 2012, most of that made up of a $50,000 contribution from John Rogers, CEO of Arial Investments and a close friend of Obama. USA Today, using data provided by the Federal Election Commission (FEC), reports that much of the unprecedentedly high political contributions in the 2012 presidential campaigns comes from anonymous donors. The report also shows that eight out of the top 10 donors give to Republican and/or conservative super PACs. The pattern is similar to that described in earlier reports, such as an August 2011 report that found a dozen wealthy donors made up the majority of super PAC donations, and most of those donors contributed to Republican or conservative organizations (see August 4, 2011), and a February 2012 analysis that found a quarter of the donations flowing into the super PACs came from just five wealthy donors, four of whom are Republican contributors (see February 21, 2012). The latest data shows that eight out of 10 of the top super PAC donors are either individuals or corporations who donate to Republican causes. One of the remaining two donors, the Cooperative of American Physicians, supports a single Democratic candidate and a range of Republicans. The other is a teachers’ union, the National Education Association. The top three donors—casino billionaire Sheldon Adelson and his wife Miriam, Dallas industrialist Harold Simmons and his wife Annette, and Houston real-estate mogul Bob Perry—have between them contributed over $45 million, more than four times the donations coming from the “bottom” six donors. Much of the money collected by nonprofit political advocacy organizations remains undocumented; for example, 80 percent of the donations collected by the Republican-aligned American Crossroads super PAC and its 501(c)4 sister organization Crossroads GPS is from anonymous donors (see April 13-20, 2012). The groups plan on spending at least $300 million during the campaign. FreedomWorks for America, the super PAC arm of the “astroturf” lobbying organization FreedomWorks (see April 14, 2009), garnered about a third of its contributions from anonymous donors who gave to the organization’s nonprofit arm. Law professor and campaign finance expert Richard Hasen says, “We have a dysfunctional system for financing our elections,” when anonymous donations can fund political activity. “It’s bad for our democracy when people refuse to be held accountable.” Russ Walker, the national political director of FreedomWorks for America, says simply, “Everything we are doing is within the law.” [USA Today, 4/22/2012; Think Progress, 4/23/2012]
