In accord with the Vienna pact, Germany takes Trepca for its mines, as well as the Lab, Vucitrn, and Dezevo (Novi Pazar) districts, creating a territory called the Kosovo Department. Security forces composed of, and led by, Albanians are formed—a gendarmerie of about 1,000 and about 1,000 irregulars, called the Vulnetara. Bulgaria annexes the Gnjilane, Kacanik, and Vitin districts. Italy takes much of Kosovo and the towns of Debar, Tetovo, Gostivar, and Struga, about 11,780 square kilometers and 820,000 people. In May this area is merged with Albania, occupied by Italy on April 7, 1939. Albanian forces are raised by the Italian army, Albanian is spoken in government and education for the first time, and the Albanian flag flies in Italian Kosovo. Albanians are able to freely travel through Albanian areas. Serbs and Montenegrins are imprisoned, deported for forced labor, or killed by occupation forces. Many are deported to Pristina and Mitrovica to labor in the mines of Trepca, or to Albania for construction. According to Serbs, Albanian attacks, generally against settlers, force about 10,000 Slavic families to leave Kosovo. Collaboration and resistance groups form throughout the occupied Balkans. A joint project is started in which students from Chile will be sent to learn economics at the University of Chicago using funding for tuition and other expenses from the US government as well as private organizations such as the Ford Foundation. The University of Chicago’s Department of Economics is at this time a bastion of strict adherence to pro-free market thought. The chairman of this department, Theodore W. Schultz, came up with this plan along with an official from the US government during a meeting in Santiago, Chile, in 1953. Schultz himself stated that he desired that the countries of the third world, “work out their economic salvation by relating to us and by using our way of achieving their economic development.” By 1970, some 100 students from Chile will have sought advanced degrees from the University of Chicago. Mount Weather, a secret underground government installation located about 50 miles west of Washington, DC (see 1950-1962), maintains a “Civil Crisis Management” program aimed at monitoring and managing civil emergencies, such as resource shortages, labor strikes, and political uprisings. The installation is a key component of the highly classified Continuity of Government (COG) program, which is meant to ensure the survival of the federal government in times of national emergency. “We try to monitor situations and get them before they become emergencies,” says Daniel J. Cronin, assistant director of the Federal Preparedness Agency (FPA), which is responsible for managing parts of the facility and program. As part of the program, Mount Weather collects and stores data regarding military and government installations, communications, transportation, energy and power, food supplies, manufacturing, wholesale and retail services, manpower, medical and educational institutions, sanitary facilities, population, and stockpiles of essential resources. The Progressive reports in 1976, “At the heart of the Civil Crisis Management program are two complicated computer systems called the ‘Contingency Impact Analysis System’ (CIAS) and the ‘Resource Interruption Monitoring System’ (RIMS).” The complex systems apparently interpret crisis situations, predict future outcomes, and provide possible solutions for emergencies. According to a 1974 FPA report obtained by The Progressive, CIAS and RIMS are used in close cooperation with private US companies “to develop a range of standby options, alternative programs… to control the economy in a crisis situation.” The Civil Crisis Management program is put on standby during several national anti-war demonstrations and inner city riots in 1967 and 1968. The program is activated during a 1973 Penn Railroad strike and is put to use again in 1974 when a strike by independent truckers threatens food and fuel shipments. By March 1976, the Civil Crisis Management program is being used on a daily basis to monitor potential emergencies. Senator John Tunney (D-CA) will claim in 1975 that Mount Weather has collected and stored data on at least 100,000 US citizens (see September 9, 1975). [Progressive, 3/1976]
“The Brick,” a 500-page economic blueprint later used by Augusto Pinochet to formulate Chile’s economic policy, is drafted by a ten-man group, eight of whom had previously studied at the University of Chicago (see 1956). The group was put together by Orlando Sáenz, president of the National Association of Manufacturers, to “prepare specific alternative programs to government programs” that the military could use. Saenz took this step following a meeting between the heads of various Chilean businesses to discuss plans for toppling the regime of democratically-elected leader Salvador Allende as well as a suitable replacement. Muhammad Zia ul-Haq. [Source: Associated Press]General Muhammad Zia ul-Haq seized power in Pakistan in a 1977 coup and declared himself president. The US stopped all economic and military aid to Pakistan as a result of the coup and Zia ruled cautiously in an attempt to win international approval. But immediately after the Russian invasion of Afghanistan (see December 8, 1979), the US allies with Zia and resumes aid. This allows Zia to use Islam to consolidate his power without worrying about the international reaction. He passes pro-Islamic legislation, introduces Islamic banking systems, and creates Islamic courts. Most importantly, he creates a new religious tax which is used to create tens of thousands of madrassas, or religious boarding schools. These schools will indoctrinate a large portion of future Islamic militants for decades to come. [Gannon, 2005, pp. 138-142] Zia also promotes military officers on the basis of religious devotion. The Koran and other religious material becomes compulsory reading material in army training courses. “Radical Islamist ideology began to permeate the military and the influence of the most extreme groups crept into the army,” journalist Kathy Gannon will write in her book I is for Infidel. [Gannon, 2005, pp. 138-142] The BBC will later comment that Zia’s self-declared “Islamization” policies created a “culture of jihad” within Pakistan that continues until present day. [BBC, 8/5/2002]

[Source: Publicity photo]Sandy Kress, President Bush’s unpaid education adviser, meets with Bush in his hotel on Longboat Key, Florida, to brief him on their planned 9 a.m. visit to the Emma E. Booker Elementary School in nearby Sarasota. With them are Secretary of Education Rod Paige, Bush’s senior adviser Karl Rove, and White House Chief of Staff Andrew Card. Kress goes over some key points for the talk Bush is due to give to the press after reading with the students at the school. However, Kress will later recall that the “president is a very punctual person,” and “I’ve never known him to be late.” Yet, “we finished the briefing on that fateful day, and we continued to talk for another ten minutes about people and politics in Texas. The time to leave came and passed.” Kress adds, “That struck me as unusual.” [Kessler, 2004, pp. 136-137; Dallas Morning News, 9/10/2006] According to the official schedule, the president is supposed to leave the resort at 8:30 a.m. for the drive to the school. [St. Petersburg Times, 7/4/2004] Yet, according to one account, he will not leave until as late as 8:39 (see (8:35 a.m.) September 11, 2001). [Washington Times, 10/7/2002]
Not long after 9/11, US Ambassador to Pakistan Wendy Chamberlin proposes a substitute for the mostly private funding of madrassas [religious boarding schools] in Pakistan. There are over 10,000 madrassas in that country, and many of them teach a radical form of Islam that promotes Islamist militancy. Counterterrorism “tsar” Wayne Downing supports Chamberlin’s idea, and says the madrassa system is “the root of many of the recruits for the Islamist movement.” In early 2001, the Pakistani government approved a plan that would require the completely unregulated madrassas to register with the government for the first time, halt all funding from abroad (which often comes from militant supporters in Saudi Arabia), and modify their curricula to teach modern subjects such as math, science, and history. However, Pakistan lacks the money for an education system to replace the madrassas. In late 2001, President Bush promises Pakistani President Pervez Musharraf that he will fund a $300 million education plan. But the plan does not survive the White House budget request that year. The madrassas are not reformed in any way—even the plan to have them register is dropped. Pakistani journalist Ahmed Rashid will later comment, “The US State Department and USAID maintained the charade that Pakistan was actively carrying out reforms.” [Washington Post, 10/22/2004; Rashid, 2008, pp. 235-236]
